The mining industry has recognised for some time the importance of supporting programs which serve to educate the Australian public about the socio-economic benefits of mineral resource development. More recently, industry leaders have realised that the future development of the industry will depend on attracting sufficient young people to commit to a career in the industry. Apart from lending support to the traditional education institutions in Australia, the industry now has the opportunity to participate in the development of education programs in museums. Whilst historic, mining-related theme parks such as Sovereign Hill and Coal Creek in Victoria serve very effectively the objective of relating past mining activities to the socio-economic development of Australia, there still exists the need to provide a facility which, under the same roof, excites interest in geology, mining, mineral processing and the role of minerals and energy in modern society. The redeveloped Geological and Mining Museum (the "Mining Museum"), which is located in The Rocks area of Sydney, meets this objective. With the central themes of formation and transformation this new Museum, which aims to be the best of its type in the world, will use modern museum exhibit techniques and the resources of the Minerals and Energy Information Centre to educate the community including teachers and school children. In the best tradition of museums, outstanding mineral and other collections will complement a comprehensive range of interactive, high technology exhibits which will include a number of exploratory "hands on" facilities. Australian companies are joining with Government to fund this exciting new museum. There is still a need for industry professionals to realise that a modern "mining" museum is no longer just a repository for objects of mining heritage but is also an important centre which serves as an important educational and public relations interface. The Education Section of the new "Mining Museum", which is linked closely with the new Minerals and Energy Information Centre, will be working closely with appropriate mining-related Tertiary institutions to develop specific career programs aimed at secondary students who wish to pursue a career in the mineral resource industries.

An understanding of explosives science and technology, and the competence to harness it is central to maintaining Explosives capability, national security, and in sustaining a competitive industry. A consequence of eroding this competence is the increased likelihood of explosives accidents. These are often catastrophic as demonstrated by accidents in Nigeria, Russia, Toulouse and Enschede. In addition to the serious loss of life there was the very significant damage to houses, domestic and industrial infrastructure and to the environment at a cost of many millions of Euros.

Magnesium hydroxide is used in a number of industrial applications, from the neutralisation of acid effluents to the production of pharmaceuticals. High-quality magnesium hydroxide powders can be produced by hydrating slow-reacting magnesia in dilute magnesium acetate solutions. The process of magnesia hydration shows many similarities with a typical hydrometallurgical leaching operation; however, its kinetics are crucial not only for process design and control, but also for the production of powders with a desirable particle morphology. This article shows the results of an experimental work whereby industrial heavily-burned magnesia powders were hydrated in 0.01 to 0.1 mol/L magnesium acetate solutions at temperatures ranging between 333 and 363 K. Examination of the magnesium hydroxide produced and the analysis of the kinetic data suggest that the hydration of heavily-burned magnesia in magnesium acetate solutions is a dissolution-precipitation process controlled by the dissolution of magnesia particles. The activation energy was estimated to be 60 kJ/mol, while the reaction order with respect to magnesium acetate concentration was found to be about one.

One would be hard pressed to find another project as complex as this one given its configuration, the variety of issues to address and the required construction techniques. Contract C710 is currently under construction as part of Sound Transit’s Link Light Rail, connecting downtown Seattle with Sea-Tac Airport. The paper describes the construction-to-date of the deep mined station under Beacon Hill using the Sequential Excavation Method (SEM). This deep “binocular” station is being mined through some of the most challenging soft ground conditions in the USA. The excavated volume of the station is approximately 60,000 cy (46,000 m3) and the station comprises a variety of geometries and cross sections ranging from 235 sf (22 m2) up to 1,670 sf (155 m2). This underground complex includes platform, concourse, cross-passage and emergency ventilation tunnels together with station egress and ventilation shafts. Various excavation sequences are in use for the different tunnels including the twin-sidewall drifts for the impressive45 ft (13.7 m) wide by 42 ft ( 12.8 m) high concourse cross adits. This station has two train platforms approximately 165 feet (50m) below the surface. This station, constructed in highly variable glacial deposits including water bearing sands and silts approximately 50 ft below multiple perched water tables in an urban setting, creates a very unique and challenging situation. The ground is being managed with various types of ground improvements such as jet grouting and vacuum assisted deep dewatering wells from the surface, and from underground by use of “SEM Tool-box Items” such as barrel vault canopy, grouted pipe and rebar spiling, chemical grout,

Electromigration has been measured in dilute liquid alloys of lead in antimony and antimony in lead. In these alloys antimony migrates with the electron current; lead migrates in the opposite direction. These results, which contradict the mass criterion, were predicted by the electron drag model for electromigration in liquid alloys. The existing experimental data are shown to correlate with the difference in electrical resistivities of the alloy components. FOR many years investigators have attempted to relate observed electromigration phenomena in liquid alloys to the physical properties of the alloy components. The most successful correlation was found by Angus et' al.,1 who in 1959 proposed an empirical criterion for predicting the relative direction of motion of the components of a liquid alloy in an electric field: the component with the smallest atomic mass concentrates at the cathode. While this criterion is obeyed in nearly all the alloy systems which had been investigated, the physical basis for such an effect was not understood. It was also disturbing that the mass criterion predicted the wrong sign for the Haeffner effect; observations with pure liquid metals revealed that in every instance the lighter isotope was transported to the anode.2 Klemm3 explained these isotopic separations by suggesting that the lighter isotopes were more mobile and more easily carried to the anode with the electron stream. Additionally, several deviations from the mass criterion have been found in liquid alloys, notably involving transition metals such as chromium, nickel, palladium, and zirconium, which migrate to the anode in liquid bismuth.4'5 Recently, a model has been proposed6 in which electromigration in liquid alloys is attributed primarily to the interaction between the electron stream and the metal ions. In essence, this model predicts that the component with the greater electron-ion scattering cross section will be preferentially transported to the anode, displacing the other component to the cathode. The electrical resistivity of each pure component at its melting point is taken as the measure of its scattering cross section. This model was developed from the results of systematic studies with various solutes in liquid mercury,7'8 bismuth,9 and sodium.10 In every alloy, the component with the greater resistivity has centrates at the anode. Coincidentally, in every instance the component with the greater resistivity has also the greater mass, apparently satisfying the mass criterion. In order to differentiate between electron-ion coupling and atomic mass as the relevant physical prop- erty influencing electromigration, measurements were made with Pb-Sb alloys. Lead has an atomic mass nearly twice that of antimony, but lead has an electrical resistivity of 91 microhm-cm while antimony has a value of 113.5 microhm-cm at their respective melting points. The mass criterion predicts that in an alloy of the two antimony will concentrate at the cathode; the electron drag model predicts that antimony will concentrate at the anode. EXPERIMENTAL To conclusively determine the relative motion of lead and antimony in each other, solute electromigration was measured in dilute liquid alloys of antimony in lead and lead in antimony. Both starting materials were 99.999+ pct pure. The measurements were made with the same capillary-reservoir technique previously used for measuring electromigration in liquid bismuth alloys.11 Several changes in the experimental apparatus were necessary, however, to accommodate liquid antimony, which has a higher melting point than bismuth. The modified apparatus is depicted in Fig. 1. In each experiment four quartz capillaries were filled with the molten alloy. A direct current was passed through two of the capillaries; the electrode in one of these capillaries was made the cathode, and the electrode in the other was made the anode. The EPA has estimated that there are over 3,000 sites across the United States contaminated with lead. Techniques to remediate these sites include standard stabilization/disposal technologies, reclamation of lead using secondary lead smelters, soil washing, and biological removal technologies. In this paper, the current technologies used for lead remediation will be reviewed. Factors affecting the use of each technology, such as range of applicable concentrations, soil types, interferences from other contaminants, economics, and current technology status will be assessed. The paper will also focus on the results of a recent study completed by the Center for Hazardous Materials Research (CHMR), in conjunction with a major lead smelter, which demonstrates that secondary lead smelters may be used economically to reclaim lead from a wide range of lead-containing materials frequently found at Superfund sites. Such materials include battery case materials, lead dross, and debris containing between 3 and 70% lead. The results of development work completed by CHMR on the Acid Extraction Treatment System (AETS), which has been demonstrated to extract Lead from soils containing up to 30,000 mg/kg lead, will also be presented. The use of these technologies will be compared with other options for the remediation of sites.

"Centrifuge modelling of earth structures is a well-proven technique for evaluating the performance of prototype structures using physical models. The applications of this technique have increased dramatically during the last decade such that even the modelling of dynamic responses in structures has been accomplished.This paper presents the first model test results used to design a mine backfill. The models were tested using a 3 m radius 30 g-tonne geotechnical centrifuge which was constructed at Queen's University specifically for model studies on mine backfill stability and subsidence. The models represent the first production blast-hole stope to be mined at Westmin Resources Ltd. 's H. ~ Mine on Vancouver Island. This paper includes photographs of:model failures in the centrifuge and correlations of model test results with analyses based on unconfined and triaxial test data.IntroductionDuring the feasibility study and development stages for the H.W. Mine, Westmin Resources Ltd. conducted a comprehensive rock mechanics and backfill engineering program. The results of these studies indicated the need for assurance of backfill stability during pillar recovery on the initial blast-hole mining block. The cemented tailings backfill had to be free standing for heights up to 25 m and the potential for surcharge loading from a weak hanging wall zone, the potential for fill block sliding down-dip and the potential for seismic loading had to be considered in the design of the fill strength. The basic questions to be answered were: what cement content is required and will the resulting backfill costs be economic relative to the proposed mining method and sequence? Figure I shows a typical cross-section through the first mining block . The up-dip stope is to be mined first and backfilled with cemented tailings . The down-dip stope would then be mined and filled. Depending on ground conditions encountered, the complete intervening pillar could be recovered and the void backfilled with uncemented tailings or it could be recovered in small sections by exposing limited back and wall areas, backfilling with waste rock and I or cemented tailings . El desafío implica manejar con sumo cuidado y prudencia los recursos naturales renovables y no renovables que el país tiene a su alcance, así como fortalecer el factor humano y tomar en cuenta los aspectos culturales y sociales vinculados con el manejo de los recursos. De acuerdo con el autor de este artículo, un primer paso en este cometido es la alfabetización ambiental y el planeamiento estratégico en la formulación de políticas públicas para promover el crecimiento sustentable de las actividades económicas. Hay que trabajar indicadores de monitoreo y calidad de la gestión, además de crear política rural, empoderar a la gente y articular políticas públicas sociales y económicas.

PAPERS by D. B. Scott, E. G. Deane, and J. H. Hensley, Jr.1 describe the succession of mining methods used in the Miami mine—squarelset system, shrinkage stoping, top-slicing method, and the undercut caving system which was then being used, and which embraced the use of finger raises. The last-named system worked well but when the rich ore was exhausted it became necessary to reduce costs so as to make available a low-grade ore containing an average of less than 0.9 per cent. total copper with less than 0.8 per cent. in sulfide form and with no precious-metal values. There was then developed for this low-grade ore the system of separate large block-caving stopes, in lateral dimensions 150 by 300 ft., or 150 by 150 ft., with intervals between stopes of the same size so that subsequently these pillars may be similarly mined. The results have been most favorable. Under the previous system the production of ore per man-shift for all underground labor was 8 tons. The present production per man-shift underground is 28 tons. In starting this work the problems were: 1. How the ground would cave above the stopes. 2. Whether in the first stopes caving would encroach on the pillars as laid out. 3. Whether in subsequent mining of the pillars waste filling would be drawn from the previously caved adjacent stopes. Agglomeration of ore can be used to immobilize fine particles during heap leaching by agglomerating them into granules. Without agglomeration, the fine ore particles can migrate within the heap, clogging flow channels and producing large areas where access of solution to the ore is very poor. The benefits of agglomeration are well-known in gold heap leaching operations, which can be effectively agglomerated using binders such as Portland cement due to the alkaline leaching solutions used. However, agglomeration has not been very effective in the heap leaching of copper ores, because these ores require an acidic leaching solution. Acid destroys the effectiveness of most binders, causing the agglomerates to disintegrate as soon as the leaching solution is applied. In order to gain the benefits of agglomeration in copper heap leaching, an economical, acid-resistant binder is needed. The two issues that needed to be addressed were: 1) Lack of effective methods for evaluating binder acid resistance before performing expensive, time-consuming, full-scale heap leaching tests, and 2) The vast majority of known binders react poorly to acid conditions, and so a basis was needed for determining which binders are most likely to be acid-resistant. In this paper, the development of two new tests for evaluating binder acid resistance in the laboratory are described. The ?soak test? determines the degree to which agglomerates disintegrate and release fines on contact with acidic solution, measuring the relative quantities of fines released by agglomerates made with different binders under controlled conditions, and serves as a rapid means for comparing large numbers of binders. The ?percolation test? measures several different parameters to determine how a binder is likely to perform in heap leaching: 1) the degree of ?slump? and compaction of agglomerates as they are wetted by acidic solutions; 2) the hydraulic conductivity of the agglomerate bed; 3) the migration of fines through the bed as the solution flows through it; and 4) the quantity of liquid retained in the agglomerates after they are drained. Using these tests, a broad spectrum of binders were examined. Soak testing determined that the most acid-resistant binders were nonionic polymers. Five of these binders were further evaluated using percolation testing.

Planning for urban development in many locations is based largely on 0.10 factors, 1) soil conditions and 2) socio-political aspects of the region. A more widely based approach is necessary, however, if a complete and functional plan is to be obtained. Under this unified approach, the overall field of earth science is included in the planning process. As considered here, the earth sciences comprise a large segment of the natural sciences; that is, geology, pedology, geomorphology, reengineering geology and ground water hydrology. A number of shortcomings can develop when using the restrictive, two-factor approach for urban development planning. These deficiencies are discussed in the paper. The specific considerations for each earth science area are examined and land use considerations for various urban requirements reviewed in light of these specialties. To illustrate the potential of the unified or earth science approach, Tippecanoe County, Indiana is presented as an example. The current area planning system for Tippecanoe County is examined to determine how well it compares with the unified approach and some of the shortcomings of the current plans are discussed.

The increasing social interest for the environmental issues, forces the authorities to enact more rigorous regulations. The mining industry is one of the sectors that concentrate vigorous remonstrance. It is an absolutely justified reaction, as a result of the numerous contaminated and polluted sites that have been inherited by previous operations and they remain unremedied. The lack of a consolidated global legislation, transfers the burden of decisions to the national level. This paper consists of two parts. At the first part, it discusses the critical role of the state to form an effective environmental policy, feasible for the context of the national economy. Afterwards it analyses two of the main points, which must be considered by the regulator for the excavation activity, the abandoned sites and the duration of the mining investment. The aims are to defuse, in the short-term, the public pressure, protecting the economic growth and, at the same time, to form a basic structure for the development of the corporate social responsibility. The second part presents an alternative financial instrument for the Greek regulatory framework, conformed to the characteristics of the Greek Economy, and analyses the expected benefits both for the business and the social welfare.

Air cooled crackable and conventional forged steel specimens were tested under reversed push-pull conditions to examine the effect of shot-peening on their high cycle fatigue behaviour (-106 cycles). The steels were tested in the normalized as well as shot-peened conditions. The results showed that shot-peening smooth specimens had little effect on the fatigue limit of the air cooled forged steels and the detrimental effect of the rougher peened surface was not apparent. Microhardness profiles indicated that the shot peening produced a gradient of compressive residual stresses that was greater than that of the loading stresses, suppressing the anticipated beneficial effect on fatigue life. Crack initiation was more likely to occur below the surface. The results indicate that the surface roughness was not a significant factor in controlling the fatigue lives, since they were essentially the same for the non shot-peened and shot-peened steels.

Case studies from four western states are used to illustrate the impact of the environmental compliance process on the mining industry. The case studies were not chosen as a statistically significant sample of all mining operations in the western United States but were chosen as representative of operations on both public and private lands and in locations that exhibited varying degrees of involvement by governmental units, non-governmental organizations and the general public. Basically, each case study was chosen because some aspect of their environmental compliance process helped to illustrate an interesting point in the regulatory process. The criteria used to select the case studies were: mines located in different jurisdictional areas, mines located in varying geological areas~ mines located in areas having different historical relationships with mining: and operations that are in production as well as those seeking an operating permit. The variety of such projects should provide the necessary foundation to evaluate the impacts of the environmental compliance process in each location.

Under South Africanncoalmining conditions, in the majority of instances coal is won using the bord and pillar system without pillar extraction. Examples demonstrate that strata control policy has an effect on practically all aspects of mining: (1) the choice of mining method; ((2) degree of coal recovery; (3) effect on productivity; (L}.) integration of'-support techniques with other operations. This is confirmed by use of modern research results and computer simulation. Although the examples are drawn from South African experience, the conclusion is generally valid. Strata control problems cannot be solved in isolation but as an. integral part of overall mining policy.

Papua New Guinea (PNG) stretches from the equator to Latitude 12° South and from Indonesia's Irian Jaya Province in the west to the Solomon Islands in the east (Figure 1). The population totals 3.5 million people who are mostly concentrated in highland valleys on the main island and around the coast. This paper outlines the history of mining, describes the natural, cultural and regulatory setting of mineral discoveries and highlights, by example, some of the more idiosyncratic environ-mental aspects of mining developments in PNG. It concludes with remarks on the progress made in the fifteen years since environmental matters entered the agenda for the establishment of a new mine in PNG.

Investigators in the field of temperature measurement have long sought a thermoelectric couple fulfilling the following requirements: 1. It should be useful up to and including high industrial temperatures; i. e., 1000 to 1800 C. 2. Its thermoelectric variation with temperature should be linear and be maintained after heating to high temperatures for long periods of time. 3. It should be reproducible; i. e., different couples of the same elements should have similar calibration curves. 4. Its thermoelectric power should be large so as to allow the industrial use of rugged recording instruments. 5. Chemical reactions with, and physical changes within the elements of the couple should not alter its calibration. No thermocouple proposed to date exhibits simultaneously all of these characteristics, whereas the couple about to be described fulfills all requirements to a satisfactory degree. New Thermoelectric Materials A thorough survey of the literature on thermoelectricity revealed that present-day thermocouples could not meet the specifications mentioned above because their thermoelements are metallic. Metals have a marked tendency to deteriorate chemically and their melting points limit their use to low temperatures. Refractory substances, however, are usually resistant to chemical attack and are quite stable at high temperatures. Hence a survey of refractory substances having thermoelectric possibilities was made. One class of thermocouples considered was that in which carbon and a carbide of some metal or nonmetal were the thermoelements. Previous investigators neglected to study this field but certain recommendations were made by them for the use of couples in which carbon served as one element. These proposals are listed in Table 1. "The Copra massive sulphide deposit occurs as a continuous slab of ore dipping at approximately 40 degrees within a sericite schist formation. The orebody has been delineated over a distance of more than 5,000 feet down dip. This paper is mainly concerned with the mining procedure, and particular reference will be made to the use of steel mill holes and hydraulic roof supports. The gravel backfill line, which is operated both by gravity and hydraulically, is described.
