IN addition to the humanitarian aspects of a dust-control program, certain economic benefits are becoming more fully recognized and now furnish a greater incentive to the mill operator to eliminate the dust from his plant. It is well known that a favorable working environment promotes increased efficiency and improves the morale of employees, with a consequent decrease in labor turnover rates. One progressive mining company1 estimates its direct and indirect labor turnover costs at from $40 to $50 per man; for skilled labor, such as machine operators, the cost may approach $100 per man. While these figures may not be typical of every plant, they do indicate a potential savings in operating costs. Dust signifies waste; its elimination decreases maintenance costs of mechanical and electrical equipment; its recovery is often justified from the standpoint of values contained in the collected material, although in large-scale milling operations handling low-grade ore this may not be an important factor. Perhaps the most significant trend in industrial sanitation is that dust-control equipment and procedures are becoming recognized as integral parts of the mill flowsheet. Exhaust ventilating systems are now afforded equal care in design and maintenance to that given other machinery more closely related to the process. METHODS OF DUST CONTROL "Dust control" is a general term descriptive of a number of methods used singly or together to prevent particulate atmospheric contamination. These methods are, in order of their desirability, as follows: I. Change of process. 2. Isolation of process. 3. Wet methods. 4. Ventilation. a. Local exhaust ventilation. b. General ventilation. 5. Personal respiratory protection. In ore-concentration plants it is seldom practical to change a process to eliminate the dust it creates It is possible in some cases to isolate a particular dust-producing operation from the rest of the plant, provided that constant attention on the part of the operators is not required. Frequently water is used in fine crushing and fine grinding, primarily to facilitate the processing of the ore and incidentally to allay the dust produced. Wet methods, however, are not feasible in coarse and secondary crushing operations, because of the relatively great volume of water required in instantly wetting each freshly fractured rock surface. Such quantities of water would entail conveying and storage difficulties. Local exhaust ventilation is the most effective and most commonly applied control measure, wherein directional air currents through the zone of dust production draw the contaminants into a duct system. Unfortunately, only a limited amount of reliable information on exhaust ventilation is available.2-5 Of necessity these publications are rather general, being primarily concerned with engineering fundamentals. WHEN some materials are ground dry in a ball mill, a stage of comminution is reached at which the finely divided particles begin to adhere to the balls and to the mill lining. As grinding progresses, a coating accumulates upon the grinding media, which tends to cushion the impacts and thus retard reduction of the material, and finally becomes so thick that all grinding ceases. At this stage, the characteristic noise produced by the grinding media during normal mill operation changes to a dull, muffled sound. In most instances, the formation of the coating marks the practical limit of size reduction. Industrial requirements for fine grinding frequently meet with this obstacle, and the tendency in many commercial operations to grind materials to a higher degree of fineness than formerly makes the solution of this problem an important one. The phenomenon is of far greater importance, therefore, than the limited amount of research and technical discussion devoted to it implies. In order to learn more about the coating of different materials when ground dry to a high degree of fineness, certain laboratory tests were made from which it was found that different materials form coatings at widely different size distributions. It is probable that most materials will coat if they are ground fine enough; the exceptions have inherent lubricating qualities, like coal and graphite. In general, the softer materials tend to coat at coarser sizes than the harder or more brittle materials. Limestone, as an example, will coat more readily than quartz, even though limestones of different texture and composition exhibit great differences in coating potentialities. Various materials were tested in thg laboratory to show the variation in coatine qualities. It was found that in most tests quartz must be ground to a fineness that would permit it to pass through 325 mesh before coating became markedly detrimental to the grinding operation. Siliceous rocks, however, tend to coat more readily than quartz. Granite, which is composed essentially of feldspar, quartz and mica, has been found to start coating at about 92 per cent through 200 mesh, and feldspathic minerals alone usually show a tendency to coat at the same fineness. Barite has been ground in the laboratory to a fineness of 99 per cent through 325 mesh without showing serious coating of the grinding media. Gypsum coats readily. Apatite and phosphate rock usually tend to coat. Hematite usually coats, although when mixed with charcoal it does not do so. In testing the carbonate rocks and minerals, it has been found that burned magnesite, dolomite, and dolomitic limestone coat, whereas calcite and calcined calcite do not coat so readily. It has been

THE aggregate number of "papers" read within any one year before more or less bored and bewildered audiences is simply appalling. We have seventy to eighty engineering societies alone, not to speak of the many hundreds of societies of every other imaginable kind. And each meets at least once a year to tell what it has found out since the last meeting. All this is very fine and fortunate, at least in the case of the scientific and technological societies; for if even only one significant discovery, one new truth, one new idea comes out at the meeting, the session has been abundantly justified. To many of us, not scientists or technologists, the scientific and technological societies seem to release by far the most useful and important information. What they have to say is often of prime importance directly to human life and to industry, and is perhaps even more important indirectly in its final influence upon social and economic conditions, thus ultimately determining the course of what we like to call civilization. The paper read by that quiet, unpretentious man on the platform ma; mean the revolutionizing of a great existing industry, the creation of an entirely new industry, the gain of millions of dollars to some persons, the loss of millions to others. FOR more than 25 years a few business men who represent virile private enterprise in the Pacific Northwest have been trying to awaken the community to the potential benefits of an open Columbia River. No threat of government com- petition then hung over the industry, which was adjusted to state regulation. Numerous sites were engineered and the findings were laid before the operators of heavy industry in the East, Middle West, and South -even of Europe. These engineering data became, if not the basis, the inspiration upon which the U. S. Army Engineers eventually were to "build the Columbia River Bible" - their great document known as House Document 103, the report on the Columbia River and minor tributaries.

I BESPEAK your indulgence for a brief expression of the views of a patriarch in the field of mineral industry technology relative to young men's problems in that sphere of education and endeavor. Wherever hereafter I employ the terms "technical education," "engineer," "technologist," or similar expressions, these are intended to be understood as relating to the broad field of the sciences and arts applicable to the mineral industries. First, the usefulness of technical education to either the possessor of it or those to whom its services may be made available industrially depends primarily upon the quality of the education and the capabilities of the educated to put his talents to effective and constructive employment in his chosen field of applied science.

MAGNETITE mining and milling in the Eastern States in 1939 showed considerable improvement over 1938. For the first eight months of the year production of magnetite proceeded at a normal rate but operations were stepped up in the last four months owing to increased domestic demand. In New York, the Republic Steel Corp. operated the Witherbee-Sherman mines at Mineville throughout the year. Chateaugay Ore and Iron Co. operated their low-phosphorus mine at Lyon Mountain for the first seven months, but on Aug. 1, Republic Steel took over this mine -and have since operated it. In Pennsylvania, the Bethlehem Steel Co, operated the Cornwall mine continuously. In New Jersey, Mt. Hops and Scrub Oak were in operation all year. The Washington mine went into production on Nov. 1 and the Richard mine on Dec. 1.

ALTHOUGH the stocks of Lake Superior iron ore on dock or at furnaces at the beginning of the year were about 6,000,000 tons less than at the beginning of 1938, the steel industry was operating at only 52 1/2 per cent of capacity and continued at approximately this rate to about Aug. 1. Consequently the iron mines in the Lake Superior district during the winter and spring period were almost all on a curtailed production basis, governed mostly by the needs of the communities rather than by anticipation of ore demands. Many of these properties gave extra employment by prosecuting heavy strip- ping programs, and the underground mines by shaft sinking and rock development. All underground mines re- turned to full operation in September, mostly two-shift, five days per week. A few operated the sixth day. The ship- ping schedules were increased so that the actual delivery for the year exceeded early expectations by about 20 per cent. Final Lake shipments were slightly in excess of 45,000,000 gross tons.

FOUK fields of activity are now recognized by the A.I.M.E. in its award of medals for conspicuous achievement: the Saunders medal for mining, the Douglas medal for non- ferrous metallurgy the Lucai medal for petroleum, and the Rand medal for distinguished achievement in the broad field of mining administration including the organization and development of enterprises in all branches of the mineral industry. This last is known officially as the Charles F. Rand Memorial Medal, and it award is made possible through funds supplied by the Charles F. Rand Foundation. Until this year money thus available was used for other special projects, so that the forthcoming presentation of the Rand medal to Robert C. Stanley is notable as being the first time that achievement in mining administration has been thus recognized.

SPODUMENE is a lithium-bearing pyroxene, and is an important source of lithium compounds. Because of its high alumina and lithia content it might be a desirable constituent of glass batches. The use of spodu-mene in ceramics will undoubtedly increase, as it has been shown that a mixture of the proper proportions of this mineral with soda feldspar and potash feldspar has a much lower maturing temperature upon firing than has any one of the three components.1 The mineral spodumene seldom occurs as pure mineral, but ordinarily with feldspars, mica and quartz. All spodumene-bearing rocks tested contained these minerals as gangue. Small amounts of iron and manga-nese oxides also were present, usually as stains on the silicate grains. Mica associated with the spodumene carried a considerable amount of lithia. This was discovered in flotation tailings, which, although virtually free of spodumene grains when examined microscopically, showed 0.4 to 0.5 per cent Li20 on chemical analysis. The lithia content of micas picked from the North Carolina spodumene rock was variable. Some samples contained little lithia, others more than 3 per cent. In 1938, under the supervision of Oliver C. Ralston, ? the Bureau of Mines, in cooperation with the Tennessee Mineral Products Corporation, undertook to study the beneficiation of North Carolina spodumene by froth flotation. The Bureau had previously published investigations on the beneficiation of spodumene.2,3 The methods described in the second publication' did not give good results with badly weathered spodumene rock, so that more thorough investigation of the subject was warranted.

IN the early fall of 1025, the writer was conducting, in the Ledoux and Co. labora-tory, New York, experiments directed to-ward ascertaining the effect on its impurity content when cathode copper was subjected to a current of various gases at an elevated temperature below the melting point. The apparatus consisted of a vertical I-in. dia. silica tube about 12 in. long, heated on the outside. The cathodes were broken to pass 3/8-in. mesh, and a current of various differ-ent gases was passed up through a 4-in. long column of these loose cathode particles in the vertical tube furnace. Temperature was maintained to 1500° to 1600°F. and the gas treatments lasted from 3 to 6 hr. The writer observed that whenever reducing gas (H2 or CO) was used, these cathode par-ticles stuck together at points of contact with each other. The cohesion was so marked and tenacious that an examination was made of the fractured surfaces, when cathode particles were broken from the cluster. Crystal growth was always found to have taken place across the surfaces where separate particles were in contact, but only after all oxides, sulphates, etc., had been completely removed. The idea of a possible new process was then conceived and was disclosed to A. M. Smoot (V. P. Ledoux and Co.) with intent to obtain his views. The first conception as given Smoot was "to gas-clean broken cathodes, put them in an extrusion press, solidify and extrude them at around 1500°F." Smoot's reaction, after a few moments considera-tion, was, "It looks perfectly all right to me." The writer and his assistants, W. H. Osborn and H. H. Stout, Jr., after confer-ring as to ways and means, decided to go ahead with preliminary laboratory experi-ments, which, it was thought, would move the new process from the possible to the probable. This program followed a course indicated by three basic considerations: I. Since brittle cathodes were often unin-tentionally produced, it seemed probable that the laws controlling this type of deposi-tion could be ascertained. 2. We had already proved the gas-clean-ing feature. 3. There remained to prove: whether a sound, homogeneous metal billet could be produced with crystal growth established over the entire surface of each individual particle in the billet; and, if so, what would be the physical properties? Osborn arranged with Columbia Uni-versity for conducting experiments in its research laboratory to prove or disprove the third item; Columbia assigned C. A. Phillipi, Jr. to assist in the project. A press with a cylinder 2 in. high and of I-in. dia. was used. It was surrounded and heated by a resistance coil of Nichrome wire. Broken tough cathodes were used.

MANGANESE has long been considered one of the United States' most important strategic raw materials. Its indispensabil-ity in steel manufacture makes it vital to the nation's industrial life. Coupled with this indispensability is the fact that domes-tic producers have not been able as yet to supply more than a small part of the nation's manganese needs; consequently the United States has had to depend upon such distant foreign sources as the U.S.S.R., British India, the African Gold Coast and Brazil for the major portion of its ore. The great bulk of the mineral is con-sumed in the form of ferromanganese, an alloy that averages 8o per cent manganese and 20 per cent mainly iron and carbon. Manganese is used as a deoxidizer and desulphurizer in steel manufacture. By combination with the residual oxygen and sulphur of the bath, it helps to produce a clean, sound metal. Approximately 14 lb. of manganese, it is estimated, is used in making one ton of steel. For standard-grade ferromanganese, the ore should have a minimum of about 48 per cent Mn and preferably more. Beneficiation methods have not yet been developed for making the immense low-grade deposits in the United States salable at prevail-ing prices.

That the American Institute of Mining Engineers is an unincorporated association organized and existing with the object of promoting the arts and sciences, connected with the economic production of the useful minerals and metals and the welfare of those employed in these industries by means of meetings for social intercourse and the reading and discussion of professional papers, and to circulate by means of publications among its members and associates the information thus obtained. II. That the persons duly appointed or designated to manage the affairs of said association are designated by the rules thereof Members of its Council; that the undersigned are all members of said Council as the same was constituted on the 29th day of December, 1904. III. That on said last-mentioned date a regularly called meeting of said association was held at its office in the Borough of Manhattan, City of New York; that thirty days before such meeting notice of the intention to incorporate said association was given by mail to each member thereof whose residence or post-office address is known; that at said meeting the following resolutions were offered, seconded and duly adopted by the unanimous vote of all its members then present, to wit: "Resolved, That it is the sense of the members and associates of the American Institute of Mining Engineers in general meeting assembled that it is desirable and necessary for the well being of said association and its members and for the furtherance of the objects for which the same has been formed, that said association incorporate under the Membership Corporations Law of the State of New York; "And Further Resolved, That the Members of the Council of this Association, or a majority thereof, be and they hereby are authorized, in accordance with the provisions of Section 5 of Article I. of the Membership Corporations Law, to incorporate this association for the same purposes for which it has been organized and conducted, in the manner provided in Article II. of said law;, "And Further Resolved, That the name of said corporation as hereby adopted by this meeting shall be American Institute of Mining Engineers; "And Further Resolved, That the said incorporators shall be named in the Certifi¬cate of Incorporation as directors of such corporation until its first annual meeting,

MR. C. S. Gibson: Mr. Chairman, I listened with much interest to Mr. Corlett's paper. Those of us who are directly engaged in mine ventilation and dust control are impressed by the improved atmospheric conditions to be derived from the use of methods of mining such as those in operation at Aldermac, which Mr. Corlett has just described, and those employed at Noranda. It is a well known fact that drilling-dust is one of the most potent factors in the production of silicosis in mines handling ores containing quartz, so that from that angle the use of diamond drills, instead of percussion drills, to drill ore for blasts in stopes is an important development. A second point which I think merits mention is blasting. Blasting, we all know, creates the most dust in a mine and the fact that you can drill ore for a large blast with diamond drills and fire it, say, on Saturday night, and then have all the next day to ventilate the workings, is a great advance in dust control. 1 have wondered if Mr. Corlett, or possibly those at Noranda, can en-vision the use of the diamond drill as a means of advancing cross-cuts and drifts, preparing stopes, etc. I believe it is a matter which is receiving considerable attention at the moment in some parts of the world and J thought it would be interesting to have Mr. Corlett's reaction on that point. MR. A. V. CORLETT: I am not quite so hopeful of using diamond drills as a means of drilling holes in the ordinary drift. Maybe some of the diamond drill men can give us some further information on that point. MR. R. D. LoNGYEAR: The diamond drill manufacturers are working on that problem, but until further work is done we have nothing definite to offer. Drilling holes with a diamond drill to compete with rock drills for advancing drifts and cross-cuts is a desirable objective, because of the elimination of drilling dust and the ability to cut a smooth bore of uniform diameter. To reach this objective, higher rates of penetration are required, which can only be achieved by discovering the optimum bit rotating speed, by reducing vibration, and by further improving the bits and machines. We are optimistic, but the problem is still largely in the research stage.
