M-30, Madrid’s inner ring, covers 42 sq km of the city centre where one million people reside. It was constructed in several phases during the sixties and the eighties. The design criteria applied to those phases were different and were not always homogeneous with urban roads with lighting regulation as well as speedways. These areas had a heavy concentration of access and exits and there had been made many changes on the number of traffic lanes which has caused heavy traffic congestions and high accident rates. The environmental impact and noise pollution in residential areas are also consequences of M-30. The Madrid Major took a decision at the beginning of the present legislation, based on socio economic and environmental evaluation; rebuild the M-30 with the following sustainable mobility principles: Underground transfer of a considerable portion of the main ring and some of its links replacing some parts of the surface with new green areas in order to reduce the environmental impact. Increase the traffic capacity, improving the traffic continuity and fluidity and eliminating the lighting regulation areas, which is one of the main congestion problems currently. Increase the traffic safety with clear signalling information panels and avoiding difficult maneuvering. Redesign the links with the high capacity radial highways and other connecting lanes of the city. The project is worth 3.7 billion Euros. In 2007, when the construction is completed, it is expected will save 14 million of journey hours that represent 4.5 million Euros saved in fuel consumption per annum, There will be a very significant reduction of 35,000 tons of CO2 in terms of pollution and 400 less car accidents. Those values will increase even more in the following years. The areas beside Manzanares River, running parallel to the M-30 on the western side of Madrid, will be highly enhanced. Better water quality and the recovering of the green areas existing in old times will also return for the citizen’s enjoyment. TUNNEL CROSS SECTION OF CALLE 30 SOUTH BY PASS One of the major challenges of the new Calle 30 is actually not only the related to the main road but also to the link with the A-3, with highway to Valencia. This link is currently the most congested area and has one of the highest traffic densities of Spanish roads, with more than 250,000 vehicles/day. The remodelling of this area is the principle objective of the South by-pass. The tunnel is the only answer for this by-pass as the road alignment will go among buildings. Western Australia is the largest state in Australia with an area one and three quarter times the size of Texas. Most of the State is desert or semi-desert, and only the southwest corner is heavily populated. The State has a population of one and a half million people, and one million of these live in and around the city of Perth. Perth is located on the narrow Swan Coastal Plain and is flanked by the Indian Ocean and the Darling Plateau. The Darling Plateau is an ancient peneplain rising some 300 metres above sea level, and forms an important resource base for the population.

Education in the mineral engineering professions is in the same flux and turmoil as is the entire minerals industry. Overcapacity in some areas, undercapacity in others, and the constant fear of substitution plague education as well as industry. The exercise in long-range planning that The Society of Mining Engineers has undertaken gives an excellent opportunity to examine the problems and the opportunities in minerals engineering education. Charge to the Committee The Educational Activities Committee was asked by the Long-Range Planning Commission (LRPC) to examine SME's future role with respect to "education policy, role and organization, education department, education board, continuing education, short courses, and extension courses." This examination is timely. It follows a reorganization of SME's Education Board designed to make the Board more efficient in its operation, more responsive to the needs of education, and more active in the setting of Society policy on education. In addition, the roller-coaster cycle of boom and bust experienced by the mineral industry in the last decade has been shared by the minerals schools and has created enrollment problems that need to be addressed promptly. Within SME there is much experience on educational issues to draw from and many problems to solve. Major Premise The committee is emphatic in espousing the philosophy that SME should support, in word and in deed, the highest possible standards that can be maintained by the minerals schools. As guardians of the various mineral engineering and scientific professions (geological engineering, geophysical engineering, mineral engineering, mineral processing engineering, and mining engineering), it is appropriate for the Society to be a watchdog for academic standards. One member of the committee put it succinctly, "We need to educate engineers and technologists, not muckers." A vital and profitable minerals industry needs professionals educated by good teachers, equipped with the most modern available methods, techniques, and knowledge, and challenged by their education to be innovative contributors to their chosen profession. Such education occurs only if it takes place in an institution that is vital and challenging. SME can enhance the quality of its membership if it works to maintain the standards of the schools that graduate new members. Education does not end with the award of a degree. It is appropriate for SME to strive for continued technical quality of its membership. To this goal, SME should maintain its attention to the process of licensing professional engineers, and it must continue and expand its efforts in continuing education for the membership. Recommendations for Action The following recommendations were submitted by the committee and then amended slightly by the full commission. The recommendations have support from the SME Board. • SME Education Coordinator and Staff Department of Education - Staff support for education should be provided by someone with experience in engineering education who would be appointed as SME Education Coordinator for all educational activities: accreditation, continuing education, student affairs, and liaison with mineral schools. The Board has approved an Education Coordinator and the position has been filled. • Advisory Committee on Education - SME should recognize, by amending its committee structure, that functions important to education are filled by SME-appointed representatives to the Accreditation Board for Engineering and Technology (ABET), its Engineering Accreditation Commission (EAC), and Technology Accreditation Commission (TAC). It is suggested that these persons, plus the chairman of the Education Council, plus two other persons appointed by the SME Board, form an advisory committee on education. The Milwaukee Metropolitan Sewerage District’s (MMSD)’s challenges of basement flooding and wet weather sewer overflows are being creatively addressed with the Northwest Side Relief Sewer tunnel. The $132 million, 20-foot diameter, and37,740 feet long conveyance and storage tunnel excavation in dolomite at depths reaching 165 feet below ground surface has been successfully completed within13 months in April 2004. This paper includes Owner’s perspective on the overall project, and the design and construction details by the Designer and the Contractor. The project contract documents included a comprehensive Geotechnical Data Report and the Geotechnical Baseline Report.

In the development of the ultimate pit limits for a narrow ore body, pa¬rameters necessary in the design of a functional, or working, pit become highly sensitive factors in the determination of ore reserve levels and their associated waste to ore stripping ratios. Through the use of geologic cross sections, ore reserves can be roughly calculated by utilizing a straight line approximation for pit wall slopes. The optimum position of the pit floor can be substantially altered from such a preliminary design though with the introduction of functional mining parameters, such as a ramping network, and working bench heights, berm widths, and bench to bench wall angles. Originally a computer program was developed to quickly evaluate changes in cross-section pit design with minimal alteration of input data. After developing a satisfactory technique of cross-section evaluation which incorporates working mine parameters, an optimization algorithm, or procedure, was developed and included in the program to eliminate much of the tedious manual decision-making required in determining the optimum location of the pit floor on each cross section. Optimization in this case implies the maximum profit pit. When pit and processing costs are defined or hypothesized, this computer program can be used to design the maximum profit pit, constrained by the recognized functional mining parameters. A second way of stating the optimization is that the program can be used to develop a pit design which minimizes waste stripping at any desired ore reserve level. The basic method of cross-section evaluation parallels present manual methods. Program input is a combination of data obtained directly from cross sections developed for, geological interpretation and pit design parameters selected by the mine planner. As a result it is easy for the mine planner to comprehend what the program is accomplishing, and thus participate in the development of the computer assisted design.

In this paper a method is presented for estimating the specifications of sandstone-type uranium deposits which will be the minimum that can meet a company's economic requirements for investment. The method interpolates and extrapolates from available cost data for typical mines to provide the costs for a wide range of possible deposits. The range of deposits achieving the company's required discounted cash flow rate of return on investment at an estimated uranium oxide selling price is then calculated, thus giving the complete range of deposits which meet the minimum required specifications. Prospects are then evaluated by comparison with these minimum requirements.

Keeping an eye on the future while honoring the past, Frank McAllister, chief executive officer of Stillwater Mining Co., and life member of the National Mining Hall of Fame and Museum, gave the keynote address to a packed house during the 23rd National Mining Hall of Fame and Museum Banquet in Leadville, CO on Sept. 11. McAllister?s company made news just days before the induction ceremony, when it was announced that Stillwater Mining would acquire Marathon PGM Corp. for $118 million (ME, Oct. page 14).

Polyacrylic acid (PAA) was evaluated as a selective flocculant for the dolomite-apatite system. PAA with a molecular weight (MW) of 4 million was found to flocculate both dolomite and apatite. However, the flocculation behaviors of dolomite and apatite were significantly different with 450,000 MW PAA, which was found to be the lowest molecular weight fraction capable of flocculation. In single-mineral tests with a dosage of 2 kg/t PAA, 90% of the dolomite and 35% of the apatite flocculated. Selectivity was achieved in mixed mineral tests. From a feed consisting of an 80:20 mixture of apatite and dolomite, respectively, a concentrate containing 90% apatite was obtained with a 70% recovery. The dolomite rejection was about 75%, which corresponds to a 2% MgO content in the concentrate.

Shotcrete, a useful support material in underground openings, is a sprayed concrete, and, when used with fast-setting agents, is immediately self-supporting. Although shotcrete has been used extensively for tunnel support, the technique has not been readily accepted by the mining industry because of the lack of essential information on such basic items as material properties and rock interaction. The Spokane Mining Research Center (SMRC) of the Bureau of Mines has been active in the field for the past 2 years, including research on fibrous reinforced shotcrete. IIT Research Institute, Chicago, under Bureau of Mines contract, is investigating physical properties of shotcrete as affected by (1) type of process (wet or dry) and (2) fast-set agents and controlle-dset cements. Already the contractor has shown the advantage of a regulated-set cement over normal cement and fast-set additives for the dry process. The regulated-set cements can produce high early strengths with no decrease in ultimate strength.

Test work conducted in the 6.4 and 10.52 m Aerofall Mills at the Iron Ore Company of Canada Carol Project showed that the conventionally used ?deflector?-type liners which form the basic principle of Aerofall Mill grinding did not necessarily provide the best grinding performance. A new design, using low profile liners incorporating radial ribs of a proper height, actually improved the mill throughput in the order of 9 to 20% without sacrificing grinding efficiency. In addition, the new design reduced liner weight and scrap losses, which resulted in a reduction of liner consumption by 25%. It provided better protection to the mill shell and reduced the overall maintenance cost for the mill

This research, sponsored at Stanford Research Institute by the Grand Junction Operations Office of the U.S, Atomic Energy Commission, was an outgrowth of the concern that presently-known ore reserves may be inadequate to meet the projected demands of nuclear power reactors. The original program at SRI was to design a comprehensive geological information system and use it to store and analyze the very great quantity of data needed to estimate uranium ore reserves. Study of the problem showed that it could be solved only by use of modern electronic data processing techniques, so such a comprehensive system was designed and tested. The system test was satisfactory, but input lead time and total expense were shown to be too great for the system to be practicable for the AEC under present circumstances. Thus, based on results of the earlier research, a specialized and simplified procedure for predicting approximate uranium ore reserves was devised. The prediction is based on general geology of specific area cells of the earth, in order to provide complete volume coverage; the strata in these ores are evaluated for uranium ore favorability on the basis of a few selected criteria in order to allow rapid data input. Since the bulk of U.S. reserves are in clastic host rocks only such strata are considered in this work. This paper describes the structure and some details of the resource system and how it was tested in rn area of the western United States.

The availability of computer resources and data management technology, together with the prudent use of scientific management concepts, has made it possible to achieve important improvements in the control of maintenance and materials activities in the mining and minerals processing organization. The introduction of minicomputers and. the greatly improved efficiency of computer systems in general have put the use of computer technology within the reach of even the smaller mining companies which probably could not have afforded them just five to ten years ago. A number of progressive companies have implemented computer-based maintenance, purchasing, and supply inventory control systems. Using modern safety stock, demand forecasting, parts reliability analysis, and other control concepts, these new systems have helped minimize production losses by reducing the frequency and severity of supply shortages and unplanned repairs. At the same time, these systems are helping to conserve scarce capital resources by better utilization of supply inventory investments, reduced expenditures for maintenance, less frequent equipment replacements due to improved maintenance reliability, and greater capacity utilization of existing facilities.

As free milling oxide gold ore reserves are depleted, more mining companies are having to evaluate the available alternatives for treating refractory deposits. The selection of a treatment process can be very difficult; and, despite the claims of their respective proponents, there is no one process that will continuously prove superior. Selection of the optimum process for an individual deposit is contingent on the size of the deposit, the grade of the deposit and the refractory nature of the ore. Since extensive metallurgical test programs are usually required to determine the optimum extraction process, an inappropriate initial selection may prove costly and time consuming. This paper discusses the steps involved in evaluating a refractory ore in order to expedite the evaluation of the required process through the feasibility study stage.

Although most bauxite mined is used to make metallic alu¬minum, more than a million tons of bauxite is used annually in the United States in the manufacture of refractories, chemicals, abrasives, and cement. Raw material requirements are becoming increasingly difficult to meet because high-grade bauxite, required for some uses, is limited. The supply of raw material for high-alumina refractories is most critical because a low-iron bauxite is needed. Although there are substantial bauxite reserves in the world, bauxite suitable for use in refractories is limited to a few districts.

A field inventory was made of the mineral, geologic, geothermal, and groundwater resources of three geologically recent lava fields in the desert of Oregon. The term "resource" was applied with care: a "resource" must have particular value or worth, although it need not be economically viable. The spectacular volcanic features of the area have particular scientific and general interest and thus constitute geologic resources. The mineral endowment, mostly occurrences of low unit value such as stone and cinders, in large part are not resources, due to market conditions, regulations, and other factors. These and other conclusions will be used by the Bureau of Land Management in its multiple land use planning process for the area.

One of the most significant advances in Mineral Processing in recent years, is the development of the selective flocculation technology. The technology is primarily aimed at recovering the mineral values from ultrafine ore suspensions. This is achieved by selectively aggregating the mineral particles in question to such size as to enable their effective separation from the suspension. Selective flocculation utilizes the differences in the physical-chemical properties of the various mineral components in the mixed suspension. It is based on the preferential ad- sorption of an organic flocculant on the particular solids to be flocculated, leaving the remainder of the particles in suspension. In order to understand the mechanics of this process, selective flocculation may be divided into four major sub processes; these being: ore slurry dispersion, in which all the particles are stably and uniformly distributed in the suspension with the individual particles being essentially separate; flocculant selective adsorption and floc formation; floc conditioning, which aims at obtaining flocs with desire properties for their subsequent separation and with minimum entrapment of dispersed particles; and floc separation from the suspension. These sub processes will be reviewed later in this article.

Pará Pigmentos S.A. (PPSA) is an association between the Brazilian companies CVRD and CADAM, Mitsubishi Corporation of Japan, and the IFC (World Bank) created in 1992 in order to recover kaolin from Rio Capim deposit, northern Brazil. Commercial production at PPSA started in August 1996 using a process comprising mining and beneficiation at the mine site, pumping through a pipeline and drying/loading at the port site on the Amazon river estuary. Presently, all PPSA production is concentrated on 82% <2um, high-brightness coating clay shipped in bulk. In this paper, a detailed description of the development of PPSA beneficiation process is presented. The results of laboratory and pilot plant studies under- taken to develop alternative grades of clay, such as delaminated and calcined kaolins, are also discussed.

Previous studies at the US Bureau of Mines (USBM) have shown that only 70% to 80% of the germanium in domestic zinc process residues can be extracted during H2S04 leaching. To increase germanium extraction, the USBM developed and researched the hypothesis that minor amounts of germanium and zinc silicate, present in zinc calcine, dissolve during the leaching stages of zinc processing, forming soluble germanium and silica gel. This silica gel then selectively adsorbs germanium from solution, rendering the germanium insoluble. Testing showed that as the amount of formed silica gel increased, the amount of insoluble germanium in the zinc residue increased. Several processing alternatives are presented for overcoming this problem.

Thiourea is a reagent capable of complexing gold and silver. With the proper oxidant, thiourea can effectively dissolve metallic gold and silver. A thiourea leaching system possesses potential advantages over conventional cyanidation including acidic solutions instead of alkaline, cationic complexes in contrast to metal-cyanide anionic complexes, and faster leaching rates with acidic solution of thiourea. Generally, the rate of metal dissolution in thiourea solutions is fastest when ferric ion is employed as an oxidant. Acidic thiourea solutions for certain applications could offer a nontoxic and noncorrosive option for processing gold and silver. This paper provides information regarding the fundamental chemistry of the acidic thiourea system, and reviews the dissolution of both silver and gold in acidic solutions of thiourea. The recovery of gold and silver from acidic thiourea solution is discussed.
