"IntroductionSafety and training in the mineral industry will always be issues that are hotly debated and discussed.The nature of the mining industry, where people and equipment work in close quarters deep below the earth's surface, attracts a great deal of public attention and concern, especially in the areas of safety and related training activities. This concern has been carried over into the mineral processingsector which is, of course, a vital part of the mining industry.It is therefore imperative that mining people closely examine the policies, procedures and programs presently in place to determine if they meet the needs of the industry and its employees. Everyone stands to benefit: the companies, employees and the mineral industry as an important segment of the Canadian economy.Phrases such as ""Safety First"", ""Safety is Number One"", have a role to play in industrial safety programs but in reality are a shallow approach to the magnitude of the challenge. An industry must produce its products in a cost-effective way, with good employee relations. None of these objectives can be successfully achieved unless accompanied by good safety performance. Accidents both on and off the job result in very poor efficiency, high costs and poor employee relations.This chapter, Safety and Training, outlines those major areas that the author believes are necessary components for an industrial safety, health and training program, but are not all inclusive. More will surely be added as additional problem areas requiring attention are identified. The major sections discussed are: Development and Implementation of a Safety Program; Occupational Health; Training; and Audit Procedures.The author has drawn on his experience as both a mill superintendent, mine manager and superintendent of safety, health and training. The approach developed at loco Metals Manitoba Division is frequently used in this paper with examples and excerpts to better illustrate the subject, but does not represent the full scope of programs in place in the Division."

"PRACTICAL SAMPLING TECHNIQUESIt is important to achieve reliability when sampling heterogeneous materials where there is a difference in composition, and non random distribution of the constituent particles. Throughout the design, construction and installation of sampling systems it must be borne in mind that the sampling point must be capable of:-allowing each particle in the stream an equal opportunity to be sampled.-accepting and collecting as large a volume or mass of material as necessary to satisfy the requirements of particle counting statistics.-establishing a sampling plan so that the sample is representative of the whole to a defined standard of accuracy.Design ConsiderationsFactors that may influence the design of the sample point include:-the mass, or volume flow rate of the material being sampled-the size and shape of the material or flowing stream-the physical condition of the material being sampled (i.e. temperature, wetness, size consist, density).-the chemical composition of the material being sampled -the location of the sample point and the space available for installation, extraction, reduction where necessary, secondary sampling, and return of the sample rejects downstream.-whether the process to be sampled is in an existing plant or one yet to be designed and built.-ease of access for servicing and maintaining the equipment.-whether the sampled material must be collected continuously or intermittently.-whether an existing sampling method is likely to be adequate or whether a new technique has to be developed."

"The Abitibi volcano-plutonic belt forms the major portion of the Abitibi lithotectonic subprovince in the Superior Province. The Abitibi belt is composed essentially of"" (1) approximately 2.7 Ga old volcanic and sedimentary rocks; and (2) gabbro, tonalite, granodiorite and syenite intrusions occurring in well-defined prekinematic ( synvolcanic ), synkinematic and post-kinematic plutonic suites. Most of these rocks are metamorphosed to greenschist facies. Regional multi-phase deformation affects the volcano-sedimentary rocks. Deformation was initiated as these rocks were formed, and peaked at the end of the Keno ran orogeny with the emplacement of granitic batholiths.There are 145 former and current mines in the Quebec segment of the belt. To date, more than 420 Mt of ore have been extracted yielding 1,600 tonnesof Au, more than4,000 tonnesof Ag,4,400,000 tonnes of Cu and 5,300,000 tonnes of Zn. Mineral production is concentrated in geologic domains that approximately coincide with the boundaries of lithotectonic domains. We have compared the geology and mineral deposits of different domains to illustrate their distinct metallogenic signature. Certain domains are dominantly gold-producing (Cadillac-Malartic, Val-d'Or, Caopatina), others are base-metal producers (Matagami and Normetal), while others produce both gold and base metals ( Rouyn-Noranda, Chibougamau, Casa-Berardi-Joutel).Gold is extracted from quartz-rich vein deposits (for example, Val-d' Or), sulfide-rich veindeposits(Cadillac or Chibougamau) and from volcanogenic massive sulfide deposits ( Rouyn-Noranda). Base metals are generally mined from volcanogenic massive sulfide( RouynNoranda, Matagami, Normetal), although certain vein deposits yield base metals (Chibougamau) . Certain sectors are dominantly zincrich (Matagami, Normetal)."

"History of Tara Mines Ltd.Tara Exploration and Development Company Ltd. was formed in Canada by Irishmen in 1953. The discovery of an orebody approximately six miles from the historically famous Hill of Tara in County Meath was a wild dream . Nevertheless this dream became a reality. Tara Mines Ltd. was formed, and the mine developed some 35 miles northwest of the City of Dublin in the Irish Republic.Tara's original drilling program indicated a zinc-lead orebody of approximately 60 million tonnes grading at 10.1% Zn and 2.6% Pb. The terms of the mining lease stipulated that the Irish government would acquire 25% equity interest in the operation. The mine was thus owned 75% by Tara Exploration and Development Company Ltd. of which the principal shareholders were Noranda and Northgate, together with 25% being held by the Irish government. The mine was purchased in March 1986 by Outokumpu Oy, a Finnish mining and metallurgical company, and together with the 25% government stake are the current owners. Outokumpu Analysis on Tara Mines Ltd.Upon ownership Outokumpu carried out a comprehensive analysis on the operation and came to the following conclusions :1. Tara had a good orebody;2. Tara had a skilled, capable, stable workforce;3. Tara's concentrator and processing equipment was adequate to meet requirements;4. Tara's mobile equipment fleet was too old and too numerousin numbers; and5. Tara had too many employees, both staff and hourly paid .With ore reserves of approximately 50 million tonnes and at a planned extraction rate of 2.6 million tonnes it meant that the mine had a lifespan of approximately 20 years. To be a viable operation into the future, the mine had to become more efficient. Operating costs and manpower levels had to be dramatically reduced."

"In this period of improved metal prices and reported profits, valuable lessons should be recalled from the 1970s when a similar cycle lured the federal and provincial governments into thinking that they could grab bigger pieces of the pie without harming the minerals industry. It took years for the industry to recover from the damage inflicted by that unprecedented scramble for higher tax revenues. It is hoped that the current policy makers will have learned from the lessons of the seventies, and will realize that mining companies need to keep a reasonable share of profits realized during the good years in order to prepare for the inevitable downturn in the cycle.INTRODUCTION"", «. We have made clear to industry that super profits... will no longer be tolerated "".With that assertion, the Honourable David Barrett , Premier and Minister of Finance of the Province of British Columbia, announced the introduction of a new mining tax regime in his February 17, 1974 bud get papers . British Columbia producers would face a basic royalty and a royalty on so-called ""super profits"", resulting in some instances in tax rates exceeding 100070 of pre-tax profits.The ball started to roll. Mining tax changes knew no political or geo graphical boundary. On April 9, 1974, Ontario's Treasurer John White stated in his budget speech:""Increased demand by major industrialized countries has resulted in sharply higher metals prices and substantial wind fall gains for the mining industry in Ontario. With the prospective demand for minerals likely to sustain current price trends into the future, it is only fair that we secure for the people a higher return from our natural resources""."

"In conjunction with Banick Mercur , Wright Engineers Limited designed the first multi-stage aqueous pressure oxidation system in an alkaline environment in North America. A three-stage slurry heating and slurry pressure let-down with heat recovery was an innovative approach to the problem of high energy cost with the low sulphur content of the ore. The design of this system required solving a number of problems associated with heating and pumping of slurries at pressures up to 3230 kPa and temperatures in excess of 220°C. Wright received an Award of Merit in October 1989, from the Canadian Consulting Engineering Awards Committee in the Process Category for its design of the Mercur pressure oxidation system.The Mercur Mine is located at the south end of the Oquirrh Mountains in Tooele County about 65 miles by road from Salt Lake City, Utah, U.S.A. The original mill was designed to process 5000 tpd of oxidized gold ore in a carbon-in-leach (CIL) circuit. A new ore treatment system was required to treat the substantial quantities of refractory ore reserves which could not be treated economically in the existing mill. The new pressure oxidation circuit makes the refractory ore amenable to gold recovery by oxidation of the sulphides contained in the ore .Wright Engineers Limited was commissioned by Barrick Mercur Gold Mine Ltd ., a wholly-owned subsidiary of American Barrick Resources, to design the pressure oxidation facility. This followed completion of a feasibility study by Wright which showed that the project was technically and economically viable.Work on the feasibility study began in 1986, detail design commenced in February 1987, and was completed in December 1987. Mechanical installation was completed in January 1988, and slurry feed began in February 1988. The plant has operated since June 1988 without major interruption . Wright was responsible for engineering, procurement and construction management for the addition of the 750 tpd pressure oxidation circuit to the existing mill and also had commissioning responsibility.Major unit processes involved in the pressure oxidation facility are ore thickening, three-stage slurry preheating, pressure oxidation and three-stage slurry cooling with heat recovery, stearn generation, propane and oxygen storage and a video graphic display process control system were included in the scope as process anciliaries.The pressure oxidation increases gold recovery from the refractory ore by conventional CIL from as low as 35% to more than 86070. A patent has been granted for the process."

"The Star Lake Mill was commissioned by Cameco (formerly Saskatchewan Mining Development Corporation) in 1986 to process a small high grade gold deposit in a remote location of Northern Saskatchewan. The lean approach to the 200 t. p. d. CIP mill to minimize capital and operating costs employs a number of unique features which are described along with highlights from the initial two years of operation.1.0 INTRODUCTIONThe Star Lake Mine is located 520 kilometers north of the City of Saskatoon (Fig. l) with the nearest population centre in La Ronge 130 km to the south. Gold showings were first discovered in the area in the 1940's with the Star Lake ""21 Zone"" ore body discovered in 1983. The Star Lake Mine started operations in 1986 becoming the first primary gold producer in Saskatchewan in over 40 years. The mine is operated by Cameco (formerly SMOC) with 50\ ownership in a joint venture with starrex Mining Corporation (35\) and Uranerz Exploration and Mining (15%).The limited reserves coupled with the remote location and the price of gold ($300-$350 u.s./oz) at the time the project feasibility was being assessed required a lean approach to make the short term operation successful. This paper describes the approach taken in the design and construction of the Star Lake Mill and describes the mill operation with highlights of the initial two years of operation."

"The National Uranium Tailings Program was established in 1982 to develop, in part, a mathematical predictive model which would allow the assessment of the impact of uranium mill tailings on the environment and particularly on humans. . To achieve this , various studies were undertaken to establish the role played by key constituents of the tailings. This paper summarizes the findings of a study carried out under that program, to examine the leachability of barium-radium sulphate sludges produced in the treatment of uranium mill tailings decants. The investigators performed detailed chemical an alysis of the sludge, applied geochemical computer models to investigate sludge leaching behaviour, and conducted experiments to assess the impact of bacteria on leaching. The modelling showed that the redox state o f the sludge-leachant system was the most important factor. Substantial bacterially-mediated dissolutio n of the sludge and release of radium was demonstrated experimentally under suitable reducing conditions . INTRODUCTIONIn September 1981, Phillip A. Lapp presented the final report of the National Technical Planning Group on uranium tailings research to the federal government (Lapp, 1981). Lapp' s group had performed an in-depth survey of the status of uranium tailings research in Canada and, as a result, recommended that a national program be funded in the amount of $18 .6 million. Half of this fund ing was to come from the federal government, with the two producing provinces , Ontario and Saskatchewan, providing the balance. However , the provinces declined to support the program and the federal government decided to inaugurate a reduced program with $8.5 million o f funds .In late 1982, the formation of the National Uranium Tailings Program (NUTP) was announced by the minister of state for mines. A primary objective of this program was to develop a mathematical predictive model that would permit the assessment of the impact of uranium mill tailings on the environment, a nd particularly on humans. The program was to use existing information to the greatest possible extent, and then fund research to fill in gaps or substantiate data where necessary .The NUTP was established to administer this program of contract research over a five-year sunset life. By the end of the 1986-87 fiscal year the NUTP had completed about 100 contracts. One of those projects was to study the effect of placing barium-radium sludge ba ck within the tailings matrix. Th is paper gives the results of that study."

"INTRODUCTIONWhile this paper deals specifically with potential coal use at the Cold Lake Project of Esso Resources Canada Limited, a majority of the technical aspects of coal conversion could apply to any oil field and industrial boilers or stearn generators. In 1962, Imperial Oil Limited's production arm (the forerunner of Esso Resources), began examining methods of extracting bitumen from a 50 m thick layer of oil sand buried 450 m below the surface in the Cold Lake area. Almost two decades of research followed to develop an in situ oil sands recovery technology that made commercial production feasible.A $13 billion mega project that would have produced 22 000 m3/d (141 000 barrels/day) of synthetic crude oil (160 000 bpd of bitumen) was shelved in 1981, and ultimately replaced by a phased development strategy, involving smaller production units, to bring blended bitumen production on stream as markets and prices permit.The first two phases came into production in 1985. There are currently a total of six phases in production with four more in the construction stage. Each phase has 130to 140production wells (initially) and a central plant with water treatment, crude treatment and stearn generating facilities capable of producing 150 m3/d (9500 bpd of raw bitumen). The stearn generation section for each phase consists of three 180millionBtulhour oil fieldsteam generators.In its natural state, the bitumen is too thick to be recovered using conventional oil recovery techniques. At the Cold Lake Project, bitumen is recovered by a method called cyclic stearn stimulation. Water is pumped to the central plant where it is treated and heated to produce high pressure, high temperature steam. During the steam cycle, this steam is transported in insulated pipelines to the wells for injection into the oil sand formation. This cycle lasts from 30 to 50 days, heating the formation and causing the bitumen to flow. Following an initial flowback period, a surface based artificial lift system pumps the heated liquid bitumen, mixed with water and gas, out of the well and back to the central plant. The water and gas are separated from the bitumen, with the gas being used to provide some of the fuel for the stearn generators and the water being treated and recycled. Approximately 5% of the water cannot be recycled and is disposed of by injection into deep formations . The bitumen is blended with a diluent and shipped by pipeline to market."

"IntroductionThe purpose of sampling is to remove a portion of material from a stream which is representative of it in size, moisture and mineral content.To prevent the effects of segregation, generally caused by the way in which a conveyor, pipe or launder is loaded or directed, the sampler should cut proportionally the entire cross section of the stream.If one conveyor transfers to another at a right angle, fines may be dropped on the near side, and the coarse material thrown to the opposite side. Segregation can also occur as a result of the motion of a conveyor belt passing over the idlers causing the coarse material to roll to the sides of the belt.When slurry changes direction of flow in a launder or pipe, the heavier and coarser fraction will centrifuge to the outside of the curve and tend to remain on one side of the stream. Similarly, if two streams joining in a common launder are not mixed at the point of confluence, they will continue down the launder unmixed . This effect is particularly noticeable in a plastic lined launder.Therefore, a proportional sample is usually accomplished by a constant rate of cutter travel across the entire stream, making certain that the cutter is not full or splashing over before reaching the end of travel.The cutter should operate on a constant interval based on time, tonnage and uniformity of flow. The opening should be at least three times the width of the largest piece to be sampled. The cutter width is more critical with ore samples where particle sizes are large. With slurry samples, the opening is usually much larger than the minimum in order to obtain sufficient samples"

"Talc ore from Bakertalc, High water, Quebec analyzing about 60% talc, previously dry ground to about 95% minus 53 µm was beneficiated in an 11.4 kg/ h pilot-plant flotation circuit. A concentrate of 95.9% talc (necessary for paper-grade) was obtained at a recovery at 75.3% by employing 53 g/t of Dowfroth 250 collector at pH 9.2; further cleaning increased the grade to 97.2% talc at a recovery of 57.5%.Flotation of fresh ground 60% minus 44 µm ore at a feed rate of 18.6 kg/ h produced a grade of 96.4% talc with a recovery of 78.2%, using Aerofroth 70 collector a six carbon-branch chain alcohol, at pH 9.2.The similarity in the concentrate grade and recovery between pre-ground and fresh-ground ore indicated that it was not neces¬sary to grind to 95% minus 53/2m to achieve comparable selectivity. A grind of 60% minus 44 pm corresponds to 100% minus 300 µm.Flotation retention times obtained with fresh ground ore indicate 33 min. for combined rougher/scavenger, and 15 min. each for the first and second cleaners.Talc-magnesite flotation separation is explained in terms of physico-chemical forces, with reference to surface charge and adsorption mechanisms."

"Highvale Mine, located at Wabamun, Alberta, produces thermal coal for TransAIta's Keephills and Sundance generating plants. Overburden stripping in the mine is conducted by draglines which normally operate on top of the overburden bench. In certain areas oj the mine, however, these overburden benches are susceptible to slope failure. In these areas, due to safety considerations, the draglines are utilized in the less productive chop-cutting mode, supplemented by mobile equipment where the bench height exceeds the dragline chop-cutting limit. This paper proposes maintaining the draglines in their normal digging mode through areas of unstable or jailed overburden, by utilizing a dragline carried toe buttress 10 ensure adequate bench stability. The data requirements and methods of slope analysis to design a toe buttress across an unstable highwall area are examined in rigorous detail. INTRODUCTIONLocationHighvale Mine is owned by TransAlta Utilities Corporation and operated under contract. It is Canada's largest coal mine with an annual coal production in excess of II million tonnes. The mine is located approximately 80 km west of Edmonton on the south shore of Wabamum Lake (Fig. I) and production is currently provided by three pits 02. 03 and 04 (Fig. 2). The entire coal production is consumed at the nearby Sundance and Keephills power generating plants.ScopeThe mining operation at Highvale Mine has had occasional slope stability failures of its high wall overburden bench. This paper examines one such failure which occurred in the summer of 1983 at Pit 03. In addition to an investigation of the failure, Terracon was asked to recommend mine operation procedures which would minimize the impact of these slide zones on dragline productivity. A method of removing the failed material by utilizing the dragline in its normal digging mode is designed. The method's advantages and disadvantages as well as the required support procedures are reviewed."

"INTRODUCTIONI have been asked to make available our method of determining the ""Live Inventory"" within a gravity type thickener. The ""Live Inventory"" being that tonnage compatible with the optimum underflow density that satisfies the process requirements.One prerequisite of the calculations is the proper determination of the final pumpable underflow density. A further requirement is that, prior to shutdown, the thickener has been operated properly, particularly that it has not been operated for storage capacity.Until recently I had few chances to check the method. However, I was most fortunate to have had a recent opportunity covering several months on a 300 ft diameter thickener at a plant in the U.S.A., wherein the method was tested and verified many times. The method proved accurate in that our calculated tonnage checked with the actual dried physical inventory of the drying facility.At the precise moment that the feed to the thickener was shut down, a per cent solid determination was made at the critical place and the tonnage in ""Live Inventory"" determined. Let us say that at the moment the thickener U' Flow solids was 20%. The thickener then was allowed to cperate until the U' Flow solids dropped below 20%, at which time the thickener was deemed to be relieved. Anything much less than 20% was not suitable to the subsequent centrifuge operation.Most large metallurgical thickeners have a configuration of three slopes at the thickener ""bed"". These slopes are dictated by the raking blades and are shown on the manufacturers' erection drawings. The first slope is from the outer periphery and generally takes up a distance of about 60% of the radius, the second slope generally taking up the remaining 40%. Within this 40% area, there is usually another slope taken up by the cone on ""B"" type thickeners or an actual steeper inner slope on ""C"" type thickeners."

"INTRODUCTIONTetronics Research and Development Co. Limited has installed several plasma torches for steel heating in continuous caster tundishes. An extensive demonstration program on a 14 tonne tundish reported the following advantages of plasma heating.• close control of steel temperature to ± 5°C;• a reduction of the furnace tapping temperature of up to 20ºC, leading to savings in energy and refractories costs ;• improvement in steel quality, to produce a slab product with an equi-axed crystal structure and a reduced number of large sub-surface slag inclusions;• the virtual elimination of oxygen pickup in the tundish; and• the capability of making ferroalloy trim additions to the tundish to permit a change of steel grade during casting, greatly decreasing inventory costs.The Need for Tundish HeatingIn the continuous casting of steel, the function of the tundish is to transfer the molten metal between the ladle to one or more continuously fed casting moulds. Figure I shows a typical temperature profile of molten steel in the tundish over the first cast cycle. It is observed that a rapid drop in temperature occurs both at the start of the cast, due to the tundish refractories absorbing heat, and also during ladle changeover. In addition, as a result of thermal losses through the ladle sidewalls, there is a gradual decline in the bulk steel temperature over the entire heat cycle. Consequently, in normal tundish operation, it is necessary to cast with a high superheat (25°C to 30°C + above steel liquidus temperature) in order to prevent freeze-up of the strand. Problems of high temperature variation and the potential of the steel solidifying in the tundish are greater for small caster units of low thermal mass . A high steel superheat increases the steelmaking vessel process time and refractory wear and prevents the formation of a uniform equi-axed solidification structure in the cast steel, resulting in centre line segregation and porosity. The large drop in the casting temperature that occurs during unsteady state operation causes an increase in the number of sub-surface inclusions, reducing the value of the product. Accordingly, plasma heating may be employed to maintain the molten steel at an optimum temperature to produce a slab of consistent quality."

"The Nova Scotia Department of Mines and Energy located a drillhole at Riverside Corner, Hants County, Nova Scotia, to examine the stratigraphy, structure and potash potential of the Kennetcook River gravity low. This evaporite-related gravity anomaly is one of the largest virtually unexplored gravity anomalies in Nova Scotia. The drillhole intersected a structurally complex sequence o flower Windsor Group ('B' Subzone) evaporites. Downhole geophysical wireline logs were used, in conjunction with detailed lithological descriptions, to interpret the structure and stratigraphy of the sequence. Similar application of total gamma ray, density, caliper and neutron-neutron log responses allows stratigraphic correlation of Windsor Group carbonate marker units separated by up to 35 km in Cape Breton. This work confirms the value of downhole geophysical logs as a tool in the exploration of evaporite deposits regardless of the presence or absence of high quality core. INTRODUCTIONThe exploration methodology for evaporite (specifically salt/potash) deposits in eastern Canada (and worldwide) is relatively simple: identify a negative gravity anomaly within a favourable geological setting, Windsor/Cordroy Group sediments in eastern Canada, and drill it (Anderle, 1980). Although this is an obvious oversimplification of the necessary expertise in the planning and complet ion of an exploration program, those familiar with potash exploration drilling can attest to the risks and expense, in terms of time and problems , associated with the location and drilling of diamond-drill wildcat holes. Potash exploration programs in eastern Canada, their results and inherent difficulties, have been documented by Anderle et al. (1979), Cooper (1981), Dekker (1982), Carter and Boehner (1986), Carter (1988) and Carter and Anderle (in prep .).Downhole geophysical wireline logs have become an important tool in the stratigraphic and structural interpretation of evaporite sequences in eastern Canada and, in many cases, represent the only information recovered or the only information available due to the drilling method (rotary) and/or the long term instability of evaporite cores. This paper documents examples of downhole geophysical log responses which, combined with detailed lithological examination of drill core, or in the absence of core, are used in the interpretation of the complex lithology and structure of a deformed evaporite deposit. Geological and geophysical data from the Nova Scotia Department of Mines and Energy (NSDME) Riverside Corner 85-1 drillhole are presented here as a partial case history and prime example of the use of this method to interpret the complex structure of an evaporite deposit. Drilling of NSDME Riverside Comer 85-1 was conducted in late 1985and early 1986by the Department (Carter and Boehner, 1986) under a program to assess the potash potential of selected areas of the province as part of the Canada-Nova Scotia Mineral Development Agreement 1985-89. A reinterpretation of a portion of the available data from two exploration drilling projects on Cape Breton Island in the Canso-Bras d'Or area is also presented (see inset, Fig. I). Several drillholes have intersected the Windsor Group evaporite sequence in these areas and the available geophysical logs are a valuable tool in the interpretation of the structure of the deposits. However, no attempt has been made to present or discuss the detailed geological investigation and comparison of these two deposits. They are presented here as an example of the reinterpretation of existing data and their application to stratigraphic correlation and structural interpretation of complex evaporite deposits. "IntroductionEnvironmental pollution problems, caused by gases or effluents, by high noise levels or from air borne dust, are placing increasing demands of the operators, from statutory authorities, and from the general public, to adopt more stringent dust control measures. This requires that a successful plant dust control program be an integral part of any plant operation. While a successful environmental program is a key factor in maintaining productivity and good labour relations, anticipation of future environmental regulations during the plant design phase can avoid the high cost of plant upgrading, or dealing with pulmonary conditions in the work force in subsequent years.Particulate removal, conventionally called dust collection, involves the removal of coarse- and fine-particulates from the airstream. Although generally limited to that required for contro!Hng plant generated air emissions, particulate control equipment also has a wide application for air cleaning and filtration inside the plant, as well as for recovery of usable products.In the late 1950s and early 1960s the public became more concerned with the problems of air pollution. This increasing concern was stirred by an awareness of the extremes to which water pollution had progressed in many of the rivers and lakes, by increasing perception of air pollution as detected by visible smog and harsh chemical odors, by the alarming rate of increase of smog plagued cities and communities, and by specific incidents where ill health could be traced to specific episodes of air pollution. Particle size is perhaps the most important single factor affecting particulate control. Large particles (over 5 microns) constitute the major mass fraction of most sources of emission and economical control equipment dqes exist for their efficient control. However, while these larger particles frequently represent the source of soiling and unsightly smoke plumes, they are not a major health problem as they tend to settle relatively quickly, are more easily scrubbed from the atmosphere by rain, and are not able to penetrate the respiratory system. By far the most important form of particulate air pollution is the fine particulate, (below 3 microns) which is harmful to the pulmonary system. The adverse effects caused by this particulate matter on human health are for the most part related to injury to the surfaces of the respiratory system. Particulate material in the respiratory tract may produce injury itself, or it may act in conjunction with gases, altering their sites or their modes of action. A combination of particulates and gases may produce an effect that is greater than the sum of the effects caused by either individually (i.e. synergistic effect)."

The paper suggests a number of factors that might be taken into account in negotiating royalty terms.IntroductionRoyal ties are a part of mining life in Canada. They are used by many kinds of individuals in many kind s of situations. Prospectors commonly take royalty interests back when they transfer claims to development companies. Mining companies disposing of undeveloped (or sometimes even developed) properties are often paid at least in part by royalties. Royalties are even used by institutional investors with no other connection with the resource industry.Such different royalty holders have different investment goals, different cash flow requirements, and different risk / return preferences. These differences have given rise to a number of different royalty types. These types range from the simplest cents-per-ton royalty (where the operator pays a royalty at a fixed rate per ton milled) to net smelter return or ""NSR"" royalties (where the royalty is based on a percentage of the operator's NSR) all the way to net profit interest or ""NPI"" royalties (where the royalty is based on the operator's bottom-line net profit),The fundamental difference between the many royalty types is in the risk / return relationship. The cents-per-ton royalty, for example, is relatively risk-free. Of the many economic factors which affect a mine, the only one which will affect the royalty holder is the amount of ore physically milled. On the other hand, the potential for significant gains under a cents-per-ton royalty is also very limited. The royalty holder will not share in any increases in the market price of the end product or any cost reductions achieved by the producer."

"This paper deals with the history, development, present and future of the Employee Assistance Programs in place at the Inco Ltd. operations in Thompson, Manitoba. It should be noted that, although many similar programs exist in various industries and jurisdictions, these programs had to be fine-tuned to meet the needs of Inco employees, having in mind the helping professional resources available in Thompson and its geographic location. IntroductionIn the late 70s, many Canadian industries and the Canadian Labour Congress and their affiliates commenced discussions on the value of the Employee Assistance Program (E .A.P.) philosophy to both management and labour.In the contract signed between Inco Ltd., Manitoba Division and Local 6166, U.S.W .A. in 1981, a commitment was made to establish a joint E.A.P. for the hourly workforce in Thompson, Manitoba. With this background and sequence of events in mind, it is appropriate to explain the methodology and the steps that were taken for the implementation of the hourly program. Development of Hourly ProgramIt was agreed by the company and the union that the committee to develop the program should consist of equal numbers from both sides: three active union members plus an advisor representing the Union and three supervisory personnel plus an advisor representing the Company; in addition, a person familiar with E.A.P.s from the Alcoholism Foundation of Manitoba was to act as a facilitator. The Union appointed a social worker who was working as a counsellor for union members as their advisor , and the company appointed a staff employee who had worked voluntarily in the field of alcohol and drug abuse for many years. The makeup of the committee was extremely important in order to give credibility to the entire process. The makeup of the committee is shown in Table 1.The facilitator selected from the Alcoholism Foundation of Manitoba was well known in the community and highly respected in his profession."

"The Canadian mining industry faces the prospects of a severe shortage of graduate mining engineers over the next decade. This arises from three factors: first, a growth in industrial activity; second, the average age of company engineering and management staff; and third, the reduced number of students in engineering faculties around the world. This paper aims to identify the critical factors underlying the trend of inadequate recruitment into higher education for mining and to examine means of alleviating the problem.This paper is based upon surveys of potential and current students and graduate mining engineers from four mining schools. "IntroductionA brief literature search will reveal that the information available concerning rod mills and ball mills is quite extensive. This type of equipment is used to treat every element from antimony to zinc. The size and capacity of individual mills, the number of units employed, and the configuration of the equipment within a concentrator add another dimension to the possible scope of this discussion. It would be impossible to treat this volume of material with any degree of thoroughness.It is the intention in this paper to describe the simplest and generally the most typical circuit wherein a single rod mill and ball mill operate in parallel. Some of the subject matter will not be entirely applicable to every installation. However the principles should be generally relevant to most applications.Typical Circuit DescriptionFigure 1 illustrates the arrangement of the equipment associated with a rod-ball mill circuit.Ore is extracted from a fine ore storage bin (1) the capacity of which is large enough to allow .continuous mill operation independently of the mine and crushing plant production schedules. A number of feeders (2) may be employed to control the flow of ore to one or more feeder conveyor belts (3). In larger tonnage operations several such conveyors are employed at least one of which will be equipped with a variable speed control to allow adjusting of the amount of feed reporting to the rod mill. A rod mill feed conveyor (4) accepts all of the ore from these feeder belts for ultimate transfer to the rod mill. This conveyor is normally equipped with a weightometer (5) to monitor the flow rate of ore to the rod mill and ultimately to allow control of this flow. Typically these conveyor belts would be equipped with feed deficiency switches which would give a remote alarm of the fact that no ore is present on the conveyor. The conveyor belts are protected by underspeed monitors which will provide a remote alarm and automatic shutdown of the conveyor in the C'.'~nt that belt slippage occurs. Finally the belts are protected by monitors which will alarm and shut down a belt if it is not running straight in the idlers."
