At the SME Fall Meeting held in Phoenix, Ariz. last October, Ernest P. Hall, addressing an Air and Water Pollution session, noted that water pollution caused by acid drainage from bituminous coal measures had begun long before recorded history. "Until recently," he said, "man did not begin to understand the physical phenomena which took place to cause [it] and even today he does not know what can be done to prevent it." CAUSES "It is known from the reports of early explorers that drainage from bituminous coal measures was causing water pollution before coal mines were opened on this continent. They noted the nature of the polluted water in the runs and creeks and predicted the presence of substantial deposits of coal based on the appearance and character of the water. Even today, polluted water drains from virgin coal areas which have not been touched by mining machines," Mr. Hall said.

Whether we have occasion to think of it or not, an adequate and economic supply of energy fuels is vital to each of us. It is interesting to look ahead at the way in which fuels from supplementary sources will begin to enter into the energy mix to help meet the long-term national energy needs. From 1947 to 1965, the average annual rate of growth of energy consumption was 2.7%, with total energy demand in 1965 being equivalent to 54 quadrillion Btu's. During this short period of 18 years, the cumulative output of coal in the U.S. was 9.6 billion tons; natural gas, 193.5 trillion cu ft; and crude oil, 45.9 billion bbl. During the next decade and a half the nation's energy requirements are expected to grow at an average rate of 3.3% yearly, with consumption of energy expected to reach an annual rate of about 88 quadrillion Btu's by 1980, or 63% over the 1965 level.

Use of AN-FO in underground operations has greatly reduced the cost of primary explosives. AN-FO is also less sensitive than conventional dynamites, and when properly used, is safer. Maximum safety in the use of AN-FO, however, requires an understanding of potential hazards from toxic fumes as well as static electricity developed in pneumatic loading. Safe limits and guides have been established to permit most operations to pneumatically load holes that are bottom primed with electric blasting caps, but the toxic fume hazard is less widely understood. During 1959-1960 Du Pont cooperated with the U.S. Bureau of Mines to study the toxic fumes produced by prilled ammonium nitrate-NO. 2 fuel oil mixtures. The conclusions from this work were that oxygen balanced AN-FO, when thoroughly mixed, well primed and well confined in dry holes, produces no greater amounts of toxic fumes than conventional dynamites rated Class I by the Institute of Makers of Explosives. The study also showed, however, that any deviation from these guides tends to increase significantly the quantity of toxic fumes produced. This work was reported by the Bureau of International Symposium on Mining Research at Rolla, Mo., in February 1961.'

There is a need for concepts and techniques developed specifically for blasting in areas where the rock is loose or highly fractured. Common practice has been to use techniques developed in hard homogeneous rock and reduce the amount and strength of explosive. However, this rule cannot cope with all of the special characteristics of highly fractured rock and has not adequately taken care of the problems of overbreak, gouging, and wall damage. The main problems encountered when blasting in highly fractured rock are controlling the amount of rock broken, minimizing the damage done to the remaining wall material, and adapting blasting methods to rapidly fluctuating ground conditions. In addition, because it frequently needs timber support right into the blasting area, there is also the problem of how not to shoot out the timber when heavy loading is needed in order to offset a loss of impact caused by deflection of the detonation wave off the numerous rock interfaces, and by the absorption of the wave by resilient clay particles. Another consideration is the fact that less attention needs to be directed toward producing satisfactory fragmentation of the broken rock. Those blasting methods designed for breaking hard rock into manageable segments are, as a rule, not needed in highly fractured rock which will usually break along its own numerous fracture lines.

Vexed with competition from relatively high grade foreign orebodies, perplexed by marginal, low grade domestic orebodies, and ironically faced with the fact that practically every metal needed in our economy is available domestically in ample quantity in the ground, our mining industry awaits the advancements in beneficiation technology that will bridge the gap between the ground and the market place for our presently unexploited mineral reserves. Among the vast number of research and development projects underway in the metals mining industry, there are a few chemical techniques in metals winning that, with further development or wider application, could have a profound effect on the industry. These techniques include the Imperial Smelting and Refining Process for complex lead-zinc ores, chlorination and fused salt procedures, the liquid ion exchange process, and the field of non-aqueous leaching. IMPERIAL SMELTING PROCESS The Imperial Smelting and Refining Process is of interest because it offers a possible economic route for the processing of complex zinc-lead-copper ores. The process represents the outcome of the combined efforts of metallurgists and engineers of Imperial Smelting Corporation. Ltd., the United Kingdom Subsidiary of the Consolidated Zinc Corporation, Ltd., and is the subject of patents throughout the world. This process is essentially the employment of the blast furnace for the production of zinc. Zinc has always resisted blast furnace technology, primarily because of the difficulty of condensing zinc vapor from dilute gases. The Imperial Smelting Process employs a blast furnace working at ordinary pressures and in a system which is able to con- dense a blast furnace gas of a very low zinc content.

Supported by the vigorous capital investment of the heavy and chemical industries and by the ever-increasing demand for durable consumer goods in the past decade, Japan has now emerged as the world's third largest steel producer, surpassed only by the United States and the Soviet Union. In 1968, the crude steel production is expected to exceed 50 million tons; the per capita steel consumption at that time will reach 886 lb, approaching the level of Western Europe. Characteristics of the Japanese steel industry is the high dependence of raw materials on overseas sources. Before World War II the industry relied on North China and Manchuria for coking coal, and on middle China, Hainan Island, the Philippines and the Malayan Peninsula for iron ores. After the war, the major sources of iron ores were shifted to the Philippines and the Malayan Peninsula, supplemented by shipments from the United States, Canada, India and Goa. The United States, in addition, became the primary source of coking coal.

MUCH has been said and written about the engineer shortage. The mining branch in engineering has lagged during the past several decades. I can think of two institutions, formerly prominent in that field, that have discontinued this department and another that has branched from a purely mining school into various forms of engineering. Conversely, I do not recall any institutions that have added mining to their curricula. I believe that this action is in direct response to the demands of incoming students. But I also believe that while there is a specific demand for civil, mechanical, and electrical engineers in the highly complicated mining operations of today, our need for mining engineers capable of assuming top responsibility for mining operations is unchanged.

A comprehensive, systematically structured mineral evaluation system is a prime requirement for objectively assessing mineral supply impacts on the economy. The Minerals Availability System developed by the US Bureau of Mines is a step in the right direction-a well-organized unraveling of the mineral supply network, structured in format to allow quick retrieval for rapid listing, supply analysis, and other uses.

Methods employed to beneficiate ores utilize relatively few fundamental principles to effect size reduction and concentration. In crushing and grinding only impact and compressive forces with a minor amount of shear are employed. In concentration, gravity, magnetic, electrostatic and flotation constitute the major methods of concentration with minor use of sizing, hand picking and adhesion. This industry, as all others, can expect in the near future to see the development of new techniques for improved efficiency, cost reduction, and exploitation of raw materials hitherto considered unmanageable. NATURAL AND INDUCED RADIOACTIVITY At the Canadian Department of Mines in Ottawa in 1946, C. M. Lapointe developed a picker belt system whereby radioactive ores could be concentrated by electromechanical means. This invention ultimately led to development of what is now refer- red to as the Lapointe Picker and which has been used commercially at Port Radium and Port Hope for the upgrading of jig concentrates. Basically, the system consisted of conveying sized uranium ore on a belt under a radioactivity detection device which in turn electronically operated a kicker or plunger that separated the ore from the gangue constituents. Thus, a new principle for mineral concentration, radioactivity, was introduced commercially.

(Washington Meeting, May, 1905.) SEVERAL years ago, Mr. Robert A. Cook described and illustrated in our Transactions 1 a mechanical coke-drawer, patented in 1891 by Mr. Thomas Smith of the Thorncliff Iron Works, Sheffield, England, and first introduced in the United States in, 1896, at the coking-plant of the Latrobe Coal Co., Latrobe, Pa. This machine has not received any very extended application in this country, although it was successfully used in two places for a number of years. The present. paper describes a new and simpler machine, containing few wearing-parts capable of withstanding continued rough usage. Anything which tends to prolong the general use of bee-hive ovens will be welcome to those who are interested in cheapen¬ing the cost of producing coke in such ovens, especially if it provides satisfactory mechanical means, replacing the hard labor involved in drawing coke by hand with the old-fashioned ?duck bill.? The difficulty of finding efficient coke-drawers, especially during the summer season, and in the South, is notorious. Yet, notwithstanding the great improvements that have been made in retort coke-ovens, new bee-hive ovens are continually constructed; and a machine which will successfully compete with hand-drawing, and, at the same time, add to the efficiency of the bee-hive oven, seems to deserve notice. The machine here described was put in operation at the Frick Coal and Coke Co.'s plant, known as Continental No. 1, at Uniontown, Pa., in October, 1904, and is reported to have met successfully all the tests to which it has been subjected. BECAUSE it is the basis of the economically important operation of hardening steel by quenching, the A3 transformation in iron has been the subject of numerous investigations. Although the contributions to this subject are interesting, no general review will be given here. Readers who care to follow the matter further are referred to the comprehensive summary by Cleaves and Thompson,1 which covers the literature to about 1935. Their references to 53 papers on the subject suggest that further investigation is hardly justifiable. However, considerable interest has developed recently concerning the reversibility of the transformation. From thermodynamic considerations, the transition ought to occur at the same point on heating or cooling, if the change of temperature is sufficiently slow. Yet all of the earlier investigators found a difference of several degrees. Burgess and Crowe,2 who used thermal methods, obtained average temperatures of 912° for Ac3 and 900°C. for Ar3 on electrolytic iron. Their data indicate a considerable range of temperature over which the change occurs, both on heating and on cooling. Terry3 measured the susceptibility in the critical range and estimated from the steepest parts of his curves that Ac3 came at 9180 and Ar3 at 903°C. Ishiwara4 was one of the first investigators to report a shorter interval between the temperature of the change in the two directions. He measured the change of susceptibility of kaolin-coated samples of steel, in a hydrogen atmosphere, at rates of heating and cooling so low that about 3 or 4 hr. were required for the transformation to complete itself. His results show some variability between samples, but indicate that the difference between Ac3 and Ar3 is in the vicinity of 6°C. Roberts and Davey5 measured the space lattice in pure iron in the vicinity of 900°°C. and concluded that a change occurs reversibly between 907° ± 3° and 9100 ± 3°C., probably between 907° and 910°C. Wells, Ackley, and Mehl6 made dilatometric determinations of the Ac3 and Ar3 points in samples of hydrogen-treated carbonyl iron maintained under a vacuum. They used three rates of heating and cooling: 2°, '1/2°, and 1/8°C. per min. and found the spread between the two points decreased with low rates. At the slowest rate, the Ac3 transition occurred at 909° to 909.5°C. and the Ar3 change at 907°C. in three of the samples believed to contain the lowest percentages of alien elements. They concluded that if the rate of temperature change and the content of alien elements were low enough, the A3 transformation would be completely reversible at 909.5° ± I°C. The question of reversibility is an interesting one and when some iron with especially small percentages of alien elements became available the opportunity to conduct an investigation was welcomed. IT has been known for many years that when a wire is moved in a magnetic field, an electromotive force is developed which is proportional to the rate at which the wire is moved in a direction perpendicular to the magnetic intensity and to the magnetic intensity itself. If the ends of the wire are connected to a current indicator, the current behaves exactly as though the source of electromotive force were a galvanic cell. If a wire is wound circularly and rotated uniformly around a diameter not parallel to the intensity, the current flowing through the wire will be alternating of sinusoidal shape. If, instead of a single loop, there are several turns wound in a short helix, the electromotive force developed will be approximately proportional to the number of turns, the area of the helix and to the speed of rotation. The maxi-mum electromotive force will be devel-oped when the axis of rotation is perpen- dicular to the field; if this is not so, only the component of the intensity that is perpendicular to the axis of rotation is effective. This is the principle of the usual earth inductor. If two similar coils are rotated together at two different points for which the magnetic field intensities perpendicular to the axes of rotation are different, the electromotive forces developed will each depend on its corresponding intensity and be a measure of that intensity. IN the spring of 1930, the question was raised as to the possibility of estimating the depth to which the pyrrhotite-nickel deposit at the Falconbridge mine extended in the earth. This body is 7500 ft. long, it dips at 80° to the north, and it is fairly straight with slight sinuosities. Dr. F. W. Lee suggested that it might be possible to solve the problem by measuring the vertical magnetic intensity, with a good magnetometer, both near the surface of the earth and also at a level a 'few feet higher in the air. The writer regarded this suggestion with some scepticism, but it was decided to put the scheme to a prac¬ tical test. In July, 1930, Dr. Lee, Dr. Keys and I ' the writer, with Mr. Joyce and Mr. Belloc as assist¬ ants, made a firm, light wooden platform (Fig. 1) E measuring 4 by 4 ft. on the top, which was 10 ft. above ground. This platform could be moved easily a few yards by four men, and carried across I country in a wagon or by motor truck. Some iron nails were used in its construction, but we were not able to detect their influence on the - Askania magnetometer. Nevertheless, in future work, the use of iron should be completely avoided. The largest reading, 6.8, is open to suspicion and should be rejected. The depth of the top of the orebody is known by electrical survey, and by actual drilling, to be about 112 to 123 ft., and the covering is sandy glacial drift. Similar readings were taken over a long straight magnetic diabase dike. These also are shown in Table 1. The magnetic vertical intensity is consistently less at the higher level, which is l0 ft. above the lower level.

THE object of this investigation was to determine with a vertical magnetic variometer the extent of the titaniferous ore deposit that occurs not far from Ivry in Terrebonne County, Quebec, about 70 miles north of Montreal. The Ivry mine, on lots 37 and 38 of range V, Beres-ford township, Quebec, is one of the largest and most accessible to transportation of the deposits of ilmenite in Quebec. The ore consists of an aggregate of ilmenite anhedra serving as host for numerous fine plaques of hematite. No magnetite is known from any occurrence near this lot, and in this way the deposit differs from many others that contain a large percentage of magnetite with the ilmenite. The deposit at Ivry thus has much lower magnetic susceptibility than those containing abun-dant magnetite, and a sensitive magnetometer was necessary for the work, although a body of magnetite with ilmenite about a mile from the Ivry mine was successfully prospected with a dip needle. The principal orebody is exposed in a quarry known as the Ivry mine, from which about 16,000 tons of ore have been shipped. Small exposures of ilmenite isolated by drift serve to show the presence at the surface of some of the bodies indicated by the magnetometer,- but most of the hill is covered with glacial till and second growth hardwood. At the lower levels the till gives place to fluvioglacial sands and gravels from which the forest has been cleared. The increasing thickness of the sand and gravel as the hill descends makes the tracing outward of the deposits from the rocky knob of anorthosite a difficult matter. Within the orebodies too, some masses of anorthosite persist, which may account for some local irregularities. Fig. 1 is a photomicrograph, taken by reflected light, of a typical specimen of the ore. The dark patches are hematite and the light parts are ilmenite. No trace of magnetite was found. Fig. 2 is a photo-micrograph of a thin section of the country rock showing the texture of the anorthosite. The mean of four analyses quoted by Robinson1 is: titanium, 19.26 per cent; iron 45:41 per cent.

Peter Joralemon's contention that Nevada contains one of the world's major gold belts is the result of 30 years' active involvement with the state's regional geology. He first suggested the possibility of an arsenical gold belt-tenuously based on two replacement deposits 480 km (300 miles) apart-in his 1949 doctoral thesis of the Getchell mine. In the years that followed, some 18 or 20 arsenical gold ore bodies have been discovered along the lineament Joralemon postulated. In this article, he uses the evidence that he's collected over the last three decades to refine his 1949 thesis. Joralemon's conclusion: A mineral belt containing a billion dollars worth of gold extends the length of Nevada, and a number of ore bodies are yet to be discovered.

The OPEC oil embargo and the subsequent higher prices for oil have drawn public attention to the critical problems associated with security of supply of oil and other key industrial materials, especially nonfuel minerals. This concern has stimulated the interest of decisionmakers in analyzing policy options to cope with the emergency situations resulting from a sudden foreign- induced supply interruption or a cartel price increase. Several policy options are available to counteract foreign-initiated embargoes or cartel price actions. The type of response will differ depending on the commodity action intiated. A mathematical model that measures the impact of foreign-induced commodity actions on the domestic economy is formulated. The paper also presents a computer method that can be used to determine the optimum policy response to counteract such actions.

Through the simultaneous statement of Maxwell's equations. the turbulent Navier-Stokes equations and the differential thermal energy balance equation, a mathematical representation has been developed for heat transfer and fluid flow in electric arc furnaces. In broad outline the theoretical predictions appear to be consistent with experimental measurements. A discussion is presented of the general arc furnace control and optimization problem, together with the potential for the incorporation of the mathematical model given in the paper, into future control and optimization schemes. ELECTRIC ARC FURNACE STEELMAKING accounts for about 24% of the total steel produced in the U.S., consuming about 550kw-hr/ton of steel which amounts to about 1.4x1010 kw-hr annually. The percentage of steel produced by the electric arc furnace route has doubled since 1960 and is expected to increase further in the foreseeable future, particularly with the more extensive use of direct reduction technology. Table I shows, in terms of percentages, the principal items that contribute to the cost of running an electric arc furnace. It is seen that in addition to the fixed costs (labor, depreciation, taxes etc.) electrode costs and power consumption are the dominant inputs, and it follows that process changes that would ultimately reduce any of these cost components would have a significant impact on the efficiency of the operation. There are three main areas where progress in arc furnace design and operation must be directed in the next decade (Committee on Technology, 1981). 1. Increased furnace productivity 2. Reduction in processing cost 3. Improvement in the thermal efficiency of the furnace An estimate of the current operating efficiency of the electric arc furnaces may be obtained by comparing the theoretical minimum energy consumption per ton of steel with those achieved in operational practice. Theoretically 330-360 kw-hrs of electricity are required to melt one ton of cold scrap. For superheating, 8-12 kWh per 100°F are required. The actual energy requirements are given in Table II. It is seen that furnaces currently operate at 70-80% efficiency, with the major heat loss from the furnace resulting from the waste gases (Committee on Technology, 1981). While it is apparent that operational experience has produced a technology that is reasonably energy efficient this has been achieved in the almost complete absence of any detailed knowledge concerning the fundamental heat transfer mechanisms occuring in the furnace. The purpose of the present paper is to present a case for the usefulness of mathematical models in increasing the thermal efficiency of furnaces by investigating these heat transfer mechanisms and then combining this knowledge with existing electrode regulator mechanisms to produce truly efficient power cycles for melting and refining. In particular, existing mathematical models describing convection, radiation, and electro-magnetism in the furnace should be employed, and the development of optimization models which balance the cost of electrodes and energy against the thermal efficience of the furnace should be undertaken. Recent work in this laboratory (Szekely, McKelliget, 1981, 1982, 1983; Szekely, McKelliget, Choudhary, 1983) has made a useful start towards solving the problem of heat transfer within the electric arc furnace but the work still needs to be directly related to existing furnace power cycles and tested against plant scale measurements.

Wherever hereafter I employ the terms "technical education," "engineer," "technologist," or similar expressions, these are intended to be understood as relating to the broad field of the sciences and arts applicable to the mineral industries. First, the usefulness of technical education to either the possessor of it or those to whom its services may be made available industrially depends primarily upon the quality of the education and the capabilities of the educated to put his talents to effective and constructive employment in his chosen field of applied science.

THE subject of transverse fissures in steel rails has been discussed very thoroughly in recent years from various points of view and the final opinions expressed may be roughly classified into two groups: (1) That these fissures are the result merely of fatigue of the steel and are independent of the quality of the metal. (2) That the quality of the metal and the mill practice must have something to do with them. The first point of view was most-ably and logically presented by J. E. Howard,1 and in the discussion of this paper, as well as in several other preceding publications, Dr. P. H. Dudley, Consulting Engineer of the New York Central Lines, has strongly defended the other opinion.2 The steel makers of the country have naturally rallied under Mr. Howard's banner, hoping to place the entire blame for these. failures upon the railroads with their high wheel-loads, hard steel, heavy traffic, and sometimes inferior roach-bed; while the railroad men,, on the other hand, have been busy accumulating statistics and records in the effort to find an actual reason in the rails themselves that would account for the seemingly haphazard occurrence of transverse fissures under varying conditions and at widely separated points. The view that these fissures were due merely to normal fatigue under alternating stresses seemed most reasonable to the writer until quite recently, because from work clone in this laboratory, as well as the work of other investigators of the problem, no structural differences, in the vast majority of cases, were found between metal at the nuclei of transverse fissures and metal at similar positions in the same rails or in other rails that had not developed fissures. . COMSTOCK (author's reply to discussion *).-The discussion of this paper has been of such volume and interest as to constitute in itself a sufficient excuse for the paper, even though the paper itself may have been as much in error as some of its critics have maintained. Mr. Howard does not appear to realize some very practical facts that the opponents of his theory have advanced. Among these are: the coarsely crystalline fracture of the nucleus of a transverse fissure, so different from the smooth fatigue break around it; the occurrence of fissures in large numbers in certain heats or rollings of rails, while other heats or rollings do not develop them; and the much smaller proportion of transverse fissures found in rails rolled .from reheated blooms as compared with direct-rolled rails. These facts are not explained by Mr.
