The Annual Meeting of The Rocky Mountain Coal Mining Institute was called to order by the President, John T. Atkins, at 2:00 p.m. Tuesday, June 26, 1984 in the Colorado Ballroom of the Marriott's Mark Resort in Vail, Colorado. There were 36 members in attendance. It was moved by Bob Diederich, seconded and carried to dispense with the reading of the 1983 Annual Meeting minutes as printed on pages 105 thru 109 of the 1983 Proceedings. In keeping with the printed agenda in the convention program/ticket booklet, the President called for reports of standing committees as follow: 1. Bylaws & Resolutions - Loren Linville, Chairman Linville noted that the committee had been working for two years on bylaws changes and concluded a corporate lawyer specializing in nonprofit organizations be engaged. He then introduced Mr. Peter B. Nagle of the Denver law firm of Sherman and Howard who outlined the major changes in converting the Institute's current status of 501(c)(6) to 501(c)(3). He pointed out that such a conversion would give the Institute a proper legal status, would give individual contributors to the scholarship or other programs a personal income tax deduction, would qualify the Institute for the postal nonprofit mailing rate and the Institute would achieve the advantage of limited liability inherent in a corportion and would insulate its members, officers and directors from liability for corporate obligations. Copies of the Articles of Incorporation as well as the Bylaws were available for all members. A discussion ensued and the following resolution was moved by Bob Diederich, seconded and carried: RESOLVED, that the unincorporated association known as the Rocky Mountain Coal Mining Institute be, and hereby is, dissolved and in its place, and to carry out its objectives, shall be formed a nonprofit corporation under the laws of the State of Colorado, which corporation shall also be known as The Rocky Mountain Coal Mining Institute, and to which shall be transferred all of the assets and liabilities of this association. FURTHER RESOLVED, that the proper officers of this association are authorized and directed to execute and file with the Colorado Secretary of State, Articles of Incorporation in a form substantially similar to those prepared for this association by its counsel, and the names of the individuals identified in such Articles of Incorporation as the initial Board of Directors of such corporation, which names were proposed and recommended by the Nominating Committee of this association, are hereby approved. FURTHER RESOLVED, that the proper officers of this association are authorized and directed to do all acts necessary or convenient to carry out the terms of the preceding resolutions. (Articles of Incorporation and Bylaws as adopted are printed following these minutes.) Additional resolutions were read by Linville as follows: Item 1: WE RESOLVE herein that in the year since the last convention of the RMCMI, the Institute and the coal industry have suffered the loss, through death, and the services of: Lloyd W. Holland THEREFORE, BE IT RESOLVED, that we record in the minutes of the RMCMI, recognition of the passing of these members who have so greatly contributed to the advancement of the industry, both nationally and in the Rocky Mountain area, and that a copy of this resolution be sent to the next of kin as evidence of the sincere sympathy and deep regard of the members of the Institute. Item 2: RESOLVED, that in recognition of their long and faithful service to the coal industry that the status of Life Member be conferred upon: Bernard Bernstrom Roy Coulson Shirl C. McArthur Item 3: RESOLVED, that we commend and express our gratitude to our Executive Secretary, officers, chairmen and committees for an outstanding job in presenting. the 80th RMCMI meeting. Item 4: RESOLVED, that the RMCMI express its gratitude to K&P, INC. of Golden, Colorado for their generous donation of office facilities and furniture for the RMCMI office and to K&P SALES ENGINEERS, INC. also of Golden, Colorado for their assistance in telephone answering, other office procedures and the use of certain office equipment. Item 5: RESOLVED, that six scholarships be awarded annually to advance the education program of the Institute to worthy students pursuing career paths in mining or other related industry in the six states in which the Institute generally operates and has members and in accordance with the criteria set forth by the Scholarship Committee. Underground mining operations on Kalgoorlie's Golden Mile were suspended in 1976, suffering the combined effects of low gold prices and grades. A subsequent substantial increase in the gold price led to the decision by Kalgoorlie Mining Associates to reopen their mines in 1979. The two shafts selected for access required excessive maintenance. The geological assessment and development parameters prescribed have been successfully used to establish reserves to maintain production at a 390 000 tonnes per annum rate. While ore reserve grade is being maintained from primary stoping sources, supplementary lower grade ore is drawn from remnant pillars and stopes at lower cost.Performance by the workforce has reached levels previously attained and a record tonnage was hoisted in the fourth year after recommencement.Keywords : Golden Mile lodes, geological research, payruns, cut and fill, mill holes, gold price, ore grade, amalgamation.

The authors discuss the cooperative efforts by Minnesota Ore. Operations and Research; from the earlier development, testing and installation of fine shear screens in the Minntac Step III concentrator to the most recent testing and operating data that has resulted in the installation of Derrick Multifeed sandwich deck screens in Minntac Steps I and II. Pilot-plant test results that were obtained at the Coleraine, Minnesota Research Laboratory are also reported and demonstrate the effects of feed rate and feed percent solids on sandwich screen performance with two sizes of Minntac fine screen feed.

This paper examines the difficulties of applying the finite element (FE) method of analysis to quantitative design of cable bolt systems. Cable bolt systems are in general use for ground control in VCR (Vertical Crater Retreat) topes throughout the world. However, despite their widespread use and importance, design of cable bolt systems is highly subjective. Two difficulties with the FE approach are examined: (i) the use of standard elements with a high aspect ratio (slender elements) to represent bolts, and (ii) the influence of cable bolts on hanging wall stability of a VCR study stope. Analysis results indicate that the use of slender elements for bolts is practical in large scale finite element analyses of VCR stopes. There are significant advantages in this approach to the engineering design of cable bolt systems in underground mining.

Electrostatic separation is one of the most misunderstood physical processes used to beneficiate minerals. Nonetheless, millions of tons of titanium ores, iron ores and other minerals are processed every year economically, efficiently and safely. Over the past ten years major advances in electrostatic separation and its application have occurred. New processes include dewatering clay slurries, separating halite and sylvite, and shape separation of vermiculite and gangue minerals. Electrostatic separation techniques are based on one of two methods, electrophoresis or dieleccrophoresis -- processes involving charged and uncharged particles respectively. In some cases, the combination of these two techniques has proven quite useful. The purpose of this paper is to provide a basic understanding of the physical processes collectively called "electro- static separation" in order to enhance one's ability to define and consider new possibilities in mineral processing and other fields.

Through the simultaneous statement of Maxwell's equations. the turbulent Navier-Stokes equations and the differential thermal energy balance equation, a mathematical representation has been developed for heat transfer and fluid flow in electric arc furnaces. In broad outline the theoretical predictions appear to be consistent with experimental measurements. A discussion is presented of the general arc furnace control and optimization problem, together with the potential for the incorporation of the mathematical model given in the paper, into future control and optimization schemes. ELECTRIC ARC FURNACE STEELMAKING accounts for about 24% of the total steel produced in the U.S., consuming about 550kw-hr/ton of steel which amounts to about 1.4x1010 kw-hr annually. The percentage of steel produced by the electric arc furnace route has doubled since 1960 and is expected to increase further in the foreseeable future, particularly with the more extensive use of direct reduction technology. Table I shows, in terms of percentages, the principal items that contribute to the cost of running an electric arc furnace. It is seen that in addition to the fixed costs (labor, depreciation, taxes etc.) electrode costs and power consumption are the dominant inputs, and it follows that process changes that would ultimately reduce any of these cost components would have a significant impact on the efficiency of the operation. There are three main areas where progress in arc furnace design and operation must be directed in the next decade (Committee on Technology, 1981). 1. Increased furnace productivity 2. Reduction in processing cost 3. Improvement in the thermal efficiency of the furnace An estimate of the current operating efficiency of the electric arc furnaces may be obtained by comparing the theoretical minimum energy consumption per ton of steel with those achieved in operational practice. Theoretically 330-360 kw-hrs of electricity are required to melt one ton of cold scrap. For superheating, 8-12 kWh per 100°F are required. The actual energy requirements are given in Table II. It is seen that furnaces currently operate at 70-80% efficiency, with the major heat loss from the furnace resulting from the waste gases (Committee on Technology, 1981). While it is apparent that operational experience has produced a technology that is reasonably energy efficient this has been achieved in the almost complete absence of any detailed knowledge concerning the fundamental heat transfer mechanisms occuring in the furnace. The purpose of the present paper is to present a case for the usefulness of mathematical models in increasing the thermal efficiency of furnaces by investigating these heat transfer mechanisms and then combining this knowledge with existing electrode regulator mechanisms to produce truly efficient power cycles for melting and refining. In particular, existing mathematical models describing convection, radiation, and electro-magnetism in the furnace should be employed, and the development of optimization models which balance the cost of electrodes and energy against the thermal efficience of the furnace should be undertaken. Recent work in this laboratory (Szekely, McKelliget, 1981, 1982, 1983; Szekely, McKelliget, Choudhary, 1983) has made a useful start towards solving the problem of heat transfer within the electric arc furnace but the work still needs to be directly related to existing furnace power cycles and tested against plant scale measurements.

Oil agglomeration experiments were carried out on coal fines to study the effect of process variables such as pulp density, bridging oil dosage and intensity of agitation on (i) size distribution and (ii) yield of agglomerated product. It has been observed that the growth of agglomerates follows a self-preserving behaviour and using this, a characteristic curve has been derived. This curve has been found to be independent of the process variables. It has also been noted that the growth of agglomerates follows second order kinetics. In an attempt to model the process for predicting the size distribution and yield of agglomerates at different levels of the variables, the cumulative 50 percent of the agglomerates passing size (d50) has been correlated with the variables (i) through the kinetic equation and (ii) directly. These equations, coupled with the characteristic curve can predict the size distribution of the agglomerates at any levels of the variables tested. The yield of agglomerates has been found to follow a definite relationship with d50.

The Granites Goldfield is located 550 km northwest of Alice Springs. Mineralisation was discovered in 1900 and intermittently worked along nine km of strike until the early 1950's, yielding a recorded production of 470 kg of gold. The geological environ- ment, pre-existing exploration drilling results, and an optimistic view on gold, prompted acquisition of the property by North Flinders Mines Limited in 1975. An agreement was signed with the Central Land Council in August 1983 and drilling commenced in the same month. In the past, gold was won from alluvial deposits, rich quartz veins and lower grade, disseminated stratabound mineralisation. The last is contained within a distinctive unit in the Mt. Charles Beds, of the Early Proterozoic Tanami Complex. This informally named "Host Unit" is a metamorphosed, chemical- pelitic sediment. The schist contains variable proportions of amphibole, quartz, garnet, clinopyroxene, carbonate and sulphide, inter- calated with recrystallised chert beds. Free gold occurs in several mineralised horizons within the Host Unit, generally conformably distributed within lithologic bands or at lithologic contacts. The Host Unit occurs within a sequence of metamorphosed pelitic sediments and intermediate volcanics. Although mostly confined to the Host Unit, stratabound gold mineralisation also exists in both Footwall and Hanging Wall Schists, usually within zones displaying certain Host Unit characteristics. The deposits may be loosely categorised as being of banded iron formation (bif) type, although some important differences are noted between them and classical bif type orebodies.

The effects of autogenous grinding and conventional grinding on the floatabilities of copper-nickel sulfides from Duluth gabbro were investigated. At the same mesh-of-grind copper, nickel, and cobalt recoveries were higher and residual sulfur in the flotation tailings was lower with the autogenously ground pulps. With the ball-mill ground pulps the residual sulfur in the tailings could not be lowered to the level attained by the autogenously ground pulps even at increased levels of the collector addition. From mineralogical examinations of concentrate and tailings samples, an electrochemical interaction between grinding media and sulfide minerals was thought to have a greater effect on sulfide mineral flotation behavior than the breakage characteristics of the ore samples in these two types of mills.

Overbreak and damage to rock walls at the perimeter of rock excavation can lead to safety problems due to rock falls and additional costs due to a] extra mucking, b] extra concrete or shotcrete to backfill overbreak, c] additional rock reinforcement, d] additional water inflow and e] additional maintenance of rock walls. To minimize these undesirable effects, there are several perimeter control techniques available (i.e. line drilling, cushion blasting, pre-splitting, smooth blasting, and fracture control blasting) which control perimeter hole spacing, burden and loading to provide a smooth, stable excavation contour. Conventional perimeter control loading and hole spacing is satisfactory for massive, homogeneous formations, but when blasting in weathered or fractured rock closer spacing and very light loading is required.

The philosophy used in designing and writing Duval's Sierrita mine design programs is discussed. The Sierrita Incremental Design system (SID) is reviewed with emphasis on Pushback Extraction Design (PED). PED is a method by which predesigned pushbacks are sequenced into an optimized period-by- period design. The design that PED Produces is the design used in the field without further modifications. The advantage of SID is that it provides a practical, mineable open pit design. PED is not a theoretical design system. It is in operational use.

Mr Colin M. Spence took office as President of The Federation of Societies of Professional Engineers on 1st July, 1984. Colin Maynard Spence was born in November 1921, and was educated at the Durban Preparatory and High Schools, in both of which he was a Dux Scholar. He graduated from the University of Natal in 1942 with a B.Sc. degree in civil engineering. In 1958 he received a Diploma in Town Planning from the same university. The idea of parameterizing reserves has only been formalized and scientifically applied for a few years. Its most fully developed application, that of open pits, has been operational only since 1976. Two new versions which have just been issued provide a complete solution to the problem and also a powerful tool for mine planning, and they open up a new field of investigation. This paper describes the basic principles for parameterizing reserves, their application for open-pit mines, the algorithm used, the physical interpretation of the results obtained, their economic use as well as the first prospects offered by a complete parameterization in tm of (I. ti), or of the metal price.

As mining develops into deeper and hotter regions, the safety and health of miners require that the workspace be cooled. Toward this end, this program has successfully developed a high performance, low maintenance spray cooler of 5000 cfm nominal capacity. Further, a series of four 25,000 cfm, nominal capacity, spray coolers has been built and mine tested with satisfactory results. The smaller coolers have been patented and become commercialized with 50 units currently in service. The concept has been developed independently overseas with an unknown number of units in operation.

Locked-cycle grinding experiments on mineral mixtures provide a means to study circuit performance in simulated continuous grinding systems. Such experiments with calcite/quartz mixtures revealed that approximately twenty-five 2-minute cycles are required before the composition of the circuit product and the recycle material attain steady state. The circulating load, after steadily increasing during the first 15 cycles, continued to fluctuate over a narrow range. Previous batch ball mill grinding of mineral mixtures has shown that breakage rate functions of minerals are time- independent but composition-dependent. In the closed-circuit grinding of ores with constituents having different grindabilities, the grinding rate parameters for the components also would therefore change during the transient period. With fluctuations in feed composition occurring randomly every half to one hour in processing plants, it is quite likely that the grinding circuit can be in unsteady state perpetually. The significance of these observations is discussed in this paper in the con- text of the models used in control schemes for the grinding circuits

Traditional aggregate sources, that is the riverbeds, the alluvial fans, located relatively close to the developing urban centers are being foreclosed to mining. As the sand and gravel reserves are depleted, those production plants are unable to secure additional adjacent reserves and are being forced to close down. The sand and gravel industry, in many respects, is its own worst enemy. We promote development, we promote the paving of streets, the building of houses, and industrial and commercial centers, and because of economics, we tend to favor those developments located close to our operations. Thus, we encourage development by our neighbors who soon become our detractors. In general, urban development is not compatible with sand and gravel mining. The neighbors don't like the view of the pits or the quarries, they complain about the "dust", about noise, about trucking . . . in general, the neighbors are not happy being close to an aggregate source.
