This paper looks at the problems associated with surface settlements and other subsidence effects from the underground extraction of coal in relation to consent applications under the Resource Management Act. The main features of subsidence are examined with respect to identifying the adverse effects as defined under the RMA. Particular attention is paid to sites where little or no data is available as in the case of greenfield sites or at mines where new or different mining methods are being introduced. In these situations it is not possible to make accurate predictions of settlements or strains and therefore other factors need to be considered. The long term effects which might occur post mining are examined in relation to mitigation and management options.

The ore deposits at Firmeza have been worked continuously since 1884; those at Daiquiri since 1895. It is surprising, therefore, that they have not been the object of careful geologic study until quite recently. It is true that considerable attention was paid to these deposits by A. C. Spencer, in 1901, in the report on the geology of Cuba, by Hayes, Vaughan, and Spencer,l but this was only incidental to a hasty general reconnaissance of the Island. As far as the Daiquiri deposits are concerned, this gap has been filled by the appearance of the two papers by Prof. James F. Kemp2 and by Prof. Waldemar Lind-gren and Clyde P. Ross respectively.3 Max Roesler, first holder of the Emmons fellowship, made a detailed study of the Firmeza deposits during the past summer, so that soon we can expect a full description of them. Consequently, there is no, demand at the present time for a description of the deposits from other sources, and that is not the purpose of this paper. The papers on Daiquiri, however, leave unsolved problems in regard to the age of the rocks of the district and certain phases of the genesis of the deposits, and it is with the hope of aiding in the solution of some of these problems that this contribution is offered. Kemp, and Lindgren and Ross agree in assigning these deposits to the type of contact metamorphic deposits. They disagree in part on the question of their localization. The deposits occur in an extensive area of diorite which includes numerous blocks of limestone, and sometimes are found in the contact zones between these blocks and the diorite, and in other instances are completely enveloped in the diorite, showing no apparent connection with the limestone. The Long Swamp RARE II area contains no prospects, claims, or mines. It has a low potential for ore deposits. There are no geothermal, oil, or gas leases in the area. APPRAISAL There are no mining districts in the study area. The nearest is Chewack Mining District, which is 6 mi (9.6 km) north of the area. This district had numerous claims located for tungsten; the principal tungsten ore mineral was wolframite. Wolframite was found here in 1898 by surveyors of the International Boundary Commission. The area was staked in 1908 and developed during 1915 and 1916. Only in 1936 was ore shipped; the 30 ton (27.2 t) shipment proved to be unprofitable for the claimants (Culver, 1945, p. 41).

THE chemical and physical properties of slag systems are of special interest to metallurgists, for nearly all metals are in contact with molten slags during the primary reduction from their ores and then during the subsequent refining and alloying processes that determine their ultimate use, These processes are carried out at high temperatures and involve such complex chemical systems that fundamental scientific knowledge of the properties and behavior of these slags is inadequate. Various hypotheses have been proposed to explain known slag characteristics. The commonest of these regard the molten slag as constituted of compounds that are dissociated in varying degrees into their constituent oxides, as illustrated by Schenck1 and the recent papers of Chipman and co-authors.2-5 Another proposal is that these compounds dissociate by completes or partial ionization, the evidence for which has been reviewed by Martin and Derge.7 Whatever hypothesis is favored, the exact formulation of these compounds is incomplete. It is based on three principal types of information: I, Studies of solidified slag samples by X-ray diffraction, petrography, and similar methods that can be used at room temperature, The correlation of this information with the high-temperature properties of the molten slag is uncertain, 2. Studies of slag-metal equilibria, which have the advantage of providing observations on the molten slag at high temperature, However, even these data present problems of interpretation because they require a complete knowledge of the metal phase, 3, Direct measurements of properties of molten slag at the temperature of greatest metallurgical interest. Viscosity, electrical conductivity, specific heats, and similar properties have been measured, but the data of this type are widely scattered and frequently difficult to interpret, Additional direct measurements of properties of molten slag that can be interpreted in terms of chemical behavior are required, and this paper shows that the standard physical-chemical measurement of reversible electrode potentials, which measure the activity of specific constituents, is a fruitful source of such information, The purpose of this investigation, therefore, was to find an electrode combination that would yield reversible electromotive force measurements when dipped into the molten slag to be studied. The organic, inorganic, and radiological characteristics of airborne aerosols have been measured as a function of particle size in controlled atmosphere test chambers and operating uranium mines. Concentrations of benzo(a)pyrene in two mines ranged from 26 to 57 ng/m3 of air. The carbon chain length of adsorbed n-alkanes was correlated with particle size. Normal mining activities produced an ore dust aerosol with mass median aerodynamic diameter (MMAD) greater than 2 µm. The elements Na, Al, Si, K, Ca, Ti, V, Fe, and U exhibited elemental ratios similar to bulk ore and had comparable MMAD's. The S, Zn, and Pb were higher in aerosols than bulk ore and were associated with smaller MMAD particulates. Radon daughter particle size distributions were influenced by the kinds of particulates

A rough simulated borehole has been developed for the installation and dynamic testing of rock bolts a the WASM Dynamic Test Facility. The rough simulated borehole is used for rock bolts that are sensitive to equipment installation technique or borehole geometry (particularly friction rock stabilisers and resin encapsulated bolts). An extensive axial test program has quantified a difference between the static and dynamic capacity (kN/m of embedment) for friction rock stabilisers once sliding starts. The 47mm split tube bolt has a 50% reduction in embedment capacity (but with significant variation) dissipating 2.7kJ/100mm of sliding per meter of embedment, and the Omega (inflatable) bolt had a 70% reduction in embedment capacity dissipating 6.2kJ/100mm of sliding per meter of embedment. The Omega bolt dynamic capacity remainder at least equivalent to the split tube bolt static capacity.

In 1976, a decision was made by Anamax Mining Company to install an unusual conveying system to transport ore 10.3 km (6.4 mi) from the new Eisenhower Mine to the Twin Buttes concentrator. The system, supplied by Cable Belt Limited of the United Kingdom, represents a radical departure from conventional belt conveyors. The driving tension is applied through two endless wire ropes driven by a single 2 240 kw (3 000 HP) drive while the belt acts only as the ore carrying medium. Full production was begun in January, 1979. Start-up problems hampered production for several months but were resolved by a joint Anamax-Cable Belt effort. The system has been operating at design capacity for 4-1/2 years, and has proven itself as a reliable, low cost ore transportation system.

The need for ground support research in underground excavation has been well identified in recent years by many studies in the subject area (1, 2, 3, 4, 5). A typical conclusion from these reports (1, 2) is that the drill-and-blast (D & B) mining or the mechanical tunnel boring machine (TBM) methods are expected to be continued in use for the needs of tunneling in the immediate future. The Organization for Economic Co-operation and Development (OECD) sponsored in June, 1970 advisory conferences on Hardrock and Soft Ground Tunneling (3,4). These two reports were based on the combined response received from approximately six hundred inquiries from 17 nations in the summer of 1969 and which concerned all aspects of present-day inadequacies of, and the needed improvements in the technology of tunneling. Some specific problem areas in ground support and tunnel linings were: 1) the ability to successfully predict rock loads that must be carried by the support system; and 2) inadequate methods for determining the load-carrying capacity of the various support systems. Therefore, the problem area is clearly defined by these two objectives: 1) To find means of predicting rock loads; and 2) To develop methodology for determining safe, efficient, and economical ground support design practices. Noting these research needs from a great number of sources, the United States Bureau of Mines, Spokane Mining Research Center (SMRC), acting as agent for the Advanced Research Projects Agency (ARPA), undertook contract research effort in these problem areas. Work by Jacobs Associates has studied a methodology for specification of temporary artificial support based on the dependent sequence of mining operations and prediction of various rock conditions in the pre-excavation stage. This paper describes the application of ore-dressing methods to the reclamation of milled frit from over-spray, or waste, porcelain enamel. Frit is the name given by enamelers to a granulated glass produced by the smelting and subsequent water quenching of various ingredients capable of forming a glass, usually including a compound to produce opacity. It is the major component of porcelain enamel, and normally commands a price ranging from 7 to 12 cents a pound. In the *preparation of a white enamel slip, usually 6 or 7 parts of clay, 2 parts of opacifier, small amounts of electrolytes, in some cases inorganic color stabilizeis and organic dyes, and 35 parts of water are added to 100 parts of frit; the mixture then is milled to a fineness of the order of 92 to 95 pct through a 200-mesh sieve. The frit forms the base of the enamel; the opacifier imparts opacity or reflectance; the clay suspends the frit while in slip form and serves as a binder in bisque form (dry and unfired); and the electrolytes control the workability. Spraying is used commercially, in many cases, to apply the finish coat of enamel to the ware, prior to drying and firing. In the spraying operation, only about 50 pct, by dry weight, of the enamel slip adheres to the surface of the ware, the remainder forms the over-spray. From 1/2 to 2/3 of the overspray goes up the flue where it is lost or recovered, depending on whether the plant is equipped with a dust-collecting installation; the coarser portion of the over-spray is collected in the spray booth. The former product is termed flue reclaim enamel, and the latter booth reclaim enamel. Although the spraying operation is done in specially constructed booths, which are partially or completely enclosed, it is extremely difficult to keep out contaminating dirt, which joins the reclaim. Some present-day large enameling plants use 20 tons of frit a day, of which 10 tons go into reclaim with a potential value of $1400 to $2400. When two-coat finish enamels were common, the reclaim was used satisfactorily for the undercoat, but the relatively recent advent of one-coat finish enamels prevented use of the reclaim because, even when blended with first-run enamels, it gave dirty finishes with poor gloss. It was thought that the pitting and specking encountered with reclaimed enamels were caused by the contaminating dirt, and that the poor gloss was caused, primarily, by the high clay content; more clay usually was added to give proper suspension properties to the slip when the reclaim was used. A clay content in excess of about 10 pct usually imparted refractoriness to porcelain enamels. In this paper, the authors attempt to apply a simplified non-homogeneous void diffusion model (NHVDM) to predict surface subsidence for longwall mining in Illinois. A generalized error function subsidence profile is derived from this model. The model validation indicates that the NHVDM approach appears to fit the observed subsidence data as well or better than the error and the trigonometric functions, particularly around the trough edge areas.

This is the third paper in a series on the diffusion of zinc in alpha brass.' At the time of the first paper it was accepted that diffusion in a substitutional type of solid solution depended upon an equal interchange of solute and solvent atoms across the diffusion interface (or past a given lattice reference point). Discrepancies in the size of the areas under the diffusion curves on each side of the interface, if observed, were explained on some other basis than the fact that the solute atoms might cross the diffusion interface without an equal number of solvent atoms diffusing across the interface in the opposite direction. The second paper presented evidence indicating that zinc atoms in alpha brass diffuse across the interface more rapidly in one direction than the copper atoms diffuse across the interface in the opposite direction. This phenomenon forced the interface to move in the opposite direction of the diffusion of zinc atoms to provide space for the additional zinc atoms dissolved in the alpha brass. That the interface and columnar grain structure on one side would remain intact during this mass movement was not expected; how ever, it is gratifying that they did. While the evidence was sufficiently satisfying to the author, it was decided that additional experiments were in order to prove that zinc diffuses more rapidly than copper in alpha brass. It is the purpose of this paper to present the results of these experiments. Procedure A bar of 70-30 wrought brass was selected, to avoid the relatively large volume change in going from beta to alpha brass as in the previous investigation. A bar 7 in. (18-cm.)* long and about 3/4 in. (1.9 cm.) wide was surface ground and polished with abrasive paper on plate glass to 0.4184 0.0002 in. (1.062j + 0.0005 cm.) thick. Six0.00j-in. (0.013-cm.) diameter molybdenum wires, chosen because of their very low solubility in coppcr and alpha brass, were strctched lengthwise along each of the two plane surfaces. Glass tubes placed at right angles to the wires every 1/2 in. held the wires tightly against the brass. The sample was then emersed in an acid copper sulphate plating bath and electroplated to a depth of about 0.020 in. (0.050 cm.) copper on all sides. Almost nine years after the assertion of enormous and pervasive federal control over coal mines by means of the Federal Coal Mine Safety and Health Act of 1969, 30 USC Section 801 et seq, as amended by the Federal Mine Safety and Health Act of 1977 (which basically increases the punitive powers of government) a brief assessment of some of the underlying causes, present status, and possible alternatives to governmental control is appropriate. In a governmental system based upon the principles of democracy and the protection of individual freedoms and constitutional rights the ultimate mechanism for abrogation of these rights is the creation and exploitation of fear. Machiavelli in rendering advice concerning the power over men provided by fear stated, "... it is much safer to be feared than loved .. fear preserves (the government) by a dread of punishment which never fails." The Prince. Within the context of the assumption of control by the government over industries or segments of our population - popular fear provides a convenient and almost necessary mechanism for the avoidance by law or regulation of democratic principles. The popular fear of coal mines has been successfully exploited by various goal oriented groups in the past and most recently by a Congressional constituency with a vested interest in controlling the mines through regulation.

In presenting this address I am conscious of the honour that has been paid me in my election to this important office, and I am very aware that I follow, in the position of President, many distinguished men who have led the Institute over the 70 years since its inauguration in Broken Hill in 1893.It is perhaps appropriate tonight that I intend to talk about a metal which recalls the birth-place of the Institute, and is also one with which I have had a direct association throughout the whole of my working career. This metal is Silver.Silver is associated traditionally in everyone's mind with money and silverware, and has always been prized for its natural beauty and elegance. It is today one of the few metals in which world consumption has outstripped production, and the events which have occurred to bring about this situation make an interesting story.In telling this story, I propose firstly to indicate our development as a silver producing country, give an historical review of the metal, trace its use as currency and the factors influencing its price, and then say something of the old and new uses of silver. Finally I shall give some comments on silver production in Australia today.Australia, with 6-5 per cent of the world's output of silver, ranks sixth among the producer countries and over the years has contributed 892.5 million ounces to the world's supply which, based upon production since the discovery ofAmerica, is estimated to have been 22,150 million ounces or nearly 680,000 tons.Although our production appears relatively small by...

The objective of the research in this project is to develop a knowledge based expert system for aiding the planning of mine ventilation systems. This system focuses on mine ventilation system design from a coal mine dust control standpoint. It is recognized that mine ventilation system design is an engineering problem involving not only rote numerical calculations to solve the pressure quantity problem but also substantial judgement and expertise to analyze a problem situation and Interpret the results of an algorithmic program. The thrust of this project is to i) extract this knowledge from public domain sources and recognized experts in industry, government and academia, 11) represent this knowledge in the form of IF ... TI-IEN rules in an expert system (ES) and 111) interface the developed expert system with a mine ventilation network analysis program vis. PSUMVS (Pensylvania State University Mine Ventilation Simulator). By providing the numerical computing and qualitative reasoning aspects of mine ventilation system design in a single Integrated system, better quality decision support will be made available to apprentice users.

The understanding of the effect of the major variables influencing the froth flotation performance may allow both to predict and to identify best operating conditions towards optimizing the process efficiency. The aim of this research work is to model the effect of dissolved oxygen onto froth flotation performance. Experimental pilot plant results were obtained from a continuous circuit consisting of a ball mill and a rougher bank of four flotation cells. A series of flotation experiments were run with different conditions of dissolved oxygen keeping constant most of other operating conditions. Variables difficult to control were measured or estimated. A set of mathematical models suggested in the published literature were tested. It was found that the copper recovery results were highly sensitive to the concentration of dissolved oxygen. The latter confirmed the reactions mechanisms associated to the collecting capabilities of current flotation reagents used in the flotation of copper sulfide ores. On the contrary, the results of molybdenum recovery varied non-linearly with changes in dissolved oxygen which could not be explained directly in terms of the computed specific rate constants. The error analysis confirmed that Klimpel continuous model exhibited the best specific rate constant correlation with molybdenum recovery data. Lastly, the classic particle force balance equations indicated that the adjustments of estimated mineral liberation with experimental data exhibited a turning point when passing from highly liberated to low liberated particles. The values of recovery for such turning point correlated well with the concentration of dissolved oxygen. The results indicated corrections due to changes in the dissolved oxygen must be incorporated in future froth flotation descriptions.
