The development of the mineral industry of Jamaica has been guided by an unwritten policy which has nevertheless been reflected in various pieces of mining legislation and by case-by-case approvals of incentive packages for non-bauxite minerals. An effort has now been made to bring together in one minerals policy document, all the policy elements that have guided our laws and actions thus far and to upgrade the final version to meet the challenges of the next century. In this regard, industrial minerals will be placed on a more equal footing with bauxite, especially in terms of investment incentives.

Using an instrumented laboratory high-pressure grinding rolls mill, the grinding force, gap dimension, mass flow rate and net mill power were measured for six coals and a crystalline quartz. A technique was developed to estimate the compressive stress-strain curves for compression of the materials in the mill plus the effects of elastic decompression. To reconcile the mill power and grinding pressure results, it was necessary to allow for the energy recovery on decompression. No clear correlation was obtained between the form of the stress-strain curves or the variation of specific mill power factor with the Hardgrove grindability index (HGI), although coals with the lowest and highest HGIs (i.e., 44 and 106) gave results significantly different from the other coals. Feeds below 140 mesh (105 µm) flowed more rapidly than coarser feeds and would not build up high grinding pressures. This indicated shearing and fluidlike properties rather than compression as a locked bed.

The Red Dog massive sulfide deposit is located in the western Brooks Range of Alaska 100 miles north of the village of Kotzebue. It contains the largest zinc reserve in the world. Reserves were doubled in 1995 with the discovery of the Aqqaluk deposit and significantly increased in 1996, with the discovery of a deep zone of mineralization to the north. At present the global reserve and resource is 143 million tonnes of 16.1 % zinc and 4.3% lead. Red Dog is a silica + sulfide synsedimentary replacement deposit hosted in barite and black shale of the Mississippian Kuna Formation. Red Dog was thrust northward during the late Mesozoic Brookian orogeny. Understanding the setting of the deposit at the time of formation and its subsequent deformation history is critical to current exploration efforts and to future discoveries in the district.

"High strength aluminum matrix composites were prepared and studied using as reinforcement newly developed nearly mono-dispersed a-alumina single crystal particles each of which has a regular polyhedral shape. The composites were formed by centrifugal casting using aluminum casting alloys (Al-Si and Al-Cu-Mg) as the matrices, followed by heat treatment. The volume fraction of the alumina particles was as high as 60%. The same matrix composites reinforced by conventional crushed fused alumina particles were similarly prepared as the reference. The bending strength and tensile strength of the Al-Cu-Mg matrix composites reinforced by the novel alumina particles of 10 µm in average diameter are as high as 1020 MPa and 560 MPa, respectively, which are higher than those of the conventional alumina composites. Furthermore, the bending strength of the novel alumina composites degraded less than that of the conventional alumina composites after thermal fatigue tests. The number of cracks in the matrix seemed to influence the thermal fatigue property because many cracks were observed in the conventional alumina composites, whereas only a few cracks were observed in the novel alumina composites. This was confirmed by SEM observation of the sample composites before and after the thermal fatigue tests.IntroductionAluminum matrix composites strengthened by dispersed reinforcements are of interest for various applications due to their improved properties, such as high specific strength and stiffness, wear resistance, etc .. A large number of investigations have been made concerning fabrication processes and properties of these composites. With regard to the fabrication processes, powder metallurgy has been well-known as a solid phase process, and recently many liquid phase processes such as a compocasting, a squeeze casting, the Lanxide process, and the Osprey process have been studied and developed.(1)"

Lime addition to acid mine drainage (AMD) leads to precipitation, predominantly of metal hydroxides and calcium sulfate, and is the benchmark for remediation by precipitation. Geo2 Limited of Melbourne, Australia has developed and patented a novel alternative precipitation scheme based on the formation of mixed valency, M(I1)-M(III), hydroxide sulfate salts. When the composition of AMD is appropriate, the Green Precipitate Process provides a useful and more effective alternative to conventional liming. The characteristics and utility of the Green Precipitate Process are described in terms of the underlying chemistry, and a case study where the Green Precipitate process outperforms conventional liming. A mobile pilot pipe reactor rig which was built by Geo2 to demonstrate the process, and used successfully in both Australia and the United States, is described.

An annex building at the former Agency for National Security Planning(NSP) complex located in downtown Seoul was demolished by progressive collapse method. This work was done as a part of efforts to restore the landscape of Namsan Mountain which lies in the Center of Seoul. The five-story reinforced concrete structure was razed in 5.5 seconds by the 29kg of high powered explosives which were placed in some 320 holes in the building with floor area of 2,577 m². The asbetos and all the other finishing materials in the building were removed before the demolition and the specially coated wrap minimized the spread of blasting dust. Seismic and air overpressure waves were monitored at 8 points, which were below safety limits and the continuous communication with neighborhood prevented any complaint.

Background ground water quality is often used to drive remediation programs at sites with waters affected by mining activities. In the past these levels were sometimes chosen without rigorous statistical and geochemical analysis. A probability distribution approach was used at the Sweetwater Uranium Project to separate a large set of geochemical data into populations that represent contributions from different sources. Natural background populations were identified for major ions, metals, and radionuclides, and were submitted to the Nuclear Regulatory Commission to modify the extent of a Corrective Action Program and to establish control limits for future monitoring.

"The structure and hydrogen-absorption properties of LaNis thin films were investigated in the present study. LaNis thin films were prepared by a sputtering method with a radio-frequency power, Ws, of 50 -400 Wat substrate temperature, Ts, of323 -573 K. Nickel content of the films decreased with increasing Ws, however, there was no dependence on Ts. At low Ws and low Ts, amorphous films were deposited. In other conditions, the films were polycrystalline. The films prepared at high Ws and low Ts, or at low Ws and high Ts, exhibited only a (h k · 0) peak in the X-ray diffraction profiles. This indicates that the c-axis of crystalline films was oriented parallel to the substrate plane. At high Ws and high Ts, the films with columnar structure were obtained. Hydrogen-absorption capacity of the thin films increased with increasing Ws. The pressure plateau did not appear on the pressure-composition isotherms. The films deposited at high Ts represented a higher equilibrium pressure.IntroductionThin films of hydrogen storage alloys can be applied for an electrode of rechargeable battery or fuel cell, a filter for H1 purification and various kind of sensor. Some studies on the preparation of the thin films of LaNi5 intermetallic compound, which is a typical hydrogen storage material, have been done hitherto. Adachi et al. , 2) and Sakaguchi et al. 3) prepared amorphous and crystalline LaNi5 thin films using flash evaporation of alloy powders and measured the pressure-composition isotherm for the prepared film utilizing a quartz crystal mass monitoring (QC:MM) method. It was found that the prepared amorphous film absorbed hydrogen without disintegrating into the powders and the hydrogen-absorption capacity of the films increased with the degree of crystallinity. Sakai et al. 4) reported that the maximum hydrogen storage capacities of amorphous and crystalline LaNi5 thin films, fabricated by a RF sputtering method using combination targets, were about 40 mA h g-1 (LaNisHo.7) and 160 mA h g-1 (LaNi5H2.6), respectively. Uchida et al. 5, 6) prepared LaNi5 thin films using flash evaporation of alloy powders and measured volumetrically the pressure-composition isotherm for the prepared film. It was reported that the hydrogen-absorption capacity of the films changed by the annealing treatment."

Planning of modern mines entails considerable challenges in the areas of ground control, materials handling, safety, environment, equipment and personnel. Many orebodies are not economical unless efficient mining systems are used to win the ore. Relentless pressures are placed on mine operators to force them to become more productive and to make mines more competitive in modern economies. This has generated an intense drive to adopt technologies that rely on a greater degree of mechanisation, automation and computerisation. There is no turning back; high technology in mines is here to stay: computer controls and monitoring, computer aided mine design, information management systems, etc. During the past 20 years significant advances have been made in the areas of mine design, mine equipment and geomechanics. One could rhetorically ask if the advances in mine backfill technologies have kept pace with developments in other sectors of the mining industry. This paper will look at a few key mining technology sectors and will compare the relative progress of backfill technology to these sectors.

The presence of misplaced ultrafine particles decreases the separation efficiency of unit operations used in coal preparation. Although the classification of fine coal was considered to be adequate for the needs of the coal industry during the 1970s and 1980s, it is apparent that further improvements in the yield/ash/moisture relationship achieved by coal preparation plants will require increased efficiency in this size-separation step. This paper describes the capability of current and developing techniques to address the problems that need to be overcome.

Disposal of mine tailings in "waters of the United States" is presently prohibited even though case studies indicate that the practice may be environmentally viable. To simulate disposal in the natural environment, nine containers of tailings and sediment were instrumented and placed on the ocean floor near Juneau, AK as were ninety-six biosample containers. Pore water concentrations of five metals were determined, and biota populations were characterized for both materials. After 500 days of exposure there were no statistical macro scale differences between tailings and sediment biota populations or Cu, Pb, and Zn pore water concentrations. Tailings released slightly more Fe than sediment, but sediment released significantly more Mn than tailings. Disposal of mine tailings in marine waters may be environmentally safe.

"The design of carbon-in-pulp (CIP), and carbon-in-leach (CIL) adsorption circuits has essentially remained unchanged since the early days of the carbon process for gold recovery. For CIP circuit the pulp residence time is traditionally fixed at one hour per contactor with a carbon concentration of between 15 and 20 grams per litre, and the counter current carbon transfer rates are in the region of 15% pulp recycle. For CIL, the pulp residence time is usually three hours per contact or, with lower carbon concentrations ( 5 to 10 grams per litre).The drawbacks of using the counter current CIP/CIL adsorption circuits are discussed using modeling developed for CIP/CIL plant design. Counter current CIP/CIL, circuits are then compared with the carousel method of adsorption circuit design.The use of equipment suitable for the carousel approach is discussed which is, the AAC cylindrical and pumping (MPS) screens, the AAC pump-cell plant and launder designs.Finally, two plants at the Vaal Reefs Gold Mining and Exploration Company that use carousel adsorption circuits, namely the Vaal Reefs No. 1 Gold Plant, a CIL plant with stepped contactors, and the Vaal Reefs No. 2 Gold Plant, a CIP using a very short residence time (AAC pump-cell) are discussed."

This paper presents a strategic plan for automation, plant integration and process management being implemented at the Chuquicamata mining and metallurgical complex of Codelco-Chile. This five-year plan considers different levels of process control and plant integration, which include instrumentation and direct control, process models and supervisory control, plant information integration, and real time process and plant wide management. The conceptual solution developed defines an architecture for the overall system and the projects to be implemented by each production unit, as part of the proposed solution for the division wide process control, plant integration and real time process management. An estimate of the cost benefit relation of the plan is also given.

In August 1996 a Microseismic Monitoring System developed by ISS International Limited was installed at the Pasminco Broken Hill Mine -Southern Cross area. The project aims were to:Assist in daily safety management in a mine environment which exhibits one of the highest occurrences of microseismic activity recorded in the Australian mining industry. Be used as a proactive tool in design of future development and stoping. The project to-date has been an unqualified success in achieving both goals. Consequently the system is being expanded from 6 to 14 monitoring sites.

"For his pioneering contributions to the understanding of the geology of porphyry copper systems" Recipient Of The 1997 D. C. Jackling Award SPENCER R. TITLEY Introduction The subject of this lecture, a late century perspective on porphyry copper geology, is one of current interest and importance as the search for these ores remains intense. It is presented in the belief that an appreciation of our present understanding of the subject requires it to be viewed historically, thus providing a basis for evaluating appropriate directions for continued study. At the outset, it is important to note that the technology of mining and extractive metallurgy has developed ore from these low grade orebodies, starting with D. C. Jackling, and has continued to create them as copper grade and price have diminished. But the continued search for them is a geological problem that responds to growing expectations of people and societies; exploration based upon ever increasing knowledge of the habits of the ores has been very successful. This is the story of evolution of geological thought and practice in porphyry ore search across an interval of time beginning with the bulk mining of "low grade" copper ores at Bingham and ending with late Century concepts. "How did we get here?" The lecture concerns the ideas of many different people. The ideas and events discussed reflect a bias on North American thought, where the great low grade orebodies were first recognized as such and where many of the basic geological ideas were developed. A very great number of geologists have contributed to this understanding. In no sense is it meant to minimize the contributions to the story that have evolved in the study and mining of ores of the Andes, whose development and expansion has been nearly synchronous with that in North America - nor to minimized comparable contributions made in the late century from studies of the newer discoveries of deposits in other regions, especially the southwestern Pacific regions. In expansion of this topic, I have found that many important concepts are marked by appropriate publication but some are not, or I have not been able to discover documentation. Many notions appear to have become conventional knowledge without publication, mostly being geological viewpoints developed synchronously from similar observation. Thus, apologies are extended in advance to those whose work I have might have missed and to those unknown to me whose unpublished ideas may have seeped into the pool of common knowledge without appropriate recognition. The analysis here addresses events of two time segments, an older one extending from the developments at Bingham in the early 1900s through the Second World War, ending about 1950: the second period extends from that time to the present. This separation is seen in Figure 1, which traces numbers of publications through the period as extracted from some 700 publications, again with a North American bias, from an annotated bibliography of porphyry copper geology in preparation. During the early period, exploration was "immature" in North America, that is, geologists looked for new districts and sites of the deposits. Outcrops were sought that carried the signatures of former mineralization and regional controls related to structural geology were closely studied. In the later period, North American exploration had "matured" into a study of districts, rather than a search for them. As the studies of these ores intensified during the younger period concommitant with increasing demands for the metal, they did so with a broadened understanding of some habits of occurrence, of hydrothermal alteration, mineral zoning, petrology, and geochemical and geophysical signatures. Quality and process control in the iron ore industry is based on measurements of ore grade from blast holes through to shiploading. Traditionally this has been carried out using conventional sampling, sample preparation and analysis methods, but on-line analysers are now being introduced for monitoring the grade of important process streams. Once a conventional sample has been collected, it can be analysed for a wide range of elements. On the other hand, on-line analysers measure only a few selected elements, but they provide rapid feedback on grade, which is important for effective quality and process control. In both cases, the linkage between mining, processing and final blending operations at the port is crucial to ensuring that product quality is maintained while production targets are met and the life of the resource is maximised.

Pará Pigmentos S.A. (PPSA) is an association between the Brazilian companies CVRD and CADAM, Mitsubishi Corporation of Japan, and the IFC (World Bank) created in 1992 in order to recover kaolin from Rio Capim deposit, northern Brazil. Commercial production at PPSA started in August 1996 using a process comprising mining and beneficiation at the mine site, pumping through a pipeline and drying/loading at the port site on the Amazon river estuary. Presently, all PPSA production is concentrated on 82% <2um, high-brightness coating clay shipped in bulk. In this paper, a detailed description of the development of PPSA beneficiation process is presented. The results of laboratory and pilot plant studies under- taken to develop alternative grades of clay, such as delaminated and calcined kaolins, are also discussed.
