In many years' experience as a maker and purchaser of cast-iron coated pipe, I have never met with any standard form of specifications for such. Each water-works company, employing a hydraulic engineer, has, under his direction, prepared complete specifications for the particular conditions required; but I cannot find that any two are alike; and each foundry, in bidding for the supply of such pipe, makes the price to cover the conditions' required. I, therefore, have the honor of offering to the Institute a form of specifications for cast-iron coated water-pipe, that may be found useful to water-works companies and others requiring pipe of this kind. The conditions are all reasonable, and can be carried out by makers without additional cost, and with advantage to the purchaser. Section 1 gives the kind of pipe, with its general characteristics. Section 2 specifies that neutral pig-iron shall be used, since such iron possesses the strength required, and is uniform in its shrinkage. The process for determining phosphorus in iron now in most general use in the laboratories of iron and steel works, is, I think, the one proposed bv Mr. Emmerton." In this process the solution of the iron for precipitation by ammonium molybdate is effected by treating the iron with nitric acid, evaporating to hard dryness in a dish, taking up with hydrochloric acid and driving off the greater portion of the hydrochloric by nitric acid. This procedure accomplishes, first, the destruction of all the carbonaceous matters; and, second; it renders all the silica insoluble. Nature has furnished us with fuel in three forms, solid, liquid, and gaseous; solid, the most common; liquid, containing the greatest energy; gaseous, the most convenient for use. The tendency of the day is to the conversion of solid and liquid fuel into the gaseous form. There is magic in the word gas to many men who through ignorance or indifference imagine that by mere conversion into gas an immense quantity of energy can he added to fuel of other forms, forgetful of the law of nature, that. the conversion of any substance from one form to another involves a loss of effective energy, and therefore that if in certain cases more duty can be obtained out of the gas resulting from a given amount of coal than the coal itself will supply when used direct, the cause lies solely in the more efficient utilization of the fuel in its gaseous state. Nevertheless, new processes for making gas are constantly crowded upon our notice with claims of less cost for manufacture and delivery than natural gas, and often of far more energy for the product than is contained in the coal or oil from which it is made. I was recently asked to examine a new process of this kind. From an analysis shown me the calorific energy of the gas approximated 375 heat-units per cubic foot; on ascertaining the quantity of gas claimed to be made from a given amount of solid and liquid fuel, it appeared, that for every 325 heat-units contained in the latter 900 heat-units were alleged to he delivered into the gas, or nearly three times as much energy as the original fuel really held. The extravagant claim of some oil-gas advocates is still frequently heard, that by vaporizing oil with steam and then passing the mixture through a coil of hot iron pipe, an oil-water-gas containing 26,600 heat-units is formed from 1 pound of oil carrying originally 21,000 heat-units, while the only energy expended on the gas has been by the introduction of a -little steam and a little extraneous heat. SINCE our last meeting, the Institute has lost, by the death of Mr. Gowen, one of its most distinguished members. I shall only attempt in this place to give a brief account of his many accomplishments and achievements; but our records would certainly be incomplete without a recognition of the important influence which he exerted upon the mining and metallurgical industries of this country, and a testimony to his private virtues of character. Although Mr. Gowen was best known as a great lawyer and as the head of a great railway corporation, he began his career, before he was of age, as the manager of a small anthracite blast-furnace at Shamokin, Northumberland County, Pennsylvania. He left this position, to engage on his own account in the mining of anthracite coal at Mt. Laffee, near Pottsville. This proved an unprofitable business, and, after the panic of 1857, he began the study of the law. As soon as he was admitted to the bar, he at once entered upon the active practice of his profession, and soon achieved an extraordinary success. In 1869 he was made President of the Philadelphia and Reading Railroad Company, and he afterwards organized the Pliladelphia and Reading Coal and Iron Company, the largest coalmining corporation in the world. He became a member of. this Institute during the first year after its organization, and remained a member until his death. He always took a deep interest in the work, and was prompt to co-operate by all means in his power in furthering the objects of the Institute. The Sudbury ore-deposits possess a peculiar interest for a variety of reasons. In the first place, they are deep within the borders of the Huronian rocks, and are consequently amongst the oldest deposits that we know of, unless, indeed, the ores were deposited at a much later period than the country rock. Again, they carry nickel in unusual proportions, and lastly, they are unique in containing a small amount of platinum, although arsenic is not present. I shall not pretend to go into the geology of this region. The Huronian and Laurentian rocks are familiar to all American geologists, and these present only the usual series of gneiss, graywacke, quartzites, greenstones, clay-slates, etc., characteristic of this gigantic system of rocks, which has excited so much discussion of late years. As in all parts of Canada where it occurs, I believe, the rocks of this system are tilted to such an extraordinary degree that it may be said that the whole country is standing on edge at an angle of something like 70°. A quarter of a century of service of steel rails on our oldest railroads, many of which have changed their standard sections three or four times, has furnished, and is furnishing, excellent opportunities to study their wear and behavior in the track. Such experience is valuable for the design of new sections, now required to meet the constantly increasing severity of railroad service. Before presenting the new sections for consideration, I will briefly call attention to some features of past experience. For convenience of study, rails may be separated according to their weight and height into four groups, viz.: 1. Hails weighing per yard from 52 to 60 pounds, and 34 to 4 inches high. 2. " " " " " 60 " 72 " " 46 to 44 " " 3. " " " " " 72 " 90 ' 41/8 to 5 4. " " " " " 85 or more " " over 5 " I Experience in this country is confined mainly to sections in groups Nos. 1, 2 and 3. • During the past few years I have had the opportunity to run my car over many thousands of miles of railway laid with the principal sections in use, and to obtain diagrams showing their deflections, permanent set, and, in a great measure, their manner of wear. The First Group.—The first steel rails imported, and those manufactured here, were light sections—included in the first group—and many of them, being rolled in rolls used for rolling iron sections, have pear-shaped heads, 2 3/8 to 2 1/2 inches wide, the base being heavy and from 1/4 to 1/2 inch narrower than the height. These rails were laid upon ties of solid timber, at least 8 inches face, spaced 2 feet from center to center. The moments of inertia of these rails were low, only ranging from 8 for the lightest sections to 12 for the heaviest. The annual .use of large quantities of sulphurous iron-ores (over 1,500,000 tons in the United States) has led to a search for the best methods of desulphurization, in order to make this material more available for the manufacture of a good quality of pig-iron. Although such ores can be used raw in small amounts, they must be previously roasted if they are to constitute the entire ore-charge of a furnace.

The coal-fields of the United States have been variously classified as to their geographical positions. In 1887 I proposed slight changes to the classification generally used, for more convenient description of our coal-fields in my report on the statistical history of coal in the States during 1886 for the United States Geological Survey. During the past two or three years consumers of pig-iron have been seeking more knowledge regarding the chemical questions involved in foundry-practice. This desire has been increased by the papers of Professor Thomas Turner, of Mason College, Birmingham, reporting a series of tests made to show that silicon is a useful, rather than a damaging element when present in proper quantities in cast iron, and that by its use pig-irons and scrap, which when used alone are totally unfit for foundry purposes, may be made to give satisfactory results. Professor Turner has shown that the strength of a cast-iron depends on : 1. The amount of weakening impurities present; 2. The proportion existing between the combined and the graphitic carbon in the cast-iron. He says that the tendency of combined carbon is to increase hardness and brittleness, while graphitic carbon makes iron soft, malleable and tough; too much of either form is a disadvantage; the strength depends on the proportion. Strength being the thing most desired, irons having an excess of weakening impurities will not find a market, and therefore the only thing to provide for is the proper proportion between combined and graphitic carbon. Professor Turner shows that by a judicious use of silicon this proportioning can be accomplished exactly according to the wish of the founder; an increase of silicon changing combined carbon to graphitic, and vice versa. The object of this paper is to bring to notice a method in use at the Cedar Point laboratory of Witherbees, Sherman & Co., for determining the phosphorus in the ore mined at Mineville, N. Y. This ore is magnetite, with a gangue containing crystals of apatite. In 1886, Mr. H. F. Dawes, then head chemist at the works, suggested that as all the phosphorus seemed to be in the apatite, it could be obtained in solution by dilute nitric acid. After some experimenting the following method was adopted, and has proved invaluable for rapidity and ease; half a dozen determinations requiring very little more time or trouble than one. From + to 10 grammes of ore are weighed into a 150 c.c. beaker; 50 C.C. hot water and 10 c.c. strong nitric acid are added; the beaker is covered and the contents are boiled for 1/2 hour (10 minutes sometimes proves sufficient; but 4 hour is safer). The bumping which ensues if more than & gramme is used need cause no trouble. The hot solution is filtered into a 250 C.C. beaker. The filtration and washing (with hot water) proceed rapidly, as the magnetite itself is but slightly acted upon. After the addition of 15 C.C. ammonia and 15 c.c. nitric acid, the solution is cooled to 45' C., and from 15 to 40 C.C. of molybdic acid solution is added and stirred vigorously. In 5 minutes the precipitate will be down, and the determination can be finished by any good method. At Cedar Point the method more commonly used is weighing as yellow salt. Good washed filter-paper is used, No. 0 Swedish being preferred; and dozen 3 1/2-inch filters are numbered and dried and weighed at 110°C. These are always kept in stock. The yellow salt is filtered on one of these, washed with dilute nitric acid (2 per cent. by volume); dried for 1 hour at 110' C., and then weighed, 1.63 per cent. of weight being calculated as phosphorus. Aspen, the flourishing mountain- and mining-town of Pitkin county, Colorado, is located in the valley of the Roaring Fork, 11 miles above Glenwood springs, where that stream empties its waters into Grand river, a tributary of the Colorado. The Roaring Fork heads on the western slope of the Sawatch range near Grizzly peak, and runs in a general northwesterly direction to its junction with the Grand river. Of its numerous tributaries, Castle creek joins it just below the town of Aspen, the town being built on an extensive flat hounded on the northeast by the Roaring Fork and on the west by Castle creek. The latter heads at the junction of the Sawatch and the Elk mountains and flows northward between the two chains, until it empties into Roaring Fork. Opposite the town of Aspen, Hunter creek, coming westward from the western slope of Mount Massive, joins the Roaring Fork. About a mile north of Aspen, the bed of Hunter creek is at least 300 feet higher than that of the Roaring Fork at Aspen. Hunter creek forms thus, at its mouth, one of the best water-powers in Colorado. A portion of it is now utilized for electric lighting in Aspen, while in the near future, the whole of this magnificent natural power will be applied, through electric transmission, for hoisting, pumping and ventilating at different mines of the district. The mountain opposite the town of Aspen, on the east side of Hunter creek (which near its mouth flows southerly), is called Smuggler mountain, from the famous mine at the foot of it. On the other, or western, side of Hunter's creek (see map, Fig. I), a higher mountain rises, on the slope of which the regular dip of the Triassie or Upper Carboniferous red sandstone strata, alternating with white layers of the same rock, can be clearly seen from town. It is a time-honored custom in this, as in other kindred bodies, for the retiring President on giving place to his successor, after a year of official duties which have been the means of directing his attention in a more than usual degree to the work and interests of the Association, to report the results of his observations from this outlook, and the thoughts that may be suggested by the view. In looking out over the many fields of activity within the range of this Institute, the attention may be arrested by special features marking recent progress and development, or such as by their meager outline or lack of important detail stand in less pleasing contrast, or. even form unsightly objects in the view. It may be that the special field and particular work in which one is engaged will, when observed from the more distant standpoint, or in the light of the whole outlook of the profession, assume a different aspect or develop features of new interest and importance. In this way some special object may suggest to the observer a, fitting theme for the occasion. To others, again, an outline of the whole view may seem a more useful subject for study and review. All fields are examined and the wide horizon of the whole profession scanned to note and report whatever is new in knowledge and practice—the new permanent bench-marks that appear near the horizon designating ground definitely located; the stakes which mark reconnoissance into new territory, and even the prominent objects that faintly appear through the mist of the distant atmosphere, and which may serve later on as points of attachment for the advancing lines of survey into the unknown. The heading of this paper was prompted by the knowledge that experience, up to this time, seemed to indicate that smaller furnaces were preferable for smelting the material of this section. Since the reasonable success thus far achieved by the first furnace of this plant tends to change the above opinion, and unsettle the generally-accepted views of furnace-men as to "weak " coke, a few words as to the design of the plant and the mode of operation adopted may prove interesting.
