The textural growth patterns of nodules from two areas in the North Pacific and the South Pacific are characterized by mottled, columnar and compact-type zones. Amorphous material (mainly iron and manganese hydrox-ides) is a botryoidal-forming phase in the mottled and columnar zones. Crystalline material (platy crystals of birnessite and crystallites of todo-rokite) is found primarily in the mottled zones on botryoidal structures or as long-protruding structures growing onto that portion of the nodule in contact with the underlying sediments. The long-protruding mottled zones contain little or no biogenic debris, suggesting that these zones grew un-interruptedly within the underlying sediments. The coalition of spheroidal knobs comprising some of the nodules also suggests a relatively long residing time within the sediments. It appears that crystalline material (the usual host to associated valuable metals) forms in a quiet environment and as a result of direct nodule association with the underlying sediments.

A computer model called the Quality Compliance Model was developed to optimize the mine planning and sequencing in area coal mining with respect to the limit on pounds of sulfur dioxide per million BTU imposed by regulations. The objective of the model is to maximize the amount of high sulfur coal mined from various benches while meeting the specified compl'ance standards. Given multiple seams and multiple benching operations, the mining sequence from each pit is simulated. The rate of mining is controlled such that the in-pit blending will maximize the usage of high sulfur coal and meet compliance standards. The compliant coal can be stockpiled for usage at a later date, or it can be disassociated. This calculation can be based on any given rate of production, i.e., from as small a unit as a unit train to as large as monthly or yearly production.

INTRODUCTION The two unit operations in cut-and-fill stoping that would benefit most from increased mechanization are drilling blastholes and moving broken ore to the ore¬passes. Drilling in current practice is done with hand¬held jackleg and stoper drills. Broken ore is commonly moved from the face to the orepass by a small slusher. This type of equipment can be easily moved through the raises. Hand-held drills have a slow drilling rate and require one operator for each machine. Drilling can be done much faster by small jumbo-mounted machines as two or more drills can be operated by one miner. Load-haul-dump (LHD) units move broken ore from the face to one or more orepasses at a much faster rate with less loss and dilution than slushers. These units are mobile and may be used at more than one place during a shift. The problem which must be overcome in applying this higher degree of mechanization is the restricted means of access inherent in current practices. Cut-and¬fill methods are usually applied to mining veins that are narrow, irregular in dip and strike, or where ground con¬ditions require the support of sand fill. The mechanized equipment which is needed to accomplish high produc¬tion cannot be raised or lowered through raises without being disassembled. A jumbo which will give the desired performance would be mounted on a rubber-tired carriage with a diesel engine for propulsion. Twin hydraulic booms run by a small air motor would carry pneumatic drills. Over¬all dimensions of the unit would be about 8 m (26 ft) in length, 1.6 m (5'/z ft) in width, and 1.6 m (5'/z ft) in height. An LHD of the desired capacity would be rubber¬tired and either diesel or electric-powered. The overall dimensions of a 2.3-m (3-cu yd) unit will be about 8 m (26 ft) in length, 1.8 m (6 ft) in width, and 1.5 m (5 ft) in height. It will weigh about 12 700 kg (28,000 1b). It can readily be seen that conventional raises can¬not handle this size equipment. The most desirable means of access enables equipment to be driven into the stoping areas. Ramps can enter the stope by being driven upward in the vein walls or by being developed in the vein on top of the fill as the stope advances. This ramp system not only permits the use of rubber-tired equipment in multiple working places but also enables its removal for repairs without component breakdown. In the proposed method, as in conventional cut-and¬fill stoping, sand fill will replace the mined-out ore. By constructing an inclined timber floor at one end of the stope, a ramp can be maintained on top of the fill and advanced as the stope is advanced cut by cut (Fig. 1). The ramp is, therefore, developed during the stoping process and is only driven as a tunnel when rising over and around the sill and crown pillars. A stoping section consists of three blocks of different geometric shapes. The first and last blocks to be mined will be triangular in the plane of the vein, and the blocks between will have the shape of parallelograms (Fig. 1). The first block will develop the initial ramp by breast stoping and filling to the ramp floor (Fig. 2). The ramp will need to be completed through to the next level be¬fore stoping of the subsequent block can begin. The subsequent blocks are mined by back stoping with the next ramp being developed at the other end of that block (Fig. 3). The length of each subsequent block can be varied without changing the slope of the ramp. As the new ramp is developed, the previous ramp is filled along with the stope cut. Access up and down is maintained through the stope. The final block is again breast stoped as no new ramp will be developed at the end line for jumbo egress. Boreholes provide ventilation between levels as well as utility access. They can also provide a secondary escapeway for personnel during periods of development. These boreholes would be located about 3 to 4.5 m (10 to 15 ft) in the footwall and spaced about 183 m (600 ft) apart along the vein. The orepasses are spaced about 61 m (200 ft) apart in the vein. This spacing allows not only a short tram for the LHD unit but also provides surge capacity for the ore between haulage trains. These passes are raised from the haulage levels. As development progresses, the raises are driven through the sill pillar, and then car¬ried in the fill as stoping progresses. Ventilation and utilities can be maintained through an orepass when it is not needed for ore. The end line orepasses are intended for this purpose as well as for personnel emergency egress. Overall dimensions and criteria assumed to illustrate the ramp method of access in a highly mechanized cut¬and-fill stope are: haulage level spacing of 61 m (200 ft); ramp gradient of 17%; average dip of approximately 1.57 rad (90°); initial stope length of 358 m (1177 ft); subsequent stope length of 179 m (588 ft); average stoping width of 3 m (10 ft) ; sill pillar thickness of 3.6 m (12 ft); crown pillar thickness of 1.8 m (6 ft); bored raises of 1.5-m (5-ft) diam; and cribbed orepasses of 1.2 x 1.2 m (4 x 4 ft) through the sill pillar and 1.2 m (4 ft) square inside the cribbed portion. DEVELOPMENT The ramp access system lends itself well to conduct¬ing the several phases of development concurrently. All mines do not necessarily have abnormal radiation in them, but it is possible for many mines to have abnormal levels of radiation. Gas drainage has been practiced for many years mainly for safety reasons in various countries in Europe, in the U.S.A., the U.K. and Japan. Legislation has been developed to control the production, transport- ation and utilisation of methane and associated gases. Gas drainage is now being carried out at some Australian Collieries, but as this is a new venture little specific legislation is available. This paper briefly describes the drainage methods and legislation applied overseas, gives a brief history of gas drainage in N.S.W. and indicates the deficiencies of the present legislation. It outlines the approach to new legislation which will deal comprehensively with gas drainage operations and utilisation in New South Wales.

INTRODUCTION In 1970 the percentage of underground coal extraction by longwall mining methods in the U.S. was 2.1 percent. This figure rose to 4.4 percent in 1976 and is expected to rise to 12 percent by the year 1985. This figure represents 46.0 million tons (51.0 million st) of annual production (Kuti, 1978). In addition, OSM regulations are placing emphasis on subsidence prediction. Section 784.20 of the Office of Surface Mining regulations for underground mining permit applications requires the sutauission of a subsidence control plan which may include monitoring. Because of its nature, longwall mining does not have flexibility in leaving pillars under structures as does room and pillar. Mining in some areas, particularly in the Eastern Coal Field, is approaching more developed areas; therefore, a greater number of structures are expected to be undermined in the near future. Subsidence engineering is becoming an important aspect of mine planning, and should be directed at predicting potential structural damage. The question operators are increasingly faced with is "what will be the subsidence effects for a specific structure at a specific location in respect to a longwall panel?" The most significant variable in assessing the subsidence effect on structures is not vertical subsidence. The variables of strain and tilt are responsible for more structural damage than is the vertical movement. Table I presents threshold values of strain for various structures (Geddes 6 Cooper, 1962). Based on National Coal Board experience, horizontal strain is approximately inversely proportional to the radius of curvature of a circular portion of a subsidence profile; therefore, the radius may be useful in estimating the magnitude of strain caused by subsidence (Hoebs, 1982). As a follow-on to previous investigations, reduced treatment levels for the optimum fire retardant/preservative system were evaluated. An impregnation of 3.5 lbs/ft3 of Fyreprufe followed by 3.5 mils of Albi 107A plus an Albi 144 top coat provides adequate flammability and flame spread protection. However, there is a significant loss in compressive strength at this retention level, particularly parallel to the grain. A pilot-size pressure impregnation cell was installed for use in treating larger quantities of wood. Based on the optimum fire retardant/preservative treatment system - Fyreprufe/ACC impregnation followed by Albi 107A/144 intumescent paint - a model treatment pro¬cess was developed, capable of handling 3 million board feet per year. Associated annualized costs per thousand board feet (K bd. ft.) for treating 12" x 12" timber were calculated to be: Impregnation: $-63.00/K bd. ft. Coating: $112.00/K bd. ft. A literature search was conducted to identify materials and techniques suitable for a localized stench warning system for heated mine timbers. Based on this review, a number of stench warning concepts were developed. Those based on surface coating were given a preliminary laboratory evaluation.

INTRODUCTION The idea of water management and control at the Church Rock Mill operations began to take shape in February 1979. At that time, we were already investigating the feasibility of decreasing the fresh water requirements so that the solids would become the limiting factor in tailings impoundment utilization. The area for solution evaporation could be kept at a fraction of the normal requirements under the standard process of full water usage. The Church Rock Mill is an acid leach circuit followed by solids/liquid separation with thickeners in counter current decantation, and solvent extraction. Following the normal design of acid leach circuits, reuse of tailings solution was not incorporated in the original mill process design. INITIAL WATER CONTROL INVESTIGATIONS The investigations to decrease the fresh water requirements centered around modifying the grinding circuit from the present semi-autogenous grinding (SAG) mill in closed circuit with hydrocyclones, to open circuit grinding with a rod mill. The open circuit grinding with the SAG mill and rod mill in series had the potential of decreasing the water requirements for grinding and leach dilution by approximately 50% or 1.4 m3/min (300 gpm). The grinding pulp density would be maintained at 70 to 72% solids, and the leach dilution to 50% solids would be accomplished with acid tailings liquor recycle. In such a grinding circuit arrangement, the SAG mill would provide the primary or coarse grind, and the rod mill would be used for the fine grind. By the SAG mill and rod mill series grinding method of water control and other secondary water controls in various places downstream from the grinding circuit, the required necessary evaporation area was estimated at 120 acres of liquid surface. A second method of water control at grinding was investigated. A two-stage cyclone classification circuit appeared to have a good potential of achieving the same water reduction at a much lower capital and operating cost. However, in retrospect, this would not have been a viable method since a high slime recycle load would have been established hindering classification. The use of reagents to neutralize the acid tailings solution was not considered seriously at that time, since it would have materially increased operating costs, although it would have also allowed more tailings solution recycle and consequently, less fresh water usage. However, with the tailings solution deposition area available at that time, it was not then necessary to incur the high cost of neutralization. The control expected by the series grinding of semiautogenous and rod mills would have been sufficient to maintain a water consumption/evaporation equilibrium well in line with the available land area. IMPLEMENTATION OF NEUTRALIZATION OPERATIONS During the summer of 1979, the UNC Church Rock Mill experienced a tailings dam breach which resulted in a prolonged mill shutdown. Upon resumption of operations at the end of October 1979, tailings deposition was restricted to a small portion of the tailings impoundment area. Figure 1 shows the general tailings area and the limits of the present deposition area in the central part including the borrow pits. These borrow pits had been excavated to provide materials for tailings dam construction. Immediately after resumption of operations, it became evident that it would be necessary to control the quantity of liquid to be evaporated because of the small confined area available for tailings solution deposition and to maximize the deposition time in the tailings area. The water control required had to be exercised on a large scale, and to be in operation as quickly as possible. An obvious solution was to reuse the tailings liquor in mill process. Immediate steps were taken to install the necessary equipment for tailings neutralization on an interim basis. Anhydrous ammonia was selected as the primary neutralization reagent since it was the quickest system that could be placed in operation. Previous laboratory tests indicated fair results with ammonia neutralization. Such a system required a minimum of installed equipment and handling. INITIAL NEUTRALIZATION OPERATIONS Actual neutralization operations began on November 26, 1979. The raffinate solution which normally would have been discarded was pumped to a 3.7 m (12ft) diam by 4.3 m (14ft) tank for reagent contact, see Figure 2. At this tank, anhydrous ammonia was added directly from the tanker trailers and controlled at pH 7.0 nominally. Agitation was provided by air sparging. The neutralized product formed a highly viscous slurry in the grinding circuit which resulted in pumping and cyclone classification problems.

Zinc, silver, copper, and tungsten are the principal minerals in Dardanelles RARE II area (No. 4982). Zinc with associated silver and copper occurs in a persistent shear zone in metasedimentary rocks and in a massive sulfide vein; tungsten occurs as disseminated scheelite in a tactite zone along a metasedimentary-intrusive rock contact. Since 1883, approximately 100 lode mining claims have been recorded, mainly it the eastern portion of area No. 4982 (fig. 1). Extensive workings on the Alhambra Prospect indicate past production; however, no records were found for the prospect. At the Alpine Mine, 500 tons of tungsten ore had been mined before 1943 (Hopson, 1943, p. 1) and possibly 1,000 tons of tungsten ore mined by 1947 (Benson, 194/, pp. 2).

As a result of concern for the citizens of the State of Illinois who owned structures above underground mine workings, the Illinois State Legislature passed House Bill 158 in 1978. This bill amends the Illinois lnsurance Code and creates the Mine Subsidence Reinsurance Fund which is an insurance pool that is to receive a state appropriation of $500,000 as "start-up" money. One hundred thousand dollars has been paid to the fund as of October, 1982. The Fund is to return this appropriation to the State and is to remain self-supporting from premiums. The Fund utilized a pre-existing institution, which also was an insurance pool, the "Fair Plan Facility" and its governing Board, consisting primarily of insurance executives, to administer the program. The Mine Subsidence lnsurance Act went into effect October 1, 1979, and the bill provides that property owners in the State of Illinois may purchase up to $50,000 of mine subsidence insurance which is attached to their fire insurance policy. The deductible is normally 2%, but cannot be less than $250 or more than $500. The annual rate structure for residential structures in 1981 for $50,000 coverage is $10 (frame), and $12 (masonry). The rate structure for commercial buildings is based on the value of the building and the rates for $50,000 maximum coverage is adjusted upward. The insurance was mandated by the State Department of lnsurance and rolled onto the insurance policies of the homeowners in 34 counties which had been recognized as having sufficient exposure to subsidence damage to be covered by the Act. One percent or more of the land surface is undermined in each of the 34 counties. In the other counties undermined in the State of Illinois, insurance is available to the homeowner upon request to the private insurance carrier.

Loader cut and fill stoping was first used at New Broken Hill Consolidated Limited mine in 1966. The equipment used included single boom pneumatic jumbos for drilling up- holes, diesel loaders for ore removal and diesel utility vehicles for rockbolting and servicing. Since 1966, there have been many modifi- cations and changes both in the equipment and stoping method. Twin boom pneumatic or hy- draulic drilling jumbos have replaced single boom pneumatic jumbos, electric loaders have replaced diesel loaders, diesel forklifts have replaced utility vehicles and "'flatbacking" has superseded uphole stoping. Concurrent with this has been the introduction of cable dowels in stope backs which has enabled loader cut and fill stoping to be used more extensiv- ely than in the past. There are now six loader cut and fill stopes at both mines and this paper traces the evolution of this method outlining the reasons for changes in technique and equipment.

INTRODUCTION India like USA has traditionally relied on bord and pillars as dominant underground method. Coal has generally been mined at shallow depth from relatively thick and horizontally bedded coal seams. These' factors contributed towards large scale adoption of bard and pillar. After nationalisation of coal industry in two stages in 1971 and 1973, large scale mechanisation and modernisation programmes were undertaken. Longwall mining was identified as one of the major that area for increasing underground coal production. The idea to introduce longwall mining was mooted to increase productivity and to promote conservation and safety. The nationalised coal industry has already worked about twenty longwall faces with different types of support. The tempo of introducing longwall is catching up and a number of longwall programmes with, Self advancing supports of different types and Capacity are in active stage of implementation. The country has not yet started producing mechanised Supports and therefore supports and machineries are being imported from U.K. and other countries of the continent. The of the major problem faced in the longwall projects is to choose suitable type and capacity of supports. The suppliers and manufacturers of these supports are not competent enough to choose and offer the right type and capacity of supports as their knowledge and information about Indian strata conditions are extremely limited. The Central Wining Research Station (Q.!RS), has undertaken a research programme for evaluating the rock mechanical conditions obtaining in the proposed longwall locales and has worked out a method for selection of proper type and capacity of supports on the basis of projected strata behaviour at the proposed locale. STRATA CCNTROL FAILURES Indian coal industry had made some attempts to introduce longwall caving in the early fifties after a working group set up by the Government of India had recommended its adoption to increase productivity and to modernise mines. Approximately 20 longwall faces were tried in the major Indian coalfields of Jharia, Ranigunj and Karanpurr between 1951 and 1968. The supports used consisted of 20T hydraulic props or 35140~ friction props. A number of these faces had suffered total strata control failures and a large number of support elements were lost. The Central Mining Research Station initiated a research programme to analyse these failures in the general background of behaviour of Indian coal measure strata at longwall faces. All the available data regarding the cases of failures were collected and physico-mechanical properties of overlying roof rocks were determined in the laboratory. Simultaneously, observations were continued to establish the behviour pattern of Indian coal measure strata at longwall faces. These studies were helpful in analysing the occurrences of collapse. BEHAVIOUR OF INDIAN COAL MEASURE STRATA The coal measure strata encountered in the principal Indian coalfields of Jharia, Ranigunj and Karanpura are in general strong in nature however, the immediate roof (mostly up to 1.5 to 2 m) in most of the cases is weak and false bedded shale. "A preliminary evaluation, based on existing data, has been made of the implications of placing radium-barium sludge in tailings areas. The study was restricted to a consideration of possible increases in the quantities of radionuclides escaping to the environment through either groundwater or surf ace water, considering the types of tailings treated and the effluent treatment systems currently operating in Canada.IntroductionIn the recovery of uranium from ore deposits, the tailings produced by mine/mill complexes are conveyed to impoundment areas in slurry form. After settling, the supernatant is discharged to the environment together with runoff from precipitation on the tailings bas in. Currently, all operating uranium mines in Canada employ barium chloride treatment to control the release of dissolved radium to the aquatic environment. The dissolved radium in the tailings decant is precipitated with barium chloride, forming (Ra,Ba)SO4, and allowed to settle in ponds or lakes. In some instances, settling tanks have replaced ponds and flocculants have been added to aid settling. Because the Atomic Energy Control Board does not consider the precipitation ponds to be suitable for final disposal of these sludges, acceptable sites must be found. Options which have been suggested for sludge management include underground placement either in worked-out mine areas or in special chambers, or placement in the tailings areas. Conceptually, the latter alternative is attractive and probably would minimize sludge handling. This alternative would be subject to the AECB policy which requires that upon abandonment, radioactive releases from a tailings area must be within present regulatory limits and that treatment to meet these limits should not be required in perpetuity.No quantitative data exist concerning either the effect of physical and chemical conditions in the tailings on resolubilization of radium from precipitated sludges or the fraction of this additional radium which would be released."

An experimental investigation was performed to evaluate the role of stress waves in the pre-splitting operation. 3D birefringent Plexiglas models and the dynamic photoelastic technique were used to visualize the stress waves generated by the detonation. Simultaneous as well as sequential detonation of the explosive charges were investigated. The development of fractures and stress waves were recorded using a high speed multiple spark gap camera of the Cranz-Shardin type. The experimental data was analyzed and displayed-on a Lagrangian diagram to present an overall picture of the entire dynamic event. It was repeatedly observed in the tests that the time required for the completion of the pre-splitting operation as practiced in the field is of the same order as that for the transit time for the stress waves between the blastholes thereby revealing the highly elasto-dynamic nature of the event.

A program was conducted to determine whether sufficient quantities of the flame retardant, ammonium phosphate, could be incorporated in a water-based foam solution to prevent or delay reignition (burnback) without. significant degradation of foam properties. Up to 20% of mono and diammonium phosphate was added .to d high expansion foam solution. This mixture was applied as a high expansion foam to burning wood and coal samples. The effect of this mixture on burnback was laboratory tested by placing the wood or coal sample in front of a radiant panel. It was found that diammonium phosphate levels of 20% by weight prevented reignition without degrading foam properties. A field test was then conducted using a 20%, diammonium phosphate mixture and a control with no phosphate on a wood crib fire. The experimental foam did extinguish the crib fire faster than the control as evidenced by the smoke from the crib. However neither crib reignited.

Recent taxation trends in Canada, and the existing tax regimes for the mining industry, continue to be a major bugaboo.This examination by ""Tax Notes"" of the impact of current taxation trends on the mining industry is based on a speech delivered recently by Robert D. Brown, senior tax partner of Price Waterhouse, Canada, to the annual meeting of the American Institute of Mining, Metallurgical and Petroleum Engineers in Dallas.IntroductionThe purpose of this paper is to tell a story-and it is a story with a moral. The first thing to recognize is that, with depressed metal prices and weakening western economies, high taxes, in and of themselves, are not really the cause of the Canadian mining industry's present doldrums. However, the character and level of mining taxes in Canada has had a profound influence on the development of the industry over the past decade, and the expectations of what the future holds for mining men in Canada will equally play an important role in the future development of the Canadian industry. Our tax system has, in the past, served as a negative and destabilizing influence in the mining industry: it has contributed to a major short-fall in investment commitments and hence in the contribution which the mining industry can make to the Canadian economy, and the adverse effect on the industry of previous high marginal tax rates was made far worse by the confusing, contradictory and perverse nature of the tax system itself."

Basing upon many and long practical experiences of gas drainage from coal seam and results investigations on the gas flow through in si-tu coal seam using tracer gases,it became clear that solid coal itself is hardly gas permeable or has extremely low gas permeability. Almost all of gas flows from a coal seam into boreholes through fracture net- works intersecting with them.Primary and secondary fractures in coal seams differ in their size and continuity from place to place according to differences of the coal strength and the stress conditions. A lot of gas can be drained through boreholes which intersect with many and/or wide fractures. A mathematical model for gas flow from a coal seam to a borehole through a discoidal fracture is proposed. From the numerical analyses,the apparent radius of the discoidal fracture in this model is shown to be a good indication of the gas drainage ratio. In addition to this,an atempt to make fractures around a borehole using high velocity water jet(ca.lmm dia.,300-700atm., 100-200 1/min.) is introduced.

Mineral resources of the Rice Valley Wilderness Study Area (WSA), in the Mojave Desert of southeastern California, were investigated by the U.S. Bureau of Mines and U.S. Geological Survey during 1980. The study consisted of an examination of mines, prospects, and mineralized areas by the Bureau: of Mines and geological, geochemical, and geophysical investigations by the Geological Survey. Little indicated potential for the presence of mineral resources exists in the valley floor segment of the study area. The Big Maria Mountains section of the study area has some potential for mineral resource development. Decorative building stone from both bedded quartzite deposits and weathered limestone surface rubble (driftwood stone) has been produced from the Big Maria Mountains segment of the study area. Total production is unrecorded but probably small. A 700,000 ton (640,000 t) quartzite resource was inferred and 4,500 tons (4,100 t) of driftwood stone within the study area was estimated. A relatively pure limestone deposit inside the study area contains an inferred resource of 14 million tons (13 million t). One prospect suggests a potential for the presence of manganese resources although none were estimated. The likelihood of discovering oil, gas, coal, uranium or geothermal energy is low; potential sources are not known to exist.

The Bureau of Mines investigated four simulated coal gob fires to obtain a more reliable data base for defining the state of a sealed mine fire and to evaluate the performance of various fire detectors. The fires were conducted in a multiple-entry section of the Bruceton Experimental Mine by heating 4,000 to 21,000 pounds of rubblized bituminous coal to ignition and monitoring the temperature, gas emissions, and smoke under ventilated and sealed combustion conditions. Product gas concentrations depended upon the coal bed size, coal temperature, heating rate, and oxygen concentration or ventilating condition but varied little after the fires were sealed. Expressions are given that define the temporal variation of CO and O2 after sealing when the coal temperature decreased rapidly. The CO/C02 ratio is a more sensitive fire indicator than the CO/?02 ratio, although the latter is universally used for detecting the incipient state of a coal fire. In comparison, the Jones-Trlckett ratio [ CO2 + ¾ CO ? ¼ H2 ?O2] is less reliable for this purpose. The best detector for determining the state of a mine fire after it has been sealed was a prototype submicrometer smoke particulate sensor. Limitations of the various detector systems are also discussed.
