The Purpose of this paper is to present an overview of research underway at the Los Alamos Scientific Laboratory to investigate some of the more attractive options for controlling trace element contamination of coal refuse drainages. * The control methods under consideration include chemical and physical methods to immobilize or remove undesirable contaminants prior to refuse disposal, the treatment of refuse disposal sites with attenuating agents to prevent the discharge of contaminated water, and the direct treatment of refuse drainage as it emerges from the refuse disposal site. The results from these laboratory studies suggest that many of these techniques are technically feasible for controlling trace element contamination of refuse dump drainage.

The solid inclusion cell for absolute in situ stress measurement has been found to give reliable results in coal. The cell is described briefly, along with the methods of installing, overcoring and taking readings in underground coal mines. The validity of the cell performance is demonstrated by reference to the stress-relief curves obtained during overcoring and a three-dimensional B.I.E.M. analysis of the installation to test for stress anomalies deriving from the geometry of the overcoring groove-borehole-cell arrangement. Case studies of two stress measurement projects using the cell are presented for coal mines in New South Wales, Australia.

In the past few years, a new system has been developed for ventilating longwall panels in some gassy coal mines in the Northern West Virginia area. This system utilizes a five or six foot diameter air shaft to ventilate a group of three or more longwall panels dependent on conditions. This shaft exhausts all the air needed to, ventilate the active longwall and adjacent gob areas. By law, this bleeder fan can handle double the maximum methane concentration allowed in a normal return air course. As a result, the methane that must be diluted by the primary ventilation circuits is reduced. This new ventilation system was first conceived by mine management as a means of coping with a sudden shift in production mode that occurred a few years ago. Formerly, production often consisted of room and pillar mining with continuous miners. The high methane liberation rate was handled by driving entries around a large block of coal prior to mining. This isolated the future mining area from the adjacent coal seam and allowed a major portion of the trapped in situ methane to bleed off. Also, these bleeders served to exhaust return air from the mining area. Once the bleeders were established, productive mining could start. When the decision was made to shift production mode from continuous miners to longwall mining, some of the bleeders did not encompass large enough unmined areas under the old ventilation system to initiate longwall production. Also, many other established continuous miner section bleeders were either improperly positioned or too restricted for longwall ventilation. Unfortunately, standard bleeder development can take up to two years' time. In order to eliminate the old style bleeder system and maintain or increase the margin of safety for ventilation, the bleeder shaft system was conceived. With this system, the only entries developed are those necessary for the longwall, significantly reducing the production delay. In this area, the Pittsburgh #8 coal seam dips to the northwest. As a result of this dip, the bleeder shaft is constructed in the northernmost set of tailgate entries. In this manner, groundwater accumulations can be pumped to the surface and bleeder entries kept dry. During the initial longwall entry development, the bleeder fan can be used to ventilate entries adjacent to virgin coal where significant methane liberation often occurs. Once longwall production starts, the bleeder shaft exhausts the entire air quantity necessary to safely ventilate the longwall. As the bleeder entries deteriorate, the air quantity and pressure characteristics must be increased. The extreme flexibility of the centrifugal fan used at the surface allows the air quantity and pressure to be adjusted without stopping the fan. This improves safety by decreasing the possibility of a methane buildup resulting from the fan being out of service. The bleeder shaft system of ventilation, developed by mine management in Northern West Virginia, can provide a safe means for effectively ventilating longwall panels in excessively gassy mines. This system should be considered where mining conditions are comparable.

INTRODUCTION This paper presents the basic principles which must be followed to create a truly inherently safe mining system. The need to relate the support mechanism to be employed to the ground reaction curve and basic rock mechanics principles will be pointed out. The support system must function in concert with the deformations that are inherent in the selected mining system. Following the support selection, the mechanics for installing support must be developed. This is best done through a cooperative effort between mine engineers, mine operators, safety personnel, equipment sup- pliers, and government inspectors both state and federal. Accident statistics, near miss statistics, review of equipment used by others, geologic features, etc. will necessarily have to be studied. The goal of equipment development and selection should be to develop inherent safety by removing the miner from the hazard area or by providing absolute protection for the miner if he must work in close proximity to the potential fall of ground. Like most industrial processes, nuclear power production creates wastes, which have to be handled and ultimately disposed of in a safe manner. Some of the wastes contain very long-lived radioactive substances and have to be isolated for very long periods of time before they have decayed to harmless levels. Sweden, like many other countries with similar geology, intends to use crystalline rock for isolating the high-level nuclear waste from the biosphere. The suitability of a rock mass for a repository needs to be investigated extensively. Apart from the political and practical considerations for a site selection, a detailed study has to be performed in terms of geology, hydrogeology, geophysics, geochemistry and rock mechanics. The responsibility of the site selection studies in Sweden is entrusted to the Swedish Nuclear Fuel Supply Company, Division KBS (SKBF/KBS) . The paper gives a brief presentation of the "Standard Program" for the studies that will be carried out during 1980-1990. Modifications of the program are justified on the basis of gained experience or specific circumstances for each site. The program is compiled by the Geological Survey of Sweden (SGU) in cooperation with KBS.

The direct precipitation of uranium with hydrogen peroxide has been known since 1877. Commercial use of the process began in the 1960s. During 1967 the US Bureau of Mines (USBM) assisted the Climax Uranium Co., Grand Junction, CO in the development of a uranyl peroxide precipitation process to control a molybdenum impurity problem (Shabbir and Tame, 1978). Atlas Minerals, Moab, UT has used hydrogen peroxide to control vanadium and sodium levels in uranium concentrates since 1969 (Caropresso and Badger, 1973). Recently, the use of hydrogen peroxide by the uranium industry has grown, particularly since the increased demand for uranium has led to the processing of low grade ores. Impurities present in low-grade ores can be concentrated with the uranium during milling and will substantially complicate the refining of uranium yellowcake concentrates. Consequently, commercial nuclear fuel processors have imposed stringent specifications and penalties to control these impurities. The ability to produce a pure uranium yellowcake can eliminate penalty or reprocessing costs. Hydrogen peroxide precipitation of uranium is specific and quantitative, producing a very high purity product. Although the hydrogen peroxide precipitation of uranium has, and continues to be used primarily as means of producing a high purity yellowcake, it has also become an important process due to the superior physical properties of the precipitate. Under normal operating conditions, the precipitate produced by the reaction of hydrogen peroxide and uranium is dense, easily filtered and dried. The final dry yellowcake is pure, high U308 assay product. Consequently, processing costs such as filtering, drying and/or calcining and drumming, can be reduced compared to ammonia, caustic or Mag-Ox precipitation.

This article describes the evaluation of a new geophysical technique used to map fractures between boreholes: electromagnetic geotomography used in conjunction with salt water tracers. An experiment has been performed in a granitic rock mass. Geotomographic images have been generated and compared with borehole geophysical data: neutron logs, acoustic velocity logs, caliper logs and acoustic televiewer records. Comparisons between the images and the geophysical logs indicate that clusters of fractures were detected but single fractures were not.

The extraction ratio approach to pillar design in flat seams is based on a mathematically exact analysis that is a reasonable physical approximation to room-and-pillar layouts in many instances. The essentials of the approach are reviewed and then mathematically approximate formulas for pillar design in inclined seams of arbitrary dip are proposed. Detailed numerical analysis of stress about a typical 5 entry, 4 pillar panel at dips of 0, 15, 30, 45, 60, 75 and 90 degrees at low and high extraction ratios show that the proposed inclined seam extraction ratio formulas for pillar normal and shear stresses, although conservative, have an accuracy quite adequate for engineering purposes. Appropriate pillar safety factors for compressive and shear failure and a safety criterion for overturning are specified.

INTRODUCTION Whenever a new mining property is developed or a new concentrator is built, considerable time, money, and planning are invested for the exploration, engineering, and construction of the required facilities. Yet, when these facilities are ready for startup, all too often insufficient time, money, and planning are invested in this critical phase of the project. Failure to plan for this phase results in untimely personnel mobilization, insufficient operator training, and inadequately prepared budget estimates, which combine to create excessive costs, lack of communication, unclear responsibility divisions, unnecessary delays, and poor production levels. Insufficient or excessive leadership, due to unclear assignment of responsibility, results in irrevocable problems within the startup team. A carefully planned and budgeted startup phase can avoid many of these problems. SCHEDULING A key element in properly planning the startup phase lies within the area of scheduling. Once the schedule has been established, planning can be greatly simplified through the expansion of each specified item. The overall project schedule should specify the date when the startup and initial operating management team will be brought onto the project. This team should be mobilized at least two years prior to the anticipated startup date, to allow sufficient time to begin to plan, assemble the startup groups for the various areas of the plant, initiate a workable communications system, and implement the development of the training program. This team is responsible for the preparation of a startup schedule, which would detail the dates for all key items associated with this phase of the project. These key items would include training program development, personnel hiring dates, prestartup plant checkout, etc.

INTRODUCTION The Philippines is endowed with mineral resources, much of which still remains unexploited. The country's known reserves, at least for the major mineral commodities, have increased every decade since the first major discoveries more than 80 years ago. Mining, therefore, naturally evolved as one of the pioneer industries and has ever since been a major factor in economic development. The Philippines has entered a new era in mineral resources development and management. One significant feature of this era is the degree to which the government is involved with the industry. In recent years, the state has increasingly encouraged the private sector to carry out detailed exploration aided by governmental contributions through extensive geological and geophysical surveys, fundamental researches and even indirect financial assistance in some specific areas. Significant changes in mineral resources development policies were brought about with the promulgation of Presidential Decree 463 or the Mineral Resources Development Decree of 1974. The Decree provides for a more rational system of administration and disposition of mineral lands to promote mineral resource exploration and exploitation. Various forms of incentives are provided. Foreign entities are allowed to participate in development through service contracts with leaseholders or with the government in the case of reserved areas. The thrust in mineral resources development has been focused on the base metals which as envisioned would provide the foundation for sound economic development. In recent years, however, major strides have been made to promote the exploitation of the non-traditionally produced commodities especially the non-metals. Development likewise point to the growing determination of the government and the private sector to expand benefits from mining. This is evident in efforts to promote downstream processing operations and to encourage investments in exploration, exploitation and mineral processing ventures. The integrated mineral resources development plan, therefore, proposes the vertical integration of mining extraction activities with the processing requirements of the metal-based manufacturing industries. While mining activities shall continue to be carved out by the private sector, the government shall influence the industry's direction by establishing legitimate goals to maximize benefits through an integrated approach giving due consideration to environmental protection and resource needs of future generations. STATUS OF MINERAL RESOURCES DEVELOPMENT Extent of Exploration Application of modem exploration tools and concepts complemented by intense infusion of foreign technology and rapid development of indigenous expertise have enabled the government jointly with the private sector to geologically explore vast grounds and to expand the country's known mineral resources. Approximately 93% of the country's total land area of 30 million hectares have been geologically mapped on at least 1:250,000 scale. Of the 93% total coverage, roughly 37.54% or 11.07 million hectares have been done on scales of 1:10,000 to 1:50,000 as shown in Figure I. Only 3.07% of the total coverage have been surveyed in detail. Land gravity surveys have been undertaken on over 45% of the total, while some 77,300 line km. of aeromagnetic surveys have been flown over 110,000 sq. km. of land area. Processing of data is almost complete. Total magnetic intensity and IGRF-corrected maps are available. Geological interpretation utilizing Landsat MSS imagery and low altitude aerial photography augmented by ground truthing have been undertaken in several large areas with very encouraging results. Beach and offshore mineral surveys were initiated in 1977 and have covered substantial areas in northwest and southeast Luzon and northeastern Mindanao. Highly promising areas for detrital magnetite, chromite, gold and some heavy minerals including ilmenite and titanium have been identified. In the petroleum sector, two offshore oilfields are currently producing from Miocene limestone reefs in Northwestern Palawan. Another field from the same area will be on stream in mid-1982.

I Introduction Coal fuels China. Roughly 70 percent of all commercial energy demand is supplied by domestic coal production and with the recent Chinese opening to the West, the Chinese Coal Industry may figure prominently in the export market as well. Because of the importance of China's coal industry to the future of China and the Pacific Rim energy balance, this paper reviews the industry and offers some cautious projections for its outlook. II Energy's Position in the Current Political and Economic Climate Traditionally, Chinese society has been dominated by the policies of its most important government leaders. Deng Xiaoping, Vice Chairman of the Communist Party is the current leader of China. Deng and his proteges are pragmatists. Although China's government structure is based on Marxist/Leninist tradition, Deng and his followers are promoting experiments with market economics and expanded relationships with Western Countries, which have encouraged foreign investment in China. Energy companies represent just one type of industry that is interested in helping the Chinese to develop their abundant natural resources. Although China's leadership is committed to a program of economic modernization, that program currently is experiencing what the Chinese government terms "readjustment". Readjustment cuts back in imports due to deficient foreign exchange and deemphasizes heavy industry, while it encourages agricultural and consumer goods output and, most imporant, energy production. Increased Chinese coal and oil production is essential both to fuel industry and, equally important, to provide foreign exchange. If sufficient energy production is not forthcoming, then economic growth will be severely retarded. China's 1979 per capita GNP of $260 is only slightly better than the weighted average achieved by low income countries of $230. (1) Delays in growth could lead to social unrest, threatening the position of the current leadership. Since there is no institutionalized mechanism for leadership succession and policy continuation, it is reasonable to assume that leadership changes could result in energy policy changes. III Energy Consumption Energy production is important to China's future economic health as highlighted by the World Bank. If China's economy grows rapidly, 5 percent to 6 percent during this decade, the Bank noted, a significant energy shortfall could occur as early as 1985. This state of affairs contrasts sharply with China's current position as a net hydrocarbon exporter. (2) To assure a healthy economic future, China's leadership is attempting to reduce its rate of increase in energy demand through conservation as well as to boost energy output. A massive conservation promotion program has been underway since 1979 and there is much room for improvement. China's industrial sector is only about half as energy efficient as is U.S. industry. (3) During the last two decades, each percent of increase in GNP has been accompanied by a 1.8 percent of increase in energy consumption. (4) This compares rather poorly with the United States where a less than one-to-one relationship exists. IV Energy Supply The short term prospects for oil production are uncertain. Production increases were rapid in the 1960's and early 1970's, averaging 20 percent annually, but most of this increase came from one field, Daquing. Now that Daquing's production has peaked and the offshore potential has yet to be developed, petroleum production has maintained a plateau of 2.1 million b/d, at least temporarily, of which approximately 15 percent is exported. INTRODUCTION The economy of the Philippines, like that of many other developing nations, has been severely strained by the rapid escalation of imported crude oil prices over the past decade. In an effort to reduce its dependence on imported crude, significantly increased emphasis, both in the public and private sectors, is being placed on the rapid development of Philippine coal resources. This paper is designed to present an overview of the Philippine coal industry, its historical development, present status, and future potential. COAL RESOURCES AND RESERVES In 1977, a British consulting firm collated all available data on Philippine coal resources and estimated the total coals potential at about 0.9 to 1.4 billion metric tons (mt). In 1981, using more recent data the Philippine Bureau of Energy Development (BED) estimated the potential at 1.7 billion mt. The BED estimated the proven coal reserves at 257 million mt. These coal resources are scattered throughout the major islands comprising the Philippine archipelago. However, about 52 percent of the currently proven reserves are located in the tiny island of Semirara between the islands of Mindoro and Panay. About 25 percent is located in the Cagayan Valley in northeastern Luzon while 13 percent is located in Mindanao. The remaining 10 percent is scattered in the islands of Cebu, Samar, Mindoro, Negros, Polillo, Batan, and Catanduanes. The bulk of Philippine coal is sub-bituminous in rank. Some bituminous coal with coking properties has been reported in Malangas, Zamboanga del Sur in western Mindanao, and in Catanduanes, but the exact tonnages have not been accurately established. It is believed, however, to be at most 5 million tons. A little semi-anthracite coal exists in Malangas with the remaining unmined reserves estimated at a little more than one million tons. Table 1 shows the quality ranges of Philippine coal deposits.. Figure 1 shows the distribution of known Philippine coal resources PHILIPPINE COAL PRODUCTION In 1981, total coal production was 330,720 mt. Though modest by world standards, this was the highest production figure in Philippine coal mining history. This came from 25 mines, mainly small scale underground mines of capacities varying from 10 to 100 tons per day (tpd). The actual production capability was about 800,000 mt in 1981, but the producers had to scale down production to the level of local demand. Even then, some 50,000 tons of coal remained unused by year-end. The 1981 production came from the following areas: Cebu 224,751 mt (68%) Zamboanga del Sur 57,095 mt (17%) Semirara 13,222 mt (4%) Polillo 17,132 mt (5%) Cebu has always been the main source of Philippine coal production. Coal mining has been carried out in Cebu for the last 50 years, although it has been characterized by a very crude mining technology. Due to the limited size of coal deposits and complicated geology, however, Cebu's share of the total national production is expected to go down to only 10 percent by 1985. Except for Semirara's open-pit production, the balance of Philippine coal production comes from underground mines. These underground mines generally use room-and-pillar methods, except for those at Zamboanga del Sur and Polillo which use modified longwall methods patterned after those used in Taiwan. Due to the much higher mining recovery, most underground mines are now planning on switching to longwall. At Semirara, an open pit mine is now being developed for a one million ton per year capacity by 1984, and will then be the largest Philippine coal mine. While present earthmoving work is done with bulldozers, loaders, and trucks, the main coal extraction equipment will be bucket wheel excavators imported from Austria. PRESENT COAL UTILIZATION Existing coal production is sold mainly to coal- fired cement plants and power plants. The balance is sold to a sugar central, a coconut oil mill, a food processing plant, and two plants producing carbide and ferro-silicon alloys.

A data-classification scheme was developed to detect potential uranium mineralization in the Montrose l º x 2º quadrangle, Colorado. The methodology developed is a rapid and efficient method of resource evaluation on a reconnaissance scale. The necessary techniques were developed and refined to digitize, integrate, and register various large geological, geochemical, and geophysical data sets for the Montrose quadrangle, Colorado, using a grid resolution of 1 km. All data sets for the Montrose quadrangle were registered to the Universal Trans- verse Mercator projection. The data sets include hydrogeochemical and stream sediment analyses for 23 elements, uranium-to-thorium ratios, airborne geo- physical survey data, the locations of 90 uranium occurrences, and a geologic map (scale 1:250 000). Geochemical samples were collected from 3965 locations in the 19 200 km2 quadrangle; aerial data were collected on flight lines flown with 3-5 km spacings. These data sets were smoothed by universal kriging and interpolated to a 179 x 119 rectangular grid (each grid block is 1 km2). A mylar transparency of the geologic map was prepared and digitized. All possible combinations of three, for all data sets, were examined for general geologic correlations by utilizing a color microfilm output. Subsets of data were further examined for selected test areas. A classification scheme for uranium mineralization, based on selected test areas in the Cochetopa uranium district, is presented. Areas favorable for uranium mineralization, based on this scheme, were identified and are discussed.

The last ten years has witnessed the change in water jet cutting studies, on rock, from laboratory testing to prototype use of field equipment. Unfortunately, while equipment and technological developments have occurred, the understanding of the exact mechanisms of water jet erosion have been less well developed. Commonly, theoretical evaluations have used the uniaxial compressive strength of the target rock as the major parameter of rock erosion resistance . It is considered that the structural properties of the rock, and most particularly, the flaw density and heterogeneity of the rock are much more important parameters. This is demonstrated and discussed. Locating the jet and target under water and pressurizing the containing vessel makes it is possible to induce cavitation in and around the water jet and create a much slower erosion process.

What is prime farmland? Can such land, once it has been surface mined for coal, be restored so that it will produce corn, soybeans, wheat, and alfalfa? What methods or practices are necessary to bring about restoration within a reasonable time so that crop yields will be equivalent to or higher than those of unmined prime farmland under high levels of management? These questions concerned land use researchers in Illinois as early as 1948 when the Illinois Agricultural Experiment Station experimented with growing cultivated crops on surface mined land in St. Clair County (Grandt, 1949). This research was done almost thirty years before requirements of Public Law 95-87 were passed by the US Congress and signed August 3, 1977.

The well-known formulae of screening efficiency and circulating load calculations in closed crushing circuits were exploited to achieve graphical estimation of these parameters. Three basic charts were proposed and constructed. The first one is for the regular closed circuits where the new feed goes to the crusher. The second is for the reverse closed circuits in which the new feed reported to the screen is free of screen undersize particles. The third chart controls the reverse circuits when they are receiving new incoming feeds containing undersize material. Compound circuits were also reanalyzed and a concept of equivalent simple circuit was introduced to enable graphical manipulation of these complex circuits with the help of the aforementioned charts

INTRODUCTION - DEFINITION & HISTORICAL PERSPECTIVE While this symposium is concerned with comminution which, by definition, relates to all stages of size reduction of an ore body to a form suitable for mineral separation, the electrical drive aspect of the grinding section will receive most attention in contrast to the crushing, screening and materials handling elements of the process. The reason for this is that today's large mills, thirty feet diameter and upwards, present mechanical and electrical problems which require a degree of sophistication in their solution not previously required. The ability to satisfy these demands, so far as electrical technology is concerned, largely results from the development of semi-conductor devices. These can now handle typical electrical distribution power levels within remarkably s m all volumes and with high efficiency when compared with the motor-generator sets, mercury arc rectifiers, rotating amplifiers, magnetic amplifiers and vacuum tubes which were commonly used to provide speed and torque controls as recently as the early nineteen-sixties. The hardware available to the electrical engineer has changed dramatically whereby even the simplest control system formerly using hard-wired relays is now superseded by the program m able logic controller with its computer-like memory containing the sequence of operation, in other words, the software. Reverting now to the mineral process itself, it is assumed that the ore body has been mined using explosives and is delivered to the concentrating plant in its 'run of mine' form. The problem becomes one of reducing the material to a size which will permit an acceptable recovery of the mineral with the most economical use of energy. The size of 'run of mine' material will range from about minus five feet for high tonnage open pit operations to minus two feet for the smaller underground mine. The final reduction in size may range from minus ten mesh to minus two hundred mesh (exceptionally as fine as minus six hundred mesh) depending upon the concentration method and dissemination of the mineral values within the ore. There is no single circuit that satisfies all applications, but the pattern of metallurgical equipment use shown in Table 1 appears discernable from current practice, in general terms.
