"LOCATIONThe mine and mill are located in Lemoine township which is 20 miles directly south-east of the town of Chibougamau Quebec. Personnel live in Chibougamau and commute to the property over 33 miles of paved and gravel roads. Concentrates are trucked 13 miles to a railway siding on the line connecting Chibougamau and Quebec city.HISTORY Several companies explored the property before acquisition by Patino Mines (Quebec) Limited in 1973. Further exploration led to the discovery of a high grade copper-zinc orebody and the property was brought into production by the above company in 1976.ORE The ore contains 85% - 95% sulphides consisting of chalcopyrite, sphalerite, pyrite, pyrrhotite and minor gold and silver. Argenti tetrahedrite, antimonial silver, native bismuth and galena are also pre sent in very minor quantities. Associated gangue minerals are quartz, carbonates and occasionally chlorite."

INTRODUCTION From 1967 to 1976 in the Federal Republic of Germany about loo km tunnels and 125 underground stations were constructed for municipal and commuter railways solely. Additional a remarkable amount of road tunnels and sewers were built. In 1977/78 a further 27 km railway tunnels, 3.5 km road tunnels and 65 km sewers and utility lines were under construction. This shows an enormous volume of tunnel construction work. In connection with this activity various technical research and development programmes have been carried out. They deal with nearly all fields of underground works as for example soil and ground exploration, excavating and lining techniques, calculation and last but not least waterproofing problems. It is impossible within the framework of this report to touch on all the problems. Therefore, only one problem area with its different aspects will be discussed: waterproofing systems and their last developments in Germany, especially, joint sealing with special consideration of the waterproofing of concrete segmental tunnel lining (1)

It has already been said and written many times that the construction of tunnels in urban areas has proved more and more indispensable, if not vital. The subsequent development of tunnelling for 15 or 20 years has brought large and sometimes spectacular improvements in the fiel of execution methods. But, particularly in urban areas, the difficulties to be overcome have been and still remain very important. As a matter of fact, most of big cities, have been settled near rivers or lakes; therefore the geological nature of the subsoil is soft ground and the level of ground water is high. As a consequence, tunnelling is often faced with many well-known difficulties and dangers issued from decompression or loosening of the ground, sometimes accompanied by a lowering of the water table. This may compromise the safety of the excavation itself and of the workers, and also cause settlements which many severely damage nearby buildings or structures. This is the reason why it is always necessary to work out specially adapted methods and even to develop new ones. In most cases, each work is a particular one and has to be specifically studied since numerous data are to be taken into account, related not only to geology, cohesion and behaviour of the different layers concerned, ground water, the activity of it, but also to

In the mining industry and in new and expanding fields, such as electronics, nucleonics, and astronautics, a new type of manager has evolved. The name most generally used is project manager. His business is to create a product and the principal means through which he accomplishes this is project management. In this chapter, new information is the product of the project manager; as such the products, for which the computer methods described throughout this volume are designed, fall in the domain of project management. It has been the author's experience that project management is the management tool to effectively direct the information technology function within an organization. The purpose of this chapter is to describe project management and to identify and present a solution to the problems associated with project management in the development and application of computer methods in a minerals environment. Specifically, the problems to be addressed will center around: (1) recognition of the need for project management in terms of business-environmental factors and product characteristics, (2) formulation of a method of operation in terms of organization and implementation, and (3) application of project management to the minerals industry.

Predictions of coal cleaning plant performance from the washability data are traditionally used at the conceptual design stage of a coal preparation plant to confirm process selection. The development of computer programs which simulate the operation of a plant facilitates the optimization of product yield and quality, and ultimately proceeds. It is shown that the optimum is sensitive to changes in mine operations and market price structure. A computerized review of operations is thus recommended as an on-going activity .

INTRODUCTION Over the world, and especially in the United States, there is increasing dependence upon progressively lower grade ore deposits. These lower grade ores are frequently difficult or impossible to process due to complex mineral assemblages being very finely disseminated. Thus, many of the conventional mineral concentration methods are not applicable to these ores. For the last few decades, research in the more exotic mineral processing techniques has been conducted, both in universities and in governmental and industrial laboratories. Since its inception, the Institute of Mineral Research of Michigan Technological University (MTU) has devoted much of its attention to the problems of processing refractory, low grade ores. Recently a new flotation system was developed which shows promise of being applicable to a broad range of ore types. This process has been the subject of two allowed patent applications. This paper describes the details of such a flotation system which is potentially useful for treating ultrafine minerals. Some highlights of the testing program on a variety of iron ores and a group of lithium-bearing ores will be presented. EXPERIMENTAL PROCEDURES Both iron and lithium ore flotation treatments followed the same general procedures, with minor differences in pH and in reagent dosages. The method is rather simple, efficient and economical from the standpoint of recovery and the cost of reagents consumed.

The technology applied to shaft sinking has lagged far behind other construction activities. While surface oriented construction and mining have made great strides with new processes and equipment, the majority of shafts sunk currently still follow a drill, blast and muck-out cycle developed in the 16th century. Today, in 1979, the shaft sinking industry is in the midst of its own private industrial revolution. Millions of dollars are being spent annually by industry and government alike to spring the art of shaft sinking into the 20th century. The objective of this paper is to review a few of the newest mechanized schemes for shaft sinking. This is not a theoretical review, however, but a practical one, and deals only with hardware and projects which are currently on jobsites. Figure 1 shows the equipment. On the left is the 241SB 184, a 24 foot diameter blind shaft borer. This machine is currently at about 200 feet, constructing a coal mine shaft in Alabama. It is built and utilized in a manner similar to a tunnel borer. In the upper center is the 1211SR, a 12 foot diameter blind shaft reamer. This machine follows a 6 foot pre-drilled blind pilot hole, and is at work in Chicago. On the upper right is the 121BR, a powerful new blind drill. Just below it is the conical drill head for the 121BR which can utilize either carbide or standard disc cutters. At the center bottom is an expandable back reaming head which can be used to enlarge a drilled shaft up to a maximum of 16 feet diameter, or can be used to produce a shaft having several diameter changes. Today numerous ores contain valuable minerals in finely disseminated form; and although the recovery of these fine mineral particles is generally exceedingly difficult, diminishing raw material resources necessitates the recovery of such mineral values. In many systems, the efficiency of recovering fine particles is still extremely low and often fine particles must be discarded as slimes. However, in recent years, various advances have taken place in the recovery of mineral particles in the very fine size range. In this paper, the background and performance of a number of processes for fine particle processing and separation are reviewed and discussed, particularly from the point of view of how fine particle recovery might be improved.

Coal cleat and faulting influence failure, gas release, and choice of preferred mining directions, locations, and sequences. Unfortunately soil and younger rock cover restrict direct mapping of these structures ahead of mining operations. Aerial photographs of cover contain indirect indications of concealed structures in arrays of linear photostructures. These arrays are commonly too complex for interpretation by simple visual inspection.Analytical techniques applicable to complex arrays are illustrated for a covered part of the Galilee Coal Basin, Queensland. These techniques are: optical determination of sets in arrays of photostructures; correlation of these sets with sub-surface structures; filtering of m-rays for particular sets; detection of anomalies associated with concealed structures in the density distributions of particular sets; fitting filtered arrays to trajectories; correlation of trajectories with the regional directional variations of concealed structures; contouring of ratios of sets to discriminate anomalies associated with concealed fractures and variations in the total and bed thicknesses of cover; kinematic and dynamic inference on the basis of fracture-trace angular and spatial relationships.

INTRODUCTION The measurement of displacements in soil or rock in the vicinity of underground openings provide valuable information for a better understanding of the behaviour of the structure. On the basis of systematic observations conclusions can be drawn concerning - safety of the opening in the various stages of excavation - effectiveness of the support measures - nature of the rock pressure to be expected - influence of the construction of the opening on neighbouring structures (settlements of foundations, underpassing other tunnels etc.) - comparison of theoretical predictions with the actual structural behaviour (1). Today there are several types of suitable instruments available that can be employed at reasonable costs for such investigations (2). The most important ones are the multiple point borehole extensometer, the inclinometer and the multiple point borehole deflectometer. As is well-known, the extensometer only measures the displacement component in the borehole axis, while the inclinometer and the deflectometer provide monitoring of rock mass movements normal to the borehole axis. In the following a new instrument is described, which has been given the name Extenso-Deflectometer ISETH. In this single piece of equipment certain features of the above-mentioned three types of borehole instruments are incorporated. it enables the measurement of all three components of the displacement vector at consecutive points along the borehole, the axis of which may have any direction in space. INTRODUCTION Measurement of certain data associated with nuclear testing necessitates the reception of waves at the instrument location which are unaffected by reflection off internal structures or tunnel surfaces. Therefore, in order to provide necessary facilities for the fielding of experiments in support of the underground nuclear testing program, the Defense Nuclear Agency (DNA) commissioned a cost and feasibility evaluation pertaining to the design and construction of large underground cavities in Rainier Mesa. The effort included research into past experience pertaining to the excavation and support of large underground caverns, assessment of the geological conditions which exist in Rainier Mesa, preliminary design of the chambers and their rock support systems based upon the geological setting, development of mining plans for the excavation of the caverns, and estimation of the cost and manpower schedule to complete construction. This paper summarizes the results of the feasibility evaluation. The investigation was limited to modified hemispherical configurations ranging in size from 24.4 to 91.4 m (80 to 300 ft) in diameter. Two cavity support systems were considered. The first employs internally installed rockbolts as the means of primary rock support while the second involves the use of annular tendon galleries located above the chambers from which primary support members are introduced prior to general excavation. The internal support configuration was considered for cavities with spans of 24.4, 36.6, 48.8, and 54.9 m (80, 120, 160, and 180 ft) while the external support configuration was considered for cavities with spans of 54.9, 73.2, and 91.4 m (180, 240 and 300 ft).

THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA's $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston's Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design. HISTORICAL PERSPECTIVE "Blessed be the Lord my strength, which teacheth my hands to war and my fingers to fight." Thus sang David three thousand years ago, in tacit acceptance of the condition of war, and in praise of the exceptional military skills with which this warrior king of Israel was endowed. He had cause to exult, for he had consolidated King Saul's conquests and added new ones of his own, not least of which was the capture of Jerusalem. David revealed in this operation that his mastery of the military arts embraced not only the weaponry and tactics of his day, but also strategy and that oldest of intelligence techniques: spies. The Jebusites, who built Jerusalem, had encompassed the city with the first of its many walls, but had neglected to incorporate the sole reliable water supply within its perimeter. This was Ain Gihon, today called the Fountain of the Virgin, which bubbled out on the east slope of Mount Ophel, one of the ridges on which Jerusalem was built, and drained eastward into the Kidron Valley. Water was brought into the city in the traditional manner: by women descending the stony trail outside the wall to fill their jars at the spring. But this essential daily activity was vulnerable to interruption by a hostile force outside the walls. To remedy this weakness, the Jebusites had driven a gallery from the spring a short distance into the water-bearing limestone under the city, and there cut a small collecting basin in the rock, a common way to develop springs throughout this arid region. But then the Jebusites dug a small vertical shaft from the roof of the gallery above the cistern upward about 15 m. From the upper end of this shaft, they constructed a narrow inclined tunnel with rock-cut steps leading up to the city streets. Thus the water supply could be reached even in time of siege.

The leaching characteristics of a number of Australian uranium ores were determined under acid and alkaline conditions. Ores from the Ranger, Nabarlek and Koongarra deposits in the Northern Territory were readily leached in dilute sulphuric acid. Suitable processing conditions were: leaching at 35-40°C, pH 1·52·0 and redox potential -475 mV for periods of 16-24h with ore ground to 50 per cent -200 mesh CB.S.S.). Ore from the Roxby Downs deposit in South Australia required leaching at 55°C and a redox potential of -650 mV to achieve a satisfactory recovery. All ores contained refractory minerals which were not leached under conventional conditions, limiting uranium extraction to 86-96 per cent.Carbonate leaching of carnotite in calcrete ores from Yeelirrie and Lake Way in Western Australia yielded uranium extractions of at least 98 per cent. Leaching rates were considerably faster than those reported for other applications of alkaline leaching as the slow oxidation step was not required.

The nonferrous industry has for many years maintained monitoring stations in agricultural areas in the vicinity of smelters to collect data concerning impact of smelter emission on agricultural crop production (Thomas and Cross, 1928). However, in 1967, the United States Congress passed the Clean Air Act which was amended in 1970 (Marchant, et al., 1977). The interpretation of this act by the Environmental Protection Agency (EPA) made it necessary for the industry to install extensive real-time ambient sulfur dioxide (SO,) monitoring systems. This was only the tip of the iceberg. Since that time as a result of additional laws and agency directives, it is now necessary to monitor concentrations of a number of substances -in both air and water. And unless there is a major change in government thinking, this trend will continue during the decade of the eighties. It is difficult to estimate the full impact of these laws. Nevertheless, the impact is large and affects every person in the United States today (Anon., 1972; Rockefeller, 1971; Nelson, Yeager, and Guptill, 1973; and Anon., 1975). It prohibits the burning of trash and paper in most areas of the country. It increases the cost of transportation and the price of motor vehicles. It increases the, cost of nearly everything that is manufactured. In industries which compete in the international market, it reduces their competitive position. In some industries the environmental impact is felt on costs of goods sold in the vicinity of 25% of the total production costs. The major portion of these costs is not due to the monitoring systems but instead is due to the increased cost of production facilities, equipment, and raw materials in industries that are required to comply with environmental regulations.

The Bureau of Mines has extended its previous development of cast Mn-Cu damping alloys to powder metallurgy (P/M) consolidation of alloys containing 55 to 75 wt-pct Mn. Blends of minus 200-mesh elemental powders were compacted cold in directional and isostatic presses. With 1 pct binder, typical green densities ranged between 76 and 80 pct of theoretical when pressing at 30 or 48 tsi. Green strength increased with compacting pressure and copper content. As-sintered tensile strengths ranged to 60,000 psi fox a hydrogen, sintered 60Mn-40Cu alloy, along with 5-pct elongation. Sintered densities ranged between 90 and 96 pct of theoretical. Sintering (a as effective when holding for 1 hr at maximum temperatures of 900° to 1,040` C, dependent on composition. Strength and ductility were considerably lower than for equiva¬lent cast alloys. When aged to the damping condition, alloys containing 60 to 70 pct Mn exhibited >40 pct specific damping capacity (SDC) at 5,000-psi stress, considerably higher than values reported for equivalent cast material. Effects of 1 or 3 pct Sn or Zn additions on SDC and other properties were assessed. Trials were conducted on consolidating rings and gears of the 65Mn-35Cu alloy on industrial-type P/M equipment.

A primary goal of the Federal Bureau of Mines is to minimize the requirements for scarce mineral commodities through conservation and substitution of more abundant elements, such as iron and molybdenum. One example of this is the research effort to devise substitute materials for specialty alloys, thereby conserving nickel and chromium in high-volume stainless steels. As a possible substitute for the solid solution strengthening of chromium and nickel, the precipitation hardening characteristics of a number of binary iron-based systems in which Laves phase precipitates, such as Fe2Mo, are formed were investigated. Several hardening responses were observed, but none were ideal. The Fe-Ta binary system had the highest magnitude of hardening, even with low alloy additions, and the Fe-Mo system had unique stability at temperature. Accordingly, the Fe-Mo-Ta system was selected for study to determine if a ternary Laves phase could combine high hardening with long-term stability at elevated temperature. Hardening and stability were reflected in excellent elevated temperature, tensile, and stress rupture strengths. Future research will study ternary systems based on more abundant resource materials, such as the Fe-Mo-Ti system, together with additions, such as aluminum and minimal chromium, to provide oxidation resistance.

This research was part of an effort to investigate means of reestablishing non¬polluted hydrological systems in areas where surface mining directly impacts shallow ground-water resources. Chemically undesirable overburden material was selectively backfilled with the intent that it would be below the future root zone, be above the reestablished aquifer, and would not be leached as a result of deep percolation. After 2 years the buried material remains above the spoil aquifer and below the maximum rooting depth. Unsaturated water flow from the land surface to the buried material occurred during wet climatological periods. No significant leaching of buried material was observed, however. Overburden sample contamination from drill stem joint grease with Pb, Zn, and Cu additives caused substantial error regarding DTPA extractable trace metals. A grease with teflon and talc additives was recommended for use in future sampling programs. DTPA extractable trace elements in overburden material had no statistical relationship to post-mine ground-water quality. Overburden columns leached with water produced leachates comparable to overburden and spoil ground-water trace metal quality. A depositional model described the Rosebud Coal overburden as a fluvial system with distinct units of sand, silt, and clay, with distinct chemical properties. Physical and chemical characteristics of the model were comparable to the in situ geochemical system, a relationship which may aid in locating overburden materials unsuitable for reclamation.
