The purpose of this paper is to set the stage for (1) the determination of the specifications and actions required for a successful development of a system for the management of waste deposits and contaminants resulting from activities in the mineral industries and landfills and (2) the appropriate infrastructure to be developed at the industrial level. The design of this system would be such that its application could be extended to other industries as well. Waste deposits and contaminants from activities in the mineral industries and landfills commonly cause damage to the environment. In addition to precautionary measures aiming to protect against environmental impact, early warning and immediate response to mining hazards and contaminants is a requirement for sustainable development. Hazard detection and control requires continuous and real-time detection techniques, as well as methods for tracing and predicting the motion of contaminants and waste products. The efficient accomplishment of these goals in the minerals industry requires developing an integrated system for environmental monitoring using remote sensing technologies, in combination with advanced image analysis and geostatistical techniques.

Novel dewatering aids were tested on various coal samples from the U.S. and Canada in laboratory and pilot-scale filtration experiments. The reagents substantially improved the dewatering kinetics and reduced the cake moistures. The cake moistures were typically reduced from 20-30% by weight to 8-14% range in vacuum filtration. When the reagents were used in conjunction with a pressure filter, higher degrees of moisture reductions were achieved. In the present work, the novel dewatering aids were tested using different types of pilot-scale vacuum filters. The results were consistent with those obtained in laboratory experiments.

Natural aggregate is the number one non-energy mineral resource in terms of value and volume and is a necessary commodity for sustainable communities. While aggregate is a non-renewable resource, supplies are nearly inexhaustible on a global scale. Natural aggregates have characteristics that differentiate them from most other mineral commodities: a high number of potential extraction sites, a high volume to value ratio, significantly different set of potential environmental impacts, and regional importance combined with a narrow economic transportation radius. Because of these and other differences, resource management policies for aggregates should differ from ?general? mineral resource policies, even though the end goal is the same for both ? ensuring sustainable resource management. To achieve the goals of sustainable aggregate management each stakeholder ? government, industry, the public, and non-governmental organizations ? will need to accept certain responsibilities, one of the most important of which is to become informed about natural resource issues. Sustainability is about making trade offs among competing objectives, and people disagree about the appropriate balance among the goals of economic prosperity, social equity, and environmental health. One of the primary purposes of mineral indicators is to provide information to decision makers and the public so as to ensure that the public debate about policy choices is grounded in fact. We identify the unique aspects of aggregate resource management and introduce the concepts of sustainable mineral resource management. We then present mineral indicator sets for aggregate resources from Italy, the United Kingdom, and Slovenia to demonstrate that effective mineral indicators should be specific to the resource in question and the public values and objectives.

The appropriate software and hardware necessary to adapt an X-ray CT analyzer for the determination of coal washability was developed and successfully tested for well-characterized samples under laboratory conditions. Evaluation of the CT-based analyzer under simulated on-line conditions is also presented to verify the on-line capabilities of the newly developed X-ray CT analyzer for the control of coarse coal cleaning circuits. The investigation shows that the data obtained from CT washability analyses compare favorably with experimental sink float data. Further, image frequency was considered to evaluate the CT-Based coal washability analyzer for simulated on-line conditions. Specifically, the number of observations (image spacing) needed for accurate sampling and the total time required to perform the calculations for a representative data set were determined. Mines and plants for sale, downsizing, bankruptcies, consolidation, slab imports, minimill growth displacing traditional integrated steel-making. These are some issues for North American iron ore and integrated steel producers. But the blast furnace still remains the workhorse of the ironmaking industry. And direct reduction and other alternate ironmaking technologies have yet to make any serious inroads in North America. How come? This article addresses the current state of primary ironmaking in the changing North American steel industry, the direct reduction market and new technologies under development that may hold some promise.

The application of a magnetic field was shown to be effective in controlling iron losses in a pilot-scale cationic silica fIotation in the processing of magnetic taconite concentrates. The design of a magnetic field distribution device and batch flotation test results using a 1.42-m3 (50 cu ft) WEMCO flotation cell are reported. Major losses of iron units in froth products were in the -25-µm (-500-mesh) fraction, and the application of a magnetic field decreased the flotation of fine magnetite, thereby improving the selectivity of separation. The "as-received" sample was sufficiently magnetized, and no further benefit was gained by the magnetizing treatment. The selectivity was somewhat adversely affected by demagnetizing the sample, though its effect was minimal due to the magnetic field. The device is simple in construction, low cost and may be readily installed in existing equipment. The history of coal mining in the United States of America and the rest of the world is replete with mine explosions and consequent loss of lives. Serious efforts in the USA to recover methane prior to mining and post mining started about forty years ago. CONSOL Energy Inc. and government agencies, e.g., the erstwhile US Bureau of Mines developed several techniques of methane drainage, such as in-mine horizontal drilling, vertical gob wells, hydrofracing of vertical wells and horizontal drilling from surface. With the current technology, thirty to sixty percent of total methane emissions from a mine can be captured making the mines much safer and more productive. Drained methane is often marketed to defray the cost of methane drainage. This paper is an anthology of these developments and describes how coalbed methane, which used to be a bane, has become a boon for the coalmining industry.

A high effective method using a hammer mill, a column pneumatic separator and an electrostatic separator was studied for recycling copper from waste printed circuit board. The factors influencing the copper liberation degree and following separations were discussed. Two different physical separating methods were compared and discussed. Experiment results show that a well-controlled impact action can produce a satisfactory degree of copper liberation at a relatively coarse particle size. Around 90% copper recovery from printed circuit board for coarse particle size can be achieved by using a combination of electrostatic separation and pneumatic separation.

Thank you Tom and JM for that nice introduction. The remarks I am about to make rely on a large way on comments made by Barrick's Chief Counsel, Patrick Garver, to an internal meeting of Barrick's senior staff. I plagiarized so much from his notes that I thought that I should provide attribution. I did get his consent to borrow so freely. What I have done is take his general comments and used my conversations with CEO's and other participants in the industry to enhance the message with concrete examples that underscore the points I wish to make. What you are about to hear is my personal view – I am not speaking as a representative of any company. With that introduction, now would be a good time to give you the main theme of my talk: The SEC should change its rule making to a more public cooperative approach. If that were to happen the SEC would avoid some of the harm it has been doing to the companies in this sector and the very shareholders it seeks to protect.

The metals of value in tetrahedrite are copper, antimony and silver. A new hydrometallurgical process is proposed to recover these metals from tetrahedrite. The process consists of leaching concentrate with ferric fluoborate, solvent extraction, electrowinning and residue treatment. Products from this process are high-purity SX-EW copper and antimony and a high-grade silver residue that will be further treated in a hydrometallurgical process for early release of silver. The process has advantages, such as achieving rapid leaching rates at modest temperatures with high metal recovery. Most pyrite is not attacked. Thus, it remains in the leach residue along with elemental sulfur.

Laboratory- and pilot-scale tests were carried out to study the effects of a magnetically enhanced hydroseparator on a magnetic taconite sample. The test parameters included feed flow rate, percent solids and magnetic field strength. Laboratory tests showed that magnetic iron losses could be effectively prevented by applying a magnetic field strength of 0.003 T (30 gauss) to a hydroseparator. A relatively uniform magnetic field within a pilot-scale hydroseparator was obtained by installing a magnetic grid within the device. The test parameters for the pilot-scale study also included the effects of magnetizing/demagnetizing the feed and magnetizing current. Magnetic iron losses were substantially reduced, even when the hydroseparator was operated at very high upward velocities. Results also show that increasing the field strength decreased the losses, but magnetic enhancement was successful even at the lowest field strengths, and the results show that magnetic iron losses were lower when the feed was magnetized. A complete dust-control policy can keep these emissions confined, sealed and suppressed, protecting the environment from fugitive, airborne dust. Material handling and processing, storage and traffic are the major dust producing sources. All industries that convey dry, light material need a dust control system.

To accommodate the new Pier A expansion at BWI airport, a 1.8 m (6.0 ft)diameter stormwater pipe was constructed below active Runway 15R-33L. The jacked tunnel alignment runs east/west below the runway, and the depth the crown was 6.1 m(20 ft). Soil conditions consisted of very loose to medium sand and gravel, with some medium stiff clay and silt. Super Jet Grouting was selected as the ground treatment system, creating large diameter columns. All work was performed from the surface of the runway between the hours of 12 am and 6 am. Monitoring points along the tunnel in the grout zone indicated zero settlement during tunneling. Tunneling operations in front of and beyond the treatment zone experienced significant settlement. Super Jet Grouting in the treatment zone provided a low permeability continuous stable soilcrete that was readily mined while the runway remained in service.

This paper discusses the process utilized by the City of Portland Oregon’s Bureau of Environmental Services (BES) to procure and compensate Impregilo-SA Healy (I/H)for the West Side Willamette River Combined Sewer Over?ow (CSO) Project. The contract method is a three-phase process consisting of qualifications based contractor procurement, pre-construction phase design assistance/construction planning, and facility construction where the contractor is compensated on a cost reimbursable-fixed fee basis. The paper focuses on pre-construction phase lessons learned from the development of the contract general conditions, establishment of a construction budget and cost control program, incorporation of contractor recommended design changes, and development of a subcontractor procurement program for construction.

A research project was undertaken to determine if coal addition tofluxed-magnetite pre-fired pellets would reduce nitrogen oxide (NOx)emissions during pellet induration. Iron oxidation rate tests, coal oxidation rate tests and calcination rate tests were conducted in a laboratory furnace to determine the amount of coal necessary to provide adequate heat for limestone calcination without producing detrimental effects to magnetite oxidation. Pilot scale pot-grate tests were then performed with and without coal in the pre-fired pellets to verify pellet quality parameters and nitrogen oxide emissions. The off-gas during each pot-grate test was analyzed for NOx, CO2, CO, SOx, and O2. There was approximately a ten percent reduction in NOx emissions with coal addition during the normal pot-grate firing cycle. There was a 75% reduction in NOx emissions during firing cycles that used 25% to 75% excess air during firing rather than the normal 300% excess air.

Newmont Mining Corporation has been processing refractory gold ores by roasting since January 1995. The ores are refractory due to the association of the gold with iron sulfides, namely pyrite and marcasite, and the presence of carbonaceous components and is oxidized in an oxygen-enriched gaseous atmosphere. The structural characteristics of the calcine have a strong influence on the eventual recovery of gold by cyanidation. These characteristics are strongly dependent upon the roasting conditions, mainly the roasting temperature. Originally, the sulfides and carbonaceous matter were oxidized at a temperature that typically ranged between 535 and 560 °C. Controlling the roasting temperature within the lower and narrower range of 510 to 515 °C produced a calcine with a larger surface area(e.g. higher porosity), which resulted in a gold recovery increase of3.3 percent in 2001 equivalent to 5.1 million dollars of additional gross revenue. The new strategies of operating at temperatures never tested before are discussed. It constituted a great challenge to the control room operators for the lower operating temperature falls much closer to the ignition temperature of the sulfide ore and smaller and more frequent adjustments in operating parameters were needed to improve and maintain high gold recoveries. Based on the encouraging results that were achieved in 2001, a decision was made to install a “smart” process control system because the roaster temperature control was performed by manual inputs from the control room operators. The development and implementation of the control system to reduce or eliminate the temperature variability between the different control room operators commenced in June of 2002 and was fully operational by the end of October. Lower roaster temperatures were achieved (500 to 505 °C), which resulted in further increase of gold recovery by about two percent. The overall recovery increase equated to 8.0 million dollars of additional revenue for the first 10 months of 2002.

Laboratory testing was carried out to evaluate several devices for recovering clean coal from bituminous coal refuse material. The bulk of the testing focused on using a dense-medium cyclone to process -0.6-mm refuse material. A hindered-settling column and a spiral concentrator were also used to process nominal 1.2 x 0.15-mm material. Product yields and ash contents were obtained for all tests, while partition curves were generated for selected tests from which the characteristic performance parameters (relative density of separation and probable error) were determined. The results indicated that the dense-medium cyclone was capable of cleaning down to 0.037 mm, while the other devices were effective to 0.15 mm. Slimes, especially clays, are detrimental to several processes in the Mining Industry. The efficiency of classification, clarification, gravity separation, and flotation decreases significantly in the presence of slimes and clays. This problem is particularly critical in the Phosphate and Sulfide Industries. To reduce the effect of slimes in mineral processing, several desliming techniques and chemical additives are used, such as sodium silicate, sodium carbonate, sulfuric acid, tripolyphosphate, hexameta phosphate, etc. Lately, the Mining Chemical industry has shift to more “Specifically Developed” reagents that offer the most efficient and cost effective performance, mainly using organic polymers. For this purpose, the Mining Chemical Industry needs to understand the crystal chemistry of minerals, the chemistry of the aqueous media, the interactions in solids-aqueous-gas interfaces, the rheology of the system, and the plant operation conditions and parameters. This paper describes the use of surface chemistry fundamentals on the design of an organic polymer capable of modifying the rheology of clayish slurries of a phosphate ore. The change in the rheological characteristics of the clayish phosphate slurries allow fine ore particles to settle faster by reducing the slurry viscosity. Thus, abetter separation of the ore from the slimes is possible using gravitational or centrifugal forces. As examples of the application of this reagent, industrial and pilot plant tests on desliming using tanks and hydrocyclones are presented. These tests showed the reduction of 32%-36% in ore losses for different phosphate ores during desliming operations, and the increase of cyclones desliming efficiency to 80%. Tests were also carried out to improve the rejection of unwanted iron bearing slimes in phosphate feed. These tests demonstrated that it is possible to reduce by 0.25%-1.23% Fe2O3content in the flotation feed product. As a result, significant economical benefits are observed with the use of this new technology without any adverse effect on down stream operations, such as clay settling or phosphate flotation.

Significant economic deposits (> 4,000 ha) of heavy mineral sands (ilmenite, rutile and zircon) were discovered in the Atlantic Coastal Plain of Virginia and North Carolina in 1989. The majority of these lands support highly productive row crop agriculture, and the development of restoration protocols that would return these lands to agricultural use was deemed to be critical to the long-term sustainability of mining operations. Virginia Tech worked closely with all stakeholders to develop appropriate restoration protocols and to coordinate their implementation. Full-scale mining operations at the Old Hickory Project in Virginia were initiated in 1997 by Iluka Resources Inc., and restoration protocols have continued to evolve in response to a variety of economic, technical, and social issues. Return of these lands to agricultural row-crop production has been complicated by lateral variability in soil physical conditions in the reclaimed pits and limited topsoil return. Approximately 150 ha of land are in various phases of reclamation, and approximately 25 ha have been released back to landowners to date. Currently, the reclaimed pits are returned to pasture vegetation, but return to more intensive agricultural production practices may be possible as soil reconstruction procedures are improved over time.
