Geologic terranes in Argentina include potential mineralized environments from localized younger Precambrian cratonic outcrops through Paleozoic sequences, generally in the northwest or under younger cover, to the Mes[o] zoic-Cenozoic Andean Systems in western and southern Argentina. Argentina is self sufficient or nearly so in many metallic, nonmetallic, and energy commodities, and exploration in each of these categories is ongoing. Present production of precious metals (silver and gold) is important, and many recent discoveries of base metals, precious metals, alloy metals, and other mineral categories have been made. Economic trends, geologic environments, and commodity types important in actual exploration are described, and it is emphasized that extensive areas showing attractive alteration, geochemical, and geological anomalies, especially of porphyry, cordilleran vein, and epithermal characteristics, remain to be fully evaluated.

The history of zinc production in Australia is outlined including attempts to make zinc electrolytically at Cockle Creek, N.S.W. in the last century, the use of horizontal retorts at Cockle Creek and Port Pirie, South Australia, production by electrolysis at Risdon, Tasmania and at Port Pirie using zinc oxide fumed from lead blast furnace slag and production by the Imperial Smelting process at Cockle Creek. Developments in the electrolytic process are described including those in roasting, acid manufacture, leaching, purification, electrolysis, melting and casting. The Imperial Smelting process technology is also outlined. In both processes global technology is reviewed, including important Australian contributions.

This is presentation of a model which simplifies application of project management in control of the construction procedure of industrial units (mines, power stations etc). The model is made for further referrence of investors. The most demanding problem in large units is to find the best way of locating all activities within a network. The model uses term "line" (which refers to a construction unit) for a serie of activities which are to be sequentially executed (up to 1000 lines, each with 10-20 activities). The lines are coded in advance. Each line is described by a competent expert. Team of experts provide liason between lines on the basis of computer drawings. The method proved to be extremely effective. In order to provide smooth monitoring at all management levels, graphic documentation is given at 4 levels. The initial level is the third one, made based on input data (more than lo listings per one drawing). By condensation of activities along one line, another level is obtainable. Grouping of lines gives the first level (1-2 listing) for the highest management level. More detailed information is given for a limited (shorter) period at the forth level for the purposes of operational management. Each activity has three phases: prior to contracting, post contracting and accomplishment. All phases are presented at all levels, which enables investor to be continually well informed about construction advancement. Model is written in FORTRAN language. Programs comprise: maintenance of data base, calculation of time and costs and elaboration of graphic and other documentation.

PREFACE During the past year, the Council of the SAIMM undertook a major strategic-planning exercise to review all its current activities, and to redefine its scope and objectives in the light of changing circumstances. The following are the four main concerns that prompted Council to take stock of the situation. (1) Over the past five years, the SAIMM has become heavily involved in a variety of new activities. (There are many examples, of which the expansion in book publications and the establishment of physical metallurgy as a third major discipline with its own colloquia and schools are perhaps the most important.) While these new activities have considerably broadened the SAIMM's scope, they have resulted in a significant increase in the day-to-day workload of the President, Office Bearers, and Council members, and of the secretarial staff based at Kelvin House.

In September 1985, the Chairman of the Transportation, Aviation and Materials Subcommittee of the House of Representatives requested that the Director of the Bureau of Mines address the issue of South Africa and critical materials dependency in testimony before the Subcommittee. Subsequent to the testimony, the Bureau has prepared a technical report focusing on the importance of South Africa and, in some cases, its neighboring countries as suppliers of six key materials. The report includes a qualitative analysis which examines the supply shortfall resulting from a potential disruption, options that are available for mitigating the impact, and their likely effectiveness, and quantitative analyses which estimate the economic impacts in the chromium and manganese markets resulting from peacetime disruption scenarios specified by the Subcommittee Chairman. The concluding section treats the role and capabilities of the Bureau of Mines in dealing with mineral supply disruptions.

Geotechnical conditions in the Lochiel Deposit are somewhat unusual, and thus geotechnical and hydrological investigations have assumed a high priority. The cost of mining the deposit has been shown to be very sensitive to geotechnical design parameters, and it is now seen to be of paramount importance to establish a high level of confidence in the design parameters used for mining cost estimation. Geotechnical investigations in the Lochiel Deposit reached a crossroads in 1985, when there appeared to be several quite different and equally attractive routes to follow to establish a satisfactory level of confidence in geotechnical mine design parameters. Three main options were identified, referred to as the No Further Work Route, the Drill and Trench Route, and the Trial Pit Route. The No Further Work Route was ruled out as being technically unsound and as satisfying none of the Electricity Trust of South Australia's (ETSA's) or the State Government's requirements. It was reported earlier that francolite and dolomite from south Florida deposits cannot be selectively floated using conventional conditioning with sodium oleate as the collector. However, dolomite could be separated from francolite if the minerals were first conditioned at pH 10 followed by reconditioning at a lower pH. An optimum separation was achieved after reconditioning at a pH below 4.5. Reconditioning pH and collector concentration were determined to exert a major influence on the selectivity. Flotation, adsorption, and transmission infrared spectroscopic results are presented to elucidate the mechanisms underlying the observed selectivity.

Measurable physical characteristics of placer deposits include both fluvial sedimentological features and their related heavy mineral suite. These two important identifiable factors are interrelated and generally compliment each other furnishing a complete geological geochemical tool in cost- effective placer evaluation. Heavy mineral suite composition and character will change downstream from the provenance area and will compliment the related sedimento logical environment. Careful attention to gold particle characterization during the exploration phase will indicate new source additions, enhance deposit evaluation techniques and greatly assist in maximizing metallurgical efficiencies. Recognition of the various characteristics within these fluvial systems should enhance the total contained geochemical suite evaluation considering a finite source. Failure to recognize and measure these two important features very frequently leads to frustrated and unrewarding placer evaluation objectives.

The Bureau of Mines is researching a new technology for dewatering clay suspensions that consists of flocculation by high-molecular-weight poly-ethylene oxide (PEO) polymer and subsequent removal of water from the floes via a trommel. The minimum amount of PEO required to dewater the clays depends on the ions adsorbed on the surface of the elay particles. Infrared studies were performed on clays with Li+, NH4+, K+, Mg2+, Ca2+, Ba2+, or 8r2+ adsorbed, with and without adsorbed PEO, to develop data to aid in understanding the dewatering mechanism. Hydroxyl stretching modes between 3,400 and 3,250 em-I, associated with water adsorbed on the clay, showed changes in intensity proportional to the ionic eharge-to-radius ratio; that is, the ionic potential. In addition. a water-bending vibration of adsorbed water at 1,630 cm-1 showed variations associated with water desorption. The data are consistent with changes in adsorption of PEO resulting from variation of the acidity of water coordinated with the exchange ions, induced by the variation in field strength of the ions with the ionic potential.

Technical co-operation activities of the Department of Technical Co-operation for Development of the United Nations Secretariat have included the introduction of electronic data processing techniques in mineral sector projects for several years; computers have been provided to countries in Africa, Asia and Latin America. Advisory services are provided to interested developing countries at their request concerning applications for various uses in mineral sector activities. They include advice on appropriate hardware and software depending upon the requirements of the particular Government. The Department's activities in this area are described. The input from a Group of Experts on this subject convened by the United Nations, and their conclusions and recommendations, are also discussed.

The sedimentation and dewatering characteristics of flocculated slurries are determined by the size and density of the flocs. Studies of the formation and growth of flocs reveal that floc size is limited by breakage of the agglomerates due to shear in the suspension. Floc density measurements indicate that there is an inverse relationship between size and density. This relationship appears to be determined primarily by the nature of the solid particles, especially the size distribution, but it appears that agitation of the suspension can lead to some densification of the flocs, in addition to breakage. It follows that both size and density can be controlled to a significant extent by regulating the physical conditions (agitation, method of flocculant addition etc.) during flocculation. The use of physical floc conditioning to control the sedimentation and dewatering (filtration) behavior of flocculated, fine-particle suspensions is evaluated in terms of its effects on floc size end density.

Procedures for determining the operating point that results when a fan is connected to a mine and placed in operation have been a source of confusion for decades. A variety of techniques have been proposed, often to the detriment of the practicing ventilation engineer trying to apply the techniques to the many mine/fan matching problems encountered in the engineering of mine ventilation systems. This paper proposes some different assumptions and definitions that simplify the problems in determining the operating point. As a result, a set of procedures is provided for determining the operating point of a mine/fan system when the outlet areas of the mine and fan are known. To simplify the development of procedures for determining the operating point for a mine/fan combination, the authors suggest that the mine pressures be redefined and then used in such a manner that the conservation of energy is ensured. This provides the basis for the recommendation that the fan operating point be determined using the fan total pressure and the system total pressure characteristics. This procedure can be applied to fans in the blower, booster, and exhaust positions equally well, and to both single-fan and multiple-fan networks. Another advantage is that the method is applicable to fans with or without an evase.

Man's capacity far fretting is endless, and no matter what difficulties we surmount, how many ideals we realize, there is a stealthy pleasure in rejecting mankind or the universe as unworthy of our approval. - Will Durant Until recently, reasons for favoring one or another energy alternative were advanced on the basis of technical considerations and economic realities. However, it is an indication of the cultural climate of our society and growing realization of why energy is our master resource that many citizens have begun to express concern about the social and ethical implications of our energy deci¬sion-making. A vivid indication of this shift toward ethical concerns is reflected in the attention being focused on conservation - even to the point of regarding it as a virtual panacea equivalent to a "free energy resource." Among others, the authors of a publication by Resources for the Future cautions us about the difficulties of defining conservation. They also point out that unrealistic expectations for achieving the high levels of conservation claimed by true believers may boomerang if, at the same time, we are morally required to maintain economic growth and robust productivity for the basic well-being of more people. In its economic meaning, conservation signifies the most economic or cost-effective applications of energy, together with other resources, in a given process or activity. To achieve conservation that is cost-effective, saving energy alone is not sufficient; the cost involved in saving the energy must be no greater than the cost of the energy that is saved. Using its thermodynamic meaning, conservation and efficiency are viewed as constrained by physical laws and measured against ideal limits set by these laws and processes. Since achieving higher levels of technical performance is not without costs, the economic meaning of conservation must be factored into technical possibilities. It is the ethical, equity and environmental meaning of conservation that concerns us here. In its third meaning, conservation consists in moderation as a value which appears inherently worthwhile both in itself and in relation to social choices dedicated to achieving distributive justice. The value of moderation seems predicated on the assumption that natural resources and the environment have fixed, finite, exhaustible capacities for satisfying human needs. Hence norms for moderating human behavior appear to require prescriptions by some authority. Such norms presuppose some agreement on "essential" uses of energy. However, the difficulties of setting behavioral norms loom large, because "... it is as difficult to determine essential energy consumption as to determine what is essential in any other phase of consumption, whether it involves food, clothing, shelter, or recreation." The ethical meaning of conversation is further complicated by a centuries-old argument over the proper exercise of stewardship - i.e., how best to develop natural resources. On the one hand, the preservationist position insists on an inviolate, "hands-off" policy and stands opposed to ongoing development of wilderness areas and mineral resources. On the other hand, the "scientific conservationist" who preaches the "gospel of efficiency" insists on development of resources based on principles of sustained-yield, multiple use and - in the case of competing claims - reserving resources or land for their "higher use." Current confusion reigns among opinion leaders in the environmental movement because they appear to have lost the genius of the original Conservation ethic, developed in the 19th century. They seem to think that conservation is preservation. The question I wish to explore is whether a single-minded, exclusive pursuit of "conservation" in its economic, thermodynamic and preservationist meanings may actually do more harm than good in serving the ethical goals of conservation. The Bureau of Mines analyzed coal mine blasting accident data obtained from the Mine Safety and Health Administration (MSHA), U.S. Department of Labor. The data were examined to determine the causes, frequency, and severity of accidents in an effort to point out the most dangerous aspects of coal mine blasting. Accident data for the 14 years from 1971 through 1984 show that there has been a total of 43 fatal and 926 nonfatal blasting accident victims in surface and under- ground coal mining. This is an average of 3.1 fatal and 66.1 non- fatal injuries each year. Underground coal mining accounted for 60.5% of the fatal and 78.7% of the nonfatal accidents involving explosives and breaking agents in coal mining. In addition, since 1970 there have been 53 fatal and 20 nonfatal injuries that occurred when explosives were the ignition source for dust and/or methane explosions in underground mines. Abstracts from 297 accidents that occurred from 1978 through 1984 were also examined to determine accident causes. Most accidents occur during scheduled blasting, and failure of the blast area security system is the leading cause. Blast area security problems in surface mining are failure to clear the blast zone, failure of personnel to follow instructions, inadequate guarding, and failure to retreat to a safe location and/or take adequate cover. Other common causes in surface mining include premature blasts, excessive flyrock, and misfires. In addition to the above causes, accidents in underground coal mining can be due to rockfalls triggered by the blast, unexpected breakthroughs, fumes, and incidents associated with Airdox-type systems.

The scope of this paper is confined to gas-fluidized beds in pyrometalurgical applications. After considering the general characteristics of these fluidized beds, the author deals with their potential applications, using the following processes, which are currently under investigation, as examples: pretreatment of chromite, prereduction of manganese-ore and iron-ore fines, roasting and prereduction of ilmenite, and roasting and pyrolysis of gold-bearing pyrite. He concludes that fluidized beds are potentially of great benefit to the metallurgical industry, although much developmental work remains to be done.

A summary of field equations governing the hygro-thermo-mechanical (coupled temperature, moisture, and stress) response of geological media is presented. The applicability of these equations, with appropriate boundary conditions, to the study of basic mechanisms associated with underground coal gasification (UCG) process is discussed. In particular, the phenomenon of stress-induced spalling resulting from intense drying near the gasified cavity and in situ effects is investigated by means of the finite element method. Some typical results from sample finite element model representations are presented for the evaluation of field experiments.

As the use of longwall mining increases in the U.S.. there is a need to better understand the stress redistribu- tions indicative of this method. To control high stress concentrations, the yield pillar concept has been developed. A physical longwall mine model has been designed to study the effect of yield pillars in deep mining. The model in- cludes sensitive stress measuring devices, a new excavating technique, and a new model material. This study includes the use of both regular and yield pillar systems and has successfully simulated the mode of stress change in chain pillars.

In contrast to the '50s and '60s, the period of the '80s and '90s seems likely to have low growth in demand but much greater levels of technological change. In such a climate there will be pressure on costs, productivity will continue to rise and competitiveness will be closely associated with maintenance of the most effective technology. The penalties for inappropriate investments, whether short sighted or mistakenly based on a particular view of the future, will be greatly enhanced. Accordingly, there will be a need for significantly improved anticipation of technical change and thus for better planning. Study of the funding and direction of the world's R&D effort can provide a useful input to the planning processes within industries and individual firms. Such a study also suggests some insights into the characteristics of those countries which have achieved substantial growth and high standards of living over the past two decades. These characteristics may offer significant reminders for our own development. The particular implications for the Australian minerals industry include the need for direction that is sensitive to changing market requirements and customer practice. This is not simply "more of the same." In particular it appears essential for both basic and applied R&D to provide a sound basis for the purchase and ongoing development of the new technology required to achieve international Competitiveness.

The use of rock simulators in rock mechanics research greatly expands the scope of the problems that can be investigated with physical models. However, the exact reproduction of full scale conditions, or absolute simulitude, is not obtainable on a small scale model. For this to be possible, the scales of length, time, and pressure (or mass) must be changed without altering the theoretical equations that describe the behavior of materials concerned. In using rock simulants for physical modeling of structures designed in rock, the geometry of full scale structure is reduced to a size suitable for the available testing machine. This will require the strength related properties to be scaled down. Simulation should be representative of the in situ conditions. Complete simulation will require that friction parameters and the stress ratios be matched exactly between prototype and model. The procedure involved in application of physical modeling for rock mechanics research is discussed in the following pages. Background, theoretical approach, and anticipated benefits to the research community are also elaborated.

Mineralization features at the Bajo La Alumbrera porphyry copper-gold deposit are discussed as they affect gold leaching and copper flotation behavior. Alteration-mineralization geological blocks are assigned in the zoned body, and each required its own geostatistical model. They extend horizontally outward from potassic to the phyllic-propylitic boundary, vertically from surface down to 300 meters, and include oxide, secondary enriched, and hypogene mineralization. Copper and gold values are calculated geostatistically from assays and all available geologic-mineralogic information. Reserves are classified for each geologic block and for each open-pit bench into leach or float ore according to metal grades, geologic characteristics, and supergene-hypogene relations. Finally ore extraction behaviour is briefly described, grouping gold and copper reserves into metallurgical families.
