INTRODUCTION In the past three decades, world trade has grown from less than $100 billion per year in the years following World War 11 to slightly more than $300 billion in 1970 and over $2,000 billion in the early 1980s. Adjusted for inflation, the real growth of world trade in 1972 dollars increased from less than $175 billion per year in the early 1950s to slightly more than $342 billion in 1970 and almost $700 billion per year by the early 1980s. Thus trade as a whole has increased a little more than twofold in real terms in the past decade." Mineral commodities constituted approximately 20% of the value of total world trade in 1970, and significantly more than that proportion in terms of physical volume. By 1980, de- spite rapidly rising petroleum prices, mineral commodities accounted for roughly 18% of the total value of world trade. Crude oil alone ac- counted for about 16%, making it the single most important commodity in international trade. The worldwide recession of 198 1- 1983 brought a dramatic decline in both volume and price of crude oil, shrinking the impact of mineral commodities to roughly 10% of the value of total exports, worldwide, in 1982- 1983. The decline of mineral commodities as a pro- portion of the value of world trade in the decade 1970- 1980 is due largely to the increasing importance of manufactured goods and consumer products such as automobiles and electronic items. During this period, mineral commodity trade expanded roughly sixfold in terms of current dollars to an estimated $350 to 360 billion in 1980. This was equivalent to doubling the real value of mineral commodities in international trade in the 1970- 1980 period in constant dollars. The U.S. Bureau of Mines has expanded the traditional definition of mineral commodities to include semifinished products such as iron and steel (in addition to iron ore), refined metals such as copper, lead, zinc, aluminum, and tin, concentrates, scrap, and petroleum products. Since large quantities of essentially mineral derivatives travel in this form, it is reasonable to use these expanded definitions in stating the role of minerals in world trade. Thus minerals in world trade comprise 30 to 33% of total export trade in all commodities during the period 1976- 1980 (see Table 1.3.1). In addition, the U.S. Bureau of Mines estimates the value of all mineral commodities consumed in the world (at the national level) and compares this value to total worldwide commodity consumption. By this system, mineral commodities range from 30 to 40% of all commodities consumed each year in all countries during the period 1976- 1980 (see Table 1.3.2). The growth in export trade in mineral commodities by commodity group is shown for the period 1976-1980 in Table 1.3.3. These data parallel the swings in worldwide economic activity during the same time period. An in situ leaching geochemical simulator consisting of flow, mass transport, and graphics support programs has been developed. Two dimensional flow in heterogeneous porous media is modeled using a semi-analytic boundary integral technique. This method involves mapping streamlines to straight line segments in the complex potential plane. Leachant concentration and mineral values are modeled in this plane using the (one dimensional) potential coordinates. A fully implicit finite difference scheme is used to solve the resulting coupled system of four concentration equations. Graphical representations of streamline patterns, concentration histories, profiles and recovery curves are generated. An application of the model to uranium leaching in a heterogeneous aquifer and ore zone setting is presented.

Comminution of various materials can be achieved in grinding equipment by nipping, impact, attrition, or a combination of these actions. Pna mills also known as edgerunners, chasers, and mullers-are classified as a nipping machine. The essential features of this type of grinding machine are rollers or mullers that turn on a horizontal axis while rating on the bed of material in the pan. Ploughs are used to direct the unground material to the center of the pan. Grinding may be accomplished wet or dry. Aritres, Chilean mills, and Huntington mills are types of pan mills. Ring roll and ring Ml mills, another type of nipping machine, were developed for grinding smaller particles of intermediate hardness to product sizes of about 100 pm. They were designed to attempt to reduce the cost of similar size reduction in ball mills and have been widely used to pulverize coal for power-plant facilities. Impact Machines Grinding machines that can be classified as impact mills include: hammer, cage, centrifugal, vibratory, pin, and stamp mills. The distinctive feature of an impact mill is that it has a fast-moving part that transfers some of its kinetic energy to the material particles by direct contact so that internal stresses are created in the particles. The Reitz Disintegrator is an example of an impact mill. It has rigidly mounted hammers attached to a vertical shaft that rotates in close proximity to horizontally mounted screens. The White River Shale Oil Corporation (WRSOC) is developing a prototype oil shale facility on Federal Lease Tracts Ua and Ub located in northeastern Utah. This paper covers the successful driving of 1,525 m (5,000 ft) of dogleg downgrade decline with a 70-ton Paurat Roadheader mining machine and a conveyor muck-handling system. Ground support is with rock bolt and shotcrete; welded wire mesh is optional. The Upper Decline of 3.89 m by 8.69 m (12.75 ft by 28.5 ft) was mined through the Uinta Formation sandstones and shales in 210 days. The sandstones have a compressive strength in the 48 MPa (7,000 psi) range with a few bands of shale up to 137.8 MPa (20,000 psi). Green River Formation dolomitic marlstone with some sandstone lenses was mined in the Lower Decline 3.89 m by 5.64 m (12.75 ft by 18.5 ft) in 175 days. The Green River marlstones are tough massive formations ranging up to 206.8 MPa (30,000 psi). Roadheaders for use on steep slopes must be modified to accommodate the particular problems associated with mining downdip. The paper concentrates on the application of Roadheaders to steep slopes and the problems of mining tough materials such as marlstone. The paper also shows the advantage of using the method of excavation on long drives.

New Mexico is the leading domestic producer of perlite, a hydrated volcanic glass that can be expanded thermally to form a white, very porous, lightweight material. The United States is the leading consumer and producer of perlite in the world (Pettifer 1981). New Mexico produced, at five mines (Fig. 1), about 86% of all domestic crude ore mined in 1984 (Meisinger, 1985). Perlite is mined in 6 other western states, ore is expanded in 33 states, and the expanded ore is consumed in all states (Meisinger, 1985). Gross value of domestic ore mined in 1984 was about $16,500,000 (FOB mine; Meisinger, 1985) with much value added by expansion and processing prior to sale to end users. In contrast to the ubiquitous nature of perlite products in the U.S. economy, facilities for testing perlite ore, expanded perlite, and perlite products are notably lacking on a commercial, cost-effective, or readily accessible basis. The New Mexico Bureau of Mines and Min¬eral Resources (NMBM&MR) established a perlite¬testing facility in 1984 to mitigate this lack and to further the mining of perlite in the state.

This paper presents an analysis of respirabie dust generation due to the action of a continuous miner. Underground coal cutting by a drum-type continuous miner was simulated in the laboratory using a specially designed unique automated rotary coal cutting simulator (ARCCS). An analysis of -400 mesh particles was done on gravity collected material. Samples of entrained dust were collected through the use of cascade impactors. Both samples were analyzed for size distribution and particle shape. Using the simulated coal cutter permitted variation of operating and in-situ parameters to provide information on the effects on generation of -400 mesh particles. In these tests coal blocks with an approximate dimension of 18 in. x 15 in. x 6 in. (45.7 cm x 38.1 cm x 15.2 cm) were first subjected to confining pressures, equivalent to in-situ conditions. Such blocks were then cut by the cutting head of the ARCCS, thus simulating the action of the continuous miner in underground coal mining. During the tests under a particular set of in-situ and operating parameters a number of other parameters such as 1) penetration of bit into coal, 2) penetration resistance (thrust and cutting pressures), 3) rotating velocity of cutting head, and 4) acoustic emission activity in the coal block were monitored. After each cutting cycle the fractured surfaces were photographed and a velocity survey was conducted by using a sonic technique. At the end of each experiment the cutting paths of the bits in coal were photographed using an optical microscope with an attached camera.

It's a pleasure to be here, and an honor to be invited to address this distinguished group of professionals. Today, I'd like to begin with an overview of progress in coal mine safety and health. I'll discuss some current areas of concern. And I'll make some suggestions as to where we may be headed in the future. This year marks the coal industry's 15th anniversary under the Coal Mine Safety and Health Act, which took effect in 1970. We have come a long way in those 15 years. As a coal mining man from way back, I remember the era when the Coal Mine Safety and Health Act first was passed. Some of you may remember it, too. At that time, the safety and health of coal miners was in the public eye even more than it is at present. One reason was a mine explosion that killed 78 miners when it occurred in a large underground coal mine in November 1968. That disaster raised tremendous public concern about protecting the safety of miners.

Introduction Pebble mill grinding can be defined as wet or dry grinding in a tumbling mill with pebbles used as grinding media instead of metal balls. To clarify the terminology, which may differ in the various mineral industries, it is essential to point out the differences between grinding with partially sized and carefully sized grinding media. When grinding with partially sized media (limited top size only), sizing is usually the setting of the primary crusher and there is no bottom sizing-all fines, chips, sand, and small sizes are included. This is often called run-of-mine or primary autogenous grinding. In this case the entire crusher discharge is fed into the mill and part of it becomes "charge" and the rest is "sand feed." When grinding with carefully sized media (i.e., media that is sized both at the top and bottom of the size range), no fines or chips should be present in the charge to the mill. This is pebble milling and the grinding media consists of ore, rock, Danish pebbles, gravel pebbles, or ceramic pebbles-media that is appreciably lighter than steel balls. The grind¬ing charge is fed to the mill to maintain a load and it does the grinding usually on a classified sand product of suitable size. If the grinding media is the same as the raw material being ground, this type of grinding is also called secondary autogenous grinding. Pebble milling was in common use in the gold mines of South Africa in the early 1900s. It is by far the oldest form of autogenous grinding. It may be used to grind crushed ores from a maximum size of about -% in. to all -10 µm. Pebble milling differs from "run of mine" grinding in many ways, but two big differences are: I) The ore itself is crushed to approximately t/4 in., or it may be further reduced to 8 or 10 mesh in a rod mill or fine crusher. 2) Then carefully screened ore of the correct size is placed in one or more stages of pebble mills to grind the ore to its desired final size. The media size is carefully selected to be the most efficient for the particular size reduction required in each stage. This is a precise practice, and pebble mills can be designed as easily and accu¬rately as can rod mills or ball mills by those skilled in the art. A pebble mill is a rotating cylinder in which the grinding media has been carefully sized for the job in hand. If the mill is doing coarse grinding, the media will be correspondingly large and the mill might be called a primary (or intermediate) pebble mill or a lump mill. If it is to do fine grinding, the media selected is proportionately smaller and the mill would be called a secondary or tertiary pebble mill. The media itself is normally rounded pebbles made from screened ore from the primary-crusher discharge. The charge could be rounded pebbles of the correct size removed from a primary autogenous mill, or the pebbles could be carefully sized gravel, sized beach pebbles, or sized flint pebbles. Usually the specific gravity of a pebble is from 35 to 55% of that of steel balls. It commonly varies from 2.66 to 4.2, depending on the specific gravity of the ore. Primary pebble mills, or lump mills, would be charged with pieces of rock up to 10 in. maximum and 5 in. minimum and would grind crusher discharge with a maximum size of 1/4 in. on hard ores and 3/8 in. on softer ores. Secondary pebble mills could be charged with pieces of rock screened on 4 x 4-in. square mesh and retained on 1 1/2 x 1 1/2 in. These mills would grind material with a top size of 8 to 10 mesh. Tertiary pebble mills could be charged with screened rock that would pass 3 x 3 in. and be retained on 1 x 1 in. and grind 35 to 48 mesh sands. Principles of Operation Media Size To operate a pebble mill efficiently it is imperative that great care be taken in screening the rock feed that is fed into the mill to round up into a range of pebble sizes that are suitable for grinding of the sands that are also being fed into the mill, having regard to the top size and the average size of such sands. Since most mill operators know from experience the correct size of steel balls to be used in a mill to handle different sizes of sand feed, it is convenient to relate the pebble size to a ball size. If the correct ball size is not known, it is relatively simple to conduct batch laboratory tests in 12- to 18-in. laboratory mills to determine the optimum size of steel ball. Also, Bond and others have published formulas for calculating the optimum ball size. When the correct size of the individual steel ball is known, then a pebble of the same weight will perform the same grinding if used in the proper size of mill and under the proper conditions, which will be defined later. This media size, as defined by the average weight of the individual pieces, is most important. The following tests will serve to clarify this point. Laboratory Tests Using Steel Balls or Pebbles. Several labora¬tory grinds were made to compare a given size and weight of steel ball with a pebble of the same weight but larger size, and of the same size but lighter weight. The following loads were used in the 12-in. laboratory mill: All 1 1/4-in. steel balls weighing 122 ± 10 g. All 1 3/4-in. pebbles weighing 123 ± 5 g. All 1 1/4-in. pebbles weighing 45 ± 3 g. To equalize capacity, the test with the steel balls was run only 34% as long as the tests with pebbles. In each case, 2,500 g of primary sands were ground at the optimum gravity for the media being tested at a speed 78 1/2 % of critical speed, and for 170, 340, and 680 revolu¬tions for the steel balls, and 500, 1,000, and 2,000 revolutions for the pebbles. The first test is summarized in Table 74 by showing the 80% passing size in microns for the feed and for each of the grinds. Two other tests are summarized in Table 75 showing the screen analyses

Particle-size Distribution Specifications for Particulates. Feed to and finished products from size-reduction operations are defined in terms of the particulate sizes involved. It is also well to know whether the ultimate individual particle is being measured, or, if any aggregation or agglomeration of particles exists, whether this has been created by the size-reduction operation. The most complete description of a powder is given by its particle¬size distribution. This can be plotted in terms of cumulative percent oversize or undersize in relation to the diameters of particles, or it can be plotted as a distribution of the amounts present in each unit of diameter against the several diameters. It is common to employ a weight basis for percentage, but there are some data in the literature where frequency, or number of particles, is used. The basis of percent¬age, whether weight, frequency, or some less commonly used factor, should be specified, as also should be stated the diameter, its units, and preferably whether determined by sieve, settling velocity, or other¬wise. Fig. I presents two sets of distributions-ore cumulative and the other in unit intervals. The slopes of the 5-µ intervals of the cumulative curves are converted to percent per micron and plotted as a block, or histogram, from which smooth curves are derived. Powder A has a narrower, or tighter, size range for the bulk of its weight than powder B. Both materials have the same weights below and above the size marked by the arrow. Simpler treatments of distribution are possible. In some cases the significant value is the top size. Since the 100% point is dubious, some amount, as 95 or 98%, so specified, can be called top size. In other cases the percent on some sieve helps define coarseness. Merely stating that all, or all but a small percentage, passes a given sieve is inadequate for defining the true fineness or a material. Complete parti¬cle-size analysis to show the distribution is essential for most compari¬sons and calculations. Particle-Size Equations. A number of equations have been pro¬posed to correlate the quantity of a particulate material with its parti¬cle size to obtain a distribution relationship. The basic coal scientist cannot always replicate earlier experiments with a given sample because of changes that have taken place in the sample. This has led to a stated need for stable samples Coal looks like a uniform black solid to many people, but it does vary in its composition from state to state and mine to mine it also can be shown to vary significantly within a mine or seam. These variations have led to a stated need for consistent samples.

It is common to nine a coal seam affected by previous extraction of a coal seam below. As a result of that severe problems may occur during the extraction process. This paper presents the analysis of undermining effects based on field observations. A simplified method for the evaluation of risk in undermining operations is presented and predictions of the degree of possible damages to the undermined coal seam is given.

A combined size reduction- liberation model of grinding has been developed to predict the product size distribution for both free and locked particles. The model is an extension of the population balance model for size reduction. Locked (or composite) particles have been subdivided into discrete classes of different compositions to obtain more detailed information. The model has been tested on a sphalerite ore from Tennessee. Liberation data have been obtained using an areal scanning technique on microscope images of polished particle mounts.

INTRODUCTION The role of comminution and related unit operations in mineral processing applications is of major importance. This is especially true in terms of operating costs, since these unit operations represent the major fraction of the overall processing costs. Due to the broad scope and the large number of unit processes and machines involved, Section 3 is divided into five subsections. In Section 3A, General Aspects of Comminution, topics covered include history, terminology, particle¬size distributions, classes of comminution machines, testing and calcu¬lation procedures, and simulation and modeling. In Section 3B, Crush¬ing. the subjects include jaw crushers, gyratory crushers, cone crushers, hammermills, and impactors. The chapters of Section 3C, Grinding, cover aspects common to tumbling mills, ball mills, rod mills, autogenous mills, pebble mills, roller mills, fluid energy mills, other types of grinding machines, and grinding costs. Section 3D, Classification, coverage includes classification theory, hydrocyclones, and mechanical classifiers, and in Section 3E, Screening, the topics presented are classes of screens, selection of vibrating screens, sieve bend screens, and screening media. About five years after the Handbook was begun, Section 3 was unfortunately without an editor or contributors for over half of the chapters. A committee was then organized to expedite completion of the section. When this committee contacted the persons who had agreed to contribute to the section, it was found that many of them wished to resign from their earlier voluntary obligation to AIME. Therefore the committee had to find new contributors for these chap¬ters in addition to other chapters in Section 3. Since there had been no previous effort to locate contributors for Air Classification, Dust Collection, and Washing and Scrubbing, it was agreed to delete these subsections. In Section 3, equipment availability, capacity, and performance data from various manufacturers and users are provided for engineer¬ing use. Selected data from existing installations are also included. The machines that are being used in comminution, classification, and screening are described in detail, and drawings, photographs, and diagrams are presented to supplement the descriptive material. The editors thank and acknowledge the generous effort of the many contributors, some of whom were called upon five or more years after the Handbook was started. It is regretted that Fred C. Bond, who was a member of the committee formed to complete this section, was deceased before the section was finished. During the time that he worked with the committee, he contributed a great deal as an author and councilor.

Principles of Operation and Mechanical Features General Mechanical Description Sieve-bend screens are high-capacity screening devices which utilize stationary, concave, wedge-bar screening surfaces. A complete sieve bend is comprised of a feed distribution chamber, a structure for holding the screen surface, and collection chambers or chutes for oversize and undersize materials. In devices used for metallurgical practice, provision is usually made for reversal of the direction of flow over the surface, either by rotating the surface or by changing the feed nozzle position. The size of the unit varies in height from 5 to 8 ft, and in width from 2 to 8 ft. The orientation of the wedge-bar surface is such that the slots between the wedge bars are perpendicular to the flow of feed material over the surface. The feed distribution means is arranged such that the flow of liquid suspension is distributed evenly and tangentially over the width of the screen surface. A variety of means are used including simple gravity weir feeds, long slotted nozzles, and a multiplicity of round nozzles. A typical gravity-fed weir type nozzle is shown in Fig. 18. In the article "Concentration of Oil Shale,"(1) Dr. N. Arbiter stated, "One of the major factors in the delayed utilization of oil shale as an energy raw material is the low grade or content of hydrocarbon (kerogen) in oil shale as compared with coal and even more so to the liquid and gaseous fuels. " When the availability of high-grade deposits decreased, mineral industries started adopting prebeneficiation procedures for the low-grade deposits. This practice, which is becoming standard in these other industries, has been largely overlooked by the oil shale industry in its drive to produce oil from oil shale. If a major portion of this mineral matter can be removed, there can be potentially large savings in the capital and operating costs of oil shale retorts. Moreover, the environmental impact, associated with recovering the shale oil, could be reduced considerably. In 1980 Roberts & Schaefer Resource Service (RSRS) completed successfully the first set of demonstration runs with a 20-ton oil shale sample from Cathedral Bluffs (C-b tract), Colorado. This relatively low grade (~12 gpt oil content) oil shale was beneficiated applying the Dutch State Mines Heavy Medium Cyclone process. (2)

A technique was devised by the Bureau of Nines to recover coarse (plus 1.7 m) North Carolina phosphate now discarded as waste. Concentration utilizes the difference in particle sphericity between the relatively flat calcite and the rounded phosphate pebbles. Sizing, treatment in a continuous hydraulic classification system, and grinding upgraded a 17.0-pct-P205 reject to 24.5 pct P205 with a phosphate recovery of 63 pct.

In the mining, manufacturing and application of inorganic pigments, dispersion contributes significantly. This is especially true with mineral pigments because of the variety, in slurry operations required for their processing. Such operations include any of the following: (1) mine-transport (2) wet grinding (3) flotation/beneficiation (4) wet magnetic separation (5) selective floculation (6) size classification (7) chemical processing (8) spray drying Dosage levels and general economics of dispersant use are broadly variant, being dependant upon the agents employed, from the simplist, i.e., sodium silicate or sodium carbonate, to the more complex, as polyacrylates and organo-phosphates. In certain unit processes the dispersant must exhibit unusual chemical stability and persistence, e.g., in protracted pigment slurry shipments. In others, the agent should be fugitive to prevent secondary reactions from occurring, e.g., with high temperature calcination where alkali salts can act as aggregation fluxing agents.

The specific lithological conditions over the Pittsburgh coalbed, highly resistive limestone and sandstone units with relatively shallow overburden, prevent the use of any predictive method as developed for European conditions. This paper describes the development of a subsidence precalculation methodology suitable to the mining-geological conditions in the Northern Appalachian Coal Field. It has been found that due to lithological conditions over the Pittsburgh coalbed the subsidence coefficient varies within the area of the subsidence trough. This is different from the European conditions where the subsidence coefficient is considered to be a constant. The effects of lithology, in-the form of a variable subsidence coefficient, have been separated for each test site by introducing a correlation between hypothetically homogeneous overburden and existing lithological conditions, while providing for different mining conditions. Field data from eleven Bureau longwall panel studies were used in the regression analysis. For each panel the characteristics of the variability of the subsidence coefficient along individual profile lines were defined. Regression analysis of the subsidence coefficients from all test sites on the location relative to the edge of the panel has yielded a third degree polynomial equation with a coefficient of correlation of 0.9999. All sensitivity tests have shown good results.

Production scheduling is an integral part of intermediate- and long-range open-pit mine planning, affecting equipment selection, manpower requirements and project economics. The development of mining phases, or pushbacks, is discussed in conjunction with generating the best spatial extraction sequence. An approach to scheduling production from these mining phases is then described. Using computers and a production scheduling algorithm, the impact of cutoff grade and advanced stripping policies can be evaluated through sensitivity studies to maximize the return on project investments.

INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. Gulley The Role of Regulation in a Market Economy What is Regulation?: Regulation is the intervention of government in the activities of the private market. In a market society, the private sector is presumed to be the most appropriate economic agent. Given this presumption, regulation generally begins with a demonstration of persistent problems under laissez-faire in a given context. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.
