This regional report covers the mineral industries of Canada and 40 countries and territories in Latin America and the Caribbean Basin. Also included is a brief description of the mineral potential of Antarctica. The Latin American region encompasses an area twice that of the United States. Latin America and Canada have a rich and diversified endowment of mineral fuels, metals, and industrial minerals. Tables 1 and 2 provide a summary view of Latin America and Canada's output of its major mineral commodities in world mineral supply in 1991 (revised) and 1992. Table 3 shows the relative importance of a selected group of minerals produced in Latin America in the world mineral economy.

In 1991 and 1992, the Bureau of Mines completed chromium, platinum-group metals (PGM), and tin investigations, and started indium, manganese, titanium, and vanadium investigations in Alaska. These studies were done as part of the Site Specific Minerals Investigations project. As a result of this work, the Bureau found PGM-bearing composite plutons in the Yentna River area of the Alaska Range, which are chemically similar to composite plutons in other parts of the Alaska Range and to Ural-Alaskan type complexes. Previously unknown chromium and PGM occurrences were found in the western Brooks Range. A compilation report on the Bureau's chromium and PGM investigations in the western Brooks Range was also published. Indium was found in anomalous concentrations at the Lost River tin deposit. Small occurrences of manganese were located, mapped, and sampled in the Wiseman and Chandalar quadrangles, and in the Liberty Falls, Prince William Sound, and Homer areas. Tin occurrences in western Alaska were summarized in three Bureau open file reports. The beaches near Cape Yakataga and Yakutat were evaluated for their titanium potential and a sampling methodology was developed. Vanadium investigations included examining streams in the Wiseman and Eagle areas that contained anomalous vanadium values. In the Eagle area, high vanadium, uranium, and copper values were found in the basal layers of the Road River formation.

The domestic mineral and material industry grew in some key sectors and declined in others during 1993; overall, the industry was poised at yearend for stronger growth in 1994. Metals production is expected to increase with anticipated growth in U.S. motor vehicle sales. There also may be increased demand for industrial minerals in 1994 based on domestic highway and building construction. Additional information on events, trends, and issues in the mineral and material industry is presented below and in the commodity sections that follow. Overall Industry Performance The value of processed materials produced from minerals in the United States during 1993 is estimated to have been about $326 billion, an increase of 5% compared with that of 1992. The estimated value of U.S. raw nonfuel minerals production in 1993 was $31.6 billion, about 1 % less than in the preceding year. The value of domestic minerals production has risen in 28 of the last 33 years.

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1993. Most of the estimates are based on nine months data. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State mineral officer. In an effort to facilitate the rapid dissemination of information and publications produced by the U.S. Bureau of Mine, an electronic document dissemination system is now available for use. MINES FaxBack is a simple-to-operate automated fax response system that operates 24 hours a day, seven days a week. All a user needs is access to a fax machine with a touch-tone telephone. Abrasives are substances both natural and synthetic that are used to grind, polish, abrade, scour, clean, or otherwise remove solid material usually by rubbing action (as in a grinding wheel), but also by impact (pressure blasting). Facts about the discovery, early use, adaptation, and development of abrasives prior to the 20th century are few. From the sparse, earliest information that is available, it would appear that the science of abrasives began when, to fashion his tools, man began to select certain kinds of rocks in preference to others because of their peculiar properties. There is evidence that stones were sawed by some sort of grinding machine as early as 4000 BC in Egypt. The real expansion of abrasives use coincided with the beginning of metallurgy in the Middle East around 2000 BC. The earliest confirmed use of abrasives for grinding metal comes from a steel dagger found along with a sharpening stone which was dated at about 1500 BC. Natural and manufactured abrasive substances play an important role in fashioning and finishing numerous products with a wide variety of end-use applications. The mining and preparation of crude, natural abrasives for their markets and the manufacture of synthetic and other abrasive materials contribute significantly to the US economy (Table 1). In addition, just as sawing to specific dimensions enhanced the value of the Egyptian stone, the use of abrasives in fabrication of modem products, and the addition of abrasives to others, add value. GENERAL CONSIDERATIONS The most important physical properties of materials that qualify as abrasives are hardness, toughness (or rigidity), grain shape and size, character of fracture (or cleavage), and purity (or uniformity). To fabricate bonded abrasive products such as grinding wheels, additional considerations include stability under high heat and bonding characteristics of grain surfaces. The economic factors of cost and availability are always important. No one singular property is paramount for any use. For some applications extreme hardness and toughness are needed, as in diamonds for drill bits. For other uses, factors of greatest importance are hardness and ability to break down slowly and, in the process, develop fresh cutting edges when grains become worn. In garnet sandpaper, for example, highly cleavable, friable, or extremely tough grains are not desirable. For other uses, extreme hardness may be objectionable. Abrasives for dentifrices and for glass-cleaning soaps are cases in point. For the most efficient uses in more critical applications, different types of abrasives are rarely completely interchangeable. While crushed quartz and garnet are both used in sandpaper, the two abrasives are not at all interchangeable in their applications. In the final analysis, the choice of a high-grade abrasive depends upon the quality and quantity of work performed by the abrasive per unit of cost. Initial cost of an artificial abrasive may be much greater than that of a natural abrasive, but the artificial mineral may do so much better work and do it so much faster that the ultimate cost is less. It is for this reason that artificial abrasives have largely replaced natural abrasives.

Borates are defined as ' 'salts or esters of boric acid; a compound containing the radical B203" (Bates and Jackson, 1987). Borates are defined by industry as any compound that contains or supplies boric oxide. A large number of minerals contain boric oxide, but the three that are the most important from a worldwide commercial standpoint are: borax, ulexite, and colemanite. These are produced in a limited number of countries (Fig. 1), dominated by the United States and Turkey, which together furnish about 90% of the world's borate supplies (Lyday, 1991). Production in the United States originates in the Mojave Desert of California; borax and kernite are mined by US Borax from its large deposit at Boron. Borate containing brines are pumped from Searles Lake by North American Chemical Co., and a limited amount of colemanite is mined by Newport Mineral Ventures from Death Valley. Turkish production is controlled by Etibank, the national mining enterprise, which supplies most of the commercially traded ulexite and colemanite from mines in the Bigadic and Emet Districts, plus borax from the huge deposit at Kirka. Borate minerals have been employed in a wide range of uses for many centuries, dating from at least the 8th century when they were used primarily as a flux for assaying and refining gold and silver. Their valuable properties and relative rarity soon stimulated international trade in borates; Marco Polo claimed to have trans- ported Chinese borate minerals from Tibet to Europe, and his home port of Venice was the center for borate imports and use throughout the Middle Ages (Travis and Cocks, 1984). Borates were traded at relatively high prices for highly specialized applications into the late years of the 19th century. At that time they were being used for medicines, food preservatives, ceramic glazes, and in expanded applications as metal fluxes. It was in that era that borax was discovered in Clear Lake, CA, and more significantly, the playa deposits of western Nevada were found and exploited by F.M. "Borax" Smith and others. Research and development by Smith's company began the evolution of borates from a high priced commodity with a few specialized uses to the relatively low priced chemical raw material used in large tonnages on a worldwide scale today. Borates are often defined and sold by their boric oxide or B,03 content, and most statistical data are listed in tons of B203. Of the products sold by the industry, borax pentahydrate or 5 mol and boric acid are the most commonly traded commodities. Boric acid plants are operated by all of the major borate producers. Glass fiber insulation is the major end use in the United States followed by textile glass fiber and borosilicate glass, detergents, and ceramics. Detergent usage continues to be a major end use in Europe.

The cost of the lining itself is minor in comparison with media cost, energy cost and the value of the material produced in the mill. Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

Geologically and commercially, the term diatomite is applied to the nearly pure sedimentarv accumulation of diatom frustules- the microscopic skeletons of unicellular aquatic algae belonging to the class of golden brown algae, bacillariophyceae. The sediments are fine-grained, siliceous, and consist primarily of amorphous opaline silica with only minor amounts of organic residue, secondary minerals, and co-deposited non-diatomaceous or crystalline clastic debris. In the geological sense, the name diatomite implies sedimentary accumulations that have reached appreciable thickness and when thick enough, such accumulations consequently may have possible commercial potential. Although the term diatomite is popularly and inappropriately applied to any sediment in which there is an abundance of diatom frustules, alternative terminology is more correctly employed to describe the less pure diatomaceous sediments, for example: clay-bearing diatomite or diatom-bearing clay. Synonyms in current usage include diatomaceous earth and kieselghur. More antiquated and obsolete terminology includes tripoli-powder, tripolite, and infusorial earth. Worldwide, diatomites occur within Tertiary to Recent lacus- trine and marine sedimentary facies. Although diatomite is wide- spread throughout the world, deposits that contain high purity, commercially versatile ore are uncommon. Physical properties of the diatom and of processed diatomite that provide unique commercial value in a broad spectrum of market end-uses include ornate fine structure, low bulk density, and high porosity and surface area. Properties of equal importance are mild abrasiveness, high absorptive capacity, insulating ability, relative inertness, and high brightness. End-use markets are diverse and range from insulating brick and absorbents through quality sensitive filter aids and premium quality functional fillers. Notwithstanding both the economic attractiveness of the specialty markets and the commercial versatility of the high purity deposits, deposits of lesser purity are mined in nearly all parts of the world for less demanding uses. Mining costs are minimized through open pit quarrying, but in Europe, Asia, Africa, and South America underground mining methods are also employed. Blasting is not required because diatomite is soft and easily broken loose with mechanized equipment. Following gentle crushing, the ore is dried, milled, and processed into one of three broad categories of products: naturally milled, straight calcined, and flux calcined grades. Each of these principal categories is further subdivided into additional grades through particle size adjustment of the powders. Agglomeration of particles, alteration of fine structure, and color change are achieved through calcination. Flux calcination further accentuates these changes. Production throughout the world is dominated by the United States, followed by Romania, the former Soviet republics, and France. Other major producers include Spain, Mexico, Iceland, Korea, Japan, and Germany. Denmark is a major producer of Moler earth products, which consist of a diatomite-clay mixture. HISTORICAL BACKGROUND The first industrial use of diatomite can be traced back some 2000 years to the Greeks and to the use of diatomaceous earth as a component in lightweight building brick and in ceramic pottery. It was not until the mid-1800s, however, that the unique properties of diatomite were first recognized and the market end-uses explored and developed. One of the most important of the early uses followed the development of dynamite by Alfred Nobel in the mid-1860s, whereupon diatomite was used as a component of the explosive to improve stability and safety. Other early uses included low temperature insulating and refractory bricks and as a component in insulating and fireproofing construction panels. During the 1920s, processing technology underwent a very rapid evolution with the development of calcination, flux calcination, and air classification technologies. Through these technologies, innumerable different size and grade classifications could be made for market applications and for rapidly diversified end- uses. Today, the application of processed diatomite for filter aid is the largest of the quality sensitive end-uses. Specific filtration uses include the clarification of beer, wine and liquor, vegetable oil, syrup and sugar, pharmaceuticals, and swimming pool water, to name a few. As a functional filler and extender, processed diatomite is ideally suited for application in paint, rubber, and plastic formulations. Other filler applications include use as an anti-blocking agent in plastic film, anti-caking agent for fertilizer, thermal insulating material, catalyst carrier, polish, abrasive, pesticide and fertilizer carrier, and chromatographic supports. Throughout much of the world diatomite is still used as a component of insulating brick and as an absorbent.

Diamonds, an enigma in a mineral resource sense. Chemically, diamonds are no more than carbon crystals in a cubic system-formed one might add under conditions of great pressure and temperature. They have certain physical properties which are fairly unique. They are very hard, they have a high refractive index, they luminesce, some of them fluoresce, they have a high specific gravity, they don't wet and they are a good conductor of heat. In a way, a rather clinical set of qualities. Of course, these qualities are what give diamonds their use and their beauty. It is on the emotional side that they get complex and stir memories of legends, of beauty, of wealth and romance, of war, happiness, bad luck and curses. It is on the emotional side that the value of a diamond is established, if such a thing is possible. Diamonds are extremely varied, there are more than 5000 categories into which they are sorted, so there is room at each point across the spectrum for their individualities to emerge, and accordingly their attractiveness to each buyer is unique.

Asbestos is a generic name given to six fibrous minerals that have been used widely in commercial products. The six types of asbestos are chrysotile, crocidolite, amosite, anthophyllite asbestos, tremolite asbestos, and actinolite asbestos (Table 1). Chrysotile is the asbestiform variety of serpentine. Crocidolite, amosite, antho-phyllite asbestos, tremolite asbestos, and actinolite asbestos are the asbestiform analogues of riebeckite, cummingtonite-grunerite, anthophyllite, tremolite, and actinolite, respectively. Although amosite is an acronym for the Asbestos Mines of South Africa (AMOSITE) and does not specify a mineral type, it generally is composed of cummingtonite-grunerite asbestos so the terms are assumed to be synonymous.

Toxic substances in On solutions can retard biological leaching of copper sulfide dump ores. On solutions were analyzed for metals, organics, and chloride, and showed inhibitory concentrations of aluminum, manganese, and chloride. Inhibition of bacterial activity by the solid fraction of On solution, with and without the organic constituents, was evaluated. Toxicity to bacterial species was evaluated by monitoring bacterial numbers, pH, Eh, and rates of iron oxidation. The On solution solids were toxic at 50 -60% of their field concentration. Most of the toxicity of the On solution was due to the organic fraction. Different SX reagents show varying degrees of inhibition of T. ferrooxidans. Bacterial inhibitory effects of carriers and lixiviants used in the SX plant should be determined so that entrained SX reagents do not retard biological dump leach systems. The reagents used should be the most cost effective and the least toxic.

Discussion by G. Le Bel The paper proposes three methods to determine optimum lifetime of a mining project 1. The conclusion is that the three methods arrive at the same optimum production rate (by coincidence). It is also stated that: "The stochastic and option pricing models, in addition to providing a more realistic optimum mine life than the traditional NPV (net present value) calculation, showed that the example project has the potential for substantially higher return. By explicitly considering a project's potential risks, the stochastic or option pricing techniques can more accurately describe its probable investment performance." This discussion is intended to demonstrate that: •It is no coincidence that the three methods arrive at the same optimum production rate. • The stochastic and option pricing models do not provide a more realistic optimum mine life than the traditional NPV calculation. •The potential for a substantially higher return is misrepresented. First, a review of investment decision theory in mining is needed. Net present value is the preferred performance measure because of the flexibility offered when comparing various alternatives. However, it presents the following disadvantages: • The discount rate selection is not straightforward. • The NPV obtained represents a deterministic characterization of the variables included in the cash flow calculations, i.e. a single-point estimate. Discount rate selection The opportunity cost of capital represents the rate of return that would be obtained if the capital was instead invested in other opportunities considered to exist. Such opportunities must be bypassed if the available capital is invested in the project studied 2. If these other opportunities carry risk similar to the project under analysis (for example, if they are other mining projects), there is no need to add incremental [ ] risk factors. On the other hand, if these opportunities are represented by the acquisition of government bonds yielding 7%, a risk premium factor must be included. The types of risks associated with a mining venture are shown in Table 1. Together they represent the "business risk" of being a mining company. The individual project risk is important to investors if it differs substantially from the business risk of the company and that of the other investments in mining ventures that we must pass up to invest in this particular project. A risk premium or discount would then be required. This can be illustrated by the following example. Consider that a company has two investment alternatives: one is the Cavender hypothetical project located in Nevada, and the other is the same project located in a civil war zone of central Europe. The second project requires a risk premium factor on the discount rate. Conversely, a project showing highly uncertain returns that are negatively correlated with the returns of the firm's other assets may decrease the company's corporate risk. Deterministic character of NPV calculation The cash flows used in NPV calculations are obtained from a set of variables. These variables are estimated using one parameter obtained from the engineering studies. Each parameter is thus a single value that is often termed a "realistic" or "best estimate" as opposed to "optimistic" or "pessimistic." To reduce concentrate dewatering and drying costs, the Concentrator Division at Phelps Dodge Morenci, Inc. investigated available filtration technologies. Numerous methods were explored, including: drum, disk, belt, pressure, hyperbaric, and ceramic media filtration. An economic evaluation of the individual filtration technologies indicated the advantages of ceramic media filtration for Morenci concentrates. This paper discusses the technological development culminating in the first full scale application of ceramic media disk filters in North America. Low moisture contents are obtained at high production rates and greatly reduced operating costs.

A good quality assurance program at a coal mine or power plant is accurate, timely, and consistent. The quality analysis is accurate due to a complete sampling of the coal stream loaded into the unit train. The sample analysis is accurate because standardized testing procedures are applied. Once the analysis is completed, the results must be communicated to the electric utility in a timely manner. The electric utility needs the results to better manage the coal inventory at the power plants. A quality assurance program can also help the mine deliver a consistent product to the electric utility's power plants. The importance of the three major tenants for a good quality assurance program: accuracy, timeliness and consistency, are based on major changes that are taking place in the electric utility industry.
