"The nebular theory is a noble speculation supported by plausible argument, and the verdict of science on the whole subject cannot be better expressed than in the words of Newcomb :—'At the present time we can only say that the nebular hypothesis is indicated by the general tendencies of the laws of nature, that it has not been proved to be inconsistent with any fact, that it is almost a necessary consequence of the only theory by which we can account for the origin and conservation of the sun's heat, but that it rests on the assumption that this conservation is to be explained by the laws of nature as we now see them in operation. Should any one be skeptical as to the sufficiency of these laws to account for the present state of things, science can furnish no evidence strong enough to overthrow his doubts until the sun shall be found growing smaller by actual measurement, or the nebulæ be actually seen to condense into stars and systems.' Western Australia (often popularly called Westralia) comprises all of the Australian continent west of the 129th meridian. The latest census, that of 1895, gives it a population of 101,235 persons. It includes within its bouiidaries 975,920 square miles. About half the colony lies within the tropics. The climate varies but slightly, considering the vastuess of' the area. The interior is dry and hot, and subject to very sudden changes. The coasts are warm, and the rainfall abundant, varying from 20 to 40 inches per annum. Perth is the capital and principal town, having a population of 20,000. Fremantle (pop. 9000), distant 12 miles, is the port of Perth, but because it is out of the track of the mail steamers, the mail and passengers are landed at Albany (pop. 3000) on St. George's Sound. A railroad, 338 miles long, connects Pert11 with Albany, and the running time of trains is about fifteen hours. Kalgoorlie is only about 200 miles from the coast at the little village of Esperance; but to reach Kalgoorlie one must land at Albany, travel to Northam, within 66 miles of Perth, and then east at an acute angle 325 miles to Kalgoorlie; in all about 600 miles. From Perth a railroad also runs to the Murchison gold-fields by way of Mingenew, Mnllewa and Yalgoo, to Cue. A branch goes down to the port of Geraldton. The government operates all the railroads and telegraph lines, and has been very energetic, all things considered, in extending them into the gold-fields. As to the accommodations afforded by the railroads, the less said the better. The comforts of travel are conspicuous by their absence. Of the 975,920 square miles of Westralia, the government, in its magnificent way, cleclares 256,060 to be gold-bearing. In view of the proposed visit of the Institute to Cuba this winter, the following brief sketch of the principal mineral deposits near Santiago de Cuba has been prepared largely from notes taken in February, 1903, during a visit to the mines then in operation in the province of Santiago de Cuba. Westward from Cape Maysi, the most eastern point of the island, the coast is rocky and uninviting. The usual course of the steamers is well in toward the shore, and the lines of stratification of the rocks can be distinguished clearly, the presence of iron or other ores being indicated by frequent blotches of mineral stain. One is impressed with the general rugged character of the southeastern coast-line,—an almost unbroken barrier of coral-limestone bluff's, full of caves and hollows, into which the surf rushes with a roar and bursts into tall fountains of spray. Beyond rises abruptly the Sierra Maestra range, whose sharp, peaked crest-line betrays its eruptive or igneous origin. From a height of about 800 ft. near Cape Maysi, this range gradually rises to the westward, attaining its maximum elevation of more than 8,300 ft. in the Pico Turquino, beyond Santiago. The Republic of Colombia is the northernmost country of South America. Its northern coast line exteilds from the frontier of Costa Rica to that of Venezuela, on the Caribbean Sea. On the west it fronts on the Pacific Ocean, along the Panama Isthmus, and down to Ecuador. It is bounded on the south by Ecuador, Peru and Brazil, which latter country with Venezuela form its boundaries on the east. Its area exceeds 500,000 square miles. It is deemed unnecessary to give here a map of the country. Fig. 1, a map of the department of Antioquia, studied in connection with a good modern general map of Colombia, will explain itself. Fig. 1 contains also some of the region of the Cauca valley, described in this paper. Access.—The interior of Colombia is reached through the ports of Sabanilla and Cartagena on the Caribbean Sea, each of which places is connected with the Magdalena river by a short narrow-gauge railroad, running respectively to Barranquilla and Calamar. From these points lines of river-steamers serve the ports of the upper Magdalena, which they reach in journeys of a week to ten days. After leaving the steamer, a short railroad journey, followed by a long and tedious mule-ride, reaches the cities of Bogota and Medellin. Quibdo, at the head of the navigation of the Atrato, and its most important town, is connected by steamer-service with Cartagena, by canoe-routes with the various districts of the Choco, and by mule-road, at present well-nigh impassable, with the heart of Antioquia. On the western coast the port of Tumaco is a starting-point for canoe- and mule-travel to the southern part of the department of Cauca, while Buenaventura is the port of the central section of the valley of the Cauca,

The bad effects of arsenic in commercial copper are well-known to metallurgists. The refining of copper by electrolysis eliminates practically all of the arsenic, provided certain requirements are fulfilled. The first, and most important, of these requirements is, that the voltage of the depositing current shall not be too high. It has been known for some time that the percentage of arsenic in the deposited copper increases with the voltage. To investigate the relation between the electro-motive force (e.m.f.) and the freedom of the precipitated copper from arsenic, the experiments were made, of which a brief summary is here given: I made three copper-arsenic alloys, containing respectively 3.56, 2.24 and 0.96 per cent. of arsenic. The chief purpose of this note is to call attention to the triaxial diagram as a convenient means of illustrating the properties of slags, and by this example of its use to commend it to those inclined to graphical studies having other possible applications. Explanation.—In the common or di-axial diagram, the properties corresponding to any point are determined by its perpendicular distance from each of two axes. For example, in an ordinary stress-strain diagram the properties of a given point in the curve are, first, a stress cd so many pounds per square inch, because its perpendicular distance from the horizontal axis of the diagram corresponds by the vertical scale to that stress; and second, a strain or elongation of so many per cent., because its perpendicular distance from the vertical axis corresponds by the horizontal scale to that elongation. The brief contribution of Mr. West* furnishes a text for the present paper, which will, however, take a wider range, warranted by the writer's somewhat unusual opportunities for the study of the practice of the foundry as well as the blast-furnace, and especially of the production of satisfactory castings from iron of a composition altogether unsuitable, in the opinion of the average foundryman, for that purpose. Mr. West has observed that plates cast from direct-metal of a certain composition could be planed, whereas this would have been impracticable with cupola-metal of like composition; that furnace-metal has more " life " (i. e., fluidity, or a higher temperature) than cupola-metal; that it throws out much " kish," etc. And he suggests that blast-furnace managers may throw further light on the greater softness of direct-metal castings. Perhaps such light may be furnished to some extent by the present paper. The difference between cupola-metal and furnace- or direct-metal is, first of all, in the lower average sulphur-content of the latter. It has been proved by experiment that iron increases in its content of sulphur to a considerable extent with each remelting. I have repeatedly said that the mechanical treatment of the metal forming a steel rail, during its manufacture, was comparatively of much greater importance than its chemical composition; and years of observation have confirmed and emphasized this fact. ' The comparison of the wear of the earlier steel rails with that of later ones, and to the great disadvantage of the latter, ia still being constantly made by railway oficials. And while some of us, with experience covering the whole history of the manufacture of steel rails, are aware of the great differences in the conditions governing their production at various periods, I do not think the engineering world generally appreciates the direct and imperative influence which these variations have had, and are having, upon the wearing-quality of the rails. In the earlier days, the steel was poured into ingots which would make but two 30-ft. rails not exceeding a weight of 60 lb. per yard—giving a mass weighing, say about 1,400 lb., and of a section of about 12 in. square. To-day the ingots are about 22 in. square, and weigh more than 4,000 lb. Of course, the interior of the larger ingots must remain hot and liquid longer than that of the smaller ones, and from this condition arises the steel-rail makers béte noire—segregation of the metalloids and piping of the steel. Ingots of the smallest section will pipe, but with the increase of the size, so will follow that of the interior cavity. This well-known tendency demands that special care should be exercised to avoid the evils arising from it.

The attention which this process has attracted, especially in Europe, has led me to believe that members of the Institute would be interested in a report of the progress which has been made in the year and a half that has elapsed since my paper on the subject was read at the Colorado Meeting of this Institute. As already described in that paper (Duns., xxvi., 380), this process is a modificatioii of the open-hearth steel manufacture, whether acid or basic, collsistillg essentially in the division of the charge between two furnaces, one of which is charged about two hours earlier than the other, and tapped into the other after the charge in the latter has become fluid, the slag of the first bath being removed from it during the transfer. This description still remains true as far as it goes, but further experience has demonstrated that circumstances will very materially modify the relation of the two furnaces to each other, and the character of the work done in each of them. The function of the primary furnace has become more clearly and entirely that of doing the rough work of desiliconiziug and dephosphorizing, while that of the second or finishing-furnace has become almost entirely that of decarburizing and finighing the heat. To indicate these developments and their results is the object of this paper. In order to avoid needless repetition, I shall try to accomplish part of this object by giving a short resume' of what has been published elsewhere on this subject since my former paper was read. This will at least enable those interested to study the matter for themselves from original sources. The structure of the Caucasus as made out by the Russian geologists and represented in Pamphlet XXII. of the Livret Guide, by Loewinson-Lessing, is an overturned anticlillal from Lars to Passanour; a distorted synclinal with monoclinal dip from Passanour to near the summit of the anti-Caucasus chain south of Tiflis; and another overturned auticlinal from this point to Erivan on the Armenian border. The following notes have been compiled more for the reason that the district is little known to the outside world for its gold production, than for the hope of giving valuable information. The district of Canutillo lies about 15 miles south of the city of Freirina (1at. 28' 50' S. long. 70" 75' W.), and contains nine principal veins, all within a radius of a mile; 50 or more claims have been located on these veins, and this paper refers chiefly to those belonging to the Anglo-Chilean Exploration Go., Ltd., on which the greater part of the development work has been done. In all probability the mines were first worked by the Incas, who, under Tupac Yupangui, captured the country as far south as the Mauli river, between the years 1430 and 1470, and imposed a yearly tribut,e of gold and copper, which was forwarded by carriers on foot to Cuzco, the Inca capital in Peru. In the year 1535, soon after the time of the Spanish conquest, the stories of these consignments, together with those of supposed precious stones, led Diego de Almargro with a band of 400 soldiers to explore as far south as the Incas had gone, in the hope of finding the source of the precious metal, which he believed to have come from some definite point instead of being, as was afterwards proved, the collection of innumerable districts scattered over the entire length of the country. The method of winning the gold used by the Incas or by the natives whom they forced to work seems to have consisted in removing the ore by hard-wood wedges driven by stone-hammers, while a human shoulder-blade worn along its rounded edge, found in one of the mines, had evidently done duty to its second owner as a scraper or shovel. In crowding the recent mass of work on the physics of cast-iron into the compass of a short review, I cannot do better than to follow the lines of Mr. W. R. Webster's suggestion, made at the Florida meeting of the Institute, March, 1895.' The classification of the properties of the metal, and the influences to which it is subjected during the various processes it undergoes, is quite complete; and as Mr. Webster gives it again in full in another paper at the present meeting, a simple reference to it now will be sufficient. Melting-Point.—The melting-point of cast-iron had long been a subject of controversy among foundrymen. They knew that a hard iron melted faster than a soft one, but this effect was occasionally disputed, and the reasons given were unsatisfactory; but could not be well controverted. It was my good fortune to take the actual melting-temperatures of some 70 pig-irons and castings; the Le Chatelier pyrometer, suitably protected, being introduced into the interior, and the iron melted off in a specially-constructed cupola. I had the good fortune to visit the Stockholm Exposition just before its close in October last, and to get a glimpse of the methods used in Sweden in making the wonderful steel and iron for which its furnaces are so famous. My time and opportunities for observation were limited, but some points which I noted may be worth bringing to the notice of the Institute. The Exposition itself was confined to the natural and artificial products of Scanclinavia, and therefore iron and steel held a very prominent place in it. There was a complete collection of the rocks and ores of the Peninsula made by the Geological Survey; and every iron-mine of note exhibited a glass model of its workings, as well as classified specimens, accompaniecl by thorough analyses of the ores. Another feature of interest was the display of models of the old mining-machinery, in the invention and introduction of which Sweden led the way, and of the old and new surveying-instruments and compasses devised for the exploration of the Swedish iron-ore bodies, all of which are more or less magnetic. The magnetometric collection and exhibit of methods of operation made by Prof. Nordestrijm were supremely instructive. The larger metallurgical works, such as those of the Kopparberg and Sandvik companies, exhibited their wares in separate pavilions, in which crude and manufactured objects were arranged most eflectively and tastefully; while the smaller companies erected in the Industrial Arts Building trophies, every one of which was an object of beauty. One was struck on all sides by the fine asthetic feeling exhibited in the ingenious installation of materials and objects not easily lending themselves to artistic treatment. Hammers, picks and drill-steel were grouped into mural designs which it was a delight to look at.

Gilpin County, the cradle of mining in Colorado and the Cornwall of North America, is too well known to need much introduction; get, for the benefit of those not familiar with the district, it may be well to premise that it comprises a tract of country of about 122 square miles, lying between the counties of Jefferson, Boulder and Clear Creek, and hounded on the west by the main range of the Colorado Rockies. It is located centrally in the State, 40 miles west from the city of Denver. During the 38 years since the first gold-discovery, Gilpin county has contributed about eighty million dollars in gold and silver to the world's supply of these metals. Many mining districts have had their rise and decline in half this time; but, very far from being exhausted, this mining district is still in the ascendant; its output is increasing (it was $3,600,000 for the year just closed), and it was never more prosperous nor productive than to-day. Taken generally, there does not exist anywhere in the world so great a number of permanent veins within so small an area as in this district. Gilpin is practically a " poor man's camp." Its veins, with few exceptions, outcrop at the surface. In the oarlier---days of the camp these outcrops were worked in many instances by sluice-mining; particularly is this the case with regard to the veins of the Russell gulch. Discoveries are still made in the heart of this district, and the productive area is every year extending its limits. The districts of Yankee Hill, Hawkeye and Pine Creek, which used to be isolated, are now part and portion of the one gold-field of Gilpin county. This paper does not pretend to advance any facts or improvements not known to many members of the Institute, but is intended merely to give a few practical hints on preliminary tests, and to call attention to a possible enlarged field for the cyanide process in the treatment of some silver-ores, which merits investigation. Broadly considered, the choice of a process for the treatment of silver-ores in Mexico is confined to the following alternatives: (1) Concentration for treatment by smelting; (2) milling and pan-amalgamation; (3) the patio and Ortega process; [4) chloridizing roast and lixiviation; (5) chloridizing roast and cyaniding; and (6) cyaniding of the crude ore. These methods of treatment may also be combined, and cyaniding or concentration, or both, may be introduced, at what-ever stage it is found to be most advantageous. The characteristics of the ore (especially its gold-content) and local conditions, such as distance from railway, cost of fuel, amount of water available, vary so much that it is impossible to make general comparisons between the different processes, either as to extraction or cost. Concentration and subsequent smelting may be made very expensive by long-distance transportation of concentrates; pan-amalgamation is undoubtedly expensive; and the patio process is barred when the ore contains appreciable amounts of gold, by reason of its poor extraction of that metal; yet there are many ores for which each of these processes is especially adapted, and the expense of treatment is compensated by the results obtained.
