"The concept of employing a project management team to coordinate all aspects of the construction of a new resource development has gained wide acceptance. This team can be formed from within the staff of large mining companies or contracted from major engineering firms and consultants. The mandate of the project managers usually terminates on successful startup of the operation. For frontier mineral developments in the Canadian Arctic or in the developing countries, startup and the initial year of operation represents the period in which the project is most vulnerable to technical, political and managerial problems. A complete change of the management team or the retention of the construction project managers and the resulting cost combined with the breakdown of organizational accountability within the operating staff .are unnecessary management problems.Independent project management services provide the commitment necessary to sustain the continuity of management through all project phases. Efficiency and the ability to make decisions quickly are characteristics of the many successful small mining companies. These qualities are necessary in the project management group, which will be responsible for up to 90% of the preproduction costs.Continuous project management in the construction and operational phases of a mineral development are common in the iron ore industry, but remain anomalous in the base metal, energy mineral and industrial mineral fields.The Nanisivik project on Baffin Island in the Canadian Arctic is used to illustrate the advantages of total project management through construction and operation.Total project management has further potential for foreign interests and financial and utility organizations desirous of participating in the Canadian mining industry, but with no direct involvement in the construction or operating management. Participation agreements in the operating phase of a project can be negotiated to have management fees related to both the production and the profits of the enterprise."

In planning and operating mining projects, managers must take into account economic conditions in foreign markets in addition to Australian conditions. As the manager has little influence over the price or the demand for the product, it is particularly important that close attention is paid to the control of costs to ensure that the mining operation remains competitive with foreign producers. This is not necessarily true for some sectors of the domestic manufacturing industry where foreign competition is restricted and costs can be passed on to consumers because of the protection afforded by tariffs. The effects of protection on the cost structure of Australian industry are more pervasive than is commonly understood. The issue of protection is particularly important to the Australian mining industry management because the cost burdens imposed by local protection must be absorbed within profit margins. Furthermore, because protected industries are effectively subsidised to use scarce resources such as skilled labour, the development of more efficient industries such as mining is inhibited. The mining industry has much to gain from any relaxation in protection policy, and hence the issue is of considerable importance to all managers in the mining industry concerned with costs.

An investigation of multi-shaft airflow problems by the author in 1976 (1) was presented in the hope of arousing considerable written comment, but in fact-. only one contribution (2) was forthcoming. The investigation in this paper is taken several stages fur¬ther, because the matter is of major importance in many American hard rock mines with complex networks extending over thousands of meters vertically. The examples used have all been generated thermodynamical¬ly and checked by motive column (denisty) calculations. Dry air has been used to reduce the amount of time spent on the rather complex calculations, but it has been shown (3) that the principals developed apply equally well to air/vapor/water mixtures. Initially the subject is investigated using both thermodynamic and motive column analyses. The latter part of the paper concentrates on a motive column presentation. Both methods are, of course, equally valid and give identical answers to any situation when correctly applied, as is shown in the worked examples.

The first phase of an investigation of the chemical composition of subsurface water and the hydrochemical processes in and near the abandoned Nordic tailings at Elliot Lake, Ontario, was conducted in 1979. The Nordic area, which covers 85 hectares with an average thickness of 10 m and overlies deposits of permeable glaciofluvial sand, contains 15 million tonnes of tailings with 4-7% pyrite. Nests of standpipe piezometers installed at three locations on the tailings indicate that seepage through the tailings is predominantly downward. The water table in the tailings slopes from the north side of the tailings dam, where it is within a metre of surface to the south side near the tailings dam, where it is approximately 10 m below surface. When they were deposited during the period from 1957 to 1968, the tailings contained pore water at a pH of about 8 resulting from neutralization treatment in the mill. At the three piezometer nests, the pH increases from 3 near the water table to 7 near the bottom of the tailings. The pore water in the tailings is gradually becoming acidic because of oxidation of pyrite in the zone above the water table. The concentrations of Fe, Mn, Ni, Co, Zn and Pb are high in the shallow acidic zone and much lower in the deeper neutral zone. Concentrations of 226Ra range from 30 to 230 pCi/L. At the three sites concentrations of major ions in the permeable sand a short interval beneath the tailings indicate 226Ra presence of tailings seepage, but Ra concentrations are only 2 to 8 pCi/L. Greater downward penetration of 226Ra probably occurs in the area closer to the tailings dam. Monitoring of a network of multilevel bundle piezometers installed in permeable sand that extends southward from beneath the tailings indicates the occurrence of a plume of tailingsderived water containing high concentrations of Ca, Mg, Fe and S04 that extend 400 m downgradient from the tailings dam. The total dissolved solids decline from 20,000 at the dam to less than 500 mg/L at the identifiable downgradient periphery of the plume. A much smaller but distinct plume of water with high heavy metal concentrations and 226Ra in the range of 10 to 130 pCi/L extends from beneath the dam for a distance of 15 m. The pH of the groundwater in this heavy metal-radium plume is 4 to 5, whereas elsewhere in zone of groundwater with high dissolved solids, the pH is above 6. At Neavesville gold-silver (electrum) mineralisation occurs in steeply-dipping zones of intense fracturing, brecciation and quartz veining within rhyolitic pyroclastics, carbohaceous shales and andesites. Hydrothermal alteration extends over an area of greater than 3 by 1.5 km. In rhyolitic tuffs, highly silicified zones containing quartz-adularia-illite assemblages are flanked by less silicified assemblages composed of albite, illite-montmorillonite and chlorite. The mineralogy and sequence of alteration are comparable with the alteration zones which envelop the steam-producing fissures of the active Wairakei and Broadlands geothermal fields. Primary fluid inclusions in quartz from five fissure veins in the Neavesville field show maximum homogenisation temperatures ranging from 220 - 260¦C and salinities of 0.0 - 1.1 wt per cent NaCl equivalent, which cover a similar range to actual measured temperatures and salinities in geothermal fluids at Wairakei and Broadlands. The age of the rhyolitic pyroclastics and related alteration and mineralisation is probably Pliocene and Neavesville therefore represents a fossil geothermal system. The intensely fractured zones containing the gold-silver mineralisation were probably produced by hydraulic fracturing generated by accumulation under pressure of hydrothermal fluid in blind fault zones. Study of fluid inclusions indicates that hydrothermal quartz associated with electrum was deposited under boiling conditions. High grade electrum mineralisation at Graces workings appears to be localised by reaction of hydrothermal fluid with sedimentary marcasite in black shale.

The purpose of this paper is to guide in the selection of sampling equipment and outline design parameters for the cutters used in dry and wet sampling without adding redundant mathematical probability formulas. Special attention will also be given to the equipment wed in conjunction with samplers and sampling system, such as feeders, crushers, chutes, launders, and controls.

"A unique deposit of barite exists near Brookfield, Nova Scotia. The crystals are extremely fine and the whole deposit virtually free of heavy metals. The deposit size was not large enough for conventional uses, such as the production of barium carbonate and drilling mud. In an effort to obtain maximum utilization, a program was begun to determine if U.S.P.-grade pharmaceutical barium sulphate for X-ray diagnosis could be produced. Early work was sufficiently encouraging to institute a development program under the federal Program for Advancement of Industrial Technology. This has been very successfully completed. Canadian and U.S. process patents have been issued, clinical trials have been successful, a production plant has been designed and the plant’s production sold. The processing plant will include magnetic separation for the removal of iron minerals, fine grinding by paddle milling to minus one micron and acid leaching. The process is unique in that at no time is the barium taken into solution.Information is given on the deposit, process, markets, use, plant capital and operating costs, and projected profits. The initial production plant will have an annual capacity of 2,000 tons per year of end product. Capital cost is $850,000 and annual turnover more than $1.5 million. As this capacity only represents approximately 15% of the North American market, rapid plant expansion is foreseen."

Silver-gold ratios were studied at the Tayoltita epithermal vein deposit using channel sample, channel sample line, stope, ore body, and vein sample populations. The ratios are highly variable among individual channel samples (25:1 to greater than 500: 1) with both high and low values randomly distributed within ore bodies and veins. Whole vein ratios for the 14 most important ore producing structures range from 44: 1 to 105:1, and show zonal distribution relative to two small granitic stocks, low values closest to the intrusives. The zoned nature of the deposit suggests that the stocks, apophyses of an underlying batholith of late Eocene age, were the heat engines which powered the hydrothermal system responsible for ore deposition.

Materials for stronger ventilation tubing for underground use in hardrock mines were developed. The new material composites were evaluated in performance characteristics and compared to currently used materials. The materials were compared on tear, tensile, puncture and flammability properties. Based on cost versus performance data, a polyester film bonded to a polyester fabric was selected as the candidate material for field testing. Ventilation tubing fabricated from the selected material was field tested in two underground uranium mines for four-month periods. The test results indicated that the new composite showed an increase in useful life in the majority of applications, However, the cost performance ratio was not significantly improved to warrant commercialization of the product. When connected directly to some blowers, the material in close proximity to the blower deteriorated. However, material which was punctured or torn by mechanical means did not have further propagation of the tear. The high tear strength of the material prevented further damage. Improved methods of repairing inflated ventilation tubing were investigated and developed. All the repair methods were portable and self-contained. Repair kits based on adhesives, pressure sensitive tapes, and mechanical means were evaluated. Plier staplers and patch systems based on pressure sensitive adhesive proved to be most functional.

The new OSH regulations concerning ground ward monitoring of underground coal mines has been the source of many concerns for the mining industry. Because the regulations were initially written at the federal level but are being administered at the state level, considerable confusion exists within the industry as to what is actually required. Based on the preparation and submission of over 30 monitoring plans for existing deep mines in Pennsylvania, West Virginia, and Ohio, we now have a very good feel for the detail the monitoring plans, as well as the costs to im plement the plans. We do not, however, feel confident in our evaluations of the long-term impact the ground water monitoring regulations may have on the industry.

The minerals industry in Australia is currently regarded as the country's economic saviour; the bastion of economic security. As Fitzgerald (1974) stated, 'Australia's natural endowments in minerals are the envy of most countries of the world'. As a result the proposed new mineral developments are on a scale that hitherto in the sixties would have been completely unenvisaged. It is reported that Australia is poised on the verge'of a sixteen billion dollar mining-based investment boom: a boom that will see Australia dominate the energy export field, the mineral processing field, and create the 'coal dollar'. This growth scenario has many inherent dangers, and it is the authors' contention that these should be carefully considered before further development proceeds. Two of the major problems related to the mineral industry growth scenario are the predictability of the future metal market, and the energy cost of mining. The latter problem is the one discussed here. The mining-mineral processing industries in Australia currently use about 36% of Australia's primary energy

"How well is the Canadian coal industry able to expand in the tough competition with other fuels in Canada and with other suppliers in the international, metallurgical and thermal coal trade? Coal production as a whole decreased between 1950and 1960 and, although there has been a tripling of production since then, underground production continued to decrease until 1975. This trend has been reversed to a certain extent as a result of the modernization of mines in Cape Breton, but in 1978 over 85% of coal production came from surface mining.Against this background, the paper reviews current Canadian mining operations as described in papers presented at the 1979 CIM Annual General Meeting. Conclusions are then drawn regarding some of the longer-term mining applications in relation to the latest coal demand forecast, which indicates a potential Canadian production requirement of 160 million tonnes per year by 2000. IntroductionThe Canadian 'coal industry is experiencing a period of expansion and a new record for production is set with each passing year. This growth pattern over the last IS years has been based on two main markets-the generation of electricity in Canada and the export of coking coal to Japan. Supply to those markets has entailed either the development of mining, coal preparation and transportation systems for the delivery of large volumes of products with predetermined specifications or the establishment of minesite plants designed specifically to suit the characteristics of the coal in the adjacent deposits (Fig. I).Coal is a low-value commodity in relation to its bulk, and the economics of coal use become progressively less attractive with increasing distance from the producing mine. The transportation component in the export trade and in the movement of western coal to Ontario is a major cost factor. In the latter case, it approaches the cost of coal produced at the mine. In addition, the .international competition among coking coal producers chasing diminishing markets in a worldwide steel recession as well as the competition from U.S. coals and other fuel s for Canadian thermal coal have introduced a tight set of parameters to govern mining practices in all parts of the country. Some appreciation of the required changes in mining techniques brought about by declining traditional markets and the rigorous demands of the new bulk markets can be gained by comparing production from surface and underground mines over the past 25 years (Fig . 2)."

INTRODUCTION This paper discusses two uranium tailings waste disposal studies that reflect the United States Nuclear Regulatory Commission (NRC) regulatory actions and their changing requirements during the mid to late 1970's. Present guidelines require that all new uranium tailings impoundments be designed and constructed to eliminate, to the extent that it is reasonably achievable, exposures and risks to the public from the tailings. This includes positive measures for control of seepage losses from the impoundment and for control of radiological releases caused by wind and water erosion. Long-term stability of the reclaimed impoundment is also a very important requirement. That is, it is intended that the tailings impoundment, once it is reclaimed, will require little or no care or maintenance as long as the uranium tailings remain a hazard. Principally because of the long-term stability objective, the NRC has now identified subsurface burial of the tailings as the "prime option" for tailings disposal. The environmental implications of these proposed regulatory actions are obviously desirable. The economic implications the actions may have on a particular project are not always so obvious because they are so dependent on environmental suitability of site conditions. Selection of a site with favorable topographic, geologic and hydrologic conditions will usually result in the most economically and environmentally attractive alternative for tailings disposal. The first project discussed in this paper was initiated before the NRC guidelines had been developed to favour subsurface burial. At the beginning, seepage and radon emission control requirements were moderate. Constraints were imposed on the design by site topography, geology, and project capitalization considerations, factors which were dealt with according to straightforward engineering and design principles. More serious constraints were imposed by changing regulatory requirements. Unlike the more usual engineeringrelated constraints, regulatory requirements were upgraded during the design process, causing the design itself to undergo numerous modifications. The second project was initiated after the NRC proposed regulations had become better defined and below grade burial appeared to be the preferred

Underground accumulations of slimes in the Henderson mine are routed to two large collection pits where they are dewatered and consolidated by application of direct current. Densified material is then removed to ore cars by rubber-tired front-end loaders and transported out of the mine. This Bureau of Mines report describes the electrical dewatering installation and compares its efficiency of operation with that predicted from preliminary laboratory studies performed by the Bureau. Direct current from a 150-kw rectifier (applied for 44 hours at 400 amperes and 65 to 70 volts) converted slimes containing 25.3 percent solids to material ranging from 44 to 65 percent solids. Better results can be expected if the ramp and front sections of the pits are treated separately, using higher current density.

Corrosion research is being conducted by the Federal Bureau of Mines to determine suitable construction materials for geothermal resource recovery plants. As part of this research, the corrosion resistance of 31 iron-nickel-, aluminum-, copper-, titanium-, and molybdenum-base alloys was characterized and evaluated in laboratory corrosion studies in low-and high-salinity geobrines representative of those found in the Imperial Valley, Calif. General, crevice, pitting, weld, and stress corrosion were measured at 105° and 232° C in deaerated brines and brines containing dissolved 02, C02, and CH4 General corrosion rates in deaerated brines at 105° and 232° C were usually below 5 mpy for the alloys tested except carbon steel, the low-alloy steels, Monel 400, 70-30 cupronickel, and the aluminum-base alloys. Dissolving carbon dioxide and methane in the brines at 2320 did not markedly alter these results. However, the introduction of oxygen, which can enter the brine during process operations, seriously degraded the corrosion resistance of many alloys by increasing the incidence of stress corrosion cracking, crevice corrosion and, except for the titanium-base alloys, pitting. In deaerated brine at 2320 C, the general corrosion rates for carbon steel and the low-alloy steels were relatively unaffected by pH in the range of 6.1 to 3.0. However, general corrosion rates increased sharply below pH 3.0. In deaerated brine at 232° C, welds in several iron-, nickel-, and titanium-base alloys corroded at rates comparable to the general corrosion rates of the alloys, but the addition of oxygen to the brine increased corrosion rates for welds in Inconel 625 and E-Brite 26-1. Alloys exhibiting good corrosion resistance in the deaerated Salton Sea KGRA-type brine at 232° C were E-Brite 26-1, Inconel 625, Hastelloy S, Hastelloy G, Hastelloy C-276, TiCode-12, Ti-0.2Pd, Ti-2Ni, Ti-1.7W, and TZM. The alloys most resistant to corrosion in oxygenated Salton Sea KGRA-type brine at 232° C were the titanium-base alloys. These alloys appear the most suitable for use in the construction of geothermal resource recovery plants. Carbon steel and the low-alloy steels are unsatisfactory for high-temperature, high-salinity brines and alternative low-cost materials with improved corrosion resistance should be sought.

The Bureau of Mines undertook the development and evaluation of a system to provide a simultaneous, on-line determination of both iron and silica in iron ore beneficiation streams as part of a program to improve the efficiency to mineral separation processes, Californium-252 (252-Cf) was the neutron source used in the system for measuring the amounts of silica and iron in bulk slurries by thermal neutron capture-gamma ray spectra analysis. The theory of thermal neutron capture-gamma ray reactions and their potential application to mineral processing stream analysis is discussed. The prototype system and supporting software developed by the Bureau is described. During the initial phase of the work, both simulated and actual pilot plant slurries were investigated using a 60-to 32-µg 252-Cf neutron source. The percent solids of the slurries was ranged from 2 to 40 percent and the silica and iron content ranged from 1.5 to 83 percent and from 10 to 65 percent, respectively. Accuracy of the determination of the components in the solids was dependent upon the percent solids in the slurry.

Blast-induced ground vibrations from surface coal mine, quarry, and construction blasting were measured and analyzed for frequency content and duration characteristics. Eighteen commercially available ground vibration measurement systems were evaluated in the field and laboratory for linearity, accuracy, and crosstalk. Buried, surface, and sandbagged transducer placement methods were compared, along with peak and vector-sum measurements. The recommended minimum frequency ranges for ground vibration instrumentation are 2 to 150 Hz for coal mine and quarry blasting, and 5 to 200 Hz for construction and excavation blasting. When higher or lower frequency vibrations are possible, as in construction blasting or for a quarry shot close to a residence, care should be taken to insure proper choices of instrumentation and vibration criteria. Several instruments operating in these ranges are available, and all but one of the seismographs tested fell within ±3-dB accuracy limits (+41 pct, -29 pct). Waveform recordings of all three ground vibration components are recommended as the peak amplitude and frequency may vary among the three. Peak or vector-sum readings are adequate if only amplitude levels are desired. The soil density matched box should be anchored or buried, particularly for high-frequency, high-amplitude construction blasting.

GENERAL DESCRIPTION The system consists of: ? A Beam And Post Carrier And Deployer (BAPCAD), a self-propelled machine that carries as well as emplaces the beam-and-post sets. ? Lightweight mechanically self-deploying posts designed to safely support a load of 10,000 pounds each. ? Lightweight constant strength beams (bars) capable of sustaining an approximate equally distributed load of 8500 pounds. Note. SUMMARY This is a report of a new development in on-line particle size measurement of fine powders in dust-laden gases. A continuous sample of the solids-air suspension is drawn from the process stream via a sampling probe by means of an air operated ejector into a cyclonic separator whereby the sample is subjected to a particle size dependent separation process and split into two streams, "overflow" and "underflow". The overflow stream carries most of the fines at a relatively low concentration and the underflow stream carries the coarse particles at a relatively higher concentration. The concentration of solids in the two streams is detected by electrostatic noise level technique which utilises the electrostatic charge accumulated on the solid particles due to their high velocity in the turbulent air stream, for the mass concentration measurement. The ratio of the solids concentration of the fines stream to that of the coarse stream is then correlated against the average particle size in the main process stream by a calibration curve. The in-plant tests clearly indicate that this relatively simple instrument offers good sensitivity in the size range from 2 to 6 µm, and is capable of giving a continuous indication of average particle size for process control purposes. Although the instrument was developed for a particular application, it may be used in other situations where fine powders are conveyed in gas streams. British and foreign patents are applied for.
