Despite the assertion above, this paper is not about to provide delegates with the answer to whom they ought to consult or identify the expectations that Maori might have in regard to the consultation process. It would be a very brave person indeed who would venture an opinion on such a sensitive subject. There are no short cuts to finding out what expectations Maori might have on any given situation. Nothing can be taken for granted. What this paper will attempt to do however is provide practical insights into what might be on the minds of Maori interests as they deal with the issues associated with mineral resources, particularly those under Treaty of Waitangi Claim. The Treaty of Waitangi has a significant bearing on the current debate between Maori and the Crown regarding ownership of mineral resources in New Zealand. The Waitangi Tribunal is currently hearing a case presented by a number of Iwi over the ownership of oil and gas resources in Taranaki and Hawkes Bay. Others will follow. The Crown and Maori have never been able to settle differences over ownership rights without resorting to legal action and it looks like this scenario is about to be repeated in regards to minerals. The Crown has a duty to actively protect the Maori interest. This is a fundamental expectation in the relationship between Maori and the Crown. In the case of minerals, Maori have yet to see the Crown do its duty. The impact on developers has become evident through Maori objections to consent applications as the issues of mineral right remain unresolved.

The Nickel Rim Depth Cu-Ni-PGE deposit, discovered by Falconbridge Limited in 1993, illustrates several trends in exploration in the Sudbury area. Recent discoveries tend to be deep, high grade, footwall hosted, close to or straddle property boundaries and made using a multi-disciplinarian exploration approach that integrates economic considerations with geology, metal geochemistry and geophysics (borehole EM). The Nickel Rim deposit occurs down dip of Inco's Victor Deep deposit (4.2 million tonnes at 2.25 per cent Ni, 7.30 per cent Cu) in the eastern margin of the Sudbury Igneous Complex (SIC) at a depth of 2650 m. Before commencing drilling an economic evaluation was done to determine the minimum size needed to be economic at the expected depths and determine the expected value of an exploration venture. The subsequent surface exploration program discovered a drill indicated, undiluted mineral inventory of 1.6 million tonnes of 1.58 per cent Ni, 10.13 per cent Cu, 4.17g/t Pt and 3.50 g/t Pd including 519 000 tonnes of 4.13 per cent Ni, 25.53 per cent Cu, 9.76 g/t Pt and 8.42 g/t Pd. The deposit is hosted by gneiss, migmatite, gabbro and pseudotachylite (Sudbury Breccia) 100 m below the base of the SIC.

In epithennal deposits changes in the character of mineralization in depth and time are conspicuous and abrupt at the interface between supergene and hypogene zones. As the reaction zone migrates downward as a consequence of surface erosion, previously deposited minerals are placed in unstable chemical enviromments and dissolved. This reaction takes place at the base of the epithermal precious metal zone. Examples at Cerro de Pasco, and Casapalca, Peru; Carlin, Nevada; and porphyry copper-gold deposits are cited.

Gold has been known and mined in Australia for over 150 years. It occurs and is mined in all States and the Northern Territory. In the past 30 years approximately 8300 t of gold has been mined and gold exports have contributed over $106 billion to the Australian economy. In the first three quarters of the Australian financial year 2006 - 07 (ending 30 June 2007) gold exports were valued at $7.3 billion, which was 13 per cent of the value of all minerals exported and five per cent of AustraliaÆs total goods and services exports over the period. Clearly gold has been and remains a very important component of the Australian economy.

Efforts to stabilize international markets in commodities have gradually intensified during the course of this century in keeping with the grow- ing complexity and interdependence of the world economy and the increasing involvement of government in economic activity. Successive Australian Governments have con- sistently supported the concept of commodity agreements and arrangements in an effort to lessen short term fluctuations in price and to moderate the boom/bust conditions which tend to charac- terize production and trade in many commodities. The objective is to stabilize price at a level which equates supply and demand over the life of the arrangement. Such action involves a degree of market inter- vention and government involvement in the inter- national trade in the commodity concerned; the acceptability and desire to foster such arrange- ments varies from country to country depending upon attitudes to market intervention and man- agement. However attitudes, even among those opposing commodity agreements, have under- gone a major reversal in this century. Before the first world war, such intervention as existed almost entirely involved the physical producers. There was almost no government involvement and at that level most regarded commodity agree- ments as neither desirable nor practical. However government regulation of such activities as pro- duction and marketing of food during World War I, coupled with post-war shortages, followed by overproduction and the crash in prices during the Great Depression, stimulated producer gov- ernment interest in commodity market regulation. Consumer governments took a little longer and with a few exceptions, it was not until the post World War II period, that the fear of shortages of basic commodities brought some consumer countries to accept the concept.

Traditionally X-ray diffraction (XRD) has not been significantly used by the cultural heritage sector, as the most commonly used technique, X-ray powder diffraction (XRPD), requires sample removal from the artwork or artefact, followed by grinding of the sample to a fine powder. With the development of micro-X-ray diffraction (micro-XRD) and other associated advances, non-destructive, in situ analysis of crystalline pigments on micro-areas of paintings and artefacts has become possible. This is illustrated with the application of this technique to the in situ analysis of propriety paints, paint cross-sections and small paintings. However, workers have noted that XRD can be insufficiently sensitive with pigment mixtures, due to matrix effects. This study obtained X-ray diffractograms of 17 single pigment preparations and determined relative amounts of crystalline content. The purity of single pigments was compared with Joint Committee on Powder Diffraction Standards (JCPDS) database diffractograms. The impact of pigments with high X-ray absorption coefficients on the detection limits of pigments with low X-ray absorption coefficients was further investigated by building on work done with the chromium oxide-zinc oxide series with the preparation of a second series of binary mixtures of zinc oxide (which has a high absorption coefficient and is almost fully crystalline) and ultramarine blue, which has a lower absorption coefficient but which is more crystalline. Semi-quantitative analysis, where baseline and absorption factor corrections are made, confirm detection limits as low as five per cent for chromium oxide and ultramarine blue when in a binary matrix with zinc oxide. However, this type of analysis is very time consuming. So in order to theoretically simulate issues that will be encountered with binary pigment mixtures, the single phase diffractograms were used to theoretically investigate the matrix effects of the three white pigments with the various coloured pigments. This illustrated that detection limits can be as low as five per cent or in non-ideal conditions, such as with partial peak clashes or where there are large differences in relative peak intensity, as high as 50 per cent. These results have significant implications for the analysis of painted surfaces on artworks or artefacts. It has been demonstrated that ideally this method is more suited to the investigation of surfaces where there is minimal mixing of pigments or where there is not a significant difference between the absorption coefficients of the mixed pigments.

The paper outlines the development of"a process for removal of iron oxides from ilmenite, thereby upgrading the TiO2 content of Western Australian ilmenites, from 55 to approximately 90 per cent. In the first stage, the iron oxides are reduced with solid carbon (coal) to metallic iron. Experimental reduc- tions were carried out in crucibles,, a fluidised bed and a small pilot plant rotary kiln. The reduced'ilmenite is,then agitated in aerated water, in the presence of catalysts, so that the iron "rusts" away from the ilmenite'grains and the precipitated iron oxide is easily separable by decantation. The influence of variables on the rates. of reduction and oxidation are discussed, The oxidation rate was exam- ined for both - the' physical oxygen-transfer characteristics and electrochemically by reference to Peurbaix diagrams, which plot redox potential against solution 'PH, The upgraded ilmenite is expected to be an attractive material. for pigment -manufacture,, and the iron oxide has prospects of being a marketable by-product. The process may possibly be. applied, to .other..ores.

The results of pot-furnace tests with 35 bituminous coals from 20 seams in New South Wales and Queensland were used to establish the relationship between coal properties, as determined by standard laboratory tests, and the combustion process. The rate of combustion is influenced chiefly by the expansion of the fuel bed, but this cannot be accurately predicted from the crucible swelling number of the coal.The effects of various other factors, such as calorific value and ash yield, were investigated and statistical analysis of the results shows that the coals could be classified satisfactorily according to two experimentally derived parameters, namely heat-release rate at an air flow rate of 260 lb/sq.ft/hr and air flow rate giving stoichiometric combustion. The grouping obtained is shown to be related to ash yield and swelling number.INTRODUCTIQNThe rate of heat release from the fuel bed of a travelling grate stoker and the efficiency with which the heat is used depend upon the design and method of operation of the furnace as well as upon the properties of the fuel. It is difficult to draw general conclusions concerning the influence of fuel properties from tests on a single stoker installation. In the pot-furnace test, on the other hand, a part of the same combustion process as occurs on a travelling grate is carried out in isolation, uninfluenced by furnace design variables, and consequently the effects of coal properties and of the method of pretreatment can readily be demonstrated.While the combustion pot provides a rapid method of assessing the combustion characteristics of a fuel during the ignition and burn-out stages under standard conditions, and of predicting changes in performance with changes in fuel or in air flow rate, it is unable to simulate certain features of furnace design and operation. Capcoal Mine has modified its water use practices over the past 15 years. Two issues have changed the way water was managed:an economic review of water supply options for a planned expansion of the coal handling and preparation plant (CHPP) in the early 1990s, and increasing neighbour concerns about discharge of worked water from the mine into the local streams. These issues resulted in commitment by the site General Manager to cease discharge of worked water from site and to convert from using raw water to worked water in the CHPP. Operational needs, societal demands and continuing dry weather are again demanding change to the siteÆs water management strategy. This paper outlines the drivers for past and future operational change.

Total mechanisation in the Western district of New South Wales is quite a recent addition to productive methods in that State, for it was only in 1940 that the first colliery was equipped for this method of winning coal. Now almost all mines either are totally mechanised or are planning to get their coal by these means.This marked change in recent years is explained by the salient features of the industry's history. Collieries in New South Wales had generally been subjected to low selling prices forced on them by over-production and severe competition. Little money was available out of profits to purchase machinery, and returns on capital were so poor that inducement to invest money in the industry was nonexistent.The second world war brought price fixing at the already low prices. It was not until the post-war period that there has been any inducement to mechanise.Much credit for mechanisation can be given to the Joint Coal Board, a government body formed in 1948. Pursuing a broad plan for the rejuvenation of the industry, this Board, purchased large quantities of machinery for use in, mines under hire-purchase agreement. These agreements encouraged machine mining, and this fact, together with the ensuing production economies, has improved the financial position of the industry.The Board has also been instrumental in the granting of increases in the fixed price of coal, so that the industry has been given an even greater boost in the direction of mechanisation.

The mining industry is a relatively minor user of water, which has historically been largely soured from private schemes. Frequently mines are often located in areas with limited available water resources. Water reform is increasingly affecting access to water for new mining projects and mining companies are being required to consider the value of water and the implications of reliability in their planning. This paper seeks to briefly review the water reform process in Australia and how it is affecting the mining industry with reference to some recent project experience.

The Channel Tunnel is an outstanding example of an undersea tunnel and its design illustrates most of the unique features of this type of tunnel. The marine site investigation was partic- ularly vulnerable to adverse weather conditions. To minimise this interference the time the drilling vessel was required to remain on station was kept to a minimum by expediting the drilling and the insitu tests as far as was practicable. To avoid additional unforeseen costs the contract documents were framed to take particular account of marine practice. The limited access at the coast line meant that for economy, maximum tunnel advance rates had to be attained. Ground excavation, handling and disposal methods and the provision of the lining were optimised and equipment specified in detail to ensure that no one com- ponent was delayed by a lack of capacity or mechanical failure in any other.

The mining. operations of Bougainville Copper Pty Limited are located at Panguna on the Island of Bougainville which is part of the Territory of Papua and New Guinea. Mineralisation in the Panguna area was first established by C.R.A. Exploration Pty Ltd in 1964. Exploration work since then has established ore reserves estimated to be 760,000,000 tons of.0.47% copper and 0.4 dwt./ton gold. An economic feasibility study completed in July of this year has enabled a decision to be made to proceed with a major mining operation. The ore will be mined by open cut methods and will be treated in a conventional concentrator with a nominal capacity of 90,000 short tons per day. The concentrate will be pumped as a slurry through a 15 mile long pipeline to a port established on the east coast where it will be filtered and dried ready for export. Other supporting facilities for the mine include two towns, a 135 megawatt steam power station, and access roads.

Coal is of tremendous importance for the Czechoslovak econ- omy. The current annual primary energy demand being about 109 million tons of standard fuel (1 ton of standard fuel - 7,000 coal = 29,308 GJ), coal satisfies almost two thirds of our fuel consumption. If compared with the distribution of resources in the world's fuel and energy pattern, the situation in Czechos- lovakia is significantly different, as shown in Fig. I. One of the causes behind the difference is that the Czechoslo- vak oil and natural gas reserves and, hence, their production are insignificant, so that it is necessary to import them. Brown coal will continue to play an important role as a prin- cipal domestic source of primary energy even in the future. While the share of nuclear power is increasing, brown coal represents strategic reserves in the fuel and energy balance.

Hot briquetting is a reliable, fully developed industrial concept for the passivation of direct reduced iron produced with the various processes of direct reduction. During hot briquetting, the large specific surface area of direct reduced iron is drastically reduced, and therefore the well-known problems caused by reoxidation and overheating are avoided. Even the shipping instructions published by the International Maritime Organisation (IMO) confirm that Hot Briquetted Iron (HBI) can be handled and shipped without special precautions. From the mid-1970s until today, after extensive pilot testing of the technology, a number of industrial plants for the hot briquetting of direct reduced iron have gone into operation. Additional hot briquetting plants for already established but also for new direct reduction processes are tinder construction or in different stages of planning. This paper describes the characteristics of HBI and its current industrial application for various Direct Reduction Processes.

Ernest Henry Mine (EHM), located in north-western Queensland, is an underground copper/gold sublevel caving operation currently producing over 6 Mt/a of ore. The mass mining method of sublevel caving (SLC) used at EHM involves systematically blasting a series of uphole rings in parallel ore drives and drawing the broken ore using a top-down approach. Each ore drive contains multiple precharged rings to prevent having to charge in close proximity to the brow of the previously fired ring; however, the current initiation system still involves ‘hooking up’ all detonator lead cords of the first precharged ring. The unstable nature of a rill and working close to a brow presents hazards to personnel completing the hook-up process. There is also a business risk of ore loss when damaged ground support completely prevents access to the next precharged ring. If the hook-up step could be eliminated, the risk to personnel and the business would be significantly reduced.EHM engaged Orica Mining Services in 2016 to trial their WebGenTM 100 – wireless electronic blasting system (WEBSTM) for the first time in an underground mining environment. Having successfully signal-tested the equipment, two test holes were initiated, followed by a single production ring and then multiple production rings. In total, 30 production rings were successfully fired underground at EHM in 2017. To do this, WEBSTM was successfully integrated into EHM’s current charging and firing process, resulting in no business delays or loss to production. None of the 30 rings required hooking up and all were initiated from the surface with no personnel underground. A high level of ownership from all personnel involved ensured the trial was a success, and provided scope for wireless detonators to be used successfully on a large scale – both at EHM and other sublevel caving operations. Developments since 1959 in major excavators to meet the high outputs of overburden and coal under the changing nature of the Morwell Coal Deposits of the Latrobe Valley are described. Particular reference is made to investigations of designs of the bucket wheel head configurations for the digging of flat batters on high faces, and examples are given of the wide use ofmodelsin these studies.An explanation is given of considerations leading to selection of the Long Boom or the Compact type of bucket wheel excavator for various applications. The past decade has seen increasing manufacture in Australia of components for excavators and similar machines. The measures undertaken to integrate these components with those from overseas (Germany) are described. A section of the paper deals with advances in Electrical Engineering for large excavators in Australia and its interdependenee with mechanical design and construction. Finally, as an example of the versatility of the bucket wheel excavator a description is given of a recent application for the mining of mineral sands in Northern N.S.W.

The Main lode in the Anwia Gold deposit is difficult to interpret due partly to the fact that three separate grid and drill hole orientations exist over the area and partly due to a lack of understanding of the controls on the high-grade mineralisation. Scattered high gold grades and multiple veining orientations add to the confusion. Sectional interpretations of the lode are often misleading due to the multiple orientations of drilling. Initial attempts to define a high-grade constrained geological model were not successful due to the inability to establish any geological continuity that would hold together in three dimensions. As a consequence the initial geostatistical domaining for the Main lode at Anwia comprised a simple broad mineralised envelope split by the weathering profiles. Subsequently an analysis correlating subjective qualitative logging information with grade plus utilisation of LeapfrogTM software, together with extensive geological re-interpretation resulted in the definition of a coherent high-grade shoot within the Main lode. The resource was re-estimated including this new domain as a high-grade hard boundary. Estimations on both models were carried out using uniform conditioning, which is a recoverable resource estimation methodology that estimates tonnages and metal above a series of cut-offs for SMU (selective mining unit) sized blocks. This paper compares the tonnages and metal contents that are calculated from the two estimation runs, both at a zero cut-off and a series of higher cut-offs. The results confirm that the estimation methodology has been implemented correctly as the tonnage and metal content at zero cut-off is the same for both models. The resource tabulations and grade tonnage curves predicted by the two models highlight the differences that can occur at higher cut-offs when realistic high-grade domaining is implemented. The results also reinforce the point that recoverable resource models are intended to address selectivity issues and are not substitutes for good geological modelling. Recoverable resource techniques, such as uniform conditioning, will not correctly estimate high-grade zones that have not been explicitly modelled.

To discuss this relationship both the problems of the mechanisms of ore accumulation and the origin and cause of volcanism must be faced. Volcanic activity is associated with hydrothermal activity but the causes of volcanism are inseparable from the problems of the origin of magmas generally. To be more in accord with the inevitable reaction between water and silicates at high temperature, it is suggested that reconsidera- tion be given to the role of water in magmas such that our general concept of magmas becomes one of hot hydrous pastes rather than melts with water in them. It is claimed that a general concept of magmas as gelatinous hydrosilicate masses is a far better assumption because the rheological and diffusive properties of such materials enables an adequate explanation of a greater number of observations. It is consistent with the mergence of magmatic and metamorphic rocks and requires low to modest temperatures at the time of liquifaction allowing convergence with mobilised and disturbed sediment masses. The physical and chemical properties of both wet sediment pastes and magmas envisaged as hydrolised silicate masses are entirely dependent on the enormous internal surfaces of their disordered solvated components.
