INTRODUCTION Iron is the world's most widely used metal and constitutes about 5% of the earth's crust. Iron ores are found widely distributed throughout the world. Because of its wide occurrence and relatively low value, an iron ore to be merchantable must contain a relatively high percentage of the metal to be considered as a source of iron. Few ores containing less than 25% iron would be considered as ore unless they existed in large amounts and could be concentrated very cheaply. The grade of the ore, the ease of concentration, and the transportation cost to market are fundamental considerations deter- mining its worth. Iron never occurs as a natural metal except in meteorites. Most iron ores occur as oxides, and to a lesser degree as carbonates. A small amount is recovered as a byproduct from iron sulfides. Iron ore must be reduced (oxygen removed) to metal for use. Iron is marketed in many forms and combinations, such as pig iron and a great variety of steels. Iron is practically never pure as marketed but contains varying amounts of carbon, phosphorus, sulfur, and alloying elements such as nickel, chromium, etc., all of which affect the physical proper- ties of the end product. Please note that in this section all analyses ore on a dry basis and all tonnage figures are on a long-ton basis of 2,240 lb unless otherwise noted.

A correlation between the rank, ash content and coal seam discontinuities and coal strength/stiffness is discussed. Rebound hammers were used to evaluate the strength properties of two coal seams. The coefficient of variability of the rebound tests are compared with those of laboratory compressive strength tests by other investigators.

INTRODUCTION A small, independent mining enterprise (SIME) is an independently owned and operated business concern engaged primarily in mineral development, from the exploration to the production stage. By definition, a SIME is not dominant in its field and has no long-term financial backing. It is not a major producer of minerals, nor is it a petroleum company, a government organization or a subsidiary of such organizations. A SIME may or may not be listed on stock exchanges. The SIME is also called small miner, junior mining company, speculative mining company, and penny-stock mining company. The survival and growth of a SIME is most often controlled by an independently minded entrepreneur, who not only conceives and carries out new projects, but is materially affected by the success or failure of these projects. Usually, a SIME does not have a large or constant cash flow. Such a lack of long-term financial backing forces the SIME to meet the challenge of finding capital for its activities on a step-by-step basis. Its survival strategy is thus based on finding funds at the right time, of the right type and in the right quantities. The purpose of this paper is to show that the type of venture in which a SIME is involved affects the difficulty of raising new capital and the choice of possible sources of funds. The Small, Independent Mining Enterprise (SIME) The SIME is not a figment of the imagination of financial speculators. In Canada, there are more than 1,800 small mineral enterprises which spend on the average less than $1,000,000 per year on activity which is directed at bringing forth new mineral supply. In the United States, 64% of the non-fuel mining operations are conducted by nine or fewer men, and the coal industry is characterized by several thousand smaller independent producers, still predominantly family owned or controlled. In Chile, 80% of the mines can be classified as small mines. In the Philippines, approximately 60% of metal mining operations are classified as small mines. The SIME is actively engaged in mining all over the world, and very much so in the Pacific Rim. The Mineral Supply Process The whole process of bringing forth new mineral supply involves a dynamic sequence of activities, ranging from the initial exploration for a mineral occurrence to the production of a marketable product. A typical sequence is outlined in Figure 1. At the grass-roots exploration stage, a series of geological, geophysical and geochemical tests is aimed at locating a mineral occurrence. Especially in the early phases of such activities, the uncertainty (risk) surrounding a venture is high, since only general geological information exists on which to base a judgement of the economic viability of the venture. Such risk is attractive to few investors. As the information-gathering process continues, uncertainty diminishes. Once exploration efforts result in the discovery of a mineral occurrence, i.e. when indications of mineralization and mineable widths are obtained by drilling, there is still uncertainty concerning the extent of mineralization and the probability of having located an economic mineral deposit. The expected return on investment at such a stage may well be negative but the slight possibility of a very high positive return will make a number of financial sources available to an exploration company. The United States potash industry had its beginning in the early Colonial days. Potash was initially manufactured by leaching of hardwood ashes in large iron pots. Production of potash was recorded as early as 1631 in New Hampshire, and in Maine a few years later. According to the census of 1850, the production of potash was America's most thriving chemical industry and, at that time, 569 plants were reported producing potash from wood ashes. Interest in potash was so great prior to the 1800's that the very first United States patent, signed by George Washing- ton, was granted for the production of potash on July 31, 1790. A new era for the production of potash began when potash was discovered by the analysis from a brine well in 1839 near Stassfurt, Germany while exploring for salt. The predominant use of potash at that time was in the chemical industry rather than agriculture. The discovery, by Justice von Liebig in about 1858, that potash salt contributed greatly to the essential plant food in soil opened up an enormous potential market for a suitable potash material.

Naica consists of at least 10 mantos and 40 chimneys that have produced over 15 million tens of ore with 10% Zn, 13% Pb and 13 oz/ton Ag. The ore occurs in thick-bedded, folded Cretaceous limestone. Fractures and 26 Ma old felsite dikes with an initial strontium isotopic ratio of 0.708 localize the mineralization. The mantos follow the dikes and have abundant early skarn with manganohedenbergite, calcic garnet, idocrase, quartz, calcite, wollastonite, schellite and later sulfides. The chimneys arise from the mantos and change from silicate-rich to silicate-free sulfide limestone replacements. Carbon, oxygen and sulfur isotope data on carbonates, silicates, sulfides and sulfates are compatible with a single evolving (magmatic?) fluid.

No commodity agreements now exist for sulfur and a lack of reference to sulfur commodity agreements exists in the literature. Law (1975) made a passing reference to sulfur as one of a group of commodities where "there have been additional control efforts of various types." Clearly, sulfur was a candidate, at least conceptually in the past, for some form of commodity agreement and the following discussion centers on the world sulfur market of the early 1980's in this context. GENERAL THEORY OF COMMODITY AGREEMENTS The upsurge in demands for commodity agreements seen in the last decade or so stems largely from agitation by the less developed countries (LDC) for better economic treatment by more developed countries (MDC). Several economic factors, real or imagined, adversely affect the LDC's as follows (MacAvoy, 1977): 1) variable demand in MDC's causes wide fluctuations in commodity prices which hurt the economies of commodity producers, who are often LDC's although consumer economies may also benefit from more predictable prices; 2) a general decline of commodity prices relative to the price of manufactured goods which hurts commodity producers in their balance of trade while their stocks and overcapacity rise; 3) instability of LDC economies enhanced by the above factors lowers internal stability, inhibits foreign investment, and retards economic growth; and 4) a lack of self respect when dealing with developed countries o, following the OPEC lead, LDC producers want the stature related to cartel market power.

"INTRODUCTIONRio Algom's Stanleigh Mill in Elliot Lake began production in June of 1983. The highly instrumented mill treats uranium ore at an average rate of 3900 metric tons per day. To help ensure a good start-up and low operating costs, an extensive training program was undertaken prior to and during start-up. This presentation describes how an unconventional operating crew were combined to form an operating unit with a high efficiency in terms of production and labour utilization. I would like to point out at the outset that the operating philosophy, and the role of the supervisors and the operators as set up at Stanleigh is not unique. Indeed, I have seen the same results at a couple of small plants where efficiency meant survival. However, these situations appeared to be the exception, and it was not readily apparent how similar results could be obtained in a larger plant. A factor that existed at the time was low labour turnover. As in most parts of Canada, jobs were easy to get in the Elliot Lake camp in the late 1970's. This, and other factors, contributed to an unusually high labour turnover. This changed dramatically in the early 1980's. Indeed, Rio's two other operating mills, Quirke and Panel reduced crew sizes at this time to reduce operating costs. As a result all of Stanleigh's operators came from Quirke and Panel with experience varying from 4 to 7 years. The experience that operators had was obviously of benefit and served to reduce the scope of the training program from what would have been required with inexperienced personnel."

In present-day operations where leaching is playing an ever increasing role in the total profit picture, the need for good mixing is becoming more obvious. The engineer in the research laboratory and in the operations is by necessity becoming more familiar with the concepts of mixing. This section is designed to provide the engineer with mixing data and correlations sufficient to assist in the general planning of simple mixing systems.

Molybdenum, the 42nd element in the periodic table, is now a very important metal in industry of the United States and the world. Chemically, it is a very complex element having valences of 0, +2, +3, +4, +5, and +6, and can exist as a mixture of these valences in many compounds. It was discovered and separated by Scheele in 1778. At the present time, molybdenite is the only important commercial source of molybdenum. Molybdenum occurs in some 12-14 different recognized minerals, but practically all of the production is molybde¬nite. As late as 1915, it was considered a rare metal. Germany made extensive use of it during the first world war, which resulted in the establishment of a molybdenum industry in the United States at Cli¬max, Colo., in 1917. It was not until the mid-1920s when its introduc¬tion to steelmaking developed for the US automobile industry that the metal gained important acceptance. The first notable example was the Willis-Saint Claire automobile introduced in 1921 by C. Harold Willis, formerly chief metallurgist for Ford Motor Co. Molybdenum has also been produced in the US from wulfenite (PbMoO4) from Arizona and Nevada, and a small amount of molyb¬denite was produced up to the early 1970s as a coproduct from two molybdenum-bismuth mines in Quebec, Canada. The first byproduct production of molybdenite from a copper con¬centrating operation was achieved at Cananea, Sonora, Mexico, and was followed shortly by the Utah division of Kennecott Copper Co. in the mid-1930s. This section of the Handbook is divided into four main subdivi¬sions: Chapter 2, which deals with the concentration and recovery of molybdenite from primary molybdenum ores; Chapter 3, which deals with the recovery and separation of molybdenite as a byproduct from copper production; Chapter 4, which deals with the conversion practices employed for converting molybdenite to the oxide or metal form; and Chapter 5, which covers the uses of molybdenum in steel¬making, chemicals, pigments, lubrication, catalysts, etc. The Free World molybdenum production, for the past eight years from all sources, is shown in Table 1. 2. Primary Molybdenite Ores General In 1978 there were four primary molybdenite recovery plants in operation: Climax, Endako, Quests, and Henderson. For over half a century the Climax mine has been by far the largest and most important source of molybdenum in the world. During the early 1970s a few primary molybdenite mines in British Columbia were shut down due to adverse economical conditions. The largest of these was British Columbia Molybdenum, formerly owned by Kennecott Copper Corp. The Climax plant and operations are described in detail and the opera¬tions of the other plants are summarized following a general discussion of recovering molybdenite from primarily molybdenite ores. Recovery of molybdenite as a byproduct will be taken up in Chapter 3. Geology Molybdenite production from mines in which it is the sole or preponderantly important mineral is confined to ore bodies in granites or igneous-type rocks or pegmatite dikes. More than one state of mineralization is sometimes present as at Climax, York, Hardy, and Questa. In the case of Climax, important byproduct recovery of tung¬sten, tin, pyrite, and monazite is also attained. The molybdenite is commonly disseminated very finely in the siliceous granitic gangue but does occur in stringers and blebs in silicified mineral solution channels. Treatment of Primary Molybdenum Ores All primary molybdenum ores are low in molybdenite, the content ranging from less than 0.20% MoS2 to a high of about 0.40% MoS2. A high resistance to grinding is a common ore characteristic combined with a habit of very fine dissemination of molybdenite in the siliceous portion of the ore. Because of low MoS2 content, high hardness, and fine dissemination of molybdenite in primary ores, it has been necessary to develop a special mill treatment which yields an accepta¬ble recovery at a reasonably low milling cost. Essentially, the treatment consists of intensive rougher flotation at a relatively coarse grind with production of a low grade rougher froth containing a substantial percentage of the molybdenite in the form of low grade middling particles, followed with multistage regrinding to liberate the locked molybdenite and several stages of flotation cleaning to produce a finished grade concentrate. Rougher flotation on pulp ground to ap¬proximately 35 mesh is common practice, even if complete liberation of molybdenite from siliceous gangue may require regrinding to 200 mesh. The flotation of middling particles with a very low content of molybdenite in the rougher flotation step has been made possible by the application of a combination of reagents first developed at the Climax mill and used with some modification in the treatment of all primary molybdenum ores. Shale roof deterioration in coal mines. caused by ventilation air humidity fluctuations, is a common ground control problem. Shale roof deterioration often results in increased accidents, decreased production, inadequate ventilation, and increasing operating costs in maintaining haulage roads and airways. The results of Bureau of Mines research indicate that air tempering entries are an effective method of controlling deterioration prone shales. Some of the conclusions and recommendations drawn from Bureau research include (1) moisture sensitive shales will react adversely to moisture gains and losses, (2) the majority effect of specific humidity fluctuations can be concentrated in and absorbed by tempering entries, (3) tempering entry panels should be located as near to the main intake as possible, (4) tempering panels should be designed for a conservative recovery and provide a minimum of 20-to 30-min air residence time, (5) ventilation and escapeway requirements must be considered early in panel design, and (6) an efficient support and sealant plan can increase the life expectancy of a tempering panel.

"Pilot precipitator tests were conducted at Noranda's Horne Smelter in late 1978 to evaluate methods of improving converter dust collection efficiency. A bout 35 Nms/min. of converter off-gas were isokineticatly diverted from the converter flue to the pilot precipitator leased from Flakt (Canada) Ltd., consisting of three fields, one transformer-rectifier set per field and 77-m2 total collecting plate area. The effects of gas volume flow rate and conditioning the gas with sulphur trioxide and/or additional moisture were tested. II was found that gas flow rate and moisture level had the most pronounced effect on collection efficiency. Based on a techno-economic assessment of different options for improving converter Courell efficiency, waffle hoods and water sprays were installed on the converters to reduce air infiltration and increase the moisture level in the gas.BackgroundThe Horne Smelter of Noranda Inc. is situated in northwestern Quebec and, since the closure o f the min e in 1976, has been operating as a custom smelter. The concentrates treated at the smelter come from various mines with mixed sulphide ores , many o f them containing significant amounts of lead and zinc which makes dust collection in electrostatic precipitators mo re difficult than normal.As part of a continuing program on reducing smelter dust emissions, the No . 6 Cottrell was installed in 1972 up stream of Nos. 2 and 4 Cottrells (in parallel) in a n attempt to improve dust collection by increasing the over- all precipitator capacity ( Fig. I). However, it has never per formed a t its designed efficiency o f 94%. The average efficiency established in various test s was in the range of 60 – 65%."

The Bureau of Mines studied reinforcement of sulfur concretes using glass, polyester, and aramid fibers. The objective of this research was to determine the feasibility of fiber-reinforcing the sulfur concrete to enhance the flexural properties. Optimum fiber sulfur concrete compositions were formulated with a cement-to-fiber ratio of 9.0:1 for glass-fiber and polyester-fiber sulfur concretes and 12.1:1 for aramid-fiber sulfur concretes. Test samples were prepared using techniques developed by the Bureau of Mines. Flexural strength values of up to 50 pct of compressive strength values were achieved with fiber additions. With non-fiber-reinforced sulfur concrete, the values ranged up to 20 pct. The impact strength and fracture toughness of sulfur concretes were increased sig-nificantly by reinforcement with glass or with aramid fiber and were adversely affected by use of polyester fiber. Strain tolerance was doubled and failure mode was shifted from catastrophic to noncatastrophic type by adding glass fiber. The glass-fiber and aramid-fiber sulfur concretes are resistant to acid corrosion and have proved durable in freeze-thaw cycles. This laboratory and field evaluation has shown that fiber reinforcement of sulfur concrete is feasible and that it enhances the flexural properties.

Four three-phase equilibria and one two-phase equilibrium in the FeNi- S-0 quaternary system in the vicinity of 1023 K and Pso2 = 1 atm were studied using the following emf cell 2 Pt,o2 (air)Zr02 .CaO/Pso2 = 1 atm, mixture of phases, Au The four three-phase equilibria are sp + (Fe,Ni )S + Ni 3s2, sp + Ni 3s2 + NiO, sp + NiO + N1S04 and Fe2 o3 + sp + (Fe,NOS04 -Y:he two-phase equilibrium is sp + (Fe,Ni)S. The two-.phase equilibrium was measured by using mixtures containing a major portion of one phase and a minor portion of the other. The results are presented in terms of oxygen potential as a function of YNi = nNi/(nN1+nFe) at constant temperature and pso2 = 1 atm. The stability diagram was also calculated using appropriate thermodynamic models for all the pertinent phases. The calculated diagram is in accord with the measured ones.

The Bureau of Mines conducted physical and chemical beneficiation studies on three samples of waste investment casting molds to devise a method to liberate and recover zircon. Rod mill grinding, autogenous attrition grinding, and caustic leaching were liberation methods inves-tigated. Flotation, gravity separation, and caustic leaching and sizing were recovery methods investigated. Flotation techniques produced con-centrates containing up to 74.2 pct zircon with a zircon recovery of 53.4 pct. Gravity concentration produced concentrates containing up to 98.6 pct zircon; however, recovery of the zircon was only 57 pct. Caustic leaching and sizing produced concentrates containing up to 98 pct zircon with attendant recoveries of 81 pct.

To provide technology for achieving more efficient water filtration systems for the mineral industry, the Bureau of Mines performed demon-stration filtration tests at three iron ore mines and one steel mill. A comparison of equivalently sized magnesium oxide (MgO) and sand filters showed that MgO had a higher capacity and could operate at higher fil-tration rates than sand. In demonstration tests when alum (AlK(S04)2) was the coagulant, suspended solids breakthrough occurred even though the pressure across the filter (head loss) was 7 psig or less. Under these circumstances, the MgO demonstrated 20 to 100 pct greater filtra-tion capacity, defined in terms of the volume of water filtered before breakthrough. When an organic floccu1ant was used at one location, head loss was the run-limiting factor; the filters essentially plugged with-out any solids breakthrough.

The 81 st Regular Meeting and convention was called to order by the President, Charles W. Margolf at 9:00 a.m. Monday, July l, 1985 in the Silverton Room of Tamarron, a resort hotel near Durango, Colorado. President Margolf welcomed the members and others in attendance to the convention and noted his theme of "Make It Happen!" He introduced those present of the 1985-86 Board of Directors and Officers who were elected by the Board of Directors at their Annual Meeting June 29. They were: Arthur K. Neill, President; Bernard Bernstrom, President-Elect; Loren V. Linville, Convention Liaison Officer; Vice Presidents Douglas J. Hammer of Colorado, C. Joe Presley of Montana, Alva L. Planning, as defined in Webster's New Collegiate Dictionary, is a detailed program of action designed to achieve an end. When developing a detailed plan to incorporate all the complex activities involved in a surface lignite mine, many elements must be carefully evaluated as to the individual and cumulative effects on the end result. The following elements are generally evaluated when planning a surface lignite mine: ? Reserve evaluation, including lignite quality characterization; ? Delineation of mining parameters, including lignite recovery factors, geotechnical factors, land control factors; ? Selection of mining blocks; ? Pit sequencing; ? Reclamation, including soil reconstruction design and land use planning; ? Overburden handling design; ? Selection of equipment; ? Sizing of equipment; ? Manpower requirements; and ? Other elements, including contract negotiations and execution, financing, investment return, operation economics, permitting and scheduling.

The results obtained for the selective flocculation or flotation of natural ores do not usually agree with the corresponding properties of the constituent minerals when present alone. This is mainly due to the presence of dissolved mineral species which can interact in many ways with other components in the system and alter their behavior. In this paper, the effect of dissolved species on the flocculation and electrokinetic properties of sulfide minerals is disscussed. Dissolved Fe, Cu and Ni species are found to affect the properties of chalcopyrite, pentlandite, millerite, pyrrhotite and covellite in certain pH range. These effects are interpreted in terms of species adsorption leading to activation or depression of reagents, surface precipitation and complexation of species, etc.
