Martin County Coal Corporation's operations are located on Wolf Creek in Martin County in the eastern part of Kentucky. The mining complex was started in 1971 and has grown to a 2.273 Mt/a steam coal operation. All of the production goes to Duke Power Company's Belews Creek electric generating station in North Carolina. Production comes from four seams that are mined by deep and surface mining methods. Surface mining accounts for 55% of the production and the remainder comes from 2 underground mines. Continuous miners are used exclusively underground. The preparation plant was originally designed to take coal at the rate of 907 Mt/h but that has gradually been increased to 1134 Mt/h. Other cleaning equipment includes Daniels DMS vessels, Model 77 Deister tables, 355.4-mm R. & S. Hydro- cyclones, Krebs 254-m classifying cyclones, Daniels froth cells and in 1980, 3 Krebs 508-mm heavy media cyclones were added to recover some lost and misplaced material. CMI centrifugaldryers and a Hey1 & Patterson size 100 thermal dryer are also part of the coal preparation equipment.

The Department of Thoracic Surgery and Pathology at the Toronto General Hospital have had a long standing interest in the early detection and treatment of carcinoma of the lung. Our initial experience was with a population at risk due to a prolonged period of cigarette smoking. More recently our efforts have turned to industrial exposure, specifically in the nickel and uranium industries. [Initial Screening Project] (1) For a three year period 1963 to 1966 a cytology screening program was carried out through the Out-Patient Department. The study was limited to cigarette smokers over 40 in age. A total of 1586 patients were examined. Of the sputa collected, the classification is seen in Table 1. There were 11 malignant sputa present. Added to this number were 25 patients with symptoms, normal chest X-rays, but malignant cells on cytology, and a further 5 patients in whom an abnormality (eventually proven non-malignant) showed on X-ray, and sputum showed malignancy which was radio logically occult. (Table II). This gave a total of 41 patients with malignant sputum who were evaluated between 1960 and 1966. The clinical course of these patients is seen in Table III. Only 19 of 41 patients had localization and treatment of their tumour during that study period and this low rate of localization attests to the technical difficulties endoscopy in that day presented. The method of localization was as follows: a) 6 patients showed an area of segmental pneumonitis somewhere in this time period b) Using the rigid bronchoscope localized the tumour in 9. This was proven by direct biopsy, and frequently required more than one bronchoscopy over a prolonged time period. c) bronchograms and tomograms showed abnormalities in 5 patients. Of these 19 patients, 5 were treated by radiotherapy because of general condition or refusal of surgery. Three of the irradiated patients died of recurrent cancer within three years. The other two died within one year of unrelated disease. Fourteen patients underwent resection, with one operative mortality. At pathology, the tumours were "in situ" in 6 and invasive in 13. There was no evidence of nodal spread. When last followed up in 1979, there were no cases of recurrent tumour and no cases of second lung primary tumours. Similar experiences have been reported from the Mayo Clinic (2), Johns Hopkins (3) and Memorial Hospitals (4). Early detection of radiologically occult tumours which are in situ or minimally invasive has given uniformly good results. There have been no deaths from recurrent or metastatic cancer in surgically resected patients, and only one second primary tumour has been detected. Interestingly, the Hopkins group reports that 5 patients with Stage I squamous cell tumours refused operation. One refused any treatment and died of disease at 12 months. Three were radiated, and were alive from 14-38 months post-treatment, all with evidence of recurrent disease. [Sudbury Sintering Plant Study](5) From 1948 to 1963 an open travelling-grate sintering process was employed to convert nickel sulfide to nickel oxide at an International Nickel Company operation. The environment in this plant was particularly dusty and filled with fumes. It became apparent by 1969 that the incidence of bronchogenic carcinoma was markedly increased in workers from this plant. A concerted effort was made to track down all workmen with this exposure. During 1973 and 1974, 268 men were studied. Chest radiographs were done and showed no mass lesions. Sputum was collected on three consecutive days and analyzed. There were 12 men with malignant sputum, all of the squamous cell variety. Two refused any investigation, one presenting 31/2 years later with extensive hronchogenic carcinoma, and the other 5 years later with extensive carcinoma of the maxillary sinus. In the remaining ten patients careful rhinolaryngeal examination as well as a detailed bronchoscopy, involving examination, brushings and biopsy of all pulmonary segments was carried out. One patient was found to have laryngeal carcinoma and was treated by radiation. In nine patients, the malignancy was localized to the lung, leading to six lobectomies, two pneumonectomies and one sleeve lobectomy at operation. However, the follow-up in these cases suggests a different biological behaviour with these industrially related tumours. While no tumour has recurred locally, one patient has died of metastatic cancer and two patients have developed second and one patient a third pulmonary primary cancer. However, survival has still been much better than wits radiographically manifest lung cancer. [Technique of Localization] (6) Following a careful rhinolaryngeal examina examined and then the lower respiratory tract is examined. This is all performed under general anaesthesia. As the search for new sources of energy and minerals leads to more remote areas of the country - and the world - the need to plan for adequate housing and community facilities for the construction and operations workforces and their families takes on an importance equal to the mining and processing facilities themselves. A corollary to the need for planning is the increasingly crucial need for development companies to devise effective strategies for dealing with the local communities impacted by these projects. Experience has amply demonstrated the high price to be paid for failure to learn this lesson, a price measured in lost productivity, confrontation with local communities, labor turnover, mental health and other social and eocnomic problems. In Sweetwater, Wyoming, a new industrial activity caused the population to double from 18,000 to 36,000 between 1970 and 1974. During that period industrial productivity fell 25 to 40 percent, cost overruns on the principal new industrial facility exceeded 33 percent, annual employee turnover rates climbed above 100 percent, the local mental health clinic workload increased nine times and complaints to the local law enforcement agency increased 60 percent.

The primary objective of dosimetric modelling for the inhalation of radon daughters is the evaluation of the dose distribution and of the mean dose to sensitive cells or target tissues in the respiratory tract which are assumed to be responsible for the initiation of lung cancer. The results of such dosimetric models are influencing the practice of radiation protection in a twofold manner: Firstly, they enable us to identify appropriate operational quantities for air monitoring and for the surveillance of individual exposures to radon daughters. Secondly, they can be used to derive secondary and operational limits for these radionuclides from the basic dose limits. The dose to target tissues in the lung from inhaled radon daughters depends on various physical and biological parameters: The unattached fraction of daughter atoms, the AMAD of the carrier aerosol for attached atoms, the geometry of the respiratory airways, the breathing conditions, the parameters for the retention and translocation of daughter atoms in the different lung regions, and the location of the target cells or target tissues, respectively. Therefore, dosimetric modelling for radon daughters has to include a sensitivity analysis showing the influence of these parameters. To meet these objectives we have recently described in a comprehensive report an improved dosimetric model for the inhalation of 222Rn, 22ORn and their short lived daughters (Jacobi and Eisfeld, 1980). In the following this model is shortly described and the main results are summarized. DOSIMETRIC MODEL [Model Structure]. For the geometry of the bronchial airways the model A of Weibel (1963) was used. Each bronchial generation i (i =0.1 .... 16) was considered as a separate compartment i, for which the following transfer pathways for radon daughter atoms were taken into account (see fig. 1): (1) the uptake by deposition (deposition probability wi); (2) the translocation by ciliary clearance (rate constant [A]i); (3) the transfer to blood by diffusion through the bronchial epithelium (rate constant [A]b). To distinguish between attached (Index a) and free (index f) daughter atoms each bronchial generation was divided in two subcompartments (i.a and if) with a transfer rate constant [a]s (ia- if) characterizing the desorption or dissolution rate of attached atoms in the mucus fluid. Thus for daughter atoms primarily deposited in attached form the transfer to blood is a twostep process with the rate constants [a]s and [A]b which were assumed to be independent of the generation number i. [Deposition]. The deposition probabilities wi in each bronchial generation were calculated on the basis of the laminar diffusion model of Gormley et al. (1949); however the deposition in the upper airways was corrected for turbulent air flow, taking into account the results of our deposition experiments (Martin et al., 1972). Figure 2 shows the resulting deposition probabilities per unit surface area of the bronchial generations for nose breathing at a rate of 20 1/min. The values for attached daughter atoms refer to an AMAD of 0.2 - 0.3 µm ([O]g =3) for the carrier aerosol; the deposition values for free atoms were derived with a diffusion coefficient of 0.05 cm2/s, assuming a prefiltration of 50% in the naseopharyngeal region.

To help maintain an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines developed a mathematical model that describes acidic ferric sulfate leaching of copper from sulfide ores. The leaching model can aid in maximizing minerals and metals recovery from primary sources by giving operators and management a better understanding of the copper leaching process. This will aid in improving dump leaching operations. The model is based on a steady-state approximation of the continuity equation for diffusion of ferric ions in the rock pores and the intrinsic leaching kinetics of the various sulfide mineral particles. Ore characteristics included in the model were ore particle-size distribution, particle shape, grade, mineral content, mineral particle size, porosity, and tortuosity. The continuity equation was used with ferric ion concentration gradients and a fixed value for the diffusion coefficient. Except for effective diffusivity, each of these factors was either measured experimentally or estimated from theoretical considerations. The effective diffusivities were determined by fitting calculated leaching curves with experimental leaching data. Vertical variations in leach solution composition and temperature within a dump are not considered in this model. The model accurately predicted copper extractions for several large-scale tests during nearly 500 days of leaching.

Falls of roof account for over 50% of the fatalities that occur in coal mines in the US. Thus, roof control is one of the more important phases of underground mining. In reality, the control of roof influences the system of mining and is a major determinant of the width and spacing of working places, operations at the mining face, ventilation control, and surface subsidence. Frequently, the control of roof is the largest single cost item. Roof control is a never-ending task, not only at the working face and throughout sections where men are working, but along haulways and air- ways that must be maintained for the life of the mine. This is because roof, even the best of roof, slowly deteriorates, so it must be frequently examined, with corrective support applied when needed. As coal is excavated, stresses are set up in the roof because the previous equilibrium is upset, resulting in pressures that cause fractures and slight movements that are frequently hard to detect. Unless the immediate roof, in the excavated area, is given support by artificial means, it might fall or there might be a succession of falls, varying from a thin scale to several feet, depending on the nature of the top. Exceptions to this are those rare mines, or sections of mines, with hard, strong, nonweathering roof that requires no support.

"The Volvo BM 861 U articulated truck is one of the few underground diesel units manufactured by an organization which shares the same corporate roof as the engine manufacturer. As a consequence, the unit has provided an opportunity for the characteristics of the entire system- turbocharged aftercooled engine, transmission and exhaust scrubber- to interact to minimize emission levels. The performance of the components of the system, as evaluated by full-scale dynamometer testing, is summarized. The over-all effect of the various innovations was a 38% reduction in the recommended ventilation level over that of the bare engine.IntroductionThe Mining Research Laboratories of Energy, Mines and Resources Canada is required, as part o f the certification service of the Canadian Explosive Atmosphere s Laboratory, to test the exhaust emissions of diesel engines, and to recommend appropriate amounts of fresh ventilating air to minimize the risks to health of underground personnel working with, or in the vicinity of, such diesel engines. Volvo BM AB of Sweden made application for the certification of the BM 861 U truck during a period in which EMR personnel were engaged in a number of research projects concerned with improving the environment in dieselized mines. One such avenue of research was the venturi or high-energy scrubber; as the BM 861 U was equipped with this type of scrubber , EMR and Volvo BM agreed to cooperate in a considerably more extensive investigation than would be normal for a certification application. The outcome of some of this research is summarized in this paper."

"The Norita deposit is an Archean volcanogenic-exhalative Fe-Zn- Cu sulphide accumulation of the distal type, consisting of six overlapping stratiform massive sulphide lenses, interbedded with exhalative cherts and thin pillow basalt flows, which formed down-topographic-slope from a mineralized hydrothermal discharge zone in the Norita rhyolite. The sulphide lenses are of two main types: channel-fill deposits such as the Main Zone and Main Zone West, composed of intricately layered pyrite-sphalerite-chert, which formed by the dynamic down-slope transport and re-deposition of sulphide exhaled from the vent zone; and stratiform lenses such as the Cu-rich A-Zone and A-Zone West, which formed even farther down-slope, in basinal depressions flanking the dome. Although rotated into a vertical position by folding, the sulphide lenses are otherwise essentially undeformed and contain a wide range of preserved primary sedimentary structures.Of prime importance in exploration has been the recognition that the formation of the distal sulphide lenses was controlled by submarine paleotopography, and that it is possible to approximate the sea-floor paleotopography using variations in the thickness and strike extent of the interbedded volcanic rocks. This has proved to be a major and successful exploration tool in the search for further sulphide mineralization in the mine, and offers prospects for use elsewhere in the district."

Operating mines in Wyoming and Montana, which are generally characterized by shallow overburden and thick coal seams, are faced with reclamation problems which are unique to this area. Unlike the eastern or midwestern mines, removal of thick coal seams and lack of sufficient overburden creates overburden deficiencies that require careful evaluation prior to mining to insure compliance with regulatory requirements. Computer models and computer graphics can assist in such evaluation where appropriate alternatives can be selected which satisfies both the regulatory requirements and minimizes cost. This paper presents one such model used in evaluation of backfill requirements for restoration of surface and ground water regimes, restoration of mined-out areas to the approximate original contour, and the blending of the mined-out areas to the surrounding topography.

The chemically based models previously developed to describe and predict the distribution coefficients and separation factors for several different single and multicomponent metal extraction systems are presented in a more general form in this paper. The degree of formation of the aqueous phase inorganic metal complexes, the extraction mechanism of the complexes, and the equilibrium constant for the extraction reaction are used in the development of the models. The concept has been successfully applied to extraction systems where the organic solvent extracts an ionic species and where the organic solvent extracts only the neutral species. In addition, a model to describe a system where the organic solvent is extracting several extractable species has been derived on the same basis

The calculation of the dose to the bronchial epithelium, lungs and other body tissues from exposures to airborne radon and thoron daughters requires a knowledge of the pattern of deposition in the respiratory system and clearance from it. Exposure to radon or thoron daughters is measured in units of Working Level Months (WLM), which is independent of the aerosol particle size, the fraction of daughters that are attached to the aerosol and the degree of disequilibria between the daughters, and age and breathing rate of the subject. These factors will influence the deposition and clearance, and hence dose. It is therefore of interest to find the relationship between WLM and calculated dose as a function of aerosol size, unattached fraction, and disequilibria, and of age and breathing rate, and to define ranges for these parameters for which WLM is an acceptable measure of the risk. This presentation briefly reviews the two dosimetry models being considered by a current Nuclear Energy Agency (OECD) Working Group, and using these models, defines limits on parameters for which the WLM is applicable.

INTRODUCTION The selective sensitivity of plastic nuclear track detectors (PNTD's) to low energy 4He particles in an environment which also contains gamma and beta radiations has made these detectors prime candidates for the dosimetric measurement of the concentrations of radon and its daughter products in mine air. Their passive, integrating mode of measurement, small size, low weight and inexpensiveness are attractive characteristics for large scale personnel dosimetry. The detectors can be used in either active or passive dosimeters. In active devices, the PNTD is placed in close proximity to a sampling filter. The filter collects, from a calibrated air flow, all the daughter nuclei which are in suspension. As the daughter nuclei pass through the decay chain, through 214Po, a fraction of the 4He particles emitted are registered as latent tracks in the plastic. In passive devices, the PNTD is placed in direct contact with the ambient air containing the radio-nuclei concentrations to be determined. The active dosimeters have the advantage of excellent sensitivity, and the measured track densities yield very close approximations to accumulated Working Level (WL)** exposures. They have the disadvantage that the simplicity of the passive PNTD is lost, since a battery-driven constant flow-rate air pump is a necessity. The passive dosimeters are simple in construction and use, but they have the disadvantage that WL exposures are not directly measured and certain assumptions concerning radon and daughter equilibrium conditions must be made in determining WL exposures from the measured track densities. Also the sensitivities, in track densities per Working Level Hour (WLH) exposure, are much less than for active dosimeters. Dosimeters of both types have been investigated. Passive devices have been tested extensively both in the laboratory and in mines. Active devices have been laboratory tested. In our earlier measurements, cellulose nitrate plastic detectors were used exclusively, since this material had the highest sensitivity of the PNTD's then in use. When the properties of CR-39 plastic were discovered (Cartwright, 1978; Cassou and Benton, 1978), this material was used, where possible, to take advantage of its superior sensitivity. The results of our earlier work have previously been published (Frank and Benton, 1977). * Research sponsored by the Bureau of Mines, U.S. Department of Interior, under Contract No. JO-188003. ** A Working Level is defined as any combination of the short-lived radon daughters containing 1.3 x 105 MeV of potential 4He-particle energy per liter of ambient air. PASSIVE DOSIMETRY In the earliest testing of PNTD's for passive WL dosimetry, a single strip of cellulose nitrate plastic was used to determine the total cumulative 4He-particle activity in the air of simulated uranium mine and uranium mine environments (Rock, 1968; Rock [et al], 1969; White, 1969). The measurements yielded a close relationship between track densities and WL exposures in a controlled, static environment, but poor accuracy in the active mine tests. It was assumed that equilibrium differences contributed largely to the variations found. The response of PNTD's to airborne 4He-particle emitters, derived by Lovett (1969), demonstrated that detectors such as cellulose nitrate, which has a sensitivity cutoff at 4He-particle energies below the emission energies of radon and its daughters, are equally sensitive to the activity concentrations of radon, 218po(RaA) and 214Po(RaC'). Since radon does not contribute to WL as it is defined, and since, under normal ventilated uranium mine conditions, the radon activity constitutes about 40% to 70% of the total 4He-particle activity, the WL exposures calculated from measured track densities are very sensitive to the particular radon daughter equilibrium conditions. Also, the detector does not weight the individual daughter activities in proportion to their importance to WL. The equation for WL is WL = 0.00103C2 + 0.00507C3 + 0.00373C4 (1) where C2, C3 and C4 are the activity concentrations of RaA, RaB and RaC-C', respectively, in pCi/[L]. The detector leaves C3 unmeasured and weights C2 and C4, equally. [This problem has been approached by Domanski et al (1975, 1979), for some non-uranium mines, by measuring equilibrium conditions throughout the mines to determine a mean value for A, the inverse of the Working Level Ratio (WLR = 100 WL where C1 is the activity of radon-222 in pCi/[L].) The distribution of values allowed Domanski to determine probable errors in calculating WL exposures from track densities. However, measurements of equilibrium conditions in U.S. uranium mines (Breslin et al, 1969; Holub and Droullard, 1978) indicate that this method would not be accurate enough for uranium miner personal dosimetry.] A two-element dosimeter was designed at our laboratory to compensate for equilibrium variations. The first element is a radon detector; the second is a detector for the total 4He-particle activity in the ambient air, just as in the single element dosimeters cited above. The addition of the radon detector allows the equilibrium conditions for the individual nuclei to be determined, given certain assumptions concerning the interrelationships between the nuclei concentrations in mine air. The two detectors and the problems involved in calculating WL exposures from their measurements are discussed below.

The Bureau of Mines studied the extraction of lithium from lithium-containing clays by chlorination with hydrogen chloride (HC1). In bench-scale laboratory investigations, HC1-H20 mixtures were used to selectively chlorinate lithium, but not calcium or magnesium, in lithium-containing clays. The addition of calcium carbonate to the clay was found to improve the lithium recovery. Reaction conditions found to affect the lithium recovery were ratio of clay to carbonate, reaction temperature, and HC1 concentration. The best conditions for selective chlorination of the lithium were 2:1 clay-carbonate, 750° C, and 20 wt-pct HC1. The experimental results and trends in lithium extraction are explained using thermodynamic relationships.

INTRODUCTION The Kiirunavaara iron ore mine is situated in northern Sweden about 150 km north of the Arctic Circle. The ore body has a sheetlike shape, stretches about 4000 m N-S dipping 60°E and has an average width of 85 m. The ore body is known to a depth of more than 1500 m. Mining at present has reached a depth of about 500 m. The mineral is a magnetite containing 66-68% Fe. The ore body was originally mined as an open pit from 1900-1957. From then on the mining method has been sublevel caving. Production for the last few years has been 20-25 million tons /year. Sublevel caving is a mining method with many merits. One of the most valuable is the ability of using a high degree of mechanization. Today, 25 years after sublevel caving was introduced at Kiirunavaara, the advantages of the method have been more or less exhausted, and the disadvantages are more obvious as the rock pressure increases with depth. One of the disadvantages is the high degree of waste rock in the hoisted ore. Today the waste rock content is about 25% by weight of which 20% comes from the caved rock. Second, we are calculating a relatively high loss of ore (20%). Third, selectivity is unsatisfactory when mining different grades of ore. Field testing sublevel shrinkage caving (MSTM) is primarily aimed at lowering the content of waste rock compared to sublevel caving. ECONOMIC TARGET A simple calculation shows that if the waste rock content can be lowered from 25 to 15% the operational costs of mining will be lowered by about 40 million SEK/year (US $9 million) at a production level of 20 million tons/ year. A 15% waste content is the target of the field test. In the long range a decrease in waste rock dilution will mean lower investment costs for deeper levels. DESCRIPTION OF THE MSTM MINING METHOD One reason for decision to carry out the field test was that with MSTM the development drifts from sublevel caving could be utilized and thus the project could start without delay. The only additional development work needed was the loading level. Fig. 2 shows a profile through the MSTM area 66-68% Fe. and Fig. 3 shows the loading level.

The principal object of an underground coal mine transportation system is to move coal from the face where it is produced to the outside of the mine where it is prepared for market. In addition to the movement of coal, a transportation system must also move supply materials to the inside ; it must move men in and out of the mine ; and it must move rock and other debris out of the mine for disposal. Usually, mine haulage is divided into three categories named for the various areas of the mine served : 1) Pace Haulage. This is used at face from the mining machine to the intermediate transport system. 2) Intermediate or Secondary Haulage. Generally this is used between face haulage and main haulage. Sometimes this is merely an extension of the main haulage. 3) Main Haulage. This extends from the secondary haulage to the outside and is usually either a track or conveyor system, sometimes a combination of both. Transportation modes of coal in the various areas pose different problems, but the whole system must be synchronized. For instance, at the face the coal should be removed quickly from the various places to facilitate the movement of machines, whereas the intermediate system just passes the same coal on to the main transportation system. Selection of the transportation system must be based on the seam height, mining methods used to extract the coal, capacity required, ease of coal handling, and haulage efficiency. When driving rooms, mine cars can be used. They often simplify supply haulage and rock handling because they can also handle these items. Conveyors could be used and would have a greater haulage capacity but they cannot handle supplies easily or segregate the rock. When using a different mining method, such as longwall, mine cars cannot be used because there is not sufficient space to move the cars at the face nor can the cars haul the coal without delays which would cause excessive losses in production. I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. INTRODUCTION This presentation is concerned with the administrative and technical capability of the Atomic Energy Control Board (AECB) to assure compliance with the individual exposure limit for radon daughters (currently 4 WLM per year). It is not concerned with the epidemiological bases for setting the exposure limit. Moreover, the intent is to show how sophisticated methodologies and advanced technologies, applied to radon daughter concentration measurements in uranium mines, convey the spirit of compliance by providing better estimates than do the historical methods. These better estimates mean that more accurate and more precise estimates of each worker's exposure are determined using these more modern methods and devices. The estimates so derived should provide more convincing evidence to an individual worker that his assigned exposure is a valid indicator of his true exposure. In addition, a perspective on the exposure estimate in relation to the exposure limit is given as further evidence that an exposure limit is not the dividing line between "safe" and "unsafe" exposures. A brief description is given of the compliance aspects of the Atomic Energy Control Regulations and of the limitations of purely statistical non-compliance procedures. Most of the emphasis of the paper will be placed on the uncertainties associated with conventional radon daughter exposure determination and the means being employed (and anticipated) to reduce these uncertainties. NON-COMPLIANCE Under current Atomic Energy Control Regulations (1978), the annual individual exposure limit for radon daughters is given without reference to the possible methods of sampling and calculation of radon daughter exposure and without any reference to possible uncertainties or their magnitudes. This is common in such statutes, the details of sampling, calculation, error analysis, and so on, being left for licence conditions or provided as a specific guideline to the licensee on the matter of compliance with the Regulation. Since the exposure limit is contained in the Regulations, compliance with it is absolute, as with any other law. In Canada, a state of non-compliance with the radon daughter exposure limit exists when an exposure (attributed to an employee) is reported by the licensee to exceed the limit. No uncertainty in the measurements or in the overall determination of exposure is reported nor is any requested. Removal of the worker and the loss of his services are the immediate and direct penalty suffered by the licensee for failure to maintain the exposure at, or below, the limit. A worker may be re-instated to employment for the balance of the reporting period only if the licensee can assure the AECB that further significant exposure to the worker will not ensue. In other jurisdictions, such as the United States, non-compliance is defined on a statistical basis. For example, NIOSH, the National Institute for Occupational Safety and Health presents procedures for calculating the 95% Lower Confidence Limit (LCL) in order to "compare the results of occupational environmental sampling to an occupational health standard and make a decision with a known chance of making an incorrect decision that a state of non-compliance exists" (Leidel and Busch, 1975). (In the nomenclature of this presentation, exposure limit would be used in place of "standard", in the NIOSH sense). Furthermore, it is emphasized in the NIOSH document that such numerical comparisons "are necessary only if the sample mean is greater than the standard". The NIOSH document points out, quite correctly, that the "statistical procedures presented below will not detect and do not allow for analysis of highly inaccurate results, i.e., systematic (non-random) errors or mistakes ... If a systematic error is known to exist in an instrument or analytical procedure then correct the sample mean of the data before analyzing for non-compliance". It is certainly not the purpose of this paper to criticize the sophisticated statistical approach to non-compliance as given in the NIOSH document or in similar approaches used in other jurisdictions. Rather, the purpose is to approach, with some introspection, the question of the determination of exposure by the employer for his employee and especially the employee's understanding of, and confidence in, the accuracy of the exposure determination and its relation to the exposure limit. INTRODUCTION This paper deals with the development of the sublevel open stoping (SLOS) method in lead orebodies at the Isa Mine of Mount Isa Mines Limited, during the last ten years. Open stoping in different forms has been used at the Isa Mine for many years. Prior to the period under review, stopes were small, pillars were not always recovered, and scrapers extracted the ore. By the end of the sixties, the use of load-haul-dump units was becoming more widespread. Wagner ST5's were the mucking units for the lead cut and fill stopes. Some of the open stopes in 5 orebody above 13 level had 100 kW slushers, but the more southerly stopes were the sites for the introduction of diesel front-end loaders for extraction. In the early seventies, new methods were used in the block of six stopes in 2 and 5 orebodies between 8 level and 13 level and a trial stoping project was undertaken in 7 orebody between 11 level and 13 level to determine possible stope dimensions for the extraction of the Racecourse orebodies below 13 level. By the mid-19701s, stoping was well underway in 5, 7 and 8 orebodies between 13 level and 15 level, using the 'triplet' system, incorporating cemented hydraulic fill to allow greater pillar recovery. As the eighties were entered, development of the Racecourse orebodies below 15 level commenced, as did preparations for 1 orebody in the upper levels of the north end of the mine. In both cases, the pillar recovery method has been changed to reduce the amount of cemented fill required for pillar recovery. GEOLOGY Most of the lead orebodies at Isa Mine lie chiefly to the north of the central shaft complex. They are bedded sulphide deposits in a host rock called Urquhart Shale, which dips at roughly 650 to the west. The main minerals are galena and sphalerite, with the silver mineral, freibergite, being contained in the galena. To the hangingwall of the sequence are the Black Star orebodies (1, 2 and 5) which are relatively wide, pyritic and with low to above average grade lead. The Racecourse orebodies (6 to 16) lie to the footwall, and have a large variation in width, low to high grade lead, and gradation in the lead to zinc ratio from north to south. Stope outlines are often determined by economic or engineering considerations rather than geological. The published extraction reserves are 56 million tonnes of primary ore, containing 150 grams of silver per tonne, 6.4% lead and 6.5% zinc. Traditionally, it has been regarded as lead ore, although the dominant revenue earner varies from time to time. In the Black Star orebodies, the ore and hangingwalls are more competent and open stoping has long been used. The major Racecourse orebodies which have been open stoped are 7 and 8 orebodies. This has been where the orebodies are wider (to the south) and where hangingwall conditions allow. This latter aspect has been greatly influenced by the presence of 'silica dolomite1. This tough, relatively homogeneous, non-bedded rock is, in fact, the host rock for the copper mineralisation at Mount Isa, and provides a competent hangingwall for some of the lead stopes. While the shale's bedding and jointing has a major influence on the ground conditions, there is a major fault system which causes local problems. The principal virgin stress direction is perpendicular to the bedding, but the local stress situation is complicated because of shielding by filled stopes in the hangingwall copper orebodies and because of the interaction between orebodies being extracted to the footwall. Most development on strike is mined with a 'shanty-back’, with the back being as close to normal to the bedding as possible. This is near parallel to most jointing and the principal stress direction. Figure 1 is a plan view of 14 level north, which provides a representative horizontal section through the orebodies. A typical cross section is shown in Figure 2. The narrow, parallel footwall orebodies can be seen to differ from the wider hangingwall orebodies.

INTRODUCTION This paper deals with a procedure for planning the mining of an orebody for which cross-sections, plans, grade of ore, and a geological estimate of the ore reserve have been prepared. The procedure begins with the preliminary selection of a mining method or methods on which an engineering evaluation will be carried out. The engineering evaluation is described in three parts: Conceptual Studies Engineering Studies Detailed Design An overall planning model is presented, plus an expanded model for the Engineering Study Throughout the discussion of the planning procedure, reference is made to three bulk mining methods, including block caving, sublevel caving, and longhole sublevel stoping, including a summary of the main characteristics of each of these mining methods. The planning model is designed for a longhole sublevel stoping method, but with modification, will apply to other methods. PRELIMINARY SELECTION OF A MINING METHOD To experienced mining engineers, identification of the nominal mining method for a given orebody normally involves a large measure of judgement. The geological data is reviewed to determine the configuration of the orebody, including size, shape, dip, grade, and metal distribution. Geotechnical data is considered, including the competence of the ore and host rock, faults, fracture patterns, groundwater, and the potential for in situ stresses. Geographical data, including the natural and societal conditions, are evaluated for their effect upon the mining method, and finally, economic data, basically defined as the value of the ore in the ground, but more specifically, including grade of mineable ore, distribution of ore grade throughout the orebody, and metallurgical recovery, will have a bearing on the nominal method selected. Preliminary evaluation of these factors will result in the elimination of the obviously inappropriate mining methods, leaving some method or methods for further, more detailed study. Since ore does not occur in simple geometric shapes, the method selected for more detailed study will require some variation to the standard. A few key factors will bear heavily on the selection and provide a basis for the most realistic choice. Geological Data The configuration of an orebody defined by the horizontal and vertical dimensions, the dip and strike, and the possibility of repetitive occurrences will have the major influence on the selection of the mining method. For bulk mining methods, the dip of the orebody should be steep, or the orebody must be thick so that gravity can be utilized to deliver fragmented ore to a central gathering area. Geotechnical Data The geotechnical data will be studied in greater detail when the nominal mining method has been selected and the engineering evaluation is undertaken. However, some basic initial information must be available. The structural strength of the ore and host rock, including the effect on it of faulting, fracturing, and insitu stresses, must be known. Data from exploration drilling and examination of drill core will assist in the preliminary assessment of these factors. Highly fractured ground may suggest a caving method of mining for certain orebody configurations, whereas highly competent or strong ore might indicate that for a similar configuration, longhole sublevel stoping will more likely succeed. Data obtained on groundwater from exploration drilling will be considered to determine if it can be controlled, or if it will represent a long term major expense or a hazard for which no control is possible.
