"Phosphorite, or phosphate rock, is the most significant secondary rare-earth resource. It contains high amounts of phosphate-bearing minerals along with low contents of rare earth elements (REEs). In Florida, about 19 Mt of phosphate rock are mined annually and most are used to manufacture fertilizers using a wet process, in which sulfuric acid reacts with phosphates to produce phosphoric acid and phosphogypsum. In the wet process, REEs are also leached out into solution and eventually get lost in the leaching residue and phosphate fertilizer. Recovering REEs from Florida phosphate rock in the wet process will be beneficial to broadening rare-earth availability, improving the quality of phosphoric acid product and protecting the environment.This study focuses on the influences of wet-process operating conditions on REE leaching efficiency. The results indicate that REE leaching efficiency increases with phosphoric acid addition in the initial pulp. At a temperature of 75 °C, a stoichiometric ratio of sulfuric acid (H2 SO4 ) to calcium oxide (CaO) of 1.05 and a weight ratio of liquid to solid of 3.5, REE leaching efficiency reached a relatively high value of 52.82 percent. The trends of REE leaching efficiency were similar to those for phosphoric acid (P2O5 ). Extensive tests on the leaching residue showed that during leaching, about 90 percent of the REEs were released from the phosphate rock but only 52.82 percent ended up in the leaching solution. This phenomenon can be attributed to two factors: (1) the effect of phosphate ions (PO4 3-) in the solution, which caused REE ions to form REE phosphates and be precipitated into the leaching residue, and (2) the influence of large amounts of anions such as sulfate (SO4 2-), dihydrogen phosphate (H2 PO4 -) and hydrogen phosphate (HPO4 2-) anions as well as the polar molecule H3 PO4 , which surrounded the REE cations and formed an ion atmosphere that prevented the PO4 3- from contacting and combining with REE cations. Interaction of these two opposite effects determined the REE distribution between leaching solution and residue."

"While many classic mineral processing circuit design approaches rely on deterministic methods, numerous studies have shown that the uncertainty inherent to the various input parameters can significantly influence design decisions. In a separation circuit, many of the technical uncertainties can be mathematically represented as statistical distributions for the unit recovery and feed grade. These uncertainties are then propagated by the circuit design and reflected in the circuit performance indicators, such as product grade and global recovery. An effective design strategy entails identifying which units are most influential in this uncertainty propagation and thus merit further consideration. Unfortunately, few analytical tools provide this information, particularly those that rely solely on deterministic methods. However, one promising approach is through the application of Taguchi’s method, in a fashion similar to statistical tolerancing of manufactured products. Since the technical challenges are fundamentally similar, Taguchi’s method shows promise in evaluating the level of compounded uncertainty by various circuit designs while determining the role of each separation stage on the overall selectivity and variability of separation circuits. This paper demonstrates Taguchi’s method in several two and three unit circuit designs. INTRODUCTION AND METHOD DESCRIPTION Uncertainty in Mineral Processing Circuit Design Analysis and estimation of uncertainty propagation in mineral processing separation circuits is an essential and significant aspect of an optimal circuit design procedure. Most of the current circuit design methodologies have been constructed, implemented, and validated using a deterministic modeling approach. However, numerous studies have shown that the inherent uncertainty induced by uncertain design parameters can be a significant factor in many mineral processing applications (e.g. Kraslawski 1989; Xiao and Vien 2003; Ghaffari et al. 2012). Thus, an effective circuit design methodology must be able to quantify uncertainty in separation circuits with limited input data. This paper describes Taguchi’s method, as an experimental design technique, to approximate uncertainty in mineral processing applications, and then the similarity of results between Taguchi’s method and Monte Carlo Simulation is investigated. Monte Carlo Simulation The term “Monte Carlo Simulation” has been used to refer to a variety of stochastic simulation methods spanning a broad array of business, technical, and scientific domains. Most generally, Monte Carlo Simulation refers to numerical analysis which is based on (pseudo) random sampling from a domain of input parameters with a known statistical distribution. This methodology allows one to determine the distribution of expected results from a standard deterministic process model. Execution of a Monte Carlo simulation begins by identifying the domain of input parameters, statistical distributions for each parameter, and a deterministic process model which describes the anticipated result as a function of the inputs. Next, one discrete random sample is taken for each input parameter, considering the input distributions. The process model is then solved for this mix of input parameters, producing a single simulation result. This procedure is then repeated a “large” number of times, utilizing new randomly sampled input parameters for each simulation iteration. Once the desired number of iterations is reached, the results of each independent simulation are aggregated to produce descriptive statistics such as minimum, maximum, mean, standard deviation, kurtosis, and other distribution parameters. Given enough iterations, the Monte Carlo method fully explores potential synergies between the input parameters. "INTRODUCTION Site location and history The Holden Mine is a former underground copper mine that was developed and operated by the Howe Sound Mining Company (Howe Sound) from 1938 to 1957. The mine is located in north-central Washington State, U.S., near Lake Chelan in the area shown as Holden Village in Figure 1. Although Rio Tinto never owned or operated the mine, they are managing and funding a several hundred million dollar clean-up to prevent future water and soil contamination and to reclaim the former mine site under the United States Environmental Protection Agency (USEPA) Superfund process. The former mine included an onsite mill and a nearby housing complex for the miners. Howe Sound developed the mine as a series of near-horizontal drifts and tunnels, interspersed with stopes and shafts that connect different mine levels underground. The tunnels that were excavated to develop the mine total nearly 100 km in length.During development of the underground workings, Howe Sound removed more than 230,000 cubic meters (m3) of waste rock from the tunnels and deposited this material in two waste rock piles. Ore was processed from the mine in the onsite mill to produce a copper concentrate that was shipped off site for smelting. Roughly 10 million tonnes of tailings were produced as a by-product of the milling operation, most of which were deposited in three large impoundments (Tailings Piles 1, 2 and 3) directly south of and adjacent to Railroad Creek. Howe Sound closed the mine in 1957. In 1961, the property was transferred to Holden Village, Inc. (Holden Village), a not-for-profit corporation that maintains a year-round community and operates an interdenominational religious retreat in the former miners’ town. With the exception of the patented private land, the remainder of the Site is on National Forest lands and is administered by the U.S. Forest Service. The mine is remote. It is only accessible by boat or float plane from Chelan, Washington, up Lake Chelan to Lucerne, nearly 40 km. Vehicle access from Lucerne to the mine is provided through a 17.5-km-long winding gravel road that climbs 640 meters in elevation. The general site features are shown in Figure 2. Physical setting The Holden Mine is located on the eastern slopes of the Cascade Mountain Range at an elevation between 975 and 1,050 m above mean sea level. Holden Mine was developed adjacent to Railroad Creek, which lies in a glacial U-shaped valley carved into the igneous and metamorphic bedrock with steep-sided slopes (Figure 2)."

In 1981, a gas outburst accident occurred in the Yubari Shintanko coal mine, the only expectant mine in Japan, it caused 93 deaths. As a result, Yubari Shintanko closed in 1982. This major disaster was a turning point for sustainability of Yubari City, the largest coalfield in Japan. Finally, Yubari City was bankrupted in 2007. This paper aims to explore how miner’s children experienced this disaster and felt about region, family, and themselves, and to explain the relation between region declining and children’s lives. The data of this paper are the archived 600 essays, written by the junior high school students at the time of the disaster. There are three findings. First, the children who lost their father were the most shocked. They faced profound sadness. But they expressed that they had decided to overcome their sadness with surviving family. Second, the children who didn’t lose their father were also influenced. They were anxious about the future of Yubari, their family, and themselves. Furthermore, they decided to strive for their future. Third, they understood the disaster as a turning point of Yubari declining and looked ahead their future outside of Yubari. In conclusion, this disaster created their hopelessness to Yubari region and, as a result, promoted the decline of the city through their migration to other city. Furthermore, it is important to clarify that Yubari City has to continue the struggle to the regeneration.

"Rare earth elements (REEs) found in coal are in the form of minerals, ion-adsorbed onto clay surfaces or inner layers, or organically bound. Rare earth minerals such as monazite exist in coal and have grain sizes smaller than 5 µm. In this study, froth flotation was successful in concentrating rare earth minerals existing in a thickener underflow material derived from Fire Clay seam coal that contained around 431 ppm of total rare earth elements (TREE) on a dry ash basis. Conditioning with fatty acid followed by processing using multiple stages of conventional flotation produced a final concentrate containing 2,300 ppm TREE. Using a laboratory flotation column to limit hydraulic entrainment, the TREE content was further enriched to around 4,700 ppm, which equated to an enrichment ratio of 10:1.IntroductionRare earth elements (REEs) are becoming increasingly important and have been widely used as raw materials for the production of phosphor, metal catalysts, magnets and batteries (Binnemans et al., 2013; Zhang et al., 2015). REE recovery from alternative sources such as coal and coal byproducts has the potential to stabilize the economic viability of coal mining operations while providing a dependable supply of critical materials.The average REE content of the world’s coal resources is around 60 to 70 ppm (Zhang et al., 2015). There are many well-known coal beds with high contents of REEs such as those in the Far East coalfields in Russia with contents of 300 to 1,000 ppm, the Fire Clay coal seam in eastern Kentucky in the United States with contents around 500 ppm and the Sydney Basin in Nova Scotia, Canada, with contents of 72 to 483 ppm (Birk and White, 1991; Seredin, 1996; Hower, Ruppert and Eble, 1999; Blissett, Smalley and Rowson, 2014). The occurrence of REEs in coal and coal byproducts can be classified into three types: (1) rare earth minerals, such as monazite and xenotime, (2) ion-adsorbed REEs on clays and (3) REEs associated with organic matrices. The rare earth minerals in coal and coal byproducts are very small in particle size, generally on the micrometer and/or nanometer scales (Honaker et al., 2014). Froth flotation, which concentrates minerals based on surface chemistry differences, has been widely used to treat fine rare earth industrial minerals such as monazite, xenotime and bastnaesite (Abeidu, 1972; Cheng, Holtham and Tran, 1993; Pavez and Peres, 1994; Pavez, Brandao and Peres, 1996; Jordens et al., 2014). As such, flotation is a promising method for the concentration of rare earth minerals from coal and coal byproducts."

"A gold bearing pyrite concentrate was treated at the demonstration scale (15 t/d) for the extraction of gold using a cyanide-free process. The pyrite was depressed in the flotation circuit in order to promote the flotation of copper and to achieve a sufficient copper grade to meet the copper smelter criteria. However, the recoveries of copper were 80% and only about 50% for the gold was found in the copper concentrate. The balance of the gold (50%) and copper (20%) contained in the pyrite concentrate as a reject from an overall flotation circuit. The gold grade in the pyrite concentrate is 5.40 g Au/t and copper about 0.77%. About 170 tons of pyrite concentrate were processed in the DST demonstration plant. The concentrate was first oxidized using a fluid bed to produce a calcine. Copper was then extracted as copper sulphate using diluted sulphuric acid. The residual solid was submitted to the DST chlorination process for gold extraction. Thereafter, the gold was recovered from the pregnant brine by precipitation over silica using DST proprietary process. The maximum gold recovery by chlorination was 90%. The average gold recovery by cyanidation of these calcines was 71%. INTRODUCTION Dundee Sustainable Technologies (“DST”) has developed a chlorination process as an alternative to the conventional cyanidation process for the extraction of precious metals from ores or concentrates. The technology offers viable and efficient gold recoveries and the ability to handle refractory ores and contaminated material (As, Hg, etc..). The process was successfully demonstrated on hundreds of samples provided by various mines, exploration and development projects and has evolved from laboratory experiment to demonstration at an industrial scale. DST’s chlorination process operates in a closed loop circuit, which implies that no liquid effluents are generated. The chemistry and process design allows precious metal deposits containing base metals to be treated viably. The tailings from the process are inert and non-toxic, sulphide depleted and thus non-acid generating. The efficiency of the process has demonstrated excellent gold recoveries within a fraction of the time needed for cyanidation to obtain similar results. The company completed in 2015 the construction of the first industrial demonstration plant operating with the DST technology. The plant has a capacity of 15 tons per day of mineral concentrate, and the ability to extract gold and silver utilizing DST chlorination technology. DST has tested its chlorination technology at demonstration scale on the refractory pyrite concentrate containing 5.40 g Au/t and 0.8 %copper. This auriferous pyrite concentrate, was by-product of copper concentrate respecting the copper smelter norms, is produced in a country where cyanide is prohibited and refractory to cyanidation. The pyrite concentrate was initially processed successfully (gold recoveries: > 90%) by the DST technology at laboratory (2011: 20 kg) and pilot (2014: 5 tons) scales to extract gold. About 170 tons of this pyrite concentrate were processed in the DST demonstration plant located in Thetford Mines."

"The overall goal of this study is to develop a suitable flow sheet to extract rare earth elements (REEs) from coal ash. A total of 14 coal samples of different ranks were examined for REE concentration, and an anthracite coal sample with the highest REE concentration of more than 700 ppm in the coal ash was selected for REE extraction tests. This paper reports on the results of the experimental program completed in the first part of the study, which included hightemperature leaching with nitric acid followed by solvent extraction tests using various organic extractants, namely, tributyl phosphate, Cyanex 572, di-(2-ethylhexyl)phosphoric acid (D2EHPA) and their combinations. A 4×2×2 experimental design was used to conduct a total of 32 high-temperature leaching tests by varying acid molarity at four levels, solids content at two levels and leaching time at two levels. The highest recovery rates of 90 percent for light rare earth elements (LREEs) and 94 percent for heavy rare earth elements (HREEs) were obtained from the optimum leaching test conditions while maintaining impurity recovery to the leachate at less than 40 percent. D2EHPA was found to be the best extractant in this solvent extraction test series, providing an REE recovery rate of nearly 99 percent.IntroductionGlobal demand for rare earth elements (REEs) and other strategic metals is increasing rapidly due to their use in a variety of advanced technological applications, with more than 100 kt of rare earth oxides used worldwide on an annual basis. The United States has less than 10 percent of the world reserves of REE mineral deposits, and in 2013 imported more than 60 percent of its rare earth oxides from other countries, mainly China (United States Geological Survey, 2017). China’s institution of export quotas has significantly reduced supply to the United States, raising the urgency of finding new ways of producing REEs and/ or substitutes. Coal combustion byproducts, which are usually discarded as waste materials, are known to contain REEs in low concentrations that could be extracted with a suitable process flow sheet. This may be a worthwhile route to pursue, considering the short supply of rare earth minerals and the abundance of coal ash in thousands of ash ponds in the United States. More than 110 Mt of coal combustion byproducts are produced annually in the process of satisfying the country’s need for electricity (American Coal Ash Association, 2016), and less than 50 percent of these byproducts are being successfully used in various applications, with the remainder dumped as waste materials in landfills and ash ponds."

"While coal fueling China's economic growth it has already been causing severe pollution and amounts of CO2 emission. How to make deep reductions in carbon emission is not only a huge challenge for the greatest consumer of coal, but also a revolution for China’s coal industry. The paper explores how to shrink CO2 emissions during the lifetime of coal. The paper points out that increase of coal mine efficiency and productivity, green mining, utilization of coal mine methane and environment-friendly disposal of coal gangue can reduce CO2 during coal mining; coal preparation and coal by wire can decrease CO2 during coal preparation and transportation; improving combustion efficiency, CO2 capture and storage (CCS) and coal transformation can lessen CO2 during coal utilization. The paper also points out that Circular Economy Park is a practical way to develop a low carbon economy for coal industry. An econometric model for total coal industry and each sector are constructed to measure carbon emissions based on CO2 equivalent emissions, then with detailed calculations, based on potential greenhouse-gas emission's reduction, a most likely low carbon roadmap of China's coal industry is depicted with scenario analysis method.Introduction Global warming poses a profound threat to humanity and the natural world and is one of the most serious challenges humankind has ever faced. According to the 2007 Fourth Assessment Report by the Intergovernmental Panel on Climate Change (IPCC), global surface temperature increased 273.89 ± 273.33K during the 20th century (IPCC 2007). Increasing concentrations of greenhouse gases have caused most of the observed temperature increase since the middle of the 20th century (United States National Academy of Sciences 2008), and CO2 is the most important cause of global warming. In 2005, CO2 contributed 76% of global greenhouse gas emissions, CH4 contributed approximately 16%, N2O contributed approximately 6% and the combined F-gases contributed approximately 2% (IEA 2010). Among the many human activities that produce greenhouse gases, energy use is by far the largest source of emissions. Since 1870, CO2 emissions from fuel combustion have risen exponentially (IEA 2009). Of the three types of fossil fuels - coal, natural gas and petroleum - coal constituted only a quarter of the world total primary energy consumption in 2007. The situation is even more critical in China than in the rest of the world, as energy-intensive industrial production is growing rapidly, and large coal reserves exist in combination with limited reserves of other energy sources. The development and production of the coal industry provide stability in China's economic growth. There are more than 7000 coal enterprises in China; the coal enterprises are the main contributor to China's ""economic miracle""."

Testing was conducted to determine the ability of foam to maintain roof coverage in a simulated longwall mining environment. Approximately 27 percent of respirable coal mine dust can be attributed to longwall shield movement, and developing controls for this dust source has been difficult. The application of foam is a possible dust control method for this source. Laboratory testing of two foam agents was conducted to determine the ability of the foam to adhere to a simulated longwall face roof surface. Two different foam generation methods were used: compressed air and blower air. Using a new imaging technology, image processing and analysis utilizing ImageJ software produced quantifiable results of foam roof coverage. For compressed air foam in 3.3 m/s (650 fpm) ventilation, 98 percent of agent A was intact while 95 percent of agent B was intact on the roof at three minutes after application. At 30 minutes after application, 94 percent of agent A was intact while only 20 percent of agent B remained. For blower air in 3.3 m/s (650 fpm) ventilation, the results were dependent upon nozzle type. Three different nozzles were tested. At 30 min after application, 74 to 92 percent of foam agent A remained, while 3 to 50 percent of foam agent B remained. Compressed air foam seems to remain intact for longer durations and is easier to apply than blower air foam. However, more water drained from the foam when using compressed air foam, which demonstrates that blower air foam retains more water at the roof surface. Agent A seemed to be the better performer as far as roof application is concerned. This testing demonstrates that roof application of foam is feasible and is able to withstand a typical face ventilation velocity, establishing this technique’s potential for longwall shield dust control.

The U.S. National Institute for Occupational Safety and Health (NIOSH)’s Pittsburgh Mining Research Division (PMRD) recently developed a series of models using computational fluid dynamics (CFD) to study gas distribution around a continuous mining machine with various fan-powered flooded bed scrubber discharge configurations in an exhaust curtain working face. CFD models utilizing species transport model without reactions in FLUENT were constructed to evaluate the redirection of scrubber discharge toward the mining face rather than behind the return curtain. The study illustrates the gas distribution in the slab (second) cut. The following scenarios are considered in this study: 100 percent of the discharge redirected back toward the face on the off-curtain side; 100 percent of the discharge redirected back toward the face, but divided equally to both sides; and 15 percent of the discharge redirected toward the face on the off-curtain side, with 85 percent directed toward the return curtain. These models are compared against a model with a conventional scrubber discharge where air is directed away from the face into the return. The models were validated against experimental data, proving to accurately predict sulfur hexafluoride (SF6 ) gas levels at four gas monitoring locations. This study includes a predictive simulation examining a 45° scrubber angle compared with the 23° angle for the 100 percent redirected, equally divided case. This paper describes the validation of the CFD models based on experimental data of the gas distribution results.

Talc has been the focus of recent civil litigation based on claims that asbestos minerals exist in talc deposits and therefore have caused asbestos-related diseases in those who have regularly used talc products. Such litigation, and ensuing confusion over the petrology and asbestos content of these deposits, challenges the talc mining industry in Montana and elsewhere in the world. The talc deposits in southwest Montana were formed by hydrothermal alteration of dolomitic marbles and are still actively mined. In general, talc formed by hydrothermal alteration of preexisting carbonate rocks is known to be nearly monomineralic and lacking in amphiboles. This paper includes data from analyses of representative ore samples from this mining region in southwest Montana. The results conclude that the presence of asbestos minerals — both amphiboles and chrysotile — is unlikely and that the ores are nearly monomineralic, as expected. Samples were characterized using a suite of analytical methods, namely, powder X-ray diffraction, X-ray fluorescence spectroscopy and electron microprobe analyses, which allowed us to determine the minerals present and the formation process. Our data and interpretations suggest that previous identification of asbestos minerals in these deposits is not accurate.

Research by the U.S. National Institute for Occupational Safety and Health (NIOSH) has shown that heat/humidity buildup is a major concern within coal mine refuge alternatives. High temperature and humidity levels inside a refuge alternative may expose occupants to heat stress. Due to the safety risks associated with testing using human subjects, NIOSH partnered with ThermoAnalytics Inc. to create detailed thermal simulation models of refuge alternatives with human occupants. The objective of this effort was to predict a miner’s core temperature response and moisture loss in environments that may be encountered in a coal mine refuge alternative. These parameters were studied across a range of temperatures and relative humidity values to determine if the current 35 °C (95 °F) apparent temperature limit for refuge alternatives is reasonable. The results indicate that the apparent temperature limit is protective, provided that miners are supplied with sufficient water. The results also indicate that the body core temperature does not reach dangerous levels even at an apparent temperature of 54 °C (130 °F). However, the results show that moisture loss increases with apparent temperature. Therefore, if the apparent temperature limit were raised, the water provided in a refuge alternative would have to be increased to offset moisture loss.

An understanding of how health and safety management systems (HSMS) reduce worksite injuries, illnesses and fatalities may be gained in studying the behaviors of health and safety leaders. These leaders bear the accountability for identifying, understanding and managing the risks of a mining operation. More importantly, they have to transfer this knowledge of perception, recognition and response to risks in the mining environment to their workers. The leaders’ efforts to build and maintain a mining operation’s workforce that consistently executes safe work practices may be captured through more than just lagging indicators of health and safety performance. This exploratory study interviewed six leaders in occupations such as site-level safety supervisors, mine superintendents and/or general managers at surface and underground stone, sand and gravel and metal/nonmetal mine sites throughout the United States, with employee populations ranging from 40 to 175. In exploring leaders’ perspectives on how they systematically manage health and safety, examples such as approaches to task training, handling near-miss incidents, identifying future leaders and providing workers with feedback offer insights into how leaders translate their knowledge and management of site-level risks to others.

The objective of this work is to provide a detailed review and a list of references in chronological order, comprising 80 recent technical papers, on the use of discrete-event simulation (DES) modeling in mining engineering. In this article, the review papers of published mine simulation projects through 2007 are summarized, and then a comprehensive review of individual articles published from 2008 to 2015 is presented. This survey work also includes analyses of the simulation tools used in the published projects, mining types and applications in order to assess these key features and evaluate the recent state of research in mine DES simulation. In addition, an interactive map visualization for the locations of the simulated projects is made available on a website to benefit current and prospective scholars in the field. The results of this investigation revealed that the most common application of DES in mining had been mining equipment selection and analysis, while ore processing and risk management projects were less frequently reported. The results also showed that modeling surface mines were in the majority, but the trend of publications for underground mine simulations had also increased. According to the results, ARENA was the most popular simulation software package, but several simulation tools that were only used once or twice in the mining projects are also included in this review.

A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2017 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH), a special review article on Heap Leach Modeling, and articles from two Special Issues on Rare Earths. The 2017 Transactions consists of a total of 54 technical papers, encompassing all 21 papers published in 2017 in the Technical Papers Section of Mining Engineering (Vol. 69) and all 24 papers published in 2017 in Minerals & Metallurgical Processing (Vol. 34). Additionally, this volume contains 9 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our Publications staff. As the 2017 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

Health and safety indicators help mine sites predict the likelihood of an event, advance initiatives to control risks, and track progress. Although useful to encourage individuals within the mining companies to work together to identify such indicators, executing risk assessments comes with challenges. Specifically, varying or inaccurate perceptions of risk, in addition to trust and buy-in of a risk management system, contribute to inconsistent levels of participation in risk programs. This paper focuses on one trona mine’s experience in the development and implementation of a field-level risk assessment program to help its organization understand and manage risk to an acceptable level. Through a transformational process of ongoing leadership development, support and communication, Solvay Green River fostered a culture grounded in risk assessment, safety interactions and hazard correction. The application of consistent risk assessment tools was critical to create a participatory workforce that not only talks about safety but actively identifies factors that contribute to hazards and potential incidents. In this paper, reflecting on the mine’s previous process of risk-assessment implementation provides examples of likely barriers that sites may encounter when trying to document and manage risks, as well as a variety of mini case examples that showcase how the organization worked through these barriers to facilitate the identification of leading indicators to ultimately reduce incidents.

This paper provides a determination of the equivalent level of protection of the international standards relative to similar criteria used by the U.S. Mine Safety and Health Administration (MSHA) to approve two-fault intrinsically safe (IS) stand-alone equipment. U.S. mining law requires such a determination for MSHA to use alternatives to existing standards. The primary issue is to demonstrate that the international standards for equipment evaluation will provide at least the same level of protection for miners as the document currently used by MSHA.

Longwall face ventilation is an important component of the overall coal mine ventilation system. Increased production rates due to higher-capacity mining equipment tend to also increase methane emission rates from the coal face, which must be diluted by the face ventilation. Increases in panel length, with some mines exceeding 6,100 m (20,000 ft), and panel width provide additional challenges to face ventilation designs. To assess the effectiveness of current face ventilation practices at a study site, a face monitoring study with continuous monitoring of methane concentrations and automated recording of longwall shearer activity was combined with a tracer gas test on a longwall face. The study was conducted at a U.S. longwall mine operating in a thick, bituminous coal seam and using a U-type, bleederless ventilation system. Multiple gob gas ventholes were located near the longwall face. These boreholes had some unusual design concepts, including a system of manifolds to modify borehole vacuum and flow and completion depths close to the horizon of the mined coalbed that enabled direct communication with the mine atmosphere. The mine operator also had the capacity to inject nitrogen into the longwall gob, which occurred during the monitoring study. The results show that emission rates on the longwall face showed a very limited increase in methane concentrations from headgate to tailgate despite the occurrence of methane delays during monitoring. Average face air velocities were 3.03 m/s (596 fpm) at shield 57 and 2.20 m/s (433 fpm) at shield 165. The time required for the sulfur hexafluoride (SF6 ) peak to occur at each monitoring location has been interpreted as being representative of the movement of the tracer slug. The rate of movement of the slug was much slower in reaching the first monitoring location at shield 57 compared with the other face locations. This lower rate of movement, compared with the main face ventilation, is thought to be the product of a flow path within and behind the shields that is moving in the general direction of the headgate to the tailgate. Barometric pressure variations were pronounced over the course of the study and varied on a diurnal basis.

"Once every four years, the global mining industry gathers in Las Vegas, NV for MINExpo International. According to the show’s organizer, The National Mining Association (NMA), about 44,000 people attended the three-day show from Sept. 26-29. It was a show that featured the latest and greatest in equipment and technology. It also served as the backdrop for a snapshot of the state of the industry and while the picture of a global industry is never completely clear at any one time, one thing that is evident is technology has become a major force in the way mining is done.Had it not been for the awe-inspiring “iron” that was on the show floor in the form of haul trucks and shovels weighing hundreds of tons, one could be forgiven for thinking that they were at the Consumer Electronics Show. From training simulators designed to give a realistic experience of operating mining equipment to virtual reality technology that can take the user into the depths of an underground mine or the middle of a mapped ore deposit, an overriding theme of MINExpo 2016 was that the mining industry is connected like never before.In the north hall of the Las Vegas Convention Center was the GE Mining booth that was designed to showcase its efforts to help create a mine that will be connected from the front office to the face of the underground wall or bottom of the openpit. GE Mining called its booth a digital mine, and it included a suite of technologies that can improve performance, reliability, safety and operations. GE Mining said it views each mine as a mini-city, requiring power, water and transportation. Intelligent, real-time monitoring across the mine allows operators to make data-driven decisions that improve equipment reliability and optimize mine operations for substantial savings. And GE Mining was just one of many exhibitors showing off software that allows various types of equipment to communicate. Its booth sat in the shadow of the Komatsu booth with its new 360-t (400-st) 980E-4 haul truck that included GE’s 360-t (400-st) electric wheel motor. This is just one example of how technology is connecting machines, operations and people around the world and how mining is moving forward."

"Controlling float coal dust in underground coal mines before dispersal into the general airstream can reduce the risk of mine explosions while potentially achieving a more effective and efficient use of rock dust. A prototype flooded-bed scrubber was evaluated for float coal dust control in the return of a continuous miner section. The scrubber was installed inline between the face ventilation tubing and an exhausting auxiliary fan. Airborne and deposited dust mass measurements were collected over three days at set distances from the fan exhaust to assess changes in float coal dust levels in the return due to operation of the scrubber. Mass-based measurements were collected on a per-cut basis and normalized on the basis of per ton mined by the continuous miner. The results show that average float coal dust levels measured under baseline conditions were reduced by more than 90 percent when operating the scrubber. IntroductionAirborne coal dust is a byproduct of coal production, and engineering controls exist to deal with both the respirable dust health hazard as well as the float dust explosion safety hazard. Float coal dust, smaller than 75 µm (0.003 in.) in size, can deposit throughout mine entries and propagate explosions that had been initially fueled by methane gas. The inertization of float coal dust with rock dust helps prevent a potential secondary float coal dust explosion, but a preferable course of action is to significantly reduce the hazard by removing float coal dust from the airstream before it has the opportunity to deposit on the mine’s surfaces.Since 1970, disasters due to explosions in underground coal mines have caused 201 deaths in the U.S. mining industry, including 29 deaths in a single mine explosion in 2010 (Wade, 2010; U.S. Mine Safety and Health Administration, 2015). The U.S. National Institute for Occupational Safety and Health (NIOSH) had initiated a fiveyear research project that aims to investigate methods and technologies to reduce the potential for secondary coal dust explosions by the purposeful capture and/or suppression of float coal dust prior to its deposition on the mine roof, rib and floor (NIOSH, 2013). The project aims to evaluate the efficiency of methods to reduce longwall and belt airway float dust in the general airstream as well as methods to capture it at or near the source. Prioritization is given to longwall sections given the amount of coal produced relative to continuous miner sections, but the research is open to technologies that may be adapted from one method of mining to another."
