WHEN history is written, the year of the blitzkrieg will go down as giving aviation its greatest impetus. No perceptible drop in military business, even with cessation of hostilities abroad, seems likely. The combined air force of the U. S. Army and Navy on July 1 was approximately 5000 planes, as against 50,000 planes currently discussed as necessary. Observers at the fronts are giving designers and metallurgists back home some realistic ideas to shoot at. As conventional runways reveal the location of airports to enemy raiders, operating bases are now masked. Difficult, often muddy and rough landing strips, requiring strong landing gears and exacting take-off and maintenance characteristics, are the specifications of war. This is "old stuff" to numerous mining operators in mountainous jungle areas where gradients up to 8 per cent are in more or less common use in such mountain landing fields. Although airplane building is not readily adaptable to assembly-line methods, a trend towards mass productions is now in evidence. Incidentally, a U.S. Army "Curtiss P-40" requires about 10,000 man hours of work to complete and is tied together with 75,000 rivets. SOME extension of flying service to the mining industry occurred in 1938, particularly in Canada, where freighting activity radiated from Edmonton into the new northern mining districts. Again the airplane demonstrated its usefulness in getting new equipment rapidly into the field and in decreasing shutdown time while waiting for repairs. An 18-ton Caterpillar tractor with shovel attachment was disassembled, brought in by plane, and placed in operation at Berens River, Ont., within seven days after its de- livery at Winnipeg. At Central Patricia a mill breakdown required the replacement of a full mill head and trunnion with ball bearings, weighing 2700 lb. The Canadian Airways Junkers, termed the "flying boxcar," was called in from Yellowknife, 1300 mi. away, and the new installation was completed three days later.

A GENERAL extension and appreciation of the stereocartographic principle of precise mapmaking is evident. Under the stimulus of war, many radical improvements in aerial photography, and in airplane and motor con? struction are indicated for the future. A survey of advanced military designs points to the conclusion that the familiar radial motor is destined for oblivion under the impact of the inverted "V" type.' The latest German inverted "V" design of 1000 hp. is 68 in. long whereas British and American motors of the same power are 72 and 94 in. respectively, suggesting a horsepower-weight efficiency ratio in favor of the former. Application of the pressure cooling principle has made possible the development of in-line air? cooled engines which offer many advantages, such as small frontal area, unobstructed vision for the pilot, freedom from vibration because rotative speeds are not limited by fundamental unbalance of reciprocating parts, freedom from excessive bearing loads, and less weight per horsepower.

Though receiving little notice from aviation publications and national associations, this use of the airplane progressed by sheer merit. It saved money, conserved energies, and made minutes in the air the equal of weeks on foot or water. The quantity, quality and detail of project information increases as project development moves from initial scoping level studies, to pre-feasibility and option studies, then definitive feasibility study and basic engineering stages. Data accumulates from metallurgical and vendor testing from various ore types and composites carried out to assess physical characteristics and processing responses of the ore. Over-simplification or assumptions about the orebody for flow sheet development can result in using æaverageÆ information for design. Use of averages of data can have adverse implications on sizing of plant and equipment and consequently on definitive study cost estimates and detailed engineering. In practice, the treatment plant workforce is faced with managing a non-homogeneous or non-average orebody in a variable operating environment that is not always predictable. This paper presents views on how to use the data generated from testwork in project development and for process and plant design. Examples of process design risk or operating risk are presented. Although this topic is applicable to the broad range of process design decision making in the minerals industry, this discussion references comminution, flotation and extraction processes for gold and base metal ores.

Data from the U.S. Bureau of Labor Statistics show that 89 water well drillers died on the job between 1992 and 2002, and 28 of these deaths were electrocutions (Figure 1). In fact, elec­trical accidents are the leading on-the-job killer of water well drillers. The use of electricity is such an integral part of our lives that we usually take it for granted, but if we don?t understand or choose to ignore the hazards associated with electricity, the results can be deadly. Why is electrical shock so dangerous? If the voltage (of a shock) is sufficient to drive electrical current through your body, just 10 milliamps of cur­rent (1000 milliamps = 1 amp) can cause muscles to contract and prevent you from releasing an energized wire or tool in your grip. As little as 30 milliamps of current can paralyze your breathing, and 75 milli­amps can cause your heart to stop pumping blood (ventricular fibrillation). As a comparison, a small bedroom night-light draws about 30 to 60 milliamps. Other factors influence how severely you?ll be shocked if you touch a live electrical circuit, such as the path electrical current takes through your body and how long it flows, as well as your body weight. How much voltage is needed to drive electrical cur­rent through your body? Not much! Generally, any power source at 50 volts AC or higher is considered dangerous.

IN a former paper on Western Smelting Works, I mentioned the great difficulty of obtaining accurate information in regard to the economy of the processes in practice ; and to-day, although nearly two years have elapsed since my former paper was written, I am sorry to say that very little improvement has taken place in the keeping of accounts, and in the direction of a more systematic management in the majority of these works. But I am quite certain that by this time even the most sanguine furnace managers must have become convinced, from the experience of the last year, that somewhere in their processes there are enormous losses. Rates for the purchase of ores in 1873 were not as high as they were in former years in certain parts of the country ; labor was no higher than formerly ; the demand for unparted lead was good throughout the year, with the only exception of the time of the panic, in the fall of 1873; yet there are, of between 40 and 50 works, not more than two or three in Utah and Nevada to-day, that have paid a reasonable interest on the capital invested.

Concern has been expressed that Vezins can be biased when used for sampling fine materials if the cutter speed is as high as the 0.6 m/s which is often used. Using modelling techniques that consider airflow as well as particles, we have endeavoured to investigate sampling bias as a function of the size of fine particles, cutter aperture, cutter speed, shape of cutter blades, and the size of the gap between the inlet pipe and the cutter blades. Using crude estimates of the rate of airflow and a simple model of a single particle moving through air led to an approximate rule that bias will not occur due to mechanisms related to airflow for particles larger than about 200 microns; and bias will always occur for particles smaller than about 40 microns. Avoid errors in determining the amount of trace elements in overburden when core drilling samples, particularly as required by PL 95-87, the Surface Mining Control and Reclamation Act of 1977. Reason Metal additives present in certain drill stem joint lubricants appear to contaminate overburden samples. If these lubricants are used in assembling the drill string, they can interfere with the analytical methods used to establish concentration of trace metals. When metallurgical plants are designed, a lot of consideration is almost always given to material selection and possible damage mechanisms. Materials engineers are generally involved and will strive to select optimal alloys or refractories for the design conditions. Once in operation however, things often change. Equipment is overstressed to increase production, corrosive leaks are not always promptly addressed, proper welding procedures are disregarded, etc. This paper describes various cases from the mining and metals industry where serious mishaps, associated consequences, and costs could have been avoided if simple and proactive steps had been taken. It also presents a strategy, based on safety reviews, to help predict and prevent damage to critical pieces of equipment.

7.4-1. Introduction. Ever since explosives were discovered and developed for mining purposes, there has existed the problem of determining what effect the air and ground vibrations resulting from blasting have on structures of various types. This problem is especially acute for surface operations such as open pit mines, quarries, and construction projects that are in the proximity of residential districts, scientific laboratories, or other vibration-sensitive structures. Because the general public is directly involved in the blasting vibration problem, it has been of major concern to local, state, and federal governments, as well as to mining and construction companies, explosive manufacturers, insurance companies, and scientific investigators. Consequently, many investigations have been conducted, both in this country and abroad, on the effects of air and ground vibration on residential and other structures. E. H. Rockwell made some of the first studies in this country on the vibrations produced by blasting and the effect that these vibrations have on structures (18). In his publications, he stressed the need for measuring the vibrations from quarry blasting in order to establish the level of vibration as a function of charge size and distance. The concept of a damage criterion for structures was developed shortly thereafter, and a displacement of less than 0.03 in. was considered safe. During the period from 1939-1942, the Bureau of Mines conducted an extensive investigation on the problem of seismic effects of quarry blasting. This work, summarized in Bulletin 442 (20) was the first major effort for establishing damage criteria for residential structures based on experimental data. An acceleration of less than 0.1 g was considered safe, 0.1 to 1.0 g was caution, and greater than 1.0 g was damage. This work

Rock strata, natural and mining-induced stresses, and structural features can combine to create dangerous instabilities in or around longwall panels. Rock noises and properties variations associated with local stress systems can be used to characterize developing instabilities. Through a learning process at a particular mine, guidelines can be developed to allow the determination of relative risk and timing of a potentially disastrous instability. Once a dangerous instability has been identified, operational modifications can be employed to get through the instability, or active measures such as destressing can be used to mitigate the instability. This paper will discuss how an integrated monitoring system and associated data processing can be used to develop a hazard prediction capability for a longwall mine.

"This paper will explain how the Contractor and Owner avoided a contractual dispute involving characterization, impacts, and final remedy for challenging ground conditions encountered during drill and blast excavation of the starter tunnel required for launch of the tunnel boring machine (TBM). During excavation more than 600 feet underground, the Contractor encountered a large complex fault zone subject to more than 14 bar of water pressure. Successive ground inflows from the fault complex over a six-month period presented significant technical and partnership challenges for the team and ultimately delayed the project by nearly one year. This paper will discuss how the Contractor, Owner, and their respective consultants worked together to address these challenges, make decisions, and ultimately move the project to successful completion. PROJECT BACKGROUND AND NEED Seven states of the western United States of America rely heavily on the Colorado River and its tributaries for their water supply. The primary source of water for the Colorado River is winter snow that falls in the mountains ringing the Colorado River basin, including the Rocky Mountains, the Wind River Mountains, and the Uinta Mountains. Flows in the Colorado River vary significantly from year to year, depending on the amount of snow and rain deposited in the basin. During the 1980s and 1990s, snowfall was relatively abundant and Colorado River flows were high on average. Beginning in the year 2000 and continuing to the present day, snowfall has been well below documented historical averages and Colorado River flows have diminished. In fact, a trend toward diminishing flows is evident during the period of the historical record. This variability in Colorado River flows and the trend to lower flows is represented in the following Figure 1."

"INTRODUCTION A positive workplace environmental, health, and safety (EHS) culture affords organizations and corporations many benefits, including increased trust and employee morale, sustainable EHS performance improvements, and reliable productivity and profit margin growth. Unfortunately, many leaders and EHS professionals struggle daily to achieve and maintain positive workplace cultures and consistent business results. While lack of management support, corporate or employee buy-in, resources, and time are common factors that conflict with an EHS culture and safe work behaviors and processes, there are many other actions that threaten the positive attributes of an organization’s culture. Often these culture killers are not recognized, or worse yet, ignored because they are considered taboo. For example, voicing observations or questioning long-held management practices or process that were initially designed to promote EHS values, but no longer do so. Unfortunately, this could be viewed as challenging authority, not being a team player or even not valuing EHS. And for those that speak up, the potential for negative consequences can be real impediments to positive change. Having an open mind, constantly striving to identify culture killers, and putting forth the effort to eliminate them are the first steps to begin reaping the benefits of having a sound workplace culture. This paper helps readers to: • Recognize culture killers that negatively impact fostering and maintaining sustainable EHS cultures in the workplace. • Understand how to prevent, avoid, and respond to culture killers, before they wreak havoc in your organization. • Assess EHS culture strength, and implement plans to continuously improve it. The desire to draw boundaries around concepts, put things into boxes, and nail down requirements for something that is virtually impossible to solidify for any length of time is quite fascinating! These desires can pose challenges when trying to define what the perfect EHS culture should look like. The very act of trying to define our culture tends to create silos, and these silos, in turn, can become “culture killers”. The following is one of the most common culture killers. UNBALANCED ORGANIZATIONS TRIGGER CULTURE KILLERS Unbalanced organizations occur when an organization’s constantly shifting focus forces other important needs to take a back seat--until the focus changes again. This balancing act can be detrimental and lead to catastrophic results including low morale, lack of trust, employee dissatisfaction, high turnover, increased incidents, poor profit margins, loss of market share, and ultimately into organization-wide failure."

"INTRODUCTION The Jefferson Barracks Tunnel is in the final stages of design and is expected to go out to bid in the summer of 2016. The project is located in south St. Louis County along the west bank of the Mississippi River, about 13 km downstream of the St. Louis Gateway Arch. The project consists of a deep sanitary sewer tunnel, a deep pump station and several intakes. The intakes will divert sanitary flows into the tunnel and the tunnel will convey the flows by gravity to the Lemay No. 3 Pump Station, which will pump them up into the Lemay Waste Water Treatment Plant. The tunnel is about 5.4 km long and will be lined with 84-inch (2.1 m) fiberglass pipe. It drops at a gradient of 0.1 percent from south to north and will be bored through strong limestone using a hard-rock tunnel boring machine (TBM). The diameter of the TBM is anticipated to be about 3.4 m. The Owner’s original concept was for a relatively shallow tunnel so as to minimize construction and pumping costs. The preferred alignment ran close to the river, next to the existing force main, which was to be abandoned. Keeping the tunnel close to the force main would reduce the amount of shallow sewer work needed to connect the existing feeder sewers to the new tunnel. Several geotechnical investigations were performed, with shallowly focused geophysics and the borings all going exactly down the conceptual tunnel depth. Limestone bluffs run along the Missouri side of the river. These bluffs are pockmarked by sinkholes and riddled with karst. Large, well-known caves occur both north and south of the alignment. Karst features, including deep crevices and possible caves, were found in those early geotechnical investigations. Many of these features extended well below the level of the Mississippi River and would have been encountered by the tunnel. If a large crevice or cave were encountered, then the inflow of mud and water into the tunnel could have been large and possibly uncontrollable. Something had to be done to mitigate this situation. Pre-excavation grouting was considered, but the program would have been huge and extremely expensive. Using a closed-face TBM with bolted and gasketed lining was also considered, but that too was both risky and extremely expensive. The Owner could have abandoned the tunnel altogether and built a new force main, but that would have brought a whole new set of problems and was undesirable to the Owner. The last option was to move the tunnel away from the karst."

Bulk materials handling systems are extensively used in the mining and minerals industry, where a fairly high incidence of structural failure is experienced, notwithstanding design compliance with appropriate standards. A number of case studies are explored to demonstrate how insufficient controls or protection systems have contributed to structural failures on mobile bulk handling equipment. The importance of design integration across engineering disciplines is highlighted. The revision of ISO 5049-1 (1994) is proposed to provide specific rules and guidelines pertaining to machine protection systems. It is further recommended that the structural design engineer of the original equipment manufacturer(OEM) fulfils a more prominent role during the final acceptance and handover of mobile bulk handling equipment, with specific reference to protection systems.

The conventional mass-balance equations used as constraints can lead to flow estimate values of zero even though the flow estimates should be some positive number. This is because many of the constraint equations are satisfied if the flow rates are zero. The way to overcome the problem is to use a slightly different form of the equations. For example, rather than use the conservation of flow of solids as a constraint it is better to use the constraint that the percentage of solids going into a unit equals the percentage of solids coming out of the unit. Reckless blasting can have tragic consequences: The death of an innocent traveler, the financial demise of a coal company, and even criminal prosecution. In June 1993, a Tennessee coal mining company was blasting to loosen overburden at its surface mine. The mine was located immediately adjacent to the right-of-way of the northbound lane of Interstate 75. The approved permit included special precautions to be taken when blasting in the area closest to the interstate, including monitoring traffic so as to blast when the northbound lane was clear.

The extra information brought by further drilling may seem necessary to achieve control over block grades if elementary estimation techniques are used. However a geostatistical study of an Australian deposit shows that better estimation techniques at the end of the first drilling campaign are sufficient to achieve required control.Subsequent drilling would be essentially wasteful.

The Awak Mas gold project is located in the Province of South Sulawesi, Republic of Indonesia. It is situated 300 km by road north of the provincial capital of Ujung Pandang. The capital is readily accessible by air from Australia via Denpasar on Bali or the Indonesian capital, Jakarta (Figure 1). Elevations at Awak Mas range from 850 to 1400 metres above sea level in reasonably rugged terrain. The area is covered by primary and secondary (regrowth) rain forest. The region is subject to an equatorial-type tropical climate. The annual rainfall is a high 3000 mm most of which falls in the rainy season between March and June. In the lower valleys rice, cloves and chocolate crops are cultivated. Title to the project area is secured by a Contract of Work (COW) issued to PT Masmindo Eka Sakti (MES) on 23 October 1987 by the Government of Indonesia. MES was controlled at the time by New Hope Industries group of Brisbane. After New Hope had completed initial reconnaissance exploration of the area, Battle Mountain Gold Company (BMGC) farmed-in in 1991 and earned a 60 per cent beneficial interest in MES.
