FOR the second time the Mineral Industry Education Division opened the sessions at the Annual Meeting by gathering at the Engineering Woman's Club, Sunday at 3 p. in., and, in spite of the informality of the hour, with a good attendance of representative men in the educational field. The chairman of the Division, Thomas T. Read, after briefly reviewing some of the more significant events of the past year, introduced H. P. Hammond, professor of civil engineering, Brooklyn Polytechnic Institute, a leading figure in the project of the Engineers' Council for Professional Development for accrediting engineering schools. Prof. Hammond made it clear that the project is not to rate engineering schools but to accredit them; not to arrange them in order of excellence, but to segregate them into two groups, those that are entitled to recognition as genuine engineering schools, and those that are not. About thirty schools in the whole country will presumably fall into the latter class; they are typified by an unnamed institution where the teacher of mathematics bears the title of Professor of Civil Engineering and the man who teaches chemistry that of Professor of Chemical Engineering, and having no engineering instruction except some elementary surveying, but still claiming in its catalogue to be an engineering college. While everyone would like to avoid the necessity of accrediting engineering colleges, it cannot be avoided, since the University of the State of New York, and several other agencies, are already doing it. If it cannot be avoided it is best that it should be done by a qualified agency set up by the national engineering societies, so that the results may command respect and general acceptance. It is for this reason, and this alone, that the accrediting committee of the E. C. P. D. has been set up. It is now ready to begin its task, and during-the coming year it will accredit the schools in two of the seven geographical districts into which the country has been divided, beginning with New England and the Mid-Atlantic States.

IN the United States, in the 2 1/2 years since the rescinding of the wartime order closing gold mines, conditions have not yet returned to normal. Shortages of man power have prevented some mines from operating at all, and most of those in operation are still at reduced capacity. This fact, combined with shortages of materials, the high cost of supplies and labor, high tax rates, and a fixed price for the product have made the past years rather rough ones for gold producers. In foreign countries conditions are rather similar. In Canada several new mines are coming into production and some others are enlarging. Costs have not increased as much as in the United States and gold production is being encouraged. Recently a bonus of 20 per cent on increased production has been proposed. In South Africa, where gold mining is of major importance in the national economy the industry is also in a favored position with government; new discoveries of major importance there will markedly increase the gold output. ONE'S JOB is the watershed down which the rest of one's life tends to flow write the Lynds in the first pages of their classic social study, "Middletown in Transition." Certainly engineers will confirm this statement after a check among those in their own profession with whose lives they are at all familiar. I have no hesitancy in acknowledging the truth of their observation for the men and women who are engaged in the profession of the law. It has been often remarked that American public life is overrun with members of the law profession. The highest public office in the land, that of President. has been occupied by lawyers almost to the exclusion of citizens of any of the other professions. Twenty-two Presidents of the United States out of the total of 31, were members of the bar. For the most part, members of Congress, the governors of the states, the state legislators and the mayors and other local leaders, men who occupy important positions of responsibility and public trust, have had legal training. Now this fact is no mere accident. Those who were fitted for the "job" of the practice of the law are favorably placed with respect to their participation in public life. Thus public service and public office is the watershed down which the "lawyer's" life tends to flow.

CREATION of atomic energy, aside from its influence on war or peace, has posed these basic questions for the world: How soon can energy from atoms be harnessed to do man's daily work? How much of this power will there be, to what degree will it supplant present fuels, and what does it imply for the future of civilization? Answers to these questions may be found in part in analysis of just what atomic energy is and how far its development has come. The answers are encouraging. One of the first questions encountered in considering the application of atomic reactions is whether such reactions can be controlled. Fortunately, this has been adequately demonstrated by the operation of the Government plutonium plants at Hanford, Wash. Here nuclear reactions are carried out on a large scale involving liberation of about a billion B.t.u. per hour. This hourly heat liberation is equivalent to that obtained from about 7100 gallons of fuel oil. It has been possible to operate these plants day in and day out with the reaction controlled at the intensity desired. There should therefore be no question that, under proper conditions, reactions involving nuclear fission can be controlled.

Activities of silicon in Ni-Si melts have beelz determined in the temperature range 1480° to 1610°C from electromotive-force measurements involving the cells The data obtained are used to derive the activities of nickel and the integal free energies of mixing. Entropies of mixing are calculated from the free energies of mixing as obtained in the present study and the heats of mixing as available in the literature. ACTIVITIES in Fe-Si and Co-Si melts have been determined recently by the authors&apos; using galvanic cells consisting of alloy, an oxygen electrode, and an oxide melt as electrolyte. The present paper deals with activities in Ni-Si melts as measured with the same technique. A schematic diagram of the cell is shown in Fig. 1. The alloy and the electrolyte consisting of CaO and SiO2 are contained together in a silica-glass crucible. During the experiment the silica glass crystallizes to cristobalite on the surface of the crucible. Nickel contents of the electrolyte are very small (<0.1 pct as checked with chemical analysis), because of the noble character of nickel in comparison with silicon. A tapered silica tube is connected to the crucible through which a platinum or molybdenum wire is inserted, as shown in Fig. 1. A platinum tube reaches the surface of the CaO-SiO2 electrolyte from above. The platinum tube is provided with four holes on its side, through which oxygen of 1 atm pressure is blown over the electrolyte. The cell reaction is given by the equation Si(metal) + O2(gas) = SiO2(electrolyte) [3] and the galvanic electromotive force of the cell is given by the formula

This investigation was undertaken to evaluate the effect of a dispersed phase in a iron upon the strain hardening and the stress dependency of dislocation velocity as inferred from the strain-rate sensitivitv. Experiments were made in a-iron specimens with controlled amounts of carbon and/or A12O3. They were tested at various temperatures between 195&apos; and 373 &apos;K under a variety of conditions oj-concentration, strain rate, and quench aging. The resulting yield strength, flow strength, and strain hardening increased with addition of Al2O3. The parameter m, measured from changes in strain rate, was xsed to describe the stress dependency of the dislocation velocity. m was found to increase with additions of A12O3, increasing carbon in solution, and with increasing temperature. When applied to a recent model for yielding based upon dislocation multiplication and velocity characteristics, the values of m alone did not successfully predict yielding for the materials of this investigalion, but had to be adjusted with a consideration of the number of unlocked dislocations nucleated heterogeneously at discontinuities or inclusions. The change of yield strength with Al2O3 Interpar-ticle spacing appeared to obey a theory of Orowan. EVER since the concept of dislocations has been introduced to explain plastic deformation in crystalline materials, the origin of dislocations and the source of the number of dislocations required to account for plastic deformation have been persistent questions. Ruling out the possibility of homogeneous nucleation,&apos; Gilman2 drew attention to the various cases of heterogeneous nucleation as the source of dislocations, whereas Frank and Read3 introduced the Frank-Read source. However, Gil-man found that the Frank-Read sources did not play a dominant role in the deformation of LiF crystals, but that small precipitates are often, if not always, associated with the nucleation of dislocations. In LiF crystals, however, most of the dislocations arose through the multiplication of moving dislocations in a mechanism described by Koehler4 and Orowan,5 Thus, relatively few precipitates could account for a large number of dislocations. A similar observation of dislocation nucleation at inclusions of precipitates was made by Stein and LOW&apos; on Si-Fe crystals. Their crystals contained

A scrubber of new design has been invented for the beneficiation of glass and chemical sands. The machine is described and its capacity and metallurgical efficiency compared with the performance of other sand cleaning devices. THREE years ago, when the Process Research Laboratory at Allis-Chalmers Manufacturing Co. sought a remedy for the increasing cost of disposing of great quantities of spent sands from foundries, R. C. Edwards developed a continuous inclined paddle scrubber which removed a substantial amount of the charred coatings from the grains with a surprisingly small amount of degradation of the sand itself.&apos; The satisfactory results obtained on foundry sand, using this piece of equipment in conjunction with classification, suggested that a similar procedure could probably be applied to the cleaning of other sands, such as those required by the glass and chemical industries. This paper describes the flowsheet and the results of tests performed on impure natural sands. The four materials tested were silica sands obtained from widely separated geographical areas. Three of the sands tested contained various amounts of iron oxide and the fourth an excessive amount of calcareous bonding material. The iron oxide was present predominantly in the form of grain coatings, which were scuffed by the paddle scrubber, and in all cases a product was manufactured which would meet one of the sets of specifications imposed by the glass industry.&apos; The Edwards paddle scrubber used in these tests consists of a rubber-lined steel cylinder 18 in. in diam and 48 in. long, mounted on a frame so that its slope can be varied 5" to 35" from horizontal. This variable slope permits controlled flow of material through the machine. Rubber paddles rotate inside the cylinder and are secured to a center shaft 2 in. square, which extends through the entire length and is turned at both ends so that it can be supported by sleeve bearings centrally fixed in the end plates of the shell. At the upper or feed end it extends through the bearing on the end plate into a sheave, to which the motor drive is connected by means of Texrope transmission. The four sets of paddles mounted on the shaft, two in each set, are made of rubber belting, 1/4 in. thick, 9 in. wide, and 16 in. long. The two paddles in each set are secured on opposite sides of the square shaft, but in the same longitudinal position along the shaft axis. In other words, the two paddles in the set operate 180" apart. Each successive set is mounted 90" from the preceding one. One end of each paddle is bolted to the square shaft and the other weighted by a steel bar, lx1 1hx9 in. long, which is attached about Yz in. from the outer tip of the paddle. By centrifugal force at proper shaft speed, these weights force the paddle surface to rub smoothly against the rubber lining of the cylinder. During operation, the sand forces its way between the paddle face and the surface of the cylinder, providing the necessary abrading action as the pulp flows by gravity down the length of the cylinder. The capacity of the machine is limited by the amount and the hardness of the coating material and by the quality of product desired. WAGES in the United States, in spite of the wage freeze, have increased materially. Overtime payments have become standard practice in almost all industries. Now efforts are being made to place wages on an annual basis, and if this is adopted, it will result in an increase in the cost of production. Organized labor today is more powerful than ever before; union membership is large and steadily increasing, and in many instances membership in the union is a prerequisite to employment. The treasuries of many unions are strong as a result of the large membership and full employment. The unions, therefore, today are in a much better position than ever before to carry on long strikes. Politically, too, the unions are more powerful today than they ever were. On the basis of their strength, one may expect that some of the demands that the labor unions will make in the not distant future will be granted. It is, therefore, quite evident that before long, particularly when the curtailment in war production reaches about 40 per cent, this country will be confronted with a serious labor problem.

IN the nation&apos;s effort to raise its magnesium metal supply to meet the ever increasing demand, the Government is relying not only on standard established practice but has extended its support to developments not so well proved-at least, not commercially proved. Within the past few months considerable progress has been made, not only in the definite output of metal but in the exploitation of new processes, the successful adaptation of which should, in a reasonably short time, assure an adequate supply of magnesium. Recent months have also witnessed a reshuffling of the favored methods as well as of the likely raw materials, with the mineral dolomite gaining in interest over its richer but less abundant competitor, magnesite, while the lowly sea water appears to be losing ground to the higher magnesian brines of Michigan and western Texas. Every month sees a new alignment and there are signs that still newer methods or raw materials will be in use before the industry finally stabilizes itself.

THE September issue of MINING AND METALLURGY might almost have served as a review of the advances in the metallurgy of gold during the current year. In addition to a scholarly article by F. W. Bradley, there were able descriptions by W. W. Bradley and W. F. Boericke of the methods followed in California and in Ontario. Considered together, the two last-named articles indicate the many possible combinations of flotation with one or more of the older processes. This, the prominence of flotation as an aid in the beneficiation of gold ores, is probably the most striking of the year&apos;s developments. It would perhaps be nearer the fact to say that the year has not been marked by the gold metallurgists&apos; discovery of the flotation process, but rather by the flotation merchandizers&apos; discovery of gold metallurgy. I say this because native gold was floated successfully more than fifteen years ago, and a reference to these results was published six years ago.

STEADY advance has been made in the art of lead smelting and refining during the year. The bringing of natural gas to the Salt Lake valley has led to its adaptation to lead smelting operations. The Tooele plant of the Anaconda Copper Mining Co. has put into practice the high blast pressure and constant volume for lead blast furnaces, which we understand was first advanced by John F. Austin. It would appear that within limits, capacity is nearly proportional to the volume of air. If the charge is dense, a constant pressure, as in the old practice. did not get much air through the charge and the furnace slowed up. The constant volume idea makes the charge smelt at the same rate as if the charge were porous. The cost of a little additional power insures capacity operation at all times.

A study of passivity in chromium-iron alloys holds considerable interest, both because of the present-clay practical importance of the stainless steels, and because of the scientific importance attached to the mechanism of their corrosion resistance. Upon the discovery of the passive chromium-iron alloys in 1912, it seemed logical to attribute the observed phenomenal corrosion resistance to a thin, continuous, protective reaction product on the surface. The product was thought to be Cr2O3 or a similar oxide containing both chromium and iron. This mechanism seemed likely in view of Michael Faraday&apos;s conjecture that passive iron is not reactive in concentrated nitric acid because of an oxide on the metal surf ace. Since 1912, data have accumulated that permit a further exploration into the nature of passivity and provide a new approach to the problem. A summary of the facts lends considerable weight to a mechanism based not on physical protection of an oxide or similar compound, although such compounds may be present on the surface, but to a change in tendency of surface metal atoms to react chemically. This change in reaction tendency is ascribed to chemisorbed films that effectively satisfy residual valence forces of the metal surface, but do not appreciably disturb the positions of metal atoms in the lattice. In other words, formation of a new lattice such as that of an oxide is not a necessary condition for this type of passivity. The decreased reaction tendency of the metal by reason of chemisorbed films can thereby account for low reaction rates of the stainless steels in many media, as well as a noble galvanic potential as is observed. Substances capable of adsorbing on the stainless steels, and hence accompanying the property of passivity, are typically oxygen, nitrites or chromates, but are not in any sense limited to these. Other elements and compounds can also chemisorb, and therefore may also play a major part in the mechanism of passivity in specific media. The mechanism of passivity based on chemisorption or activated adsorption begins with the interpretation Langmuir proposed for his experiments concerning adsorbed oxygen on tungsten.&apos; He found that adsorbed oxygen was tightly bound, remaining on the tungsten surface above temperatures at which WO3 rapidly volatilizes. PRODUCING operations abroad during 1940 were shrouded in the fog of war. Little, if any, concrete information is available, and the data that issue from the belligerent countries are too frequently distorted for military purposes, for the volume of supply of gasoline and fuel oil has become an important strategic secret. Despite this lack of information signs indicate the spread of a slow paralysis which is gripping producing operations in foreign countries. Only in the Caribbean area are developments proceeding normally and even there the destruction of the Western European market is being seriously felt. This creeping paralysis is being brought about partly by the serious shortage of materials so necessary for drilling and other producing operations such as steel, machinery, and the like-together with a scarcity of that prime munition of war-money. Markets too have been curtailed by the operation of exchange control as all exchange is needed to support war efforts. As a result, gasoline is tightly rationed in all belligerent countries. The growing casualties in shipping are fast restricting the water-borne trade in petroleum, but have had a local stimulating effect in some areas where the risk is less or where water-borne transport can be efficiently used as for instance Trinidad and Egypt. The type of product needed for war effort, particularly the great demand for aviation gasoline, has changed the schedules of .refinery operations. As a result of all these influences the world oil picture outside the United States- has vastly changed during the year.

Data on worldwide geophysical activity in mining exploration programs is collected annually by the Geophysical Activity Committee of the Society of Exploration Geophysicists as part of a continuing service to the industry. The data is obtained by sending out questionnaires to all organizations (which are) known to be carrying out mining geophysical work; the organizations canvassed include mining companies, contractors, government departments and universities. The questionnaire is divided into three sections, namely ground methods, airborne methods and research. In 1968, 515 questionnaires were circulated throughout the non-Communist world and 283 replies were received which is a 55% return. A 67% return was received from the U. S. organizations surveyed so the statistics quoted in this report for the United States are reasonably reliable. This report is published in condensed form, but with emphasis on the United States statistics, with the permission of the Society of Exploration Geophysicists. It was presented at the 39th Annual International Meeting of the SEG in Calgary, Alberta, on September 15, 1969. Worldwide utilization of mining geophysical methods reached a new high in 1968 with total expenditures of United States $41.4 million, compared lo $32.3 million in 1967, representing a 28%, increase. The expenditure distribution by area and type of activity is shown in the graph on page 64. In terms of money spent, ground geophysical surveys accounted for 49% of the total, airborne survey&apos;s 36% and research 15%. The percentage of the money spent on ground geophysical surveys fell by approximately 7% from 1967, that for airborne surveys, increased by 5%, and for research the amount increased by 2%. Industry accounted for 79°1% of the total monies spent on mining geophysical activity in the world in 1968 and governments and universities 21 o%.

NEW trend in geophysics has been uncovered in these depression years, made evident through the thinning cloak of commercial activity, which, in better times, would have completely obscured it. I refer to the increasing use of these methods for geological investigations by federal and state geological surveys. This is a trend that has been gathering momentum not alone in the United States, but abroad as well. Thus, in Poland, the Geological Survey has been playing an increasing role in geophysical work since 1927, and now has- its own geophysical department. The government petroleum producing organization of Argentina has its Geophysical Commission; Brasil boasts a completely equipped geophysical department in its Mineral Production Service; the government of Chile has contracted with commercial companies for geophysical surveys; Peru is planning an intensive program of geophysical prospecting in its petroliferous regions; and Canada has, for several years, cooperated with

MAGNETITE mining and milling in the Eastern States was sharply curtailed in 1938, production showing a decrease of 36 per cent from 1936 and 57 per cent from 1937. Six mines, one in Pennsylvania, two in New York, and three in New Jersey were in operation, either part or full time, during the year. In recent years ten Eastern magnetite mines have been more or less active but since the World War the market for Eastern ores- has been spotty. The scrapping of Eastern merchant pig iron furnaces, imports of cheaply mined duty-free foreign ore, and high freight cost have been contributing factors.

ACTIVITY on long-range and on immediate wartime problems shared the attention of specialists in coal research during 1943. Programs of the principal coal laboratories were more adequately financed than in previous years, but all reported shortages of technical personnel. Expansion in coal research in the year to come will depend primarily on the availability of qualified research talent.
