THE measurement and control of temperatures have assumed positions of great importance in many industries. The manufacturers of byproduct coke and carbureted water gas find that proper temperature control helps to produce a better product and economizes in the use of raw materials. In the manufacture of glass, enameled ware, brass, and high-temperature refractories, temperature control is now regarded as being coordinate in importance with the control of materials used. To control such processes as malleablizing cast iron, and hardening, tempering, and annealing of steel in a manner to meet exacting market requirements has, within recent years, involved the installation of large and expensive pyrometer equipments. In many of these installations, it was necessary not merely to measure but also to record the temperatures over a period of time and thus obtain a record of the entire heat treatment and an effective check on the workmen in charge. In view of the importance of temperature measurement and control in such a wide variety of industries and the necessity for proper supervision of the installation and operation of the outfits, the following questions may be pertinent: What instruction is offered by the engineering colleges and what departments in the colleges are responsible therefor? The latest available catalogs of ten prominent engineering colleges east of the Mississippi River showed courses in high-temperature measurements given by the departments of physics. These courses, in general, were described as comprising classroom and laboratory instruction in the theory of high-temperature measurements, together with exercises in the calibration of the various devices used. In some cases it was stated that consideration would be given, in the courses, to the practical applications in the industries. In only one. college was the course required of all engineering students; in most colleges it was optional; in a few colleges, it was required only of certain groups. At a meeting of the Associated Engineers, with Columbia Section in charge, a discussion of the metric system was led by-Mr. F. A. Ross. While the majority of the engineers present favored resolutions seeking compulsory adoption and use of the system at the end of 1924 it was believed the engineers present should not undertake to speak for the entire membership and upon suggestion of Mr. J. B. Fisken the resolutions were laid over to be acted upon at a later meeting. The resolutions are as follows: WHEREAS the Great War has drawn the United States into a permanent and close relationship with the other nations of the world and opened the way to an unlimited foreign trade; and WHEREAS more than-70 per cent. of all nations have discarded their arbitrary standards of weights and measures and have made the use of the decimal, or metric, system obligatory; and WHEREAS the United States still clings to an antiquated, complex, cumbersome, and wholly illogical system of weights and measures, consisting of a duodecimal and fractional arrangement of arbitrary units, instead of definitely determined and correlated units following the decimal system; and

The serious shortage of eastern gas coal and of coke for gas-making in Illinois and adjoining states during the winter of 1917-1918 was emphasized at the meeting of the Illinois Gas Association, March, 1918. The seriousness of the situation was of concern not merely to private interests but to the general public, which consumes gas for heating, lighting, and for important industrial uses. Some relief was thought possible if central district coals from Illinois, Indiana, and western Kentucky could be used generally as a substitute for eastern coal and coke in the manufacture of retort gas and water-gas. Already a little Illinois and Indiana coal was being used under special circumstances in Illinois retort plants and successful experiments with mixtures of Illinois coal and eastern coal had been conducted at the Decatur retort-gas plant by F. K. Ovitz of the U. S. Bureau of Mines and the Illinois Mining Investigations, with the advice and cooperation of a committee of the Illinois Gas Association. Consequently, it seemed desirable to continue experiments with central district coal in gas retorts, and with coal as a substitute for coke in water-gas generators, and to give publicity to the results and technical assistance to companies desiring to use central district coal. Other matters, of national importance were the prospective shortage of toluol and of ammonia for the manufacture of explosives, and the possibility of encouraging recovery of additional amounts from some of the plants in central states that were not contributing these substances. Results of work done by the Gas Section, Illinois Mining Investigations, under the advice of the Technical Committee, were pushed to early publication until the signing of the armistice lessened the importance of speed as a war measure. The first two publications listed below were distributed by the Regional Director of the U. S. Fuel Administration, through the Bureau of Gas. By-products and Public Utilities. IN the course of the examination, at the Bureau of Standards, of fusible tin boiler plugs for the Steamboat Inspection Service, it became evident that an investigation should be undertaken to determine the precautions necessary in the manufacture of acceptable plugs. The results of the tests of these plugs show that their manufacture has improved, though at present not all of the plugs tested are satisfactory. Table 1 gives the result of tests of some 1500 plugs from about 100 makers. Records of the tests show that several of the makers were able to produce satisfactory plugs with every pouring. The Steamboat Inspection Service has the following specifications for fusible plugs: "Fusible plugs for use in boilers of steam vessels under the Jurisdiction of the Steamboat Inspection Service shall be made of bronze casing with the bore tapering continuously and openly from end to end, and filled from end to end with tin not less than 99.7 per cent. pure and to contain not more than 0.1 per cent. of lead and not more than 0.1 per cent. of zinc. The small end of the bore may be countersunk not more than 1/32 in. in depth and width, but no recess, thread, or cavity other than this countersink shall be allowed."

Book Review MEXICO UNDER CARRANZA. By Thomas E. Gibbon, Los Angeles, California. Doubleday Page and Co., New York, 1919, 270 pp., 711/2 X 5 in. $1.50. A vivid, accurate, convincing summing up of the Mexican problem as it confronts us today, devoid of sensationalism or bigotry. A compelling narrative of the relations of the Carranza Government and our own from Oct. 15, 1915, when it was recognized as the de facto government of Mexico, to the present time. It shows the absolute lack of promises kept or lived up to either with its own people or the United States. This is not done by invective or the indiscriminate use of adjectives but by quoting from the instruments on record on both sides of the case. The driving of the Red Cross out of Mexico, which condemned many of the native peons to starvation, and the interference with the Pershing Punitive Expedition are merely mentioned, but the crying crime against the Mexican people, who have sunk to unbelievable depths of misery obscured, but not exceeded, by the sufferings in Europe, is held up in a clarified light. Two illuminating chapters are devoted to the character and treatment of foreign investments in Mexico, Which are a complete refutation of the common statement that Mexico has been exploited remorselessly by the foreign investor. The conces-sions given by Diaz in the days of his regime most condemned are nowise as large nor the land grants as extensive nor the title so absolute as those granted to the railroad builders of our own transcontinental systems and other of our nationally subsidized works. This is not left to further argument but is settled by quoting the various official instruments and not at all in a tedious way. The author's concluding chapter is a picture of the Mexican people from Aztec times, when they had reached a civilization which gave them a better calendar than the Roman Empire ever had until modern times, to their present unhappy and pitiful condition. He concludes, basing his findings on parallel historical downfalls of a once proud people, that present conditions are the natural result of the absolute domination of an alien minority. He grants, of course, that there are many estimable Latin-Mexicans of integrity, ability and charm, but maintains that the dominant minority has continually degraded in fulfillment of the sociological law that the sure revenge of the servile class is found in the corruption of the master class. The book is replete with historical and literary allusions which, added to the pleasing style of the accomplished author, make fascinating the account of one of the world's great tragedies. Mr. Gibbon is a lawyer who has spent much time in Mexico and shows an understanding of the native people not shared by all writers on the Mexican problem. A distinct addition to all literature on the subject. P. E. B.

ROASTING FERRUGINOUS ZINC-SULFIDE ORES IN 1912, Mr. J. B. Ideating was developing an electrolytic-zinc process for application to the ores of the Bully Hill mines of the General Electric Co. These ores consist of blende and pyrite so finely crystallized and so intimately mixed that no mechanical separation of the individual minerals had been found possible. The ore was reduced to about 60 mesh and roasted in a hand-rabbled reverberatory furnace preparatory to leaching with sulfuric acid. The extractions obtained were quite irregular, varying from a minimum of about 70 per cent. to a maximum of about 90 per cent. This irregularity led to the construction of a small electrically heated roasting furnace, and to the study of roasting under definitely controllable conditions. From time to time, these studies have been extended to other ores. Several commercial-plant operators profess to have gained useful information from the results of these studies and it is hoped that their usefulness may be extended by this publication. EXPERIMENTAL ELECTRIC ROASTING FURNACE The furnace used for experimental work is shown in Fig. 1. One fire-clay sagger, or pot, was set within another and the space between the two filled with Silox heat insulation. The hearth is a cast-iron plate with an imbedded ribbon of nichrome wire; this wire heater is connected to a potential regulator, which permits a very close voltage control. A mechanically driven arm is fitted with rabble blades so arranged that a uniformly thick ore bed may be maintained indefinitely. This arm is usually driven at about one revolution per minute but its speed of rotation can be varied as desired. Compressed air is led into the furnace through a meter, and it was found necessary to preheat the air in order to secure the definitely isothermal conditions sought.

IN a paper read before the Institute of Metals, Rosenhain 1 described a new type of furnace designed primarily for the thermal analysis of metals by the inverse-rate method and used by him in the metallurgical department of the National Physical Laboratory with considerable success. In his discussion of this furnace, Rosenhain pointed out some difficulties met with in its operation, such as uniformity of rate of heating or cooling being inadequate for the degree of accuracy aimed at. To overcome this difficulty, he suggested, in place of motor propulsion, a gravity drive controlled by a"hydraulic cylinder with a relief valve whose width of opening can he regulated to allow of any desired rate of motion." The authors, in constructing a thermal-analysis furnace of Rosenhain's type, have therefore followed this suggestion and also added certain features that increase somewhat the convenience and simplicity of its operation. Requests for information regarding this furnace and the highly satisfactory results obtained from its use, it is believed, justify describing its construction and operation in sufficient detail to make possible its duplication or improvement. Description of Furnace.-The details of the furnace construction are shown in Fig. 1, which is drawn to scale. The heating tube is of /4 in. (6.35 mm.) wall "alundum" heated at the upper end by seventeen turns of 0.52 mm. platinum wire, which is coated with "alundum" cement supplied for this purpose. The cement coating is essential when a high temperature (over 1000° C.) is required, as it prevents hot spots with the resulting burning out of the heater. This platinum-wire winding, unlike "nichrome," is entirely satisfactory for temperatures of at least 1000° C. It has been maintained at that temperature continuously for 2 months and shows no signs of deterioration. This temperature is maintained by a current of 5 amp. drawn from 30 volts potential, so its necessarily continuous operation is quite economical.

SAMPLING of the fluid from oil wells for percentages of oil, emulsified oil, and water during the last two years has brought out some interesting facts concerning oil-water emulsion. This result led to a laboratory investigation of emulsion, which substantiated the conclusions made from the field observations. The purpose of this paper is to present the information collected, the laboratory experiments, and our interpretation of the same. In order to define emulsified oil exactly, give its synthesis and origin, and to show how and when it is formed in the wells, the work was necessarily divided into two separate lines-laboratory work and field observations. It is hoped that this study may lead to a discussion of such points so that the petroleum engineer, geologist, or technologist may be benefited by its practical bearing on oil-field management. Special credit is due Mr. Everett Carpenter, chief geologist of the Empire Gas & Fuel Co., for his assistance and cooperation in this work. LABORATORY INVESTIGATIONS ON EMULSIFIED OIL Laboratory investigations were conducted in an attempt to learn the composition and some of the properties of emulsified oil, or B. S., as it is more commonly called, also to demonstrate, by laboratory methods, how B. S. may be formed under conditions similar to those existing at the time a well is being pumped, and how it may be broken down. Literature bearing on this subject is widely scattered and very limited in scope. Bacon and Hamor define B. S., or bottom settlings, as "earthy matter, inert organic matter, or, in the case of Pennsylvanian petroleum, an emulsion of paraffin wax and water, which accompanies crude oil." A RATHER detailed description of the entire plant and leaching process was given in a paper recently presented to the Institute,1 so this paper will cover briefly only the crushing practice of the New Cornelia Copper Co. for the year, 1918. The ore, which is mined by steam shovels and loaded in side-dump cars, passes through two crushing plants. These crushing plants were constructed to crush the ore required by a leaching plant of 5000 tons daily, capacity, during a crushing period of 16 hours. The primary plant reduces to less than 3 in. (76 mm.) and the secondary plant, to ¼ in. (6.35 mm.), which is sufficiently fine for satisfactory percolation of solution through the ore in the leaching tanks, and to give good extraction. The ore is then conveyed to the leaching tanks by a system of 28-in.. (71-cm.) belt conveyors. On the way to the leaching tanks, it passes through an automatic sampling plant, where a 1-per cent. sample is taken. From the primary crushing plant, the ore is conveyed by two 36-in. (91-cm.) belt conveyors to a 10,000-ton steel storage bin, with a reinforced-concrete flat bottom. The ore discharges from the bottom of this bin onto four 20-in. belt conveyors, which deliver it to the four units of crushers in the secondary crushing plant. There is no storage bin between the mine and the primary crushing plant. The ore breaks very coarse, is very hard, and contains a great many boulders, some as large as 4 ½ by 4 1/2 by 10 ft. (1.3 by 1.3 by 3 m.). Jams form in the bowl of the coarse crusher in the primary crushing plant, as a consequence, and are freed by means of an immense steel hook operated from a 40-ton electric traveling crane.

The movement for Federal endowment of engineering and industrial research was revived early in the present Congress by the introduction of two bills into the Senate. The first bill, introduced by Senator Smith of Georgia, provides for the establishment of an engineering experiment station in each state under the direction of and in connection with some university, engineering school, or land-grant college. The state legislature of each state is authorized to designate the institution best equipped to conduct the work but wherever the land-grant college has facilities approximately equal to those of the other institutions of the state, it shall be designated. All designations of institutions are made subject to the approval of the Secretary of Commerce. The Secretary of Commerce is authorized to secure practical uniformity of methods, and efficiency and economical expenditure of funds by indicating such lines of work as shall seem to him important from a military; naval, industrial or national standpoint, but the responsibility for the initiation and conduct of research shall rest with the individual engineering experiment stations. Uniform standards of research are further provided for by making each experiment station a depository of the Department of Commerce and the Bureau of Standards, and the work of each station shall conform to the standards established by the U. S. Government through said bureau, which may whenever practicable utilize the facilities of the station for the prosecution of research.

A national budget system, which engineers have long regarded as essential to the proper conduct of our fiscal affairs is at last being seriously considered by. Congress and seems likely to be adopted in some form. Several, bills and joint resolutions have already- been introduced but the measure that seems how to attract the 'most attention is H. R. 1201 introduced by. Representative Good, Chairman of the House Committee on Appropriations. This ,bill provides for the creation of a Bureau of the Budget in the office of the President, to which full information shall be furnished by all Departments and other Governmental agencies concerning powers, duties, financial transactions, business method's, etc. A change, is made in the fiscal regulations in that the Departments shall hereafter submit their fiscal estimates to the President instead of to the Secretary of the Treasury, while the latter official shall submit estimates of the public revenues and the condition of the Treasury. Two budgets are, provided for:, The first, or regular, budget shall contain a balanced statement of the resources and liabilities of the Government and the revenues and expenditures, actual or estimated as the case may be, for the preceding, current, and ensuing fiscal years. The President is further, authorized to submit his recommendations as' to how the heeds of the Government should be met, and such further data regarding the financial affairs of the, Government as he deems proper. The second or alternative budget shall make known the essential facts regarding the condition of the Treasury and what, in the opinion of the President. are the revenue, and expenditure needs for the ensuing fiscal year, to be prepared in such form as the President shall deem most appropriate. The bill' abolishes-the offices. of Comptroller of the Treasury and all -the Auditors for the several Departments, and substitutes therefore an Accounting Department, an establishment independent of the Executive Departments, under the direction of newly created officer to be known as the "Comptroller General of the United States" whose powers shall comprise all those now conferred on the Comptroller of the Treasury and the several Auditors and, in addition thereto, the investigation at the seat of Government or elsewhere of all matters relating to the receipt or disbursement of public funds, concerning which report shall be made to Congress at the beginning of each regular session, containing recommendations concerning the legislation deemed necessary to the accurate rendition and settlement of accounts.

The Reconstruction and Research Division of the United States Council of National Defense has, up to date, prepared two reviews on the above subjects: one covers foreign countries and the other covers the activities in the States. These reviews contain information appearing in various Governmental and public periodicals. While the information on foreign countries is necessarily incomplete and fragmentary, its summation is perhaps the most complete work of this kind so far accomplished. The information from the states consists mainly of bills and ordinances introduced in the state legislature, municipal councils, legislature committee reports, programs suggested by governors, and other state and local officials and local organizations It is realized that a good deal of this information will be useful to engineers studying conditions in the various states, and especially to those who want an insight into the general condition in all the states. For instance, the reconstruction problem in each state involving highway, reclamation, buildings, etc., are covered in detail.

A FEW years ago, the writer encountered a, problem that, at first, seemed to be due to peculiar conditions affecting grain growth. Large cups made from heavy metal failed in the first drawing operation in the process of making seamless tubes. The metal, as cast, appeared to be sound and strong; it rolled successfully and withstood the first cupping operation, but on the first draw it failed, with a crystalline fracture. The failure appeared in the slightly worked part of the bottom of the cup, and microscopic examination revealed exceptionally large grains. Knowing the general conditions governing recrystallization of brass, which were later published by Matthewson and Phillips, an investigation was outlined with the idea of including various conditions under which new grains might form, and which would include the effect that a previous anneal might have upon the anneal following. These conditions were produced by annealing specimens of brass at five different temperatures, indenting them with a 10-inn. ball under four different pressures, and then reannealing at each of the five temperatures five specimens each of which had been annealed at one of the five temperatures.

ROLE OF GASES IN FERROUS -METALLURGICAL PROCESSES IN every process for making steel there are one or more stages where the metal is exposed to gas of one kind or another. Thus, in the open-hearth furnace, the carbon dioxide and water vapor in the products of combustion are oxidizing toward the ferrous and manganous oxides in the slag, tending to convert these to higher oxides; the higher oxides then oxidize the steel, so that indirectly the products of combustion are oxidizing toward the steel. In the Bessemer process, there is direct contact of air and steel; also, the water vapor in the air blown into the converter is continually decomposed by the molten steel, yielding hydrogen and ferrous oxide, both of which are in part taken up by the metal. In the electric-furnace processes, there is always more or less air in contact with the slag covering the metal, and this air and the gaseous reaction products from it are dissolved in the slag to some extent and thus transmitted in part to the steel. In the crucible processes, there is always entrapped air in the charges and the crucibles are more or less permeable to the gaseous products of combustion from the furnace. In all the processes of manufacture, the molten metal is exposed to air while tapping into ladles and ingot molds and has an opportunity to saturate itself with air or with gaseous or solid products generated by chemical reactions between air and steel. Sieverts1 has shown that molten metals require but a few seconds to saturate themselves with a surrounding gas. No one familiar with the operations at a steel plant needs to be reminded of the important role that gases play at all stages. THE Anthracite Division, Bureau of Distribution, of the United States Fuel Administration, came into existence about Oct. 20, 1917. There had been no definite policy determined upon and the distribution had been carried out by the producers and distributors of this fuel as under normal conditions. The domestic sizes had been shipped from the beginning of the coal year on Apr. 1 in about their usual proportions to the various sections of the anthracite consuming territory of this country, which, in a general way, extended as far west as Nebraska and Montana, and in the south along the Atlantic seaboard to Florida. With the advent of cold weather, about the middle of November, acute shortages commenced to develop all over the northeastern section of the country, due to largely increased demand by the public in general, to enormously increased population in centers where industrial war activity was concentrated, and by the needs of the war industries themselves. Commencing with the early part of December, this demand was aggravated by extreme low temperatures and heavy snow; and the production decreased for the same reasons. From that date until the change in the weather, about the latter part of February, it was simply a question of getting coal into communities as emergencies occurred, to take care of individual cases. No definite plan of distribution could be followed. The coal mined between Apr. 1 and Nov. 1 had been distributed as mined and, therefore, only current production was available for distribution. The Anthracite Division, during this period, consisted of a Director, two assistants, together with an office force of seven or eight clerks and stenographers.

DURING the wartime rush to prepare the glass necessary for the needs of our army and navy, the problem of the temperature control of the annealing kilns became most serious. The narrow limits of strain allowable (all the specifications called for less internal strain than the average of the previously used German glass) made necessary a very exact procedure and the methods had to be used on a much larger scale than theretofore. At the Charleroi plant of the Pittsburgh Plate Glass Co., the members of the staff of the Geophysical Laboratory, which was cooperating with the company, had occasion to study the methods available, and reached a number of conclusions (many of them by no means new except in their application) that may interest and assist those who have to meet similar problems in other fields. The following is a short account of the essential features of the system of temperature control evolved, along with a rather abridged statement of the reasons that led to the adoption or rejection of various schemes.

The temperature of a material may be ascertained by measurement of the intensity of the radiant energy it emits. This measurement may refer to the radiation of all wave lengths emitted by the material, or, if the material is glowing, the measurement may refer to the visible light emitted, or to the radiation in n very restricted portion of the visible spectrum. In general, the intensity of radiation depends not alone upon the temperature of the source, but, also upon its nature. Thus, glowing carbon appears to the eye about three times as bright as glowing platinum, at the same temperature. This is technically expressed by saying that the emissive power or emissivity of carbon is about three times that of platinum. A material having the highest theoretically possible emissivity is known as a "black body;" it is customary to assign a numerical value of 1 to the emissivity of a black body. A black body is experimentally realized by uniformly heating a hollow enclosure and observing the radiation coming from a small opening in the wall. The intensity of radiation emitted from this opening depends only on the temperature of the walls, and not on the material of which they are constructed. If E is the emissivity of any non-transparent material and R is its reflection coefficient, it can be shown that E + R, = 1. If a material having an emissivity of, say, 0.40, and hence a reflection coefficient of 0.60, is placed inside a black body it becomes indistinguishable from its Surroundings, because the total intensity of radiation leaving the material is the same as that emitted by the black body. While the material actually emits only 40 per cent of the intensity of a black body at the same temperature, 60 per cent. of the radiation falling upon it from the walls of the enclosure is reflected. However, if the material is removed from the black body and placed in the open air, the reflected intensity is no longer present and the object appears but 40 per cent. as bright as a black body at the same temperature.
