IN RECENT PAST YEARS, the mining industry has expanded rapidly and mining engineers have not been generated in sufficient numbers to sustain this growth. Canada has not been alone with this problem, which has resulted in considerable soul-searching as to what the solution might be. Because of the unfavourable economics of running small departments such as mining, metallurgy, ceramic engineering, etc., one approach in some cases has been to put these departments together to form a department of mineral science which now has a broader base structure. Another solution has been the "conversion kit" program which has been conducted both at universities and in industry. At universities, such programs have consisted of converting graduates of other engineering disciplines into mining engineers. In some of the large mining corporations, extensive training programs have been used with the same aim.

A field project to develop and demonstrate a method for alleviating problems of highly mineralized ground water where they occur as isolated zones or pockets in fresh-water aquifers is being conducted in the Ogallala aquifer of eastern New Mexico by the Robert S. Kerr Water Research Center. Removal of contaminated water is by a large-capacity well and the pumped poor-quality water is used locally for secondary recovery of oil. Benefits of the operation are threefold in that the aquifer is being reclaimed for future fresh-water production, contaminated water is being used beneficially, and fresh water which otherwise would have been used for waterflooding is available for other purposes. Ground-water quality in the site has improved markedly after two years of operation. Use of water in the arid and semiarid Southwest has grown so rapidly that demands in many localities far exceed available supplies. In the High Plains region of New Mexico, Oklahoma, and Texas, the only large sources of water are underground reservoirs, being depleted at an alarming rate. In some parts of this region, the aquifers contain pockets of highly mineralized waters; and the mineralized waters in some of them have started spreading in response to the drawdown effects of pumping wells. The aquifers of this region are primarily composed of sand and gravel beds; any cleanup by natural processes will require many tens or even hundreds of years. Most of these pockets of highly mineralized water were caused by oil-field brines seeping downward from earthen disposal pits. Thousands of these pits were in use in the region until only a few years ago when they were prohibited by the oil regulatory agencies of the respective states. The resulting areas of poor quality water are serious enough to warrant much corrective attention. Correction will involve one or more of three approaches: 1) Restrict the pumping of fresh water in the zones where the drawdown of the pumping well will significantly influence the movement of the contaminant. 2) Remove the highly mineralized water entirely from the affected area. 3) Develop and pump the poor-quality water in such a manner that its movement is held in check, even though only a part of the contaminant is actually removed. Few people in the industry today are competent to comment on the O.G. system for vessel covers, but with papers as well prepared as Mr. Bradley's we will soon be well informed. I would like to direct these comments to Mr. Klaes of Ford Motor Company. Mr. Klaes' description of their steaming hood agrees with our experience at Weirton. We have been able to stay within design limits and, as a result, have had few problems with our auxiliary equipment. Our main problem, as with Ford, has been thinning of our vessel cover tubes. At Weirton, controlled circulation, high pressure boilers are in use as heat recovery units above the BOP vessels. The boilers are provided with "off cycle' oil firing equipment. A Venturi type wet gas scrubber follows the boiler to complete the vessel draft system.

As the conflict between the mineral industry and preservationists steadily increases, it becomes urgent to determine as precisely as possible the costs of developing vs. not developing our domestic mineral resources so that enlightened mineral policy decisions can be made. A simple discounted cash flow equation is suggested as an approach to assigning a public-interest dollar value to mineral resources. Present value of a piece of land underlain by a mineral resource is taken as equal to the discounted cash flow derived from the resource corrected for present and future surface land values. The equation is effective as a base for mineral aggregate resource planning for metropolitan areas if transportation cost differences are substituted into the cash flow component. Suitably modified, the equation can be fitted readily into an existing computer simulation program for aggregate mineral resource planning in metropolitan areas. However, because of the lack of accurate input, the equation is less effective for other mineral commodities such as base metals and coal. Nevertheless, within a somewhat philosophical context, the equation still has utility and is effective in defining the problem of public interest values for minerals other than mineral aggregates.

"INTRODUCTIONA beneficiation plant to upgrade earthy iron ores is being installed by the Iron Ore Company of Canada in Sept-Iles, Quebec.The crude ore for the plant will come from the Knob Lake area, located in Northern Quebec, where mining has been in progress since 1954.Some 170 million tons of ""direct 11 ores have been mined and shipped in the past eighteen years, with an overall silica content of 7 to 8 percent. No beneficiation - except the reduction of the top size to about 2 inches - took place during this period, but extensive research work has been carried out, in order to find a feasible process.Since “washing"", gravity separation, roasting and magnetic separation experiments did not indicate positive enough results, flotation was tried and found to be feasible.The beneficiation complex being installed will consist of grinding, flotation, dewatering - i.e.: thickening, filtering and drying - balling feed preparation, and agglomeration - i.e.: balling and induration.This process will result in a product superior to the ""direct shipping"" ores and will also expand the ore reserves by allowing material with a higher silica content to be utilized.THE OREThe Knob Lake ores are grouped by mineralogical composition and by grade.BLUE ORES, representing roughly two thirds of the reserves, carry their iron content mostly in the form of massive, blue hematite and martite.YELLOW ORES, about one sixth of the reserves, have predominantly hydrated iron oxides as the iron bearing minerals.RED ORES, the other sixth of the reserves, carry the iron mostly in the form of red hematite.The gangue in all ores is mainly quartz, but aluminum oxides and hydroxides are also present, particularly in the red ores."

Basic Oxygen Steelmaking (B.O.S.) commenced in Australia in December, 1962. Two 200-ton furnaces were installed initially at Newcastle with a 50-ton furnace coupled to a continuous casting machine added in 1967. In 1965, two 100-ton furnaces were installed at Whyalla plant and two 225-ton furnaces are nearing com- pletion at Port Kembla to commence oper- ations in 1972. Plant layouts in each centre differ due to changing circumstance and increasing knowledge of the B.O.S. process since 1962. Raw materials are a most important factor for good operation of the process. Most materials come from within Australia but some are imported. General operating practices are similar in each plant, although treatment of fume at Port Kembla will be by the OG (Oxygen Converter Gas Recovery) Process as against electrostatic precipitators in Newcastle and Whyalla. Special alloy steels as well as plain carbon steels can be made by the B.O.S. process. Production potential of the process in Australia has yet to be fully utilised with 45 per cent of steel production coming from B.O.S. In 1971.

Control considerations for selecting types will be dis• cussed, such as fixed or adjustable, manual or automatic, individual or multiple bank, and process requirements. Design parameters for hopper openings and installation geometry will be discussed, including consideration of material size distribution, segregation, moisture content and other characteristics, based on practical applications and experience as well as theory. Pan designs and the selection of pan materials will also be discussed with reference to wear, corrosion, impact and practical economic factors."

A solvent-extraction system employing selective stripping of a pre loaded organic phase was investigated for recovering Sm203 from a light-group rare-earth mixture. The samarium concentrated in the organic phase, and a >99-pct-pure samarium oxide product was obtained at 76-pct recovery in a 20-stage operation using di(2-ethylhexyl) phosphoric acid (EHPA) as the organic phase. The stripping agent was a 1.5-pct hydrochloric acid solution containing 200 g NH4C1/1.

The Kroll-Betterton process for debismuthizing lead is based on adding calcium and magnesium to impure molten bullion to form solid Ca-Mg-Bi inter-metallic compounds that float on the surface as drosses. Present practice in industry is to hand-skim off these drosses, often followed by hydraulic pressing to squeeze out some of the entrapped liquid lead. In an effort to develop an improved technique, the use of an argon-shrouded dipping centrifuge to perform the required phase separation was investigated. Centrifugation experiments demonstrated that the bismuth content of an impure bullion could be lowered from an initial 0.5 percent down to 0.03 percent with a lead recovery of 90 percent, which is comparable to lead recovery after hand skimming of drosses in commercial lead-debismuthizing operations. Centrifugation provides better control in removing drosses, faster operation with less oxidation and relatively little fuming, and recovery of a lead bullion that approaches commercial specifications.

Sorting tests on limestone at the Lohjan Kalkkitehdas Oy Ojamo mine, Finland, are described. The tests, conducted to evaluate a Sortex 811MW optical separator, were successful, and upon completion, the sorting machine was put into production. Optical separation characteristics of the limestone, used for cement manufacturing, are described. Problems of winter operation are discussed. Operating costs are given.

"Over 90,000 feet of raise have been bored at International Nickel underground mining operations throughout the Sudbury District since the advent of raise boring in the early part of July, 1964. With a total of 10 raise borers on hand at this time, techniques have improved steadily since introduction at INCO mines. The first unit, designed for use in rock of low compressive strength, had to be modified and redesigned to cope with Sudbury Area Precambrian rock. As equipment and boring techniques improved, a specially designed machine for larger holes was developed and is now in use. More powerful units, with a thrust capacity of up to 750,000 pounds, are under investigation. Raises have been bored up to 84-inch diameter, and the changeover to 5- and 6-foot flat reaming heads with improved cutter design has increased performance substantially. As a result, 5-foot-diameter raises have been completed to a length of 750 feet and 6- and 7-foot raises to over 500 feet. Reference is also made to the drilling of over 23,000 feet of drainage and sand-fill holes, ranging up to 7% inches in diameter, with smaller underground rotary drill equipment.Finally, a look into the future indicates the need for further improvements in equipment design to permit economic boring of 7- to 8-foot-diameter raises in Sudbury Area ground types."

The twelve latexes listed in Table XI penetrated A horizon soil as shown by elution through a laboratory soil column and gave good sealing efficiency. See details in Table XII. High elution through laboratory soil columns of 4 to 6 inches depth is desirable because it predicts penetration of latex to a greater depth in the field. No definite correlation was evident between penetrating ability and particle size, surface tension, or pH. Most of the materials, however, were characterized by low surface tensions in the 36 to 53 dynes/cm range while particle sizes were usually in the intermediate range of about 1500 to 2500 Å. Naugatex J-3471 (a highly crosslinked styrene-butadiene copolymer) was the most promising of this group for stability, penetrating ability; and sealant efficiency. It also showed utility with [B] profile soil. Many of the other latexes tested in this investigation showed good sealing efficiency but were judged unsatisfactory because they gave low penetration or formed surface films with & horizon top soil. In general, latexes containing cationic surfactants were not satisfactory because they formed a heavy surface film. This is due to neutralization of the positive latex charge by the negatively charged soil particles.

"Marine ecosystem effects ar1smg from the discharge of man-generated wastes to the sea can be schematized as: acute poisoning, chronic poisoning, enrichment, suffocation, temperature effects, salinity effects, toxin bio-concentration, changed production rates and changed species equilibria. A professionally designed site-specific monitoring program to check for such effects can not only safeguard the marine ecosystem from degradation, but it can also protect the industry involved from unanticipated remedial action after expensive construction has been undertaken. Monitoring programs should consist of three steps. Step 1 is an ecosystem survey which should be undertaken prior to final design of the discharge system and submission of applications for permission to discharge, because there can be considerable cost savings in obtaining information at an early stage in development. Step 2 involves location of the effluent field at the time of starting discharge, and analysing its dispersal behaviour. Step 3 consists of ecosystem monitoring with sampling stations and specific tests based on the accumulated prior information."

Extraction of silver from silver mill tailings by an electrolytic oxidation procedure was investigated by the Bureau of Mines. Various parameters affecting silver extraction, such as electrolysis time, particle size, and dissolution of the silver as the tetrachloro or cyanide complex, were studied at 30° C with an electrolyte concentration of 20 weight-percent sodium chloride. Resulting silver extractions ranged from 77 to 90 percent, depending on the tailings being treated. Concomitant extraction of mercury ranged between 90 and 95 percent. Power consumption was 52 to 90 kilowatt-hours per ton for the tailings investigated. Comparative experiments using direct cyanidation resulted in extraction of 46 to 82 percent of the silver and 20 percent of the mercury. Cyanide consumption ranged from 3.3 to 9.4 pounds per ton of tailings, depending on the tailings being treated. Silver and mercury were recovered from leach solutions by precipitation on iron powder, followed by conventional distillation and fire refining steps.

A small glass walled pot grate has been used to simulate drying of iron ore pellets in a travelling grate plant. This equipment has enabled the effect of decreasing grind and de- creasing pellet bulk density on plant production to be quantitatively predicted. These predic- tions are compared with plant experience. The use of the laboratory simulator in comparing the effect of various additives on plant production is also described and substantial improvements in both the goethite and free-water drying periods are predicted.

Anthracite mine refuse, or culm dump material as it is sometimes called, is the waste material resulting from the sizing and cleaning of run-of-mine deep and strip-mined anthracite coal. It may also contain mine rock, carbonaceous shale, pyrite, and other debris from mining operations. This material is generally stored in piles or banks, some of which are over 100 years old. Many of the older banks contain a considerable amount of good coal, particularly in the finer size ranges, since these sizes did not have any particular economic value in the early days of anthracite mining. Today, the refuse material from a cleaning operation must be piled in an orderly fashion and in such a way as to minimize the tendency to ignite. There are well over 400 of these banks in the anthracite region containing over 1100 million tons of refuse located in the north-eastern part of Pennsylvania. "A new sensor cannot be considered in isolation from the process in which it is utilized. This paper, describing an on-stream particle size analyzer, therefore gives considerable emphasis to the slurry handling techniques employed to ensure that the instrument is presented with a representative sample. A new sampler is described, which continuously abstracts a small, representative sample from a closed pipeline containing a flowing slurry. This sample is then diluted, thoroughly mixed and pumped to a head tank, from where a continuous stream is fed at a constant rate to the size analyzer. Data are presented to show that particle size segregation is minimal throughout this sampling and sample preparation. A continuous particle size analyzer based on a separation principle is described, and the basic parameters of size distributions, and how they relate to this particular instrument, are considered. Typical results are given. An electronic system is presented which accepts the basic sensor outputs, and converts these to a particle size signal suitable for process control. Finally, the use of an inplant computer to process the sensor signals to obtain a particle size signal is briefly considered."

The use of a partially slotted 6.5-inch-inside-diameter vertical pipe to remove methane from a longwall gob area at a depth of 2,260 feet in the Pocahontas No. 3 coalbed was investigated. The value of gas removed by such a pipe under free-flow conditions was found to equal the cost of the installation in this case. Approximately 25 percent of the available methane passed through the pipe without the use of an exhauster; an additional 10 percent was removed when an exhauster was employed. The diversion of methane through a vertical slotted pipe to the surface permitted the use of increased mining rates and decreased the ventilation air requirements.

In November, 1967, a four strand curved mould continuous casting machine coupled with a 50 ton basic oxygen furnace began producing billets for the rod mill and new merchant mill at the Newcastle Steelworks. To date over 500,000 tons of carbon and alloy steels have been cast at the rate of 20,000 tons per month, the major part for the wire industry. Many alterations have been made to the plant to simplify the process, improve quality and increase production. Casting parameters have been developed for each different type of steel. The quality of the final product has been influenced most by casting temperature, secondary cooling and casting speed. All these factors have been controlled and good results are reproduced. More exacting requirements of liquid steel quality have brought about the use of higher lime/silica ratio slags during steelmaking to control phosphorus revers- ions and standard ladle additions of manganese suicide and ferro aluminium for more effective deoxidation.

There is pressing need for better means of exploring ground conditions ahead of mining. Exploration drilling has the drawbacks of high cost and a seriously restricted sampling zone. Traditional geophysical exploration methods including gravity, magnetic and resistivity techniques have been used with some success underground, but all give poor target delineation relative to range, since they depend upon minor distortions of a potential force field. Much greater ratios of resolution to range can, in principle, be obtained by employing electromagnetic or seismic radiation as the exploring agent. This is because propagation time delays can be used to measure range accurately, and to separate the small effect of a distant target from the much larger effects of nearer targets and of the transmitter. Seismic waves have long been used with great success in exploration for petroleum, and recent research on their application underground is promising. Electromagnetic (radar) waves have been very successfully used for detection and location through the air and outer space, and have also explored through polar icecaps more than a mile thick.l It is not generally realized that below the soil many rocks are also somewhat radar-transparent, and that radar can be used for exploring such rocks, once a quarry, a mine, a borehole, or other means of access has been opened. Radar waves are reflected by any boundary or object where they encounter a large change in electrical properties.2 The usual cause of such a change is a difference in moisture content.
