A variety of environmental financial assurance instruments are in use across the globe. This paper reviews some of the more common forms currently used in New Zealand, Canada, USA and Australia. In order to be effective, the form of assurance instrument selected needs to be aligned with a countryÆs specific environmental objectives, geography and political climates and also allow for a healthy investment climate. Industry and Government both have a strong interest in ensuring financial assurance criteria meet these objectives.   Recently Golder Associates have been involved in financial assurance assessments for various mining and quarrying companies across the South Island. Multiple stakeholders and regulatory agencies can make the setting of effective and fair financial assurance criteria a complex exercise for both regulatory agencies and industry.  The author relates experience gained in assessing financial assurance under current New Zealand legislation (RMA, 1991), effectively dealing with issues such as ôdouble bondingö and overviews potential approaches to dealing with transitional issues for historic and existing operating mine sites.

The International Symposium-cum-Workshop on Management andControl of High Gas Emissions and Outbursts in Underground CoalMines was held in Wollongong in March 1995. Coverage of high gasemissions was virtually confined to instantaneous outburst implications, essentially seam gas pre-drainage. Globally, instantaneous outbursts have been known for 150 years, andthe first Australian outburst occurred in 1895 and Australian occurrences and mines affected have increased since. Few significant coal producing countries are unaffected. The coals affected range in rank from lignites to anthracites. Geological disturbances are the most likely environments for occurrences. The most likely mining geometry is of virgin headings, with some occurrences on longwalls and in other situations. Widespread research into many aspects of the problem has yet to produce a generally accepted explanation. Explosive inducement is a well-known control. Apparently high advance rates increase face gassiness and create higher stress abutments, increasing proneness. The most popular preventive measure, pre-drainage of virgin coal ahead of faces has produced highly successful very long hole drilling performances but without the precision necessary for accurate geometric hole patterns, despite quite sophisticated drilling equipment and hole surveying instruments. For the future, more precise degasification is sought, even from the surface, together with rapid face coal gassiness assessments to confirm lowering below threshold values, as well as other proneness lowering measures, perhaps related to new heading and longwall geometries and to new equipment to provide them. But above all, safe management plans are required for each operation, to safeguard the miners and their working environments, and thus to protect underground coal mining from this mounting threatening problem.

Battle Mountain Gold Company's Paj ingo Mine is the first gold mine developed by the Company in Australia. The Mine located in northern Queensland commenced operations in September 1987. The high grade epithermal orebody is selectively mined and processed through a conventional carbon in leach/carbon in pulp (CIL/CIP) plant at a rate of 200000 tonnes per annum. In 1988 it produced 61000 oz gold and 152000 oz silver. Inadequate preoperational development of non technical management and organisational functions often leads to inefficiencies that last well into the operation. The Pajingo experience in this regard is oaTple ented by those from a number of other recently commissioned small operations. A checklist is discussed to assist any future preoperational group in focussing their attention into areas that seem to be of secondary importance at the time but often have a significant impact on overall management efficiency later.

The Big Gossan mine is operated by PT Freeport Indonesia and is one of the largest stope-and-fill mining systems in the world. The Big Gossan deposit is a ~200 m wide, 1200 m long and 500 m high steeply north-east-dipping to subvertical skarn body at the Cretaceous-Tertiary Ekmai-Waripi contact. The copper-gold mineralisation, with a 1.3 per cent copper equivalent cut-off grade, occurs mainly proximal to the Ekmai-Waripi contact in the garnet-clinopyroxene prograde skarn at the base of the Tertiary Waripi formation and partly distal to the contact in the tremolite-actinolite retrograde skarn of the Tertiary Waripi formation.The Big Gossan stope mine is designed from 2540 m to 3020 m above sea level. Present active stoping operations occur at level 2540 mL to level 2640 mL and are done in a primary and secondary stoping sequence. The width and length of the stopes is 15 m and 20 m respectively, while the height of the stope varies between 20 m and 40 m, depending on the ground conditions. The stability of the stopes is visualised in the Mathew’s Stope Stability graphs. These graphs and actual Cavity Measurement Scanner measurements on the stope will predict and show the overbreak and underbreak, which affect the reconciliation of the mined stope and also the pillar stability between the primary stopes. Sunrise Dam Gold Mine is a large open pit mine 730 km NE of Perth, Western Australia. Contract mining commenced in the open pit in September 1996 in lake clays and saprolites with the first fresh rock mined late 1999, and the underground starting the first decline in October 2003. By May 2007, over 150 million cubic metres of material had been mined and the pit was 360 m deep with 80 m remaining before reaching the planned final depth in early 2008. A final cut-back in the northwest will commence in late 2007 with open pit mining in the Mega Pit expected to conclude in late 2010. The challenges of developing the pit can be divided into three phases:Soft materials û mining was in multiple staged pits and cut-backs in lake clays, saprolites, weathered material. The varying characteristics had a significant impact on mining methods and slope stability. Structural û mining was gradually exposing more fresh rock and the drive was to understand how major structures and lithological contacts impact on local and large-scale stability. This had a significant influence on mine design and scheduling. Slope angles û achieving the final slope angle is critical. This is done through application of high standards of final wall establishment and proactive geotechnical hazard identification and management. This includes dealing with the rapid rate of descent, interaction with underground excavations and managing rock fall risk. The paper discusses each of these phases, highlighting the geotechnical controls implemented to date, looking at their success and impact on mining.

Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractorÆs and ownerÆs perspectives and focuses on: when performance tests are required, what type of performance test/warranty is optimum for each type of project, and how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between ownerÆs risk and contractorÆs risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the ownerÆs corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide æcommon purposeÆ early in the contract negotiation process.

Australia has a high level of research and development capabilities in government, industry and tertiary institutions. In the- remote sensing fields, we have developed a range of applications in geology, agriculture, infrastructure and environmental monitoring which are very cost effective and applicable to projects in the Asian and Pacific region. Support by the Department of Science through the Scientific Industries Steering Committee has enabled rapid penetration of this technological capability into projects with significant economic and financial benefits. It has also led to the opportunity for development of new sensors and processing systems, through collaborative projects with regional countries, which. will have applications in cloud covered, rainforest, and coastal tropical regions for geological and resource applications.

This paper presents recent case study data collected by field portable x-ray fluorescence spectrum analysers (FPXRF) as part of grade control activities at three separate (nickel, copper and copper/gold) mining operations. FPXRF has been under utilised for grade control in recent years, largely because the success of early versions of FPXRF was limited to a few metals (eg tin). Efforts to utilise these early versions for other metals was largely unsuccessful and created a perception that FPXRF could not be utilised more broadly within the mining sector and specifically the area of grade control. The structural setting of the analytical function within mining operations has also contributed to the under utilisation of more recent FPXRF instrumentation. The concept of FPXRF as a grade control tool straddles the boundaries of the geology and laboratory departments. As such, this option is often not considered as part of an assessment of grade control procedures for new and existing mining operations. This paper assesses data collected by Australian and New Caledonian miners using FPXRF technology as part of the grade control function and concludes that FPXRF can provide operational and cost benefits to certain mining operations.

Plant data are presented which indicate a relationship between flotation rate constants and pulp density in zinc cleaning circuits at Broken Hill. The data were obtained from down the bank sampling of cleaner and recleaner banks at North Broken Hill and New Broken Hill Consolidated Concentrators. It was found that, under normal plant operation, flotation rate constants increased at the lower pulp densities existing in the later cells of cleaner banks. The addition of dilution water to the feed to the bank increased flotation rate constants, thereby confirming the relationship. It is shown that the relationship between flotation rate constant and pulp density is size dependent, being most pronounced for larger sized particles. In contrast, the effect is not markedly dependent upon mineral type. Possible consequences of this relationship for control of cleaner operation are discussed with the aid of some simulated results.

This paper describes the economic study of longwall versus bord and pillar mining using all continuous miners for a colliery located at the South Coast district of New South Wales, Australia. In this district longwall mining appears to be a better economic proposition than bord and pillar. The internal rate of return on investment is found to remain approximately constant for each method irrespective of life. The economic importance of percentage extraction of coal is shown to be small for high values of minimum rates of return, becoming more significant as the minimum rate of return decreases.

Longwall mining is a form of underground mining and the principal extraction method for underground coal mining in Australia. The method is used in the mining of both thermal and metallurgical coal. The primary market for thermal longwall mines is that of the export market where price is governed against the Newcastle Thermal Benchmark index (globalCOAL, 2016).Australia’s thermal coal export outlook is considered moderate due to slower demand from major importing countries, as well as slowing domestic production. However, ‘Australia is projected to increase its share of world thermal coal exports and become the world’s largest exporter over the medium term as lower prices, increased domestic use and infrastructure constraints limit growth from other key suppliers’ (Office of the Chief Economist (OCE), 2016, pp 25, 58). On the contrary, and as a result of current global coal price trends, the basic economic principles of underground longwall coal mining are heavily stressed. From a life-of-mine perspective, influencing return on investment is at its greatest during project evaluation and execution. Consent to develop and operate a new coal mine in New South Wales (NSW) will be conditional upon a number of environmental controls. In NSW, applications for any new major development associated with coal mining are determined by the Minister for Planning and Environment. The environ- mental conditions placed on the development consent, the coal mining lease and the approvals, and licences under the pollution control legislation amount to a substantial component of any new project's commissioning considerations. The nature, scale and location of projects and the principles of pollution control on which conditions of State Pollution Control Commission (SPCC) approvals are based have a considerable influence on project planning. The design, construction and operation of coal mines in NSW has been progressively modified over the past 15 years, to incorporate increasingly stringent requirements for environmental management. These requirements are in turn, a reflection of a greater community demand for environmental protection.

Coals from the Southern Coalfield of New South Wales treated in the Port Kembla coal preparation plants of Australian Iron and Steel Pty. Ltd. differ supstantially in their characteristics. Knpwledge of performance not only enables comparison and promotes better control, but also provides the means for predicting results.Evaluation of performance of cleaning equipment has been made in terms of probable error (Ep). Results for Baum jigs, a Chance cone, heavy medium cyclones, and water washing cyclones were examined. The efficiency factors derived from the probable error were applied to the float and sink analysis, mathematically simulating operating conditions. This method was applied to the Balgownie seam.The Balgownie seam lies between the Bulli and Wongawilli seams in the coal measures of the South Coast and mining on a large scale began recently in the Bulli area. It is known locally as the Four Foot seam and exhibits rather difficult washability characteristics, due to a comparatively high middlings content. These properties and the relatively high inherent ash make careful selection of cleaning equipment essential for optimum recovery. The prediction technique is used to determine the possible results when this coal is cleaned in the Port Kembla plants. Predicted values are compared with results from full scale trial washings demonstrating the validity and accuracy of the technique.Applications of result forecasting are listed.

The steeply dipping Mammoth orebody is mined by Gunpowder Copper Limited using a sub- level uphole bench stoping method at a mining rate of 350 000 tonnes per year. of three per cent copper ore. Access to the mine, is provided by 1 in 9 decline which spirals in the footwall connect-, ing all the sublevels, thus maximising mobility and accessibility of trackless mining equipment Sublevels are driven in ore off cross- cuts from the decline every 15 metres vertic- ally. Sublevel drives are stripped out to widths up to 18 metres before cutoff slots are mined at each end. A two boom fan drilling jumbo is used to drill inclined rows of holes to the floor of the sublevel above. Two or three rows are fired at a time which allows broken ore and remnants from the level above to be mucked out by rubber tyred LHD equipment to the brow. Ore widths of up to 80 metres are en- countered at lower levels where ring drilling from longitudinal drill drives will break ore to a draw point system below. Development is carried out with three boom rubber tyred jumbos. All haulage from the mine is in 20 and 35 tonne rear dump trucks. All aspects of the mining operation are discussed including ventilation, pumping and drainage, services and future planning.

The tangible effects of leakage are presented graphically, and a technique for quantifying the leakage characteristics of a ventilation column using the æSolveÆ capabilities of a common spreadsheet is demonstrated. A case study of a working decline in Western Australia is used to demonstrate the potential for more realistic design of development ventilating systems, and for more cost effective management of the condition of the duct.

The Tsugaru Tunnel, located on the Honshu island approach to the Seikan Tunnel, is 5,880 m long and has a "Shinkansen" cross section of 90 m2 area. The geological formation through which the tunnel passes consists of very soft rock most of which is unsolidified sandstone belonging to the Neogen. The permeability coefficient is in the range of 10-2 to 10-4 cm/s and being water bearing with a high ground water level, the ground is unstable and subject to soil outflow phenomenon. Kajima Corporation, undertaking the Futamata Construction Section (1,420 m long), excavated the tunnel by the upper half heading method with side pilots employing the following countermeasures to cope with these severe conditions.

In understanding the consequence of existing law, and the likely implications of its reform, it is necessary to comprehend the logic of the situation that the law provides individual decision makers and how that situation would be adjusted by reform. In particular, the way in which natural resources, including minerals, are used and managed is influenced by the definition and structure of property rights that the law provides. Property rights are enforceable claims to use or to benefit from resources. An example is a mining licence that allows its holder to extract minerals in a specified area. Property rights establish the structure of incentives, opportunities and constraints within which resource use decisions are made, ie the logic of the situation, and hence influence the use and management of resources. The extent and type of mining in New Zealand, for example, reflects the rights that miners have to extract minerals, and their rights to benefit from mining as against their duties to compensate landowners and pay royalties. This paper describes the characteristics of minerals that are relevant to the definition of property rights, analyses the implications of alternative property right arrangements and describes the existing situation.
