"Therma1 and chemical treatment of respirable size silica dusts samples is shown to induce marked changes in their hemolytic activity. The cytotoxicity of crystalline a-quartz (Min-U-Sil), and fumed silica (Cab-0- Sil) particles, as measured by a hemolytic activity protocol, is decreased by calcination and can be related to the dehydroxylation of the surface. The hemolytic activity of P-cristobalite particles of respirable dust si7.e was also determined and found to be lower than that of a-quartz. The change in the surface structure resulting from thermal treatment is detectable by photo-acoustic infrared spectroscopy and zeta-potential measurements. The absorption band in the 3200-4000 cm-1 frequency region of both Cab-0-Sil and MinU- Sil disappears upon heat treatment while a sharp band, identified with single silanol groups, at 3750 cm-1 increases in intensity. The zeta potential-pH profile, in the pH range of 4.0-7 .0, of the calcined, siloxane surfaced particles is more negative than that of material with a silanol surface.The cytotoxicity of the crystalline and fumed silica dusts was also found to be strongly dependent on particle size. Fumed silica of large surface area (small particle size) exhibits an initial increase in hemolytic activity upon calcination. This result confirms other experimental observations pointing to a particle size of maximum toxicity. INTRODOCTIONThe toxicity of silica and other mineral particles, as manifested by their role in inducing pneumoconiosis, fibrosis, silicosis and other pulmonary disorders is largely traceable to the characteristics of particle surfaces and to particle morphology. The great wealth of data on the physical and chemical properties of silica is still insufficient for a comprehensive understanding of the specific parameters to be associated with fibrogenic activity and, correspondingly, with the optimum means for characterizing and quantifying the toxicity of dusts, and the design of possible preventive or therapeutic methods.The great diversity of parameters that have been proposed and tested for correlation with cytotoxicity suggest that more than one mechanism may be involved in the fibrotic activity of silica particles. The crystalline structure of the material (more active tridymite versus less active crisobalite and passive stishovite), freshly formed surfaces and free radicals associated therewith, silicic acid adsorbed onto silica surfaces, the concentration of hydroxyl groups at silica surfaces, particle size and morphology, among other properties, have been investigated and found to conelate in tests of cytotoxicity."

The Australian gold industry has made large steps forward in the last few years. This progress has been driven by improvements in mining and processing technology, the high price of gold and by a favourable legislative, political and taxation environment. This paper concentrates on improvements in gold project development, process engineering and technology as seen by BHP Engineering, Perth, Australia.The paper describes technical aspects of successful gold project development including metallurgical testwork, feasibility studies, choice of process flowsheet (gravity, heap leach, carbon in pulp (CIP), carbon in leach (CIL) or other routes). It sets out our views on plant design, plant construction, procurement and project management.A case study for a small plant recently completed in the Philippines is presented as a solution to the problems often encountered in treating quartz vein gold deposits.

The review of mineral activities in Minnesota arrived too late to appear in the May issue. Minnesota continued to lead the nation in iron ore production in 1989 with more than 70% of the market. At no time in the past 50 years has Minnesota's iron ore market share fallen below 50%. 1989 production was provided by six iron ore pellet operations and one high-grade iron ore mine. Most American steel companies are represented in these operations through whole or partial ownerships in Minntac (USS), Minorca (Inland), Eveleth Mines (Armco and Rouge), Hibbing Taconite (Bethlehem), and LTV Steel and National Steel Pellet. A seventh iron ore pellet producer started up in 1989 when Cyprus Minerals acquired the assets of bankrupt Reserve Mining Co. This operation, with first production scheduled for 1990, will be the only non-steel company captive operation in Minnesota. Encouraging minerals development In an attempt to stimulate further and additional mineral development in Minnesota, the state's legislature established a Minerals Coordinating Committee (MCC). This committee is comprised of the Department of Natural Resources-Division of Minerals, the Minnesota Geological Survey, the Natural Resources Research Institute, and the Mineral Resources Research Center. The Committee has sponsored and coordinated various projects. Among these MCC-sponsored projects are glacial drift geochemistry with an emphasis on gold and indicator minerals, accelerated geologic mapping, continued aeromagnetic surveying of Minnesota, greenstone geochemistry, structure and stratigraphy of the Duluth complex, and drill core and exploration data acquisition from past exploration programs. Regarding drill core, the Division of Natural Resources completed construction of its third core library building in Hibbing. These data and core are available for public examination.

A large number of single borehole crater-forming shots were analyzed in terms of correlating the crater parameters with explosive weight. The objective was to determine a scaling rule for which the explosive weights varies over many orders of magnitude and covers many different geologic materials. Included in the data base are type and weight of the explosive, geologic medium and degree of saturation, charge depth-of-burial, crater dimensions, and crater rim (lip) measurements. An alternative scheme to the usual plot of scaled depth-of-burial versus scaled volume removed was desired. The proposed technique uses a plot of the logarithm of the explosive weight, Y, versus the logarithm of the slant length, R', calculated from the known depth-of-burial of the explosive and the measured crater radius. A plot of Log Y in kilotons versus Log R' in meters from all the crater tests in this data base resulted in a straight line with a of slope 0.31 and showed good correlation between the variables Log Y and Log R'. Since the crater data includes many geologic materials, different explosives (including nuclear tests), and large differences in charge weight, the straight line fit suggests that the type and strength of the geologic materials play a subordinate role to explosive energy in crater formation.\

An example application is presented in which Time Domain Reflectometry (TDR) was utilized to monitor roof strata movements during pillar extraction in a potash mine. The study was initiated when Western Ag-Minerals decided to implement secondary mining of pillars in order to extend the life of their Nash Draw Mine. A prototype operation was conducted in one mine panel to assess mining equipment and procedures, and to determine if ground control problems would develop. An instrumentation array was installed by personnel from New Mexico Tech and Western Ag to monitor strata movements, changes in pillar stress and surface subsidence, and these data are being analyzed by the Bureau of Mines. This paper is limited to a discussion of roof-floor convergence and roof strata movement to illustrate the application of TDR to ground control. Plots are presented which demonstrate the capability of distinguishing location, magnitude and mode of rock movement using TDR to interrogate coaxial cables grouted into holes drilled in the roof.

President's Award Professor Jannie van Deventer, Head of the Department of Metalurgical Engineering at the University of Stelenbosch, has been honoured with one of the five President's Awards for 1990. These awards are made by the CSIR's Foundation for Research Development. The Bullfrog and Montgomery-Shoshone deposits, near Beatty, NV, have a combined drill-indicated reserve of 15.8 Mt (17.4 million st) of ore. Average grade is 3.5 g/t (0.103 oz per st) gold and 8.2 g/t (0.24 oz per st) silver. The deposits occur in Miocene volcanic rocks that underwent large-scale movement within a detachment-faulted terrane. The principal host to gold mineralization is a strongly welded rhyolitic tuff that experienced brittle deformation during plate movement. Open space fractures and breccia were filled with quartz, calcite, and adularia accompanied by lesser pyrite, gold, and acanthite. Gold occurs as micrometer-sized particles within and adjacent to the low-angle fault and along associated listric-normal and tear faults. The Bullfrog and Montgomery-Shoshone are volcanic-hosted, detachment fault-related, epithermal quartz calcite stockwork gold deposits. Bullfrog's minable reserve is 13 Mt (14.3 million st) of ore grading 3.8 g/t (0.11 oz per st) of gold. At Montgomery-Shoshone, 2.7 Mt (3 million st) minable tons at 2.5 g/t (0.072 oz per st) are present. Preproduction stripping has begun at the Bullfrog ore body. A 7.7-kt/d (8500-stpd) carbon-in-pulp (CIP) mill is under construction. In 1990, Bond Gold expects to be producing about 6.2 t/a (200,000 oz per year) of gold.

The New Guinea Mobile Belt is the northern zone of the Melanesian Orogeny (Dow and Sukamto, 1984), which consists of a complex zone ofupthrusted and accreted, regionally metamorphosed geosynclinal sediments and volcanics of Mesozoic to Eocene age and the overlying sediments. On the northern margin of this accreted terrane, formed an Eocene to Middle Miocene island arc. The North New Guinea Basin formed during the Upper Oligocene on the accreted margin. The depositional history of this basin is complicated by major crustal movements during the Upper Miocene to Holocene. During the Middle to Upper Miocene two magmatic arcs were emplaced. The northern magmatic arc is in part, spatically and genetically related to the Eocene to Middle Miocene island arc. The Maramuni-Utawa Magmatic Arc (southern) is a result of the Oligocene accretion and regional metamorphism. Coincident witt these magmatic arcs are belts of mineralization containing porphyry Cu-Au, epithermal/hydrothermal Au, Ag + Cu-Pb-Zn, exhalative Cu-Pb-Zn + Ag-Au, lateritic Ni-Cr-Co + PGE and alluvial Au, PGE, Cr occurrences and deposits. An intergrated tectonic model is presented for these and other data for the northern zone of the Melanesian Orogeny.

Pictured on these pages are the eight RMCMI Scholarship Award Winners for the 1989-1990 year followed by a brief profile. All winners, except Emmet Roache from New Mexico, were present as guests of the Institute at the June convention in Steamboat Springs, Colorado to receive recognition at the Welcome Session Monday, June 25, 1990. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Dr. Donald Gentry, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in the engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. In this paper, the authors attempt to apply a simplified non-homogeneous void diffusion model (NHVDM) to predict surface subsidence for longwall mining in Illinois. A generalized error function subsidence profile is derived from this model. The model validation indicates that the NHVDM approach appears to fit the observed subsidence data as well or better than the error and the trigonometric functions, particularly around the trough edge areas.

This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand.The reform of New Zealands minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New Zealands resources. The Resource Management Bill is scheduled for to the House in December 1989 and its date of enactment is scheduled for June 1990.With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

The catalytic role of Thiobacillus ferrooxidans in the dissolution of chalcopyrite was studied by leaching pure massive samples of this sulfide with a pure strain of Thiobacillus ferrooxidans (ATCC 19859). Monitoring of the bacterial activity showed that an important fraction of the total bacteria generated during leaching remained attached to the chalcopyrite surface. Bacteria grown in the system, which were the offspring of bacteria adhered to chalcopyrite, was well explained as the result of the utilization of ferrous ion and sulfur as energy sources. The potential for indirect and direct action was fully utilized by the existing bacteria and the leaching process was controlled by the kinetics of chalcopyrite dissolution.

Many mining operations are uncertain of what costs they should be achieving. The majority of cost estimates are based on historical costs that have added contingency factors. Historical costs are a valuable source of information but a more precise costing method is necessary. There are several alternative methods for predicting costs. A methodology which provides the best indication of the achievable costs is one using a standard inventory list and a bill of quantities. The model is termed a Basic Principles model and addresses basic design principles and engineering constraints.

"Tailings Engineering has the responsibility for planning and coordinating tailings disposal and for ensuring the stability of the tailings dyke. The inclusion of both the planning and geotechnical functions in one team has resulted in greater efficiency in the design and planning process. Major challenges in tailings disposal facing Syncrude are in the areas of: (1) sludge disposal; (2) instrumentation and monitoring; and (3) liquefaction. A 3D, PC based computer program is currently under development by Blasting Analysis International, Inc., to analyze the kinetics of full scale blasts with two or more high-speed motion picture cameras. Todays common approach of utilizing only a single camera system can, in some cases, lead to great errors and erroneous conclusions when motion is assumed to be in a predefined plane of motion. CMe phrase, "What you see is what you get, it no longer true in 3D."). This is especially true in blasting environments which exhibit complex and/or predominant structural geology. The 3D system eliminates this problem, and includes automatic corrections for vertical and horizontal camera optic axis orientation, dimensional controls, lens distortion, field set-ups, projection imaging and digitized inputs. The only information required is the surveyed or known coordinates of at least six non coplanar points in the field of view. Motitn from each camera view is then digitized, transformed through a direct linear transformation, and processed with the 3D software, which also automatically time matches the data, even when the high-speed cameras are operated at different speeds. Eleven calibration constants are generated using an overdetermined system of linear equations to output the true 3D coordinates of motion in the time domain. Applications for this 3D approach are not restricted to just analyzing the kinetics of a blast. The system is sufficiently flexible to allow an accurate, quick and economical method of bench face profile analysis, generate muck pile profiles and estimate volumetric calculations. The recording systems for these applications can be common 35mm still photography and/or video equipment. It is envisioned that this system will soon replace expensive laser surveying systems at a fraction of the cost in the near future. It is also an excellent system to accurately quantify drill pattern layouts and the spatial locations of each blasthole. This information is required for generating single hole based synthetic seismograms to accurately predict the vibrational outputs of full scale blasts. In terms of litigation concerning claims resulting from blast induced ground vibrations to structures, the system is proving to be an excellent and economical method of performing pre-blast surveys where differential settlement is suspect.

The competitive coal market has required coal producers to put more effort into coal quality control. Successful quality control requires a good estimation of the in situ coal quality as well as a good estimation of the probable fluctuation of the in situ coal quality during production. Geostatistics offers a very promising way to meet this requirement. A geostatistical approach toward the coal quality control problem is presented. Two models, the prediction model and the conditional simulation model, have been developed for coal quality data from two large export coal mines in central Queensland, Australia. The mine planning and scheduling aspects based on this and other potential applications of the models are addressed.

Your interesting and well-written paper brings up the issue of the purpose or use of a mineral property appraisal, specifically the value of these evaluations when the quality and quantity of the mineral resource to be exploited have not been thoroughly investigated. I am not a practicing professional in regards to valuation of limestone investment opportunities. I simply wish to make a few generic observations about the appraisal process in order to stimulate meaningful thinking by appraisal professionals whose reports may be reviewed by professional investors and "laypersons" alike. It is my contention that the analysis given in your paper is very thorough, considering the data that was made available to you. But I would not like to be the person responsible for investment decision making without having a feel for the risk involved. Therefore, the reviewer must classify this type of analysis as relatively "subjective" because they have not received an indication of the inherent risk involved in exploiting a mineral resource. This risk can best be quantified by using probabilistic methods in conjunction with the quality and quantity of the mineral to be produced. Most appraisals passively ignore this problem. Specifically, you have accurately identified the various costs and values entering the economic appraisal process. These can usually be quantified with a great deal more certainty than the capability of the resource to provide 25 years of quality material. Also, in Cases A (West Virginia) and B (Alabama), you are fortunate enough to have previous operations data. What if there had never been production from these properties? How does a potential mineral property investor evaluate the resource capability to meet various projected financial outcomes without spending a good deal of up-front capital to drill and delineate enough quality resources for a 20-plus year operation.

This paper compares and evaluates the impact of income tax and value-added tax on the decision to explore for minerals or to develop a mine in four countries: Australia, Papua New Guinea, Argentina and Indonesia. Three aspects are considered in depth:- domestic tax rules applicable to mining projects;- taxation of foreign mining investment and foreign providers of expertise;- taxation of project finance (other than equity) from foreign sources.Specific tax issues discussed include tax deductibility of various costs, treatment of tax losses, special tax incentives, comparative treatment of various corporate structures, non-resident withholding taxes, and tax costs of various forms of project finance. The paper also illustrates the comparative impact of income tax on rates of return by means of a simulation of a mining project in each of the four countries. The simulation demonstrates why the highest rate of return may be obtained in Argentina and the lowest in Australia.Relevant features of the income tax systems in each country (at 15 February 1990) are summarized and compared in several tables annexed to the naner.

The carbothermic reduction of zinc oxide rich Electric Arc Furnace baghouse dust in the Tetronics transferred arc plasma furnace to produce a non-toxic slag and a metallic zinc product is described. In particular, the operation of the zinc splash condenser coupled to the plasma furnace is examined and the effect of process variables on zinc recovery is discussed.
