The lining of the tunnel and shafts for a new section of New York City's- water system required extensive components to produce, deliver and place a continuous tunnel linning. The project placed approximately 153,000 CM (200,000 cy) of concrete for 5,340 M (17,520) of drill and blast 7.3 M (24 ft.) ID tunnel, located at depths of 152 M (500 ft.) to 213 M (700 ft.) . This section of tunnel will be connected to the surface water distribution system via four shafts of varying diameters ranging from 5.8 M (19 ft.) ID to 1.5 M (5 ft.) ID . All work was done beneath the streets of Manhattan under the rigid constraints of the City of New York and the Bureau of Water Supply regulations.

Diatomaceous earth or diatomite is a sedimentary rock of organic origin that is composed principally of the silicious skeletal remains of diatoms. Diatoms are microscopic single cell acquatic plants that are related to algae. Diatoms first became abundant in the Cretaceous period from about 65 to 135 million years ago. Most of the commercial deposits are of Pliocene through recent age, and are younger than 35 million years. Diatoms are still abundant in present day lakes and seas. The living diatom is supported and protected by two half cell walls or valves united by a connecting band or girdle. These valves are composed of opaline silica extracted from the water in which the diatom lives. After death of the diatom, the silicious remains settle in the lake or sea and accumulate at variable rates approaching several millimeters per year for very active diatom colonies. This accumulation of silicious sediments, after decay of the organism, burial, and uplift, can result in the formation of diatomaceous earth deposits.

Inco operates a hydrometallurgical plant to treat the residue from the pressure carbonylation process. The main constituent in the residue is cop¬per. The residue is leached under pressure in an acid sulphate solution in two stages and the copper is recovered via electrowinning. The electrowinning tankhouse is fully integrated into the overall plant flowsheet as spent elect¬rolyte is required in upstream leaching steps. In recent years, the amount of residue had increased and copper removal capacity became the rate limiting factor for the entire plant. Consequently, a major program was undertaken to upgrade the tankhouse with regards to capacity, efficiency, cathode quality, working environment and structual integrity and appearance. This paper will describe current facilities and operation, and detail progress in our up¬grading efforts.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. The Mount Kasi gold deposit in Vanua Levu represents an epithermal, high sulphur, gold-enargite system occurring within a volcanic caldera of Middle to Upper Miocene age. High level breccia pipes flare upward and form flat lying, near surface, mushroom shaped sheets parallel and near to the present land surface. The upper portions of the pipes contain explosion breccias which are capped by sandy siliceous sinter-like beds and are cut by alunite veins. Outlying intercalated scoriasceous lavas and breccia sheets show evidence of subsidence within a shallow basin. Detailed mapping of breccia types, intensity of silicification and the presence of multiple quartz veining and enargite abundance outlined blocks of more consistent gold mineralization within the breccias. This work has provided a model for mineralization which will aid future exploration and ore reserve estimations. A significant eluvial concentration of gold occurs in soils overlying the breccia sheet.

Volcanic activity occurred during six periods of Arizona's geologic history. Precambrian volcanism occurred in two pulses at 1.8-1.6 billion years (b.y.) ago and at 1.2-1.1 b.y. ago. Volcanism occurred again in mid-Jurassic and Laramide (Late Cretaceousearly Tertiary) time. Volcanic rocks from these times are not used commercially in any significant quantity. Middle and late Cenozoic magmatic activity covered large areas of Arizona with voluminous volcanic rocks. During the mid-Tertiary magmatic pulse, explosive silicic magmatism, with eruption of areally extensive ash-flow tufts, covered large areas in the Basin and Range Province, while the Colorado Plateau remained largely unaffected. Basalt eruption also occurred during and immediately after silicic volcanism, leading to compositionally diverse suites of volcanic rocks. Late Cenozoic volcanism occurred throughout Arizona and was dominated by wide-spread eruption of basalt flows with local cinder-cone clusters and siliceous volcanic deposits. Perlite deposits near Picketpost Mountain in northeastern Pinal County account for the bulk of the industrial uses of mid-Cenozoic volcanic rocks. Other perlites of presumed middle Tertiary age are present in central, southeastern, and western Arizona, but to date remain unexploited. Arizona Fire Agate is a valuable gem material and is associated with volcanic rocks of middle Tertiary age. Basaltic rock of this age also is utilized in the manufacture of rock wool for insulation. Late Cenozoic volcanism produced most of the industrial-quality volcanic rocks. Basalt, cinder cones, and materials of rhyolitic composition are commercially exploited by municipal and Federal agencies and private industry for aggregates, road conditioners and maintenance materials, asphaltic concretes, cinder block construction, pozzolans, and landscaping. These deposits are generally confined to the Flagstaff and Springerville areas. A famous peridot gem locality is associated with late Tertiary basalts at Peridot Mesa on the San Carlos Indian Reservation. Important products derived from altered volcanic materials of late Cenozoic age include clay and zeolite. Arizona's volcanic-rock sequences are still incompletely known, particularly in central and western Arizona. The potential for recognition and exploitation of important new deposits of useful volcanic materials is high.

This paper describes two-lane dual motorway tunnels under construction in Bergen. The tunnels are part of a by-pass motorway system throuth the most congested area of the city of Bergen. The tunnels are unique due to their length, heavy traffic, longitudinal ventilation system and the use of a tunnel boring machine, or "TBM", to excavate through hard rock. The tunnels are being built by The Norwegian Public Road Administration and the TBM was delivered by the Robbins Company. The diameter of the TBM is 7.8 m and the tunnel profile is cut by conventional drill and blasting methods in the tunnel's lower half to attain a two lane motorway tunnel. This paper also describes proposed fjord crossings along the Norwegian west coast where the TBM may be used due to its great advantages in comparison to conventional drill and blasting methods.

Gold Fields' Mesquite mine, located in southeastern California, heap leaches low grade gold ore at an annual rate of 2.7 Mt (3 million st). Ore is crushed in a two stage open circuit and belt agglomerated prior to loading on the leach pads. Since initial heap construction in October of 1985, a number of operating practices have been modified and several agglomeration techniques have been tested in an effort to improve percolation and reduce leaching time. Findings to date are discussed.

The Energy Authority of NSW has wide powers and responsibilities conferred by its Act which are pertinent to the State's coal industry and its development into the next century. With respect to coal, the broad objective is to maximise the benefits to NSW and its people derived from the State's coal resources. The initial focus of the Authority's coal-related activities in the late 70's and early 80's was on petroleum substitutes from coal. Research was supported, especially on hydrogenation, and the Authority participated in the Joint Australia/Federal Republic of Germany coal-to-oil feasibility study. It also co-ordinated a State Government initiative to involve the private sector in examining the possible establishment of a synthetic fuels industry based on Hunter Valley coal. With a short-fall in world-wide petroleum supply now seen as less likely for some years, the Authority is looking also at ways of working towards the broad objective in the field of coal utilisation on both domestic and export markets. Areas of interest include possibilities for using washery rejects, means of making NSW coal more competitive as an energy source, use of coal-seam gas and new or special technologies for burning coal. The future is expected to see renewed interest in producing petroleum substitutes, and coal - as the State's major energy resource - is seen as a strong contender as a basis for such an industry. Developments in coal-based power generation are also expected to have an impact, with advanced technologies having a possible place here as well as Overseas.

The Grootegeluk coal beneficiation plant is situated near Ellisras in the Waterberg coal= field in the Transvaal, RSA. At this plant 15 million tons of coal bearing material per annum are beneficiated by means of two-stage heavy medium bath and cyclone plants. Because of the very low yield of 12 % coking coal product, run= ping costs are of the - utmost importance. For this reason extensive tests were carried out to establish the most effective crushing and bene= ficiation methods and suitable aquipment. At the second heavy medium separation stage, the near-gravity material (+ 0,1. g/cc) amounts to 45 % and daily plant performance ana=lysis is required to ensure acceptable plant efficiency. Beneficiation processes for the -0,5 mm coal originally considered were froth flotation, shaking tables, heavy medium cyclones and water- only cyclones. When the froth flotation route was decided upon, further test work was done to enable selection of the equipment most suitable for the particular requirements.

The Sishen iron-ore-mine produces 3 pro= ducts with size gradings of 25 to 8 mm, 11 to 5 mm and 5 to 0,2 mm and has a product capacity of 20 Mtpa. Ore is produced at an average Fe content of 66,2 % Fe for the two coarser pro= ducts and an average of 65,3 % Fe for the fine ore product. Three stage crushing is practised to re= duce the run-of-mine ore to -90 mm after which it is screened into five different size frac= tions of which four are heavy media beneficiated in static baths and cyclones and the fifth frac= tion discarded to slimes dams. A final three stage crushing and screening process is employed to produce the final three Products which are homogenized by means of blen=ding systems nrinr to despatch.

The current drill-and-blast method of tunnelling is cyclic and, for this reason above all others, has a future application potential which is lower than that of continuous methods. There is scope for progress in several facets of today's drill-and-blast tunnelling. But even if each of its unit operations and the synthesis of these were to be optimised, this conventional method will, in the long term, fail to be a serious competitor for tunnelboring machines (TBMs), roadheaders and the like. If its role in tunnelling is not to decline at an increasing rate, drill-and-blast will need to be transformed into a continuous system. Boring and cutting machines consume considerable energy (and expenditure) in creating rock fragments which are smaller than those required by muck-handling equipment. In this respect, blasting is more efficient. Mechanical methods are also less versatile and flexible and, when planning proceeds on a basis of meagre or inadequate geological data, cannot be costed as accurately. Currently, research gains for TBMs and roadheaders are greater than those for conventional tunnelling. If (as is likely) the disadvantages of mechanical methods continue to be reduced at a greater rate, the swing away from drilling and blasting will gain momentum.

El presente texto revisa el análisis económico realizado durante los años 1978 y 1986 en las minas de tajo abierto como Cuajone, Toquepala. Así, inicialmente se desarrolló el sistema de cortes concéntricos y bloques. Posteriormente en 1983 y 1984 el método fue adaptado por Thomas. Loose, quien desarrolló el sistema de informática y probó los modelos matemáticos de costo por nivel. Finalmente entre los años 1985 y 1986, el método se aplicó en la evaluación y optimización del método Cuajone donde se consideró los ángulos de talud de la mina, ingresos por uno o varios metales que se explotan, los egresos generados por las operaciones involucradas en la explotación, la ley de corte y la inclusión de parámetros operacionales en la mina.

El presente trabajo señala el proceso de la explotación de los conjuntos de vetas en la Compañía Minera Huarón, su optimización y función en la producción de las estructuras estrechas y totales de la producción minera. Para tal proceso se utilizó los vehículos electromecánicos (LHD) de pequeñas dimensiones que se adecúen a los parámetros técnicos y explotación de las estructuras. Asimismo, para cada conjunto se aplicó el sistema de corte y relleno ascendente mecanizado a fin de obtener una mejor selectibilidad, seguridad, productividad y economía de la estructura mineralizada.

Actualmente las explotaciones en la pequeña minería producen exclusivamente minerales de alta ley puesto que cubre el costo de los fletes y las maquilas, dejando de lado los minerales de alta ley. En esta perspectiva, el texto plantea una alternativa técnica y económica que mejore las condiciones anteriormente planteadas a partir del uso del carbón activado para así beneficiar los yacimientos de baja ley y optimizar el desarrollo minero aurífero de nuestro país. Así también la tecnología del carbón activado reduce los costos de operación puesto que se da una versatilidad del tratamiento de minerales, genera mayor recuperación del oro y mejora su productividad.

Son diversas las técnicas que se han empleado para el reforzamiento de la roca durante el proceso de excavaciones subterráneas en la mina Quiruvilca. Sin embargo, los sistemas utilizados actualmente resultan inoperantes, dado que sus elementos de perno y anclaje no se complementan con el terreno señalado. En ese sentido, el presente texto describe el sistema idóneo para el sostenimiento de roca en el que el rendimiento estuvo enmarcado entre los pernos de anclaje y madera. Este método denominado "eslinga para roca", consiste en una combinación de elementos de refuerzo activo y de suspensión, cuya construcción permite aprovechar algunos recursos existentes en la mina.

La concentradora Huanzalá fue diseñada para tratar originalmente el mineral Huanzala. Posteriormente su uso se extendió para tratar mezclas con el "mineral del recuerdo", incrementando el ratio de explotación de dicho mineral. Por ello, la concentradora debe ser re-diseñada para adaptarse a las características del mineral crudo y definir el contenido de pirita en el mineral de cabeza. En este sentido, el presente texto describe la eficiencia de la productividad en la mina concentradora Huanzala a través del conocimiento de las características del mineral (piritoso, skarn, shiroji), las condiciones de producción, reservas del mineral y así mejorar el proyecto de producción en los minerales de Huanzalá y Recuerdo.

El presente texto es un análisis realizado en la corporation Centromin de Cerro de Pasco que señala las características del material pirítico y su asociación con la plata. El estudio a través de diversas pruebas de laboratorio determina los esquemas semi-industriales económicos para la recuperación de plata y otros valores a partir de los minerales refractarios. En este sentido, Centromin dispone de tecnología para beneficiar esta fuente convencional primaria de plata, donde utiliza el proceso de lixiviación ácido clorurante en pilas para producir aproximadamente 500 mil onzas de plata a un costo menos operativo.

Los estudios realizados en la última década señalan que los depósitos estratoligados y estratiformes del contacto Mitu Pucará, se relacionan con el evento conocido como "volcanogénico regional", donde se realiza la reactivación del "nuevo volcánico" a través del depósito de la mineralización piritosa y polimetálica. Posteriormente dichos yacimientos piritosos son transformados hasta atravesar los plegamientos, fallamientos, intrusiones y la mineralización cretásico-terciaria. En este sentido, el presente texto señala la reinterpretación genética de dichos yacimientos, considerando las evidencias volcanogénicas, el volumen general de mineral que contienen, distribución y su importancia económica que tienen en la región central del Perú.
