During the year terminating at the date for the third annual meeting of Engineering Foundation, the Board completed, its undertaking to sustain the National Research Council for one year. Assistance given in the organization of the National Research Council has been amply justified by the results. The Council is now well established in a 4¬story building at 1023 16th Street, N. W., Washington, and has recently secured another similar building near by in order to house its increasing force. The breadth, importance and volume of work done have steadily grown. Foreign offices have recently been established in London and Paris, Dr. H. A. Bumstead being in charge of the former and Dr. William F. Durand of the latter. The total expenditure by Engineering Foundation for the National Research Council was $9,036, derived partly from income of the endowment fund and partly from special gifts from Ambrose Swasey and Edward D. Adams. In May, Walter M. Gilbert was appointed Assistant Secretary of Engineering. Foundation, with headquarters in Washington, his services being contributed by the Carnegie Institution. He also became and has remained to date Assistant Secretary of the National Research Council. In September, resolutions were exchanged between the Engineering Foundation Board and the National Research Council, setting forth a policy of continuing reciprocal relationship, and a conference committee, Chairman M. I. Pupin, Dr. Charles Warren Hunt, and Gano Dunn, was appointed to inform the National Research Council of the readiness of Engineering Foundation to work upon definite problems sug-gested by the Council. The terms asphalt and bitumen have been applied interchangeably, although incorrectly on occasion, for centuries to various bituminous materials that were found in nature. Native bituminous materials of only the solid types, deposits of which are found on or near the surface of the ground, together with the principal asphaltic type petroleum bitumens will be considered in this chapter. The international dictionary compiled by the "Permanent International Association of Road Congresses" still gives the full name as "Asphaltic Bitumen" but of recent years the word "Bitumen" has been recognized as most appropriate and is defined by the American Society for Testing Materials as follows: "Mixtures of hydrocarbons of natural or pyrogenous origin, or combinations of both, frequently accompanied by their nonmetallic derivatives, which may be gaseous, liquid, semisolid or solid and which are completely soluble in carbon disulfide." Asphaltic pyrobitumens, as defined by Abraham,2 is a species of pyrobitumen, including dark-colored, comparatively hard and nonvolatile solids; composed of hydrocarbons, substantially free from oxygenated bodies; sometimes associated with mineral matter, the nonmineral constituents being infusible and largely insoluble in carbon disulfide. Deposits of native bituminous materials are found scattered over the entire world, but many are relatively unimportant as far as commerce is concerned. No attempt has been made to cover all of the known deposits. The principal bituminous materials of commercial interest are: 1. Native asphalts, solid or semisolid, associated with mineral matter such as Trinidad Lake asphalt, Rock asphalt and Selenitza, Boeton and Iraq asphalts. 2. Native Asphaltites, such as gilsonite, grahamite and glance pitch, conspicuous by their hardness, brittleness and comparatively high softening point. 3. Asphaltic bitumens obtained from nonasphaltic, semi-asphaltic and asphaltic crude petroleum by distillation, blowing with air and the cracking of residual oils. 4. Asphaltic pyrobitumens of which wurtzilite and elaterite are of chief interest industrially as they depolymerize upon heating, becoming fusible and soluble in contrast to their original properties in these respects.2 5. Mineral waxes, such as ozokerite, characterized by their high crystallizable paraffine content. Native Lake Asphalt At Brighton situated in the southwestern part of the Island of Trinidad is one of the largest deposits of native asphalt in the world.3 The lake is oval in shape, covering an area of 114 acres and having a depth of 285 ft at its center. The material forming this deposit is an emulsion of water and bitumen with a suspension of mineral matter consisting of impalpably fine clay dispersed by nature in the asphalt, and small quantities of silica and vegetable matter. A borehole sonde using a 252Cf neutron source and a Ge(Li) gamma-ray detector was field tested in a coal bed in Belmont County, Ohio, to ascertain whether such a device could be useful as a coal-exploration tool. As the sonde was lowered into the borehole, successive spectra were accumulated over short time intervals. The intensities of the capture gamma rays from hydrogen and of decay gamma rays from aluminum were determined simultaneously in each spectrum. A log of the intensities versus depth shows the depth and thickness of the coal bed. With the sonde stationary at points above, in, and below the coal bed, capture gamma rays were measured to show the variation in concentration of certain elements. From the spectrum recorded in the bed, a complete ultimate analysis, the percent ash content, and the heat content were determined without recourse to an external standard. Delayed gamma-ray analyses of the core were also made on the surface in the vicinity of the borehole in a fixed-geometry irradiation facility wing the detector in the borehole sonde. The concentrations of 10 elements were determined by this method on a coal split from the drill core. These experiments show that it is feasible to use a 252Cf- Ge(Li) borehole sonde as an aid in coal exploration.

A FORM of apparatus for volumetric determinations which shall possess the features requisite for the constant use of potassium permanganate, is a very desirable fixture in a well-appointed laboratory. Expedients to economize time and insure accuracy are generously employed for various other reagents, while the permanganate seems to have been consigned to the use of an ordinary burette, and a black bottle of the standardized solution. But the introduction of new, methods dependent on the permanganate, and the urgency of technical requirements where it has long been indispensable, require a revision of practice more scientific and convenient. The apparatus designed by the writer for the laboratory of the Thomas Iron Company at Hokendauqua, Pa., is so simply contrived and works with such entire satisfaction that a description of it may be of use. It may be prefaced that the characteristics of a suitable device offer some mechanical difficulties when combined in a continuous appliance. The burette, B (50 C.C. to 1/10 c.c.), shown in Fig. 1, consists of the graduated tube proper and an arm, E, fused to it below the 50 c.c. mark. COAL has been fighting a rear-guard action since the last World War. The battle against competitive fuels has been largely guerilla warfare with more sniping within the ranks than of organized opposition. Oil and natural gas are the fuels that over these twenty odd years have driven coal backward and out of many profitable markets. Now, somewhat timidly, the coal industry is trying a new weapon; namely, Research, or let us more properly say, Organized Research. Engineers have been designing this weapon for many years, supported by those interested in coal, including some coal producers. A part of this pioneer work has been Fundamental Research, the Ph.D. kind that is over the heads .of most of us. Another part has been aimed at immediate objectives and realizable profits, the practical, man-in-the-street sort. That is Industrial Research. Enough has been accomplished to make a fair exhibit, but whether this new weapon will have sufficient fire power to rout the opposition, whether the industry will really go into production and use it, the next few years will tell. NEED FOR COAL RESEARCH To utter "Research" is to use the modern magic word; to conjure up the miraculous-rubber from weeds; radar; magnesium from sea water; yes, even gasoline from coal. Research is a very general term. It means something different to every man. What is the coal industry seeking with its research; or what should it seek? And, specifically, how is it going about the job; and is it taking the best way? There are many who say that Coal has been asleep at the switch, while Oil and Gas have been taking the energy business. In an organized way this is true. Large-scale, privately financed research is just started in the Pennsylvania, anthracite industry, and it is still a dream for bituminous coal. What has been done so far collectively is purely defensive; as, for instance, to improve mechanical devices for burning coal so as to be able to recover markets for house-heating fuel long since abandoned to oil and gas. To appreciate just how seriously bituminous coal has slipped back in the national economy in the past 25 years, one has only to recall that, in the last war the Navy required for its operations all the high-grade, low-volatile coal that could be produced, and that anthracite was withdrawn from the middle and northwest markets to keep the eastern seaboard warm. All coal was "rationed" by zones, if not to individuals. Now the Navy, the Armed forces and the Merchant Marine are propelled by oil and gasoline. Gasoline and heating oil are rationed to individuals. Production of all coal in this country in 1918 reached the historic figure of 678,200, 000 tons, and in 1943, after 25 years, it is expected to reach a special wartime total of 660,000,000 tons. Meanwhile, production of crude oil this year may exceed 1,500,000,000 bbl., and like that of natural gas, reach four times the amount produced in 1918.

Fire-brick stoves have become a necessary part of the modern coke blast-furnace equipment, and are also superseding the cast-iron pipe stoves in anthracite- and charcoal-furnaces. The brick stoves in general use are of either the Cowper or Whitwell type, or modifications of these bearing the names of those who invented the alterations from the original types rather than any real departure from then]. All these stoves have approximately the same valve-equipment and follow the same line of operation. The waste gas from the furnace enters at one port and burns in a single combustion-chamber, and the heated products are drawn through the various passe; in the brickwork to a stack of proper height to create the necessary draught. The last passes of these stoves receive a very small percentage of the heat from the gas, owing to their extreme distance from the combustion-chamber; and this chamber also suffers great deterioration in the attempt to force the heat into the farthest passes. At best, about 70 per cent. of the heat taken up is held in the combustion-chamher and the first down-pass of the Whitwell stoves. Mr. Hugh Kennedy, Manager of the Isabella Furnaces, Pittsburgh, Pa., who has had a large experience with the fire-brick hotblast stoves, was so strongly impressed with the fact that but about thirty per cent of the brick of the average stove were doing proper duty as heat-agents, that, after careful study and experiment, he had three 20- by 60-feet stoves constructed with a view of more uniformly heating all the brick. In these the general lines of the Whitwell stove are followed, with the blast-connections unaltered, but gas is introduced at the bottom of each pass, and outlets are provided at the top, so that the gases have a direct natural draught in each pass and the highest heats are obtained at the bottom instead of the top. The natural tendency being toward the reverse condition, the brickwork soon acquires an almost uniform temperature.

The deposits described occur in a belt starting 1 ½ miles east of Juncos and extending 6 miles in a southeasterly direction. They are of the contact metamorphic type, being associated with a limestone and calcareous tuff that is interbedded with andesite tuffs and andesites which have been invaded by a quartz diorite intrusion. Of the fire occurrences examined, the largest can be traced for a horizontal distance of 2000 ft. No mining has, been done, but some of the outcrops lead to the belief that deposits of commercial size are present. IN CONNECTION with the gathering of data for a report on the geology of the Humacao district of southeastern Porto Rico during the summer of 1916, under the auspices of the Scientific Survey of Porto Rico and the Virgin Islands, conducted by the New York Academy of Sciences, the writer had an opportunity to make a brief examination of the magnetite deposits of the eastern portion of the island. Inasmuch as these deposits have attracted some attention as possible future sources of iron ore, and as there is only scanty reference made to them in literature,1 a short description based on this reconnaissance survey was deemed to be worthy of record. The magnetite deposits of eastern Porto Rico occur in association with a belt of limestone, trending approximately S 53° E, which begins 1 ½ miles east of Juncos and can be traced for about 6 miles toward the coast. Flotation experiments using stearic, oleic, linoleic, linolenic, and ricinoleic acids and naturally occuring products rich in these acids as collectors for calcite are described. The results confirm the validity of the rule of Hukki and Vartiainen relating the collecting power and unsaturation of the C18 acids. Reasons for this relationship are discussed and a close relationship between mineral depression and critical micelle concentration is reported. It has long been recognized that the unsaturated fatty acids are in general superior flotation collectors to their saturated homologues. Whereas earlier workers concentrated on saturated and monoethe-noid acids, recent investigations have centered on oleic, linoleic, linolenic, and the substituted mono-ethenoid acid: ricinoleic. From studies of the collecting properties of palmitic, oleic, linoleic, and linolenic acids on ilmenite, rutile, hematite, and magnetite, Hukki and Vartiai-nenl concluded that the collecting power of fatty acids increased with unsaturation of the hydrocarbon chain. Sun, Snow, and Purcel12 investigated the collecting properties of unsaturated fatty acids as collectors for phosphate ores and concluded that the collecting power increased with increasing unsaturation of the hydrocarbon chain up to two double bonds and that further unsaturation decreased the collecting power. More recently Sun3 studied the collecting power of the C18 fatty acids stearic, oleic, linoleic, and linolenic on 37 minerals. The results of these experiments with a few exceptions showed that the collecting power of the acids increased in the order stearic, oleic, linoleic, and linolenic. The relative collecting powers of linoleic and linolenic acids were in many cases altered by the cleanliness of the mineral surface prior to flotation. Sun concluded that linolenic acid may become oxidized by atmospheric oxygen during flotation, a reaction which would reduce its effectiveness as a collector. This deduction is supported by Gaudin and Cole4 who concluded that oleic and linoleic acids do not undergo appreciable oxidation of the double bonds during flotation but that the linolenic acid double bonds are measurably affected. The most complete investigation on the influence of hydrocarbon chain unsaturation on the collecting properties of fatty acids is that of Kivalo and Lehm~svaara.~ These workers using linolenic acid of a higher purity than Hukki and Vartiainen showed that this acid was superior to oleic and linoleic acids as a collector for magnetite. They also found that ricinoleic acid was a more effective collector for this mineral than the other acids investigated, an observation particularly apparent at high collector concentrations. Seeking to explain the superiority of the unsaturated acids these authors considered the effects of critical micelle concentration, surface activity, hydrolysis, and cross sectional area of the hydrocarbon chain in relation to unsaturation. Using what, according to the results of Caviere are erroneous surface tensions of the soap solutions of these acids, they concluded that the surface activity decreases and the critical micelle concentration increases with increasing unsaturation. In view of the data of Cavier, whose results show that surface activity of these soaps increases with unsaturation, the deductions of Kivalo and Lehmusvaara are open to criticism. The degree of hydrolysis of the soap solutions as measured by Kivalo and Lehmusvaara decreases as the unsaturation of the fatty acid increases, a result which helps to explain the superiority of unsaturated acids as collectors. In view of the superiority of unsaturated acids as collectors for many minerals, attention has been directed towards the utilization of fatty acid raw materials such as tall oils and linseed oils which contain considerable quantities of these acids. This paper describes test work to determine the effect of unsaturation of the hydrocarbon chain on the collecting properties of fatty acids on calcite, and includes comparable test work using natural products rich in unsaturated acids. Some time ago, in Mexico, our signal-bells in a 700-foot shaft caused us considerable annoyance by continually getting out of order, each time so delaying our hoisting operations that we naturally desired to remedy this evil. There were two mays open: either to patch up the old bell, which was of the ordinary pattern, every time it failed to work, or else to devise some new arrangement.. On consultation with our foreman we designed a signal-device which, during the number of months I watched its operation, worked satisfactorily, without once getting out of order. We sought to produce a simple device, in which no greater pull on the lever would be necessary from one level than from another; to counterbalance independently the weight of the pendant bell-rope, so that there would be no direct weight on the working-parts of the bell itself, and likewise to arrange it so as to necessitate only a light pull on the lever in signaling; and, finally, to make some sort of trip-arrangement, so that whenever the signaling-lever underground passed through a certain arc the signal would be given in the engine-room. INTRODUCTION As the world's population expands and nations struggle to better their relative position and standard of living, increased emphasis is being directed to the exploration and production of mineral resources, to the mitigation of natural hazards such as earthquakes and volcanic eruptions, and to geotechnical engineering projects such as high-level nuclear waste disposal, underground military facilities, and transportation tunnels. Several topics are common to all of these endeavors. One is the characterization of the rock mass in situ, including the definition of the initial environment (e.g., temperature, stress, etc.). A second is, depending upon the use of the underground or the desired result, the manner in which the boundary conditions or the environment are to be changed by man. Next, the physicochemical behavior of the rock mass must be measured, or inferred with uncertainty limits placed on this behavior, over the appropriate range of environmental conditions (e.g., temperature, chemistry, etc.) for the application proposed. And last, an appropriate, validated predictive model must be applied to estimate the rock mass response to the perturbation. In the period preceding about 1955, only relatively simple testing of soils and rocks was commonplace, partly because the environment (depth) to which these data were applied was not so extreme as it is at present and partly because less precise predictions of material response were acceptable. Only limited and relatively simple test data seemed to be needed to guide the engineering. At the present time and certainly in the future, as we extend our interaction with the earth's crust to greater depths and impose more extreme perturbations on it, we need a larger body of data, deter- mined under much more complex conditions, in order to make the required predictions. Correlation of interfacial tension of the methane-n-pentane and methane-n-decane systems was made by Hough and Stegemeier by the use of the Weinaug and Katz equation. The methane-n-heptane and ethylene-n-heptane systems were investigated by the authors. Additional systems taken from the literature were the me thane-propane system by Weinaug. and Katz, the methane-n-butane system by Pennington and Hough, and the n- butane -carbon dioxide system by Brauer and Hough. These systems were analyzed by the Weinaug-Katz equation and the Sugden equation on the IBM 1620 11 computer using a regression analysis program. Parachor and exponent values for each component and system were determined. The experimental work was close to the critical point of the light component in the n-butane-carbon dioxide and ethylene-n-heptane systems, between the critical points of the light and heavy components in the methane-n-pentane, methane-n-heptane and methane-n-decane systems, and close to the critical point of the heavy component in the methane-pmpane and methane-n-butane systems. An empirical formula was developed to find a value of the constant B in the Sugden equation for binary hydrocarbon systems from the parachor values of the two components. Interfacial tension for binary hydrocarbon systems was found to be a direct function of liquid-vapor phase density difference in the same manner as a single-component system. I was wondering whether we were going to adhere to our text. It seems to me that we are having a very remarkable meeting of mining engineers this year, because no matter what the texts may be that are assigned to us, we get back toward something higher; we turn to the consideration of questions of ethics, and of applied Christianity. Yesterday we listened to the most eloquent and remarkable address by Mr. Rickard in memory of Dr. Raymond, and it was told us that he was to speak about Raymond's achievements as an engineer. He did say considerable on that subject, but he was himself carried away with the spirit of the man and moved us all by his portrayal of Dr. Raymond's continued and fruitful labors for the betterment of mankind—that is to say, his religion. Our President asked me if I would say something this afternoon and I find in the bulbtin that the text of the discourses which we are to have here this afternoon is "Internlttional Cooperation in Mining in North America." But again I find that the eloquent speaker who has just preceded me has dwelt largely on ethical and spiritual cooperation rather than upon cooperation in mining. That is, cooperation as men, rather than solely as engineers. The imaginary line dividing Canada from the United States, unmarked by fort or military post, was mentioned by a previous speaker. There are going to be in the future, I am sure, fewer entanglements of the barbed wire of tariff discrimination along our border-—to that end let us cooperate. But there has always been a reciprocity in men. A Canadian conceived and created our great transcontinental line, the Great Northern Railway; an American made the Canadian Pacific what it is. In mining and metallurgy, American engineers, backed by American capital, have built up great Canadian industries while Canadian experts have developed some of the resources on this side of the line. They have done much more than develop our resources; some of them have been our leaders in sympathy for labor. It is therefore not a question of creating a spirit of cooperation, but of giving it freer scope and a fuller realization of fraternity—or, to use the word now more common and of deeper significance—brotherhood. These are days of combination. Corporate interests in this country are now compelled, or at least encouraged, to combine in ways that

The rapid development of the Budafa-Puszta field during 1938 advanced Hungary a considerable distance along the road to self-sufficiency in domestic crude-oil supplies. Seven wells were completed in the field during the year, at depths averaging 4100 ft., and there have been no dry holes. Initial productions have ranged from 150 to about 400 bbl. per day. At the end of the year daily average production amounted to about 1400 bbl., which is equivalent to 33 per cent of Hungary's daily internal consumption. Production increased somewhat in the Government-controlled oil field at Bükkszek, also discovered in 1937, but nothing occurred to alter previous indications that this field would be capable of only relatively insignificant development. INTRODUCTION Grinding control is currently the most publicized control subject in the minerals industry. Flotation control and crushing control have not as yet received the widespread attention that grinding control has. The primary reasons for this center around the high capital costs of grinding equipment and the fact that grinding mills are extremely energy inefficient. In a typical copper concentrator the energy requirements to produce refined copper are: (1) [Total Energy Distribution (Kw-hr/yr)% Mining4.93 x 10817.3 Mineral Processing9.63 x 10833.8 Smelting and Refining13.9 x 10848.9] One-third of the total energy used for copper production is for mineral processing. A breakdown of this energy into process steps yields the following: [Total Energy Distribution (Kw-hr/yr)% Crushing and Grinding 7.16 x 108 73.8 Flotation 0.76 x 108 7.8 Materials Handling1.78 x 10818.4] It is apparent that comminution operations consume the largest proportion of the energy for processing and as such become major targets for improvements in efficiency. Unfortunately, size reduction operations are extremely inefficient. Efficiency calculations for grinding range from less than 0.1% to about 5% depending on the evaluation criteria. Because of these facts, grinding control has been and will continue to be the focus of major process control efforts. OBJECTIVES AND BENEFITS All benefits achieved as the result of grinding control are derived from modifying physical parameters which improve the efficiency of the grinding mill. In the olden days the making of alloys was an art, and the secrete of the craft were jealously guarded. To-day it has become a science, though the old ideas in regard to the secrets and formulæ are dying hard. Modern progress may be attributed to scientific research and testing of materials, and the substitution of chemical analytical control for " cook-book " methods. We know to-day a great deal about the constitution of alloys, the reasons of the change in structure and physical properties by heat and mechanical treatment; and this new knowledge is due for the most part to the physical chemist and metallographist, who have shown us that alloys are simply solutions, and as such obey definite laws. The application of the theories of solutions and of the phase rule tells us what ought to happen when our alloys are in a state of equilibrium. The working-out of the temperature-composition diagram (thermal diagram) for numerous alloys has thrown a light on the structure and constitution which has dispelled most of the darkness in which we labored before the advent of metallography. The work began with the determination of the freezing-point curves, and here the research of Le Chatelier,' Gautier,2 Roberts-Austen,3 and the other pioneers broke the ground. Next the physical chemists, Tammann,4 Rooseboom,5 Bancroft,6 and their colleagues, showed us the complete thermal diagram and its meaning. The name for this new method of mining is derived from a composition of Horizontal, Radial, Diamond, and the drilling is from raises. This method, worked out at Copper Mountain, B.C., is believed to be distinct in many features from other known methods. Geology The ore deposits of copper Mountain are related to the copper Mountain stock, which is an ideal example of the magmatic in in that it grades from a basic gabbro at the border to an almost pure orthoclase-pegmatite core. The "contact" ore bodies lie along the contact of the gabbro and an older complex of volcanies and sediment termed the "Wolfe Creek" formation. These older rocks, collectively referred to as greenstone, had been fractured prior to the intrusion of the stock and were highly metamorphosed during the intrusion. The "outlying" ore bodies are somewhat different in character, though a similar structural pattern prevails. It is believed that a deep-seated magma of which the Copper Mountain stock is a part has given off solutions that caused a partial graniti-zation of some of the volcanies. Mining problems are caused further by the presence of a series of soft barren dikes intersecting a great many of the ore bodies, which are about 30 ft. wide, strike north-south, and dip at a high angle to the east; and are further increased by the presence of four major faults, with a great many minor faults running at acute angles from them. Fault zones average 8 ft. in width, and consist of gouge and breccia. They strike northeast and dip steeply to the northwest. The faults cut through the ore zones and the dikes, and continue on into the gabbro. The general mine structure with two types of Ore bodies, bounded by weak walls and intersected by several series of soft barren dikes and major faults, indicated that a method of mining should be devised that would remove the ore at low cost with the least disturbance of the waste walls and dikes. , Theoretical Estimate of Stoping with the Diamond Drill After consideration of various methods, the most suitable one appeared to be horizontal drilling to break the ore in a manner similar to shrinkage stoping Drilling vertical holes or rings from a bench and breaking to an open slot was eliminated because the weak walls of ore, dike or waste would not permit this type of opening. It was then decided to drill either horizontal radial holes from a raise or parallel holes from a slot cut across the ore body. After discussion, the latter method was believed unsuitable, for the following reasons:

The abundance and value of the tellurium minerals of Colorado is well known, but, as yet, few analyses have been made of them, and I offer these as a small contribution to the chemistry of these valuable ores. 1. Native Tellurium.—The specimens from which the analyses of this mineral were made are from the " John Jay" Mine, Boulder County, Colorado, where it occurs in quite large masses, though mixed with more or less silica and iron pyrites. It is usually a finegrained, tin-white mineral, but sometimes occurs in distorted, hexagonal prisms in cavities in the quartz. Before the blowpipe it gives the reactions for tellurium, sulphur and iron; by cupellation, it yields a small amount of gold. An analysis of a coarsely crystallized specilnen gave the following results : Specific gravity, 5.10.5.
