The non-renewable energy resources of Queensland comprise coal, petroleum (oil and gas), oil shale and uranium. Coal is widely distributed., and has been developed extensively both for export and for use within the State. Proven reserves total 5 390 million tonnes recoverable of coking coal and 5 580 million tonnes recoverable of non-coking; very large resources particularly of non-coking coal are still to be quantified by further drilling. Annual production is of the order of 20 million tonnes of coking coal, principally for export, and 6 million tonnes of non-coking, mainly for power generation within the State. Petroleum resources are meagre in com- parison with those of coal. Initial recover- able reserves of liquids (mainly in the now substantially depleted Moonie Oil Field) totalled only 4.2 million m3. Initial recover- able reserves of gas (mainly in the western Surat and Bowen Basins) totalled 7 800 million m3. Annual production is of the order of 64 thousand m3 of liquids for refining in Bris- bane, and 268 million m3 of gas mainly for production of fertiliser and for industrial and domestic heating, in Brisbane. Processes for hydrometallurgical treatment of crude nickel hydroxy carbonate and impure high grade ferronickel to produce cathode nickel and cobalt hydroxide are described. Outokumpu nickel refining process originally developed for nickel matte has been adapted to the mentioned new raw materials. Both new process routes contain the Outokumpu cobalt removal and nickel electrowinning stages but leaching and solution purification stages differ from the industrial process in operation in Harjavalta.

The federal government kicked off the new budget season in November 1978, when Finance Minister Chretien announced a handful of proposed amendments to provisions of the federal Income Tax Act and Regulations affecting mining. (See Tax Notes in the January 1979 issue of the CIM Bulletin.) Declaring in his budget speech that these changes were in response to the report of the joint federal/provincial task force on resource taxation, Mr. Chretien tossed the ball to the provinces-" I want to take the lead here... I feel confident that the provinces will do their part". Quebec and Ontario, picking up the ball in their spring budgets, have announced favourable modifications to the provincial taxes on mining, with these moves being paralleled in the recent Manitoba budget, which proposes a flatrate mining tax to replace the previous controversial two-tier royalty. In the meantime, the federal government passed a host of amendments to the federal earned depletion regulations. The result is yet another batch of complex tax changes for the industry to note and digest, but this time with the hopeful factor that most of the changes are favourable to the industry. This article reviews the current status of the federal budget changes, comments on the Ontario, Quebec and Manitoba proposals, and reports on the changes to the earned depletion regulations that were passed by Order-in Council in March 1979.

GENERAL In mid-1974, a representative of ARCO Petroleum Company walked into our Austin offices and asked for a permit for ARCO's first Clay West Mine site. This was the first in situ uranium mining permit issued in the United States. That initial permit, issued in January 1975, was for three acres. The four years since have been characterized by growth and change. Today there are 16 permits approved for approximately 1,540 production acres issued to five companies at eight sites in four counties. There are approximately seven additional permit applications being processed or on the verge of being submitted for an estimated 2,000 additional acres of production. As a rough gauge of the financial scope of this activity, at the typical 40 production wells per acre and an estimated $2,000/well, operators hale installed or committed $122 million for production wells. This does not account for the exploration and development wells installed to delineate the ore or the cost of processing facilities for extracting the uranium. HISTORY OF URANIUM MINING IN TEXAS Information I have concerning early in situ uranium mining activities is "sketchy" but the apparent first on-site test of in situ uranium mining was conducted between 1967 and 1971 at the Dueterstat site, north of Yorktown in Gonzales County, by City Service. Others ran tests at the Bruni site in Webb County and the Burns and Clay West sites in Live Oak County in the mid-70's. During this period, Texas Water Quality Board personnel in the central and district offices maintained a general surveillance of these various test activities. Regulation of in situ uranium mining was formalized with the issuance of a permit in January 1975 with the advent of ARCO's initial production scale (3 acre) effort in the Clay West area at the Moser mine site. Since 1975, the accelerating rate of mining and exploration activity is noticeable. There were 16 exploratory rigs operating early in 1977. This year, the rig count is averaging 46--a 287% increase. HISTORY OF LEGISLATION Paralleling this mining activity was state and federal legislation which subjected in situ mining to environmental regulation. The following is a brief chronology of the legislation that is directly or indirectly related to uranium mining. As most of you know, disposal wells are an integral part of most in situ uranium mines operating in Texas. They are used both during production and during aquifer restoration following production. The wells are regulated by the Texas Injection Well Act, enacted in 1961 by the Texas Legislature. In 1967, the Water Quality Act established the Texas Water Quality Board, and provided for the regulation of water quality by the so-called permit system. In 1969, the Solid Waste Act was enacted by the Texas Legislature. The legislation provides for control of wastes from manufacturing, mining, and agriculture. This Act regulated uranium surface mining activities until 1975 when the Texas Surface and Mining Reclamation Act placed responsibility with the Railroad Commission for uranium open-pit mining and surface mining of coal and lignite. In 1972, the Federal Water Pollution Control Act (Public Law 92-500) was passed. This legislation forms the legal base for the NPDES (National Pollutant Discharge Elimination System) and the subsequent point source effluent guidelines and standards. The November 6, 1975 issue of the Federal Register published interim final rules for Best Practical Treatment levels for effluent discharges from ore mining and dressing operations. Litigation was immediately initiated by eleven companies against these proposed rules, and they are currently being reconsidered for reissuance in 1979. In 1974, the Federal Safe Drinking Water Act (Public Law 93-523) was enacted. A part of this legislation is the Underground Injection Congrol Program. The regulations implementing this program have undergone various public hearings and it is expected that they will be published in the Federal Register before the end of 1978. In 1975, the Texas Surface Mining and Reclamation Act (Senate Bill 55), providing for the Railroad Commission's authority to require reclamation of surface mines, was passed. The Development of Water Gel Explosives Water gels are the most recent development in the evolution of commercial explosives. They are replacing dynamite, having proven themselves to be excellent alternatives to this standard explosive. Water gels have steadily displaced dynamite over the past two decades. In 1959, they accounted for only 1 percent of the market they share with dynamite. By 1965, the share taken by water gels had grown to 21 percent. In 1970, it was more than 40 percent, and today it is nearly 70 percent. Black powder, the first widely used explosive, revolutionized mining and quarrying in its day. However, when nitroglycerin dynamite became available about a century ago, it rapidly displaced black powder because it provided greater energy for a given weight, much higher velocity for better rock shattering performance, and water resistance for easy use in wet conditions. During the past 50 years, ammonium nitrate has played a dramatically increasing role in explosives. First, it was used as an ingredient in dynamite, and then as the main component in nitrocarbonitrate blasting agents. About a quarter of a century ago, it began to find use in a simple and inexpensive mixture with fuel oil that has revolutionized the explosives industry and today fills about 80 percent of the requirements for explosives in the U.S., and certainly the bulk of blasting requirements worldwide. The borehole deformation gage and overcoring techniques developed by the Bureau of Mines form one of the primary methods of determining in situ rock stress. This report describes a least squares method of calculating the average rock stress components in the horizontal plane from more than three diametral deformation measurements in a vertical borehole. This least squares analysis provides a means of determining the multiple correlation coefficient, the variance, and the scatter for a set of deformation measurements. From this information, confidence limits can be calculated for the secondary horizontal principal stresses and their directions. The material presented in this report can be used as a guide to the development of least squares solutions for stress measurement techniques other than the borehole deformation method. Since the statistical information that results from the least squares method is extremely useful in the interpretation of results, it is recommended that a least squares analysis be used on stress measurement data whenever possible.

Many of the pyrite concentrates produced at South African gold and uranium mines contain economically significant amounts of nickel, copper, and cobalt, apart from gold and uranium. In some cases these concentrates are leached for uranium, followed by roasting and cyanidation of the calcine for the extraction of the gold. Even if their intrinsic value is excluded, the presence of appreciable amounts of base metals can lead to excessive consumption of cyanide and zinc in the conventional process for the recovery of gold from calcines. The extent to which base metals, particularly cyanocides in the calcine, can be made soluble in water or in dilute acid by variation of the pyrite roasting conditions was investigated. An important finding of the investigation was that the conditions producing favourable base-metal sulphation (and hence solubility in water) also produced good sulphation of the uranium values that had not been extracted in a conventional leach of the original pyrite. Thus, if the pyrite is subjected to a sulphating roast followed by quenching in water (or dilute acid), it should be possible for the uranium to be extracted in improved yield. The need for leaching of the pyrite would therefore fall away. It was noted that sulphation roasting also resulted in improved gold extractions when the calcine was subsequently subjected to conventional cyanide-extraction procedures. From well-sulphated calcine, the dissolution of base metals and uranium appeared to be fairly independent of leaching pH, time, and temperature. On an inadequately sulphated calcine, Iow pH values during leaching gave increased extraction of copper and uranium but did not have a significant effect on the dissolution of nickel and cobalt. The extraction of uranium increased with increasing leaching time and temperature, while only longer times at a Iow pH value markedly improved the extraction of copper. The extraction of cobalt was fairly independent of leaching time and temperature, but the results were insufficient for a conclusive evaluation to be made of their effects on the dissolution of nickel. A cursory economic assessment 'indicated that sulphation roasting applied to the pyrites investigated is likely to be very profitable.

Interlocking material balances on complex mineral dressing plants greatly assist in metallurgical investigations: indeed, without such a balance, there is no firm basis upon which to base process performance evaluations. To achieve balances both qualitative and quantitative data must be rationalised in conjunction with the process flowsheet. WSL has developed a range of programs to evaluate interlocking material balances. However, to obtain maximum benefit from the balances, answers of direct value at the process level must be provided: WSL has developed also a range of programs for this purpose. Practical examples are given, which illustrate the benefits obtained from process balances.

As part of the goal to maximize minerals and metals recovery from primary domestic resources, design factors associated with minimizing current leakage in bipolar cell configurations were studied by the Bureau of Mines as a means of improving the efficiency of bipolar e1ectrooxidation cells. Initial studies that were conducted in a small bipolar cell operating at 140 to 145 volts and 15.4 amp indicated how design factors could be employed to minimize cur-rent leakage around adjacent electrodes during cell operation. Based on these results, a 40-electrode, 108-kva prototype of an industrial-sized cell was constructed and tested for extracting metal values from offgrade molybdenite concentrates. The feasibility of recovering molybdenum and rhenium from the oxidized pulp also was determined. Feed to the process sequence consisted of flotation concentrates containing 16 to 35 pet Mo as molybdenite and 6 to 15 pct Cu. E1ectrooxidation in the prototype cell resulted in 84 to 97 pct Mo and Re extraction with a corresponding energy consumption of 9 to 13 kwhr/1b Mo extracted.

No method of roof control yet devised has proven to be universally acceptable for the wide range of strata conditions experienced in U. S. coal mines. However, a relatively new innovation, the roof truss, has proven itself capable of preventing roof failures which both conventional and resin bolting could not. Presently, the economics of roof trusses are not favorable when compared to bolting due primarily to drilling and installation procedures, but this is expected to change with improved truss and equipment designs. To realize the full potential of this new method of roof control, design criteria are needed which can optimize the effect of the truss for varying strata conditions. A review of the literature reveals that some work has been conducted on the roof truss. Cambrell and Haynes1 (1970) showed that the roof truss is superior to angled roofbolts installed through a header. Sheorey, Verma, and Singh2 (1973) used statics to prove that the optimum angle of inclination should be greater than 45°. However, to date, no systematic attempt has been made to establish design criteria. In this paper, the problem was approached in three ways. First, model studies were performed to determine general trends of truss support as a function of a number of variables. This provided a better understanding of the support mechanism involved. Secondly, beam theory was employed to calculate the actual support capacity of a truss, realizing the many simplifications, assumptions, and shortcomings of this approach to such a complicated problem. Last, field testing will be utilized to test the hypotheses previously developed and provide hard data to further synthesize roof truss design criteria. Field testing has recently commenced and should be complete before mid 1977.

Porous and permeable rocks deeply buried in sedimentary basins contain immense volumes of hot water with the potential to supply low-grade heat energy. A part of Canada with sizeable potential for low-grade geothermal energy is the northern Williston Basin of southern Saskatchewan. In this region, the University of Regina has conducted a geological study investigating the feasibility of producing large quantities of warm water suitable for space heating in the Regina - Moose Jaw area. The study has shown that the most favourable geothermal reservoirs are in the Basal Clastic Unit (Cambrian Ordovician), which, at an approximate depth of 2,000 metres has predicted temperatures of 71°C to 74°C. We anticipate sustainable flow rates from these reservoirs of 100 to 300 ms/hr. The water contains about 150,000ppm of total dissolved solids, mostly sodium chloride. It is anticipated that the sulphate content will be 3,000 to 6,000 ppm, that the dissolved oxygen and hydrogen sulphide content will be small, and that the waters will be neutral to slightly alkaline. It is anticipated that the piezometric level will be 46 m below the ground surface for reservoirs in the upper part of the Basal Clastic Unit and 141m below the ground surface for the lower reservoirs of the unit. Plans are to build a low-grade geothermal research, testing and demonstration facility at the University of Regina. To be a practical demonstration, the facility will have to handle very large volumes of water. Because of high salinity, the water will be re injected into a subsurface reservoir. We do not anticipate insurmountable problems because of salinities or as a result of corrosion provided that the waters are not aerated during handling

High-rate floc-blanket clarification of gold pregnant rotary filtrate was introduced at the Vaal Reefs South gold plant of the Anglo American Corporation during February 1978. A. daily 12 000 to 15 000 t of filtrate, with an average suspended-solids concentration of 350 mg/I, is continuously clarified to a concentration of less than 2S mg/I of suspended solids in a modified plant pachuca (10 m in diameter) at throughput rates of 7,7 to 8,5 ma/m2.h by the addition of 5 g/t of ferric chloride inorganic coagulant and 0,2 g/t of Superfloc NI00 flocculant. The pachuca overflow is then clarified further in seven Stellar candle pressure filters of 54,S m2 surface area to under 5 mg/I of suspended solids. The combined clarification cost when the hopper clarifier is used in conjunction with the Stellar filters is R0,0032 per ton of liquid treated, which is approximately 60 per cent lower than the cost of Stellar filtration on its own. The savings are mainly due to the reduced use of filter pre-coat, the consumption of which has dropped by 70 per cent since the introduction of hopper clarification.

Shuttle car trailing cable splices were tested for resistance to failure upon being subjected to repeated bending, abrasion, and tensile shocks using a new testing method that closely simulates shuttle car induced stress. The results show that under normal stresses, splices can be made to withstand the equivalent of three months of operational use. Restoring the tensile strength to the conductors is found to be as critical as restoring flexibility. Splices in which the conductors are of slightly unequal length did not present as serious a workmanship problem as previously thought since test results show that the conductors tend to equalize when longer cables, in contrast to short cables employed in previous testing methods, were used. Dynamic recordings of cable tensile stresses are presented for a shuttle car and the new simulated testing method. Two simple but effective methods for removing insulation using a knife and a pair of pliers are described. None of the designs tested for a sacrificial splice covering were satisfactory.

Mathematical models of mineral processing unit operations have been developed and used for a variety of purposes. Models, defined as equations which mathematically approximate the behavior of process units, are being employed in simulators to evaluate proposed flowsheets, to investigate flowsheet modifications, to study the effect of variables on circuit behavior, to optimize the performance of circuits off-line, and to compare alternate control strategies (Mular and Herbst, 1978). Models developed for mineral processing operations may be placed in one of two general categories: phenomenological (based on mechanism) and. empirical (based on experimental data only). Dynamic models (including time as a variable) .are useful for control studies, while steady-state models (independent of time) are employed in flowsheet evaluations. Phenomenological models are potentially more flexible and accurate than empirical models. However, models constructed from theoretical knowledge are less easily developed compared to empirical expressions fitted statistically to experimental data. The latter apply only over the range of data acquired. Most often, models used in practice are the result of a combination of theoretical and empirical approaches.

The safe-level dilution of low-level radioactive wastes in large volumes of selected granular material is proposed as an alternative method of permanent waste disposal to current Canadian practice of concentration and encapsulation. Accepting the fact that a "background level" of radioactivity exists throughout the world, the authors feel that the concept of controlled dilution of radioactive wastes to a level in keeping with "background" is a plausible alternative to current thinking on the subject and is worthy of equal consideration.

The decay of 222 Rn yields a series of short-lived decay products which become attached to the surface of a plate or wire exposed in a 222Rn-bearing atmosphere. The alpha-activity of two of the decay products, 218Po and 214Po, can be measured by simple counting techniques. This phenomenon may have direct application to uranium exploration. Laboratory studies have shown that: (a) radon decay products can be collected on a wide variety of materials (including various kinds of metals and plastics); (b) activity increases as a function of the surface area of the 'collector; and (c) the collection of the decay products is enhanced by applying a negative charge. The new technique was used in situ to delineate the anomaly above the South March uranium-copper occurrence. A related technique was developed to measure radium in soil samples. The results of both studies compared favourably with those obtained from conventional methods.

The problem of a realistic investment analysis for a new mining venture that sells its products on the international metal markets IS studied against the background factors, firstly, of different inflation rates between the countries hosting the mines and those. hosting the metal markets; and, secondly, of the changing pattern of currency exchange rates between such countries. The purchasing-power parity theory is used to establish a pattern of relationship between these two factors, and to develop a more logical approach to the long-term forecasting of metal prices in the currency of the country in which the mine is situated.

INTRODUCTION Economic evaluation of an open pit mine is similar to the economic analysis of any major investment project in any industry. It requires (1) taking into account all of the costs and revenues that are estimated to be incurred over the economic life of the project; (2) crediting the project with all the tax savings and tax credits that will be realized over the project life from tax deductions and credits related to various project costs; (3) charging the project with all taxes to be paid on taxable income over the project life; and (4) properly accounting for the time value of money for all project costs, revenues, taxes, tax savings, and tax credits when making the overall project economic evaluation. These considerations must be taken into account for any valid method of economic analysis such as discounted cash flow rate of return (DCFROR) or net present value (NPV) analyses. All economic analyses fall into one of two categories. ( 1 ) comparison of income-producing alternatives, or (2) comparison of service-producing alternatives. The analysis of alternatives in either of these categories can be made by using correctly any of five basic economic evaluation approaches which are. ( 1 ) present value, annual value, (3) future value, (4) rate of return (ROR) , and (5 ) break-even analysis. Of these evaluation techniques, DCFROR and NPV analyses are used most widely for evaluating income-producing alternatives while present worth cost and equivalent annual cost analyses are used most often for the evaluation of service-producing alternatives. In this chapter income- producing alternative analysis is emphasized, so DCF- ROR and NPV are utilized for evaluating the case studies presented.

The role of metals in the economy is discussed with regard to the flow of metals through to final demand and is illustrated by data for seven metals. Factors influencing the changing pattern of metal consumption are described, including relative prices. A des- cription and discussion of current metal demand forecasting methodologies precedes a discussion firstly of broad economic trends and secondly of the evolving pattern of metal consumption relative to GDP (metal consumption intensity), as technology and other factors change and as economies mature. The tendency for metal consumption intensity to plateau and decline when economies reach a certain region of per capita GDP, following a rapid rise early in the industrial- ization process, is shown in comparative data for seven metals and six countries.
