Development of the Twin Buttes mine entailed the largest known preproduction stripping job in the history of mining. It linked earthmovers and conveyor belts in a new approach to development of a pit that may reach, or even exceed, dimensions of 1 x 1-1/2 miles at the surface and go as deep as 1800 feet. The orebody to be stripped was covered by an average of 460 feet of alluvial gravels, which presented an initial stripping job of great magnitude. The initial pit layout and the original time schedule established early in 1965 called for the excavation and disposal of about 250,000,000 tons of alluvial overburden before the end of 1969. Allowing about a year for equipment delivery, this schedule left four years to do the job averaging about 62-1/2 million tons per year. In 1964 when The Anaconda Company undertook the development of Twin Buttes, it was recognized that special planning was necessary for the disposal of waste material and tailings. Environ- mental control was a prime consideration and is particularly sensitive in the Twin Buttes area due to the proximity to residential developments. Disposal of the 250,000,000 tons of alluvium, as well as future rock and tailing waste material, presented a problem which Anaconda engineers resolved by designing a plan to spread out much of the alluvium over an extended area, including a massive 11- 1/2 mile dike system which will impound mill tailing in three basins. A new water treatment plant is to be constructed for a portion of the water supply system of New York City. The project includes construction of new water conveyance tunnels crossing perpendicular and sub-parallel to the existing pressurized water tunnel at two locations. A study was conducted to evaluate the impact of new tunnel construction on stability of the existing tunnel and hydrojacking potential in the surrounding rock mass. This paper introduces a practical approach to evaluate tunnel interaction, expressed in terms of rock-liner interaction, stress-induced stability and hydrojacking failures. A simple method to evaluate hydraulic and mechanical properties of concrete liners and jointed rock mass is also presented.

Soil next to a smelter abandoned about 100 years ago near Socorro, NM was found, by the US Environmental Protection Agency (EPA), to contain high Pb concentrations. Detailed characterization of the soil by the New Mexico Bureau of Mines and Mineral Resources (Bureau) shows that the highest Pb concentration is in the clay-size fraction, although this fraction accounts for only 1 to 3 wt % of the soil. The depth of contamination, determined in areas relatively undisturbed since the smelter was abandoned, is no more than 76 mm (3 in.). Because of the soil's alkalinity, the Pb mobility is dominated by the movement of Pb-bearing particles, as opposed to chemical transport in solution.

Also the scope of this paper is limited to mine planning related computer applications. Applications related to accounting, inventory control, preventive maintenance, equipment scheduling, etc. have not been covered.

Precast concrete segmental lining systems have been gaining widespread use in seismically active areas and a single-pass version of such a system has been developed for use on the Silicon Valley Rapid Transit (SVRT) Project in San Jose, California. The response of tunnel linings to seismic shaking is often predicted using engineering judgment, elastic closed-form solutions and numerical modeling. Such analyses generally assume a continuous structural system and hence do not explicitly model the behavior of the jointed segmental lining. A number of analyses were performed to predict radial and circumferential joint behavior during seismic ovaling and wave propagation. These analyses included a complex, three-dimensional finite element based ground-structure interaction model that incorporates inelastic constitutive soil behavior, cracked concrete properties and no-tension, frictional segment joint surfaces. The paper discusses the results of the analyses and provides guidelines for the design of precast systems in zones of high seismicity.

Acid mine drainage (AMD) from both abandoned surface and underground mines is a serious problem. The flow of water and changes in quality over time from abandoned mines is important in determining remediation strategies. Acid mine drainage from surface mines is estimated to last for 10-20 years, while estimates of acid drainage from underground mines vary from 10- 100s of years. Fifteen underground mine discharges in West Virginia were studied to compare water quality changes between 1968 and 1999 to see if our data are consistent with other studies. Each of the discharges were categorized into one of three groups: undisturbed since 1968, affected by surface mining since 1968, and reclaimed. Comparing water quality between 1968 and 1999, the discharges in the undisturbed category showed a 35 to 95% improvement in acid concentration and a 40 to 99% reduction in iron concentration. The discharges affected by surface mining showed the most dramatic improvement. For acidity, iron, and aluminum, the percent improvements were all above 44%, and in most cases in the 70 to 99% range. In the reclaimed category, one of the four discharges declined in water quality. Discharge 82 showed a 76% increase in acidity, and iron and aluminum concentrations worsened by 58 and 96%. However, discharges 15 and 74 improved in water quality with a 94% acid load improvement and a 95% iron load improvement at both sites.

My charge is to review briefly "Coal In The Electric Utility Industry - Present and Future." Thus, I will not dwell on the overall energy picture, other than to express what most others involved in the energy picture know - we're in trouble! Several years ago, speaking to another engineering society, I said, "Much has been and yet will be said and written about the energy situation in our Country." What an understatement! The energy question has reached crisis proportions and is a top priority item at the highest level of government, Unfortunately, it will be in that situation for some time to come. Many factors created this complex problem, and we all share some of the blame. But I am perplexed when I read in the popular press that environmental factors are unrelated to the energy crisis when I know this to be untrue. In the recent past all forms of energy have been cast in the role of villain, particularly coal with its problems of surface mining, mine safety, acid water drainage, sulfur content, and a multitude of other adverse factors relating to the environment in one way or another. As you know, the sulfur situation has led to the closing of numerous mines, resulting in the lessening of our mining capacity. Today, along the Eastern Seaboard, 60 to 70 million tons of coal are displaced by imported oil, primarily to meet air standards. Even in the Midwest, utilities sitting on enormous coal reserves are converting to other fuels or hauling low sulfur coal thousands of miles from the western Mountain States. Seventeen percent of US coal production now comes from the 19 surface coal mines in the Powder River Basin of northeastern Wyoming. The Powder River Coalfield, which coincides with this topographic and structural basin, is unique to the conterminous US, in that it contains an estimated 934.4 Gt (1.03 trillion st) of in-place coal resources. At least 13.2 Gt (14.6 billion st) is a compliant, strippable reserve base. In 1993, an estimated 162 Mt (179 million st), or 98% of the coal mined in this Wyoming coalfield, came from the thick - average 30.5 m (100 ft) - subbituminous, Wyodak coalbed, or from the Anderson and Canyon coals in the one mine where the Wyodak is split into two separate coalbeds. The other 2.7 Mt (3 million st) of coal mined in the Powder River Basin in 1993 came from the School, Badger, Monarch and Deitz No. 3 coalbeds. In this "world class" coalfield, there are at least 13 other persistent, 3 to 15 m (10 to 50 ft) thick, coalbeds as well as the Big George and Lake De Smet coalbeds, which are each 61 m (200 ft) or more thick in places. None of these latter 13 coals are mined at this time.

The disposable diesel exhaust filter (DDEF) system developed by the U.S. Bureau of Mines and Industry cooperators for heavy-duty permissible, diesel-powered haulage vehicles, effectively reduces in-mine diesel particulate matter concentrations up to 95%. However, there are concerns about the hazards that exist when the filter is used in situations for which it was not designed. This work investigates the exhaust gas temperature limits to which the filter elements can be exposed without posing a safety or health hazard, such as 6re or off-gassing toxic compounds. A filter approved by the Mine Safety and Health administration and after-market filters were evaluated under varying engine exhaust conditions to determine if after-market filters pose an unacceptable hazard when used in a DDEF system. Filters were laboratory tested at engine exhaust temperatures ranging from 77°C to 290°C. Of the seven filter types tested, six appeared suitable for use on water scrubber-based cooling systems and two appeared suitable for use on dry heat exchanger type exhaust cooling systems with exhaust temperatures up to 150°C. Any filter elements used as exhaust filters on permissible diesel machines must be approved by MSHA for that application. Mine operators who wish to use an after-market filter element should request an MSHA field modification. MSHA will work with the mine and filter manufacturer to ensure its use in this exhaust system application does not pose a health or safety hazard.

Background groundwater quality is often used to drive remediation programs at sites with waters that have been affected by mining activities. In the past, these levels were sometimes chosen without rigorous statistical and geochemical analysis. A probability-distribution approach was used at the Sweetwater Uranium Project to separate a large set of geochemical data into populations that represent contribu¬tions from different sources. Natural background populations were identified for major ions, metals and radionuclides, and these were submitted to the US Nuclear Regulatory Commis¬sion (NRC) to modify the extent of a corrective-action pro¬gram and to establish control limits for future monitoring.

Dawsonite bearing oil shale of Colorado's Green River Formation offers a unique and vast (6.5 billion tons of Al2O3) resource of easily extractable alumina. The processing methods required by the thermal reactions dawsonite and its oil shale carrier also require production of shale oil, soda ash, and nahcolite as marketable coproducts. These production methods are presented. The alumina production process is contrasted with the Bayer process to describe technical advantages of extraction of alumina from oil shale which may offset the problems associated with processing a relatively lean ore. While alumina production from oil shale requires development of new technology, the technical problems appear solvable. Only the political problems arising from the now onerous and completely unnecessary Federal oil-shale withdrawal appear less solvable.

A thorough geological engineering investigation is required before surface lands overlying abandoned underground mines can be safely recommended as building sites. The major problems confronting the geological engineer are assembling accurate geologic and mining information and developing an accurate rock mechanics model of the situation. A successful investigation requires a combination of technical expertise in rock mechanics and engineering geology tempered with practical engineering judgment. The results of a good study are not always favorable to the prospective builder.

In 1947, coal production in Western Canada was 10 Mt (11 million st) which predominantly came from 120 underground mines. By 1968 production was down to 1 Mt (1.1 million st). Production in 1981 was back up to 29 Mt (32 million st), but only 1.5 Mt (1.7 million st) of the total was from underground mines. In fact, because of competition from open-pit mines, only two underground mines were operating in 1981-the McIntyre and B.C. Coal mines. While several other underground mines are being planned, this article will deal with only the two in production. Geology The geology in Western Canada is frequently complicated; hence only more regular deposits are mined. Coal is generally thick, often steeply pitched and usually soft or well cleated. The 5000-km (3,100-mile) coal belt that runs from the Yukon to Mexico is well developed in Western Canada. It is divided into two distinct regions-the Rocky Mountain Lower Cretaceous coals and the mostly uniform level Upper Cretaceous coals of the plains area to the east. Isolated pockets of coal occur at Vancouver Island and Hat Creek. Hat Creek's massive 300-m (984-ft) thick geologically recent lignite deposit is 250 km (155 miles) inland. Geography The infrastructure of Western Canada is shown in Fig. 1 along with the locations of the two mines. Both rely on exports of premium low volatile metallurgical coal mostly to the Pacific Rim. The rail distance from both mines to port is 1100 km (684 miles)-accounting for a significant portion of the sales cost of the coal. Mining Methods Two main mining methods are used-room and pillar and hydraulic. Longwall has been attempted and is being considered again. In the past, a simple hand method used gravity to help mine most of the coal on steep pitches. Levels were driven in the seam, rising slightly to assist in draining. On the advance, mining would start at the upper level, usually from adits driven in the side of the mountain. Rooms or angles were driven up 100 m (328 ft) at a suitable angle for the coal to flow down. On retreating out of the level, the pillars would be taken, starting from the highest point, using batteries to stop coal or rock flushing down the room. Batteries consisted of three to six stout wooden posts set at an angle to resist material flow. Coal loading was directly from chutes at the bottom of raises into 1- to 2-t mine cars hauled by diesel or battery locomotives. Often output was restricted by the supply of empty cars. Mechanization began in the 1960s but was difficult in these conditions. Mines such as Canmore and Coleman continued operation into the 1970s but closed because steep seams, high methane emissions, and faulting made mining difficult. INTRODUCTION A variety of instruments are available for measuring or monitoring the performance of underground mine-ventilation systems. In general terms, the instruments may be classified as those that measure air velocity and those that measure gaseous concentrations. All costs herein are in terms of 1978 US dollars. The mention of a specific manufacturer or device is not intended to be an endorsement by the US Bureau of Mines. AIR-VELOCITY INSTRUMENTS The basic instruments used for measuring the air velocity in mines are the vane anemometer and the smoke tube. Vane Anemometer Of the air-velocity instruments, the 102-mm (4.0¬in.) vane anemometer is the most common and is available as either a low- or high-speed type. The low-speed anemometer generally is the most suitable for measuring the velocities in ordinary airways. For a rough check of the velocity in an airway, it usually is satisfactory to hold the anemometer by hand, positioning it in the center of the airway for 30 sec. However, the resultant error may be as high as 25% , and such a hand-held approach is unsuitable when accurate or reliable measurements are required. To obtain more accurate measurements, the proper procedure is as follows: 1) Since holding the anemometer by hand generally causes the instrument to read about 15% high, it is mounted on a 0.6-m (2-ft) extension rod. 2) The airway is divided into equal right and left halves. A 1-min traverse is used in each half, moving the anemometer smoothly up and down in a zigzag pattern so that the entire half is covered within the allotted minute. 3) The manufacturer's correction table is applied to the readings to adjust the velocity calculation as necessary. Whenever possible, anemometer readings should be obtained in a long straight section of airway that has a constant cross-sectional area. Bends and obstructions should be avoided, since they cause turbulence and other discontinuities in the airflow and can degrade the accuracy of the velocity measurements. Although a series of velocity measurements at one location usually corresponds to within a few percent, this is not an indication that the airflows calculated from those readings are completely accurate. One reason is that the correction table provided with the instrument generally is not for that specific instrument; instead, it represents the average correction for all such instru¬ments made by the particular manufacturer. Most cor¬rection tables specify a correction factor of from 0 to 15%, depending upon the velocity. However, even after correction, the instrument error still may range from 3 to 5%. At low velocities such as those below 0.76 m/s (150 fpm), the instrument error can be two or three times greater than this, ranging from 6 to 15%. The new ball-bearing anemometers generally perform somewhat better at low velocities than did the older conventional anemometers. Another source of error is introduced when measur¬ing the cross-sectional area of the airway or entry. Under the best of circumstances, measurement errors, instrument errors, and a host of other minor errors all combine to cause a total error of at least 10% in the velocity calculation. The vane anemometer also can be used with reason¬able accuracy to measure airflows in mine-ventilation ducts. In this application, the anemometer is mounted on a rod and is held at the center of the duct end. For a duct that is discharging air, the average velocity in the duct is 85% of the centerline reading (Northover, 1957). For a duct that is taking in air, the average velocity is 70% of the centerline reading (Haney and Hlavsa, 1976). To measure the airflow discharged from a regulator or from a small hole in a stopping or bulk¬head, a correction factor for the area is necessary. A good approach in this situation is to traverse the area of the regulator or hole, holding the anemometer with an extension rod. This provides an average velocity that is multiplied by 85% of the measured area of the regulator or hole. In all cases, the manufacturer's instrument cor¬rection table must be used and applied properly. For accurate results, the anemometer should be returned to the manufacturer for periodic cleaning and checking. If it is in daily use, the anemometer should be returned about once per year, and proportionally less frequently if the usage is less frequent than on a daily basis. Smoke Tube The smoke tube may not appeal to individuals who believe that good measurement results can be obtained only with expensive, complicated, and fragile instru¬mentation. Nevertheless, smoke works about as well as anything for the routine measurement of low air velocities in mines. The following procedure yields reasonably good results: 1) Two marks are scratched 7.6 m (25 ft) apart on the floor of the airway. 2) The smoke tube is used to release a cloud of smoke in the center of the airway, about 0.9 m (3 ft) upstream of the first mark on the floor. 3) A timed interval begins when the leading edge of the smoke cloud passes over the first mark, and the interval stops when the leading edge of the cloud passes over the second mark. 4) A factor of 20% is subtracted from the cal¬culated velocity to determine the true average velocity, providing a correction for the centerline and for the spreading effect at the front of the cloud. A recent analysis completed by the United States Department of Commerce predicts that the 1968 Gross National Product will reach a record high of 864 billion dollars. As our nation annually increases its total output of goods and services, as has been the trend, the consumption of steel and its most basic raw material - iron ore - also must increase, To deliver the most economical unit of iron ore to the blast furnace, each segment of the transportation system must be co-ordinated and utilized to its highest degree of efficiency. In some cases, such as with the water segment of the system, a new investment in capacity will be required.

Two types of airflow splitting methods for improving longwall dust control were investigated by NIOSH's Pittsburgh Research Laboratory. These methods included a translucent mesh barrier and a staged spray barrier system to confine the shearer-generated dust to the coal extraction side of the long wall face while maintaining a cleaner split of airflow on the opposing worker walkway side of the longwall face. The translucent mesh barrier was shown to provide notable dust control effectiveness up to 60 m downstream of the shearer in both the laboratory experiments and a long wall field evaluation, provided the mesh barrier remains relatively parallel to the airflow. The staged spray barrier system showed marginal dust control effectiveness in the laboratory and subsequently was not field tested.

Flotation is a surfaced-based separation process that exploits the differences in the hydrophobicities of the components. In the present paper, a review of both established and emerging nonmineral applications of flotation (oil removal, paper de-inking and separation of plastics) is presented and discussed. For each application, the theory of the process is compared and contrasted with mineral flotation. It is shown that the mass-transfer approach to flotation offers a good starting point for the analysis of these separation processes.

Lornex Mining Corporation operates an open pit porphyry copper mine in the Highland Valley southwest of Kamloops with a rated capacity of 43 500 TPD (48,000 TPD). It went into production in April 1972. Its concentrator consists of two grinding and flotation circuits in parallel each composed of a 6 000 KW (8,000 HP) 9,75 m (32 foot) diameter by 4,724 m (15'-6") semi-autogenous primary mill feeding two 3 000 KW (4,000 HP) 5,029 m (16.5 foot) diameter by 7,01 m (23 foot) secondary ball mills each feeding a bank of flotation cells. ,The original tailings system picked up the tailings from the flota¬tion circuits in a concrete collection box in the mill and carried the 36% solids density by weight slurry 488 m (1,600LF) through a 1100 mm (42 inch) diameter wood stave pipeline on a .46 percent slope to three 99,06 m (325 foot) diameter center drive thickeners. From the collection box under the thickeners the tailings line con¬sisted of three sections, carrying 50% solids density slurry. The first section consisted of 1460 m (4,800 LF) of 910 mm (36 inch) asbestos cement pipe for gravity flow from the thickener under flow elevation of 1252,4 m (4,109 feet) to the first pump station at elevation 1207,6 m (3,962 feet). Eight concrete drop boxes were used to limit the maximum slope on the pipeline to 0.5 percent.

Brohm Mining Company's Gilt Edge Mine in the northern Black Hills was a surface heap-leach operation that was active from the 1980s until 1999. Financing problems and acid drainage concerns at the mine were reported in the late 1990s. In February of 1999 the Governor of South Dakota announced plans to request the U.S. Environmental Protection Agency to help clean up acidic water at the mine and reclaim the site. In July 1999 the parent company of Brohm, Dakota Mining, filed for bankruptcy in Canada. Because of the bankruptcy and environmental problems, the State of South Dakota intervened and began water treatment. The mine was declared a Superfund site in 2000. Hydrologic issues include the potential for acidic drainage from the site. The mine is at the headwaters of Strawberry Creek, which drains into Bear Butte Creek. About four miles downstream, Bear Butte Creek loses its discharge to swallow holes in the karstic Madison Limestone aquifer, a regionally extensive and valuable ground-water reservoir. Other concerns at the site include treatment of acidic water in mine pits and a waste rock dump.

Six types of amines were evaluated in the cleaning step of the rougher concentrate for the Crago “Double Float” process in terms of relative selectivity. Selectivity of these amines was ranked based on both batch and locked cycle flotation tests. Two parameters were used for selectivity ranking, the Selectivity Index, SI, and the ratio of insol rejection to the tailings weight percentage, R*. The comparison of the flotation results of the batch tests of the cleaning step of the Crago process for an unsized amine feed generated the following ranking from the most selective to the least selective mine: Quaternary > Primary [ ]Tertiary [ ] Condensate > Ether > Secondary(?).
