There are significant Mineral Resource and Reserve reporting challenges facing a mining company operating in the global arena. This paper specifically examines the Mineral Resource and Reserve reporting challenge facing BHP Billiton. The changing regulatory environment creates a significant challenge for global mining companies when reporting Mineral Resources and Reserves. The development and implementation of internal policies and standards for collecting and collating resource and reserve information is required for corporate governance, however the challenge is then to report this information publicly in such a way as to comply with the various codes and requirements in the many jurisdictions in which the company is required to report. The move to an International Code is not only desirable but is an essential requirement in todayÆs global market. The agreement to report using a single code internationally is however only the first step. A truly practical international reporting system must have common definitions and guidelines for interpretation as well as an international approach to the definition of a Competent Person, and even more importantly a common acceptance of that code by the relevant investment regulatory bodies. Without the universal acceptance of the concept of an international reporting code by the major regulatory bodies, implementation of such a code will be limited. With the major global mining companies seeking to raise capital in the USA, the worldÆs largest capital market, the Securities and Exchange Commission (SEC) and its approach to reserve reporting is becoming increasingly important. The development and implementation of an International Code must gain the support and acceptance of the SEC if it is to be successful.

The evaluation of risk is becoming more important in the siting of mining operations in the United States as well as the rest of the world. The determination of environmental, economic, as well as health and safety risks is an important step in the planning of any mining operation. Hydrogeology plays an important role in pre-mine planning and in the determination of these risks. The mine operators must determine if ground water would inhibit mining in any way. Factors which are important to consider include mine dewatering economics, slope stability, and other adverse hydrologic impacts. This paper presents methodologies for the characterization of hydrogeological risks for a mining operation. First of all, the term risk analysis is defined and its utility is addressed. Then, stepwise methods for performing a typical risk analysis are presented. Finally, the application of risk analysis to hydrogeology in mining is given. With slight modification, it is believed that these methodologies can be used to evaluate the hydrogeological risks for any mining operation.

A unique freeze conditioning agent (FCA) which functions by forming structurally weak ice rather than suppressing the freezing point of water has been successful in alleviating frozen coal problems. Frozen coal treated with FCA has been quickly unloaded at temperatures below -17.8OC (O°F). Other applications of FCA include deicing: conveyor belts, idler, idler arms, and other moving parts that have been impeded by ice.

ECENT papers dealing with the properties of unalloyed iodide titanium have been directed primarily at the determination of base-line properties for alloy investigations. Early work was limited to a few tests because of the limited availability of iodide titanium at the time. In the results of papers by Campbell et al.,1 Gonser and Litton,2 Jaffee and Campbell,3 inlay and Snyder,4 and Jaffee, Ogden, and Maykuth, data on mechanical properties are presented for unalloyed iodide titanium in the annealed and cold-worked conditions. Data are presented in this paper which show the effects of heat treatment on the structure and mechanical properties of commercially produced iodide titanium. Correlation is made between microstruc-tural variables and the mechanical properties. Experimental Procedures Melting Stock: The melting stock used was as-deposited iodide titanium, produced by New Jersey Zinc Co. The furnished analysis showed the following range of impurities: N, 0.004 to 0.008 pct; Mn, 0.005 to 0.013; Fe, 0.0035 to 0.025; Al, 0.013 to 0.015; Mo, 0.0015; Pb, 0.0045 to 0.0065; Cu, 0.0015 to 0.002; Sn, 0.001 to 0.01; Mg, 0.0015 to 0.002; and Ni, 0.003. Hydrogen content as determined by vacuum-fusion analysis was 0.0091 wt pct (0.44 atomic pct) after arc melting and fabrication. Nitrogen analysis on the arc-melted and fabricated titanium showed a content of less than 0.002 pct N. The average hardness of the furnished stock was Rf 70, or approximately 85 VHN. Melting Procedure: The as-deposited rods were rolled, sheared, and degreased in preparation for arc melting. The charge was arc-melted with a tungsten electrode in a water-cooled copper crucible under a positive pressure of high purity (99.96 pct) argon. The final ingot was approximately 2 in. in diameter and showed no increase in hardness over that of the initial stock. Fabrication: Heating for fabrication was done in air. It was begun by forging the ingot into a 3/4 in. diam rod, at an initial temperature of 1600°F. Scale was removed by sandblasting. The rod was then swaged to 1/4 in. diam at room temperature through a series of 20 dies, with approximately 10 pct reduction in area between each die. An anneal of 1 hr at 850 °C in air was given after the 1/2 in. die, such that the final cold reduction was 75 pct. Sections cut from this rod were used for test and microstructure specimens. Heat Treatment: Heat treatments were carried out in resistance tube furnaces with stainless-steel linings, under an atmosphere of gettered argon. As further protection against contamination, the specimens were packed in titanium turnings in a titanium sleeve. Control experiments have shown negligible hardness increases with this method, indicating that contamination from oxygen and nitrogen is slight. Three cooling rates were employed in this work; these have been designated as water quenching, argon cooling (to simulate air cooling under a controlled atmosphere), and furnace cooling. The cooling rate for an argon cool is 100°C per min for the first minute, with an average cooling rate of 35°C per min over a 15-min period. A furnace cool requires about 10 hr, with an average cooling rate of 3.6oC per min during the first hour, and an average cooling rate of 1.2°C per min over the 10-hr period. Microimpact Test: The specimen adopted was based on the cylindrical Izod Type Y specimen (ASTM, E23-41T). All dimensions were reduced to half scale, including the notch radius. Specifications are shown in Fig. 1. The specimen is held vertically in an adapter and broken as a cantilever beam. Impact tests were run on a constant-velocity (11.34 ft per sec) Tinius Olsen impact testing machine with a total available energy of 100 in.-lb. Tests were made to determine the correlation between this microimpact and the standard V-notch Charpy impact test. Curves showing impact energy as a function of temperature for both impact tests are plotted in Fig. 2. Transition temperatures, when they occur, are about the same for both impact tests. All three titanium-rich materials have the same conversion factor, 10. Tensile Testing: Tensile tests were conducted on Baldwin-Southwark testing machines using the 600, 2400, or 3000 1b range. Specifications for the test specimen were taken from the 1948 edition of the ASM Metals Handbook, and are shown in Fig. 1. The Mercur Mine, developed and operated by Getty Mining Company, is designed to process 3,000 tons/day of gold ore from the historic Mercur Hill mining district. The mill process involves crushing, grinding, and cyanide carbon-in-leach for recovery of gold from ores ranging from 0.08 to 0.10 oz/ton. During the mining of normal grade ore, a substantial tonnage of material containing 0.02 to 0.05 oz/ton is mined and would be available for heap leaching. Also, Getty Mining is developing methods to test and prepare lower grade material for heap leaching by rejecting a coarse rock fraction from the grinding SAG mill circuit. This lower grade fraction is suitable for heap leaching, and its removal will upgrade the regular mill feed. Other test methods are directed toward leaching techniques on some 4.0 million tons of tailings that resulted from roasting and/or cyanide leaching Mercur ores in the early 1900's. The natural carbons associated with the Mercur deposits require special treatment to reduce their gold adsorption effects when leached with cyanide.

Copper electrowinning is a complex electrochemical process that involves the production of LME grade copper from copper rich electrolyte. The process involves the deposition of the copper ions onto the cathode from copper rich electrolyte with the production of oxygen bubbles at the anode. Acid mist is produced by these oxygen bubbles bursting at the electrolyte free surface. It is an undesired by-product of the Electrowinning process which unchecked could result in mist generation higher than the recommended time-weight-average exposure limit. Various approaches to alleviate the problem have been adopted by companies, all with varying degrees of success. All of these have been attempts to treat the symptom acid mist rather than the inherent problem, often proving expensive and, in some cases, ineffectual. In this paper, a new method was developed for acid mist quantification based on ‘total acid mist’ capture above the EW cell under well controlled conditions. With the use of sophisticated diagnostic analytical tools and measurement techniques it was possible to study all the operating variables including current density, flow rate, temperature, etc. independently and their effect on bubble size, bubble velocity, gas hold-up as well as acid mist generation and its droplet size. Results show that total acid mist capture increases with an increase in current density but remains more or less constant between 300–500 A m-2. Total acid mist also shows an increase with increasing electrolyte temperature. These findings are substantiated with the aid of bubble size and gas hold-up measurements with the transparent EW cell.

Accurate estimation of equipment costs is a key factor in feasibility study and evaluation of design alternatives of mining projects. In this paper, capital and operation costs of backhoe loaders are estimated using multiple linear regression (MLR), based on principle component analysis (PCA). These cost functions are consisted of five independent variables; bucket size, digging depth, dump height, weight and horse power. The MLR is conducted in two steps. At the first correlation between independent variables is omitted using PCA technique. Thereafter, MLR functions are established using selected significant PCs and total cost functions are constituted as functions of initial variables. At the end, accuracy of functions are evaluated using mean absolute error rate method.

Leaching studies were carried out for the recovery/ recycling of metals from PCBs containing 17.05% Cu, 0.74% Ni, 1.74% Fe, 4.35% Pb and 8.32% Sn using various acids such as H2SO4, HCl and HNO3. While sulfuric acid was not a suitable leachant for the dissolution of metals from PCBs, hydrochloric acid selectively dissolved tin. The nitric acid was found to be effective lixiviant with the recovery of 99.99% Cu, Fe, Ni and 36.7% Pb in 6M HNO3 at S/L ratio of 100 g/L and 90oC. The kinetic studies carried out with 2M and 4M HNO3 at 90oC showed ?Ash diffusion control dense constant size-spherical particles? model.

INTRODUCTION The report of the workshop on Alternate Energy Strategies estimated that the world's reserve of uranium oxide is about 700,000 tonnes. In order to extract these reserves, it is estimated that between 100 and 200 million tonnes of solid waste and of the order of 1 billion cubic meters of liquid waste will be generated. In addition, radium within tailing will continue to generate radon gas as it decays for many years after closure. Hence, the handling, storage and possible use of uranium mine waste is a matter which deserves serious consideration and planning. Since the properties of the waste will largely dictate the method of handling and storage or use of the waste, the properties of the waste should be determined, to the degree possible, prior to the design and subsequent operation of the mine. Uranium mine waste has both solid and fluid constituents. The solids include soil and rock removed during site preparation, similar material removed during development of the mine and uranium tailing generated by the mill. Soils can be stockpiled for reuse during reclamation or used as earth materials for construction of fills, roads, dams and soil linings. Rock can be stockpiled, used as mine backfill or can be used for earth construction in fills, roads and dams. The tailing is usually placed in a tailing storage area. The fluid constituents are both liquid and gaseous. The liquid waste is generally composed of the mill water; however, additional waste water can be generated by dewatering processes and diversion of surface runoff. The gaseous constituent of the uranium mine waste is radon generated by the radioactive decay of radium in the ore tailing. DEFINITION OF PROPERTIES The following presents a brief definition of some of the more important properties discussed later. The definitions are not intended to be comprehensive, but are useful as a basis for understanding.

"It is well documented that xanthate adsorption on sulphide minerals is electrochemically controlled process. Under well controlled potential conditions the adsorption of xanthate takes place at different potential on each mineral, hence, each mineral component can be selectively separated from ore. This was demonstrated in the past for single mineral systems. In real flotation this concept never works out for two reasons: the potential of single mineral particle results from its interaction with solution as well as from galvanic contact with other particles present in the flotation pulp. Thus, the potential of a single particle results from complex surface reactions controlled by solution chemistry and the presence of other mineral particles that also interact with the solution. In flotation it is not possible to control mineral particle potential as it was demonstrated in voltametric studies of single mineral.In this study adsorption of xanthate on pyrite, galena and chalcopyrite has been investigated in the presence of those minerals. The second mineral was in solution: (i) without any physical contact with the first one, (ii) in direct contact (non-liberated grain or connected by wire), (iii) in collision type contact similar to that observed in real flotation.The adsorption of amyl xanthate on pyrite, galena and chalcopyrite was monitored by infrared external reflection technique directly on mineral surfaces. Type of the adsorbed species and their amount were concluded from the recorded reflection spectra. The presence of second mineral in solution without any physical contact does not influence adsorption. The minerals behave as if they were separated (at least during 30 min of the experiment). However, any type of galvanic contact between grains of two different minerals has tremendous consequence on the adsorption of collector on the both minerals. The detected changes are dramatic, from no adsorption to a few monolayer coverage formation.For example, pyrite that adsorbs amyl xanthate strongly in single mineral system in its galvanic contact with galena practically shows no adsorption of the collector in the same solution conditions. On contrary adsorption of xanthate on galena is tremendously enhanced during the galvanic contact with pyrite. The observed changes in the surface reactions are discussed and mechanisms of xanthate interactions in different galvanic contact are proposed."

Risk Management has been applied relatively slowly in the mining industry. Except for the risk concept application in financial considerations, the application of Risk Management in safety management has been far from satisfactory. When applied it was treated in a global occupational safety and health sense. Regardless of how much the mining industry has progressed over the years it is still, in many respects, `state-of-the-art' business. The safety aspects of mining are well known and yet little understood by the public. Regardless of what has been achieved so far and how much effort has been put into it, mining is regarded as an unsafe and somehow rude business. Safety records of the mining industry vary from State-to-State. Latest mining related disasters in PNG and Queensland and some other fatal accidents support this public perception. They purport a need for change in managing safety in the mining industry. The latest mining fatalities have raised the issue: What must be done to improve safety standards? Duty of care, risk management and system engineering concepts can provide some answers. Risk Management principles which have been advocated for some time provide many answers and explanations and can make safety management more constructive and workable. What has been missing so far is that this concept has neither been applied nor has been modified for its practical application and purpose on a larger scale. A risk management approach to the management of safety and health in the mining industry is addressed, herein. This approach does not attempt to provide the solution. It does, however, provide a basic understanding of what Risk and Risk Management are all about. Rational management of risk is addressed in the life cycle and system contexts. A system of continuous improvement is applied. There is always a chain of events, outcome, exposure, consequence(s), and consequence(s) value(s). It means that development of an event takes place in time and space. Dynamic circumstances have been created in or within the system. It is a decision-making process designed to provide a methodology which is directed not toward a mathematical model but toward easy use and application in dynamic working environment, by decision-makers who can be anybody from either a risk taker or a risk creator. The emphasis is placed not only on arriving at the best practical, possible and fair decision but also on structured and systematic acquisition of knowledge about the system, its hazards and associated risks, hence increasing the decision maker's ability to manage the decision-making process related to the management of risk.

INTRODUCTION In recent years there has been increased social awareness and government attention directed toward the mining industry. The growing influence of the Occupational Safety and Health Administration (OSHA), the Mine Safety and Health Administration (MSHA), and the Environmental Protection Agency (EPA) has resulted in volumes of regulations governing a multitude of health and safety aspects of mining and milling. These regulations naturally have had an impact on new plant design and in some cases have necessitated retrofitting of existing plants. This paper will not examine the regulations governing the industry, since they are a matter of public record, but rather will address two specific health considerations, dust and noise, and their influence on the design of crushing and screening plants. DUST AND NOISE CONCEPTS Dust is generally defined as finely divided solids which may become airborne without any physical or chemical change except fracture. Since the purpose of comminution circuits is to reduce the size of solids by fracture, a percentage of the material is normally reduced in size to a point where it can easily become airborne. The major cause of dust becoming airborne is the air induced by falling material. When granular material falls through a distance, the induced (or entrapped) air rushes out available openings, carrying with it the fine particles that have become suspended. For this reason, the major points of dust generation are the points where the material is falling: chutes, transfer points, screens and equipment feed and discharge points. The expected dust concentration in an area is a function of the degree of size reduction (i.e., finer particles are more readily carried by air currents than heavier particles) and the volume of air that is induced. Sulphuric acid leaching at atmospheric pressure of a number of Australian nickeliferous laterites was examined in detail. The results obtained indicate that nickel can be extracted from these ores, although the conditions required to achieve about 90 per cent extraction vary widely. These differences in reactivity can be related to the types of nickel-bearing minerals present.Nickel is more readily extracted from nickel-bearing clays such as chlorite, than it is from nickel-containing goethite.The results clearly show the problems associated with the processing of complex ores such as the nickeliferous laterites, and they indicate the need for complete characterization of each deposit.

The U.S. Bureau of Mines (USBM) has developed a laboratory-scale on-line analysis and process control system for a decopperization electrolytic circuit. This system is software driven, running on a 486DX-33 personal computer (PC) utilizing a portable energy- dispersive x-ray fluorescence (XRF) spectrometer as the sample analyzer. The XRF copper reading obtained was used as the control variable through an RS-232 serial interface to the PC for software-based control of feed flowrates. When the copper concentration in the electrolytic cell (as measured by the XRF) deviated from the set point, the feed flowrate to the cell was automatically altered using software-based proportional-integral-differential (PID) computer control to yield the desired copper concentration at the electrolytic cell outlet.

Sulfuric acid is widely used as an electrolyte for the electrorefming and electrowinning or metals. Impurities in this electrolyte are controlled by continuously bleeding solution from the tank house. In addition to the contaminant these bleed streams contain high levels of sulfuric acid and the metal being recovered. Subsequent treatment of these bleed streams often requires neutralization which generates large volumes of solid waste. Absorption resin technology employing a novel ion exchange technique known as Recoflo® allows the separation of the mineral acid from dissolved metal salts. The recovered acid is suitable for recycle back to the electrolyte circuit. The metal salt and other contaminants leave the process free .of the sulfuric acid. In this process, known commercially as the APU®, ion exchange resin is used to sorb sulfuric acid while excluding the metal salts. The purified acid is then removed by washing the resin with water. The process has been extensively used for the recovery of waste pickling acids in the steel industry and anodizing solutions in the aluminum industry. In the mining and metallurgical industries the process has been successfully evaluated for the separation of excess sulfuric acid from copper electrolytes, the removal of magnesium and manganese contaminants from zinc electrolytes, and nickel and copper from copper electrolytes. A full scale installation on a copper refinery bleed stream at Palconbridge's Kidd Creek plant in Timmins, Ontario has now been operating successfully for more than 1 year while pilot field trials have been successfully completed on other applications.

In 1933 the Cobre Mining Company re-opened the 32-year-old UV Industry Mine, which is located in a scenic canyon near Silver City, New Mexico. The site location is shown in Figure 1. Current mineral extractions are copper and magnetite; both extractions similar to those mined many years ago. Copper is extracted from chalcopyrite imbedded in the host rock of massive limestone deposits and magnetite, an iron ore, is a by-product of the same extraction process.

Hang ventilating air curtains so that they can be installed, moved, opened and closed more easily than curtains that are spadded or nailed in place. Approach Low-leakage plastic curtains fitted with grommets along the top were threaded onto a steel cable which is suspended from roof bolt plates. The system was tested in two mines. How It Works The curtains are threaded onto a steel cable which is suspended from roof bolt plates by S-shaped hooks. See Figure 1. The outby end of the cable is reeled off a hand operated winch; the inby end of the cable is anchored to a roof bolt plate by means of a cable grip and an S-shaped hook. To install the curtains the following procedure is used. First, the winch is located at least 5 feet outby the last open cross-cut. The base of the winch can be secured to the mine roof with short roof bolts, only about a foot long.

INTRODUCTION The delayed fission neutron, or DFN technique for uranium ore body analysis uses the first down-hole method for detecting uranium in place quantitatively. This technique detects the presence of and measures the amount of uranium in the formation. DFN TECHNIQUE DESCRIPTION The DFN technique depends upon inducing a fission reaction in the formation uranium with neutrons, resulting in an anomalous and quantitative return of neutrons from the uranium. Since there are no free, natural neutrons in formation, a good, low noise assessment may be made. There are several methods available for determining uranium quantity in situ. The method used by Century uses an electrical source of neutrons. This is a linear accelerator which bombards a tritium target with high velocity deuterium ions. The resulting reaction emits high energy neutrons which diffuse into the surrounding formation. They lose most of their energy until they come to thermal equilibrium with the formation. Upon encountering a fissile material, such as uranium, these thermal neutrons will react with the material. These reactions produce additional neutrons, the number of which is a function of the number of original neutrons and the amount of fissile material exposed. The particular source used, the linear accelerator, has several distinct advantages over other types of sources: 1. It can be turned off. Thus, it does not constitute a radioactive hazard when it is not in use. 2. It can be gated on in short bursts (6 to 8 microseconds). This results in measurements free of a high background of primary neutrons. 3. The output can be controlled. Thus, the neutron output can be made the same in a number of tools, easily and automatically. There are several interesting reactions which take place during the lifetime of the neutrons around the source. During the slowing down or moderating process the neutron can react with several elements. One of these is oxygen 17. This results in a background level of neutrons in any of the measurements which must be accounted for in any interpretation technique. These elements are usually uninteresting economically. The high energy neutrons will also react with uranium 238. However, the proportions of uranium 235 and 238 are nearly constant. Therefore, this reaction aids detection of uranium mineral and need not be seperated out. Upon reaching thermal energy the neutrons will react with any fissile material, uranium 235, uranium 234, and thorium 232. At present, we do not have good techniques for seperating out the reaction products of uranium 234 and thorium 232. However, uranium 234 is a small (.0055%) percentage of the uranium mineral and thorium 232 is usually not present in sedimentary deposits. When the uranium 235 reacts with thermal neutrons it breaks into two or more fragments and some neutrons. This occurs within a few microseconds after the primary neutrons have moderated and is the prompt reaction. One system uses this; the PFN or prompt fission neutron technique. We don't use this method because the neutron population is low and, therefore, the signal is small and difficult to work with, accurately. Within a few microseconds to several seconds the fission fragments also decay with the emmission of additional neutrons. Now, with a long time period available and a large neutron population we gate off the generator and measure the delayed fission neutrons after a waiting period. These neutrons can be a measure of the amount of uranium present around the probe. Thermal neutrons are detected with the DFN technique instead of capture gamma rays to avoid some of the returns from other elements than uranium. LOGGING TECHNIQUE The exact logging technique will depend, to some extent, upon the purpose of the measurement. However, the general technique is to first run the standard logs. These will include: 1. The gamma ray log for initial evaluation of the mineral body and for determining the position of the borehole within the mineral body, 2. The resistance or resistivity log for determining the formation quality, lithology, and porosity. 3. The S. P. curve for estimating the redox state and shale content, and measuring formation water salinity, 4. The hole deviation for locating the position, depth, and thickness of the mineral (and other formations), and 5. The neutron porosity curve. The neutron porosity curve is most important to the interpretation of the DFN readings. The neutrons from this tool are affected in the same way by bore hole and formation fluids as the DFN neutrons are. Therefore, we can use this curve to determine effect of the oxygen 17 in the water. Of course, this curve can be used to determine formation porosity. It can also be used to calculate formation density.
