Tax for Toxic Waste Cleanup. - The Superfund Act of 1980 became effective April 1, and provides that producers of certain metals and chemical substances are to be taxed in order to fund toxic waste cleanup. Industry will provide 88% of the 5-year, $1.6 billion fund. The Environmental Protection Agency will administer the Act, but the Internal Revenue Service will be responsible for collection of the industry tax. Under the Act, nickel companies, for example, will be required to pay a tax of 0.225 cents per pound on pure nickel products produced or imported into the United States. Standard for Exposure to Lead. - The Occupational Safety and Health Administration (OSPA) has announced a stricter standard on the test of a worker's exposure to lead. Effective May 15, in all lead intensive occupations with the exception of those at primary and secondary lead smelters, a worker would have to be removed from his work station if the level of lead in his blood tests out at 60 micrograms of lead per 100 grams of blood, instead of the previous standard of 70 micrograms. In the case of primary and secondary lead smelters, the ruling has been stayed until June 1, 1981, to allow time for further study.

All known resources within the four proposed RARE II additions to the Yolla Bolly-Middle Eel Wilderness in northwestern California occur in the Gig Butte-Shinbone study area (fig. 1). No mineral resources are Figure 1.--NEAR HERE. known in the East Fork, Murphy blade, or Wilderness Contiguous units. About 2,400 tons (2,177 t) of subeconomic manganese resources averaging 9.5 percent manganese have been estimated at the Blue Jay Mine in the Big Butte-Shinbone unit. In addition about 9,700 tons (8,793 t) of subeconomic chromium-nickel-cobalt resources in thin laterite soil at the Grubstake Prospect contain about 1.27 percent chromium oxide, 0.45 percent nickel, and 0.03 percent cobalt. Adjacent Ultramafic rock outcrops have pods averaging 2.5 percent chromium oxide (Cr203); one pod contains about 40 tons (36 t) of indicated subeconomic resources.

The Australasian Institute of Mining and Metallurgy and the Australian Mining Industry Council are concerned that a sufficient number of able young people receive an adequate level of professional training for the mineral industry. A Joint Committee on Education has been formed to pursue these objectives. At a time of strong growth in the industry it is most important to forecast the demand for people, so that the educational authorities will be able to provide adequate facilities. The factors to be considered in fore- casting the demand for professional staff are set out, and the proposed method of assessment is outlined.

Excavation of cavities below the ground water level induces water influx from the surrounding aquifer. An estimate of the rates of flow prior to excavation operations may be of valuable information for the mining engineer. The present paper deals with water influx into cavities of the tunnel type, e.g., mine galleries, tunnels, etc. The solution of the flow problem was obtained by a numerical finite difference method. The results are presented in dimensionless form as a function of the parameters characterizing the location of the cavity in the aquifer.

This report is based on experience developed on the construction of one contract for the Buffalo, New York subway. The Buffalo subway is under construction for the Niagara Frontier Transportation Authority and is called the LRRT-Light Rail Rapid Transit or more commonly the Metro. The Initial Route of the Buffalo subway construction started early in 1979 and is scheduled for completion in May, 1984. The initial system includes 5.2 miles of underground construction, 1.3 miles at grade for a total of 6.5 miles of subway system. A total of fourteen stations, eight underground and six at grade are included on the system. The Initial Route has a planned expansion to 17.3 miles in the future. On January 15, 1979, a Joint Venture of S & M Constructors, Inc., Solon, Ohio, James McHugh Construction Co., Chicago, Illinois, and Kenny Construction Company, Wheeling, Illinois, was awarded contract 100031, the Line Tunnels from Amherst Street to South Campus in northcentral Buffalo between Delaware Park and the State University, (see Fig. 1, Location Plan) This $35,000,000.00 contract was designed by Hatch Associates Consultants, Inc., Buffalo, N.Y. The Notice to Proceed was issued January 15, 1979 and the scheduled completion date is August 18, 1981. The project consists of two parallel rock tunnels with a minimum excavated diam of 18 ft 0 in. and a final concrete lining of 16 ft 0 in. diam. The tunnels total 14,630 linear ft. In addition to the tunnels, contract C-31 includes four shafts, an underground pump station, three cross passage connections, and other minor work items. The "FIRST AUTOMATIC SHOTCRETE TECHNIQUE" (F.A.S.T.) system, provides safe, efficient methods of remotely lining, shafts/raises. Two systems are available; one system will be used to shotcrete a 3.04m (10-ft.) diameter ventilation raise at a mine in Mexico; the other system incorporating remote control and sensing devices will to used to shotcrete ventilation raises from 2.75-4.9m (9-16 ft.) in diameter. This paper describes development of the system, from idea to field use.

El Indio, eighty percent -owned by Compania Minera an Jose Inc., a subsidiary of St. Joe Minerals, and twenty percent-owned by private Chilean investors, will open their new flotation and Carbon -In -Pulp plant near La Serena, 480 km (300 miles) north of Santiago, Chile, in early 1981. The underground mine, at an altitude of 4,270 m (14,000 ft), will produce about 1,270 mt per day (1,400 st per day) of ore containing about 2. 2570 Cu, and gold and silver to the extent of 16 and 254 g per mt (0.47 and 7.4 oz per st) respectively. While construction of the plant was underway, development ore, containing some 1,400 kg (45,000 oz) of gold, was shipped to the United States for recovery in a copper smelter. At El Indio the underground ore is rail-hauled to the mill a short distance from the portal where it is crushed, ground, and floated to produce a copper concentrate containing both gold and silver. The crushing plant also crushes waste for use as mine backfill. Approximately 92% of the copper and 60% of the gold and silver are recovered in the flotation concentrate. Flotation tailings, at a grade of 19 g Au and 116 g Ag per mt (3.4 oz Au and 0.55 oz Ag per st), are cyanided for 72 hours in six Pachucas with auxiliary air lifts for pulp transfer. Lime, cyanide, lead nitrate, and a phosphate are also fed to the cyanidation Pachucas. After cyanidation, the pulp is treated in four air lift Carbon-In-Pulp tanks equipped with external vibrating screens for carbon advance. Loaded carbon is stripped in two pressure vessels in parallel. Pressure stripping must be used because of the high altitude. Stripped carbon is dewatered in a spiral classifier before being reactivated in a rotary kiln and returned to the C. I. P. circuit. Pregnant solution is then sent to four banks of four Zadra cells for gold and silver recovery on steel wool. Zadra cell cathodes.are washed with the slimes being captured in a plate and frame filter. The filter cake and the washed cathodes are then dried on an infrared dryer and smelted in two stages to bullion bars. Published reports indicate that the total investment for this unique operation was in the neighborhood of $80 million.

Lower the respirable dust exposure of longwall shearer operators by keeping the dust cloud confined to the face. Approach Change the location of face-side machine cooling, water sprays. How It Works The dust breathed by the longwall shearer operator is usually produced by the shearer itself. The dust cloud originates at the face, and the exposure of the operator depends largely on how quickly this cloud spreads into the walkway. Water sprays on the shearer body can have a large effect on dust cloud spreading. Results to date indicate that sprays can help confine the dust cloud to the face if they are carefully placed. Otherwise they can make dust levels far worse. The worst offenders are often face-side sprays used to discharge cooling water from the cooling jackets of the shearer motors. These face-side sprays set up an air circulation pattern as illustrated in the drawing. Air induced by the sprays to flow towards the face, raises the air pressure in front of the face, which causes the air flow to turn and then move back over the shearer, bringing dust with it into the walkway.

A surface charge sensor has been developed that responds to changes in the double layer properties of colloidal silica during the cationic flotation of silica from taconite ores. Sensor design allows for the measurement of two aspects of the electrical double layer surrounding all solids immersed in ionic solutions. One aspect responds to a flow induced change in the double layer properties of a solid. The other is a function of the chemical composition of the aqueous phase. Evaluation of sensor performance during froth flotation experiments has been encouraging. Process monitoring capabilities are indicated.

The tunnel boring machine (TBM) can be a magnificent tunneling device under optimal rock conditions. Such ideal conditions would include good Rock Material Characteristics (compact, uniform; low to medium strength, hardness, and abrasiveness); good Rock Mass Characteristics (few joints and shears; unweathered); and good Geologic Environmental Characteristics (above groundwater level and moderate in-situ stress). Such idealized rock conditions would eliminate support problems, fallout at face and grippers, frequent cutter changes, and water problems. Daily advance rates of 50 m would be commonplace. Unfortunately, nature seldom provides the ideal geologic characteristics. The challenge to the geologist, machine manufacturer, and contractor is to provide equipment and procedures to best handle the adverse geologic features, once identified.

A new process for leaching zinc sulphide concentrates with gaseous mixtures of SO2 and O2 in aqueous solution is described.The reaction of SO2/O2 with Rosebery, Mt. Isa, Broken Hill and Elura zinc concentrates yields zinc and iron sulphates, elemental sulphur and some sulphuric acid. Rates of zinc extraction are controlled by a surface chemical reaction without apparent interference from the elemental sulphur layer for SO2 concentrations up to 9 per cent in the gas phase. Pyrite in concentrate exerts an activating effect, possibly through galvanic interaction with the sphalerite. Metal extractions are dependent on SO2 and O2 tenors of the gas, particle size, and the acidity and zinc content of the solution, but are independent of the ferric ion level. Extractions also reach maxima at about 85°C.Generation of acid may be prevented by conducting the reaction in the presence of ferrous iron and at acidities of 40 g/l or greater. Zinc and iron levels in Elura lead concentrate may be reduced by leaching with SO2/O2.

"The operations of a large-scale open-cut mine are simulated to produce a user-oriented interactive digital model. SIMULA is chosen as the programming language and a sophisticated data base system is designed to consider the complex information network of large mines. The main features of the program are the mine planning and mine evaluation modules. These modules are responsible for the computation of truck-shovel performance and other equipment details in a mine. Stochastic methods are employed to generate event times. The use of a Data Base Management System and the data base provide an efficient method of information storage and retrieval. Truck allocation techniques have been examined in detail and comparisons between random dispatching and conventional methods are made. The model is intended for mine operators and engineers and the program is well structured and very readable. It is hoped that these features will make the model readily acceptable.IntroductionThe Department of Mining and Metallurgical Engineering at the University of Queensland has been conducting research into computer simulation methods in mining since 1972. The research has been mainly applied to actual operations, with both open-cut and underground mining being equally emphasized. The results of the research to date have not only strengthened the methodology of the approach to complex mining problems, but have also increased confidence in the use of modelling and computer simulation technique s in mining.The model described in this paper translates a complex LHD situation into a user-oriented interactive digital model using SIMULA. The present methods of evaluating truck dispatching and trolley assist are tedious and laborious. This model provide s the engineer with readily acceptable means of rapidly assessing the relative merits of these techniques in a large-scale open-pit operation. Poor utilization figures in many current operations (for example, 40% for trucks, 70% for shovels) are of serious concern to mine officials and computer-controlled dynamic truck dispatching systems have been considered by some of these mines to improve equipment utilization ."

Based on the investigation by the Bureau of Mines, tungsten is the principal metal found in the study area; gold and silver were the primary metals found at one property. Tungsten occurs in tactite zones formed near contacts of calcareous metasedimentary with granitic intrusive rock. Gold and silver were found primarily along quartz veins in granitic rocks; small amounts of those petals also occur in the tactite zones. Since 1856 approximately 200 lode claims or relocations have been recorded, mainly in the southwest corner of the study area. Tungsten production in this part of the area has been inure than 7,800 short ton units (70,800 kg) of tungsten concentrates; about 4,800 short ton units (43,500 kg) were from the Mud Lakes Mine; and 3,100 short ton units (27,200 kg) were from the Rainbow Mine 1/.

A feature of interest in stability of excavations in domal salt is the phenomenon of gas outbursts which has occurred in five of the six mines in Louisiana salt domes. Gas outbursts are sudden erruptions of salt and gas from the face or roof of a mine opening. They are associated with anomalous zones in salt, depth of mining, and the method of excavation. Potential risks from gas outbursts include an unplanned connection to a reservoir of water or hydrocarbons and, possibly, a loss of the mine. It is proposed that a gas outburst is initiated by disking in biaxial compression and propagates by spalling of the cavity walls and further disking. The outburst is terminated by a combination of dilatancy hardening, increase in stress along the cavity axis, and enlargement of the cavity to the boundaries of the pressure pocket. Identification of burst- prone areas will require research into in situ measurement of material characteristics and further under- standing of the mechanism of gas outbursts. Shock blasting in advance of mining appears to be a promising technique for controlling gas outbursts.

In the mid-1950s the importation of foreign oil began to encroach on traditional coal markets such as railroad steam engine fuel, home heating, electrical generating plants, and others. Many of the smaller coal companies with substantial coal reserves subsequently found that they could no longer continue to mine economically and merged in various ways with larger established coal mining concerns. As the seats of top management and authority were removed from the mines to large metro centers such as New York, Pittsburgh, and Chicago, the more personal relationship between mine workers and management that had existed prior to these mergers began to be eroded and replaced by "remote control" mine management. The disappearance of this face-to-face contact of upper management with mine employees tended to create barriers blocking simple effective communications between coal mine management and labor. In examining the human relations aspects of the coal mining industry, many elements, some concerned with work and others not, have depicted the industry as almost devoid of good applied human relations and communications practices, and, in truth, little has been done to alleviate this situation. In past years many coal producing companies, with the exception of one of the largest, failed to adequately define the term "communications ' as it applied to their companies, whether internally or externally. Internally many still place heavy reliance on written communications such as company-wide newspapers to do the job of communicating with their employees which they feel ought to be done. One company puts an inordinate belief in its company "newspaper" as the primary instrument to stimulate its work force into increasing productivity. Solution mining, sometimes also refered to as chemical mining or bacterial mining, is an innovative technology which, by making use of proper chemical reagents and taking advantage of bio-chemical action of some micro-organism species, can dissolve effectively most. desirable metallic values from ores and then extract them profitably from the resultant metal-bearing solution by suitable means to form the metal product it is more preferable to the conventional mining methods, not only because of its capability to improve working conditions and minimize environmental problems either underground or on surface, but also for its amenability in particular, to exploit low-grade or submarginal ore bodies, or those deposits which are too deep-seated to be mined out economically. Furthermore, it also provides a potential approach to win metals directly from their ores or ore-deposits in-situ by more simplified methods and at a lower cast than the conventional mining-milling-smelting process would do previously. Hence, in developing countries such as China, it will most, probably become a new mining tool of great promise. (1)

Results of the U.S. Bureau of Mines' survey of mineral resources in the Cuyama RARE II study area indicate there is no potential for metallic minerals and low potential for the development of gypsum resources. There are no producing or developing mines within the study area. The Santa Barbara Canyon Prospect contains 30,000 tons (27,000 t) of subeconmic gyspum resources, the Wagon Road Prospect 276,000 tons (250,000 t), and the Brush Fence Canyon 61,000 tons (55,000 t). Most of the resource in the Brush Fence Canyon Prospect is outside the area. Gypsum was not observed at the Cuyama River deposit. Present gypsum and gypsite requirements are being met by larger deposits closer to major markets. A field examination of known mineral properties was made in October 1980; it included mapping and sampling of prospects to evaluate the economic potential of mineral resources.

Recently the petroleum market has made us aware that we are indeed global natural resource consumers, and as such, we have become captive to fundamental global resource economics and their attendant vagaries. Global resource supply problems are as old as civilization and mineral exploration one of its important catalysts. On the basis of natural resources empires have been expanded and new frontiers have been developed. Global consumption and production might even be viewed idealistically as a system dedicated to optimizing distribution to the consumer. However, this is not the case. Political instability and increased government polarization make dependency on a global market somewhat insecure. The U.S. must evaluate its domestic mineral re- sources on the basis that all metals are critical and that dependency on even the common and base metals may ultimately weaken our domestic economy and our potential international relationships and could cause critical weaknesses as demonstrated by the petroleum problem. This paper evaluates specifically the Duluth Gabbro Complex, of Northeastern Minnesota, (figure l), as a potential resource of critical and strategic metals. First, a chronology of some of the early exploration, will be followed by more recent intensive company studies and preliminary evaluations of economic feasibility. Lastly, metallurgical data, on some optimum conceptual mining plans will allow metal production data to be compared with an estimate of U.S. domestic needs in 1990. The purpose of this paper is to put into focus the difficulty of converting resources into vitally needed reserves.

The Los Alamos National Laboratory, under the sponsorship of the U.S. Department of Energy; is involved with laboratory and field experiments to assist in development of the Hot Dry Rock concept of geothermal energy. The field program consists of experiments in which hot rock of low permeability is hydraulically fractured between two wellbores. Water is circulated from one well to the other through the fractured hot rock. Our field experiments are designed to test reservoir engineering parameters such as heat-extraction rates, water-loss rates, flow characteristics including impedance and buoyancy, seismic activity, and fluid chemistry. Laboratory experiments were designed to provide information on the mineral-water reactivity encountered during the field program. Two experimental circulation systems tested the rates of dissolution and alteration during dynamic flow. SOlubil ity of rock in agitated systems was studied. Moreover, pure minerals, samples of the granodiorite from the actual reservoir, and Tijeras Canyon granite have been reacted with distilled water and various solutions of NaCl, NaOH, and Na.CO.. The results of these experimental systems are compared to the observations made in field experiments done within the hot dry rock reservoir at a depth of approxi-mately 3 km where the initial rock temperature was 150 to 200°C.

"The efficiency of operation and life of an advancing longwall coalface depends, to a great extent. on the face-end roof strata conditions and the stability of the gateroads. The factors that influence the rate of closure of gateroads are examined, in particular the gateside pack and the coal rib (crush) pillars. The performance of mechanized packing systems is briefly discussed. Gateroad deformation surveys were carried out at two coal mines to determine the influence of the rib pillar width on gateroad stability; also, the influence of the gateside pack on the immediate roof and floor strata is analyzed based on strata bed displacement measurements from instruments installed in the gateroad and pack-hole of a longwall advancing face operating in a thick seam (7.55 m). The face-end region of a longwall advancing face is the center of mining activity, being the turn-around point for the coal cutting machine. and the place of gateroad formation and movement of special face-end supports. The design of face-end layouts can be aided by knowledge of strata control parameters, such as the effective loading of the immediate roof strata , convergence of the roof and floor, magnitude and distribution of fractures in the roof strata around the face-end , optimum placement of supports, coal seam thickness and strength characteristics, geometry of layout and interaction from neighbouring workings. Generally, the gateroad is formed by one of three face-end methods: (a) advanced headings, (b) in-line system (gateroad formed at the face) or (c) conventional ripping with or without stable elimination (also halfheading). The quality of gateroad is influenced principally by the face-end system employed, standard of gateside pack and width of pillar. A good standard of gateroad is generally achieved by employing the half-heading face-end system, the gateside pack and coal rib pillar having comparative support/ yield (stiffness factor) characteristics. However, the halfheading is often not favoured due to face operation restrictions."
