(San Francisco Meeting, September, 1915) THE problem of mine pumping is so much affected by local conditions, and those conditions are so liable to changes during the life of a mine, that the best system to use is difficult to determine. The experience of the;, writer has been that, in general, for copper mines, electric pumping is most satisfactory unless the quantity of water to be pumped is great or. the mine does not use electric power for any other purpose. As a rule, however, figuring on the cost of necessary power plant, the total cost of: installation is greater with electric pumps than steam- pumps. As the water is liable to be gritty, outside-packed plunger pumps are to be recommended, and if the water is not acid, or only slightly so, chilled cast-iron plungers pay for their extra cost very quickly in diminished cost of packing. With chilled plungers it is possible to use metallic, packing instead of soft packing, if the water, is not too gritty nor the lift too high. In vertical pumps this packing is satisfactory for lifts up to 400 ft., in the experience of the writer; and may be found satisfactory for higher lifts. For water slightly acid, cement-lined pump bodies have given good satisfaction. For acid. water, both plungers and pump bodies should be made of acid-resisting bronze. For high lifts, especially with gritty water, a satisfactory pump valve is difficult to find. To reduce the unbalanced pressure on the valve at time of opening it is advisable to have narrow seats; this, however, brings high pressure on the seats when the valve is closed. On large valves for lifts of 600 to 1,000 ft. we have used leather, hard rubber, vulcanized fiber, and soft brass; for clear water the latter has given best satisfaction. The difficulties due to grit make it advisable to have large sumps where water can settle, and if possible, to have two of them so that they can be cleaned alternately. At the mines of the Old. Dominion Copper Mining ,& Smelting Co.; Globe, it was found that a small air. ejector discharging into a mine car is a very convenient way to clean mud and sand from a sump. .

WHILE some of the mining companies have been pumping a small amount of water for some time, it is only in recent years that large quantities of water have been encountered in the Tonopah district. The water appears to be in different zones or belts so that the draining of one property does not necessarily affect the one adjoining. Consequently, each company has its own pumping plant and its own conditions. The companies panes handling the largest amount of water are the Tonopah Extension Mining Co., Halifax Tonopah Mining Co., West Tonopah Consolidated Mining Co., and Great Western Consolidated Mining Co. The Halifax shaft is on the eastern end of the district and the other three properties on the western. The ore-bearing formation occurs at greater depth on -the eastern and western ends, hence the water problem in these properties.

THE purpose of a technical report is to record facts, usually collected by investigation, and to interpret these facts in understandable language. The audience may range from a small shareholder without technical knowledge, to a highly trained engineer or geologist. If the client is a mining company with technically trained executives, the report writer's problem is relatively simple. The writer will then be appraised not only for his conclusions, but for clarity of language and organization of the report. If the writing is bad, the construction careless, and there is a failure to clearly convey to the reader the facts and the author's conclusions, the report is a failure and the writer may have damaged his professional character. Spoken words die quickly, written words may constitute a permanent record and if they are badly composed they may rise up to damn the author. "A good measure of an author's understanding of his subject is his ability to express it clearly in plain words." Good English Teachers in the fields of mineral technology have frequently complained that even in post-graduate groups there is an appalling indifference to their appeals for good English. Some have even noted a student's belief that the use of refined English is effeminate. If those with such immature beliefs could measure the pay-check damage arising from the use of "sloppy" language, they would realize that precision and refinement in English may be quite as important as technical accuracy. When the reader audience is without technical knowledge simplicity in treatment becomes especially important. If one is engaged in consulting work, in government service, or in any field where reports have public distribution, the language employed should be technically adequate but simple enough to be understood by non-technical readers. For example, one may use the term "visual" in place of "megascopic." Technical language can be so obscure that it cannot be understood even by highly-trained students. In the March-April (Vol. 47-No. 2) issue of Economic Geology, Nicholas Vanserg ridicules these extremes and quotes various paragraphs from published material, such for example: "However, lattice orientation unaccompanied by cognate dimensional orientation can never be attributable to growth from an isotropic blastetrix." "The temperature declines because of cessation of the exothermic chemical and mechanical equilibriopetal processes." These he calls "good geologese" and they are calculated not only to baffle the reader but to impress upon him the erudite character of the author. Revision In some cases, difficulty arises from the fact that the writer is too close to the subject and unconsciously assumes that his reader is equally familiar with the background of the report. It is difficult for the writer to regard his work objectively and to determine to what extent it is likely to be understood. Every important manuscript will gain in clarity if the author will have it reviewed by an informed reader. But the writer must not be oversensitive to criticism and should not treat his composition as perfect and beyond the possibility of improvement. The first draft of a report always requires revision, regardless of the care used or the ability of the writer. Three or four revisions are not uncommon. The first draft usually requires expansion in places, the deletion of non-essential material, and language changes to promote clarity of expression. This should be done by the author after a lapse of time, even if only overnight, in which his mind has been occupied on some other subject. Possible improvements are always more visible. The manuscript should be passed on to another reader for further suggestions. Organization of Material The engineer should study available reports and library references before going into the field. If the previous reports have been responsibly done and can be accepted as correct, then much field time can be saved. It is, of course, customary to make some on-the-ground checks to confirm earlier reports, particularly those relating to ore reserve which may have undergone changes. Report writing requires time and expense, but nevertheless, the basic reasons for conclusions should be presented even in the case of a worthless property, for it may prevent a duplication of the work. If the mine examined is obviously of no further interest, no useful purpose can be, served by preparing a report in detail. In one case an engineer travelled all the way to South America only to find that the mine had been grossly misrepresented and was valueless. His cabled report "Nonsense" is a case of over-simplification, but it served his company's purpose. The first step in report organization should be the selection of subjects. This should be done at the mine, and the data collected for each subject should be reviewed in considerable detail on the ground. Otherwise one may find that he has failed to collect some essential details not readily obtained after he has returned to headquarters. If the property to be described is undeveloped, then many of the subject titles are automatically eliminated. Usually no useful purpose is served by an attempt to calculate the cost of production under such circumstances, although the cost of exploration

Council held a well attended two-day conference at Globe, Ariz., March 19 and 20; followed by two days of mine-rescue maneuvers at the Old Dominion mine in cooperation with the Globe-Miami District Mine Rescue and First Aid Association and the U. S. Bureau of Mines. C. L. Colburn of the Bureau had general charge of the arrangements and was chairman of the conference. All sessions were held in the Old Dominion Library. The iron mines of the district have the best safety record for that industry in the country as a whole, while the copper mines of the district rank second in two of the four years recorded (Table 1). In Utah copper comes mainly from open-pit mines, which enables that state to lead easily in safety. All of the Michigan production comes from deep under-ground workings. About 60 per cent of the iron miners in St. Louis County, Minnesota, are employed at open-pit mines; this favorably affects the combined open-pit and underground accident-frequency rate, as this county pro-vides most of the Minnesota-mined iron ore. In Michigan, however, there are few open-pit mines, the bulk of the production coming from underground mines, while all of the Wisconsin production, just across the state line from Michigan, is from underground mines. In spite of the fact that fewer mines in Michigan use the safer open-pit method, the iron-mining industry of that state maintained a consistently low record from 1931 to 1934; however, it was many points behind its nearest com petitor, Minnesota, with its much greater production from open-pit mines.

A mixed-integer formulation of the mine scheduling problem is discussed and applied for the purpose of optimizing both the mine production sequencing and the mill blending and processing problem simultaneously. Previous attempts at solving these problem separately, although successful, fail to take into account the interrelationships between these problems. Project structure selves as the outline of this paper Generalized in its organization, this concept is useful for long, intermediate, and short range scheduling. Actual applications that show the concept also is applicable to mining a variety of ore are mentioned.

Their use however in many cases is to correct, or attempt to correct, problems that might have been avoided with sealant use in the early stages of development, and continued thereafter.

In 1976, The Bureau of Mines developed a prototype system to sense and extinguish fires in shafts and shaft stations in underground metal and nonmetal mines. Subsequent work modified this technology to include fueling areas, spontaneous combustion zones and coal mines. This paper updates IC-8783 "In-mine Fire Tests of Mine Shaft Fire and Smoke Protection Systems," which was published in 1978 and summarized the design and in-mine, actual fire testing of the first prototype mine shaft fire and smoke protection system. This paper also updates related work from IC-8775 "Spontaneous Oxidation and Combustion of Sulfide Ores in Underground Mines," (also published in 1978) and IC-8808 "In-mine Evaluation of Under- ground Fire and Smoke Detectors," (published in early 1979).

THE effect of mining in the red-ore mines of the Birmingham district has been observed for some time, but, except in a few localities, little difficulty has been experienced from disturbance of cover. Cave-ins near the outcrop and fracturing of the surface at greater distances are the most pronounced manifestations of disturbance, while limited areas at points distant from the outcrop and under greater depth of cover have actually subsided. There is no doubt but that in time, because of failure of pillars, extensive fracturing and widespread settlement of the surface will result, particularly along the slope of Red Mountain, where mining has been under way for many years. Were it not that the orebed is overlain by one or more water-bearing formations, the fracturing or settlement of the surface would not be serious; but because of these formations, fracturing of the top rock may in itself be of sufficient importance to warrant the adoption of protective measures. Until development openings and surface plants are transferred to Shades Valley, protection of the surface will probably not be considered imperative, as the area involved is not of particular value for agricultural or building purposes. Further, the collapse of pillars over a wide area may develop squeezes that, if not controlled, may jeopardize the integrity of the mines and necessitate a change in development, from slopes to vertical shafts, at a much earlier period than is now contemplated. The occurrence of heavy beds of strong tough materials at varying distances above the orebed make it doubtful whether any serious disturbance of the surface will be experienced at any considerable distance from the outcrop, although some settlement will probably take place. It is certain, however, that no great volume of water will enter the mines from fracturing of the Fort Payne chert bed, as this is known to be a compact and practically impervious formation beyond the leached zone. Not so much can be said, however, regarding other possible sources of water, as pervious beds and through faults that may be encountered in future mining operations.

A STUDY of subsidence and ground movement in the copper and iron mines of the upper peninsula of Michigan has been made by W. R. Crane of the United States Bureau of Mines and published as Bulletin 295 of 66 pages and 49 illustrations. As a result of subsidence, the country adjacent to the mines and over- lying the mine workings in this district is often broken to such an extent as to affect its value; mine shafts and development openings are occasionally so damaged as to be rendered useless, and water can enter the workings through fractures and cave-ins. The problem is more serious in the iron-mining districts, where villages and towns not owned by the operating companies have grown up around mining operations.

The knowledge-feigning, theory- straining mining engineer." -Anonymous INTRODUCTION Taxes levied against mining properties and operations are a critical cost in the economic evaluation of mining investments. Indeed, taxes represent a substantial cost of doing business in the minerals industry and often have a significant impact on corporate investment decisions. A good example was the postponement of mineral development in the state of Wisconsin, primarily because of what was perceived to be excessive taxes imposed by that state. In many respects mining investments are no different from other industrial investments. Astute taxing authorities should recognize that geologic endowment is a necessary but clearly not a sufficient condition for mineral investments. The fact that a mineral deposit exists does not necessarily mean that it will ultimately be developed-a point that many taxing authorities fail to recognize. While it is true that ore deposits are not mobile in the sense that they cannot be physically moved to a district having more favorable taxes, corporate investment capital certainly is mobile and flows to ventures which maximize wealth to the firm. In short, higher taxes reduce project yields and tend to drive investment capital elsewhere. The appropriate type and level of taxation imposed upon the mining industry continues to be a very controversial and emotion-charged topic. Mining activities have been taxed at various levels over the years due to widely differing taxation philosophies. Location has also influenced taxation policies, as evidenced by the diversity of tax laws and assessment procedures applied to mineral deposits by the various states. Indeed, mineral taxation varies from state to state, from county to county, and from one mineral commodity to another. Whether or not a given tax is appropriate for a specific mineral deposit, or even an industry, is a difficult problem to assess. First, the type or kind of tax which should be imposed must be considered. Second, it is most important to define a fair and unambiguous base against which to levy the tax. Finally, one must consider the tax rate to be applied to this base. It is the combination of these two components

THE first year to which the Revenue Act of 1936 has applied is now passed. It is appropriate to try to give some calm thought to the plan of Federal income taxation as now imposed and what it will mean to the business and industry of the country if this plan of taxation is continued unchanged. Whether or not we like to pay these taxes is beside the point. Taxes are high and may be expected to be high for many years. The important question is whether the taxes to be imposed will destroy or injure business enterprise and development, and, in so doing, lower the standards of employment, living, comfort, and welfare of our people. The power to tax is the power to destroy. That destruction may come suddenly as a cyclone, or slowly as dry rot. What, if any, features are there in the present plan of Federal income taxation that have these destructive tendencies? A few of the points follow that seem to call for consideration.

A LUCID, thorough and powerful review of the impact of your tax laws on mining operations has already been presented by Granville S. Borden*. He has brought into focus and relief the pressure-points at which the shoe pinches most, has suggested some remedial measures, and enunciated much sound doctrine about the inter-relationship and interplay of taxation policy and mining activity. Under the heading "What Every Lawmaker Should Know", he laid down the fundamental proposition that "the magnitude of our mineral resources varies inversely with the magnitude of the taxes levied upon them." With this, as with his other major premises, all mining men must be in hearty concurrence. There can be no doubt that a flourishing and expansive future for the mining industry in this country, in Canada, or anywhere else will depend on the thoroughness with which these fundamental propositions are grasped by legislators, by national policy-makers and by public opinion at large. Coming to the specific points to which Mr. Borden has drawn our attention, I will touch on the corresponding provisions in Canadian federal tax law, by way of comparison and contrast.

MINING taxation is a subject which bears definitely upon-the welfare of the mining indus-try. Every government must have a revenue but that revenue should be raised in such a way as to hamper as little as possible legitimate enterprise or industry. A mining tax should be fair, and one which appeals to the natural sense of justice. Our present system is a tax on net- profits after all expenses are met. On profits in excess of $10,000 the Mining Tax Act takes three per cent., one-half of which goes to the Govern-ment and one-half to the municipality in which the mines are situated, to meet local needs for roads, schools, etc. On profits from one to five million dollars", the tax is five per cent.; over five million, six per cent., and so on. The first $10,000 profit is exempt. The result is that if a mine is worked at a loss, it pays no tax at all; if it makes a small profit, it pays a small tax; if profits are large, the tax increases accordingly. It is difficult to imagine a fairer or less onerous method of taxation, or one better adapted to meet fluctuating conditions from year to year as profits rise or fall. A just and fair tax should be levied on profits, never on capital. There is, one branch of the mining industry upon which is levied a higher tax than upon other branches, namely, the nickel industry. I see no good reason why any branch of the mining industry should be discrim-inated against on a profits tax basis. A mining tax should not discourage development. The present tax meets this requirement. In the early years of a mine, when it is all outgo and no income, the mine pays no tax. Not until it reaches a productive and. profitable stage does the tax take effect, and then the mine can afford to pay it. Further, a tax on profits does not operate against the opening up of low-grade deposits, or those in which the chance of success is to a certain extent speculative.

TWO very interesting sessions on mine ventilation were held on Monday. George S. Rice, chairman of the Mine Ventilation Committee, presided at the morn-ing session. Formal reports from two subcommittees were presented, as well as two technical papers. Daniel Harrington, for the subcommittee on metal mining, gave a most interesting report, devoting most of it to a review of the literature that had appeared during the past year, to the cooling of mine air, and to a discussion of mine fires. In the absence of Dr. R. R. Sayers, chairman of the Physiological subcommittee, Mr. Harrington gave a resume of that report. The main points covered were in connection with silicosis but some attention was also paid to the associated prob-lems of air cooling and humidity. The paper by Prof. W. S. Weeks on the "Air-Current Regulator" was briefed by Prof. A. C. Callen. Pro-fessor Weeks brought out the fact that the common application of Murgue's equivalent-orifice formula to regulator problems was incorrect, inasmuch as the dis-charge from the regulator was not released into the open air but into a slow-moving current beyond the regulator. He applied the shock-loss theory of Bordoni to the problem and worked out a formula for solving regulator problems, giving coefficients of contraction he had determined experimentally.

Much new data on the flow of gases have been discovered by recent experiments by the United States Bureau of Mines and others. Although additional investigation is still desirable, the information now collected seems sufficient to attempt a tentative coördination of the friction factors. This study is confined entirely to fluid friction when the density throughout the duct is so nearly constant that it may be so considered. In the subsequent discussion the following notation is used: v = mean velocity of fluid in duct, feet per second. v' = mean velocity of fluid in duct, meters per second. R = hydraulic radius of duct, feet. R' = hydraulic radius of duct, meters. S = the hydraulic slope. P = pressure absorbed by friction, pounds per square foot. p = pressure absorbed by friction, pounds per square inch. p' = pressure absorbed by friction, kilograms per square centimeter. A = sectional area of duct, square feet. O = perimeter of duct, feet. L = total length of duct, feet. L' = total length of duct, meters. d = diameter of a cylindrical duct, inches. w = density of the fluid, pounda per cubic foot. g = specific gravity of the fluid compared with water = w % 62.4. C, k and B, coefficients for formulas using English measures. C' = metric coefficient, v' = C'R'S. n = coefficient of roughness for English or metric units. The basic formula for the flow of all fluids at constant density appears in the three following forms, which may be denominated: (a) The slope formula, v = CRS (b) The ventilation formula, " n = (c) The pipe formula, C is Kutter's coefficient, which is extensively applied to the flow of water in ducts and channels of all kinds; E is Atkinson's coefficient, used principally with air in ventilation problems; B is a coefficient conveniently adapted to studying the flow of water, gases and vapors in pipes. 312

This report presents the comments of members of the Institute's Sub-committee on Physics of Mine Ventilation on the proposals of a special committee of the Institute of Mining Engineers (London). This report is as follows: THEORY OF MINE VENTILATION Abstract of a report submitted June 16, 1925, to the Council of The Institution of Mining Engineers by a Special Committee Laws of Flow of Aib The law of flow of air in mine galleries is, at present, expressed by two formulas differing slightly in shape but both derived from the original hydraulic formulas of Chezy and others. These formulas are: The Atlcinson Formula.—Pa = KsV2, which in transformation becomes a3 where P = pressure producing flow; K = coefficient of friction; s = surface of the mine galleries; V = velocity of flow; Q = rate of flow; a = area of mine galleries. This formula is especially applicable to mine galleries, but is unwieldy in application, as in many problems we are dealing with changes produced in the same set of airways when K, s, and a are assumed not to change, and the only variables are P and Q. Great uncertainty prevails as to the exact values to be assigned to the coefficient K in different types of airway, as different workers have given widely differing values. This formula assumes: (I) That resistance to flow is independent of the pressure within the gallery. (2) That changes in volume within the limits of pressure ordinarily met with may be neglected. (3) That changes in density and viscosity and mode of flow of the air may be neglected. (4) That the coefficient K is a constant. (5) That P is proportional to the square of the velocity. We cannot find any reliable experimental work leading us to conclude how far these assumptions are justifiable in mining practice. The design of mine airways receives, in general, very little engineering treatment. To a large extent this is, of course, due to the fact that information upon which to base calculations is seldom available in definite form. In many rnines the extent of the workable deposits may not be known at the time an air course is planned, and the length of service is indeterminable. Volume of air required for ventilation rnay also increase with extension of the life of a property, and natural obstacles, such as heavy ground, often place limitations upon the size of opening that can be maintained. Perhaps most of the shafts used in the ventilation of metal mines were originally intended as hoisting shafts, and many of the tunnels and crosscuts similarly used, were also designed as haulage ways or for other operating purposes. Even when a shaft is sunk solely for ventilation, custom usually dictates a size and shape consistent with the type commonly used for ordinary operations, because experience has demonstrated it can be excavated and maintained. In fact, most ventilation openings were never made with any consideration as to economic design for such use. When an air course is required to pass air between different parts of mine workings under a fixed pressure, the size of opening required for a given volume of flow, is, of course, determined by the resistance factor of the air course. It is then impossible to proportion the opening with reference to economics of power consumption, and this paper is limited to the design of openings where ventilation pressure or power consumption may he varied for economic advantage. As the size of an air course is increased, the expense involved in excavation and support is, of course, also increased, but the charge for power is decreased. In the case of a mine that has only a short assured operating life, it would not be ecouomical to provide large openings in order to reduce power bills; but when operations are likely to continue for a long time, the power charge becomes a very important economic factor. Although lack of definite information on such factors as service life and costs of excavation and support affects the design of an air course, it appears, from a mathematical analysis of the problem, that considerable variations may be made in estimating these factors, without greatly
