Project approvals are the key mechanism to balance the environmental, social and economic aspects of a project. The assessment approaches vary significantly between states, with some having a strong emphasis on social, economic and environment, while others focus primarily on the environmental issues. There are a number of approaches which proponents and governments should consider which not only deliver better project outcomes, but can save proponents time and resources in delivering the project.   These approaches are not new but are often poorly implemented. This paper considers a number of these approaches and outlines the benefits they bring.

Projected cooling requirements for ERPM led to the first proposals for the large- scale use of ice for mine cooling in the early 1980's. Following successful research into ice conveying and ice melting a large ice plant was commissioned at Harmony in 1985 and a much larger 6000 ton per day plant is presently under construction at ERPM. A brief description of the mining project is given, followed by general descriptions of the surface ice plants and the ice conveying system, the systems for using the ice for mine cooling, and the control of the whole ice cooling System.

The Auscoke project has reached-a stage where a pilot plant nominally able to produce 100 t.p.d. of coked briquettes is being brought on stream during Nov. 1971 . The targets for this stage of the project are to establish the technological and economic value of Auscoke for the iron blast furnace, and to verify the commercial feasibility of large scale plants. The project originated at the B.H.P. Central Research Laboratories (C.R.L.) and work to date has shown that using a two stage contin- uous process, strong large coke can be produced at good productivities from medium or low volatile poorly caking coals. General features of the pilot plant and processing are discussed.

Metallurgical process control systems in mineral plants often employ state-of-the-art monitoring analysers in an attempt to optimise plant operations and enhance mineral recoveries. These systems are unfortunately invariably fed by simplistic ‘sampling’ designs consisting of various in-stream methods or pressurised probes. These are unfortunate compromises and provide a false picture of what a mineral flotation or other process can achieve. The situation is further aggravated by some manufacturers using misleading marketing to suggest discrete cross-stream methods for metallurgical accounting and unreliable continuous in-stream off-takes for control sampling and that they are of synonymous integrity.Reliable, absolute or representative samples are often absent in many modern day concentrator plants, due to compromises around sample taking, particularly in terms of delineation and extraction errors and thus leading to sample bias. For more reliable information from online analysers we need a continuous, but much more reliable sample taken, than is current practice.Online analysers require a fully proportional and continuous supply of sample for effective process control, otherwise maximised or benchmark recoveries will be nothing but a pipe dream. Large discrete cross-stream samples from mechanically less reliable equipment cannot be used as feed to online analysers, as it will negatively impact real-time feedback and efficient process control.It is possible to build correct sampling systems that could do both process controls online and metallurgical accounting at the same time. Multotec Process Equipment (Pty) Limited, in close association with experienced sampling consultant Francis Pitard, have jointly patented a concept to achieve this and which is embodied in the design of the unique Rotating Cone® Sampler (International Patent Application No. PCT/IB2016/057464). This versatile unit for dry and wet applications has high division ratios via two-step sampling and division.A prototype was built and tested to validate the design and levels of precision achievable when employing the unit to split dry mineral fines or even certain foodstuffs.CITATION:Steinhaus, R C, Rust, J J and Singh, M, 2017. The importance which matters of social welfare and environmental quality have assumed recently is the underlying theme of this paper. Demands for infrastructure reflect the change in emphasis from economic and technological development to those issues which affect the total well-being of the community. To put the importance of social change in perspective, examples are cited and a theme is developed which underlines the relevance of changes in public attitude and in government policies on mineral exploitation and related development and on the regimen of associated infrastructure sought. Planning on a long term or strategic basis and on a broad scale is put forward as an effective means of identifying changing social attitudes for the purpose of framing government and corporate policies. As a prelude to a section in which a description is given of a novel 'services baseline' concept and its use in the assessment of the current backlog of services

This paper details the approach adopted to develop an integrated asset management system for a GreenfieldÆs Metallurgical Plant during a recently completed feasibility study. The proposed asset management system deals with general aspects related to metallurgical operations and includes the following:plant operation and control, human resources, security systems, stores, and maintenance management. The paper deals with the establishment of requirements for the asset management system, the interfaces required, available systems in place and cost estimations for implementation. Every effort was made to integrate the system into existing corporate installations to create an integrated and effective management tool from both a plant operation and support perspective.

Triboelectric Separation - Beneficiation of Coal The performance of triboelectric separators is highly sensitive to the selectivity of the particle charging process. This paper presents a quantitative study on triboelectric coal beneficiation. The performance of different charging media was studied. Stainless steel was identified as having a work function between that of coal and silicate gangue and found to be the optimum charging medium for coal beneficiation. Recent results from separation tests were performed where silicate gangue was separated from crude coal using a parallel plate free-fall separator are illustrated.

The extraction of platinum and rhodium from scrapped honeycomb autocatalyst into hydrochloric acid/aluminum chloride/nitric acid solutions is described. Results are given for the effects of leachant composition, temperature and catalyst pre-reduction using hydrogen. Data are also presented for the recovery, by hydrogen reduction, of platinum and rhodium dissolved in the leach solution. Parameters studied include solution composition and temperature, hydrogen pressure, and platinum seed addition.

This paper describes some experiences in the design of flotation reagent schemes for the efficient flotation of complex gold ores containing free gold and/or gold associated with easily flotable sulphide minerals such as chalcopyrite and bornite. Historically, the design of gold flotation reagent schemes has been based primarily on experiences using high dosage levels of water soluble charged collectors such as xanthates and dithiophosphates and carefully controlled regions of pH. This approach has been effective with gold associated with complex sulphide minerals, in particular gold associated with iron sulphides such as pyrite. An alternative two-stage reagent approach is presented that is applicable to certain types of gold ores. This approach involves using very small dosages of uncharged water insoluble collectors at natural ore pH followed by a modified bulk flotation reagent approach for the second stage. The reasons for utilising this approach, when applicable, are discussed and illustrated with examples.

After relining one of two blast furnaces and enlarging its sinter plant in 2009, BlueScope radically restructured its Port Kembla steelworks operation in 2011, shutting a blast furnace and halving its total production. This drastic move in response to unprecedented raw material prices relative to achievable steel prices was like that of many integrated steelmakers worldwide facing similar challenges. The 2011 restructure also saw major changes in the amount and type of iron ores and ferrous burdens purchased, and a fundamental reappraising of ‘value’ in iron ores. This paper outlines the changes to raw materials purchases from 2011 to 2017, how BlueScope has responded to the changes in pricing and raw materials quality, the effect on the sintering and blast furnace processes at Port Kembla resulting from higher gangue content, some of the broad technical and economic challenges faced by steelmakers confronted with lower quality iron ores and how BlueScope is meeting those challenges.CITATION:Di Giorgio, N, Bennett, A, Osborne, B and Chew, S, 2017. What we have found is that the most successful mines have: identified their principal risks and determined what controls are required to manage or eliminate these risks; and managements systems that underpin these risks and the business in general.

Ore reserve categories used by Pancontinental Mining fall into one of three fundamental groupings: Geological In Situ Reserves Mining Reserves Production Estimates The first of these describes the total reserve within stated parameters without implication as to its mineability. The second is that part of the Geological In Situ Reserve which is considered mineable under a specific mining plan. The third is the Mining Reserve adjusted with appropriate dilution and recovery factors and thus represents the best estimate of the tonnage and grade of production. This practical three category system mirrors the standard steps traditionally taken in ore reserve estimation and readily conveys the basis of the estimates. An important, but secondary classification can be added to qualify the level of confidence in these estimates using the terms: Proved (or Measured) Probable (or Indicated) Possible (or Inferred) These terms can be applied to any of the fundamental groupings, but it is generally implicit that the level of detail required to produce meaningful Mining Reserves or Production Estimates would require the basic Geological Reserve to be at a Proved or at least Probable level of confidence. The application of these classification systems by Pancontinental is illustrated by reference to the Paddington Gold Project. The methods of calculation are described including the use of geostatistics. Reconciliations of actual production with predictions from reserves are carried out monthly and annually. To date there has been an excellent correlation with Production Estimates, based on both manual and geostatistical calculations.

Commercially interesting deposits of zeolite rich tuffs and amorphous silica have been discovered recently in the Taupo Volcanic Zone (TVZ), North Island, New Zealand. This paper reviews them and comments on the potential for further discoveries. Potential markets for these unusual industrial minerals are discussed.

Continuing the systematic investigation of the influence of elements on the properties of lead(1). If the effects of additions of copper (up to 0.3%) on Port Pirie lead have now been determined in so far as creep rate is concerned.The results in the present paper contain also a survey of the influence of copper on the micro-structure of lead, a feature which has not appeared in the previous papers of this series. Further, it has now become known that creep is but little related to the more usually determined properties such as hardness and tensile strength. Since, however, these properties are of considerable importance in connection with the fabrication and use of this metal. Brinell hardness determinations have also been made and are here included.It is becoming more and more realised also that to be useful, creep data should refer to stresses of the order of those used in practice. This is due to the fact that as soon as deformation takes place, the properties of the metal are automatically changed. Lead does, of course, creep during industrial use, and probably (in lead chamber construction for example) extensions of the order of 5%...

When an aqueous suspension of pyrite and a manganese ore reacts with oxygen, manganese is dissolved by the ferrous sulphate and sulphuric acid produced in situ by oxidation of pyrite. In the absence of added acid, the optimum conditions are: a molecularratio of Mn02/FeS2 of about 1·0, a temperature of about 1400 C., and an oxygen pressure between 25 and 90 lb./sq. in. Under these conditions, complete extraction of manganese is obtained in six hours leaching. An addition of sulphuric acid enables an Mn02/FeS2 ratio of 2·0 to be used successfully.Manganous sulphate decreases in solubility with increase in temperature above 1000 C., but even when the solubility limit is reached during leaching, reaction to form MnS04 still proceeds, and on cooling the MnS04 redissolves.INTRODUCTIONMany manganese deposits contain secondary manganese oxide minerals which are difficult to concentrate. Considerable attention has therefore been given to their hydrometallurgical treatment. In most manganese oxide minerals, the manganese is quadrivalent and must be reduced to the divalent state for dissolution. Reduction and dissolution can be accomplished in a number of ways, one method being to use aqueous ferrous sulphate solutions.A possible source of ferrous sulphate is pyrite as it is known that ferrous ion is an intermediate product in the aqueous oxidation of pyrite. It was therefore thought possible, that by heating an aqueous suspension of manganese oxide and pyrite with oxygen, the ferrous sulphate and sulphuric acid formed from pyrite would provide the necessary leaching reagents for manganese in situ. Environmental Impact Assessment (EIA) and Feasibility Studies (FS) were carried out to evaluate the potential use of treated acid mine drainage (AMD) occurring at the Kingsmill Tunnel in the Central Andes of Peru. The 11 km long tunnel drains the underground works of the Morococha Mining District and discharges about 1.25 m3/sec of AMD directly into the Yauli River in the Amazon Basin. The communities living downstream cannot use the Yauli River water due to its low pH and elevated concentrations of metals (eg Cu, Zn, Fe, Mn, As, Cd) and sulfate. Studies carried out for this project included technical feasibility, EIA, economic viability and social impact assessment phases. During the æTechnical FeasibilityÆ phase, the treated AMD was produced by simulating a high density sludge (HDS) lime neutralisation/ precipitation process and was evaluated for various potential uses. Mining companies located in Morococha, in particular Centromin Peru SA, and the Water Works Company of the City of Lima (Sedapal) collaborated with Golder Associates during the studies. The Canadian International Development Agency (CIDA) provided the financial assistance. The results of the physical, chemical, biological and toxicological analyses demonstrated that the AMD could be sufficiently treated to be potentially used to supplement the drinking water supply of Lima, and for agricultural (eg irrigation and livestock) and recreational purposes. Process design and scale-up parameters were also determined for implementation of the full-scale treatment facility at the site. The use of the treated AMD as a drinking water supplement would be economically feasible.

Mining Lease 908, situated on Gorge Creek near its confluence with the present Cape River system, has been subjected to intensive recent exploration for alluvial gold.The gold is hosted by a buried palaeochannel, the Gorge Creek Lead and by an overlying remnant meander of the Cape River. The principal, if not sole, sources of gold within the Gorge Creek Lead are the northwest trending Great Australian Reef and Green's Specimen Reef systems which are situated on adjacent high ground. Lower grade gold bearing eluvial ground separates the reefs from the Gorge Creek Lead. The sources for gold within the old Cape River system channel (Canton Lead) are thought to be situated some distance upstream, one source perhaps being the Lolworth Diggings located 30 kilometres to the northwest.Exploration of previously "heavily dug" ground on both leads consisted of detailed geological mapping followed by the collection and treatment of bulk samples from eight costeans. The wash samples varied in size from 120 to 396 cubic metres. Treatment was undertaken through a commercial sized conventional wet screen and jig plant.

The development of an ion exchange process for the recovery of vanadium from solutions containing low concentrations of vanadium and/or slurries is discussed. The process can be used to improve overall vanadium recovery throughout the plant, and/or to reduce the vanadium concentration of waste materials prior to their disposal. The development of the process on a laboratory and miniplant scale is discussed, and includes:selection of a suitable resin with the desired loading and elution characteristics; laboratory-scale testwork to evaluate the use of the resin in both resin-in-pulp and fixed bed configurations; recovery of a high-value vanadium product from the resin eluate; and a preliminary techno-economic assessment of the financial viability of the process.

Mining of sill pillars is more difficult than the ordinary mining. The sill pillar mining is performed under more difficult conditions and the mining of the sill pillar itself produces more problems; failure of the rock due to high stresses, difficulties in controlling the fill above, overall stability of the stope and special requirements on the technique for backfilling. Altogether this makes sill pillar mining technically difficult and often not profitable. A project was therefore initiated with the aim to increase the mineable ore reserve by making sill pillars mineable, both technically and economically. The project aimed at developing technique for already existing sill pillars as well as planned sill pillars. For the existing sill pillars a technique would have to be developed for mining beneath unstabilised fill. For sill pillars that would be created in the future, the most suitable mining method and methods of supporting or stabilising the fill in the stope above was to be chosen within the project.

An important issue currently facing the mining industry in Australia is the management and cost to the industry and other stakeholders of entry into and exit from towns and their communities. These costs can be environmental, social, economic, political or reputational. The ability of companies to engage the trust of stakeholders, including: communities, governments and investors, is critical, and corporate reputation plays a significant role in this. For the industry to secure a long-term and sustainable future, it must have the technical, business and reputation assets to proceed in a cost-effective, environmentally acceptable and socially supportive way. This research assesses reputation as a critical competitive issue for mining companies, as technology and information make mining more predictable; the physical and human assets of mining companies are less likely to be the critical resource in a Resource Based View model of competitive advantage. The proposition is that in mining today, reputation as it facilitates day-to-day operations, regulatory zeal and access to new mine sites will become the rare, inimitable and valuable resource for mining companies. This paper reports on an ongoing research program to evaluate the impact a mining companyÆs reputation(s), with its various stakeholder groups, has on a companyÆs ability to sustain competitive advantage. Integral to this study is to develop an understanding of the relationships between mining companies and their stakeholders, and the importance of corporate citizenship polices to reputation and hence to corporate sustainability. Through the identification of the drivers of reputation for the various stakeholder groups, a model of reputation formation will be developed and also reputation measures for the mining industry in Australia. The preliminary findings of this research, the results of an industry focus group conducted with representatives from regional mining operations, are reported. The industry focus group was designed to enable a better understanding of who are the main stakeholder groups and how they regard mining companies and to inform the second stage of the research project a Delphi Study of the drivers of reputation by stakeholder groups. The aim of this research is to further the understanding of the relationship between corporate citizenship, reputation and performance in the mining industry, thus assisting companies to strategically manage their corporate citizenship investments.
