There was little change during 1988 in the production of minerals in Burundi. The Government of Burundi, which banned all commercial mining operations in the country in 1979, lifted the ban on mining of alluvial gold deposits and started a program of small-scale artisan gold mining in October. Along with the legal mining of gold, licensed gold trading counters were established. Other mineral commodities produced were kaolin clay, lime, and peat. In compliance with the Government ban, the only mineral wealth exploited for commercial sale and export was alluvial gold. Through financial assistance from the International Bank for Reconstruction and Development (World Bank) and the United Nations Development Program (UNDP), a study to inventory the country's mineral resources continued throughout the year. As part of this study, during the year, a West German company undertook a drilling program to further outline the nickel reserves of the Musongati area in central Burundi. Results of the work as of yearend were disappointing, with only 12 million tons of ore identified with better than 2% nickel content proven. Investigations also continued during the year regarding the centrally located deposits of vanadium-bearing titaniferous magnetite. A Norwegian company contracted to prepare a prefeasibility study for developing the deposit. The British Sulphur Corp. Ltd. was nearing completion of its $1.2 million2 study of the phosphatic limestone deposit at Matongo-Bandaga at yearend. Ore reserves of about 17 million tons grading 11% phosphorus pentoxide (P2O3) had been identified. The phosphate zone overlies a carbonatite rock, which could provide the basis for a cement industry. Additional drilling was planned for 1984. Exploration for gold was underway in 19S3 in northern Burundi through UNDP funding. Several primary deposits of shallow semimassive sulfides with gold values ranging from traces to 11 grams per ton had been discovered. The Government's ban on all commercial mining operations, except for small-scale artisan exploitation of alluvial gold deposits, continued throughout 1985. Minerals produced were kaolin and lime for agricultural uses, and experimental peat harvesting for energy applications. The total value of the minerals produced during the year was estimated at $1.1 million .2 In early 1985, an agreement between the Government and Amoco International Oil Co. was ratified for a petroleum exploration concession covering 248,000 hectares of Lake Tanganyika. Onshore exploration in the Ruzizi Plain was already under way the last half of 1985. By yearend, enough seismic information was available that Amoco hoped to complete data analyses, determine onshore drilling sites, and begin drilling operations before the end of 1986. Also to begin in the latter part of 1986 were seismic studies of Lake Tanganyika. Throughout 1985, Amoco officials were negotiating with the Government of Zaire for expanding the exploration acreage into that country's portion of northern Lake Tanganyika and the Ruzizi Plain. An agreement between Amoco and Zaire could have important beneficial economic implications for both Zaire and Burundi, and onshore seismic work in Zaire logistically supported from Bujumburi could begin almost immediately.

Development of the mineral and energy resources of Afghanistan appeared to be a top priority of the Soviet-controlled Government in the country. In the Afghan Government's plan for 1980-81, the largest allocation in the development budget was for mines, industry, and energy (46.7%). In contrast, only 23.1% of the budget was allocated for agricultural development, despite the fact that the great majority of the population was dependent on farming. The mineral industry of Afghanistan consisted of the production of natural gas, cement, coal, fertilizer materials, and rock salt. Production levels for all of these commodities were down an average of 45% from those of 1978, before the Soviet invasion. Prior to the invasion, small quantities of asbestos, barite, and talc had been produced along with about 6,000 to 7,000 kilograms per year of lapis lazuli, a semiprecious gem stone. Afghanistan had supplied about 80% of the world's output of lapis lazuli. Following direct Soviet intervention, production of these minerals declined to near zero.

The modest mineral industry of Afghanistan continued to suffer adversely from internal disorders that were essentially the result of the continued presence of elements of the armed forces of the U.S.S.R. Despite press reports near yearend intimating that the Soviets might reduce troop strength in Afghanistan, there were no indications of any significant numeric reductions. Indeed, there were clear demonstrations of heightened military actions along the Afghani-Pakistani border, including bombing raids on settlement sites for Afghanis within the territorial limits of Pakistan, actions hardly demonstrative of conditions indicative of Soviet withdrawal.

Afghanistan's mineral industry continued to be dominated by the production and export of natural gas, although several mining and related industrial projects, all under the supervision of Soviet technicians, were in the planning stage in 1982. Afghanistan produced minor quantities of barite, cement, coal, fertilizer materials, iron, and lapis lazuli, all for domestic consumption.2 Large-scale projects being investigated were a copper mine and concentrating plant at Ainak, extensive mining of the Hajigak iron ore deposit near Kabul, construction of an oil refinery at Angot, increasing production and processing of natural gas, and implementing an intensive geologic prospecting and exploration program for areas of mineral potential. Afghanistan's gross domestic product (GDP) was estimated at $2.76 billion3 and has remained stagnant for the past several years. Total exports in 1982 were estimated at $700 million, only a marginal increase from the 1981 figure of $694 million. Exports of natural gas to the U.S.S.R. earned $385 million in 1982, representing just over one-half of Afghanistan's total exports. Natural gas revenues were down approximately 11% from the 1981 level, owing primarily to increased antigovernment activity in the northern part of the country.4 About 90% of the country's natural gas production was exported to the U.S.S.R.5 About 38% of Afghanistan's development budget had been earmarked for mining and industrial projects in 1982.6

The very modest-sized mineral industry of Afghanistan was burdened for another year with problems of internal strife occassioned by the presence of Soviet armed forces. Despite this, production of the few traditional commodities continued, and the mineral industry moved to develop additional mines and plants for both traditional and new products with considerable technical and construction assistance from the U.S.S.R. Among the limited range of mineral commodities for which production was reported, there were no startling changes between 1984 and 1985. Production of both coal and natural gas advanced only slightly, despite substantially higher 5-year plan goals, and cement output was down marginally. Probably the most significant development in 1985 was the Possibility that mine and/or smelter production of copper was initiated during the year.

Detailed comprehensive assessment of the performance of Afghanistan's mineral industry during 1987 is virtually impossible, owing to the paucity of reliable published information. It was evident, however, that the level of civil disorder, now in its eighth year since the arrival of significant numbers of Soviet troops, was in actuality little removed from open civil war. Insurgents controlled substantial areas of the country and imperiled any industrial activity in many places. Assistance programs by the U.S.S.R. and other Eastern European nations were directed at developing the country's meager mineral industry, but the economy was generally viewed as chaotic. The inflation rate was somewhere between 20% and 30%; major food shortages contributed to the discontent of the population, and numerous villages were devastated by Soviet and Afghan Government campaigns to destroy the insurgents and cut their supply routes. Moreover, proposals by the Soviets and the Kabul Government aimed at reducing tensions with the rebels and scaling down the warfare seemingly were taken by the opposition as signs of weakening by the Soviet-backed Government, and rather than reducing aggressions, seemed to heighten insurrectionist activities. Efforts to entice the substantial number of Afghans who have fled to nearby areas of Pakistan and Iran to return to their country seemingly were failures, and indications near yearend that the Soviet Union might soon begin withdrawal of its occupation force of nearly 120,000 did little if any to reduce disorder.

The mineral industry consisted primarily of natural gas production and of urea fertilizer, which was manufactured for domestic agriculture. Copper and iron deposits were being developed. Information regarding the mineral industry of Afghanistan was sparse. The Government continued to emphasize the development of mineral resources that could benefit the economy of the U.S.S.R. and repay Soviet grants. The northern half of the country, north of the Hindu Kush mountain range and adjacent to the U.S.S.R., received considerable Soviet aid to develop mineral resources.

The Soviet-controlled Government in Afghanistan continued to emphasize development of the country's mineral resources, primarily to supply raw materials and fuel to industrial areas in the Soviet Central Asian republics. In addition to expanding production of natural gas for export to the U.S.S.R., a $600 million2 Soviet-Afghan cooperation project, 1 of 167 such projects established since 1981, was devoted to exploiting the Ainak copper deposit, south of Kabul in Logar Province. Also being developed was the large Hajigak iron ore deposit in the Hindu Kush Mountains, 100 kilometers northwest of Kabul. In addition to these minerals, Afghanistan already produced small quantities of barite, cement, coal, gypsum, salt, and possibly some lapis lazuli. Afghanistan was the world's leading producer of lapis lazuli, a semiprecious gem stone, prior to the Soviet invasion in 1978, but production, although no longer reported, has probably been significantly reduced. It was also reported that Soviet mining engineers and technicians have commenced producing uranium from Lashkangah in the mountainous Khawaja Rawash area near Kabul.3 The Government was also considering mining chromite from Herserak and Mohammed Agha Kulanger, near the border with Pakistan.4 Afghanistan's overall economy remained stagnant in 1983, a result of continuing armed resistance to the Soviet-installed government. The gross domestic product (GDP) was estimated at about $2.8 billion, only marginally higher than the 1982 level. The value of exports was estimated at $720 million, up less than 2% over that of 1982, while imports rose approximately 8% over the same period. Natural gas was by far the leading export, earning about $295 million, up 4% over that of 1982. Approximately 90% of Afghanistan's natural gas production was exported to the U.S.S.R. Gas exports were used to pay the country's debt to the U.S.S.R., and also to pay for its supplies of petroleum products and other goods, which were imported almost exclusively from the Soviet Union. Some of Afghanistan's petroleum products were supplied by the U.S.S.R. as grants in aid, as Afghanistan did not have any domestic petroleum refining capacity.

The British Solomon Islands Protectorate continued developmental work on bauxite deposits on the Islands of Rennell and Vaghena. A feasibility study was completed by Mitsui Mining & Smelting Co., Ltd., and Pacific Aluminum Ltd. (a subsidiary of Conzinc Riotinto of Australia Ltd,), and negotiations with the Government were in progress. The Government will receive a 25% share if the project is realized. It was estimated that the Islands contain 60 million tons of bauxite with an alumina content of 45% to 50%.

The only reported mineral production in 1977 was small output of alluvial gold, valued at an estimated $54,320.2 In addition, marine shells are gathered for use in lime manufacture, although output was not reported. Proposed development of a bauxite mine and smelter, involving Rennell and Vaghena Islands, was deferred in June. Conzinc Riotinto of Australia Ltd. (CRA), in partnership with Mitsui Mining & Smelting Co. Ltd., and the Solomon Government, with- drew from the project, and Mitsui, which conducted a feasibility study and metallurgical testing of the bauxite, decided to defer further work because of slack demand for aluminum in Japan and difficulties in arranging financing. The Mitsui feasibility studies reportedly indicated that the project could be viable despite technical difficulties and relatively high initial investment costs. The project was to produce 1.5 million tons of bauxite and 600,000 tons of alumina per year from reserves totaling 60 million tans at 45% to 50% A1203.

Mineral production in Fiji, a group of 322 volcanic islands and atolls of Melanesia in the southern Pacific Ocean, continued to be dominated by gold. However, the Fijian mineral sector remained a minor factor as a source of export earnings, Government revenues, and employment, generating only 1% of the gross domestic product (GDP), estimated as $1.2 billion.2 The largest and most important mining operation was the Vatukoula gold mine on the north side of Viti Levu, the main island. The Vatukoula Mine has been in prduction since 1932, producing about 3.8 million troy ounces of gold and 1.3 million troy ounces of silver to date. In April 1983, the large Australian mining firm, Western Mining Corp. (WMC), assumed operation of the mine in a joint venture with Emperor Gold Mining Co. Ltd., which operated the mine previously. The WMC takeover of the mine management was expected to bring in additional capital and technological expertise in order to modernize operations, increasing both efficiency and output. During the year, rate of recovery was only about 75% of the gold contained in the ore and only 40% of the contained silver. Mining at the Vatukoula Mine was done using bath opencut and underground methods, with about 60% of the ore mined attributed to the underground operations.

Fiji has been an independent country within the British Commonwealth of Nations since 1970. It consists of an archipelago of more than 300 islands ranging from tiny coral atolls, cays, and rugged coral limestone islets, to the larger mountainous islands of Kandavu, Taveuni, Vanua Levu, and Viti Levu of volcanic origin. The islands of Fiji straddle the 1800 meridian about 1,800 kilometers south of the Equator in the part of the southern Pacific Ocean known as Melanesia. The production of gold and silver from the Emperor Mine at Vatukoula on the island of Viti Levu, the main island of Fiji, remained Fiji's only metallic mineral producer. Mining began at the Vatukoula site in 1933, producing 124 million troy ounces of gold and 147 thousand troy ounces of silver by yearend 1985.

In 1980, gold, silver, and pit and quarry construction materials were the principal minerals produced in the Dominion of Fiji. The combined value of these minerals totaled some $7.2 million,2 over 85% of all mineral production, Production of cement, sand and gravel, and quarry products continued to increase, but gold and silver production from Fiji's only operating mine declined slightly from the previous year's level. Mineral exploration has been carried out by U.S., Australian, British, Canadian, West German, and South African companies since the early 1960's, and a high level of activity was maintained throughout 1980. At the end of 1980, some 40 mineral prospecting licenses covering over 4,300 square kilometers were in force, and 19 applications were under consideration by the Mineral Resources Department. Total expenditures by mining companies on land base projects exceeded $6 million in 1980.

Gold continued to dominate mineral production in the group of volcanic islands and atolls of Melanesia in the southern Pacific Ocean, which comprise the British Commonwealth nation of Fiji. The Fijian mineral sector, however, remained of minor importance in terms of export earnings, Government revenues, and employment to the economy of the country, which was primarily agrarian with sugar as its mainstay. The Vatukoula gold-silver mine on the north side of the main island of Viti Levu remained the largest and most important mining operation, as well as Fiji's only operating metalliferous mine. In October, Western Mining Corp. (Fiji) Ltd. (WMCF), a wholly owned subsidiary of Australian-registered Western Mining Corp. Holdings Ltd., increased its interest in the Vatukoula joint venture from 10% to 20% by exercising its option with Emperor Gold Mining Co. Ltd., also of Australia. The assumption of mine management operations at Vatukoula in 1983, with its attendant influx of additional capital and technological expertise, enabled WMCF to increase both efficiency and output at the mine during 1984. Higher output was obtained owing to an increase in underground ore production, which was partly offset by a reduction in opencut tonnage, as well as to modifications in the recovery circuit. Rate of recovery increased from about 15% to over 82% of the gold contained in the ore and from about 40% to 45% of the contained silver.

The principal minerals produced in the Dominion of Fiji in 1982 were unrefined gold, silver, and tellurium. The combined value of these commodities was about $16 million,2 representing over 85% of the total value of mineral output. Cement, sand and gravel, and quarry products were the other minerals produced in Fiji. Despite the small part played by minerals in Fiji's economy, exploration on land and in the coastal areas was carried out by several international mining companies representing Australian, British, Canadian, West German, and U.S. interests. At the end of 1982, 30 prospecting licenses covering 2,300 square kilometers were issued. Most licenses were for copper, zinc, gold, and silver. Total expenditure on mineral exploration was $3.5 million.

Production of cement, sand and gravel, and quarry products increased substantially above the 1980 level. Mining bated on gold production was decreasing, and employment in the industry was declining. The better grade deposits in the one active mine were worked out, and only another 10 years' production at current rates was estimated to remain. While the high world gold price of 1979-80 led to intensive exploration, there has been little sum.

The other South Pacific islands included in this chapter extend from Papua New Guinea, east of the Indonesian Province of Irian Jaya on the island of New Guinea, to Fiji, straddling the 180° meridian. A number of islands have been omitted from this chapter owing to the fact that their only mineral production remained insignificant to the economy of the respective country or territory. These islands include the French overseas territories of French Polynesia and Wallis and Futuna Islands; the independent states of Kiribati, Tonga, Tuvalu, and Vanuatu; the New Zealand freely associated state of the Cook Islands; and the New Zealand dependency of Niue. The mineral production that did exist in these islands was limited to construction materials such as coral reef limestone, crushed stone, and sand and gravel in minor quantities used solely for domestic consumption. FIJI Fiji, an archipelago in Melanesia consisting of 300 islands ranging from tiny coral atolls, cays, and rugged coral limestone islets to the larger mountainous, volcanic islands of Kadavu, Taveuni, Vanua Levu, and Viti Levu, straddles the 180° meridian about 1,800 kilometers south of the Equator. Fiji has been an independent member of the British Commonwealth of Nations since October 10, 1970.

The Other South Pacific Island states extend from Palau, also called Belau, near the Philippines in the west, to French Polynesia in the east. However, a number of countries and territories have been omitted, from this chapter because their mineral production was insignificant to the local economy. These include the French over-seas territories of French Polynesia and Wallis and Futuna Islands; independent states, including Kiribati, Marshall Islands, Micronesia, Palau, Tonga, Tuvalu, and Vanuatu; the New Zealand freely associated state of the Cook Islands, and the New Zealand dependency of Niue. What mineral production existed in these islands was limited to construction materials such as coral reef limestone, crushed stone, and sand and gravel in minor quantities solely for domestic consumption. FIJI The mineral industry of Fiji continued to be dominated by gold, although this sector contributed less than 1 % to the gross domestic product (GDP) of the country. Gold and silver together ranked second in value among the country's exports. Fiji's economy contracted 11% during the 8-month period following the first, on May 14, of two military coups. Although the island nation had been a member of the British Commonwealth of Nations since its independence on October 10, 1970, Fiji's membership terminated with the emergence of the Republic or Fiji on October 15.

Production of cement, sand and gravel, and quarry products increased substantially, but gold and silver output from Fiji's only operating metal mine continued the down-ward trend of recent years. Mineral exploration by several international mining companies as well as by local prospectors was being carried out over much of Fiji, and a number of interesting prospects were discovered. One of these, a medium-size porphyry-copper prospect in the Namosi area of Viti Levu, W88 at a mining feasibility study stage. At Mount Kasi on Vanua Levu, an extensive program of geological sampling and mapping W88 being conducted, and surface sampling and drilling W88 taking place at some base metal prospects in the south-central parts of Viti Levu. Also, high gold values in surface samples were reported at Vuda in western Viti Levu.
