A mathematical analysis based on equilibrium modeling has been developed to describe the distribution behavior of minor elements such as Pb, Zn, Bi, Sb, and As among gas, slag and recovered copper phases during the reduction of copper oxide in slag cleaning with CO gas. The results show that large fractions of the impurities transferred to slag during smelting or converting are recycled to the recovered copper metal. It is also shown that there is a limit to the recovery of copper from slag because iron oxides are also reduced to form a copper-iron alloy at low oxygen potentials. The effects of various operating parameters such as temperature, the activity of FeO, the initial amounts of the elements in the slag and CO content in process gas, on the behavior of these minor elements are discussed. The predicted results were compared with the results of a pilot plant operation in which pulverized coal was used as a reductant. Consistent trends between the two cases were obtained.

Examining a typical curriculum for mineral process engineers shows that traditional subjects remain important, namely, engineering, earth and basic sciences, mathematics and mineral proc¬essing technology. However, Table I shows additional subjects that may be woven into a modern curriculum, because of micro- and macro-engineering advances over the years. The ways to incorporate these subjects into the curriculum will vary from school to school. Such changes are in response to evolutionary technological and political needs as determined by society and business. Beginning with the 1950s, engineering empiricism was strengthened through micro-engineering, where fundamentals and mechanism serve as foundations. At any given lime, the tidal force subjects massive regions to a spatially uniform load. The deformation of any large structure due to these forces is proportional to the elastic properties of the structure. In this aspect, the tidal force applies a load in a manner similar to that of a large-scale testing machine. Any anomalies in the measured tidal response must reflect alterations in the average elastic response of the massive structure. In the present work, tidal tilt measurements obtained in the wall of a large dam are used to infer changes in the response of the dam to applied loads. In particular, it is found that the dam response has changed by approximately 13 percent, on average, for two monitoring periods separated by 5 years. It is possible that these changes were produced by the different volumes of water in the dam for the monitoring periods. The tidal measurement technique can also be applied to monitor changes in the average structural response of large underground and surface masses relevant to coal and metal mines.

BACKGROUND Diesel exhaust is an animal carcinogen, although evidence of the carcinogenicity in humans is "limited". (World Health Org. , 1989) Of the eight cohort studies in the 19808, five found an increased risk for lung cancer among workers who may have been exposed to diesel exhaust (RR from 1.3-1.5, SMR from 101-132). (Howe, et al., 1983) Only two studies accounted for smoking indirectly. Of the ten case-control studies in the 1980's, eight reported increased risk of lung cancer among those populations purportedly exposed to diesel exhaust. (Benhamou, et al. , 1988) All but one of these adjusted for smoking and other occupational exposures. The odds ratios ranged from 1.2 to 2.1. In two of these studies, miners experienced a two to three fold risk. (Benhamou, et al., 1988) Bladder cancer has also been linked to diesel exhaust in cohort and case-control studies. Excesses of approximately 50% were observed among truck drivers in studies by NCI. (Hoar, et al., 1985) In the National Bladder Cancer Study, risks for truck drivers rose with duration of employment. A study by NIOSH in Ohio also found an excess of bladder cancer among truck drivers, particularly among those with 20 or more years of employment. (Steenland, et al, 1987) Despite the large number of studies in which the relation between diesel exhaust exposure and lung cancer has been examined, exposure to diesel exhaust has been quantitatively estimated only in the studies of railroad workers and truck drivers. (Woskie, et al., 1988) The excess lung cancer risk experienced by workers in these two occupational groups was modest, ranging from 40 to 90% for those with long-term employment. However, diesel exhaust exposure among railroad workers and truck drivers is lower than that seen among miners. Several markers of diesel exhaust have been utilized in these studies. Diesel exhaust is a complex mixture of particulates, vapors and gases. One group of these gases, the nitrogen oxides, react with polynuclear aromatic hydrocarbons, forming mutagenic and possible carcinogenic nitrated derivatives. (World Health Organization, 1989) For this reason, and because it is easy to measure and analyze, NO, was frequently used as a marker of diesel exhaust exposure. As part of the Garshick (Garshick, et al., 1988) study of railroad workers, Woskie measured NO, exposures of 477 railroad workers. Researchers have long speculated regarding the adsorption state of collectors on mineral surfaces. Only recently have analytical techniques become available which allow direct in-situ analysis of adsorbed layers. Fourier transform infrared spectroscopy coupled with internal reflection spectroscopy (FT-IRJIRS) with reactive internal reflection elements allows for unobtrusive investigation of the adsorbed layer (Harrick, 1979). This technique has been used both for the in-situ identification of adsorbed species and for the direct calculation of collector adsorption density in real time from infrared spectral data (Miller and Kellar, 1988). The reactive mineral IRE serves both to internally reflect the infrared light and to act as a substrate at which collector adsorption can be monitored. Shown in Figure 1 is a schematic of light being internally reflected in an IRE. As the light is totally reflected at the interface, an evanescent wave propagates a short distance (typically a few microns) away from the IRE, and sampling of the interfacial region occurs. Because of multiple internal reflections, great sensitivity can be obtained. Flotation systems for which this method has been demonstrated include CaF2/oleate, Al2O3/ dodecyl sulfate, CaCO3/oleate, ZnS/xanthate, and KCl/octylamine (Miller and Kellar, 1988; Kellar et al., 1989, 1990; Miller et al., 1990).

Maintaining and improving the economics of open pit mining in the future requires understanding of the characteristics of open pit mining that are different to other mining or business activities, designing mines in the first place to be less susceptible to changes in these important characteristics, and adopting strategies which yield reliable returns despite unforeseen change. Planning and production personnel require guidelines and performance standards that are based on sound economics not solely on production criteria. The guidelines adopted for long-term implementation must assume a declining price for mineral products along with declining real costs, with research efforts directed at development of both evolutionary and revolutionary ideas aimed at implementation. Decision-making must focus on risk and probability criteria rather than just simple return-on-investment criteria, and the approach for management of personnel must support the higher level of communication essential for fast decision-making in the new environment of continual change.

Nuclear Fuel Complex (NFC ) , Hyderabad (IN DIA ) , is engaged in the manufacture of nuclear fuel assemblies and zircaloy structural components required for the Indian nuclear power reactors. The production of zirconium oxide, sponge and zircaloy materials through chemical and hydro - metallurgical processes generates many effluents containing valuable zirconium and hafnium . This paper deals with the various processes such as multiple crystalization, phosphate precipitation, ion-exchanges amine solvent extraction etc, for the treatment of these effluents and subsequent recovery of valuable zirconium and hafnium .

1. COAL PRODUCTION: Under Section 402 of Public Law 95-87 (SMCRA), coal operators are required to pay a fee when coal is sold, used, or transferred. These fees are deposited in the U.S. treasury as the Abandoned Mine Land Fund. Information about the type of coal (bituminous, lignite, or underground) and tonnage are tabulated on Form OSM-1 and submitted with the fee, which is paid quarterly to the Office of Surface Mining. The coal production data presented in this report was compiled from information stored in the Office of Surface Mining Fee Collection System computer data base. Collection of the fee began with the last quarter of 1977; therefore, 1978 data includes the last quarter of 1977 and the first three quarters of 1978. Information for each successive year follows the same tabulation pattern. Surface production includes both bituminous and lignite coal; underground includes tonnage reported as underground mined. In New Mexico and Montana, coal production on Indian land is listed under the Crow, Hopi, and Navajo Tribes. 2. HISTORIC COAL PRODUCTION: Federal Government agencies have published coal production data since 1807, the date of the earliest record. The source of coal production data used to compile this graph was: 1891-1895, U.S. Geological Survey, Division of Mineral Resources; 1896-1977, U.S. Bureau of Mines annual Minerals Yearbook; 1978- 1991, Office of Surface Mining data described in footnote 1 above. 3. NUMBER OF MINES: The number of mines was compiled from Office of Surface Mining Fee Collection System data described in footnote 1 above. Annual totals were calculated by adding together the number of operations with the same Mine Safety and Health Administration numbers reported each quarter and dividing by four to give an annual number in each state. 4. ENFORCEMENT ACTIONS: Enforcement action data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The data presented are all actions taken by both the state regulatory authority and the Office of Surface Mining. Citations issued are the sum of Notice of Violations (NOVs) and Cessation Orders (COs). Because the Hopi and Navajo jurisdictions overlap in Arizona and New Mexico, enforcement actions data for the tribes have been combined in annual reports prepared by the Albuquerque Field Office; therefore, they are combined for this report and listed under Navajo Tribe. 5. ACREAGE PERMITTED: Acreage permitted data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The acreage listed was permitted during the year shown and is not the total acreage under permit during that year. 6. BONDS RELEASED: Acreage of reclamation bonds released was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The sum of final Interim Regulatory Program bonds and Phase 111 (or final release) bonds shows only the land area where reclamation is complete and has been released by the regulatory authority.

An experimental investigation was carried out to study the rates of reduction of iron oxides dissolved in liquid Ca0-SO2-A203 slags by Fe-C droplets at temperatures ranging from 1325 OC to 1550 OC. The %FeO in the slag was varied from 5.5 to 18. Flash X-ray images were employed to observe the behavior of Fe-C droplets in the slags during the reactions and for determining the slag-gas-metal interfacial area. Effect of P205 in the slag and sulfur in the droplet was also investigated. The reduction rates were determined by measuring the volume of CO evolved as a function of time and the estimated slag-gas- metal interfacial area. The reduction rates have increased with increasing %FeO in the slag and the slag temperature. The surface quality demands for galvanized and galvannealed steel sheets by the automotive and appliance industries have been getting increasingly stringent over the past few years. Intensive efforts by Hot-Dip-Galvanizers to meet these demands have resulted in substantial improvement to the hot dip coating process. However, elimination of zinc bath contaminants which directly affect the coated strip surface quality continues to remain a tough challenge. As part of our effort to improve the zinc bath cleanliness, Inland Steel Company has developed a test method to quantitatively measure the contaminants in incoming zinc spelters and establish a specification for incoming zinc quality. The test is currently being used for auditing the incoming zinc quality. The zinc suppliers are also using this test for quality control purposes. The purpose of this paper is to describe the test method and how it has improved the galvanizing operation at Inland.

SMCRA contains five principal regulatory provisions that form the basis for its implementation: Performance Standards Performance standard safe intended to ensure that all surface mining is conducted in a way that protects the environment and the public and ensures that the mined land is restored to productive use following mining. Permits Before developing a surface or underground coal mine, an operator must have a permit issued under SMCRA. An application for a permit to conduct a surface coal mining operation is a detailed document that consists of text and numeric data describing the proposed mining and reclamation. Information must be furnished on pre-mining environmental conditions, existing land use, proposed mining and reclamation, how the performance standards will be met, and the post-mining land use. This provides the regulatory authority with the information necessary to determine that the operation can be conducted in accordance with the regulations. Performance Bonds Before a permit can be granted, an operator must post a performance bond sufficient to cover the cost of reclaiming the site in the event the operator fails to complete reclamation. The bond is not fully released until all performance standards have been met and reclamation of the site has been determined to be successful after five years in the East and Midwest, and after 10 years in the arid West. However, the bond can be partially released as various phases of reclamation are completed. Inspection and Enforcement If a violation of SMCRA or of a state surface mining and reclamation law is observed, an inspector issues a notice of violation to the operator. The violation must be corrected within a specific time, and the operator may also have to pay a fine based on the severity of the violation. If the violation is not corrected, acessation order is issued to immediately stop active coal mining, and the operator must pay a fine. If a violation is especially serious (for example, creates an Following reclamation, the land was immediately put back into agricultural production. An operator must correct all violations in order to obtain permits for new mines. Lands Unsuitable For Mining Congress recognized that certain coal deposits cannot be mined without permanent damage to unique cultural or natural resources. As a result, SMCRA protects these resources in two ways: It prohibits mining within the boundaries of national parks, forests, wildlife refuges, trails, wild and scenic rivers, wilderness and recreation areas; in areas which will adversely affect sites listed on the National Register of Historic Places; and within a restricted distance of occupied dwellings, public roads, buildings, parks, schools, churches, and cemeteries; and Provides a process that allows anyone whose interests may be adversely affected by proposed mining to petition to have specific lands designated unsuitable for mining.

In 1967, a major impoundment to contain phosphate tailings was built near Columbia, TN. Precise records were maintained on the behavior of the impoundment throughout its 20-year active life. The volume of the impoundment was determined. The DNT (dry net tons) of solids added to the impoundment were continuously measured. The rise of the mud line in the impoundment was measured monthly. The density of the settled strata was determined, as required to understand the behavior of the settled tailings. And experiments were per formed to increase the settled density of the clays. The impoundment is currently being retired and stabilized. It covers more than 400 acres and the settled muds are almost 200 ft thick. The clays have been sufficiently solidified with electroendosmosis to support the growth of cypress trees. More than three milllion trees are being planted.

Intelligent manufacturing involves intelligent, product-directed systems that facilitate the on-line, real-time generation of an improving product process cycle. A first step in the journey relates to self-directed systems which have the ability to reason and create their own processing paths in response to varying product and process conditions encountered during the process. This paper discusses an application of self-directed process control in the manufacture of graphite-epoxy laminated composites. An Air Force team involving researchers and production personnel have caused the development of a system now in use at the Air Force Logistic Center at McClellan Air Force Base in Sacramento CA. The paper discusses results and lessons learned in the process of trying to speed the implementation of research efforts which show significant potential of improving the product quality in less time and at less cost

Spontaneous combustion in western U.S. coal mines has been recognized as a serious problem which requires unique solutions. Methods have been developed for longwall mining which rely on the existence of an oxygen-deficient atmosphere in the gob for control of the spontaneous combustion hazard rather than the use of bleeder systems. Monitoring of the gob atmosphere is required to protect against the possibility of an explosion and to detect spontaneous heatings. Data from an example mine employing such a system is included to illustrate normal gob gas trends and is compared to abnormal trends which resulted from and were indicative of a fire. Under normal circumstances the oxygen (O2) and carbon monoxide (CO) concentrations decline rapidly as the longwall face retreats. Samples taken from a leaking seal in the example mine prior to a spontaneous heating showed virtually no oxygen depletion, contained erratic CO concentrations, and indicated the existence of hydrogen, a fire indicator. The appearance of an abnormal trend in the gob atmosphere can be used as an early warning of spontaneous heatings.

Cortez Gold Mines is located about 75 miles southwest of Elko, NV. Activity in the mining district dates from 1862. The current operation developed from a 1963 joint venture of Webb Resources, The Bunker Hill Company, Vernon F. Taylor, Jr., and American Exploration & Mining Co. Three years later, the USGS discovered gold on the property following a regional geochemical survey. Drilling in 1966 and 1967 identified 3.4 million st of oxide ore grading 0.28 oz Au/st, and a 1700 st/day countercurrent decantation mill was commissioned in 1969. Heap leaching started in 1971 on low grade ore and continues to the present. The mill was shut down in 1976 following exhaustion of known oxide reserves. Mobile equipment was sold and the proceeds committed to local exploration. In 1980, a new plan of operations was developed starting with existing low grade and newly discovered mill ore. The mill resumed operations in 1981 and has been operating to date. A series of metallurgical innovations, culminating in the commissioning of a new fluid bed roaster in the summer of 1990, has enabled treatment of a series of increasingly refractory ores. Current partners in the venture are Kennecott Corporation, Vernon F. Taylor, Jr., and Placer Dome U.S. Inc., manager of the operation. Idaho Mining Corp. holds a 7.5% carried interest.

This paper presents a case study which applies risk assessment techniques in evaluating potential environmental problems associated with past waste disposal practices at a 65 acre non-ferrous metals and metal alloys manufacturing facility. Waste management activities at the site involved a number of surface impoundments for gangue material, neutralized acid rinse waters, acid rinse sludges, demolition debris, storm water runoff, stockpiled ores, and a permitted residual waste landfill. As a result of these activities, the She contained 9 identifiable waste management areas impacted by over 35 potentially hazardous chemicals and metals. Extensive environmental data obtained from investigations at the Site revealed heavy metal and volatile organic chemical contamination in various environmental media. These data were utilized to evaluate potential risks to human health and the environment. The human health risk assessment estimated potential health risks to workers, residents, and Site trespassers under current and expected future uses of the Site. Areas of the Site were identified which were considered to present potential health concerns under the various exposure scenarios. Results from the human health risk assessment were utilized to develop cost effective risk based soil remediation goals protective of the public health and environment.

Solinox is a physical scrubbing process capable of removing a number of noxious materials from off-gasses, especially SO2, hydrocarbons, halogens, heavy metals such as dust, etc. As these materials are dissolved physically, (not chemically bound), the solvent is absolutely stable and no by-products are formed in the scrubbing cycle. The process has? been installed in three plants up to now, treating from approximately 30 MMSCFD to approximately 100 MMSCFD. These installations are in a non ferrous metal smelting operation, in a cellulose factory, and in a roasting process.

This U.S. Bureau of Mines report chronicles the historical development of longwall mining in the United States and speculates on future developments to the turn of the century. The involvement and contributions made by the Bureau during these developments are also discussed. Two major periods of history are analyzed: (1) from 1875 to 1950 when small advancing faces were operated manually, and (2) from 1950 to 1990 when mechanized extraction and powered roof supports provided a system to efficiently extract large coal panels. Five eras of technological development during the modern period are described and analyzed. These eras discuss the development of (1) mechanized extraction, (2) powered roof supports, (3) high-capacity roof supports, (4) shield supports, and (5) system automation. Current trends are analyzed in terms of longwall utilization, face production, support capacity, face widths, and new technological developments. From these analyses, the future of longwall mining to the year 2000 is speculated. It is concluded that longwall mining will continue to grow in importance during the next decade and that the next major technological milestone will be the realization of a fully automated longwall mining system.

Commercial explosives exhibit non ideal behaviour which is very difficult to model. The fume spectrum produced by commercial explosives apart from its practical significance for underground mining is of great theoretical importance since it reveals information about the chemistry of the detonation process. Emulsions, watergels and dynamites were tested under various degrees of confinement in an one cubic metre closed chamber. Sand, concrete, steel and copper pipes were used to alter confinement. The degree of confinement was found to significantly influence the quantity (litres/kg of explosive) and the relative proportions of toxic and non-toxic fumes (percent of total fume measured). These results lead to further confinement testing using various rock materials. Fume results, and thus detonation performance were found to be dependent on the type of rock material used for confinement. Materials such as dolomite, limestone, and granite were found to result in a relatively high detonation efficiency of the subject explosive as shown by the distribution of detonation fume products. Conversely materials such as sandstone, talc and massive sulphide resulted in fumes suggesting low relative detonation efficiency. Fumes appear to be a sensitive indicator of the completeness of reactions occurring within the expansion zone of the composite emulsion explosive, while the detonation velocity is relatively insensitive to small variations in confinement. Estimates of sonic velocities of the confining rock materials were found to show no correlation with VOD results. However good correlation between fume results and sonic velocity suggests that the performance of an explosive as indicated by the resulting fume spectrum is affected by the degree of confinement.
