"Gibraltar Mines Ltd. has been operating its open pit copper mine for fifteen years. In that time, over 140 million tons of waste and low-grade material has been placed on the mine waste dumps. Laboratory and in situ testing indicated that enough leachable copper was recoverable from the dumps to justify a leaching operation which would include the construction of a solvent extraction-electro winning plant. The plant, which was commissioned in October 1986, was designed to process 3000 USGPM of dilute copper solution to produce 5000 tons per year of high-quality cathode copper.This paper deals with the start-up and initial year of operation of this plant. The three areas: leaching, solvent extraction, and electrowinning are presented with emphasis on the innovations which were made to help overcome the problems unique to the Gibraltar operation.The Leaching CircuitThe mine waste dumps are leached to produce a pregnant copper solution as feed to the SX-EW plant. To achieve this the dumps are sprinkled with a mildly acidic solution which percolates through the dumps. In travelling through the dumps the solution contacts the surfaces of the liberated copper minerals and dissolves the soluble copper into the form of copper sulphate. The leaching reaction is achieved by a combination of bacterial action to oxidize the sulphides and solubilization of the copper into the acid solution.For the bacterial action to occur the dumps must be near the ideal pH of 1.9 to 2.1 and the necessary elements of the reaction must be present. Because a bacterial reaction is involved there is a lag time between the time when the conditions for bacterial growth are achieved and when the bacteria are in their active growth phase. Laboratory leaching tests with Gibraltar ore indicated that bacterial action takes two to three months to reach its maximum rate (Fig. I).The expected lag time for the planned rate of bacterial leaching prompted Gibraltar to start irrigating the dumps in late June 1986 for a plant start in early fall. The lag time proved to be longer than expected and the dumps took until November to start producing copper at the expected rate (Fig. 2)."

This paper outlines the research and development of a process to treat flotation tailings from the Darwin mill in lnyo County, California. A flowsheet was developed incorporating an agglomerated heap leach process using sodium cyanide to extract the silver values. Agglomeration was the key to developing this resource as the mill tailings averaged only 13% plus 100 mesh. Percolation through the heap would have been impossible without agglomeration to improve the permeability. The various tests that went into this research program are described with particular emphasis on the agglomeration techniques developed at the Anaconda Minerals Research Center. Start up and operation are discussed.

The subject of this paper may seem threadbare to, many of you, but even if I repeat what you already know, just smile to yourself and think how much wiser you are than your neighbor, for it is startling what a number of tipples are erected that violate the elementary fundamentals not only of good design but of practical operation. Possibly a coal screening plant is a simple plant. If so, we treat it like we do a great many other simple things. We treat it entirely too lightly and fail to take into consideration, not only the changes that may occur later, the conditions we may be compelled to meet as competition changes, but even the elementary physical conditions that exist right at the tipple site. If I get too positive over some particular point, don't blame me, but remember some of the heart-breaking experiences we have had correcting these omissions, trying to make a tipple do merely what it was designed to do, when the builder tied everything up in such a constricted space, that no room was left to get the results he must have. Perhaps some of the things will look too expensive. Don't say that you can't afford them. Many of them you can't afford to do without, and when you figure that a tipple is put up for possibly twenty years of operation, you can't afford to omit any reasonable precaution not only in taking care of the present, but in foreseeing the future. We will consider a tripple screening plant, suitable for Western conditions, capable of handling approximately 2,500 tons per eight hours. The largest screen sizes must be loaded into either open cars or box cars, and arrangement provided for screening and loading not less than five sizes of coal: lump, egg, nut, slack, dust, or any reasonable combination of these. As we are considering only the preparation of the coal, we will omit all consideration of the method of haulage, pit cars, methods of dumping, and will take the coal after it is in the dump hopper. The track arrangement will frequently be determined by the ground layout. Our sizes and tonnage can be loaded on three tracks, but four tracks are better. The two outer tracks should be left for loading lump coal, No. 3 track should be left for egg coal, and No. 4 track for loading nut, slack and dust. Where a fifth track can be provided, No. 5 track should be held open only for run-of-mine coal, to act as a storage where emergency coal can, be run, should there be any delay in the screening equipment or in changing cars. Track No. I should be used for loading lump coal into box cars only. Track No. 2 should be used for loading lump coal into open cars only, and may or may not be provided with picking table, loading boom, or both. The past 20 years has seen a revolutionary change in the testing of materials at elevated temperatures. This has largely been brought about by the practical importance of the creep problem in the design of equipment for operation at high temperatures. The short-time tension test carried out at elevated temperatures has consequently assumed in many cases only a secondary role compared with the longtime creep test. In many problems, however, a knowledge of the short-time high-temperature properties of a metal is essential. To mention a few cases in which this is so, we might include all hot-forming operations such as rolling, forging, etc., the welding problem if residual stresses are to be computed, the development of new alloys for high-temperature service where, in the initial stages, time does not permit of long duration creep tests, and others. Usually a knowledge of the short-time properties is desired, if only to serve as a background against which to compare creep behavior. In conducting short-time high-temperature tests, it has been almost the universal practice to determine stresses based on the original area and strains referred to the original gauge length which is usually chosen as 2 in. It has been pointed out1,2 that one of the reasons that the true significance of certain tensile properties is not understood, which perhaps curtails their usefulness, especially when the material is applied under conditions differing considerably from the test conditions, is that true physical stresses and strains are not determined. It is essential to have a knowledge of true stresses and strains in order to correlate the values present in the tension test with those existing, for example, in hot metal-forming operations and in the general problem of the yielding and failure of metals under combined stress conditions. Stress and strain values based on the original dimensions of the test piece do not exist physically except in the early stages of the test. Since at the present time there is very little information in the literature on true stress-strain relations in the short-time high-temperature tension test it is proposed in the following pages to describe a

The ultimate test of a business strategy is whether it achieves the owner's objectives. Most shareholders are interested in growth and profits, and share values on stock exchanges are very often closely correlated with profit growth and profitability measured as return on equity (ROE). Strategic management, then, involves managing investments or resource allocations to optimize long-term growth and real return on equity, within reasonable limits of risk. Figure 1 shows a plot of the five year, weighted average ROE of a number of communications companies against their stock market valuations in 1983, measured as a ratio of market value to book value. The principal explanation of the differences in the relative valuations of the individual stocks is historical ROE, weighted toward the most recent years. Further analysis demonstrates the added importance of growth in explaining the differences in stock market to book ratios. [ ] Research conducted by Booz Allen and others in recent years suggests that the relationships between ROE and market to book multiples hold true in industry after industry. Furthermore, we have found that in assessing business strategies for companies in these industries, the analyses should focus on whether proposed strategies are likely to lead to consistent long-term growth in real ROE, without excessive leverage. Our research also reveals, however, that these approaches to strategy assessment are not consistently applicable in the natural resource extractive industries. Figure 2 shows a similar comparison of market to book values against five year average ROE for a group of nine mining companies in 1983. Market value of the shares shows little correlation with ROE. Worldwide production of natural zeolites during 2001 was estimated to be about 3.5 Mt (3.85million st). Construction and agriculture continued to be the major consumers. Estimated production in North America during 2001, including the United States, Canada and Mexico, was about 40 kt (44,000 st). In the United States and Canada, the zeolitic tuffs are ground, extruded or modified for use as adsorbents, desiccants, ion-exchange media and carriers. In Mexico and the rest of the world, the zeolitic tuffs are cut into dimension stone that is used in construction. Zeolitic tuffs are usually composed of the minerals clinoptilolite, mordenite or both. They occur in a variety of colors and are easy to cut and shape. And they have low thermal conductivity. This construction application is classified with dimension stone rather than with chemical and agricultural uses.

By 1950, packaged oil and gas fired boilers were on the market for capacities up to 30,000 lbs./hr. By 1962, capacities were up to 100,000 lbs./hr. and even higher when separate heat traps (economizers and air preheaters) were attached to the boiler packages. During this period, complete packaged coal fired boilers were developed into the 10-15,000 lbs./hr. range. Oil and gas fired plant designs became very compact, "basementless", and far: less costly than the coal fired plants of any capacity. Coal fired plants remained large and expensive, required field erection of boilers and required basements. With the spectacular strides made in automation, oil and gas plants became far less costly to operate, requiring only the part-time attendance of a single operator. Some advances were made in coal fired plants, but not to the degree attained by the fluid fuel competition.

Like most minerals, coal is inherently a demand-limited commodity. The very sedimentary nature of its occurrence implies greater availability potential than demand. But this situation is overridden by economics among fuels, between coals, and within coal blends. Such considerations make coal forecasting a very hazardous profession indeed. THERMAL COAL If one thought that the lead times involved with a mining project were very long, one has obviously not been exposed to the planning process in the electric generation business - a process seriously confounded by shifts in load growth, environmental pressures, capital intensity, security of fuel sourcing, inter-fuel economics, and so on. But as a general rule, the near-term forecasts for thermal coal can reliably be based on a bottom-up, plant-by-plant analysis. Cement plant conversions can also be reasonably estimated next in order of reliability, although they have a much wider spectrum of coal qualities and fuel sources to choose from with a notably higher tolerance for sulfur and ash. Finally, industrial demand can be assembled from the estimates for conversions by pulp/paper plants, chemical plants, etc. The industrial sector is harder to estimate, since it may involve small boilers or dual-fired units. Assessing demand in the Pacific Rim is relatively a straightforward process in the near term because the major importing countries are all located on the Asian continent with either negligible or very minor (yet stable) indigenous coal production, (itself often operated on a subsidized basis). Furthermore, all imports are seaborne. These major importers are Japan, Korea, Taiwan, and Hong Kong with Thailand, Singapore, and Malaysia up-and-coming consumers. The suppliers to this market all have substantial reserves to back up decades of exports to these countries. Australia, the US, Canada, South Africa, China, and the USSR dominate the supply side. The second oil-shock of 1979/1980 has convinced the importers that reliance on oil can be expensive and eminently interruptible. Thus, they are determined to diversify away from oil' to nuclear and coal for generating electricity and for coal for other purposes where possible. This trend is seen to continue even in the face of the oil glut worldwide and oil-price reductions in early 1982. But the importers are also convinced that reliance on one coal source and, in particular, one infrastructure route for the coal chain from mine to consumer can be equally expensive and interruptible. Strikes in the US and Australia; excessive demurrage at certain ports; relegation of coal to a lower priority on multiple-use railroads in the USSR and China; and concern over escalation on high-infrastructure or high-freight coal chains are among the risks worrying the importers. As a consequence, Pacific Rim thermal coal purchases are being allocated among supplier nations, between ports, and within each country. An example of Japan's shift away from Australia and toward the US and Canada is shown in the estimates in Table 1. But the confidence of the import estimates deteriorates sharply beyond the plant conversion timetables and construction schedules in the near term. If part of the second generation of coal-fired power plants can handle lower-energy coals, the field of suppliers could widen to accept sizeable tonnages from Alaska, Wyoming, Alberta, or New Zealand resources. These supply sources generally have some infrastructure or freight advantage to compensate for their lower quality and to compete on a delivered energy-unit basis. These also offer diversification in sourcing. And the possibility of coal liquefaction in Japan further widens the sourcing network. A great number of Pacific Rim coal forecasts have been generated, especially for Japanese thermal-coal imports which are expected to grow strongly in the 1980's. Since the Japanese themselves have not yet settled their energy policy, the exact numbers are hard to call. Nevertheless, at 50 million tonnes of imports in 1990, Japan would consume 50-60% of the total Asian thermal coal imports as shown on Tables 2 and 6. The next most important consumers are the "island" nations of Korea, Taiwan, and Hong Kong (see Tables 3-5). All three are embarking on power plant developments usually with captive unloading facilities, capable of accepting more than 100,000-dwt vessels. Korea, with no-indigenous bituminous coal, is not especially enamoured with US coals, which are deemed too heavily loaded by freight and infrastructure costs -- up to 70% of the delivered price. Thermal coal contracts are presently split to Australia (70%) and to Canada (30%). Korea Electric Power Co. is already considering second-generation boilers capable of burning lower-quality coals than the present standard. Korea does burn domestic anthracite.

The California Surface Mining and Reclamation Act (SMARA) is the nation's first legislation establishing a statewide mineral resource policy governing mining activities that recognizes regional needs and retains local autonomy. The Southern California Rock Products Association supported this proposed legislation. It was through our efforts that SMARA was passed in 1975. The local planning and zoning processes, which are so critical to the mining industry, have been significantly improved with implementation of SMARA. Recognition of the importance of the mining industry is now being developed by the State Mining and Geology Board and the California Division of Mines and Geology (CDMG).

The long-term economics of each of the four principal metals in marine manganese nodules (copper, nickel, cobalt and manganese) was evaluated to determine the anticipated viability of a nodule mining venture based on existing studies of the potential profitability of a nodule project. This included assessments of the lifetimes of land-based reserves, and examination and econometric modelling of the economic variables thought to affect nodule metal prices and demand. These analyses demonstrated that a) land-based reserves of the nodule metals were likely to last well into the future (100 400 years); b) average nodule metal paces were likely to stay a low levels for the foreseeable future; and c) the expected revenue stream from a twenty- ear nodule mining venture was substantially (42%) below that required to attract the necessary investment capital for such a high risk venture.

Peru has been an important source of metals since Aug. 29, 1533. On that day Francisco Pizarro took charge of the 24 t (772,000 oz) of gold and silver that constituted Atahualpa’s ransom. At today’s prices, the value of that booty ranges between $100 and $150 million, depending on the proportion of gold to silver. Since then, Peru’s silver and gold production has been legendary. Current mine production Most of Peru’s metals are mined from the Andes Mountains and its foot-hills. The Andes run the length of the country parallel to the Pacific coastline from Ecuador to Chile, a distance of nearly 3000 km (I 875 miles). They are about 300 km (187 miles) wide and much of the range is more than 3000 m (9900 ft) in elevation. High plateaus (altiplanos) occupy a large part of the range. Both flanks are rutted by large valleys and canyons. Many of these peaks are prodigious. which make road building expensive and adds to the cost of mining.

The purpose of this paper is to provide an overview of close-in blasting effects on various types of structures and building materials, as encountered in this writer's professional practice. Structures range from old, deteriorated historical monuments to new, heavily reinforced buildings. Materials range from clay adobe to concrete and steel. Site locations range from tropical to arctic. Blasting ranges from sculpture blasting inside buildings to "coyote" blasting and large surface blasting operations. Space limitations permit a brief discussion of only 25-30 specific cases, but they have been selected to be typical of conditions found on hundreds of similar cases. The writer was asked to present a discussion of representative cases where relatively high vibration intensities were experienced. Virtually all of these cases were free of damage, but the few damage cases provide valuable insight to the mechanisms involved. Observations of such damage and non-damage cases have served as the basis of this writer's criteria for various structures and materials, as well as the technology to conduct blasting operations within those criteria. A sampling of these experiences is gladly shared with the reader.

[As part of the Bureau of Mines effort to provide thermodynamic data for advancement of mineral resources technology, the standard Gibbs energies of formation (?G°f) of MnS (manganese sulfide) and Fe0.9 S (pyrrhotite) were investigated with a high-temperature galvanic cell employing stabilized Zr02 (zirconia) as the electrolyte. Potential measurements were obtained for the cell Pt, MnS, MnO, S02 (g, 1 atm)//Zr02//02(g, 0.0114 atm), Pt with the overall cell reaction MnS (s) + 1.5 02 (g, 0.0114 atm) = MnO (s) + S02 (g) . (1) These results give the standard Gibbs energy of formation of MnS for the reaction Mn (s) + 0.552 (g) = MnS (s) (2) ?G°f = -66.487 + 15.19 x 10-3T±0.207 kcal/mole (896.4 - 1,208.1 K) (3) where temperature (T) is expressed in kelvins. Similar measurements were obtained for the cell Pt, FeO .9S, Fe304 , S02 (g, 1 atm) //Zr02//02 (g, 0.0114 atm) , Pt with the overall cell reaction 10/3 FeO .9 S (s) + 16/3 02 (g, 0.0114 atm) = Fe.,04 (s) +10/3 S02 (g). (4) These results yield the standard Gibbs energy of formation for the reaction 0.9 Fe (s) + 0.5 S2 (g) = Fe0.9 S (s) (5) ?G°f = -35.229 + 12.67 x 1073T+-0.104 kcal/mole (839.5 - 1,086.6 K). "The possibilities of expanding the production rate from the Copper Mountain Mine have been examined using computer programs for analysing a complete range of data, beginning with the diamond drill assays and embracing all steps up to the final rates of return.Programs have been developed to calculate the mineralization inventory file, a matrix of blocks containing the grade and the type of mineralization estimated for each block. Given the topography, prices of metals and costs, the pit limits are optimized using a three-dimensional technique. Within the pit, ore reserves at any cutoff can be calculated. Mining of the pit is then simulated using an interactive production scheduling program on a timesharing computer. The annual tonnage and grade figures from the production schedule are input to a financial analysis program, where the present value and the rate of return are calculated at various metal prices. The expansion possibilities can be run through the programs with their respective costs, and evaluated using the rate of return on the marginal cash flow compared to the additional capital expenditure."

The processing of lateritic ores in rotary drying and preheating/pre-reduction systems has historically been plagued by problems associated with significant dust generation. These problems include handling issues, kiln capacity limitations, negative impacts on furnace stability, a reduction in nickel recovery and higher operating costs. The dust is formed in the rotary devices during heating and tumbling due to the following three mechanisms: (I) mechanical dccrepitation of the ore as a result of tumbling and attrition, (2) thermal decrepitation during rapid vaporization of internal free and bound water, and the (3) loss of free moisture which functions as a binder. This paper investigates the causes of dust formation, provides methods to reduce dust carryover from the rotary devices, and finally offers methods to recover the dust in the existing pyrometallurgical process. "Industrial rare earth separation processes utilize PC88A, a phosphonic acid ligand, for solvent extraction separations. The separation factors of the individual rare earths, the equipment requirements, and chemical usage for these flowsheets are well characterized. Alternative ligands such as Cyanex® 572 and the associated flowsheets are being investigated at the pilot scale level to determine if significant enhancements to the current separation processes can be realized. These enhancements could be defined as higher separation factors, reduced stage requirements, or reduced chemical consumption. Any of these enhancements can significantly affect the costs associated with these challenging separation proccesses.A mid/heavy rare earth element (REE) separations flowsheet was developed and tested for each ligand in a 30 stage mixer-settler circuit to compare the separation performance of PC88A and Cyanex® 572. The ligand-metal complex strength of Cyanex® 572 provides efficient extraction of REE while significantly reducing the strip acid requirements. Reductions in chemical consumption have a significant impact on process economics for REE separations. Partitioning results summarized Table 1 indicate that Cyanex® 572 offers the same separation performance as PC88A while reducing acid consumption by 30% in the strip section for the mid/heavy REE separation."
