The members of the Institute have probably seen in the daily papers notices of the plans of the Secretary of the Navy to. form an Advisory Board to assist the Government to make available the latest inventive genius of the country. Secretary Daniels has appointed Mr. Thomas A. Edison Chairman of this Advisory Board and has officially invited the Institute to secure the selection of two of its members to serve. on this Board. The Secretary in his letter states: "I feel that the work your Institute has done has been such as to give it the right to be in a way officially represented, and the Navy Department desires in this way to testify to its own appreciation of the splendid work for our country that your Institute has done. I have the emphatic approval of Mr. Edison, and he agrees entirely with me that your Institute should he represented in this way and that no better method of getting the kind of men we need could be devised." The invitation of the Secretary of the Navy has been officially accepted and steps have been taken to nominate the two members. Since the Constitution provides for no meeting of the Board of Directors until September, and as Secretary Daniels urged early action, the matter was discussed at a special meeting of the Executive Committee of the Institute, at which were present as many members of the Board of Directors as were in New York City at the time. Invitations were also extended to other members of the Institute who happened to be in the vicinity. At this meeting it was decided to submit the matter by a special letter-ballot to the Board of Directors and in doing so to suggest or nominate five members of the Institute, accompanying this nomination with the statement that the Directors might vote for two of the members so nominated or for any other members of the Institute not so nominated. It was voted at this meeting that it. was the sense of those present that in view of the fact that this committee was an advisory one the type of men to be chosen should be men of administrative or executive ability, cap-

The State Mining Bureau of California under the direction of Fletcher Hamilton, State Mineralogist, is starting a field campaign to report on the economic minerals of California, which have an important industrial and military bearing on the present war situation. Particular interest and value attaches at the present moment to our available supplies of chrome, coal, iron, magnesite, manganese, molybdenum, quicksilver and tungsten. Trained geologists and engineers of the Bureau's staff are being sent, out to obtain information with relation to the latest developments. Advance notices will be sent to the local newspapers, from time to time, of the arrival of the engineers in the various districts. All persons interested in the minerals mentioned are earnestly urged to cooperate with the State Mining Bureau by meeting the field men while in their districts or by communicating direct with the State Mineralogist at his office in the Ferry Building, San Francisco. The State Mining Bureau has just issued Bulletin No. 72 on The Geologic Formations of California. It was written by Prof. James Perrin Smith of Stanford University, and contains a complete bibliography and resume of all of our present knowledge relative to the geological formations occurring in California. It also contains much previously unpublished data, and six tables showing geologic columns. It covers 41 pages.

In a recent study of Fe-Si alloys Walter and Koch' observed pairs of dislocations in Fe-6.25 pct Si crystals rolled to reductions of 10 pct and subsequently annealed for 1 hr at 650°C. They interpreted these pairs as being due to stacking faults. From the spacing of the dislocations a stacking-fault energy of 15 to 19 ergs per sq cm was calculated. These authors did not pay any attention to the order -disorder phenomena in Fe-Si alloys. It is the purpose of this communication to report some preliminary results from a study of ordering and its influence on the plastic deformation of Fe-6.0 pct Si alloys. Our results suggest that the dislocation pairs observed by Walter and Koch may have been due to long-range order rather than to stacking faults. The alloys used in this investigation were prepared from pure electrolytic iron and silicon and were melted in argon. After hot working, strip tensile specimens were machined to a gage length of 70 mm and a thickness of 1 mm. The specimens were heat- treated for 2 hr at 1000°C, furnace-cooled, and subsequently deformed 2 pct in tension at 400°C. The strain rate was 5.6 X lo-' sec-'. Thin foils of the deformed specimens were prepared by means of the Bollman technique and examined in a Siemens Elmis-kop I at an accelerating voltage of 100 kv. In the Fe-Si system long-range ordering occurs at a silicon content of about 6 pct Si. In our alloys evidence for ordering is given by selected-area diffraction patterns which show extra reflections consistent with a super lattice of the D0 9 type. In addition, the dislocation arrangement in deformed specimens indicates that long-range order is present. A typical mi-crophotograph of a thin foil is shown in Fig. l. The dislocations are usually straight and parallel and laying in distinct directions. In the commonly observed (111) zone the projections of the dislocations are close to (113) and (oil). Observation of the image position indicates that the two dislocations in a pair have the same Burgers vector and hence constitute a superlattice dislocation.~ According to theory3 a superlattice dislocation in the DO3 structure consists of four ordinary dislocations connected by two types of antiphase boundaries as shown in Fig. 2. The US Geological Survey has developed mathematical modeling techniques to assess potential impacts on the hydrologic system resulting from mining of coal and oil shale in northwestern Colorado. Potential impacts of oil shale mining on groundwater hydrology have been simulated using a quasi-three-dimensional, finite-difference model. The model has been used to simulate hypothetical mine dewatering operations at two proposed oil shale mines. Dissolved-solids distribution and solute transport were simulated with a three-dimensional, finite-difference model that was used to evaluate the effects of flooding in hypothetical abandoned mines. The potential impacts of coal and oil shale mining on water-sheds were investigated using a digital watershed model. This deterministic physical-process model predicts responses of the hydrologic system to modifications resulting from mining in basins having snow as the major source of runoff and recharge. Potential impacts of coal development on surface water quality were investigated using a river quality assessment model. The models developed by the US Geological Survey have been useful in defining the potential effects of mining in northwestern Colorado. They are an important first step in analyzing the existing data base and in predicting impacts and new data needs. The models may not be totally applicable on the local scale but are very meaningful on the regional level.

In August 1973, Fluor Utah, Inc. was awarded a contract by the Office of Coal Research (now part of the Energy Research and Development Administration), Department of the Interior, for the examination of the unique problems of large-scale surface coal mining to supply coal conversion complexes. The project consists of two phases: (I) data base development and organization and the formulation of a mathematical computer modeling system for surface mining; and (II) computer manipulation of the data base in accordance with the model to formulate several typical preliminary mine and preparation plant designs. Phase I is scheduled for completion by the end of July 1975 and Phase II is scheduled to be complete by the end of January 1977. This paper briefly discusses the effort for only one aspect of this project-the foundation for geologic modeling developed in Phase I. The Phase I task of geologic modeling can be broken down into two subtasks: (1) identify areas containing sufficient resources of surface-minable coal to support at least one large-scale mining complex, and (2) characterize the coal deposits in these areas for computer storage and retrieval. Identification of Resource Regions The basic production design criteria for large-scale surface mining, as stated in the contract, is the production of 75,000 tpd, or more, of bituminous coal. Based on a constant total Btu delivered to the preparation plant, daily production requirements for the different coals are as follows: Bituminous Coal 75,000 tons Subbituminous Coal 99,500 tons Lignite 143,500 tons Although surface mining on this scale is presently non-existent, it is deemed that future operations, in order to meet the increased energy demands, will have to look forward to much larger scale mining complexes. These tonnage requirements are meant to be used only for the delineation of general areas suitable for large-scale surface mining, termed "Strippable Coal Resource Regions." They were determined largely from the latest complete detailed coal resource estimates of the U.S. Bureau of Mines. Nine strippable coal resource regions, containing over 100 billion tons of strippable coal resources, were identified [(see Fig. 1)]. The delineation of these regions was based entirely upon estimates of surface-minable coal resources and the production design criteria for large-scale surface mining. If surface-mined coal was combined with underground production, or if smaller production rates were specified, then other areas which were omitted here would be included in the regions. Changing the outline of the regions, however, would not add any new mining situations to be studied in Phase II. Operating properties of Bancroft Mines Ltd. are in the Western Province of Northern Rhodesia, just south of the Katanga border and at the north- western end of the Rhodesian Copperbelt. The concentrator, above, was commissioned in January 1957 to treat 150,000 tons per month of ore derived from the nearby Kirila Bomwe South orebody, and the Konkola orebody eight miles away. The Konkola orebody is comparatively low grade and mining was discontinued there in early 1958. Development work on the new mine at the Kirila Bomwe North orebody commenced in 1959. Today, the plant treats approximately 150,000 tons of ore per month from the Kirila Bomwe South orebody and development ore from the north orebody. Ultimately, 100,000 tons of ore per month will be produced from the north orebody.

This paper describes a technique of polishing and etching specimens of open-hearth furnace slags or hearth aggregates for identification of the crystalline constituents —lime (CaO), tricalcium silicate (3CaO.SiO2), dicalcium silicate (2CaO.-SiO2), rnonticellite (CaO.MgO.SiO2), or forsterile (2MgO.SiO2), with especial em-phasis on the mineral merwinite (3CaO.-MgO.2SiO2). With proper standardization, this identification does not require the use of the petrographic microscope. The composition of basic open-hearth slags and furnace bottoms falls, almost without exception, within systems containing CaO, MgO, 'IFeO,,, MnO and SiOz, in which the number of basic molecules so greatly exceeds the orthosilicate ratio (two molecules of base to one of silica) that free basic oxides, and combinations between them such as alumi-nates or ferrites, are present in cooled specimens. Orthosilicates of (CaO + NgO) are the most common in such specimens, since in nearly all cases, except premelt slags, the molecular ratio of (CaO + MgO) to SiO, is more than 2 to I. When sufficient lime is available it combines with the silica to form dicalcium silicate (2Ca0.Si02), which contains little, if any, IvfgO, FeO or MnO in solid solution whereas the latter oxides combine to form the oxide solid solution known as periclase. If the lime present is insufficient to form dicalcium silicate (2Ca0.Si02) it combines with Mgo to form either merwillite or moIlticellite (SiOz); these minerals take little if any FeO or MnO into solid solution and the remaining MgO, FeO and hInO combine as periclase. This generalization seems to be valid for basic slags and furnace bottoms, since minerals such as Ca0.MnOSi02 and CaO.FeO.SiOz are found only in slags in which the lime-silica ratio is less than 2 and are not observed in 'pecimens from furnace bottoms. The identification of crystalline constituents in such materials, especially of fine crystals in the groundmass, is difficult under the petrographic microscope. They are often masked by their neighbors because of their small size in relation to the thickness of the thin section and because of the presence of Opaque Or colored constituents. The indices of refraction and the optical sign of the mineral are sometimes difficult to determine because of the small size or because Of twinning or of inclusions within the crystal. Moreover, the positive identification of merwinite (3Ca0.Mg0.2Si02) from its optical properties is usually difficult in the presence of dicalcium silicate (zCaO.SiO2). The eastern part of the state of Rhode Island on both sides of Narragansett Bay, including the island of Rhode Island, is underlaid with carboniferous rocks which carry veins of anthracite. This formation extends into the neighboring portion of Massachusetts, including the area from the state line, the towns of Mansfield, Brockton and Bridgewater,: and extending probably ten miles east of the latter two towns, to Middlesboro, and to Fall River. In Massachusetts the coal formation extends over nearly the whole of Bristol, and parts of Plymouth and Norfolk Counties. In Rhode Island and Massachusetts the area covered is about 400 square miles. In both states the exact limits of the coal measures cannot be determined on account of a thick layer of drift which overlays it. Along parts of Narragansett Bay, the coal measures outcrop in the cliffs on the west side of Rhode Island, and the presence of coal here seems to have been noted as early as 1760, and in 1768 a patent was granted to parties who "were about to dig after pit, coal or sea coal" at the back of the town of Providence. In 1807-08 Benjamin Silliman, later a geologist, visited some openings,' and in 1808 a mine was opened near Portsmouth, in the northeast part of Rhode Island. Work was done here until about 1814 when the mine was abandoned. No anthracite had been used in New England at that time, all coal used came from Nova Scotia, Virginia or England, and was high volatile bituminous; neither experience nor the means of firing favored the use of the local fuel? This mine was again working in 1827, was again abandoned and operations were resumed in 1847. In 1837 a note in a magazine mentions, "the immense coal mine in Cumberland-about six miles from the city of Providence" as having a shaft 14 ft. in diameter and 80 ft. deep, that the horses then used for hoisting the coal were to be superseded by a steam engine and another shaft was to be sunk. With these improvements 30,000 to 50,000 tons were to be produced the following year at a cost of $1 per ton and a sales realization of $6.1 Hitchcock's report refers to a number of localities in both states where definite knowledge of coal existed. Council held a well attended two-day conference at Globe, Ariz., March 19 and 20; followed by two days of mine-rescue maneuvers at the Old Dominion mine in cooperation with the Globe-Miami District Mine Rescue and First Aid Association and the U. S. Bureau of Mines. C. L. Colburn of the Bureau had general charge of the arrangements and was chairman of the conference. All sessions were held in the Old Dominion Library. IN spite of the fact that in 1944 Canada experienced a decline in production of all her leading base metals-nickel, zinc, lead, and copper; despite uncured headaches in the coal-mining industry; and cheerfully ignoring a still further drop in gold, the most valuable product of her mines, which had the lowest output of any year since 1931, the Canadian miner retains the traditional optimism of miners everywhere as he looks forward to the postwar period. Some factors should keep the Canadian mining industry from being too optimistic of the coming era of peace, but the fraternity generally holds that its confident attitude towards the future is based on sound reasons. The decline in production in the Canadian mining industry last year can be almost wholly attributed to the serious shortage of labor and the difficulty in obtaining transport and supplies in remote areas. Some falling off occurred in the demand for certain strategic metals, but the diversion of gold miners, especially, without replacements being obtainable, to direct war work or allied pursuits, was certainly the principal cause of the reduced output in 1944. But that is a situation which will right itself at the close of the conflict.
