Starting as a Learner Official at Rand Mines, he went Mr D J van Niekerk was educated at Helpmekaar Boys' High School in Johannesburg and the University of Pretoria. Mr C J C Janse van Vuuren was educated at Klerksdorp High School, Pretoria Technical Colege, the University of Pretoria, and Unisa. He holds the folowing degrees: BSc (I&S), BSc Hons (Met Pta), ND (Met Tech), AEP (Unisa). Prof. R F Sandenbergh was educated at the Afrikaanse Hoerskool Germiston and the University of Pretoria. He holds the degrees of B Ing (Chem), M Ing (Chem), and D Ing (Metal). President's Award Professor Jannie van Deventer, Head of the Department of Metalurgical Engineering at the University of Stelenbosch, has been honoured with one of the five President's Awards for 1990. These awards are made by the CSIR's Foundation for Research Development. The Bullfrog and Montgomery-Shoshone deposits, near Beatty, NV, have a combined drill-indicated reserve of 15.8 Mt (17.4 million st) of ore. Average grade is 3.5 g/t (0.103 oz per st) gold and 8.2 g/t (0.24 oz per st) silver. The deposits occur in Miocene volcanic rocks that underwent large-scale movement within a detachment-faulted terrane. The principal host to gold mineralization is a strongly welded rhyolitic tuff that experienced brittle deformation during plate movement. Open space fractures and breccia were filled with quartz, calcite, and adularia accompanied by lesser pyrite, gold, and acanthite. Gold occurs as micrometer-sized particles within and adjacent to the low-angle fault and along associated listric-normal and tear faults. The Bullfrog and Montgomery-Shoshone are volcanic-hosted, detachment fault-related, epithermal quartz calcite stockwork gold deposits. Bullfrog's minable reserve is 13 Mt (14.3 million st) of ore grading 3.8 g/t (0.11 oz per st) of gold. At Montgomery-Shoshone, 2.7 Mt (3 million st) minable tons at 2.5 g/t (0.072 oz per st) are present. Preproduction stripping has begun at the Bullfrog ore body. A 7.7-kt/d (8500-stpd) carbon-in-pulp (CIP) mill is under construction. In 1990, Bond Gold expects to be producing about 6.2 t/a (200,000 oz per year) of gold.

The New Guinea Mobile Belt is the northern zone of the Melanesian Orogeny (Dow and Sukamto, 1984), which consists of a complex zone ofupthrusted and accreted, regionally metamorphosed geosynclinal sediments and volcanics of Mesozoic to Eocene age and the overlying sediments. On the northern margin of this accreted terrane, formed an Eocene to Middle Miocene island arc. The North New Guinea Basin formed during the Upper Oligocene on the accreted margin. The depositional history of this basin is complicated by major crustal movements during the Upper Miocene to Holocene. During the Middle to Upper Miocene two magmatic arcs were emplaced. The northern magmatic arc is in part, spatically and genetically related to the Eocene to Middle Miocene island arc. The Maramuni-Utawa Magmatic Arc (southern) is a result of the Oligocene accretion and regional metamorphism. Coincident witt these magmatic arcs are belts of mineralization containing porphyry Cu-Au, epithermal/hydrothermal Au, Ag + Cu-Pb-Zn, exhalative Cu-Pb-Zn + Ag-Au, lateritic Ni-Cr-Co + PGE and alluvial Au, PGE, Cr occurrences and deposits. An intergrated tectonic model is presented for these and other data for the northern zone of the Melanesian Orogeny.

Pictured on these pages are the eight RMCMI Scholarship Award Winners for the 1989-1990 year followed by a brief profile. All winners, except Emmet Roache from New Mexico, were present as guests of the Institute at the June convention in Steamboat Springs, Colorado to receive recognition at the Welcome Session Monday, June 25, 1990. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Dr. Donald Gentry, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in the engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. [ ] Joshua Olmsted Colorado School of Mines Golden, Colorado Josh is a sophomore majoring in mining engineering at the Colorado School of Mines. He is an outstanding student as well as an accomplished athlete. Josh was on the Academic Honor Roll 1988-1989 and has been awarded an athletic scholarship. In this paper, the authors attempt to apply a simplified non-homogeneous void diffusion model (NHVDM) to predict surface subsidence for longwall mining in Illinois. A generalized error function subsidence profile is derived from this model. The model validation indicates that the NHVDM approach appears to fit the observed subsidence data as well or better than the error and the trigonometric functions, particularly around the trough edge areas.

This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand.The reform of New Zealands minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New Zealands resources. The Resource Management Bill is scheduled for to the House in December 1989 and its date of enactment is scheduled for June 1990.With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

The catalytic role of Thiobacillus ferrooxidans in the dissolution of chalcopyrite was studied by leaching pure massive samples of this sulfide with a pure strain of Thiobacillus ferrooxidans (ATCC 19859). Monitoring of the bacterial activity showed that an important fraction of the total bacteria generated during leaching remained attached to the chalcopyrite surface. Bacteria grown in the system, which were the offspring of bacteria adhered to chalcopyrite, was well explained as the result of the utilization of ferrous ion and sulfur as energy sources. The potential for indirect and direct action was fully utilized by the existing bacteria and the leaching process was controlled by the kinetics of chalcopyrite dissolution.

Many mining operations are uncertain of what costs they should be achieving. The majority of cost estimates are based on historical costs that have added contingency factors. Historical costs are a valuable source of information but a more precise costing method is necessary. There are several alternative methods for predicting costs. A methodology which provides the best indication of the achievable costs is one using a standard inventory list and a bill of quantities. The model is termed a Basic Principles model and addresses basic design principles and engineering constraints.

"Tailings Engineering has the responsibility for planning and coordinating tailings disposal and for ensuring the stability of the tailings dyke. The inclusion of both the planning and geotechnical functions in one team has resulted in greater efficiency in the design and planning process. Major challenges in tailings disposal facing Syncrude are in the areas of: (1) sludge disposal; (2) instrumentation and monitoring; and (3) liquefaction. Microporous membranes have been used to create a very fine dispersion of bubbles which greatly enhances the mass transfer of electroactive species to the electrode. Using this system, it has been shown that it is possible to electrowin copper as a coherent planar deposit, at high current densities, from copper chloride solutions.

A 3D, PC based computer program is currently under development by Blasting Analysis International, Inc., to analyze the kinetics of full scale blasts with two or more high-speed motion picture cameras. Todays common approach of utilizing only a single camera system can, in some cases, lead to great errors and erroneous conclusions when motion is assumed to be in a predefined plane of motion. CMe phrase, "What you see is what you get, it no longer true in 3D."). This is especially true in blasting environments which exhibit complex and/or predominant structural geology. The 3D system eliminates this problem, and includes automatic corrections for vertical and horizontal camera optic axis orientation, dimensional controls, lens distortion, field set-ups, projection imaging and digitized inputs. The only information required is the surveyed or known coordinates of at least six non coplanar points in the field of view. Motitn from each camera view is then digitized, transformed through a direct linear transformation, and processed with the 3D software, which also automatically time matches the data, even when the high-speed cameras are operated at different speeds. Eleven calibration constants are generated using an overdetermined system of linear equations to output the true 3D coordinates of motion in the time domain. Applications for this 3D approach are not restricted to just analyzing the kinetics of a blast. The system is sufficiently flexible to allow an accurate, quick and economical method of bench face profile analysis, generate muck pile profiles and estimate volumetric calculations. The recording systems for these applications can be common 35mm still photography and/or video equipment. It is envisioned that this system will soon replace expensive laser surveying systems at a fraction of the cost in the near future. It is also an excellent system to accurately quantify drill pattern layouts and the spatial locations of each blasthole. This information is required for generating single hole based synthetic seismograms to accurately predict the vibrational outputs of full scale blasts. In terms of litigation concerning claims resulting from blast induced ground vibrations to structures, the system is proving to be an excellent and economical method of performing pre-blast surveys where differential settlement is suspect.

The competitive coal market has required coal producers to put more effort into coal quality control. Successful quality control requires a good estimation of the in situ coal quality as well as a good estimation of the probable fluctuation of the in situ coal quality during production. Geostatistics offers a very promising way to meet this requirement. A geostatistical approach toward the coal quality control problem is presented. Two models, the prediction model and the conditional simulation model, have been developed for coal quality data from two large export coal mines in central Queensland, Australia. The mine planning and scheduling aspects based on this and other potential applications of the models are addressed.

Your interesting and well-written paper brings up the issue of the purpose or use of a mineral property appraisal, specifically the value of these evaluations when the quality and quantity of the mineral resource to be exploited have not been thoroughly investigated. I am not a practicing professional in regards to valuation of limestone investment opportunities. I simply wish to make a few generic observations about the appraisal process in order to stimulate meaningful thinking by appraisal professionals whose reports may be reviewed by professional investors and "laypersons" alike. It is my contention that the analysis given in your paper is very thorough, considering the data that was made available to you. But I would not like to be the person responsible for investment decision making without having a feel for the risk involved. Therefore, the reviewer must classify this type of analysis as relatively "subjective" because they have not received an indication of the inherent risk involved in exploiting a mineral resource. This risk can best be quantified by using probabilistic methods in conjunction with the quality and quantity of the mineral to be produced. Most appraisals passively ignore this problem. Specifically, you have accurately identified the various costs and values entering the economic appraisal process. These can usually be quantified with a great deal more certainty than the capability of the resource to provide 25 years of quality material. Also, in Cases A (West Virginia) and B (Alabama), you are fortunate enough to have previous operations data. What if there had never been production from these properties? How does a potential mineral property investor evaluate the resource capability to meet various projected financial outcomes without spending a good deal of up-front capital to drill and delineate enough quality resources for a 20-plus year operation.

This paper compares and evaluates the impact of income tax and value-added tax on the decision to explore for minerals or to develop a mine in four countries: Australia, Papua New Guinea, Argentina and Indonesia. Three aspects are considered in depth:- domestic tax rules applicable to mining projects;- taxation of foreign mining investment and foreign providers of expertise;- taxation of project finance (other than equity) from foreign sources.Specific tax issues discussed include tax deductibility of various costs, treatment of tax losses, special tax incentives, comparative treatment of various corporate structures, non-resident withholding taxes, and tax costs of various forms of project finance. The paper also illustrates the comparative impact of income tax on rates of return by means of a simulation of a mining project in each of the four countries. The simulation demonstrates why the highest rate of return may be obtained in Argentina and the lowest in Australia.Relevant features of the income tax systems in each country (at 15 February 1990) are summarized and compared in several tables annexed to the naner.

The carbothermic reduction of zinc oxide rich Electric Arc Furnace baghouse dust in the Tetronics transferred arc plasma furnace to produce a non-toxic slag and a metallic zinc product is described. In particular, the operation of the zinc splash condenser coupled to the plasma furnace is examined and the effect of process variables on zinc recovery is discussed.

Augercast piles are formed by drilling a continuous-flight auger into the ground and, on reaching the required depth, sand-cement grout or concrete is pumped down the hollow stem as the auger is withdrawn. The sides of the hole are supported at all times by the soil-filled auger, eliminating the need for temporary casing or bentonite slurry. The augercast piling method is fast and economical; there is no vibration, very little noise and, if executed properly, no ground displacements during installation. The method is well suited to sands which are easy to drill and are readily transported up the auger. Relatively little attention has been given to augercast piles in the literature which might be part of the reason for the considerable variations in local practice, building code requirements and design methods. The purpose of this paper is to discuss some of the features of augercast pile installation that are known to influence both the structural and geotechnical capacity of the pile, to evaluate several empirical design methods and to look at some important aspects of quality control of augercast pile installation.

Petrographic analyses of coal rank and maceral-group composition are widely used in the characterization of coal. This paper describes the use of an image analyser (IBAS Kontron) for fuly automated measurements of the rank and maceral groups of seam coals. The rank is then derived from reflectance histograms, or 'fingerprints', of coal reflectance distributions (being expressed as the mean random reflectance of vitrinite). The volume proportions of the maceral groups are calculated from the histograms. The results obtained with the IBAS were generally in agreement with those obtained by conventional methods of reflectance measurement and point-count analysis. However, the results were inconsistent for coals with a bimodal character or a wide V-class distribution. The rank of the analysed coals ranged from 0,50 to 1,10 per cent mean random reflectance. The lowest reflectance that can be analysed with the IBAS is 0,4 per cent. The speed, objectiveness, and repeatability of this technique make it exceptionally suitable for use in the quality control of large numbers of samples.

A system consisting of an unlimited number of biaxial geophones that measure peak particle velocity and frequency has been developed and utilized at surface mines, quarries and construction sites. An ability to accurately measure ground vibrations completely surrounding a blast and to construct a vibration topograph has facilitated the study of blast design parameters and geologic factors on the resulting generation and propagation of the vibrations.

The Clermont Goldfield, from which about 300,000 oz of bullion have been extracted, was one of the major gold producers in Queensland. This paper is derived from a systematic study of the mineralogy, geochemistry, and stable isotope geochemistry of the deposit, based on detailed field work and logging of 57 reverse-circulation percussion drilling holes at the Black Ridge Gold Deposit (Fig 1), aimed at addressing the long debated question of gold-ore genesis at Clermont, i.e., whether it is of fossil placer or hydrothermal origin.Detailed petrologic and mineralogical studies indicate the hydrothermal alteration at Black Ridge is dominated by extensive siderite (+rhodochrosite-ankerite) veinlets and stockworks, which are concentrated along the deformed unconformity between the Anakie Metamorphics and basal conglomerates of the early Permian Blair Athol Coal Measures. Siderite alteration is also moderately developed in all other rock units represented at Black Ridge, including the Tertiary basalt. Weak to moderate phyllosilicate alteration is common throughout the deposit, including chlorite-sericite along the shear zone of the unconformity, and sericite-clay in the conglomerates. A sulphide-oxides zonation also has occurred, including pyrite below the unconformity, (pyrite)-chalcopyrite-marcasite-(hematite) along the deformed unconformity, and marcasite (hematite, pyrite) in the conglomerates.

Since the mid-1970s there has been increasing attention in the South Pacific area to the problems of disaster planning and management at various levels, mainly from regional through national to provincial levels. This concern has been expressed in a variety of ways. International aid donors have made their views known in commentaries or reports. Seminar discussions have been organised at the regional level (such as at Suva, 1976; Suva, 1979; Tonga, 1982 and Suva, 1983). In-country training workshops or meetings have been organised (such as the "Disaster Preparedness Workshops for Non-governmental Organisations" in Pacific countries, jointly run by the Australian Red Cross and the Australian Overseas Disaster Response Organisation and supported by AIDAB, in Vanuatu, 1985; Solomon Islands, 1985; Western Samoa, 1986; Fiji, 1987; Tonga, 1987; Lae and Port Moresby, Papua New Guinea, 1988) or held outside the area (ACDC at Macedon, 1981). Training and/or research institutions have been established such as the East-West Center, Honolulu, and the Asian Disaster Preparedness Center, Bangkok (more Asia oriented). As part of the East-West Center Pacific Islands Development Program's Disaster Preparedness Project, a detailed manual of disaster preparedness and response procedures and guidelines has been published (Carter, 1984).Table 1 and figure 1 show that the area with which this discussion deals is a highly fragmented island region, comprising many small, some minute, nations, both in land area and population. The social structure is predominantly rural, with the capital city often making up a small part of the total population and, in absolute terms, little more than a small town. Outside the administrative and governmental activities concentrated in the capitals, in most cases the indigenous inhabitants depend on subsistence agriculture or on usually a monocultural concentration on a cash crop, most frequently coconuts.
