In the early 80's, the cover of a major weekly magazine proclaimed the "Death of Mining." A few years ago, mining conventions, similar to this, around the country sported the theme, "The Survival of Mining." Today, the SME announces that "Mining is Alive." Being part of an industry that is simply alive is not very exciting. We can do better! Our challenge must be to flourish, blossom, maximize our potential and expand our horizons. The pace of rejuvenating this industry is still woefully inadequate. The new generation of mining industry leaders recognizes the urgent need for bold operational changes?changes in the way we deal with our employees? changes in the way we achieve productivity? and changes in the way we reward our employees for productivity.

The Bureau of Mines has evaluated the effectiveness of the safety elements used to prevent tunnel methane explosions. These fa1l under the general categories of better ventilation, better gas monitoring, reducing ignition sources, and improved worker training. For this evaluation, a technique called fault-tree analysis was used to analyze questionnaire responses from 27 tunneling experts. This analysis allowed us to rank the effectiveness of each safety element, and indicates where money is best spent to reduce the chance of a methane explosion. Results indicated that large decreases in the explosion hazard only take place with the simultaneous application of several elements. Most of these involve a human component - the everyday vigilance and awareness of those working underground.

The North Shore 9 Collector System comprised an integral part of the Milwaukee Metropolitan Sewer District's Water Pollution Abatement Program. The project required the construction of 1,490 m of tunnel, ranging from 1.5 m to 4.6 m in diameter along three separate alignments beneath arterial streets traversing Milwaukee's central business and cultural districts. This paper details the various aspects of the tunnel drives which were accomplished using two Lovat EPB type TBMs in conjunction with pipe-jacking procedures. Shaft configurations developed for the project, including ancillary subsidence mitigation components and portal pressurization facilities are discussed. Anomalies in observed soil behavior at variance with the parameters delineated in the project's geotechnical report are addressed.

The Meekatharra mining district lies in the northern pan of the Murchison Province of the Archaean Ynlgam block of Western Australia. Since dis- covery of the Paddy's Flat belt in the district in 1897 total gold production has been 67 tonnes and a further 33 tonnes in resources have been defined by drilling. The Paddy's Flat gold deposits occur within the Gabanintha Formation, a basal formation of the Murchison greenstone sequence containing komatiitic basalts, ultramafics and minor banded iron formations. The regional control on the distribution of deposits is an anastomosing shear belt which extends over 350 km and incorporates the Mt Magnet, Reedys and Meekatharra deposits. The following gold deposit styles may be recognized based on lithological association and alteration: Albite porphyry hosted, Carbonate-fuchsite- quartz alteration hosted deposits, Banded Iron Formation hosted sulphide replacement gold deposits and quartz vein deposits. With the exception of the banded iron formation hosted deposits, the Paddy's Flat alteration zone shows strong similarities to the alteration styles at Kerr-Addison (Ontario).

Last September, when I was asked to prepare this paper, I was told the subject was "mining," a broad subject indeed! Rather than choose one of the many important technical and economic details which characterize mining today, I turned to a subject which fas- cinates me: mining's image. If we are to survive and prosper into the twenty-first century, and if industry and society are to continue enjoying the material benefits which flow from mining, we must address the melancholy fact that the general public at best does not understand mining, and at worst does not believe it is needed or deserves to continue. While my point of view is largely that of an American mining executive, I would hasten to point out that Homestake has participated in Australian mining for over three decades, and our subsidiary, Homestake Gold of Australia Limited, is now a major producer in this "lucky country." Does society need a viable minerals and metals industry? The answer is obviously "yes," so the challenge is to change some minds: not just those of the amorphous "public," but on a focussed basis targeting journalists, educators, TV commentators, politicians and opinion makers of all stripes (I thought of using "rifle shot" instead of focussed but thought that might be misconstrued). Along the way we miners must also look deeply into ourselves, our attitudes towards the society in which we function, and our willing- ness to change as well as to seek change in others. How did we become such bad guys? More than a century ago mining was not just accepted, it was even romanticised. In America, we had altered the time-honored concept of "Crown" lands into public lands made easily available to settlers pushing back the frontier. Miners even preceded the farmers and stockmen in what was perceived as nation-building, although by the 1890s there was a growing interest in conservation, especially the protection and management of forests and national parks. Even though emphasis was shifting toward government stewardship and away from trans- fer of public lands to private ownership, homesteading and mining were clearly recognised as valid uses requiring not just access, but security of tenure. Indeed, conservation as it was then understood implied management of the public domain as well as its protection. Initially this was no great problem to the U.S. mining industry, but as the nation grew and competing land uses became more important, conflicts began to appear, first over water rights and later over air quality and destructive mining practices. But these were local disputes rather than national issues, and two World Wars, the Great Depression and post-war reconstruction lulled our industry into thinking that nothing had really changed. After the storm began to break in the 1960s, the mining industry found itself confronted by a growing maze of complex and costly laws and regulations. It took us longer than it should have to realise that, in facing this challenge, we seemed to have lost the understanding and support of many of our legislators and a majority of the general public. Magma Copper Company has operated its San Manuel SX-EW Plant facilities since 1986. The original plant facilities have a design capacity of 25,000 tons per year of electrowon copper cathode produced by processing pregnant leach solutions from an open pit/heap leach operation. In 1988, the plant was expanded to 50,000 tons per year to incorporate processing leach solutions from an insitu leaching operation. This paper presents a general overview of plant practices with particular emphasis on process innovations developed and implemented by Magma during construction and operation.

My hope is that from this presentation you will extract ideas that will move you? out of your offices, into the mine to seize upon the concepts that we will discuss. Your challenge is to transform those concepts into action and give life to the ideas discussed here. The notion of achieving limitless productivity produces peak levels of enthusiasm in today's mining leaders. Highly-productive mines do not happen by chance --they are created by progressive leaders. The quest for productivity improvement, exclusively through capital investment and technological advances, is an incomplete process. Improvement, through capital and technology, is often not achieved because we fail to energize the true potential and commitment in our employees.

The heightened concern over the environment which has developed in recent years has caused activities on National Forest lands to come under more intense public scrutiny. This has been especially true for activities oriented toward the production of commodities. Cattle grazing, mining, timber harvesting, and oil and gas leasing and drilling have all been increasingly subject to appeal and litigation. As a result, environmental analyses being conducted by the Forest Service have become more comprehensive, and measures to reduce or eliminate adverse impacts on resources have been given more attention. The costs of such environmental mitigation measures can be significant even when viewed in the context of the millions of dollars a company may spend, for example, to develop a mine. Using the Montanore Project in northwestern Montana as a case study, this paper examines the costs of alleviating some of the detrimental effects which may occur as a result of a mining operation. Although many of the general issues that have been raised about Montanore are common to other mineral projects, the scale of the project, as well as the fact that the ore body is within a wilderness area, the site is in grizzly bear habitat, and the surface waters are considered to be pristine, all combine to make Montanore particularly challenging from an environ- mental standpoint. Much of the information which follows is contained in the most recent version of the Draft Environmental Impact Statement (DEIS) which is scheduled to be published in several weeks. Based on agency and public comments, some of the information presented in the paper will change before the Final Environmental Impact Statement is issued in 1991.

The Grasberg copper-gold deposit was discovered in Spring 1988, just one year prior to the planned closure of Freeport Indonesia's original Ertsberg open pit copper mine. In spite of Grasberg's remote location, 600m above the Ertsberg, atop a hitherto inaccessible mountain, Freeport-McMoRan brought their latest open pit mine into production in the last week of 1989, less than two years after discovery. This paper describes the start-up of the operation, highlighting synergies drawn from both the original Ertsberg experiences and the current Freeport Indonesia underground mines.

Quintette Coal Limited (managed and 50% owned by Denison Mines Limited) operates an open pit coal mine located in northeastern British Columbia, in the foothills of the Rocky Mountains. (See Fig. l). Mining commenced in 1982. The mine currently produces 4.75 million tonnes of medium volatile bituminous coal per year from three pits (Mesa, Wolverine and Shikano), using a truck/ shovel operation. (See Fig. 2). Conveyors and trucks transport run-of-mine coal to the heavy media/froth flotation process plan t, where it is cleaned and loaded into rail cars for delivery to the Ridley Island port at Prince Rupert, British Columbia. All coal is sold to the Japanese steel industry under a long term contract. The coal seams mined at Quintette are contained in the Lower Cretaceous Gates Formation. Mineable seam thicknesses vary from 0.6 m to 10 m. The regional structure of the area is typical of foreland fold and thrust belts, with open to tight folds and imbricate thrust faulting. The range of structural features found in the three pits, and their effect on mining, forms the subject of this paper.

The Stillwater Mining Company, a partnership of The Pittsburg & Midway Coal Mining Co. and Manville Corporation, began commercial production of flotation concentrates from the western hemispheres' only primary platinum palladium deposit at Nye, Montana in March 1937. In the fall of 1987 an integrated pilot plant testing campaign of electric furnace smelling and oxygen? blown converting confirmed the feasibility of further upgrading to semi? refined matte or 'white metal". In the summer of 1990 the production smelter was brought on-line at Columbus, Montana. This paper describes the technology transfer from the pilot to the production smelter. Emphasis is placed on flowsheet development and the scale factors between the test and production furnaces and gas cleaning plants. The metallurgical results of the pilot plant and of the early months of production of the commercial works are also compared.

Hydrogen Peroxide and Caro's Acid (H2so5) were used to treat cyanide containjng effluents. Significant reagent savings were achieved by using Caro's Acid. Weak Acid Dissociable (W.A.D.) cyanides were removed at near stoichiometric levels of Caro's Acid. Hydrogen Peroxide showed poorer efficiency in the presence of W.A.D. cyanide complexes, resulting in higher consumption rates. The preoccupation with cyanide as an environmental issue has been described as virtually an obsession for state and federal agencies enacting regulations for environmental protection. This seems likely to continue in legislative planning, as well. This is despite the fact that the only significant group of cyanide-related incidents has been the bird-mortality occurrences, predominantly in arid areas, and these have been greatly reduced by a concerted effort by operators. What follows is a brief list of areas for which the industry may need either additional information or plans for defensive strategies over the next two to five years.

Crushing and grinding activity in 1989 followed the rapid pace of the mineral industry. Use of existing installations, demand for expanded capacity, and implementation of entirely new operations contributed to a high level of activity. At the 1989 SME-AIME Annual Meeting in Las Vegas, NV, the crushing and grinding session focused on wear materials in crushers and mills. Another session joined the process control group in its simulation-modeling and control of crushing and grinding circuits. Both sessions addressed the optimization in operating effectiveness. Specific subjects covered grinding media wear of forged and cast grinding balls and rubber lined mill liner wear. Also, the Semi Autogenous Grinding (SAG) Mill Conference in Vancouver in September 1989 provided a valuable update on the progress of SAG operations in recent years. Operationally, gold grinding and roasting circuits were implemented in 1989. Freeport McMoRan Gold started up two operations in Nevada. Two other circuits, both using SAG mills, are scheduled to start in 1990. These will be in Nevada and British Columbia. Elsewhere in gold, additional capacity continues to be brought onstream, both domestically and worldwide. In copper, expansions continue to call on additional crushing and grinding units. The unrest at Bougainville in Papua New Guinea has fueled a continued, strong demand for comminution in the copper sector. Specific equipment installed or started in 1989 included the ac variable frequency drive SAG mills in Australia, Alaska, and Papua New Guinea. Also, the gearless drive SAG mill in Chile provides tremendous flexibility in terms of mill speed. The trend toward moveable in-pit crushers continues -even at established operations.

A new classification of subduction related (epithermal- / mesother-mal) gold mineralisation styles based on the tectonic framework they occur in, has been found helpful in practice. It offers a ratio-nalisation of exploration efforts during all stages of work.Methodology on the ground during first pass- and follow up explo-ration which has been found effective for the various mineralisa-tion styles is being briefly outlined.

As the number of environmental laws continues to steadily increase and the economic penalties for contamination problems become more severe, environmental management represents an important management function within today's U. S. mining industry. The economic impact to a mining company for contamination is not only realized in legal fees and fines but also in the cost of doing normal business. For example, a mining company with contaminated property applying for a loan may be refused because of a lending institution's reluctance to finance due to liability concerns. Or, an insurance company may decide to greatly increase its annual premiums because of existing or potential contamination problems. One of the main duties of the environmental manager is to seek ways to reduce these types of problems by eliminating contamination or by knowing what problems exist and designing corrective measures to prevent the situation from worsening.

"INTRODUCTIONThe mechanistic details of the biological events leading to coal workers pneumoconiosis (CWP) are not yet fully understood, despite several decades of extensive epidemiologic1.2 and laboratory studies.2-6 Epidemiologic studies1.2 have shown, for example, that the incidence and severity of CWP differ markedly in the different regions and mines at comparable exposures, but laboratory investigations2-6 have demonstrated only partial correlation of the epidemiologic data with the differences in the mineral composition and the rank of coal mined. In particular, while epidemiologic data indicate1.2 direct correlation of the· prevalence and severity of CWP with the rank (i.e., % carbon content) of coal, this correlation has not been established by laboratory4'6 and animal exposure3 studies. In order to explain these results, in 1980 Artemov and Reznik' suggested that perhaps they arise from the fundamental differences in the surface properties of the coal. dusts inhaled by the coal miners and those used in the laboratory studies: while the miners inhale freshly fractured coal particles, henceforth called the 'fresh' coal dust, the laboratory studies generally utilize 'aged' coal dusts (i.e., dusts that have been stored for many days or even longer). Reznik and Artemov' used electron spin resonance (ESR) spectroscopy to show that the mechanical crushing of some Soviet Union coals generated organic free radicals and that the concentration and the decay times (hence the reactivity) of these radicals were higher for the coals of higher ranks. Since some of the radicals decayed within a few minutes in air, the authors surmised that while these radical species could lead to certain specific pathogenic reactions at the sites of mining operations, this might not be the case in the laboratory studies, due to the conventional use of 'stored' dusts which would be expected to contain significantly smaller free radical concentrations. This is consistent with the recent findings that, standardized, aged coal dusts exhibit minimal cytotoxicity. 8While the above mentioned work of Artemov and Reznik7 did suggest a possible new clue to the pathogenesis of CWP (i.e., the role of the coal based free radical species), no direct biological/cytotoxicity data were provided to show that 'fresh' coal dusts were, indeed, more pathogenic than the 'stale' ones. Because of the rather significant implications of the Artcmov-Reznik hypothesis to the understanding of 1hc biochemical mechanism and, hence, the strategies for the eventual containment of CWP, we have initiated a comparative study of the free radical formation and cytotoxicity properties of freshly crushed coal ·particles. As done by Artemov and Reznik, 7 we have used the ESR technique as the direct method of measuring the concentration and decay kinetics of the coal based free radicals. Our preliminary ESR studies on two Pennsylvania coals, a bituminous (carbon content 72 % ) and an anthracite (95 % carbon) coal, have confirmed the Artemov-Reznik finding that the crushing-induced free radical sites are higher on the coals with higher carbon content (i.e., higher rank).9-11 In the present work we describe our more recent results of a parallel study of the time dependence of the decrease in the free radical content of a freshly made anthracite dust (as measured via ESR) and that of the dust's cytotoxicity potential as measured by the extent of hemolysis of (sheep) erythrocytes. We have also investigated the effects of free radical scavengers on the cytotoxicity potential of the dust and deduce that indeed the free radicals could play a significant role in the initial events in the mechanism of the cytotoxic effects due to the inhalation of coal dust inhalation."

A new process has been developed for leaching zinc sulphide concentrates at atmospheric pressure using air or oxygen plus nitrogen dioxide in dissolved or gaseous form as? an oxygen carrier. The process is flexible and can cope with variations in the degrees of retention and regeneration of dissolved nitrogen dioxide in the leaching phase. By controlled addition of concentrate a leach solution with low residual nitrate concentration can be produced. Following separation by filtration of unleached solids and elementa1 sulphur and conventional oxidation/precipitation of dissolved iron, the leach liquor can be treated with metallic zinc to remove the remaining nitrate and other meta111c impurities such as copper, cadmium and cobalt to provide a solution suitable for electrolytic recovery of zinc. Pilot scale testing of the process .has given zinc recoveries in the high nlnet1es, production of a hi.gh grade jarosite-free Pb/Ag residue (50% Pb.) and a saleable high grade of elemental sulphur. .A wide range of concentrates can be treated containing substantial levels of lead and copper as well as zinc. Indicative cost estimates suggest that the new process is competitive with alternative procedures such as pressure leaching.

This U.S. Bureau of Mines report discusses the status of a laser-based guidance system to provide position and heading feedback and closed-loop control of tramming maneuvers for a continuous mining machine. The system has been developed and tested at the Bureau, and is now being prepared for underground experiments. The system hardware includes laser scanners, a sensor communication network, and host computer hardware. The system software includes a position and heading computation module and a tram control module. The description of the software includes discussions of laser data acquisition, error compensation methods, position and heading determination, safety checking for continuous miner tramming, and closed-loop tram control. The accuracy of the laser scanner's data, the reliability of the lasers in a dusty environment, and the system's accuracy on tracking the position and heading of the continuous mining machine are shown in the results of experiments performed at the Bureau. Conclusions are stated based on these experimental results, and further work to improve the system performance and prepare for underground testing is discussed.
