Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau’s responsibilities to the winds. There is no doubt in my wind,” said Lindsay Norman, acting director of the Bureau of Mines (see box), “that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business.” The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau’s mission. Devastating,too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. “When the troops are in the trenches and are being shot at,” Norman said, “they need a leader—hopefully, a permanent one— that can get them advancing. This is something the Bureau did not consistently have in the 1970s.” In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman’s appointment as acting director, he has spent considerable time on the road explaining his agency’s redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions.

The Bureau of Mines investigated the removal of two toxic/heavy metals (cadmium (Cd) and lead (Pb)) from brass foundry wastewater. Polymers, copolymers, guars, and gums were used in conjunction with calcium hydroxide (Ca(OH)2) and magnesium oxide (MgO) to remove the metals from solution. Several polymers were successful in removing Cd and Pb from the wastewater. The concentrations of Cd and Pb were lowered from 19 to 0.01 ppm and from 20 to less than 0.01 ppm, respectively. The methods investigated could easily be adapted to many existing wastewater treatment facilities and/or be used independently.

INTRODUCTION Ambient concentrations of radon and its daughter products have been measured and analyzed by a number of investigators for a variety of purposes. Principal among these purposes have been: (1) descriptive, to characterize the distribution and changes in concentrations under various conditions; (2) research in the use of radon as a tracer gas in the study of atmospheric characteristics and motions, such as eddy mass transfer, diffusivity profiles, large scale circulations, and the like; and (3) the use of radon as an atmospheric tracer in exploration for uranium deposits.* This information forms the basic data for this paper and for its placing the ambient natural, or non-anthropogenic, radon concentrations into the perspective of ambient radon health standards and lung cancer risk calculations. To enable better understanding of some aspects of the ambient radon data, review and analysis is also performed on selected measurements of radon emanation or flux from the surface of the earth into the atmosphere. These measurements have generally been made for purposes similar to those for ambient radon, i.e., (1) description of radon emanation characteristics; or (2) to support and justify the use of ambient concentration measurements in atmospheric research; or (3) in exploration for uranium. Interest is also developing in the use of such measurements for earthquake prediction. In addition, to complete the perspective, brief examination is given to anthropogenic ambient and flux radon measurements related to the mining and milling of uranium, so that comparison can he made with the values from natural sources. As a frame of reference we cite here previous summaries of studies which have presented representative values and ranges of ambient concentrations and emanation rates. H. Israel, in the Compendium of Meterorology (1951), cites eight studies of ambient radon concentrations which we have selected as representative of non-anomalous continental values. Their means generally range from [0.06 to 0.15 pCi lit-1 with the smallest reported minimum of zero and the largest maximum 0.53 pCi lit-1. The overall mean is 0.10 with a standard deviation of 0.03 pCi lit-1. Means over oceans are much smaller, and the data scarcer, with only three values ranging from 0.0004 to 0.003 pCi lit-1 and a mean of 0.0016 pCi lit-1.] Thirteen studies from Israel's list were selected as representative of mountainous terrain. These data, except for the cases of higher elevations, frequently show significantly higher values than the average cases in non-mountainous terrain described-above. The averages range from 0.10 to 0.59 pCi lit-l; the smallest minimum is zero and the largest maximum is 9.2 pCi lit-1. The overall mean is 0.30 with a standard deviation of 0.17 pCi lit-1. Israel also cites five studies of radon emanation (flux) from the earth's surface. These show a mean of 0.40 pCi-2m-2 sec-1 and a range of from 0.21 to 0.74 pCi m-2 sec-1. Data on flux are naturally scarcer in the literature than data on ambient concentrations, because of the greater interest in and utility of the ambient information. In this paper we also give special consideration to observations of the variability in time and space of radon flux rates, and to the impact of these phenomena on the use of such data for a variety of purposes. NATURAL(NON-ANTHROPOGENIC)AMBIENT RADON CONCENTRATIONS We have examined the following reports for the data selected for this category; these studies were generally intended to describe radon characteristics in the atmosphere. Jonassen and Wilkening (1970); Bradley and Pearson (1970); Wilkening (1970); Lambert, et al (1970); Pearson and Moses (1966); and DickPeddie, et al (1974). Another set of studies which was reviewed was selected because the investigators made ambient radon measurements in the course of examining the use of radon as a tracer in atmospheric research. This set consists of: Israel and Horbert (1970); Carlson and Prospero (1972); Subramanian, et al (1977); Larson (1978); Cohen, et al (1972); Hosler (1966); and Shaffer and Cohen (1972). Finally, unpublished data from uranium exploration activities (Milly and Thayer, 1976) was analyzed. [Treating the ocean cases first, the mean values are generally consistent with those quoted earlier from Israel (0.0004 to 0.003 pCi lit-1); they range from 0.001 to 0.011 pCi lit-1, with 0.003 the most frequently reported value. Continental values, from eight studies, range in means from 0.07 to 0.41 pCi lit-1 (not including mineralized areas, or "uranium country", discussed later), with maxima as high as 2.4 pCi lit -l. For comparison, the means from Israel are 0.06 to 0.15 pCi lit-1, with a maximum of 0.53 pCi lit-1. Theoretical development of comminution models has come about in the last 10 years. These models assume that the material being broken is homogeneous and that the compression or energy wave is uniform throughout the specimen. Obviously, this is not the case because most comminuted materials are rocks with either many phases and/or definite grain size. The mathematical models deriving the size distribution of daughter fragments resulting from the comminution of brittle, single particles are of two schools. The first model, proposed by Gilvarry in 1961, was based on the concept of volume, surface, and edge flaw activation. The second, proposed by Meloy in 1960, was based on the concept that the crack density is a function of the energy in the comminution wave. The flaw theory has run into increasing theoretical problems and is now being abandoned. On the other hand, the crack density theory has been expanded and has successfully considered the case where there are inhomogeneities in the comminutive wave. However, the main constraint of a homogeneity in the solid being comminuted has hitherto never been overcome. In this paper, a very general derivation of the crack density model is made for inhomogeneous solids by replacing the assumption of homogeneity with an arbitrary function, P(y), which describes the susceptibility of the material to comminution as a function of position. The restraints on this function, P(y), are very broad and, hence, the derivation is extremely general. General use of the equation derived necessitates a detailed a priori knowledge of both the fracture process and of the physical properties of the material being fractured; this knowledge is expressed in open form as, P(y), the linear probability density that a plane of fracture intersects at point y on an arbitrarily oriented line segment of total length xo through the original particle. From these assumptions, a general expression for the cumulative mass distribution of particles resulting from fracture is then postulated. It is: [ ] where, B(x), is a cumulative mass of material finer than size x, r is the average number of crack,, (y), is defined above and xo is the initial particle size. It is shown that suitable assumptions reduce the expression to the theoretical results of Gaudin and Meloy and to special forms of the empirical equations of Rosin-Rammler, Gaudin and Schuhmann. Semi quantitative agreement is demonstrated by Grimshaw with experimental results of a very complex fracture of heterogeneous sandstone blocks. A need is expressed for more theoretical development of P(y), and a more extensive experimental study of both homogeneous and heterogeneous fracture. The full mathematical derivation is presented for the first time in this paper. The general implications of the equation and its application are also discussed.

Formation of commodity agreements depends mainly on the economic instability and associated mitigation measures inherent in the economic conflict between more developed and less developed nations. Five types of possible agreements exist: futures market, buffer stock, restrictive agreement, multilateral contract, and compensatory finance. Lack of market separation between sulfur consumers and producers coupled with large world production and highly concentrated export production in theory suggest a restrictive agreement as most likely. In practice, stockpiling of sulfur, an informal buffer stock, as done in Canada and perhaps the Middle East, has been the main sulfur price-supporting mechanism in the past two decades. No commodity agreements involving sulfur now exist except for multilateral contracts. Sulfur agreements apparently have existed rarely, if at all, in the past. Law (1975) refers to sulfur as one of a group of commodities where "there have been additional control efforts of various types." Clearly, sulfur was a candidate, at least conceptually in the past, for some form of commodity agreement. The following discussion centers on the world sulfur market from 1976 to 1985 in this context.

Research by various workers has shown compressive comminution to be significantly more efficient than impact comminution. Based on the work being done at Nordberg, wet compressive crushing in cone crushers producing finer and finer products, shows the feasibility for partial substitution of conventional tumbling mills. For further substitution, major challenges are processing of fine feed slurries in cone crushers to realize a significant size reduction of the particles, and understanding the limitation of the gyratory type units in terms of finest product achievable. The paper addresses the challenges involved, efforts at Nordberg, and the implications to conventional comminution flowsheets.

Thunder Basin Coal Company's Black Thunder Mine is located 80 km (50 miles) southeast of Gillette, Wyoming in the Powder River Basin. Surface coal mining operations began in 1977. The Black Thunder Mine has been North America's largest producing coal mine for over 5 years. Production in 1988 totaled 22.6 million mt (24.9 million st) of sub-bituminous coal. Thunder Basin Coal Company is a subsidiary of Atlantic Richfield Company. The mine began as a truck-shovel stripping and mining operation. Haul trucks of 154 mt (170 st) capacity were part of the original fleet. In 1985, 218 mt (240 st) capacity trucks were introduced to the fleet. In 1988 a dragline was added for stripping. A single, primary/ secondary crushing stream feeds either a slot storage facility or dual silos. Three loading points are situated over two rail loops serviced by the Burlington Northern and Chicago North-western Railways. A Near Pit Crushing and Conveying system is currently under construction. It is expected to be completed during the fourth quarter of 1989. During the past 10 years, the conceptual crushing/conveying design has changed several times as technology and commodity markets have changed. The system under construction will have a capacity of 4700 mtph (5200 stph). The overland belt will be 3570 m (11,700 ft) long and 1800 mm (72 in.) wide. The belt speed will be 300 meters per minute (1000 fpm). Two separate crushing streams will feed the overland belt. Each stream will be comprised of a dump hopper at reclaim surface elevation, a drag feeder, a two-stage triple-roll crusher, and an incline conveyor of 2700 mtph (3000 stph) capacity. This article will describe the different concepts and factors that have resulted in the system design now under construction.

In mineral processing, the last century of the current millenium has been the century of froth flotation. The process did not result from fundamental research, but was developed over the years by empirical methods. In more recent years, our understanding of the fundamental principles of the flotation process have made significant strides. This paper reviews some of the historical perspectives of developments in flotation reagents, the development and application of experimental tools for delineating flotability and interfactial phenomena, advances in flotation fundamentals, and the development of flotation kinetics, both macroscopic and microscopic subprocesses. Through the application of surface chemistry, the flotation process has permitted economic utilization of a vast array of complex ores.

The reaction kinetics of the acidulation of Moroccan phosphate rock (32% P?05) using 45% nitric acid were investigated using the Shrinking Core Model (SCM) , a newly developed Diffusion Model (DM) and a newly developed Combined Reaction and Diffusion Model (CRDM). This was achieved buy conducting a number of experiments in a controlled batch reactor system at different temperatures. The conversion and the reaction rate were calculated at different time intervals. The SCM based on reaction time and the CRDM characterize the acidulation process of phosphate rock. Diffusion of nitric acid and the products of acidulation at the early stages of reaction through the phosphate rock were found to be the rate-controlling step, resulting in a dif- fusion coefficient, which controls the mass transfer process. The reaction kinetics were found to fit first-order kinetics especially during early stages of reaction time. The deviation of the kinetics from first-order at later stages was due to the fact that the overall reaction was mass transfer controlled with respect to nitric acid and products diffusion.

Dynamic optimization is a cost-effective means to increase production or improve product quality in a plant. Several model-based approaches to dynamic optimization of mineral processing operations have been developed and implemented in plants. This paper reviews the phenomenological models that are the basis for dynamic optimization and the alternative methods of mathematical optimization. These methods range from theoretically complex and costly to implement to intuitively comprehensible and readily implemented.

The Fort Knox Mine is located in Alaska’s interior, where the average ambient air temperatures range from -24oC in January to 16oC in July. The mill processes a free milling gold ore utilizing both a gravity recovery circuit and a conventional cyanide leach/carbon-in-pulp circuits. Mathematical models have been developed to accurately predict the impact of leach circuit slurry temperature on gold leach, carbon adsorption and cyanide destruction kinetics. Additionally, an energy balance approach has been used to model the seasonal variations in slurry temperatures throughout the Fort Knox mill. The energy balance model, combined with the kinetics models previously developed to predict plant performance, was used to justify a tailing thickener installation at the Fort Knox Mine. This paper describes the development of the energy balance model and its prediction of plant performance assuming a tailings wash thickener to reduce heat loss from the mill. Also presented is an analysis of the post project plant performance that validates the model and shows the mine produced an additional 596 kg (19,155 ounces) of gold, while reducing mill reagent costs by $6,302,000 during the first 38 months of operation.

Underground mining is relatively safe today, but no technique or equipment is completely fool proof and 100% reliable. The only sure way to prevent accidental death or injury to underground workers is to remove them completely from the hazardous environment. This alternate approach to underground work is now feasible. Tunnelling and mining systems can be built that could be remotely controlled by men operating consoles in a surface control room. This concept, called a teleminer, would use recently developed remote control technology to remove man from underground work but still give him the capability to remotely operate mining and excavating equipment as if he were actually in the working area. It is appropriate to present this concept in the session "Environmental Controls" because the rationale for environmental control in underground areas can be significantly modified if man is excluded from the underground operation. The development of teleminers cannot only reduce or eliminate most of the requirements for conventional environmental control, but it can also create new and powerful techniques for rapid tunnelling and excavation. TELEMINER CONCEPT The concept of remotely controlled mining machines is neither new nor untried.(1)(2) Conventional remotely controlled mining equipment employs the standard techniques of extending the controls of the equipment to a remote console. For example, the rotary cutters on a remotely controlled tunnelling machine are started or stopped by a human operator turning a switch on the remote control console.

The removal of metals from an acid mine drainage (Leviathan Mine, Alpine County, California) water by precipitate flotation was investigated. The Leviathan waters vary from about pH 4.0 to pH <2.0and contain from about 2,000 to about 12,000 ppm SO42-.The main multivalent metals present in solution are Fe, Ca, Mg, Al and Mn. Both Cu and Co are present in small amounts. The pH was adjusted with lime. The collector used was either sodium oleate or tall oil. The sodium oleate was used as a function of pH to establish optimum flotation conditions and the tall oil was used only at the optimum pH. Dow Froth 250 was used as a frother. In some test additional Cu was added to the system. Excellent recovery of Fe and Cu were achieved at optimum pH. The process achieves results comparable to precipitation and filtration without as much problems with screens blinding because of less material to filter.

A short review of current practices and recent developments is followed by a description of a newly developed approach for solution of the optimum, ultimate pit limit problem. The new approach utilizes network modeling of the problem for solution by maximum flow algorithm. The latest developments in the implementation of maximum flow algorithm present significant time and memory savings as compared to initial development due to Ford and Fulkerson (1956). Results of a series of computational tests are presented to demonstrate how this approach performs as compared to the well-known Lerchs Grossman algorithm. It is also shown that the solution by the new method automatically includes several optimal solutions based on a predetermined number of benches to be included in the analysis.

In recent years public concern over the environment has grown enormously. A very aware populace has exerted pressure on its legislators to enact enforcement laws dealing with pollution. Among the different types of pollution, sulfur dioxide in the air is a large and readily identifiable constituent. Air pollution, according to the EPA, costs the U, S. billions annually with SO2 a major portion of this cost. Fossil fuel and oil fired power plants release better than 50% of the SO2 in the country. Thus great attention is being focused on the methods power plants are utilizing to control emissions. With a time schedule of compliance by early 1975, decisions are being made and systems chosen that will have to perform - and perform - and perform. Therefore, a large majority of the power plants are presently considering lime in the planning and operational phases of their stack gas desulfurization programs. The reasons for this are: Lime scrubbing has more development and pilot work completed than most other methods; the removal potentials are relatively high; the stoichiometric ratios are not excessive and, the process has relatively low capital and operating costs. Many pilot plant studies have been completed recently using lime and the first operational full scale lime scrubbing unit is now in the start-up phase at this time at Duquesne Light Company&apos;s Phillips Station here in Pittsburgh. Also, because of completed development work, the problem of solid waste disposal will also be tackled at this power station at the same time. There are various methods for the use of lime in scrubbing for S02, but for our purposes I would like to describe the cyclic wet lime process. This method called "Scrubber Addition of Lime" involves contacting the flue gas with a slurry of milk of lime.

The carbonaceous Monkemeyer sandstone member of the Creede Formation on Bachelor Mountain hosts alteration and mineralization which contrasts with other silver deposits of the Amethyst system. More than 20 million ounces of silver are contained in disseminated mineralization in the volcaniclastic conglomerates and sandstones. Hydrothermal fluids entered the Creede Formation directly from the Amethyst fault system and mixed with flowing meteoric ground waters trapped beneath the Monkemeyer sandstone. Portions of the basal rocks of the Creede Formation were argillically altered by more dense acidic fluids generated by boiling. The carbonaceous base of the Monkemeyer and much of the conglomerates below were mineralized and well silicified. Deposition of the mineralization resulted from two processes: (1) reduction by carbon in the Monkemeyer, and (2) fluid mixing in the conglomerates. Monkemeyer mineralization is confined to the carbonaceous basal material and silver content is relatively consistent. Silver is contained in acanthite which is commonly associated with traces of galena, chalcocite, covellite and sphalerite. Fluid mixing and mineral deposition in the poorly sorted conglomerates was controlled by the highly variable porosity and permeability. Anomalous silver contents are dispersed throughout a large volume of conglomerates but zones of higher silver content reflect the crude layering of the conglomerates. Acanthite is finely disseminated in pore spaces and partly replaces some detrital magnetite. other metallic minerals are rare in the main zone of mineralization.

Although the basic techniques employed in hydraulic pumping in open pit mining have been practiced throughout the better part of this century, only relatively recently have studies of&apos; sufficient depth and scope been conducted to improve these techniques. This paper will point out the basic techniques involved and some of the more recently discovered data concerning hydraulic pumping, Inherent in all hydraulic transportation systems apart from the consideration of transportation cast, is the outstanding advantage of slurrying the matrix at the mining pit so as to provide a lengthy and thorough soaking and washing of the material while in the pipe line and thereby reduce the necessity for washing, scrubbing and other treatment in the beneficiation plant. This is quite important in view of the constant increase in demand for a cleaner product.

The art of predicting rock excavating machine performance has become increasingly detailed and refined. Researchers using laboratory experiments and machine manufacturers using field observations have identified and defined mechanisms of failure, rock and tool interaction, and relevant design principles affecting them. Concurrently, practitioners have developed index tests which reflect rock properties relevant to machine performance. Empirical relationships between index properties and machine performance (penetration rate, cutter consumption, and machine utilization) have been established from past experience and are currently used throughout the industry. Contractors have used such relationships for estimating throughout the world. The detail in which geological, geotechnical, test, and project data, empirical relationships, and construction experience are utilized, is limited by time constraints imposed by the bidding period. To fully utilize all available data, methods of analysis, and construction experience, a simple computer program was developed for a microcomputer costing less than $7500. As a result, 1. machine performance predictions are detailed & reliable, 2. construction alternatives may be examined, 3. anticipated conditions & performance are graphically, documented & easily comparable to those encountered, and 4. results include a listing of assumptions & results of performance analyses & a graphic performance summary.

Selective flocculation of iron ores is extremely sensitive to the type and the amount of soluble salts in pulp solutions. Chemical precipitation of alkaline earth ions combined with ultrasonic treatment deactivates their adverse effects without using any environmentally ill-defined reagents. The manner in which ultrasonic treatment affects starch adsorption on hematite, dissolution of quartz, and selective flocculation process was investigated. Selective flocculation tests were conducted in the presence of up to 400 ppm calcium ion on a quartz-hematite mixture by precipitation as calcium carbonate, and the role that silicate ion generated by ultrasonic treatment plays in achieving the selectivity of separation is discussed.
