Under the title used for this paper, the converter practice of the Tennessee Copper Co. is described in the TRansactions of the Institute.l That article contains the following statement: "The limit in capacity of the Peirce-Smith converter in terms of concentrate has not been reached but approximately as high as one ton of concentrate has been handled for each ton of liquid matte charged and good working conditions have been maintained." It is not the intention of the writer to review the conditions leading up to the introduction of a Peirce-Smith converter at Copperhill, but, instead, to offer later data to show how satisfactory the installation has been. T IME studies and cost accounting were combined to increase the efficiency of the overall mining method and thereby reduce costs at the Titania mine of the National Lead Co. in southern Norway about 70 miles southeast of Stavanger. From these studies a more effective drilling system was developed, standards were adopted for setting base pay rates, shrinkage stoping was abandoned for open stoping, a new mechanical loading chute was adopted, and the loading and haulage system was changed. Ore minerals at the Titania mine are ilmenite and magnetite; gangue minerals are plagioclase and hyperstene with accessory minerals of biotite, pyrite, chalcopyrite, and spinel. The average content of the ore is 17 pct TiO2 and from 20 to 25 pct iron. The ilmenite crystals contain microscopic lamels of hematite, making it impossible to obtain a high TiO2 content in the concentrate. INTRODUCTION Gaudin (1), considered that "the mechanism of mineral collection is the central problem of flotation theory". From their work on adsorption phenomena in flotation for more than fifty years (2), Gaudin and his co-workers have made major contributions to the elucidation of this mechanism, a fact acknowledged by their contemporaries in the field (e.g. (3)). Their investigations in a number of areas, e. g. demonstrating that submonolayer quantities of adsorbed collector species can induce flotation, or identifying the influence of substances which can activate or depress (1), have helped to provide the basis for and the development of a theory to account for the interaction between mineral and collector. It was established in the late fifties (4) that the presence of oxygen is a prerequisite for the flotation of metal sulfides with thiol collectors. This fact rendered inadequate the concept of simple ion adsorption being responsible for rendering these minerals hydrophobic. The requirement for oxygen has been explained (1) in terms of this species being a component in chemical reactions between the sulfide surface and the collector. Gaudin has been instrumental in identifying the products of chemical reactions at sulfide minerals (1, 5), a line of work which has been continued particularly by Finkelstein and co-workers in South Africa (6). THE characteristics of alloyed anodes and their influence on the products of electrolysis and power consumption have been noted previously in the literature.1 This paper presents data in continuation of the subject given in an earlier paper by the authors.2 As noted in the authors' previous paper, the objectives of this work are the reduction in the cell voltage and the purity of the cathode product resulting from the use of alloyed lead anodes. The fundamental facts developed in the previous paper were: (1) that the presence of a small amount of calcium lowers the anode potential approximately 50 per cent. below that of pure lead; and (2) that thallium when present to the extent of 4 per cent. rendered the anode practically stable, thereby lowering the contamination of the cathode by lead to a very insignificant amount. The specific features determined in this recent work are as follows: 1. The lowest limit of calcium in the lead which will still give maximum lowering of the anode potential. 2. The characteristics of the thallium-calcium-lead anode. 3. The characteristics of the silver-calcium-lead anode. 4. The characteristics of the thallium-silver-calcium-lead anode. It was determined that 0.1 per cent. calcium in the anode was sufficient to lower the anode potential approximately 50 per cent. Table 1 shows the characteristics of alloyed anodes tested. The anode composed of 0.1 per cent. calcium, 4 per cent. thallium, and 95.9 per cent.

DuriNG the sinking of the Needmore shaft, on one of the leases of the Eagle-Picher Mining and Smelting Co north of Webb City, Missouri, a very strong flow of water was encountered at a depth of 140 ft. Because OF the speed at which the water rose in the shaft after pumping was discontinued, and in order to speed up sinking operations, a new type of shaft bar and drilling equiprnent was devised, which saved approximately one hour on each shift This bar is made of an ordinary scren type shaft bar with a common drill arm attached to the bar by clamps and welded Into place To this drill arm is attached an ordinary arm clamp with set collar below Through this clamp is attached another drill bar of ordinary length so constructed that it slides back and forth and rotates around the perimeter of the shaft on the set collar A tripod saddle with legs removed is welded to the rotating bar, which enables the drill operator to drill holes at any angle completely around the shaft and also, after an arm extension, permits the drilling of the corner holes without removal of the rig from the saddle Upon completion of the drilling of a shaft round, all that is necessary for the complete removal of the drill machine and shaft bar is to engage the hoist hook through a. ¾-in. eye provided for that purpose on top of the bar and disconnect the air and water lines from the machine, thereby making it possible to pull the whole apparatus out in one piece. At no time is it necessary to remove the machine from the saddle Screw jacks are installed on the vertical bar to further ensure the rigidity of the shaft and bar arm. The endlessly changing pattern of mineral supply and demand offers opportunity to the alert and can bring disaster to the unwary. The discovery of ore bodies, the invention of extractive processes, the provision of new transport facilities, the political stabilization of underdeveloped areas, and many other changes can increase supply dramatically. Such new outpourings of mineral wealth from ore bodies bring fortunes to their developers, and consumers frequently find their competitive positions decidedly improved by new and cheap sources of supply. On the other hand, operators of marginal properties can find competition from newly opened high-grade mines intolerable. Consumers that have depended on the products of nearby, high-cost mines may find new, remote, low-cost supplies advantageous only to their competitors. The invention of new prospecting methods can have spectacular effects. Shortly after World War I the discovery rate of petroleum pools began to decline. The leading prospecting technique of that day, the projection downward of surface reflections of geologic structure, was proving less rewarding. Prophets foretold an oil shortage in the near future. But at that very moment scientists were perfecting the application of seismic waves to reveal underground oil-bearing geologic structures. As these geophysical methods were put into commercial use the whole outlook changed-the problem of the 1930's became how to cope with the surplus from discovery, not how to meet the ever rising demand. Many lead mines were being abandoned as unprofitable about this same time because the penalties charged by smelters for the zinc in the ores and concentrates more than counterbalanced the payments for lead and silver. A considerable quantity of experimental data is available on the effect of time, temperature, work-hardening and composition on the mechanical properties and corrosion resistance of aluminum alloys. There is, however, little unity of purpose or generality in most of the studies and, because the number of variables is large, the results often are not applicable to the problems that arise in practice. Furthermore, the customary expression of the effect of different variables as separate curves or as three-dimensional diagrams with time, temperature and the dependent variables as coordinates, renders the task of selecting the optimum time and temperature of precipitation treatment, with respect to their simultaneous but unequal etfect on the various properties, exceedingly difficult. The introduction of precipitation treatments to raise the yield strength of 24s-type alloys has created a need for a method of correlating and summarizing the effect of time and temperature on the mechanical properties and susceptibility to inter-crystalline corrosion. Correlation is particularly desirable because the choice of time and temperature is of necessity a compromise to achieve the best possible combination of properties, and the optimum conditions cannot he accurately specified unless the data are in a form in which the alternatives can be readily compared. Therefore, the work described here was undertaken to find a common relationship that would be capable of expressing the effect of precipitation time and temperature on the various properties and by means of which the relative effects could be correlated and their interpretation facilitated. Review of Previous Work In connection with an investigation of the interrelation of age-hardening and creep performance of nickel-silicon-copper alloys, Jenkins and Bucknalll demonstrated that the time required to attain maximum hardness and tensile strength could be expressed by a relationship of the form: t = K • io"^ (i) where t is the time in hours and T the temperature of aging, expressed in degrees absolute, and m and K are constants. They also pointed out that this expression is analogous to that which describes the change of the diffusion coefficient D with temperature; namely, D = Ae-~/m (2) Later, Cohen used this relationship in studies of the mechanism of age-hardening of a silver.rich copper alloyZ and of duralumin.3

The Getchell mine is a comparatively recent discovery in the old Potosi mining district, Humboldt County, Nevada, a district organized in the seventies and eighties, in which some prospecting was done in several metamorphic zones along a monzonite-sedimentary contact. The district had no production in the early days and no further work was done until the same metamorphic zones were prospected for tungsten (scheelite) in 1917 and 1918, when a few small lots were shipped. It again lay dormant until 1934, when prospectors investigated a large siliceous escarpment at one end of the old district where outcroppings were a prominent feature of the topography. Undoubtedly, during the early prospecting of the district, the outcroppings had been investigated for mineral, probably by panning, with negligible results because the gold later found is invisible in the concentrate and is refractory. A fire assay revealed the presence of sufficient gold to warrant development work. The outcroppings were easily prospected by short tunnels having their portals in the siliceous material on the hanging-wall side, with a maximum distance to crosscut to the footwall of 135 ft., or a distance at right angle to dip of 60 to 90 ft. Development work, reaching a depth of over 600 ft. on the dip of the vein, was done by means of various crosscut tunnels, winzes and laterals. A churn-drill hole was also sunk, which intersected. the vein at a depth of 1100 ft. on the dip. Sufficient development work of this character was completed by 1937 to justify the erection of a reduction plant to roast the sulphide ore and cyanide the calcine, and to treat the oxidized ore by straight cyanidation, to make a doré bullion for shipment to the mint. The erection of the plant was started that year and finished early in 1938; with a combined capacity of about 800 tons per day. It has operated continuously since erection and recently was enlarged to handle 1000 tons per day. The vein dips with the slope of the mountain, and by stripping the hanging wall the ore may be mined by power shovel for several hundred feet below the outcrop. Thereafter underground methods will be necessary.

The phase is a hard and extremely brittle material with a tetragonal crystal structure, containing 30 atoms per unit cell' It occurs in many binary and ternary alloys of the transition elements. The existence of twelve a phases has been reported in binary alloys of metals from the group vanadium, chromium, molybdenum, and tungsten with metals from the group manganese, iron, cobalt, and nickel. It is a characteristic fact that the composition of the o- phases in the various binary systems is not the same. Rather, there is a gradual shift in composition, for instance in the series of chromium a phases, approximately as follows: CrMn,, FeCr, Cr3Co,. In recent years several ideas have been put forward to account for this variability of composition. SullyZ proposed that a was a type of electron compound, characterized by 1.7 electrons per atom in excess of the number required to fill the Pauling atomic orbitals. These excess electrons were supposed to just fill the first Brillouin zone of the u structure. However, later work indicated that the phase is ferromagnetic at low temperatures, so that a- is unlikely to be a full zone compound.~ Another proposal,* which is also based on the structure of the transition elements advanced by Pauling, and in fact leads to essentially the same a compositions as Sully's theory, suggests that the u phase is characterized by a constant number of electron vacancies per atom. The electron vacancy numbers N,. used were originally the same as those in the Pauling theory, but were later modified empirically vn order to bring about better agreement with data for the p phase in certain ternary systems. For alloys, N,, was calculated on the assumption of simple additivity from the electron vacancy numbers of the components, as follows: N,. = 4.66 (Mo + Cr + V) + 3.2 (Mn) + 2.2 (Fe) + 1.71 (Co) + 1.6 (Ni). On this basis a reasonably constant value of N, = 3.4 was obtained for all of the binary u phases and a fairly constant value of N,, = 3.1 for the various p phases. More recently, Bloom and Granta pointed out that a similar correlation with the total number of 3d and 4s electrons per atom is also fairly well fulfilled and concluded that no reference need be made to the Pauling theory. This proposal does not lead to the same binary a compositions as the one described above, so that the relative merits of the two proposals may be determined on the basis of direct comparison with experimental composition data. The purpose of the present paper is to provide such a comparison. Since the experimental data for the composition ranges of several of the known u phases were rather incomplete, it was decided to carry out new experimental determinations for many of the binary systems. Experimental Procedure The alloys were prepared by induction melting in recrystallized alumina crucibles, either in vacuum or in helium atmospheres. Some aluminum was picked up from the crucibles in the alloys of high vanadium content, but this was minimized by keeping the alloys in the molten state for as short a time as possible. The maximum aluminum impurity was 0.13 wt pct by chemical analysis, in an alloy containing over 50 wt pct V. In general, the as-melted compositions agreed accurately with those obtained by chemical analysis. In the case of manganese, however, losses inevitably occurred; consequently all manganese alloys were analyzed. Specimens of all alloys were annealed at temperatures ranging from 1000" to 1300°C in an atmosphere of purified 92 pct helium and 8 pct hydrogen mixture. All manganese alloys were sealed in quartz tubes under vacuum before annealing. The specimens were held at temperature for between four and eight days before being quenched into cold water. Alloys were prepared for microscopic examination by mechanical polishing, usually followed by electrolytic etching. X-ray diffraction specimens were prepared by crushing the homogenized alloys, and by reanneal-ing the obtained powders in evacuated quartz tubes for a few hours at the temperature of the lump anneal. X-ray diffraction patterns were made with unfiltered chromium radiation, using an asymmetrical focusing camera of high dispersion. Using microscopic and X-ray techniques jointly, the accuracy

When dealing with acid mine drainage as to treatment levels, costs, and evaluation of abatement schemes, predictions of the quantity and quality of the discharges are needed. An acid mine-drainage model is presented in this paper. In essence, the model is a hybrid of computer programs for stream flow simulation and acid mine drainage. Two major aspects of the model are discussed: mine-water generation and acid-load production. The former is based on hydrologic concepts and the latter on pyrite oxidation kinetics and oxidation product removal. The total model is programmed for the high-speed digital computer. The major inputs are: climatological, basin characteristics, and mine characteristics data. By the use o f the hydrologic model the amount of water that flows through the pyritic system is determined. From this information, acid loads removed by leaching, inundation, and gravity diffusion are then predicted. The outputs from the total model are: average daily mine-water discharge, the associated acid concentration or load, plus the average daily flow in the receiving streams or at basin outlets. The capabilities of the separate models have been tested individually and the joint model has been applied to a small drift mine in southeastern Ohio.

THE Federal Coal Mine Safety Act (Public Law 552, 82nd Congress) was approved on July 16, 1952. It incorporates, as Title I, the Coal Mine Inspection and Investigation Act of May 7, 1941 (Public Law 49, 77th Congress), which gave Federal inspectors only the right to enter coal mines for inspection and investigation purposes but no power to require compliance with their recommendations. Title II contains the enforcement provisions of the act; its purpose is to prevent major disasters in coal mines from explosions, fires, inundations, and man-trip or man-hoist accidents. At this point a brief account of events that pre- ceded the enactment of the Federal Coal Mine Safety Act seems appropriate. The hazardous nature of coal mining was recognized by the Federal Government as long ago as 1865, when a bill to create a Federal Mining Bureau was introduced in Congress. Little was done, however, until a series of appalling coal- mine disasters during the first decade of this century provoked a demand for Federal action. As a result an act of Congress established a Bureau of Mines in the Department of the Interior on July 1, 1910. The act made it clear that one of the foremost activities of the Bureau should be to improve health and safety in the mineral industries. One of the first projects selected by the small force of engineers and technicians then employed was to determine the causes of coal-mine explosions and the means to prevent them. By investigations after mine disasters the fundamental causes and means of prevention were soon discovered, and the coal mining industry was informed accordingly. However, despite this knowledge and the enactment of State laws and the Federal Coal Mine Inspection and Investigation Act of 1941, mine disasters continued to occur with disheartening frequency and staggering loss of life. The devastating explosion at the Orient No. 2 mine on December 21, 1951, resulted in the death of 119 men. The Orient disaster rekindled the memory of the Centralia, I11., disaster of March 25, 1947, which caused the death of 111 coal miners. These two tragedies ultimately brought about enactment of the Federal Coal Mine Safety Act.

RECOVERY and profits in the mining business do not go hand in hand. Some part of an orebody can usually be recovered at a lower cost per ton than the whole orebody or a higher proportion of it. Similarly, the total of the profits that may be made from mining an orebody is in itself not a true measure of the value of the business. The yardstick for money value should be present worth, and this is particularly so for purposes of com-parison. A simple example, well within the bounds of practicability, illustrates these points: Assume a mine to have known ore reserves of 4,000,000 tons. The ore is of uniform grade but is so situated that 1,000,000 tons could be mined more cheaply than the remainder. Present operations are on the basis of complete recovery of the ores. Output is 100,000 tons per year at a profit of $1 per ton. It is estimated that the 1,000,000 tons of readily accessible ore could be mined at the same production rate but at a profit of $2 per ton. For an output of 100,000 tons each year at a profit of $1.00 per ton, the mine will have a life of 40 years; will produce $4,000,000 of total profit, and, at Hoskold rates of 8 and 4 per cent, will have a present value of $1,104,690. If only the easy one-quarter of the ore is considered, with an output of 100,000 tons each year, at a profit of $2.00 per ton, that part of the mine will have a life of 10 years, will produce total profits of $2,000,000, and at rates of 8 and 4 per cent will have a present value of $1,224,800. . Under conditions such as these, then, one-quarter of the reserve ore promptly mined is worth some 10 per cent more than the entire reserve would be on an average basis extending over the longer period. Assume further that one-half, or 2,000,000 tons, of the reserves could be promptly mined at the same yearly rate of 100,000 tons at a profit of $1.50 per ton. Then this part of the mine would have a life of 20 years, would produce total profits of $3,000,000, and would have a present value of $1,320,630; approximately 20 per cent greater than for the whole ore-body on an average basis for the longer period.

As part of the mine permitting process as delegated by the Surface Mining Reclamation and Control Act of 1977 the regulatory authority must assess the probable hydrologic consequences and cumulative hydrologic impacts of surf ace mining. The U.S. Office of Surface Mining (OSM), in conjunction with Energy & Minerals Technology Assessment and ENCORE Systems Inc., has developed a user friendly groundwater model that is capable of predicting the effects of surface mining on groundwater quality and quantity. The model is a variation of the Prickett-Lonnquist model which has been modified to be specifically applicable to surface mine applications. This model is presently being used by OSM, the states, and industry to determine mining impacts on groundwater resources. The model is designed for use by the hydrologist with minimal computer training. The model accounts for multiple pumping wells, injection wells, multiple mine pits, and mine pit movement through time. This paper presents an example of how the model may be used in permit application review and how the model can be used by industry to simplify permit preparation.

It has long been known that plain high-carbon steels may be susceptible to graphiti-zation below the A1 critical, but no data have been available to indicate what factors cause and tend to inhibit graphite formation. Two recent publicationsl,2 have shown that the factors controlling graphitization below the A1 are different from those operating above the A1 inversion where commercial graphitization of malleable iron begins. Furthermore, for plain high-carbon steels graphitization below the critical point does not appear to be related to ordinary chemical analyses. Many years ago it was recorded3 that the rate of graphitization at subeutectoid temperature is not a maximum just below the A1 critical, but at some lower temperature, which Austin and Norris have shown to be about 670°C. Indeed, work done in our laboratory has demonstrated that it is impossible to spheroidize certain steels in the temperature range of 650° to 710°C. without the formation of considerable amounts of graphite. However, if the temperature is maintained just below the A1 (720°C.) these same steels may be completely sphe-roidized at constant temperature. In previous studiesl,2,4 on I per cent plain carbon steels graphitization was encountered during prolonged tempering. The limited number of steels studied did not provide sufficiellt data to permit adequate study of the factors controlling this graphitization. Accordingly, a limited statistical investigation was undertaken, utilizing 18 steels of similar chemical analyses, furnished by four steel companies, who also supplied information regarding the history of manufacture. An extensive program of research is being carried out on these steels, including the effect of pretreatment and atmosphere on the nature and extent of graphitization, and the possible correlation of graphitization with such characteristic properties as hardenability, grain size and mechanical behavior. In the present paper discussion is restricted to a study of the correlation between graphitizing tendency at 670°C. after quenching from several temperatures above the critical, and (I) the minor variations in the chemistry of these steels of "similar" chemical composition, and (2) the deoxida-tion practice employed. The state of the lead bath, oxidized or protected from oxidation by charcoal, used in the tempering treatments is also considered. Materials Eighteen plain carbon steels of about I per cent carbon, and containing similar amounts of each of the other common elements usually found as impurities, were obtained in the form of rods % in, in diameter from four steel manufacturers. Monotonous flood planes flanked either side of the road as we drove in the embassy car from the airport to downtown Seoul. We crossed the brown waters of the Hann River, meandering over mud flats. A great, gnarled tree bore beautiful fall colors of gold. "That is a Ginko Tree, the oldest living fossil, probably a hundred million years old;" said Jean W. Pressler. Compared to other cities of the Far East, the traffic in and around Seoul was sedate. Few motorcycles or bicycles, and little superfluous horn tooting. "This is the best season in Korea. We have long beautiful springs and falls," said Pressler, chief of the mining branch of USAID, and he continued with a briefing on the country.
