The Bureau of Mines has studied the fracturing and associated damage occurring in the vicinity of blastholes from five shots fired in the shale pillars in the White Pine copper mine, White Pine, Mich. Four types of explosives (AN-FO, commercial extra dynamite, ammonia gelatin dynamite, and a low-density, low-velocity permissible) were used. Cores were taken from the blast region and examined by ultrasonic and petrographic techniques. Pulse wave velocities were measured across the core diameters, and thin sections showing cracks and changes in lithology were examined in an attempt to establish zones of damage. Cores from the blast regions and areas near pillar free faces were found to have abnormally low pulse velocities. Petrographic study of the thin sections showed that the negative velocity anomalies were caused by cracks in the cores. Crushing and extensive fracturing prevented meaningful measurements on core fragments from the immediate blast vicinities. Compositional, changes and other rock nonuniformities, such as joints and preexisting fractures, tended to mask detailed damage differences among the four explosives; however, the two most energetic explosives (extra dynamite and ammonia gelatin dynamite) produced damage zones two to three times as large as the AN-FO and low-velocity permissible explosives.

This Bureau of Mines survey of methane emissions indicates that total daily emissions have declined from 227 MM ft3 in 1971 to 214.7 MM ft3 in 1973. The highest average daily emissions in million cubic feet per day observed in U.S. bituminous coal mines were, in decreasing order, Monongalia County, W. Va. , 40.7 ; Marion County, W. Va. , 23.1 ; Buchanan County, Va. , 22.1; Washington County, Pa., 12.4; Greene County, Pa., 11.7; McDowell County, W. Va. , 11.4; Cambria County, Pa., 9.8; Jefferson County, Ala. , 9.5; Wyoming County, W. Va., 6.0; Marshall County, W. Va., 4.8; and Indiana County, Pa., 4.8.

Bureau of Mines research has resulted in the development of fluid- bed ion-exchange columns for recovering uranium from slime pulps. In pilot plant tests, slime slurries containing up to 6 percent solids were processed at flow rates of 10 gallons per square foot per minute with high uranium recoveries and efficient resin loadings. Uranium was effectively eluted in a laboratory fluid-bed elution column at eluate-to-resin ratios of less than 5:1 and eluate flow rates of 3 gallons per square foot per minute. Construction costs of mills using these improved ion exchange techniques are estimated to be 25 percent less than for mills using solvent extraction of clear solutions. For mills having a capacity of 2,000 to 2,500 tons of ore per day, the saving would be in the range of $2.5 million. In addition, a saving of about $0.80 per ton of ore in total operating costs is indicated.

This Bureau of Mines report provides a complete mathematical description of the algorithm employed by a general multiphase chemical equilibrium program developed particularly for the purpose of studying problems in coal combustion, although the generality of the program will allow its application to any equilibrium system in which an appreciable gas phase is present. When applied to coal combustion problems, the program predicts composition and quantity of slag and unconsumed carbon phases as well as calculates accurately the composition of the gas phase including trace species such as free electrons and ions which are important for predicting electrical properties.

The use of radio signals for underground communications was considered as early as the mid-1920's [1] - [4] . However, early experiments did not produce promising results with the type of equipment that was available then [5] . With advancements in solid state technology many of the schemes considered impractical in the early days suddenly became practical. The properties of electromagnetic wave behavior in conducting media have been intensively studied by Wait [ 6] and others and can be utilized not only in communication with trapped miners, but also as a means of locating their position. This report deals with the development of portable electromagnetic equipment, powered by the miner's conventional lamp battery, which can be used to alert surface rescue personnel of the trapped miner Is location. The Westinghouse Georesearch Laboratory (WGL) under BUMINES sponsors hip initially approached the trapped miner location problem using seismic techniques. It was learned from this effort that two serious shortcomings of seismic techniques are (1) the extremely weak signals available on the surface from miner generated hammer blows, requiring long processing times at the surface receiver, and (2) the relatively slow procedure of deploying geophone arrays to sense the seismic uplink signals. By contrast, the electromagnetic techniques have proven much more practical from a deployment time standpoint and in most cases have also proven to be more accurate in determining location. Furthermore, these techniques have been successfully tested using a receiver in a heli- copter for reconnaissance purposes. However, before any electromagnetic location technique can become fully operational, the miners themselves must be equipped with emergency transmitters to be carried with them on each work shift. Consequently, much emphasis has been placed on the development of extremely lightweight transmitting equipment. The performance of some of the electromagnetic location equipment developed by Westinghouse will be described in the following sections. 2.0 Basic Concepts Theoretical concepts for locating magnetic dipoles in the earth have been treated by Wait [ 7] and Olsen [ 8] . Research was conducted by the Bureau of Mines to develop a process for utilization of Idaho kyanite. A continuous gravity-flotation separation process was applied successfully to recover kyanite-group minerals from an Idaho ore containing about 21 percent combined kyanite, andalusite, and sillimanite. Dry magnetic separation of the concentrate resulted in a product containing about 90 percent kyanite at a recovery of 63 percent of the kyanite-group minerals in the ore, Alumina and silica analyses were within the range generally accepted for conversion to mullite, and the finished products had a pyrometric cone equivalent of more than 38. A recovered garnet coproduct may be of commercial value.

In order to improve roof stability, Continental Oil Co.'s research program, initiated in 1969, was directed toward defining the geological parameters that affect the severity of roof conditions in any particular area of the mine. In addition, the program was seeking to define why roof falls in the Humphrey No. 7 mine (and in northern West Virginia-southwestern Pennsylvania coal mining areas) are oriented so that they occur primarily in north-south rooms or entries. Conclusions and recommendations from this study of roof fall orientation are given.

Virtually all fluorine consumed by the aluminum industry is as the electrolyte of the Hall-Heroult process for producing primary aluminum. A small amount of fluorspar is used but most fluorine is consumed as either aluminum fluoride or cryolite. Some fluorine- containing materials are used in secondary aluminum production, but the amount is negligible compared with primary production requirements. Any analysis of the future of the primary aluminum industry must take into account two powerful and closely related driving forces which are shaping that future. These factors are increasingly stringent restrictions on the emission of pollutants and the continuing cost-price squeeze. Nowhere do these factors combine more forcefully than in the area of fluorine consumption. We can safely assume that industry efforts to reduce fluorine consumption will be intensified and that these efforts will be fruitful. This paper will attempt to identify and quantify the factors and trends of fluorine consumption during the next decade. We will be concerned primarily with the demand for new fluorine. Sources of new fluorine will not be treated.

Nickel-iron sulphide mineralization at Nepean, Western Australia occurs within a small Archaean greenstone outlier in granite south of the main Coolgardie greenstone belt. Individual sulphide ore bodies are situated near the foot- wall contact of simply-differentiated en echelon ultramafic sills that have intruded a sequence of sulphide-bearing metasediments and amphibo- lites. The paper describes a detailed section through the No. 2 ultramafic sill and its associated sulphide ore zone, which gave Metals Exploration N.L. the first significant nickel discovery in the Nepean area in 1968. The sill is variable in thickness up to 30 m along a strike length of 600 m, and is truncated to the north by pegmatite intrusion and pinches out to the south. The body has border zones of pyroxenetic composition, now represented by felted aggregates of chlorite and amphibole, and a central peridotitic core in which olivine and orthopyroxene are concentrated towards the base. Textures within the peridotite are dominated by large lath-shaped olivine grains and their serpentine pseudomorphs, which delineate triangular areas composed of talc, chlorite, and amphibole. Orthopyroxene occurs in large ovoid patches and is often replaced by Talc.

Preliminary investigations based on the concept of cross-power indicate that quantitative volume percentages of minerals, including quartz, orthoclase, plagioclase, fluorite, and chalcopyrite can be obtained by X-ray diffraction analysis. Pulverized samples are scanned from 4° to 65°, 2e, using a Norelco diffractometer, with the output recorded on a punched tape at 40 intervals per degree, 29. Errors from crystal orientation are minimized by (1) gridded surface packing, (2) sample spinning, and (3) quantitative measurement of all major diffraction peaks. Computer programming enables rapid quantitative evaluation of X-ray diffraction data. Results to date indicate that most minerals analyses can be performed within an accuracy of ±2%. Metallurgical applications include analysis of various flotation concentrates and tailings.

The development of solvent extraction processes over recent years has led to their application on an increasing scale in metal extraction plants. The author's company has recently been awarded a contract for the design of the world's largest solvent extraction plant based on pump-mix mixer-settlers. The plant is designed to extract copper from a leach liquor and has an aqueous throughput of 12,000 imperial gpm. The design is based largely upon data obtained from the company's own research laboratories, where work has been undertaken on mixer impeller design, baffle design. settler area, organic entrainment recovery, etc. Investigations have been conducted into the effects of mixer impeller speed, recirculation rates, phase continuity, phase ratio, etc., on extraction efficiency, settler area, and organic entrainment losses. The implications of the results of this work on the design of a large plant using pump-mix mixer-settlers are discussed and the techniques used in overcoming certain scaling problem are outlined.

You here are all familar with the myriad of new laws, some enacted and some pending, that affect the mining industry. These laws, for example those dealing with suspended matter, affect us in Alaska as they do you. Likewise, our friends in government, the Geological Survey and the Bureau of Mines, provide us with the same fine services that they do elsewhere. I am not going to speak today about these, but concentrate on one act of Washington, D.C. the impact of which is felt, for now at least, principally in Alaska. A little more than a year ago, I spoke in Spokane on the subject, "Governmental Challenge to Mineral Development in Alaska." I outlined some of the policies of Government which were operating to change the rules under which the industry operates and to alter the relation- ship between government, industry, and the individual. At that time the Native Claims Settlement Act had not been passed, but was on the verge of being so. In reading over what I said in Spokane, I note that I touched on many points where Government was actually challenging mineral development in Alaska. With the passage of the Alaska Native Claims Settlement Act, many of these actions were given a cloak of legality, and machinery was set up to concentrate the drive to tie up the public domain, machinery which will allow govern- mental control and interference with the actions of individuals on something like 90% of Alaska's land surface. This remarkable law is going to affect each and every one of you. Now, a year after its passage, we are only just beginning to see its lesson for the future. It was created by a coalition of powerful groups, who got other groups to support them by promising to deliver something they had no intention of delivering. Alaskan issues are again being used to get various groups not to oppose legislation which will severely harm them. It will help to understand the nature of this new drive if we understand the Native Claims Act and how it came into being.

"INTRODUCTION On February 1, 1962, after five years of exploration and research, Jones & Laughlin Steel Corporation announced that they would develop the Adams Mine. Plant construction began immediately and in December of 1964 the first shipment of pellets arrived at J & L's blast furnaces in Pittsburgh. J & L continued to operate the property through its wholly owned subsidiary, Jones & Laughlin Mining Company, Ltd., until August of 1971 when it was sold to Dominion Foundries and Steel, Limited of Hamilton. Dofasco engaged Cliffs of Canada, a subsidiary of Cleveland Cliffs Iron Company, to manage the operation of the property.SUMMARY:The Adams Mine is a one million tons per year iron ore pellet operation located in the Boston Township Iron Range, approximately seven miles southeast of Kirkland Lake, Ontario. The property includes 5,300 acres in which eight areas suitable for open pit mining have been outlined. It was estimated that the reserves in these out lined areas are sufficient to produce 30 million tons of high grade iron ore pellets.The ore 'consists of fine grained magnetite with alternating layers of chert and is mined by conventional open pit methods. This extremely hard and abrasive ore averages about 20 percent magnetic iron, and has a ratio of concentration of 3. 9 /1. Presently, mining operations are confined to two pits with a third one being developed for operations to begin in 1973.The run-of-mine ore is crushed and ground and then concentrated by magnetic separation and flotation to a concentrate grade of 68 percent magnetic iron. The concentrate is agglomerated by a grate-kiln pelletizing process and shipped by rail to Dofasco's blast furnaces in Hamilton and to Jones & Laughlin's furnaces in Pittsburgh."

In 1910 the United States Bureau of Mines was created. It was the outgrowth of a social problem stemming from the fact that 25,000 men were killed in coal mining accidents for the period 1900-1910. Something had to be done and congress responded to the people's demands by creation of this new regulatory agency. At that time mine operators felt the new agency was too strict but nonetheless new rules were developed and enforced and results were obtained by the industry which reduced fatal accidents to less than 250 per year by 1970.*Social reaction by the general public brought about legislation which created the Federal Coal Mine Health and Safety Act of 1969 This legislation was a direct reaction to the Farmington Disaster. Operators and miners alike said "we cannot operate under this law. It is too strict, requirements are unrealistic, production will suffer, .there will not be any improvement in health and safety, etc." Consider the facts: 1. Health and safety have improved. The 1972 frequency and severity rate was the best ever for the bituminous coal mining industry, Figure 1. 2 .Production per manshift has dropped in underground coal mines. For example, in West Virginia from near 16 tons/m.s. in 1967 to nearly 11 tons/m.s. in 1971-72. However, not all of this loss can be attributable to the Act, but certainly some is. (2) The betterment of the safety of coal mining was a prime motivation behind the coal law and from that standpoint the law has been partially successful, but the loss in productivity has been a real burden to the mine operator. Everyone should recognize that the law says little in regard to production--it only relates to health and safety. Production is management's responsibility.

The Mons Cupri Cu-Pb-Zn deposit is situated within a complex Archaean volcanic sequence dominated by rhyolitic fragmental rocks. This sequence is underlain by a 150 m group of rhyolitic ash flow tuffs with minor conglomerate and sandstone, and is overlain by approximately 180 m of dacite and andesite flows. The Mons Cupri sequence itself consists of several elongate or circular rhyolite domes, flanked by rhyolitic fragmental rocks ranging up to 400 m in thickness away from the domes. The lithology of clasts (typically 1 cm to 1.5 m in size) provides strong evidence that the flanking fragmental unit was derived by explosive eruptions associated with the rhyolite domes. An approximately 15 m thick shale horizon, bleached and silicified at its base, overlies both the rhyolite domes and the frag- mental unit. A south-dipping chloritic pipe-like body, with near-surface dimensions of 1,000 by 250 m and narrowing at depth to produce a cone-shaped cross section, lies within the rhyolitic frag- mental rocks about 250 m north of the largest rhyolite'dome in the Mons Cupri vicinity. Its east west elongation parallels that of the rhyolite dome. Ghost fragments indicate that the material in this fissure is a severely chloritized derivative of the rhyolitic frag- mental unit. In order for a taxpayer to produce income, he may be required to exhaust his capital assets. With respect to the mining industry, those exhaustible capital assets may result in income tax deductions under the general categories of depreciation, obsolescence, losses and depletion. The percentage depletion deduct ion concept is not based upon "economic" depletion, or "geological" depletion theories. Instead, it is wholly an income tax concept created by Congress. This is significant in that, in its application, tax depletion has no adherence to traditional economic or geological depletion concepts For example, the Internal Revenue Code limits percentage depletion to 50 percent of the miner's net income for the taxable period.1/ Should a particular miner extract and sell 500,000 tons of material during the year, but at a loss, he receives no percentage depletion. The same would apply to an electric utility which mined its own coal. Should its mining costs exceed the "going price" for coal, as established by actual arm's-length sales in the market, the utility has no net income, and is therefore not entitled to percentage depletion.2/

Because of the danger to life and property in a coal mine if an oil or natural gas well should be accidentally intersected during mining operations, certain precautionary measures should be carried out prior to entering previously unmined areas. The locations of all wells both at the surface and at the depth of the coalbed should be accurately determined. The condition of the well should be learned from surface observations, and more importantly, from subsurface examination by geophysical logging devices where possible. It is also desirable to learn the physical properties of the hydrocarbon-bearing rock formation and the hydrocarbon fluids. The major hazard presented by oil or natural gas wells to mining operations is that of explosion and fire due to the rapid release of gas into the mine atmosphere. Wellbore pressure, the principal index of danger, should be determined by one or more of the methods described and by a service company such as those listed in the appendix. Because of high pressures involved and the consequent hazard, much emphasis has been placed on underground storage of natural gas in areas containing minable coalbeds. Maps are shown of the principal coal producing areas and the locations of currently active gas storage reservoirs. A checklist has been included of factors to be considered when mining coal in an area where oil or gas wells exist.

Preparation of coal begins at the face in underground mines or in the pit with surface mines. Impurities in raw coal can be in the seam itself or in extraneous material taken in mining from the roof or bottom. Raw coal is prepared only to the extent that is necessary to make the product salable. Over 60% of all coal production is processed to some extent in cleaning plants. For underground mines the proportion cleaned is 72% as compared to 42% from surface and 15% from auger mines. Coal supplied for coking purposes is nearly all upgraded by washing, while for the largest market, electric power generation, a high proportion is shipped as a raw product with processing, in whole or in part, only as necessary when excess impurities are mined with the coal. This chapter will deal primarily with plants that process or wash coal to some extent and only incidently with mines shipping raw run-of-mine coal crushed to a top size of, usually, 2 to 4 in., with little, if any, other treatment. ECONOMICS OF COAL PREPARATION During the past decade, major changes have occurred affecting the market, profit, and long-rang planning of the coal industry. Mining companies have become "partners" with consumers at many new and some old mines, both for steam and metallurgical coals. Coal properties have become "assigned" tonnages at mutually agreed upon conditions and prices. Lower unit-train tariffs have been instrumental in helping coal markets to compete against oil and atomic energy. Cod prices for power plants are still on a Btu (British thermal unit) basis but with more emphasis on sulfur content. For metallurgical coal, the lower and medium volatile coals are in demand and the price rises, generally, as the volatile percentage is lower. Moisture affects the Btu value of coal almost the same as ash content, but dusty conditions during loading and unloading are no longer accept-

Outokumpu Oy has acquired considerable experience with on-stream X-ray fluorescence analyzers and with computer control of flotation processes over several years. It became evident at the outset of this work that a reliable and accurate on-stream analyzer was more than a collection of different pieces of hardware linked together. Extensive work was done to develop an integral analyzer system, beginning with process samples through the spectrometer to report typewriters, recorders and the control computer. To date, over ten Courier-300 analyzer systems based on this development have been installed world-wide, several of which provide the key information for successful computer control systems. Computer control of flotation processes has been under development at the Pyhäsalmi concentrator since 1968. Two different control strategies have been implemented. The copper flotation is controlled by means of a mathematical model and economic criteria, whereas the "evolutionary operation principle" is applied to the zinc flotation. The computer control system installed at' the Vuonos-mine has been developed according to the same guidelines. In order to consolidate this wide experience, a flotation computer control system, Proscon-100, was developed by Outokumpu Oy, and the first system was installed at Kotalahti in 1972. In addition to the technological experience, enough information has also been gathered to illustrate the economical, benefits accruing through the use of these advanced tools of automation.
