The capital requirements to develop a new mining venture are becoming very large; amounts of the order of US$1,000 million are not now unusual among estimates to bring new mining complexes into production. At the same time prevailing political and economic conditions are making it increasingly difficult to determine whether or not a project is likely to be viable. These factors emphasise the need to carry out thorough evaluation studies of all mineral prospects before making major investment. Additionally with the rapidly changing economic climate existing at the present time, it is becoming more and more necessary to carry out reappraisals of existing mines. An important function of both initial evaluations and reappraisals is to provide the operators of the mine with effective mining plans to ensure that the operation will meet its required economic targets. INTRODUCTION The tailing dam is part of the SOHIO L-Bar Uranium Mine and Mill located about 70.8 kilometers (44 miles) west of Albuquerque in northwestern New Mexico. The dam location is shown on Figure 1. The tailing dam is one of the last upstream method dams permitted in the industry. Design and construction aspects of the project, as well as operation and maintenance considerations, are reviewed herein. Since initial construction, SOHIO Western Mining Company and Woodward-Clyde Consultants have developed several modifications and improvements in the dam's operating and monitoring procedures. This work has been done in coordination with the New Mexico State Engineer's Office and in accordance with recommendations in a report done for the Corps of Engineer's Phase I Dam Inspection Report. Modifications and improvements described should be of particular interest to owners and operators of other tailing dams utilizing the upstream method of deposition. The tailing facility was designed for a 10-year life to provide an ultimate storage capacity of 6 1/2 billion kilograms (7 1/2 million short tons) in an area of about 180 acres. A plan view of the tailing dam is shown on Figure 2. The tailing consists of approximately 75% sand size material and 25% fines (material passing the No. 200 sieve). The tailing dam includes a small earth starter dam with raises of the dam accomplished using tailing deposited by upstream method techniques. The starter dam is a homogeneous embankment about 610 meters (2000 feet) long, a maximum height of 12 meters (40 feet) and 2 1/2:1 (horizontal to vertical) upstream and downstream slopes. The starter dam contains an internal drainage system which includes a near vertical chimney drain connected to horizontal finger drains. "IntroductionCurrent coal combustion activities at the Canadian Combustion Research Laboratory (CCRL) reflect the increasingly important contribution that coal is expected to make in meeting our future energy requirements and in reducing our dependence on foreign oil. Widespread use of coal will, however, be heavily dependent on the ability of conventional and emerging combustion systems to cope with the disruptive conflicts caused by variations in fuel quality, on requirements for better equipment availability .and on the implementation of progressively more stringent environmental constraints.To minimize these conflicts, Energy, Mines and Resources Canada has embarked on a systematic sequence of research, development and demonstration- scale (R, D and D) initiatives to stimulate the utilization and competitiveness of thermal coal in both domestic and export markets through a number of complementary in-house projects and external contracts, considered to have short- to intermediate-term benefits to industry and society.Many of the in-house projects are funded in part by industry, whereas the external contracts are either fully funded (100070 government funding) or jointly funded (50% government - 50% project proposer).External contracts and shared-cost projects are an important adjunct to the CCRL in-house effort on coal combustion, because research data can be more effectively transferred to industry and because the commercialization of novel combustion systems can be accelerated significantly."

There is little doubt that the stability of both highwalls and spoil piles is essential to efficient strip mining. Accurate determination of the appropriate geotechnical parameters will pay dividends during mining, but only if the mine operation closely follows the engineering plans which have incorporated These factors. Productivity is invariably higher in mines where failure of highwalls and spoil piles does not occur. This is the result of the reduced rehandle and better working conditions found in stable mines. Control of the waste piles and highwalls also leads to better coal recover since failures can result in the burial of uncovered coal, which is then lost to mining. Safety is an important consideration. The importance of providing a safe working place for employees and of protecting costly mining equipment is hard to overemphasize. For miners, working in areas where instability exists, the degree of hazard involved in their occupation is increased particularly where night operations are involved. It is true, too, that there have been many cases where loading equipment has been buried and severely damaged by failures.

"Hydraulic mining consists of coal erosion by powerful jet s of water from hydraulic monitors operated by remote control. The broken coal is crushed and mixed with water and then transported from the face to the surface using gravity whenever possible. This is a simple, safe and productive method. It will easily satisfy North American productivity standards if the structural features and coal properties are favourable for water jet cutting technology (Kaiser Resources Ltd. , hydraulic mine). General ConsiderationIn open-pit mines, placer mining (Fig. I) and hydroelectric construction projects, hydraulic earth moving techniques have been successfully applied. The stripping and transporting of the overburden has been accomplished by means of large monitor jets augmented by slurry pumps and pipes. An extension of this technique has led to the underground extraction of coal and ores. To date, the method has been most successfully used in undergrond coal mining, because the coal can be easily cut and flushed away by water jets, and the rocks of the roof strata can be left behind. Due to this favourable situation, the hydraulic mining definition only relates to the underground coal mines.At present, there are four basic types of hydraulic mining, which can be defined according to the coal breaking technique used in each case. The methods are briefly discussed below:(1) Coal excavation may be carried out by conventional techniques, but the mine is designed and equipped for the hydraulic transport of the mineral from the working place to surface. Under these circumstances, the coal breaking may not be influenced by the water jet, however it may be indirectly involved. For example, pre-loosening of the coal may be done by water infusion-hydraulic fracturing. Water may also be used to flush the broken coal, which has been excavated either by drilling and blasting or by mechanical cutting, into the transport flumes. In other cases, a mechanical loader may load the coal directly into the hydraulic transport system, without using any water for the extraction process. This hydraulic mining concept is primarily used for hard and impermeable coal, such as anthracite."

GENERAL GEOLOGIC DESCRIPTION The mineral deposit of this case study can be described as a "typical" porphyry copper deposit of the southwestern USA and northern Mexico mineral province. The copper mineralization is related to Laramide age intrusives of intermediate composition which have been intruded into older, mostly crystalline, host rocks. Post Laramide deformation and faulting have subjected the deposit to erosion, leaching, and enrichment processes, which have created a secondarily enriched chalcocite zone. Later basin and range faulting down dropped the ore zone, resulting in deep burial beneath late Tertiary conglomerates and gravels, thus preserving the deposit from further erosion and oxidation. Lower grade chalcopyrite mineralization constitutes the primary zone underlying the enriched blanket. MANAGEMENT OF SAMPLE DATA Sample data were obtained from exploration diamond drill holes that were collared vertically and drilled with surface rigs. Most of the holes were surveyed downhole and found to deviate significantly from the vertical. The data were keypunched from original drill hole logs to formats as described in Chapter 6. Three types of cards were prepared: 1) A heading card containing the following information: [Project Name Coordi-in_ Hole Collarnates Bear-clina-Total ID Northing Easting Elevinglion Depth] 2) Individual record cards following each heading card with the following information: [SampleMin. The card image looked very much like the heading card, followed immediately after the heading card, and contained the following information: [Hole Sur Point Sur Point Sur Point ID Bearing Inclination Depth] The keypunched data were then processed by the drill hole survey program producing a record file which contained information as follows: [Line 1. Zone Zone Sample Sample Coordinates Sample Assays Leach InterLength Northing Fasting Elev Total Cu Oxide Cu (etc) face] MINERAL BOUNDARY PROBLEM AND TREATMENT According to the geologic description, at least three mineral zones are present within the ore limits, as well as fault boundaries and a buried topographic surface, each of which have to be considered. The interfaces of the various mineralogical and geological boundaries were identified as accurately as possible in each drill hole by the project geologist, the location of the interface was surveyed in the computer program in association with the nearest sample intercept to the interface (note last field of line 3). Thus, the boundary is represented as a point in 3D space at each intersecting drill hole. The linear interpolation (LINTERP) program then searched the last field of the surveyed record to find the top of each mineral zone, or geologic boundary, and read the coordinates associated with that sample point. The program then used the coordinates to compute an interpolated surface between all existing data points as described in Chapter 11. A contour map was plotted for each of the computed surfaces and reviewed by the project geologist. Where the surfaces were poorly defined due to lack of real drill hole information, the geologist, at times, inserted a "pseudo" drill hole intercept according to his best judgment and feeling for the configuration of the surface, and such points were entered into the data stream for LINTERP. A 16.5-kt/day underground molybdenum mine is being developed at Questa in Northern New Mexico by Molycorp, Inc., a wholly-owned subsidiary of Union Oil Company of California. Construction of the underground mine began in 1979, and first production is scheduled for early 1983. A gravity block caving method has been selected for mining the ore. Access to the mine will be through a service shaft, development shaft, and a conveyor decline. The shafts are being sunk under contract and the conveyor decline is being driven by Molycorp. The driving of the decline began in February, 1979 with a 10-man mining class. By the first of May, enough men had been trained to begin a continuous operation and by March 1, 1980 the face had reached the 1500 m mark. The heading is being driven with trackless rubber-tired equipment using a three-boom drill jumbo, 2.7 m3 LHD units and 7.3 m3 trucks. Ground support has been by rock bolts and wire mesh, followed by Fibercrete. A 16.5-kt/d underground molybdenum mine is being developed at Questa in northern New Mexico by Molycorp, Inc., a wholly-owned subsidiary of Union Oil Company of California. The new $200-million underground project will revitalize mining and milling activity at Questa, where small scale underground mining first began in 1920. Large scale open-pit mining was initiated in 1965 but now, because of the high stripping ratio, surface mining is being phased out. Construction of the underground mine began in 1979, and first production is scheduled for early 1983. The company expects full capacity - 9 Gg of molybdenum per year - to be reached in 1984.

This report summarizes the principal activities and results of 15 years of research by the Bureau of Mines, U.S. Department of the Interior, on methane control in coal mines. This research has investigated fundamental factors regarding the occurrence and movement of methane in coal beds, removal of methane prior to mining, and control of methane during mining. The report includes a bibliography listing the more than 150 publications resulting from the Bureau's methane control program as well as numerous other references, a section on methane recovery and use, a look at the upcoming Bureau of Mines research program, and a brief review of methane drainage practices in other coal-producing countries.

Various dump leach models have been developed by Kennecott, and these are reviewed with an eye toward production forecasting. Some of the models have been bated on first principles, utilizing the chemistry and physics of dump leaching. While providing considerable insight into the leaching process, these have proved to be too cumbersome for use in estimating production. Other models have been based on a declining leach rate for a single block of waste. These permit good short-term projections of solution grades and production, but are inflexible with regard to changes in mining parameters because the trends are based only on historical data. Therefore, a simple and flexible computer model has been developed to aid in leach production forecasting and to provide a tool for assessing the impact of different mining plans on leaching. This program, LEACH, is based on annualized blocks of waste; input parameters are described and examples of its use are given.

Work done by Foster-Miller Associates under a Bureau of Mines research contract has developed methods to increase significantly the amount of fresh air that reaches the front of a continuous-mining machine. The emphasis was on removing methane build- ups that occur at the cutterhead. Using a full-scale plywood mockup of a coal mine working face area, the study showed that in many instances only about 20 pct of the fresh air heading towards an exhaust brattice or tubing actually gets to within 1 ft (0.3m) of the face. The key to providing more air at the face is to enhance and move forward the natural airflow pattern. This change in the natural airflow pattern can be accomplished by taking advantage of the air-moving abilities of the conventional water spray. It was discovered that if all the water sprays on the machine were realigned, then ventilation efficiencies of 70 pct or more were achieved regularly. This meant that if 9,000 cfm (4.2 m3/s) was entering the brattice, at least 6,300 cfm (3.0 m3/s) of this was reaching to within 1 ft (0.3m) of the face. This water spray realignment consists of placing a few nozzles on the side of the machine opposite the curtain and also tilting the front sprays slightly towards the curtain side. Recently, two underground tests and two additional independent laboratory tests of the water "Spray Fan" have been completed. In general, they have confirmed the performance of the Spray Fan system, but they also have provided useful information as to its difficulties and limitations.

The Wongawilli system of mining has been in use for over 30 years and has enabled high production rates and acceptable extraction ratios to be achieved in seams less than 4 m in thickness. A modification of the Wongawilli system has been developed to permit the use of a continuous miner and mobile equipment to extract a coal seam 6 m thick. Following physical and mathematical model studies the new mining method is now undergoing field trials at Collinsville, Queensland. Progress of the field trials to date has achieved 99 per cent extraction of the upper slice by remote control operation of the continuous miner and established the feasibility of installing resin grouted wooden dowels in the coal floor to reinforce the coal septum. The method is explained in the text. Monitoring of the goaf gases as an early indication of spontaneous combustion has been incorporated in the mining cycle by placement of tubes in the goaf as the face retreats and continuous analysis of the goaf gases made at the surface by the National Coal Board tube bundle monitoring system.

A good deal of dialogue has been published and voiced concerning one mining regulation or another, that, according to those raising the issues, in effect shuts down or drastically reduces mine and/or mill reduction. The objective of this discussion is to there fore synthesize the various regulations affecting the uranium mining industry and attempt to realistically assess the extent of impact to yellowcake production - on both an individual and collective basis. Emphasis is placed on the later or newer permitting requirements under the Mill Tailings Act, Underground Injection Control Program, the Consolidated Permit Program, and the Resource Conservation and Recovery Act (RcRA).

Like most major firms engaged in project management, Dravo Corporation faces a constant challenge to keep its management systems in tune with the ever-increasing demands imposed by larger and more complex projects. This paper suggests that one of the key elements in meeting this challenge is more effective organization of project data. It reveals some of the details of a program at Dravo's Minerals 6 Metals Division which seeks, through better organization of project data, to improve Dravo's capabilities in estimating, cost control, scheduling, performance reporting and material control. In particular, this paper discusses ideas Dravo is developing for improved job numbering, codes of accounts, requisition and purchase order numbering, inventory cataloging, and employee/badge numbering.

"Quinsam Coal Ltd. is assessing the potential of developing a thermal coal deposit near Middle Quinsam Lake on Vancouver Island. The coal reserve outlined is classified as a high-volatile, bituminous ""A” steam coal and is composed off our separate seams of varying quality within the Late Cretaceous Comox Formation.Open-pit mining methods will utilize a walking dragline and a truck / shovel module as the primary stripping tools. Following washing and mechanical drying in a Baum jig preparation plant, the coal will be transported to the proposed dock at Campbell River for shipment via 55, OOO-DWT vessels to world markets. The paper will outline the development and status of the project to date. IntroductionQuinsam Coal Ltd. is a joint venture of Weld wood of Canada Ltd. and Luscar Ltd . The participants propose to develop a thermal coal mine in the Middle Quinsam Lake area, 17 miles inland from Campbell River on Vancouver Island (Fig. I). By acquiring all the assets of Canadian Collieries in 1962, Weldwood also came to own the coal rights of the area proposed for development. Luscar Ltd . ha s been designated as project manager until completion of construction and thereafter will act as operator of the mine.Surface mining methods will be used to produce approximately 1.0 million short tons of coal annually from the Quinsam property. Seven separate mining pit s will be developed along with the supporting minesite facilities, including a proper paration plant. Transportation routing to Campbell River and the establishment of docking facilities will be required. The initial economic life of the mine is 12 years, with the provision to extend this in the future by developing higher-ratio, auger or underground reserves."

A field investigation by making use of the seismic method has been carried out in order to comprehend the mechanism of rockburst and gas outburst and their predictive measures. The seismometers were so arranged both on the surface and underground as to enclose a mining panel. Seismic signals detected by the array were recorded and processed by the 32-kwords computer system. At present the system is available for analysing the source location and Richter's scale of each event and for visualizing the distribution of seismic foci and released energy at any mining stage. The magnitude distribution of events can be regarded as a comparable index of the seismic activities among mining panels. An analysis of the spatial density distribution of seismic energy in the mining panel can be useful to distinguish a highly stressed zone from stress released areas. The energy released curve or the rate of energy release determined from seismic data is also a good indication of the seismicity.

Several attempts have been made over the past 40 years to separate red blood cells from whole blood using a magnet. This has been achieved by the authors by using a high gradient magnetic field and " carrying " the red cells in a suitable reducing agent - the deoxyhaemoglobin so produced has 4 unpaired electrons per atom giving appreciable paramagnetic moment as opposed to the usual oxygenated form which is diamagnetic. Red blood cells so separated appear to be undamaged and can be reinjected into a donor animal where their survival is shown to be normal using an isotope tagging technique. Studies on function of the white blood cells and blood platelets also indicate that they are functionally unchanged by separation process.

Alunite (KAl3(SO4)2(OH)6] is one of the important nonbauxitic resources for aluminum in U.S.A. The major gangue material associated with a unite ore body is quartz. Experimental results indicate that oleic acid flotation of alunite is quite effective in upgrading the ore. The flotation chemistry of the alunite/oleate system has been investigated using various techniques such as: hallimond tube flotation response, measurement of adsorption density using I4C labeled oleated, electrokinetic measurements, infrared spectral studies, contact angle measurements and thermochemical measurements using an isothermal microcalorimeter. Alunite has been found to float readily with oleate in the pH range 4-10.5 and its flotation response is enhanced at higher temperatures. The PZC of alunite has been determined to be at pH 7.2 ± 0.15 which agrees with what would be predicted from solution chemistry and from the flotation response with physically adsorbed collectors. Infrared spectra show a specific peak in the range 1585-1600 cm-1 which has been attributed to the formation of an aluminum oleate surface species. Both adsorption density measurements and infrared spectra indicate that during adsorption multilayers are formed. The heat of adsorption of oleate on alunite has been found to be endothermic and of the order of 4-6 KJ/ mole.

INTRODUCTION TO STATISTICAL INFERENCE The intent of the mineral appraiser in collecting samples from a mineral deposit is to arrive at accurate conclusions concerning the size and value of the deposit. In other words, he wants to derive reliable inferences about the total mineral population from the collected sample data, which (he hopes) is representative of the whole. The discussion of sampling theory in Chapter 2 was oriented toward assuring that our sampling techniques and sampling units would indeed be representative of the total mineral population. Chapter 3 described the most common statistical parameters for defining distribution in various populations. Chapter 4 gave some insight into theoretical distributions of random variables and the probabilities associated with them. The intent of this chapter is to derive inferences from the preceding information about the population mean and the population variance. Knowing something about the normal distribution, and assuming our samples represent a roughly normal population, we can make inferences or logical deductions about the estimated interval or the limits of values which can be assigned to a mineral population. ESTIMATION OF POPULATION PARAMETERS In the application of statistics to mineral deposits it is never possible to know the actual values of the parameters or the theoretical distribution of values within the deposit for which our data are samples. Even after the deposit has been mined out it is questionable if the true value of the parameters can be retrieved accurately, due to dilution, mining, and processing losses. Therefore, our problem is to determine what function of our sample values we should use to estimate the unknown parameters of greatest interest to us-namely, the population mean and the population variance of the deposit.
