INTRODUCTION This presentation is concerned with the administrative and technical capability of the Atomic Energy Control Board (AECB) to assure compliance with the individual exposure limit for radon daughters (currently 4 WLM per year). It is not concerned with the epidemiological bases for setting the exposure limit. Moreover, the intent is to show how sophisticated methodologies and advanced technologies, applied to radon daughter concentration measurements in uranium mines, convey the spirit of compliance by providing better estimates than do the historical methods. These better estimates mean that more accurate and more precise estimates of each worker's exposure are determined using these more modern methods and devices. The estimates so derived should provide more convincing evidence to an individual worker that his assigned exposure is a valid indicator of his true exposure. In addition, a perspective on the exposure estimate in relation to the exposure limit is given as further evidence that an exposure limit is not the dividing line between "safe" and "unsafe" exposures. A brief description is given of the compliance aspects of the Atomic Energy Control Regulations and of the limitations of purely statistical non-compliance procedures. Most of the emphasis of the paper will be placed on the uncertainties associated with conventional radon daughter exposure determination and the means being employed (and anticipated) to reduce these uncertainties. NON-COMPLIANCE Under current Atomic Energy Control Regulations (1978), the annual individual exposure limit for radon daughters is given without reference to the possible methods of sampling and calculation of radon daughter exposure and without any reference to possible uncertainties or their magnitudes. This is common in such statutes, the details of sampling, calculation, error analysis, and so on, being left for licence conditions or provided as a specific guideline to the licensee on the matter of compliance with the Regulation. Since the exposure limit is contained in the Regulations, compliance with it is absolute, as with any other law. In Canada, a state of non-compliance with the radon daughter exposure limit exists when an exposure (attributed to an employee) is reported by the licensee to exceed the limit. No uncertainty in the measurements or in the overall determination of exposure is reported nor is any requested. Removal of the worker and the loss of his services are the immediate and direct penalty suffered by the licensee for failure to maintain the exposure at, or below, the limit. A worker may be re-instated to employment for the balance of the reporting period only if the licensee can assure the AECB that further significant exposure to the worker will not ensue. In other jurisdictions, such as the United States, non-compliance is defined on a statistical basis. For example, NIOSH, the National Institute for Occupational Safety and Health presents procedures for calculating the 95% Lower Confidence Limit (LCL) in order to "compare the results of occupational environmental sampling to an occupational health standard and make a decision with a known chance of making an incorrect decision that a state of non-compliance exists" (Leidel and Busch, 1975). (In the nomenclature of this presentation, exposure limit would be used in place of "standard", in the NIOSH sense). Furthermore, it is emphasized in the NIOSH document that such numerical comparisons "are necessary only if the sample mean is greater than the standard". The NIOSH document points out, quite correctly, that the "statistical procedures presented below will not detect and do not allow for analysis of highly inaccurate results, i.e., systematic (non-random) errors or mistakes ... If a systematic error is known to exist in an instrument or analytical procedure then correct the sample mean of the data before analyzing for non-compliance". It is certainly not the purpose of this paper to criticize the sophisticated statistical approach to non-compliance as given in the NIOSH document or in similar approaches used in other jurisdictions. Rather, the purpose is to approach, with some introspection, the question of the determination of exposure by the employer for his employee and especially the employee's understanding of, and confidence in, the accuracy of the exposure determination and its relation to the exposure limit. The open stope room and pillar method of mining is used throughout Ozark Lead Company's underground mine located at Sweetwater, Missouri. This method of mining produces an approximate overall ore extraction of 80%. Pillar recovery, on a limited and experimental basis, was started in January of 1979 to determine the maximum size underground opening that could be mined safely. Monitoring the roof and surrounding pillars for potential failure during this pillar recovery process was accomplished by utilizing a simple rod extensometer to measure roof sag. Boreholes 7.5cm in diameter were drilled 3.5m into the roof to spot any separations or cracks that might have propagated between the bedded layers of rock. Underground openings 85m in length by 46m in width have been mined successfully without roof or surrounding pillar failure. Continued measurements to establish long term results will be necessary.

INTRODUCTION The requirement that is placed on owners and operators of underground mines to protect workers against the health hazard of inhaling radioactive materials which are short-lived decay products of 222Rn can be satisfied by applying a considerable variety of what we may call "engineering" solutions as well as a number of "administrative" remedies to the problem. The most obvious of the "engineering" approaches has always been that of forced ventilation, in which relatively clean (i.e., radon-free) air from aboveground is drawn or pushed through the mine workings by a system of fans and ducts. This relatively clean air, in sweeping through the drifts, stopes and haulageways, dilutes the radon and radon-daughter concentrations in the air of the mine, and performs the added beneficial function of removing the daughter-mixture quickly enought to limit grow-in of the longer-lived nuclides in the group that make up the "toxic trio" on which the Working Level (IM) unit is based. Effective as the dilution-ventilation method is for control of WL in most underground mining situations, however, the increasing strictness of control measures that have been imposed on the mining industry over the last two decades have demanded measures of even greater effectiveness. In times of poor markets for yellow-cake and other products of the mines, mine operators are pressed to reduce operating costs, and the installation of additional primary ventilation capacity can be a severe burden on a mine that is already laboring under an unfavorable earning power. When traditional dilution-ventilation systems alone cannot meet the requirement for WI, control, radiation safety engineers and ventilation engineers begin to look at alternatives and auxiliary methods. Since the radon which produces the toxic daughter products originates in the rock of the mine walls, and since, in most United States mines, that rock is a porous sandstone through which air can move under the effect of atmospheric pressure gradients, and through which radon can diffuse relatively freely, one way to help control the growth of WL would be to hinder the escape of radon from that reservior of porous rock. An appealing; method for hindering that natural flux of radon-polluted air from the walls of the mine has long been apparent; namely, to apply a low-permeability coating over the surface of the rock, thus sealing the radon in place and, in theory at least, preventing its escape into the mine air. Our 1970 report to the U.S. Federal Radiation Council on the subject of cost impacts of proposed changes in the occupational standards for exposure of underground uranium miners to airborne radon daughters noted the possibility of using polymeric wall sealants as a means of controlling radon-pollution of mine air. Since that time a number of reports have appeared in the technical literature advocating this technique for restraining the escape of radon from building materials, mill tailings, and other materials containing 226Ra, in addition to the surfaces of underground mine workings. During this period, some controversy has occurred over the question of the probable effectiveness of wall sealants in limiting the escape of radon from the rock. Our 1970 report speculated that flaws (cracks and "pinholes") in the coating might be all but unavoidable in practice, and that even a conservative estimate of the frequency of such flaws would lead to a prediction of ineffectiveness. Hammon et al, in a laboratory evaluation of radon sealants conducted by Lawrence Livermore Laboratory of the University of California in 1975 on behalf of U.S. Bureau of Mines, concluded that a wide variety of polymeric coatings would provide "nearly 100% effectiveness" in restrain¬ing escape of radon from mine wall surfaces if applied in "thicknesses between 5 and 10 mil" (125-250 [y]pm). John Franklin and co-workers at the U.S. Bureau of Mines laboratories in Spokane, Washington, have carried the experiments with polymeric sealants through additional laboratory tests and into actual mine environments, reporting that selected sealants could provide attenuation of radon flux by a factor of four (75-80% reduction). Robert Bates and John Edwards of USBM developed a computer-assisted mathematical/physical model that predicts a relatively small effect of flaws in a low-permeability coating on the radon flux from a sandstone-type matrix. FIELD TEST Since all actual experimental work with wall sealants showed some beneficial effect on radon attenuation (even if not as exciting as the "nearly 100%" predicted by Hammon), USBM was encouraged to extend its evaluation to an actual operating uranium mine, and awarded a contract for that work to Arthur D. Little, Inc. in September 1979. We were fortunate in obtaining the voluntary cooperation of Atlas Minerals Division of Atlas Corp., who operate a mill and several underground mines in and around Moab, Utah. Atlas made available for our use a small T-shaped drift in their Pandora Mine in LaSal, Utah, and provided space for instrumentation and recordkeeping by our field crew in a surface building near the mine entry. Atlas also provided electricity and water to the test site, together with assistance in establishing necessary ventilation, removing rubble from the site, conducting periodic WL surveys and furnishing auxiliary man-power for the heavy hard work of coating the walls with gunite prior to application of the polymeric sealant. Steel consumption forms a significant part of the operating cost of a minerals processing plant. An estimated one-quarter billion kilograms of steel in the United States and over one-half billion kilograms in the world are consumed each year in wet grinding alone. The depletion of ore grades and the necessity of finer grinding of abrasive ores are expected to increase the steel consumption even higher. Through continued research and development by the mining industry and the suppliers of steel products several remedies to reduce steel consumption have evolved. This paper critically reviews the mechanisms involved in steel wear, and currently available methods, materials and operating conditions for reducing steel consumption. Particular attention is given to liner design modifications and substitution of steel liners with rubber liners.

Coal liquefaction processes can be divided into two broad classifications - direct and indirect. Direct liquefaction processes, in general, slurry coal with a solvent and react it with hydrogen under elevated temperature and pressure. Indirect liquefaction is the term applied to processes in which coal is first gasified to generate a synthesis gas of carbon monoxide and hydrogen. The synthesis gas is then converted to various types of liquid fuels by the proper selection of catalyst and conditions. The first experiments on direct coal liquefaction were undertaken in 1933 by Bergius. Development and commercialization of the Bergius concept was accomplished mainly through the effort of I.G. Farben at the Ludwigshafen plant of its subsidiary, Badische Anilin und Soda Fabrik A.G, under the leadership of M. Pier (1). A demonstration plat having an annual capacity of 100,000 tons of coal was built in Leuna, Saxony in 1927. Six years later, Imperial Chemicals Industries, Ltd., commissioned a plant in Billingham, England (2).

INTRODUCTION Radon-222 is an inert, radioactive gas formed by the radioactive decay of radium-226, a long-lived member of the uranium-238 decay chain. Radium is present in varying amounts in virtually all soils and, on the average, about 36,000 pCi (1330 Bq) of radon per square meter of soil diffuse into the atmosphere each day (UN 1977). Radon decays with a half-life of 3.6 days through four short-lived daughters to lead210 and it is these short-lived daughters[ [Ra A, (218Po, t, = 3.0 min) , Ra B, (214 Pb, t;, = 27 min), Ra C, (214Bi, t] = 20 min) and Ra C1 (214Po, t] = 2.5 x 10-6 min)] ]which cause the major health hazard associated with radon (Bale 1951). Atoms of these daughters, either unattached or attached to the ever-present particles in air, are deposited on the surfaces of the respiratory tract; alpha particles emitted in their decay can result in large doses to the cells of the bronchial epithelium lining the respiratory tract. These daughters will be present in air in varying relative concentrations depending on the "age" of the air (time since radon emanated into it) and on the amount of mixing of radon and radon daughter contaminated air with clean air. [The practical unit developed to quantify the amount of radon daughters in air is the Working Level (WL). This unit was historically related to the equilibrium concentration of 100 pCi (3.7 Bq) of the short-lived daughters of radon in one liter of air (cf. Holaday 1969) and is defined as any mixture of the short-lived daughters in a liter of air that have a-potential alpha energy of 1.3 x 105 Mev (2.08 x 10-5J) in their decay to lead-210. The working level month (WLM) was developed along with the WL, and was defined as an exposure to one WL for a working month (170 h). This is equivalent to 2.2 x 107 MeV•h•L-1 (3.54 x 10-3 J.h.m-3). If the average breathing rate is taken as 1.2 m3.h•1 (ICRP 1975), then one WLM is equivalent to inhalation of 4.24 mJ of potential alpha energy.] It is now generally agreed that the inhalation of radon daughters is the major potential radiation hazard in uranium mining, and contributes a substantial fraction to the natural radiation exposure of the general population due to the accumulation of radon and radon daughters from natural sources in buildings. Radon daughter concentrations in modern mines are controlled by ventilation, and by blocking off old working areas (cf. Simpson, 1959). However, before the hazard from radon daughters was recognized, considerably higher concentrations of radon daughters were present in some uranium and non-uranium mines. These high radon daughter concentrations resulted in an increase in lung cancers in the mining population, and it is these results that are our main source of information on the risk of inhaling radon daughters. HISTORICAL REVIEW Many excellent reviews of the history of understanding the health effects of inhalation of radon daughters are available (see, for example, Hueper 1942, Lorenz 1944, Sikl 1950, Stewart 1964, Holaday 1969, Lundin 1971, Cross 1979) but a brief summary of some of the highlights in this area may be of interest. [a] 1556: Agricola describes an unusual and fatal chest disease occurring among underground miners in the region of Schneeberg and Joachimsthal (Jachymov) in the Erz mountains in Central Europe. (It is of some historical interest to note that Agricola's book was translated from Latin into English by a mining engineer and his wife; the engineer later became President of the U.S.A.) [b] 1879: Haerting and Hesse indicated that the majority of deaths among Schneeberg miners were due to lung cancer; the lung cancers in these miners (who were incidentally not cigarette smokers) were observed twenty to fifty years after they began working in the mines. [c] 1896: Discovery of natural radioactivity by Becquerel, followed by discovery of radon by Dorn in 1900. [d] 1924: Ludewig and Lorenser report high concentrations (400 - 15000 pCi or 15 - 570 Bq per liter) of radon in the air in the Schneeberg mines and suggest that radon could be responsible for the high rate of lung cancer among miners. However, the reason why radon should cause lung cancer specifically was still not really understood up to twenty years later (Lorenz 1944). High concentrations of radon in the air in the Joachimsthal mines were reported by Behounek in 1927 and a high incidence of lung cancer among Joachimsthal miners (similar to that among miners at Schneeberg, which is only some 30 km distant but in a different political district) was noted at about the same time (Sikl 1930; cf. Sikl 1950). It is estimated that about half of the Joachimsthal miners died from lung cancer and about half from silicosis and tuberculosis (Sikl 1950). [e] 1930's and 1940's: Radioactive ores are deliberately mined in the U.S.A., Canada and other countries primarily as a source of radium for medical purposes and for luminescent dials; other radioactive ores are mined as a source of several non-radioactive minerals, while extensive uranium mining did not begin until the late 1940's. [f] 1940: Based on crude epidemiology and dose calculations, Evans and Goodman propose 10 pCi L-1 as a maximum permissible concentration of radon in continued human exposure. This is the first known recommended maximum permissible concentration for radon. This recommendation was adopted by the U.S. National Bureau of Standards in 1941 and reconfirmed in 1953. The objectives of this generic study were to use numerical modeling techniques to determine under what conditions seismic waves generated by an earthquake might cause instability to an underground opening, or cause fracturing and joint movement that would lead to an increase in the permeability of the rock mass. In general, the study showed that moderate earthquakes (up to 0.41 g) did not cause instability of the tunnel or major fracturing of the rock mass. An artificial rock-burst tremor with high accelerations, however, was found to be amplified around the tunnel, and fracturing occurred as a result of the seismic loading in salt and granite. In shale, even moderate seismic loading resulted in tunnel collapse.

INTRODUCTION The attempt to interprete lung cancer incidence caused by inhaled radon decay products in items of radiation dose raises the question of the relevant dose. The various dosimetric approaches published by now are characterized by an increasing complexity in the structure of the models used. Ranging from organ doses to microdosimetric specific energy distributions in the cells at risk, a significant trend from the macroscopic to the microscopic scale can be observed. Since tumors originate preferentially in the basal cells of the lobar and segmental bronchial epithelium, these cells are regarded as the critical target for inhalation carcinogenesis. The evaluation of basal cell doses is, therefore, the main objective of lung dose assessments. Various dosimetric models have been published in the past (Altshuler, Nelson and Kuschner, 1964; Haque and Collinson, 1967; Harley and Pasternack, 1972; Hofmann, Steinhäusler and Pohl, 1979, 1980; Jacobi, 1964; Jacobi and Eisfeld, 1980; James , Greenhalge and Birchall, 1980). Due to incertainties of physical and biological parameters involved and the application of different anatomical and physiological models the claculated doses are varying up to one order of mangitude. Independent of the choice of these dosimetric models applied to the calculation of lung doses, deposition, clearance and resulting dose are affected essentially by the properties of the inhaled aerosol as well as by personal characteristics. Both the properties of the exposed individual as well as of the inhaled environmental atmosphere have to be considered in radiation protection. It is the main objective of this paper to illustrate the influence of both parameter sets on basal cell doses by varying the above parameters. PERSONAL CHARACTERISTICS Though it might be more convenient for radiation protection calculations, the biological "man" cannot be represented by a uniform standard man. In Tab. 1 these personal characteristics which cause the variability of man are listed together with the region of their effectiveness. In the following the influence of these parameters will be discussed with regard to lung dose assessments. Besides these factors the great biological variability of all anatomical and physiological parameters involved as well as pathological alterations due to lung diseases cause additional variations in lung dosimetry. [ ] Age Age can be considered as the most important personal factor influencing the anatomical structure of the lung between birth and about 15 years of life. This period is characterized not only by an enlargement of already existing respiratory units but also by structural changes. Besides these anatomical alterations deposition is strongly dependent also on respiration parameters, such as tidal volume (TV) and respiratory frequency (RF). Whereas RF decreases with progressing age in an exponential manner, TV increases significantly resulting finally in a growth of the respiratory minute volume (RMV). Also mucus clearance in the infant might be more effective than in the adult, though no reliable experimental data are available. Superposing all these age-dependent changes mean basal cell doses are higher for children by about a factor of 2 than for adults living in the same radioactive environment (Hofmann, 1981). In the adult the following alterations of respiration standards with age are reported: total lung capacity diminishes with age, functional residual capacity is unchanged or increases with age and the dead space rises slightly with age (ICRP, 1975). The influence of these lung capacities on deposition, however, can be regarded as insignificant. Due to the ageing process mucus velocities my be considerably smaller in older people. This effect can also be superposed by the simultaneous influence of ciliatoxic effects of cigarette smoke and air pollutants or other bronchial diseases. Since the lower age limit for occupational exposure is about 18 years, age can be disregarded in the uranium mining industry for the determination of radiation doses, though lung cancer induction is significantly dependent on age.

Ever since the early '60's there have been efforts to develop and produce reliable continuous haulage systems capable of taking the full output of a continuous miner and transporting it, in one continuous flow, from the face to the tipple. The majority of the continuous haulage systems which have been most successful to date were placed in operation in the early '70's and were all of the bridge conveyor type, usually consisting of bridges and mobile bridge carriers attached at the inby end to the continuous miner and at the outby end to the panel conveyor itself. These successful bridge conveyor type continuous haulage systems were, and continue to be, either of the belted or chain type. Undoubtedly, the most successful belt type continuous haulage systems are those manufactured and marketed by the Long-Airdox Company. Until early 1977, the most successful chain conveyor type haulage systems were manufactured and marketed by Jeffrey Mining Machinery Division. In 1977, Long-Airdox reentered the market with a chain type system to complement its belted system. I say "reentered" because the original bridge type continuous haulage system was introduced to the coal mining industry in the early '60's by the old Long Company, a predecessor of the current Long-Airdox Company, and those original units were of the chain conveyor type.

Shallow underground voids resulting from early coal mining and other resource recovery activities over the past several decades are now being recognized as a significant cause of ground subsidence problems. Uncertain knowledge of abandoned coal mines also imposes potential hazards in current mining operations since water inundation or the release of methane gas is a serious hazard when mine excavation operations break into an abandoned mine. Requirements for detecting and mapping subversive man-made tunnels in previous work has led to the development of a surface- operated automatic earth resistivity survey system and associated computer data processing system for military applications. Field demonstration tests of this system have resulted in successful detection of tunnels at depth-to- diameter ratios greater than ten to one. Under the sponsorship of the Bureau of Mines, a similar high-resolution earth resistivity system was designed and constructed for use as a potential means of detecting coal mine workings. The hardware and software aspects of the new system are described together with applications of the method to the survey and mapping of abandoned coal mine workings. Field tests are presented showing the detection of both air-filled and water-filled mine workings.

The increasing cost of developing new mines and the need to mine more marginal deposits have led mining companies to use more sophisticated estimation methods such as kriging. But until recently, coal mining companies have shown little or no interest in these techniques. However, the stringent quality controls which are now placed on coal have led to a surge in interest in improved estimation methods. This can be seen from the -, number of research projects by private companies and governmental agencies on the application of geostatistics to coal reserve estimation. At present, most of these programs are centered on the problem of estimating the tonnage and the average grade (i.e. ash percent, sulphur content, calorific value, etc.) of the coal in-situ. See, for example, Sabourin (1975), Woods (1976, 1979), Pauncz and Nixon (1979) and Armstrong (1980). These studies show that the established techniques of linear geostatistics can be applied successfully to coal deposits. The study by Woods is particularly interesting because he had access to the actual production figures as well as the initial sample data from the no 2 seam in the Greenside Colliery owned by the Anglo-American Corporation. He showed that the estimates obtained by kriging were consistently closer to the actual production figures than those given by three other estimation methods. This confirms the superiority of kriging as a method of estimating block values for coal. Another advantage of geostatistics is that it can be used to determine the optimal spacing between drill holes. An example of this is given by Armstrong for the coking coal deposit in the Bowen Basin, Australia.

The disposal of hazardous chemical wastes will be one of the major environmental issues of the 1980's. Approximately 50 million tons of hazardous wastes are produced yearly. One of the major aspects of the problem is the siting, design and construction of environmentally acceptable disposal facilities to accommodate this huge volume of material. Surface mines have been considered attractive for development as disposal sires for several reasons: 1. Surface mines represent an open pit that can conveniently serve as a repository for wastes. This could represent a significant economic savings when compared with sites on undisturbed lands chat might require extensive excavation or embankment construction.

The philosophy used in designing and writing Duval's Sierrita mine design programs is discussed. The Sierrita Incremental Design system (SID) is reviewed with emphasis on Pushback Extraction Design (PED). FED is a method by which predesigned pushbacks are sequenced into an optimized period-by-period design that can be directly utilized in daily operations as well as intermediate and long range planning. The advantage of SID is that it provides a practical, mineable open pit design. PED is not a theoretical design system; it is in operational use.

Uranium and its decay series are associated with phosphate deposits of marine origin. Uranium concentrations are on the order of 100 to 200 ppm in matrix from the Bone Valley formation of Central Florida and about 25% this value in matrix mined from the Hawthorne formation in North Florida. Occupational radiation exposure due to this source has been under study in Florida since the mid 1970's (Windham, Partridge, Horton 1976; Roessler and Prince 1978). This report is based on findings of an industry-wide scoping survey conducted by the University of Florida during March 1976 through May 1977 and subsequent studies in selected individual facilities. PHOSPHATE MINING OPERATIONS Mining and beneficiation operations are diagramed in Figure 1. At the excavation site, electric powered draglines remove the overburden and expose the phosphate matrix (ore) which is then slurried and pumped to the beneficiation site. At the washer stage of the beneficiation plant, the matrix is subjected to washing and screening. A coarse product, "pebble" is produced and sent to storage piles while the fine fraction is passed through a series of cyclones to remove the clays. The generated clay suspension is sent to settling ponds while the remaining sand-sized fraction is sent to the flotation plant. At the flotation plant, phosphate particles are recovered from the fine sand particles of similar size through several stages of treatment with reagents, agitation and separation of floating and sinking fractions. The high grade concentrate produced is transferred to storage while the sand tailings are discarded. [ ]

When the original water-only cyclone patents were established in the 1950?s, the supplies of low cost oil and natural gas were abundant and low selling prices for metallurgical and steam coal provided little incentive for developing more sophisticated coal cleaning systems. Bituminous coal sold for less than $5.00 per ton, and in this period many domestic coal producers discarded to the slurry pond the coal finer than 0.5-mm. For many producers, the selling price would not permit the recovery of the capital and operating costs required for dewatering and drying the fine coal. Water-only Cyclones Clean Fine Metallurgical Coal The first broad interest in the water-only cyclone became evident in the mid- 19601s, and though some work was done on coarser coals, investigators were particularly interested in cleaning coal finer than 0.5-mm. Flotation was the only fine coal cleaning method that was broadly accepted, but short-comings were recognized and investigators were looking for an effective fine coal cleaning device or system. Because of the greater market value and the need for reducing pyritic sulfur in metallurgical coals, much of the development work of the 1960's was done on coking coals.

Since 1978, the Colorado Department of Health has become involved in specific investigations of possible radiation hazards among nonminers in Colorado communities. In each instance, the improper disposal of mill tailings has precipitated concerns and allegations of radiation hazards. This presentation is a brief summary of the findings, to date, of 4 such investigations involving tailings disposal problems in Canon City, Denver, Durango and Grand Junction, Colorado. Canon City In the summer of 1979, allegations of excessive cancer incidence were made at public hearings concerning an application for a Radioactive Materials License submitted to the Colorado Department of Health by the Cotter Corporation for a uranium mill at Canon City. Canon City is the site of a uranium mill operated since 1958 by Commonwealth Edison. Local residents accumulated figures and calculated rates suggesting a 2-fold excess in total cancer mortality. These rates were not adjusted or standardized for demographic varibles. A review of cancer mortality data and computation of age standardized rates for years 1950 through 1977 showed that Canon City's cancer mortality rates were within expected limits, actually lower than rates for the State of Colorado or the United States. The first slide shows rates for every fifth year, 1950 through 1975. Further, an analysis of Canon City cancer incidence data from the Colorado Central Cancer Registry revealed that 1979 incidence rates were not significantly different from Colorado rates, with the exception of prostate cancer. The next slide shows age standardized incidence rates for lung, colon, breast and prostate cancer. Data were also reviewed for leukemia, myeloma, lymphoma and cancers of the thyroid stomach, uterine certix, ovary, kidney, bladder-and brain, however, small numbers of cases prevented meaningful rate calculation. 1980 data are presently being analyzed. None of the data yet examined support allegations of radiation-associated cancer in Canon City. Denver In February of 1979, the Department of Health became aware of a number of radium mill tailing deposits in the Denver metropolitan area, remnants of the radium milling industry of the early 1900's. Several of the deposits were situated so as to possibly contribute significantly to radiation exposure of a small number of people over a period of several decades. The Department developed protocols for radiation surveys, dosage estimates and, for a small number of persons, body burdens determinations and peripheral blood lymphocyte cytogenetic studies. The results of this investigation suggested no measurable biomedical impact as a result of the radium deposits. Durango In October of 1979, a physician residing in Durango, Colorado released information from a preliminary analysis of lung cancer data suggesting an incidence rate several times expected in that city. The data were presented at a meeting of a citizen's group concerned about the possible health hazards of 2 uranium mill tailing deposits located in the south end of the city. Since cancer incidence data generally do not exist in most of western Colorado, a team of epidemiologists was dispatched to Durango to work with local physicians and hospitals in conducting an epidemiologic study of selected cancers for the period 1969 through 1978. After case-finding and record abstracting were completed, it was determined that sufficient data were available for study of only 3 sites: lung cancer, breast cancer and leukemia. The next slide shows age standardized incidence rates for these 3 sites for 1969-1978 for Durango and the State of Colorado. There are no significant differences in these rates. The data did show a geographic peculiarity with regards to the relative proportion of tumor types near the tailings deposits as opposed to away from the deposits, however, this finding is based upon very small numbers of cases and may represent only the random excursion of rates based upon small observations. This investigation suggests that if a carcinogenic hazard is present, it is too small to be detected by the study method employed. Grand Junction The Department of Health has been involved in the Grand Junction mill tailings problem for several years. In 1966, the Department issued an order terminating the practice of free public access to a 55-acre pile of uranium mill tailings. Prior to this order, an estimated 300,000 tons of material was removed. Of this amount, an estimated 50,000 tons was presumably used in residential and commercial construction. Despite many allegations of cancer and birth defects excesses in Grant Junction since the mid 1960s, the first epidemiologic study of cancer was conducted in the spring of 1977. Data from the Colorado Central Cancer Registry were analyzed and reported to the Executive Director of the Department of Health in June of that year. The findings of the first and preliminary study were an unexplained excess of acute leukemia and chronic myelocytic leukemia. The excess was based upon small numbers but was present across all age groups. No increase in chronic lymphocytic leukemia was evident.

Since 1976 CVRD is carrying out tests to develop a type of pellet made with organic binder. One binder that showed good possibility to be used in industrial plants is Peridur. An extensive framework of tests was run in CVRD's pilot plant. The results are presented in this paper. Finally, the decision was taken to carry out an industrial production of 50.000 t of pellets. It was scheduled for March '81. The results are shown in this pager. It was not observed any detrimental effect of the peridur neither in the process nor in the product quality.

The Resource Conservation and Recovery Act, commonly known as RCRA, which amends the previous Solid Waste Disposal Act, was signed into law on October 21, 1976. Members of the mining industry began their contacts with EPA in this area two to three years before the Act finally was passed, and that seemed and probably was all to the good. We reviewed and commented upon their studies and in general tried to acquaint them with the peculiarities and the uniqueness of the wastes generated by our industry, of which they were abyssmally ignorant. I suppose we thought that through the bureaucracy we might have some influence upon the provisions of the solid waste legislation that was being bandied about on the hill. Certainly the industry, in general, did very little direct lobbying, as I recall, and there were several reasons for that. For one thing we conceived that the legislation was aimed at the chemical industy and believed that if their people looked after their interests, ours would be safeguarded automatically. Also, the Federal Land Policy and Management Act (FLPMA) was heating up at the same time and, in fact, was signed into law on the same day. In addition, a great deal of lobbying activity was required by amendments of the Clean Air Act and Federal Water Pollution Control Act that were being put together in Congress. These were conceived to be of far greater importance to our industry than a bill to control mostly chemical wastes and, in fact, new bills in both areas became law the following year. Finally, the solid waste bill, RCRA, was patched together by committee staffs over one weekend and was reported out by a conference committee rather hurriedly. Some little goodies about mining were almost after-thoughts in this process.
