This presentation will discuss a mine owner's evaluation to utilize a contract miner in the development and production of gold properties. I will address both the quantitative and subjective aspects of the evaluation process. The quantitative aspects include cost evaluation, capital preservation, acquisition and disposal of new and used equipment, administrative costs, recruiting and training, and organizing a staff and craft labor force. The subjective areas of this discussion include corporate philosophy, administrative concerns, contractor competence, loss of owner control, operating flexibility, financing assistance, recruiting and training program utilization and risk reduction. The evaluation of alternatives provides a system for comparing, on a cost basis, an owner/operator system vs. a system using a contract miner. The supplement provides a concept on how a contract miner may be the cost effective system to be utilized.

Toxic metals entering surface or ground water from sources such as metal finishing shop spills and abandoned mines can pose a significant threat to public health and the environment. Ion flotation and similar foam separation techniques show great promise for treating dilute, metal-contaminated solutions, and could also be used to treat effluents from many minerals and metallurgical processing operations prior to discharge. In ion flotation, an appropriate collector is added to the solution to form hydrophobic complexes with the metal ions. These metal-bearing species are then removed by flotation, usually with trace addition of a frother to stabilize the foam. In an effort to better understand the underlying scientific and engineering principles that determine the performance of ion flotation, the removal of Cu(II), Pb(II), Cd(II), Cr(II) and Cr(VI) has been studied using laboratory scale flotation columns in batch mode. The effects of the superficial air velocity, solution and froth height, nature of the collector, collector: metal-ion ratio, ionic strength and several frothers at low concentrations on the flotation kinetics are reported. Finally, results are presented on methods that might allow regeneration of collector and recovery of by-product metal from the foam product.

Arizona embraces portions of two major western-U.S. physiographic-geologic provinces and a smaller, local one. These exert fundamental control over the geologic framework and associated earth-material resources and potential. The Mogollon Rim diagonally crosses the State and separates the Colorado Plateau Province to the northeast from the Transition Zone and Basin and Range Province to the southwest. More than 90 percent of the population, production of nonfuel minerals, agricultural land, and water resources are in the Basin and Range part of the State. In 1981 Arizona was ranked number one in the Nation with respect to the value ($2.56 billion) of nonfuel-mineral production. About 8.2 percent of this amount ($212.9 million) can be attributed to nonmetallic (industrial) materials. Although a diversity of nonmetallic substances is produced and some are exported, the bulk is utilized within the State and is directly related to market growth. Since 1950 there has been a fourfold increase in Arizona's population, a concomitant twelvefold jump in sand-gravel production (tons), and a twentyfold increase in "stone" production. New industries developed during this time include cement, salt (and storage of liquid petroleum gas products in solution cavities in salt), zeolite, hydrofrac sand, vitrified clay pipe, crushed marble products (teed additive, pool sand, roofing granules, etc.), and "rock" wool. Most of these newer industries serve out-of-State as well as in-State markets. In 1981 at least 225 industrial mineral or rock deposits were being worked to produce about 10 tons of material per Arizona resident per year. In 1980 the relative values of basic industrial minerals produced in the State, by major group, were cement and lime (51.6 percent); gravel (26.5 percent); sand (11.8 percent); stone (4.6 percent); and others (5.5 percent). Detailed knowledge of the nonmetallic rock-and-mineral content of most Arizona ranges and basins is lacking. Exploration opportunities in this sun-belt growth region appear encouraging.

Northwest Alloys, a wholly owned subsidiary of Alcoa, produces magnesium from dolomite by reduction with ferrosilicon and aluminum. This process produces alkaline by-products in quantities that allow their consideration for use as commercial by-products. Two such products are dicalcium silicate slag, Di-Cal, and magnesium oxide condensate, MgO. The alkaline properties of these materials offer acid neutralizing capability comparable to the traditionally used lime, therefore, warranting a study for their use in applications where the neutralization of acidic waters or process solutions is required, such as treatment of mine waters. In this ongoing study, three mine waters (Bunker HillMine, Berkeley Pit, and Blackbird Mine) were selected for treatment with Di-Cal and MgO. Lime was used as the background control. The solid precipitates were subsequently contacted with pure water at four different pH conditions for stability testing of prepared metal precipitates (expanded TCLP). It was found that neutralization with Di-Cal results in precipitates which are of equivalent to superior stability than those from lime treatment.

Early history of the district is typical of many, particularly in Southwestern United States. The usual early Spanish influence was felt; Marcos de Niza, Coronado and Father Kino are most notable, but authentic records regarding Spanish mining activities are sparse. About 1769 the Indian village of Tucson became a Spanish settlement. During the next century prospecting attempts were largely interrupted by the Indian, Mexican and Civil Wars. By 1870 Tucson had a population of 3200 and by 1880 the Southern Pacific Railroad extended all the way from Los Angeles. Pyrometasomatic copper ore was first produced with some local direct ore smelting done during the late 1800s. By 1907, a rail line was built from the Twin Buttes mines to Tucson by the Twin Buttes Mining and Smelting Company. World War I was a very active period, with mixed copper, lead, zinc, gold and silver production. This came mainly from underground replacement and contact metamorphic deposits and from practically all portions of the district. Some of these operations continued intermittently until the 1929 depression.

Groundwater inflow into hard rock tunnels is strongly affected by recharge and drawdown of the water table. Previous analytical and empirical methods for estimating inflow have generally not accounted for these factors in an accurate or systematic way, resulting is wrong conclusions about inflow and the effects of the tunnel on the surrounding environment. This paper discusses these issues and provides some simple analytical equations to estimate inflow and water table drawdown around the tunnel. Examples from tunnels in the Atlanta area are provided.

The recently completed in-pit crushing and conveying project at Phelps Dodge's Morenci Mine is rated among the world's leading materials handling projects. The operation involves the crushing and transport of more than 109 kt/ d (120,000 stpd) of copper ore, using regenerative conveyors capable of providing more than 5.5 MW (7000 hp) of equivalent electrical energy. The Morenci Mine is located 330 km (200 miles) east of Phoenix, AZ. Phelps Dodge Corp. owns an 85% interest in the mine. The remaining 15% is owned by Sumitomo Metal Mining Co., Ltd. and Sumitomo Corp. Copper has been continuously produced from the Morenci district since the late 1800s. Until 1989, run-of-mine ore was transported from active mining faces to the Morenci and Metcalf concentrators by truck and rail haulage. In that year, a system of in-pit, semi-portable crushing plants and overland conveyors was commissioned. This substantially reduced truck haulage and effectively eliminated rail haulage in the pit. The system used two semi-portable, in-pit crushing stations equipped with 60/89 gyratory crushers. The crushed ore from both plants reported to the first of two overland belt conveyors, arranged in series, for transport from the pit to a coarse ore stockpile. The system was "backed-up" by existing locomotive rail haulage.

In spite of all the work that has already been done on ferromanganese deposits, studies on the Atlantic Ocean occurrences are still in their infancy and there is a clear need for investigations concerning the origin, distribution, and resource potential assessment of these deposits. Nevertheless, studies already carried out on northeast Atlantic seamounts indicate the general presence of ferromanganese deposits of hydrogenetic origin, i.e. deposits formed by direct precipitation of colloidal, hydrated metal oxides that are scavenged from the water column on hard-rock substrates. The hydrogenetic precipitation promotes the enrichment of ferromanganese crusts in many trace metals, most of which are of economic interest, such as Co, Ni, Te, rare earth elements, and platinum-group elements and thus ferromanganese crusts are considered an important metal resource.

The dream of constructing the new Second Avenue Subway in New York has finally become reality as the first construction contract package is currently underway. This first contract requires the construction a TBM Launch Box in the middle of Second Avenue from which a Tunnel Boring Machine (TBM) will bore two tunnels south to 63rd Street. This paper will discuss the design of this contract and how construction has progressed including preparation, site constraints, utility construction and com-munity impacts while highlighting the challenges of working in an urban environment. It will also discuss moving forward on this major project outlining the remaining contract packages including their scope and status.

With new mineral deposits found in areas of difficult terrain, and annual production capacity increasing in mines over the last decade, the aerial ropeway is proving to be a viable, economic method of transportation from mine to processing plant. Of the more conventional designs, a bicable ropeway is more suited to difficult country than the simpler monocable. The bicable, however, does have limitations in the difference in levels it can accommodate in one section at a given capacity. This is noticeable where hilly terrain and high capacity imposes a limit on the length of each section. Increasing the number of sections for a relatively short conveying distance tends, in the case of conventional bicable, to unbalance the normally favorable economics of the ropeway. In addition to analyzing hauling rope stresses, other areas have to be considered when looking at high capacity ropeways. Bucket capacity, speed, and the wheel load on track ropes are examples. These and other factors led British Ropeway Engineering Co., of Sevenoaks, Kent, UK, to produce the twin-track system. Using twin track ropes, larger capacity buckets, and, if the height differential warrants, the installation of twin hauling ropes, BRECO produced a ropeway design for areas of hilly terrain and at higher capacities than had been considered suitable for aerial ropeways. Designs have been produced for systems handling 1.5 kt/h (1,650 stph), and the potential exists for expansion to above 2 kt/h (2,200 stph). The arrangement of ropes provides high stability of the cars and is especially suited to areas where high winds occur during normal operation. This development allows the aerial ropeway to be applied economically in difficult areas and at the increasingly high capacities demanded by engineers. Ropeway Transports Limestone to Sudan Cement Plant Maspio Cement Corp. of Atbara, Sudan, will soon use an aerial ropeway to deliver its entire limestone requirement 20 km (12 miles) from quarry to plant. The Atbara plant is located north of Khartoum, near the east bank of the Nile River. The quarry is west of the river, in hills rising from flat desert country. The original transport system was a 24-km (15-mile) railway from the quarry to the west bank and a monocable ropeway that crossed the Nile and continued to the fac¬tory, a distance of about 2.5 km (1.5 miles). Since 1977, Amax Coal Co.'s Belle Ayr mine near Gillette, WY, has been the largest producing coal mine in the US. In its 10 years of operation more than 90 Mt (100 million st) of coal have been shipped from the mine's facilities to electric generating plants across the country. It is thought to be the largest amount ever produced in US history from a single coal mine. The railroad is Belle Ayr's lifeline for moving this massive volume from a relatively isolated corner of northeastern Wyoming. There are no waterways for barge traffic, and highway truck hauling would be impractical considering the quantity and distance of coal to be moved. Transportation in the Powder River Basin-at least for the present-is strictly unit trains. An average of four unit trains daily load at Belle Ayr. These trains average 108 cars long, with a capacity of 91 t (100 st) per car. Burlington Northern Railroad serves the Powder River Basin, but locomotives supplied by Union Pacific, Milwaukee Road, and Kansas City Southern are a common site as well, since coal will often travel these lines too on its way to utility plants in Colorado, Kansas, Iowa, Texas, Arkansas, Louisiana, Wisconsin, and Oregon. When Belle Ayr opened transportation in the Powder River Basin was in an early development stage. As the first large-scale coal shipper in the area, Belle Ayr was the only user of a 27-km (17-mile) railroad spur south of Gillette. Other mines, however, were to open soon on the abundant, low-sulfur reserves. Today, less than a decade after Belle Ayr's debut, 13 large-capacity mines operate near Gillette. The 27-km (17-mile) spur that once served only Belle Ayr has been extended 177 km (110 miles) south to service other mines as well, and to tie into a major rail line in central Wyoming. The Powder River Basin is now served by a wishbone-shaped track configuration that allows train movement north into Montana, south into Colorado, and east into Nebraska for connections across the country. Operations at Belle Ayr are closely tied to train arrivals and departures, with coordination essential between mine operations and rail personnel. "Train movement in the Powder River Basin has evolved to the point where we are fine-tuning mining operations to coordinate them with a more dependable transportation system," according to Joe Jefferson, transportation supervisor with Amax Coal's western division. Froth flotation is now, the most commonly used method for cleaning fine-coal fractions in coal-preparation plants. Past research and industrial practice have demonstrated that froth flotation achieves excellent separation efficiencies for fine coals having only a small fraction of middling particles. However, the efficiency of froth flotation decreases sharply as the concentration of middling particles increases. This is due to the flotation of high-ash particles that have a small amount of hydrophobic coal present at the surface. Because gravity-based processes are much more efficient for the treatment of middlings, the application of centrifugal washing for fine-coal cleaning was studied with an emphasis on the primary cleaning of fine-circuit feed. Results are shown of a parametric study that used a semibatch Falcon centrifugal concentrator. The results of the study revealed that separation performance is a function of particle size, bowl geometry, feed solids content and feed rate.

In terms of resources of amphibole asbestos only South Africa can be considered. There are only two asbestos producing fields, one in the Northern Cape Province producing only crocidolite and one in the Eastern Transvaal producing only amosite. The banded ironstone sequence in which amphibole asbestos occurs is discussed, and the genesis of the fibre is briefly reviewed. The properties and characteristics of amphibole asbestos are discussed and compared to those of chrysotile. Approximately 300,000 tonnes of amosite and crocidolite are produced annually. Crocidolite has a potential for a fivefold increase of production, which could be sustained beyond the year 2000. An estimate of the resources of the various producing fields in South Africa is made. Mining methods are reviewed and evaluation techniques discussed.

Falls of roof account for over 50% of the fatalities that occur in coal mines in the US. Thus, roof control is one of the more important phases of underground mining. In reality, the control of roof influences the system of mining and is a major determinant of the width and spacing of working places, operations at the mining face, ventilation control, and surface subsidence. Frequently, the control of roof is the largest single cost item. Roof control is a never-ending task, not only at the working face and throughout sections where men are working, but along haulways and air- ways that must be maintained for the life of the mine. This is because roof, even the best of roof, slowly deteriorates, so it must be frequently examined, with corrective support applied when needed. As coal is excavated, stresses are set up in the roof because the previous equilibrium is upset, resulting in pressures that cause fractures and slight movements that are frequently hard to detect. Unless the immediate roof, in the excavated area, is given support by artificial means, it might fall or there might be a succession of falls, varying from a thin scale to several feet, depending on the nature of the top. Exceptions to this are those rare mines, or sections of mines, with hard, strong, nonweathering roof that requires no support.

The results of a study and effective use of flotation for processing of ores with complex mineral composition containing fine-disseminated minerals with high specific density are presented in the paper. The object of research was complex baddeleyite-containing ore from Kovdor deposit (The Kola peninsula, Russia). Baddeleyite is a valuable, rare mineral, natural Zirconium dioxide with 5.8 - 6.0g / cm density, grade content 0.15 - 0.17 and dissemination less than 0.2 mm. The authors carried out a thorough investigation of baddeleyite- containing products selected in different sites of gravity flowsheet. It was determined that due to similar specific weight some sulphide minerals (pyrite, pyrrhotite) come into concentrate together with baddeleyite and, also, minerals of pyrochlores group (hatchettolite). The results obtained revealed the possibility of use the flotation for retreating rough baddeleyite concentrate. he given gravity concentrate has a number of specific features, e. g. high density of its minerals which, in its turn, provides for high speed of sedimentation of solid phase in pulp, and for the presence of large amount of sulphide minerals (up to 10%) having good flotability. With these features being taken into account a technology for flotation of baddeleyite-containing products after their preliminary gravity concentration has been developed (up to 5 - 10% Zirconium dioxide). The technology has three flotation stages. At the first one the reverse flotation of baddeleyite is carried out during which "light" minerals (forsterite. apatite and carbonites) come into froth product and at the second one flotation of sulphide minerals and at the third one direct flotation of baddeleyite is performed from the underflow product. The following reagents were used for flotation: of phosphate type (sodium tripolyphosphate, mono and diethers of alkylphosphpric acid) and sodium xanthate as collector for sulphides. The given set reagents provides for high effectiveness of flotation due to selective of collectors and presence of froth layer with high carrying ability. New flotation technology of recovering of baddeleyite from complex ore was developed and applied at the Kovdor Mining Plant, using AKER flotation machines.

The occurrence and distribution of organic sulfur in coals may be investigated using electron probe microanalysis, scanning electron microscopy, and optical petrography. A general relationship exists between macerals and organic sulfur contents in individual coals: sporinite, resinite = micrinite, vitrinite > pseudovitrinite = semifusinite = macrinite > fusinite. With increasing organic sulfur content of a coal, the total range in organic sulfur content between macerals containing high and low organic sulfur contents likewise increases. Furthermore, the organic sulfur content of the vitrinite in most coals equals the organic sulfur content of the coal. For any individual coal, organic sulfur contents of macerals correlate inversely with reflectance-in-oil measurements, but the amount the organic sulfur contents vary between macerals cannot be calculated based solely on the coal's rank. Formation of pyrite following peatification has no effect on organic sulfur contents of surrounding macerals.

Mill crushing drive systems are essential to cement producers. With the increased emphasis on operating efficiency, it is vital that these systems be dependable and reliable. No one needs the costs or headaches associated with unscheduled downtime or inefficient machinery operation. A reliable drive system starts with the proper selection of the ring, or girth, gear and continues through proper maintenance. Ideally, selecting the right girth gear brings together the gear manufacturer, the system designer and the end user. The gear manufacturer must know the details of the application, the demands that will be placed on the gear and the nature of the equipment to be driven. Similarly, the user and the system designer must be familiar with the variables that affect gear drive performance and service. For example, an application that places a torque load on the drive in excess of its rated capacity will result in gear tooth distress and, in severe cases, breakage.

Gold leaching of an auriferous pyrite ore from the Portovelo deposit in Ecuador indicates that noncyanide leaching systems, such as thiocyanate and thiourea, are not as effective as the traditional cyanide system. For example, whereas approximately 95% of the gold can be leached from the ore with cyanide, only about 50% gold dissolution can be achieved with a thiocyanate leaching system. Electrochemical measurements indicate that gold is not cathodically protected by pyrite in these systems. Based on the results of preliminary diagnostic experiments, it appears that gold dissolution in thiocyanate and thiourea systems is limited by passivation due to the formation of either elemental sulfur or sulfur compounds on the gold surface.

Granitic Pegmatite deposits are the chief source of commercial feldspar, micas, lithium minerals, tantalum-columbium, beryl, and certain types of kaolin. The output from pegmatite mines in the United States is small compared to other mineral products in terms of bulk or value, and much of it comprises only minor metals and nonmetals. Nevertheless, pegmatite minerals play a vital part in our domestic industrial economy, particularly in the ceramic and electrical industries. Numerous special purpose uses also are important, even though they require small quantities of raw materials. In recent years, realizing the potential importance of the pegmatite minerals, the U.S. Geological Survey, the United States Bureau of Mines, several state Bureaus of Mines, and a few private companies have carried on extensive programs of pegmatite studies in the New England and southeastern states, in the Black Hills area of South Dakota, in the Rocky Mountain region of Wyoming, Colorado, and New Mexico, and in various parts of Washington, Idaho, Utah, Nevada, Arizona, and California. Currently, some of the pegmatite minerals such as micas and spodumene are selectively separated by the flotation process. To a lesser extent a few plants are selectively floating feldspar and quartz. Much of the credit for the above progress goes to the fine work done by U.S. Bureau of Mines (1), and companies such as Foote Minerals (2). Additional research efforts by the New Mexico Bureau of Mines (3) has successfully demonstrated selective separation of micas, beryl, spodumene, lepidolite, microlite, quartz and feldspar from a complex Pegmatite containing all these minerals. Since the nature of the mineralization of various valuable components of a pegmatite deposit is such that selective separation of some of these can be carried out at a coarse size using the Heavy Media Separation technique, it was felt that such a system should be investigated for selective preconcentration of their minerals. It was also felt that of all the :MS systems available, the DYNA WHIRLPOOL (DWP) device which allows a close control and adjustment of specific gravity should provide a means of achieving the above goal. Once the desired preconcentration of one or more of the pegmatite mineral assemblage is achieved, the available selective flotation techniques should provide effective recovery of various minerals into marketable products. This paper presents technical and economic aspects of selective preconcentration of some of the pegmatite minerals followed by selective flotation to produce marketable products.

Introduction Democratic countries are founded on the principle that all citizens have the right to participate in policy setting and decision-making processes. Citizen participation is especially evident in environmental issues and policies. In the United States, there are currently over 10,000 environmental organizations and new ones are being formed each year. Many of these organizations are formed on a watershed basis and are particularly concerned about the impact mining has on the environment. While the environmental issues vary from area to area, most concerns center around mining impacts related to subsidence, water pollution, and water diversion. Citizens have a number of avenues for participating in lawmaking that affects the mining industry. Some of these avenues include participation in litigation and citizen ballot initiatives. In addition, there are less formal methods of participation that include attending public meetings, commenting on agency rules or lobbying on specific legislation. The intent of this article is outline the various public participations mechanisms, highlight the latest legal developments that have affected mining industry through citizen participation, and briefly discuss emerging issues.
