A company tax rate based on profitability return, or as more commonly expressed, a resource rent taxation scheme has been intro- duced at various stages in the past by both Australian state and commonwealth governments. At present a number of overseas countries are applying this form of legislation to the taxing of sections of their mining industries. Within this study, ways in which this type of tax has been used are examined. The form in which the tax can be applied varies. 1. It can be selectively or universally applied. 2. The base on which economic return is calculated can be selected in a number of ways. 3. It can start operating only when high profit levels exist, or alternatively be the basis of a total taxation scheme. The implication for the Australian mining industry of the introduction of different types of resource rent taxation schemes is assessed within the context of previously enacted systems.

As part of the overall Copper Smelter expansion activities at Mount Isa Mines from 1970 - 1975, a decision was made to open circuit the converter slag from the Smelter and treat this product by flotation. This paper describes the technical aspects of plant operating and reagent practices employed, with particular emphasis on the large scale milling of this product and the effect through the use of reagent hydroxy ethyl cellulose on chalcocite grade and recovery.

A brief descri;tioki is given of nuclear power reactors and their fuels. These fuels are made from a variety of uranium compounds such as uranium dioxide, and uranium carbide as well as uranium metal and its alloys. The various processes used to produce some of these compounds from yellow cake are outlined. Using the natural uranium, heavy water reactor by way of illustration, fabrication of fuel elements is dis- cussed and the characteristics of U02 powder required for this partic- ular fabrication are indicated. The flowsheets and equipment presently in use overseas for production of this type of U02 powder are described. Possible areas where improvements might be made to this conventional process are enumerated and some details are then given of the programme of work which has commenced at the A.A.E.C. Research Establishment to gain experience in the general field of nuclear grade UO20

Substantial progress has been made over the last ten years in the development of uniform national and international standards covering the definition, estimation and public reporting of mineral resources and mineral reserves. Agreement between the major participating countries has been reached, which includes the requirement that a Competent Person prepare and approve publication of mineral resources and reserves. Most national regulatory organisations have accepted the new standards and have included them in the rules that must be followed by mining companies operating under their jurisdiction. These developments are the result of a concerted effort on the part of professional societies, national regulatory agencies, international organisations, and many dedicated individuals. The historical development of these standards is summarised in this paper. Accepted definitions of mineral resources and mineral reserves are discussed, as well as the definition and role of the Competent Person. Additional effort is needed before the international standards are fully understood, accepted and followed by mining companies, regulatory agencies, the investment community and the general public. Steps being taken toward development of an International Code are outlined.

Cemented rock fill (CRF) is often used to support open stope voids. This allows for the full recovery of ore while achieving global mine stability. In such cases, the exposed CRF masses require adequate compressive strength and stiffness to resist the forces and limit the displacement associated with movements in the rock mass surrounding the excavations. The CRF material preparation often involves the use of large particles, either from crushed rock or development mining waste. This means that conventional laboratory samples cannot be readily used to determine the laboratory strength. Consequently, a research project was undertaken to determine the influence of sample size on uniaxial compressive strength. This paper presents the results from CRF samples that were prepared using the same mix design and then cast into moulds with diameters of 150, 240, 300 and 400 mm. The laboratory testing also allowed a better understanding of the effect of particle size distribution upon the overall strength of a rock fill mass. Driving sustainability concepts and practices into the heart of the design process is the key to achieving a successful, sustainable plant design. Engineering design practices, tools, systems and methodologies should be prepared around true eco-efficiency parameters, adopt wholesystems-thinking and consider life-cycle impacts for the design task. Experience dictates that the application of sustainable plant design practices is most likely to succeed if: The principles are well documented and explained. All stakeholders agree on what sustainability means. Sustainable plant design is treated as a core process. The principals of sustainable plant design are equally applicable in brownfield and Greenfield environments. Although brownfield situations provide the designer with less latitude for change, these types of projects do allow easier measurement and demonstration of relative impacts. This paper further develops the above points by drawing on case studies from HatchÆs repertoire.

The annual growth in lead consumption in the Western world has declined sharply in the past ten years, as lead has suffered a wave of substitution by other materials, and has also been the object of concern about its toxicity in daily applications. Like most metal industries, the lead industry has tended to be more production-oriented than market-oriented than is the case with some of its competitors. However, in recent times this pessimism and preoccupation with weathering the threats from environmental legislation, substitution and low prices appears to have been replaced with a new optimism in some sectors of the industry. This is indicated by renewed promotional activities and efforts to find more applications and market opportunities.

Full-stream mechanised sampling apparatus, that collect a full cross-sectional increment from the complete screen discharge, will always be the preferred option for sampling screen overflows. However, the reality is that provisions for automated sampling are rarely, if ever, provided at the discharges of individual screens within beneficiation plants.Sampling from the discharge of high capacity vibrating screens, especially multi-slope screens, is subject to sampling bias, due to the stratification of the ore that occurs on the vibrating screen deck. The stratification in the vibrating bed translates to a stratified falling stream at the discharge end of the screen, typically with smaller particles at the back of the falling stream and large particles at the front of the falling stream (Figure 1).The chemical and physical characteristics of heterogeneous ore (mineral or coal) particles vary significantly with particle size. If samples do not correctly reflect the source material size distribution, they will be biased and the resulting analytical/assay data will not reflect the actual physical nor chemical characteristics of the source material.Prior published data for coal preparation research (Australian Coal Association Research Program) has demonstrated that a bias appears to exist for samples collected from high capacity multi-slope screens.A new form of sampling scoop has been developed with the aim of overcoming this issue.Bias was evaluated at a coal preparation plant by comparing the desliming screen overflow size distribution to that for æreferenceÆ coal preparation plant feed samples collected using the recognised stopped-belt technique. The study procured 20 sets of comparison samples in order to ensure statistical relevance.Two forms of sampling device were employed for the multislope screen discharge.A conventional square aperture scoop was demonstrated to exhibit a significant coarse bias, in that the resulting samples exhibited a significantly coarser size distribution compared to the reference samples. In other words it was evident that the conventional scoop æfavouredÆ material from the front of the falling stream.A new æcollapsibleÆ sample scoop was evaluated in parallel, and its samples were found to exhibit no relevant bias.CITATION:Atkinson, B W and Swanson, A R, 2012. "To provide an indication of expected performance of the mine and mill, feasibility studies should include an assessment of the expected day-to-day variability in process plant feed. Attempts to do this based on conventional resource models will be flawed as such studies fail to consider and account for the in-built smoothing (averaging) of input data.This can lead to one of two situations: an expensive, over-engineered process plant that can cope with every possible situation, or operational strategies that fail to manage the natural variability within the orebody and the impact of day-to-day operational decision-making.In both cases the value of the project diminishes through excessive capital costs or reduced throughput or recovery during operations.Unlike conventional estimation techniques, the geostatistical method of conditional simulation can reproduce the inherent variability of the deposit. Once a valid model has been developed, it is possible to analyse the model using a transfer function that simulates the proposed mining processes and provides a representation of the likely variation of mill feed characteristics at any time scale.The case study demonstrates how the proposed mining strategy would result in mill feed being considerably more variable than expected, resulting in poor recovery, low throughput and potential breaches of environmental conditions. Mitigation measures included budgeting for additional mining equipment to enable greater flexibility during mining and revised stockpiling and crusher feed strategies.Awareness of the benefits of modelling the variability of geometallurgical parameters will increase the use of this approach in producing more realistic financial models of expected mine performance at the design stage.CITATION:Shaw, W J, Khosrowshahi, S and Weeks, A, 2013. Three, and possibly four, distinct types of quartz-vein associated gold mineralisation are recognised in New Zealand. They are: epithermal, schist-hosted, metagreywacke-hosted and metamorphic core complex associated types. Each has a unique geological environment and structural regime which has provided the gold source, scavenging mechanism, emplacing mechanism and geometry. Each has a characteristic suite of associated metals and trace elements. The first three types form economically important gold deposits while the fourth type have been historically worked for gold and base metals. Intense exploration is currently being focussed on all four types.The epithermal type is typified by the extensive vein systems of Martha Hill, Karangahake and Golden Cross and numerous smaller examples. The veins were deposited in a near surface active volcanic environment from deeply circulating hot water. Their structure is tensional, veins are vertical-to sub-vertical and have limited depth. Their geochemistry is identical to that in active felsic hydrothermal centres in the central North Island. Major minerals are gold, pyrite, arsenopyrite, galena, chalcopyrite, sphalerite and argentite.

The Transportable Moisture Limits, as ,measured by the procedures laid down in The IMCO Code of Safe Practices for Bulk Cargoes, determine the target moisture contents for the concentrates produced at the West Coast Mines of Electrolytic Zinc Company of Australasia Limited at Rosebery. Filtration of these concentrates gives moisture contents considered to be low in comparison with those achieved for similar sulphide concentrates, but which are very close to these Transportable Moisture Limits. The filtering techniques used are outlined and the problems associated with-maintaining concentrate moistures below the required limits, together with the methods used to solve these problems are discussed.

Electricity will play a major part in providing energy services in the 21st century. Ecologically Sustainable Development (ESD), that is accommodating the needs of the present without compromising the needs of future generations, will provide a focus for optimising the use of electrical energy. Environmental externalities may redefine the cost structure of electricity. Strong corporate environmental management will ensure that current environmental objectives are met and that future ones, identified by the ESD process and environmental externalities accounting, can be developed and implemented by receptive business managers. This paper addresses the current environmental issues of electricity production. It outlines a management strategy for the SECV becoming a community leader in protecting the environment. ESD is discussed in terms of using non-renewable resources wisely, extending their availability and putting in place mechanisms which ensure their ultimate substitution by renewable resources and conservation. The paper explores options for dealing with costing environmental externalities, particularly in relation to greenhouse emissions.

Two continuous computer controlled, remote air analysis (RAA) systems operate at The Zinc Corporation, Limited (ZC) to give early warning in case of an underground fire at ZC or New Broken Hill Consolidated Limited (NBHC) mines. Air drawn from underground sampling points via a tube bundle system is analysed for carbon monoxide and carbon dioxide. An alarm is sounded if the concentrations of these gases exceed bench mark figures.

This paper suggests the models for determination the optimum life of machines on the basis of sum and difference of investment and maintenance costs. The economic-mathematical models are based on complex percentage method taking into account the time factor of referring cost. The following strategies of maintenance policy have been considered in machines repair: a strategy without investment, a strategy with continuous investment and a strategy with step-like investment. The effect of value of investment in repairing and time interval of investment on optimum machine exploitation life has also been considered. An illustrative example is presented.

The uncertainty of geomaterials properties is commonly encountered in resource engineering applications, especially in mining engineering where the rock mass texture, joints, fractures and damage zones can impose the mining method and operation cycles. In the present research work, we focus on the elastic properties of rock masses. We use stochastic numerical simulation of fractured rock masses to estimate their Young moduli. The procedure starts with field mapping campaigns which are conducted to evaluate the locations, dip angles, strike and trace lengths of pre-existing fractures. We develop statistical law parameters of the natural fracture network to represent the weakness patterns. In addition, we use HLA-Dissim, a recently developed and validated Matlab program, to simulate the propagation of monochromatic longitudinal waves and derive the equivalent elastic modulus of fractured rock masses. Such procedure applies within a simulation domain, which is greater than an Elementary Representative Volume.At a second stage, we conduct finite element simulations to validate the previous approach. The matrix and the actual fractures zones are reproduced in the model to mimic the natural set-up. The block is excited on particular positions and its response is evaluated on predefined spots. Real field rock fracture mapping data and monitored single-hole blast induced vibrations are used to validate the theoretical and numerical approaches discussed herein. Comparison between the simulated and measured vibration records shows a great agreement which confirms that the proposed methodology has a full potential to predict and optimise multihole/multidelay blast-induced vibrations.CITATION:Hamdi, E and Karrech, A, 2015. The paper describes a system for providing mine management with a continuous indication of the effectivness of longwall coalface powered supports in controlling roof-to-floor convergence. The system comprises on-face instrumentation monitoring convergence and support leg circuit pressures, a means of transmitting the output of that instrumentation to the surface for collection, and software which presents both a condensed analysis for rapid review of the current state, and extended analyses from which remedial action can be recommended if a problem is identified. The results of a field trial are presented showing that meaningful results can be obtained.

Ordinary kriging and non-linear geostatistical estimators are now well accepted methods in mining grade control and mine resource estimation. Kriging is also a necessary step in the most commonly used methods of conditional simulation used in the mining industry. In both kriging and conditional simulation, the search volume or ækriging neighbourhoodÆ is defined by the user. The definition of this search can have a very significant impact on the outcome of the kriging estimate or the quality of the conditioning of a simulation. In particular, a neighbourhood that is too restrictive can result in serious conditional biases. The methodology for quantitatively assessing the suitability of a kriging neighbourhood involves some simple tests (which we call æQuantified Kriging Neighbourhood AnalysisÆ or QKNA) that are well established in the geostatistical literature. The authors argue that QKNA is a mandatory step in setting up any kriging estimate, including one used for conditioning a simulation. Kriging is commonly described as a æminimum variance estimatorÆ but this is only true when the neighbourhood is properly defined. Arbitrary decisions about searches are highly risky, because the kriging weights are directly related to the variogram model, data geometry and block/sample support involved in the kriging. The criteria to look at when evaluating a particular kriging neighbourhood are the following: the slope of the regression of the ætrueÆ block grade on the æestimatedÆ block grade; the weight of the mean for a simple kriging; the distribution of kriging weights themselves (including the proportion of negative weights); and the kriging variance. Outside of the technical geostatistical literature, there is little in the published domain to describe the nature of QKNA and no practical presentation of case examples. In this paper we attempt to redress this by setting out the calculations required for QKNA and defining some approaches to interpreting the results. Several practical worked mining case examples are also given. Finally some comments are made on using the results of QKNA to assist with block size selection, choice of discretisation and mineral resource classification decisions.

Staff turnover percentages on projects in the minerals sector are at levels that would not be accepted in business less than five years ago. While this is being driven in part by the shortage in skills to service the industry there are underlying factors, beyond the increases in remuneration, adding to the turnover. Having identified the five major reasons why people do not stay, this paper confirms that leaders and the various styles are common to all companies. The paper comments briefly on these major reasons and suggests the problem is firmly with management. It also offers possible remedies to reduce the attrition and therefore improve the opportunities for a quality project evaluation.

The Grasberg is a large copper and gold open pit mine operated by PT Freeport Indonesia and located in the high equatorial mountains of Papua Province, Indonesia. The climate is alpine/sub-alpine with little seasonal variation in temperature and rainfall. The annual precipitation varies from about 3000 to 5000 mm over short distances around the Grasberg, but in general, an average daily precipitation of 10 mm per day applies and leaching of the overburden is continuous throughout the year. Mining commenced in 1988, and almost all of the overburden mined up to 2003 was potentially acid forming. From 2003 to the end of the Grasberg pit operation in 2014, approximately 70 per cent of the overburden will be potentially acid forming and 30 per cent limestone. A major focus of the investigations is developing strategies to maximise the beneficial use of the limestone that will be mined. Laboratory columns and field test pad investigations have been ongoing for six years examining limestone blends. Trial dumps utilising truck placement and conveyor/stacker placement and blending of limestone and acid generating rock have recently been constructed. In addition, based on initial results, investigations aimed at further evaluating the performance of limestone covers in this high rainfall environment have commenced. A significant finding has been the identification of strong armouring layers on sulfide surfaces within well-blended material and under limestone covers. These layers effectively isolate sulfides and thus progressively slow the oxidation rate to a level where the alkalinity load from the limestone exceeds the rate of acid generating. ARD is controlled and neutral low metal drainage results. The results have demonstrated that although limestone blending is effective, it is necessary to ensure that all size fractions within the blend receive adequate acid neutralising capacity to buffer the potential acidity. Because the sulfur content generally increases and the acid neutralising capacity decreases with decreasing particle size in limestone blends, the amount of limestone required greatly exceeds the stoichiometric requirement. This paper describes the development of limestone blending specifications for potentially acid forming overburden and presents the results of the ongoing limestone cover trials at the Grasberg mine.

The Department of Conservation (DOC) manages public conservation land throughout New Zealand in terms of section 6 of the Conservation Act 1987. In brief, this requires DOC to manage the natural and historic resources of the land; promote the benefits of conservation to present and future generations; provide information about conservation; to foster recreation on the land; and allow for its use for tourism.   Locally the department's Tauranga Area Office manages approximately 60 000 hectares of Conservation Park (known as the Kaimai-Mamaku Forest Park) which includes early gold mining relics and former bush tramways associated with the logging and the mining industries. The Department has recently developed the Kaimai Heritage Plan which seeks to restore some of the relics and encourage involvement by the local communities in the restoration and interpretation of their history in the hills. It provides a unique opportunity for the Department to help bring alive for New Zealanders an important, and often overlooked, part of our history as a nation in a stunning natural setting.   The purpose of this presentation is to: +        display the endeavour and ingenuity of the early miners and loggers, the relics of those industries and the dramatic environment in which they worked; +        identify the linkages between those early industries and gold mining today; and +        promote a co-operative approach to heritage and recreation management involving all facets of the community.
