Y.: Mr. Bain's introductory statement that there is a growing disposition on the part of the public " to change emphasis " in government from political equality " to " social justice " is somewhat vague; but I gather from his argument that he approves the growing disposition to which he refers, and that the " emphasis " which it demands involves a radical change in the policy hitherto pursued by the United States—the policy under which the Pacific States and Territories have been developed thus far. I do not understand how "social justice" is to be furthered by the sacrifice of " political equality," or how the change is to be effected by "emphasis." Very often important discoveries are made in one industry that may be used to advantage in another, but, owing to the rarity that men step out of one industry into another, these discoveries remain unknown outside of the trade or profession in which they are made. The present paper is written solely with the object of bringing to the notice of mining and metallurgical engineers a centrifugal ore-concentrator which eventually may have a great application. Ore- Grading. Fig. 1 represents the action which takes place when solids of different dimensions are stirred up in a box and allowed to settle as minerals of the same size but of different specific gravity. This principle is applied practically in grading china-clay and in enriching tin-slimes. In the latter case the slimes are stirred around in a tub with water and allowed to settle while at the same time the side of the tub is struck with a hammer. The colloidal slimes are then poured off and various slices taken off horizontally. The great drawback of this process is that the particles are deposited horizontally and all the colloids are lost. Fig. 2 represents the action in which the particles are deposited side by side. Here the drawback is the great length of the box needed in order to prevent excessive loss. The alternative to lengthening the box is to increase the force of gravity. Centrifugal force may be regarded practically as the force of gravity augmented. If the ordinary wet method be attempted for silver-bullion containing tin, much trouble is experienced, varying with the amount of tin present. Even with a percentage as low as 0.05, the end-point is masked by a persistent turbidity, while with amounts ranging from 0.5 per cent. upward, the determination of the exact end-point is impossible, owing to the finely divided or colloidal metastannic acid resisting all efforts to cause it to settle, or to give a clear supernatant liquid. The object of the following experiments was to seek a remedy for these difficulties, and to find the conditions whereby the Gay Lussac method might be applied directly to these bullions. Material containing tin is met with frequently in bullion from Mexico or Bolivia; and tin is carried (sometimes in large quantities) in jewelers' sweeps. 1. A bullion was prepared containing Ag, 74; Cu, 25; and Sn, 1 per cent. A weighed amount was treated by the humid assay-method as if it were an ordinary bullion free from tin. These springs arc situated on the south bank of the river about four miles below the City of Great Falls. In addition to the spring on the bank there are several in the bed of the river. Estimates on the flow of all these vary from 350 to 600 cubic feet per second, and as the temperature is practically constant at 53° F. throughout the year, the effect on the river water is to prevent the formation of anchor ice at the Rainbow Fails power development below, trouble of this source being in evidence every winter at the Black Eagle Falls above. Geologists claim that the water of the Giant Springs is derived from seepage through an old pre-glacial channel of the Missouri River now occupied by Sand Coulee, five miles up-stream from Great Falls. The water in this buried channel seeps through the flat-lying sandstone of the region and again unites with the present stream at the site of the springs.

In the course of my professional work in China during the fall of 1907, I had an opportunity to visit the iron-ore mines at Ta-yeh in Hu-pei province (long. 114O 50t E., lat. 30' 20t N.). It occurs to me that a rescript and discussion of my notes taken at that time should be of interest, particularly as supplementing the exceedingly interesting recent paper of Thomas T. Read on The Mineral Production and Resources of China.' Ta-yeh is situated near the right bank of the Yangtze river. The mines are at an average distance of about 16 miles from the river-port Shi-hui-yao, which in turn is some 70 miles SE. of Hankom. The ores are shipped to the works of the Han-Yeh-P'ing Iron & Coal Co. at Hanyang, as also very largely to the Japanese government iron- and steel-works at Wakamatsu, Japan. Smaller qnantities have been exported to the Pacific coast of the United States. These ore-deposits have been briefly noticed in a number of publications, but, so far as I know, Mr. Read's description, in his chapter or1 the iron-ores of the Chinese Empire,2 contains the first attempt to define their geological character. In his more recent paper Mr. Read follows very closely the text of his earlier description. To quote briefly from the recent paper, he says : " The iron-ores at Ta-yeh .... lie along the contact between a marble and an intrusive body of a dark-gray syenitic rock." He refers to a figure which exhibits in plan, but not in section, the relative positions of the syenite, ore-bodies, and limestone. The contact is seen to trend approximately E-W., with the syenite on the north and the limestone on the south. At the Seventh International Congress of Applied Chemistry I presented a paper,' The Assay and Valuation of Gold-Bullion, in which are briefly mentioned a few illustrations of different methods of sampling gold-bullion, particularly cyanide-bars. Since then I have carried on an extensive investigation upon the sampling of gold-bullion in relation to its effects upon the assay-results, in connection with the statement of accounts between the smaller assay-offices of the United States which purchase gold-bullion and the mints where the purchases are re-deposited. Under the name of gold-bullion are included metals of widely different composition. We may have practically pure metal, 999.75 fine or even more in gold; alloys of .gold and silver with only trifling amounts of base metal; alloys of gold and copper with trifling amounts of other metals; ternary alloys of gold, silver, and copper, or gold, silver, and lead; and most complex alloys of from five to eight or more constituents of ordinary occurrence, besides some of the rarer metals occasi'onally. In any one or all of these classes we may have one or more of the metalloids, which may add to our difficulties. Of course, with metal 999.75 fine in gold there is only slight opportunity for different samples to differ in fineness, but on such fine metal we expect the assays to agree very closely, and the sampling must be done with the utmost care. When possible, dip- or granulation-samples of the molten metal should be taken; but when it is necessary to sample bars, the chief point to guard against is surface-dirt.

IT can scarcely be considered a matter of doubt, in the present state of our knowledge, that the existence of, at any rate, two well-marked allotropic modifications of gold can be recognized, namely (a), the ordinary, yellow variety, and (b) the red, brown or purple, non-lustrous, amorphous variety. There are, indeed, not wanting indications that still other allotropic forms may be capable of existing. It is, for instance, possible that the green colors of gold obtained under certain conditions, or the black powder produced when the alloy of gold with potassium is decomposed by water, may represent further allotropic modifications, although this proposition is open to doubt. It call scarcely be pretended that the two first-named varieties have been absolutely isolated, yet it is, perhaps, quite permissible to speak of the ordinary and the amorphous modifications as having a proved existence. Ordinary gold is sometimes found crystallized in nature, although never in a state of purity. When gold is melted and, cooled slowly, its surface shows crystalline markings, and the fact that it is capable of crystallizing in the cubic system may be looked upon as established. When gold is produced by precipitation, the form which it assumes is dependent on the conditions of precipitation. G. Rose 1 says that gold precipitated by ferrous sulphate from very dilute solutions is so finely divided that no regular form can be recognized, but in more concentrated solutions the precipitate consists of minute cubes. Charcoal-iron is quantitively so unimportant compared with coke-iron, that its qualitative importance for many industrial purposes is entirely unkriown to many coke-furnace-men, and to the great majority of the inembers of this Institute. To explain this qualitative importance, and explain some of the fact,ors that affect the quality, are the objects of this paper. A brief review of' the commercial conditions governing the charcoal-iron industry is a necessary preliminary to any adequate treatment of the subject. The advent of coke-iron, which transformed the whole iron industry commercially, left intact a limited production of charcoal-iron in the East and South, which has been conducted almays on the basis of high cost and high quality, with correspondingly high selling-price. In the Northwest, particularly in the Lake Superior district, the development has been along totally different lines, for which the close proximity of the great iron-ore deposits and the great forests of that region mere responsible. When the great white-pine forests were removed there were left behind large areas of hardwood and hemlock, to which little attention was paid in the prosperous years of the white-pine industry. But when the latter declined, the demand for lumber, and the presence of lumber-men, probably more skilled than any others in the world, caused the gradual introduction of these woods into commercial use. It was a matter of ancient knowledge that hardwood made an excellent charcoal, and to utilize the cordwood left after the saw-logs were removed, by converting it into charcoal and using it to smelt ore from the adjacent mines, mas an obvious step. My attention was called by Prof. Henry M. Howe to the article by N. M. Wittorff, entitled Preliminary Investigation of Primary Crystallization and Subsequent Physico-Chemical Permutations in Iron-Carbon Alloys Containing More Than 4 Per Cent. of Carbon. I thereupon wrote to Mr. Wittorff and received a copy of the paper in the Russian language, with permission from him to publish a translated abstract in our Transactions, the original having appeared in the .Journal of the Russian Chemical Society, vol. xliii. (1911), in which it occupies some 78 pages, with 10 illustrations and 47 micrographs. The novelty of the data presented, and especially the scientific importance of Mr. Wittorff's deductions, as well as their value in helping to clarify our meager understanding of that useful but puzzling commodity, cast-iron, seemed to more than justify a publication of the essential facts in concise form in the English language, which has not been done previously so far as I know, although a very brief abstract has been published in German, and a somewhat more extended one in French.' When the work of translation was begun, I did not know that it bore in part upon the investigations of Ruff, which Howe is reviewing at some length at this meeting. This coincidence renders the following condensed translation of Wittorff's work, which I have prepared with the aid of Sidney Marcus as interpreter, the more appropriate here. The result of Wittorff's study is greatly to extend our knowledge of the hyper-eutectic alloys of iron and carbon, and to add several significant lines at the right-hand side of the diagram originally drawn by Bakhuis-Roozeboom, and developed by Roberts-Austen, Benedicks, Carpenter and Keeling, Upton, Goerens, and others. Flue-dust, to most blast-furnace operators, means a troublesome by-product, the formation of which should be curtailed, if not prevented entirely. However, with the increasing use of fine ores, larger furnaces, and high-pressure blast, the production of flue-dust is constantly increasing, and amounts annually in the United States to from 3,000,000 to 3,500,000 tons, an exceedingly high tonnage, of which a large part has been discarded as valueless.

The U. S. Geological Survey, I believe, has almost completed a study of the Harney Peak quadrangle, preliminary to the publication of a report on that district. As I was engaged for some months on an investigation of the mode of occurrence of the ore-bearing formation in this area, it has seemed to me timely to make public the results of my study, as a contribution to the consideration of this subject. It seems scarcely necessary to describe the locality and general geology of the Black hills of South Dakota, for since 1846 many have contributed information concerning this region, some of the reports bearing such well-known names as those of Walter P. Jenney, Henry Newton, S. F. Emmons, and C. R. Van Hise, while me have only to glance at Bulletin No. 4 of the South Dakota School of Mines, in which Prof. C. C. O'Harra, of that institution, has given us a bibliography of contributions to the geography and geology of the section, to find that other well-known men have studied the district, and have given us the benefit of their researches. The U. S. Geological Survey has made geological maps of nearly the whole of the Black hills, the only quadrangle yet to be conlpleted being, as stated, the Harney Peak district. During the late summer and autumn of 1910, it was my lot to examine and report on a considerable area in this neighborhood, which once had been prospected, and in some cases exploited, for tin. This paper gives an account of certain geological phenomena, noted at that time, which greatly influenced my conclusions. The predominating formation of the district is pre-Cambrian, represented by a highly-cleaved mica-schist, usually very gar-netiferous, and sometimes hornblendic. About a year and a half ago, at the San Francisco meeting of the American Chemical Society, in connection with the excursions to local smelting-works, I had occasion to show some lantern-slides illustrating the recent commercial development of electrical methods for precipitating the suspended matter from smelter-smoke, the underlying phenomena of which were clearly brought to the attention of the technical public by Sir Oliver Lodge as long ago as 1884. In the .Journal of Industrial and Engineering Chemistry, August, 1911, most of these views were reproduced, together with an account of the work from its beginning up to July, 1911. To-day I wish particularly to show you some of the further developments of the work since that time; but in order to make these clear they will be prefaced by a brief abstract of the article above referred to. The removal of suspended particles, from gases, by the aid of electric discharges is by no means a new idea. As early as 1824 we find it suggested by Hohlfeld ' as a means of suppressing ordinary smoke, and again a quarter of a century later by Guitard.2 These suggestions, which do not seem to have stimulated any practical study of the question, were soon entirely forgotten, and only brought to light again by Sir Oliver Lodge: many years after he himself had independently rediscovered the same phenomena and brought them to public attention4 in a lecture before the Liverpool Section of the So-

In conforniity with the design of the oficials of the United States Steel Corporation for the standardization of the methods employed in the sampling and analysis of all materials encountered in their various lines of manufacture, the Chemists' Committee presents this compilatioti of standard methods for the sampling and subsequent analysis of molten pig-iron. In selecting the methods, the Committee employed the same line of procedure as in former cases, viz., the careful consideration of all the methods employed in each laboratory of the Corporation, evolving therefrom the several methods herein described, the immediate adoption of which is desired. The services of Messrs. W. B. N. Hawk, William Brady, and C. H. Rich, a sub-committee appointed for the preparation of the present paper, are gratefully acknowledged. II. Introduction. A quite obvious cause of nonconformity of results of comparative analyses in the various laboratories of the Corporation has been an apparent lack of uniformity of method in the sampling and analysis of molten iron.
